Organizations can’t keep up with the statistics of how many people ISIS have killed

Measuring many things rests on the ability to observe or collect the data. But, a number of organizations have found that they can’t keep up with the actions of ISIS:

He and his colleagues have (alone among wire services) built up a detailed spreadsheet total of civilian and combatant casualties, but faced with the near impossibility of verifying multiple daily reports of massacres in provinces rendered inaccessible since the early weeks of ISIS’s June offensive, they now largely restrict its use for internal purposes.Officials in UN’s Iraq mission (UNAMI) are similarly downbeat about the accuracy of their records.

“Since the armed conflict escalated, I would say that our figures are significantly under reported,” said Francesco Motta, Director of UNAMI’s human rights office.

“We are getting hundreds of reports in addition to those we verify that we are just simply not able to verify owing to our limited access to areas where incidents are taking place,” he added…

It’s the sheer magnitude of the slaughter that’s overstretching these groups’ resources, but ISIS’s murderous approach to the media has compounded the problem. On top of the much publicized recent beheadings of two American journalists, ISIS also has killed dozens of Syrian and Iraqi reporters. Body counts rely heavily on local news articles for coverage of incidents in towns and rural pockets far from Baghdad, and the jihadists’ seizure of up to a third of Iraq has complicated attempts to report within their areas of control.

It may be a macabre task but an important one. As the article goes on to note, this matters for political ends (different sides will spin the available or estimated numbers in different ways) and for public perceptions. In fact, social problems are often defined by the number of people they affect. Higher numbers of deaths would tend to prompt more reaction from the public but overestimates that are later shown to be false could decrease attention.

What it takes to approach a rate of zero traffic fatalities

But in Vision Zero, the accident is not the major problem. The problem is that people get killed or seriously injured. And the reason that people get serious injuries is mainly because people have a certain threshold where we can tolerate external violence, kinetic energy. And we know quite well now how much violence we can tolerate.One of the major things with Vision Zero now is to put that more explicitly on the table. It’s like if we’re talking about the environment, and you know you have a certain threshold when it comes to poison, or whatever. You can tolerate up to a certain level. So it’s not just to stop the traffic. You can actually allow traffic. But if you have places in your system where you have unprotected road users and protected road users, according to Vision Zero you can’t allow a higher speed than 30 kilometers per hour [18.6 mph]…

I will say that enforcement plays of course a role in Sweden, but not so much. We are going much more for engineering than enforcement. If you have a very dedicated police staff and they think it’s the most important thing, then you can be quite effective working with police. But I don’t think you will get a safe system. You will reduce risk, but you will not achieve a safe system.

What about camera enforcement?

We are doing it, but in a different way. First of all, it is a national policy. We have both rural and urban areas, and we work with both. And when it comes to safety cameras, which is what we call them, we have put them on most rural roads. We have one of the largest safety camera systems in the world, per population.

But they are not catching people — it’s nudging people. So we put up the cameras on a stretch, and we tell everyone, OK, now you’re going in this area, and in a friendly but firm way we say you have to keep the speed in this area because we have a history of crashes.

It sounds like this would create some interesting discussions in the United States: do we really want to nudge drivers in such directions or do we truly think cars and vehicles should the rulers of the road? Right now, many of our roads are geared toward helping drivers get from Point A to Point B as fast as they can. But, safety is an important issue and one that concerns a lot of people given the number of vehicle deaths.

“How Trains Can Be Silent Killers”

Over 780 people were killed by trains last year in the United States and it is possible for them to sneak up quietly on people:

“Statistically, every 94 minutes something or someone is getting hit by a train in the United States,” says David Rangel, deputy director of Modoc Railroad, a training school for future train engineers. Now, most of those incidents don’t involve people—Rangel’s statistic also includes the occasional abandoned shopping cart, wayward livestock, and other objects that somehow find their way onto the tracks. But, according to the Federal Railroad Administration (FRA), 784 people were killed in train-related accidents in 2013, the highest total in the last four years.

That accident rate comes down to a combination of factors, each increasing the likelihood of disasters. “Railcars are incredibly quiet,” Rangel says. “[Tracks] are designed to achieve the lowest possible coefficient of friction…At age 62, I could push a train car down a track.” Unlike a steam engine that would hammer the rails (a main reason why they were retired), modern railcars glide with low friction, and crushed rock underneath the tracks helps diminish impact. “You won’t hear it or feel it,” Rangel says.

The Doppler Effect, which explains how sound changes pitch based on an observer’s location relative to the sound’s origin (the reason sirens sound different as they approach you), plays a role. However, since they were in front of the train, where the pitch would be higher, they’d be more likely to hear the siren and doesn’t explain why they didn’t hear the train coming. Unsurprisingly, some train-collision victims often were wearing headphones or earbuds at the time. (These two were not wearing headphones.)

Terrain can also add to the danger. If a locomotive passes through a corridor lined with trees, those trees act like sound baffles in a recording studio, Rangel says, suppressing the noise. The average railcar traveling at 50 mph measures in decibels between at “loud voice” and a “shout,” according to the FRA. The horn itself, though, can be even louder than sirens on an ambulance.

When you think about it, it is surprising how open train tracks are to the general public. The average city or suburban dweller could probably get to a railroad line easily and walk around. This also includes a large number of at-grade crossings, a particular problem in the Chicago region with lots of freight traffic and lots of people. But, the goal of railroad lines is not to minimize accidents but rather to transport goods and people as efficiently as possible.

How one woman helped make preventable injuries an American public health issue

The epidemiologist Susan P. Baker devoted her career to making preventable injuries a public health issue. Here is part of the story:

She embarked on an independent research project — a comparison of drivers who were not responsible for their fatal crashes with drivers who were — and in 1968 she sent Haddon a letter seeking federal financing for her study. He came through with $10,000 and continued to finance her research after he became president of the Insurance Institute for Highway Safety a year later…

Among Baker’s most important legacies is the widespread use of the infant car seat. By examining data from car crashes, she demonstrated that the passengers most likely to die were those younger than 6 months. They were killed at double the rate of 1-year-olds and triple the rate for ages 6 to 12. Why? Because babies rested in their mothers’ arms or laps, often in the front passenger seat, and because their still-fragile bodies were more susceptible to fatal injury than those of older children. Baker published her study in the journal Pediatrics in 1979, making headlines in newspapers across the country…

Around that time, Baker was one of the main authors of a report calling for the creation of a federal injury-prevention agency. Today the National Center for Injury Prevention and Control coordinates with state programs and underwrites research projects aimed at preventing injury, ranging from the intentional (rape, homicide, suicide) to the unintentional (falls, residential fires, drownings)…

Of course, Baker knows that we can’t make the world completely injury-proof. But her decades of research show how fairly simple preventive measures — fences around swimming pools, bike helmets, childproof caps on medicine containers — can save thousands of lives.

I couldn’t help thinking while reading this story that it demonstrates the interplay between science, culture, and government. The first paragraph of the article argues that in the 1960s that few people worried about preventable injuries but this has clearly changed since. Aiding this process was new scientific findings about injuries as well as presentable statistics that captured people’s attention. This reminds me of sociologist Joel Best’s explanation in Damned Lies and Statistics that the use of statistics emerged in the mid 1800s because reformers wanted to attach numbers and science to social problems they cared about. But for these numbers to matter and the science to be taken seriously, you need a culture as well as institutions that see science as a viable way of knowing about the world. Similarly, the numbers themselves are not enough to immediately lead to change; social problems such as automobile deaths go through a process by which the public becomes aware, a critical mass starts pressing the issue, and leaders respond by changing regulations. Is it a coincidence that these concerns about public health began to emerge in the 1960s at the same time of American ascendency in the scientific realm, the growth of the welfare state, the continued development of the mass media as well as mass consumption, and an era of more movements calling for human rights and governmental protections? Probably not.

Record population drop in Japan

Numerous industrialized nations are facing a demographic challenge: an aging population coupled with a low birth rate. Japan is one of these countries and experienced a record population drop in 2010:

Japan faces a looming demographic squeeze. Baby boomers are moving toward retirement, with fewer workers and taxpayers to replace them. The Japanese boast among the highest life expectancies in the world but have extremely low birth rates.

Japan logged 1.19 million deaths in 2010 — the biggest number since 1947 when the health ministry’s annual records began. The number of births was nearly flat at 1.07 million.

As a result, Japan contracted by 123,000 people, which was the most ever and represents the fourth consecutive year of population decline. The top causes of death were cancer, heart disease and stroke, the ministry said.

Japanese aged 65 and older make up about a quarter of Japan’s current population. The government projects that by 2050, that figure will climb to 40 percent.

This will have some enormous social consequences in the coming decades: an growing older population will require more and more government services that will be paid for by a shrinking base of younger workers.

One important piece of the story seems to be missing in this article: immigration. Japan has historically been relatively closed to immigration where other industrialized nations have various rates of immigration. In the United States, population growth has been fueled by higher birth rates than some other industrialized nations plus high levels of immigration. As countries continue to think about this demographic shift, could more nations see immigration as a solution to looming budget issues related to government programs for the elderly?
