Sociologist as “father of peace studies”

While roughly 400 universities around the world have Peace Studies programs, I don’t know much about how the field started. Therefore, I was intrigued to see that the “father” of this field is a sociologist:

Internationally known as the “father of peace studies”, Norwegian sociologist Johan Galtung broke new ground in 1959 when he established the Peace Research Institute Oslo. In the past half century, Galtung has published over 150 books, including “The Fall of the U.S. Empire – And Then What?” and mediated in over 150 conflicts between states and nations.

Here is more of Galtung’s story:

In 1940, when Johan Galtung was a young boy of nine, his homeland, Norway, was suddenly invaded and occupied by the Germans. His father, August Galtung, the deputy mayor of Oslo, was placed in a concentration camp by the Nazis.

“I was influenced by the violent madness that afflicted Norway in general and our own small family in particular during World War II. I wanted to find out how all that horror might have been averted; how to change the destiny of all of Europe.”…

Instead of becoming a doctor [like his father and grandfather] fighting the diseases of the human body, however, Johan Galtung became a doctor studying the diseases of war and violence that afflict the human race. He was a pioneer and a trailblazer. When he started his work, there were no “peace researchers” and there was no such field as “peace studies.”…

He is famous as the originator of the concept of “structural violence.” Structural violence is violence caused by the way society is structured, which gives rise to discrimination, oppression, poverty, starvation, exploitation and the violation of human rights. We can see examples of this at all levels, whether within the family or within the international community. There is also what Galtung terms “cultural violence,” the acceptance and legitimization of violence as a necessary or inevitable aspect of human society. Only when these broader types of violence are eliminated can we achieve a positive, active form of peace.

How come I’ve never heard of this sociologist? I realize that peace studies is often a separate department or program but this seems notable.

I’m not surprised that the first few programs began in Europe, a continent that had witnessed hundreds of years of religious and international wars, two major world wars that led to the deaths of tens of millions and vast destruction, and was on the front lines of the Cold War when the first program was founded. Would it seem right if an American or American school had the first peace program given the cultural stereotypes of American aggression, bellicosity, and violence?

Could the downturn in violence, both on an international level and more local level, be at least partly attributable to such academic programs? Studying a phenomenon is important but what causal impact have peace studies programs had on the occurrence of peace and violence?

Can Weber’s concept of charismatic authority predict a decline for Apple?

One analyst suggests that Apple without Steve Jobs will decline because as sociologist Max Weber suggested, organizations change after their charismatic leader is gone:

Weber described three essential business categories: Legal/bureaucratic, traditional, and charismatic, with the latter companies typically helmed by individuals with the “gift of grace.”…
“Followers and disciples have absolute trust in the leader, fed by that leader’s access to nearly magical powers. Charismatic authority repudiates the past, and is in this sense a specifically revolutionary force.”

According to Colony, Apple chose a “proven and competent executive” – Tim Cook – to succeed Jobs. Nevertheless, the analyst believes the new CEO’s “legal/bureaucratic approach” will prove to be a mismatch for an organization that feeds off the gift of grace…

“Apple’s momentum will carry it for 24-48 months. But without the arrival of a new charismatic leader it will move from being a great company to being a good company, with a commensurate step down in revenue growth and product innovation,” the analyst predicted.

I guess we can wait and see if Weber’s ideas apply to this situation. Weber described this transition after the loss of a charismatic leader as a process of routinization where the group bureaucratizes this charisma.

A few things make this process more messy:

1. At one point, Steve Jobs didn’t have this “magic” either such as before he was inventing things or when he stepped down from Apple. This suggests that context matters: certain ideas are produced or take off based on a variety of other circumstances.

2. Judging by the recent stock price, investors don’t seem too worried about Apple’s future. At what point will they and other start publicly suggesting that the loss of Jobs is a really big hurdle to overcome? Is this an “acceptable” reason for a company to plateau?

3. Shouldn’t one measure of a good leader be the ability to empower others to take over and do well (or even better?) in the future when that leader is gone? If so, perhaps we should be asking whether Jobs was equipping others at Apple to succeed after him or not.

4. Is this an inevitable process for groups that lose a charismatic authority?

A predicted 1 billion international tourists in 2012 illustrates global mobility

The UN suggests international tourism will hit a new high in 2012:

The U.N.’s World Trade Organization says 1 billion people will cross international borders as tourists this year for the first time…

That figure would be about 4 percent higher than last year’s total. Back in 1950, the figure was 25 million. The UN counts only people who stay at least one night. It does not include cruise ship passengers.

“It is quite iconic when you realize 1 billion people crossed borders,” Vogeler said at a Caribbean Hotel and Tourism Association conference in Puerto Rico. “It shows from a sociological point of view how things have changed. If you go back 20-30 years, many people would die without traveling more than 100 miles from home.”…

The organization also projects that there will be 1.4 billion in 2020 and 1.8 billion in 2030.

Some of the sociological factors behind this:

1. More people with income that allows them to travel internationally. Such travel is not cheap but with rising incomes and a growing middle class in developing nations, there are more people who can travel. In other words, more people can afford to travel.

2. A growing cultural emphasis on the value of tourism and seeing different parts of the world. Perhaps part of this is due to more widespread information about other parts of the world. Or perhaps it reflects an idea that a well-rounded person is an international traveler. Regardless of the specific reason, this would mean more people want to travel.

Of course, other factors like cheaper and quicker transportation matter as well as a growing interest many countries (and cities) have in growing their economies through tourism and “selling” their attractions to visitors.

On the whole, I imagine the United Nations would want to promote this quite a bit. More international travel suggests more money will be flowing across borders and more international understanding is possible.

Fighting for presidential votes in the French suburbs illustrates a different kind of suburbia

American suburbs are often considered home to a lot of white and wealthy residents who have fled the city. This is not how suburbs work in some European settings: two stories about politicians fighting for presidential votes in France illustrate these differences.

It was here that Marine Le Pen managed to secure the greatest percentage vote for any village in the country; of its 60 residents, nearly three quarters put the far-Right candidate above all others…

“What has worked has been to turn this campaign towards rurality, and the far suburbs, poor France,” said Bertrand Dutheil de La Rochère, one of Miss Le Pen’s campaign spokesmen. “Her people versus the elites seems to have taken root.”…

According to sociologist Christophe Guilluy, these rural areas, along with many middle-sized towns hit by de-industrialisation and layoffs represent, 40 per cent of the electorate.

Here is another report:

But “rural” areas today does not mean villages full of farmers. It means small provincial towns, and the new housing-estate commuter belts being built on the distant outskirts of the cities.

“The rural underclass is no longer agricultural. It is people who have fled the big cities and the inner suburbs because they can no longer afford to live there,” says Mr Crepon.

“Many of these people will have had recent experience of living in the banlieues (high immigration suburbs) – and have had contact with the problems of insecurity.”

In this semi-urbanised countryside, people feel the hopelessness of a life in poverty uncompensated-for by the traditions and structures that would have made it bearable in the past.

In these stories, the wealthy live in cities and inner-ring suburbs while the poor live in more far-flung suburbs (what Americans might call “exurbs”) and more rural areas.

If Americans read about this run-off in France, I wonder how many will notice this difference in suburban life in France compared to the United States. Actually, I wonder if many Americans simply think that Americans suburbs are a common feature of metropolitan areas around the world rather than a more unusual case.

Quiet issue: over 60,000 on CHA waiting list

While this story is mainly about why the Chicago Housing Authority has 3,400 unoccupied units, there is another long-running issue here: the CHA has over 60,000 people on a waiting list for housing.

The CHA currently operates 20,000 properties that serve about 57,000 families, but about 3,400 units remain unoccupied. CHA’s wait list was almost 60,000 families as of March…

We are in the business of affordable housing; our goals are generally aligned with those of the (Chicago Housing Initiative),” said CHA spokeswoman Kellie O’Connell-Miller. “But from our perspective, we’re moving forward as quickly as we can. This is a multiyear redevelopment plan. The biggest challenge is the part of the plan that requires some units to come offline.”…

O’Connell-Miller said wait list standings aren’t made public because it’s not a fair assessment tool.

“It’s not a straight numbering system. Placement is dependent on family size and what bedroom need is,” she said. “The turnover varies on what the tenant needs. There are so many variables.”

The CHA is planning to take a fresh look at its Plan for Transformation this year under new leadership, Woodyard said, and welcomes suggestions and input from the community.

There are a couple of problems with this large waiting list:

1. The waiting list has been long for year and has continued to grow. In my article “The Struggle Over Redevelopment at Cabrini-Green, 1989-2004,” here is what I found about the waiting lists:

By 1984, 24,000 people were on CHA waiting lists for apartments, while another 56,000 households were waiting for CHA Section 8 vouchers…

The waiting lists for public housing continued to be long; in 2002, 48,000 families were waiting for public housing, while 38,000 more waited for Housing Choice vouchers.

2. The CHA says they are working on this issue. This might be believable if we haven’t heard similar things for decades and we haven’t seen many projects being delayed. Taking a “fresh look at its Plan for Transformation”? Sheesh.

3. The issue of affordable housing needs to be addressed on a broader scale, preferably throughout the Chicago region. Even if more affordable housing is made available in Chicago, are there good or at least subsistence jobs available in the city? Both cities and suburbs need to work on this. Unfortunately, neither the City of Chicago or suburbs have really shown a willingness to tackle this. See, for example, the contentious of affordable housing in Winnetka and Westchester County.

In sum, even if these 3,400 units were suddenly occupied, there are still over 50,000 people in Chicago looking for housing. This is an issue that needs to be addressed more comprehensively.

Dallas Morning News covers my McMansion study

This seems appropriate: after I examined all the mentions of the word “McMansion” in the Dallas Morning News from 2000 to 2009 (while also doing the same in the New York Times), the Dallas Morning News covers my findings:

In researching issues related to housing and suburban development, Miller “began to notice that the term McMansion was being used to describe wildly different things.”

To some, a McMansion is simply a big house. (But what constitutes “big”?) To others, it’s an excessively big house. (But what constitutes “excessive”?) To others, it’s a big, garish house. (But who’s to say that a certain design is “garish”?)…

The sociologist analyzed each appearance of the word, and concluded that its usage tended to imply “one of four general meanings: a large house, a relatively large house, a home with bad architecture or design, or a symbol for other issues, especially sprawl and consumerism.”

The use of “McMansion,” he concluded, “is often a judgment call, and almost always negative.”

Not a bad summary. It would be interesting to hear reactions of people in Dallas to my findings.

Suburbs: a middle ground between cities and rural life?

I was making the case in a recent conversation that the American suburbs could be seen as an adaptation between city and rural life. Illustrating this point, here is a testimonial from a mother describing the benefits of living in River Forest, Illinois:

We were house poor in New Jersey and miserable in an Ohio McMansion. In the Oak Park area, we found our ideal town: River Forest is close enough to the city to have some diversity and urban edge, yet distant enough to give us a tiny backyard…

They too logged many miles in the stroller, but they played at playgrounds and the library, meeting other babies with whom they will go to school. Finding playgroups for them was actually easier and less transient than in the city.

The steep price of private education drove us out to the suburbs, but attending public school has been an amazing experience. Our oldest two children have thrived in their public school. They have gym every day, as well as a rich music and art programs, and when they walk to school, the crossing guards greet them by name.

In the suburbs, we’ve been able to make our home the neighborhood hangout house. Our children’s friends are always around: in our house, on our teams, and at our local pool. Our house is noisy and busy, but it’s a happy chaos that lets me really get to know my children’s friends.

Great restaurants and culture are just a few exits away, but being so near Chicago keeps us aware of crime and poverty. Bikes are stolen, shopkeepers are held up at gunpoint and the food pantry has long lines. We enjoy the perks of small town life without losing touch with the urban reality of the Chicago skyline we see from our yard.

I wouldn’t want my children growing up any other way.

Here are the trade-offs:

-Cities provide exposure to culture, diversity, and “real life.”

-Rural areas or small towns provide close-knit communities where people know each other, safety, and more open space.

The suburbs provide a little of both worlds: close access to the gritty authenticity of big-city life but good schools and friendly neighbors. Notice I didn’t say “the best of both worlds” but rather access to some of the characteristics of rural and urban life. They may not be ideal places but a majority of Americans live in these communities.

I wonder how living in River Forest itself affects how one might view the suburban life. According to the Census, River Forest is 84.8% white, 76% of those 25 and older have bachelor’s degrees, the homeownership rate is 89.9%, and the median household income is $116,528. Overall, River Forest may have lost 4% of its population between 2000 and 2010 but this is still a mainly white and wealthy suburb. Sure, it is close to more diversity in Oak Park and Chicago but this is upper-middle class suburbia and this may just skew this rosy interpretation.

More Houston residents want to move from suburbs to city than vice versa

Data from the most recent Houston Area Survey suggests that more Houston area residents would prefer to move from the suburbs to the city than vice versa:

Thirteen years ago, the Houston Area Survey started asking people who lived in urban areas if they’d prefer to live in the suburbs.  It also asked people in the suburbs if they’d like to move into the city one day. Survey founder Stephen Klineberg, a Rice University sociology professor, says the survey has revealed a clear shift in opinion.

“In 1999, twice as many people in the city said ‘I want to move to the suburbs,’ than people in the suburbs saying ‘I want to move to the city.’ Those lines have crossed now. And in this year’s survey, significantly more people in the suburbs said ‘I would be interested in, someday, moving to the city,’ than people in the city saying, ‘I want to move to the suburbs.'”

The most obvious reason is the rise in gasoline prices. But Klineberg says shifting demographics are also at play...

And that change in the makeup of households is also reflected in the type of houses people in Houston aspire to own.  The percentage of people who say they’d like a traditional house with a yard in the suburbs has dropped from 59% four years ago, to 47% today. While the proportion who would like a smaller home in a more walkable neighborhood has risen dramatically over the same period of time — from about a third, to more than half.

These findings mirror larger rumblings about where Americans would prefer to live: more people appear to be interested in moving to walkable, denser communities. Are these sentiments primarily coming from those of middle age and above plus young adults?

Two methodological questions:

1. Should we expect that the findings from Houston would be similar to what would be found in other metropolitan regions? Would the sentiments be the same for non-Sunbelt (i.e. Rust Belt) cities?

2. Additionally, how many of those who express an interest in moving from the suburbs to the city will actually follow through on this? Of course, these perceptions matter and could help shape future policy decisions such as building denser developments within the suburbs so that there are pockets of walkability. At the same time, does this indicate long-term behaviorial changes or simply attitudinal shifts at this point of time?

 

How streets came to be for cars and not for pedestrians

There is little doubt that American streets and roads are typically made to optimize the driving experience. It wasn’t always this way:

According to Peter Norton, an assistant professor at the University of Virginia and the author of Fighting Traffic: The Dawn of the Motor Age in the American City, the change is no accident (so to speak). He has done extensive research into how our view of streets was systematically and deliberately shifted by the automobile industry, as was the law itself.

“If you ask people today what a street is for, they will say cars,” says Norton. “That’s practically the opposite of what they would have said 100 years ago.”

Streets back then were vibrant places with a multitude of users and uses. When the automobile first showed up, Norton says, it was seen as an intruder and a menace. Editorial cartoons regularly depicted the Grim Reaper behind the wheel. That image persisted well into the 1920s…

Norton explains that in the automobile’s earliest years, the principles of common law applied to crashes. In the case of a collision, the larger, heavier vehicle was deemed to be at fault. The responsibility for crashes always lay with the driver.

Public opinion was on the side of the pedestrian, as well. “There was a lot of anger in the early years,” says Norton. “A lot of resentment against cars for endangering streets.” Auto clubs and manufacturers realized they had a big image problem, Norton says, and they moved aggressively to change the way Americans thought about cars, streets, and traffic. “They said, ‘If we’re going to have a future for cars in the city, we have to change that. They’re being portrayed as Satan’s murdering machines.'”

A fascinating story: as the car became more popular and the auto industry banded together, understandings of streets changed. If you look at old pictures of streets before the 1920s, they often seem like the Wild West: there are carts big and small (plus animals providing the power), pedestrians, sometimes electric streetcars, and more.

This reminds me of the efforts of New Urbanists to redesign streets so that cars become less dominant. They typically suggest several changes: reducing the width of the road, allowing cars to park on both sides of the road (this makes drivers more cautious), and putting trees close to the edges of the road to create another barrier between cars and pedestrians.

The suburban critic James Howard Kunstler is also fond of showing pictures of barren intersections where multiple 4-6 lane roads come together and the scale dwarfs even the most hardy pedestrians.

It is amusing to think of cars being portrayed today as “Satan’s murdering machines” – even though car accidents are a leading cause of death.

Sociologist Claude Fischer to begin new column shedding sociological light on popular debates

Sociologist Claude Fischer will soon begin a new column in the Boston Review that “will take on the fashionable ideas about American social life reported in the mainstream media and expose them to scientific scrutiny.” Here is why Fischer says the public needs the sociological perspective applied to popular debates:

DJ: The “culture of poverty” debate has been reignited recently by Charles Murray, whose cultural analysis, you write, is “not serious.” He is one among many “thought leaders” to gain a wide audience for unserious views. How much blame do you think academic experts bear for ceding the public sphere to these modern-day sophists?

CF: “Sophist” (defined—I had to look it up—as one skilled in devious argumentation) is not quite the term I would use. While Murray’s particular argument about the origins of white, working-class culture cannot be taken seriously, much of what he has argued, in The Bell Curve, for example, is serious, even if, as colleagues and I have argued (in Inequality by Design), it is wrong. On the broader point: Yes, mainstream social scientists have been under-represented in public debates (not economists, however; they seem omnipresent). For many years, I have pressed my colleagues to tell more of what we know to the wider public. In the early 2000s, I was the founding editor of Contexts, a magazine of the American Sociological Association for general readers, a sort of poor man’s Social Scientific American. For various reasons, it did not find a place on airport magazine racks and, although it thrives (see contexts.org), the magazine mostly reaches sociologists and our students. Among the reasons we sociologists have been largely absent in the public dialogue include chronically abysmal writing, too-frequent PC-ness, and not trying enough. But the failure is also on the media’s side—for example, the taste for the sensational (see above), a short attention span, and a desperation for content. (In the latter regard, social science findings are rarely discovered by journalists; they are usually delivered by publicists and often large p.r. campaigns—see Murray, above.) Both sides share some responsibility for the vacuum.

DJ: Do you think American ignorance of sociological facts is akin to our ignorance of scientific facts, or is there something more to the story?

CF: Of course, most Americans are too busy to recall much of the science—or the history, for that matter—that they learned in school (many were too busy during school to learn it, too). While we academics put a weirdly high value on knowing bookish facts, social scientific knowledge is consequential for both society and individuals—say, understanding how schools’ organizational structures might affect learning. Social science in particular has some properties that make public awareness especially difficult. For one, people generally think they already know all that stuff. After all, they live in society; they don’t need to be told about it by some egghead. Such confidence, by the way, is one reason why people often respond to a piece of social science research by saying it is obvious—after hearing what the finding is. (Pick one: money makes people happier; money doesn’t make people happier. Either way the research comes out, many will say the result is obvious. Duncan Watts also discusses this phenomenon in his new book, Everything Is Obvious: *Once You Know the Answer.) Second, people tend to believe comfortable facts. This is true in the natural sciences, too. (My Berkeley colleague, Robb Willer, has found that people are more likely to dismiss global warming as real if they are first told that it would cost a lot to mitigate it.) This shaping of empirical belief is multiplied in the social sciences. For example, the well-off are especially likely to believe that good fortune has nothing to do with success; it is all the result of talent and effort.

I’m looking forward to a good defense of sociology as well as insights into American life and culture.
