Micro-apartments in Seattle

Here is an overview of the growth in micro-apartments in Seattle:

Seattle Mayor Mike McGinn is on record in support of micro apartments, as is City Council member Richard Conlin.

“The private market is building affordable housing for people who want it,” Conlin said. “Fundamentally, this is a good thing.”

Young people starting out, service workers and retirees on limited incomes all need affordable housing, Conlin and other supporters said.

Forty-one micro housing projects have come through the Seattle Department of Planning and Development since 2006, spokeswoman Cyndi Wilder said. Of those, 28 received permits and 13 are under examination.

The planning department is aware of the debate over the review process for micro apartment buildings, she said, and the Seattle City Council “is going through an information-gathering process.”

It would be interesting to hear more about why Seattle and a few other cities are approving more micro-apartments while not as much is happening in other cities. This isn’t necessarily happening in the densest urban areas so is this more about regulation or the willingness to try new housing arrangements (perhaps in cities that are more “bohemian”)?

This article also presents an angle that I haven’t seen much thus far in news coverage: nearby residents who oppose large numbers of micro-apartments. I wonder if micro-apartments are encountering typical NIMBY concerns such as traffic and changes to the neighborhood or whether opposition is focused on unique attributes of the units like higher density and the type of people who might live in such units.

Some Chicago aldermen, businesses argue they want parking meters to move cars and customers along

As Chicago debates a parking meter policy, some aldermen and businesses want metered parking on Sunday so they can keep customers moving through the parking spaces:

Some aldermen are saying “no thanks” to Mayor Rahm Emanuel’s offer of free Sunday parking when it comes to their commercial districts for fear it would hurt businesses that rely on street parking for their customers…

“As soon as this deal happened, I got a letter from my chamber of commerce, saying … this is going to hurt local businesses,” Ald. Michele Smith, whose 43rd Ward includes most of Lincoln Park, said during a Finance Committee hearing on Tuesday to weigh the mayor’s proposal. Businesses need parkers to move on so others can take their place, several aldermen said…

“In some commercial areas, with some businesses, the businesses actually want the turnover that payment on Sunday gives, because having spots filled by somebody that’s just leaving it there all day hurts business, and that’s the concern that we’re trying to address on a case-by-case basis,” Patton said.

Intriguingly, this puts the aldermen in a tough position between residents/customers and businesses:

But aldermen would have to request it, something Ald. Ameya Pawar, 47th, said could leave council members in a tough spot. “What it ends up setting up is a situation where, ‘Well, whose side are you on — the businesses or the constituents?’ It’s problematic,” Pawar told Patton.

This highlights an advantage of parking meters: they can keep the parked traffic moving so that cars can’t clog up spaces. Without them, city residents and visitors are likely to sit in the spots for a long time. This also is a reminder of the mix of uses often found in urban neighborhoods: both residents and businesses are vying for parking for much of the day. In contrast, parking is more plentiful in suburban shopping areas and many suburban downtown businesses gave up parking meters decades ago to keep customers happy. But, these suburban downtowns rarely have the density and demand for street parking that cities face.

So, if residents in these neighborhoods complained loud enough about wanting free parking on Sundays, would they be able to force an alderman to side with them?

Using camera obscura to bring the city indoors

I’ve run into photographer Abelardo Morell’s camera obscura work before and here is Morell’s official site with plenty of stunning photos. Two quick questions:

1. Are these rooms liveable while the images are on the wall? The artwork is interesting in itself but it would even better if a homeowner could go about their everyday business with these images present.

2. What about doing this in larger buildings and larger scenes? Imagine a 200 foot wide cityscape in a larger space.

Is this meaningful data: Chicago the “slowest-growing major city” between 2011 and 2012?

New figures from the Census show that Chicago doesn’t fare well compared to other cities in recent population growth:

Chicago gained nearly 10,000 people from July 2011 to July 2012, but was the slowest-growing major city in the country according to U.S. Census Bureau estimates released Thursday.

It was the second year in a row that population grew here, but the increase so far shows no signs of making up for the loss of 200,000 people over the previous decade…

Among cities with more than one million people, sun-belt metropolises like Dallas, San Antonio, Phoenix, Houston and San Diego all posted gains of more than 1.3 percent, while Chicago grew by little more than one-third of 1 percent.

With a total estimated population of 2,714,856. Chicago held on to its spot as the third largest city. But the two largest cities padded their leads, with New York City adding 67,000 in 2012 and No. 2 Los Angeles gaining 34,000 people.

While I’m sure some will use these figures to judge Chicago’s politics and development efforts, I’m not sure these figures mean anything. Here’s why:

1. The data only cover one year. This is just one time point. The story does a little bit to provide a wider context by referencing the 2010-2010 population figures but it would also be helpful to know the year-to-year figures for the last two years. In other words, what is the trend in the last several years in Chicago? Is the nearly 10,000 new people much different from 2011 or 1010 or 1009?

2. These are population estimates meaning there is a margin of error for the estimate. Thus, that error might cover a decent amount of population growth in all of these cities.

In the end, we need more data over time to know whether there are long-term trends going on in these major cities.

Two other interesting notes from the Census data:

1. The population growth in the Sunbelt continues:

Eight of the 15 fastest-growing large U.S. cities and towns for the year ending July 1, 2012 were in Texas, according to population estimates released today by the U.S. Census Bureau. The Lone Star State also stood out in terms of the size of population growth, with five of the 10 cities and towns that added the most people over the year…

No state other than Texas had more than one city on the list of the 15 fastest-growing large cities and towns. However, all but one were in the South or West.

This fits with what Joel Kotkin has been saying for a while.

2. Many Americans continue to live in communities with fewer than 50,000 people:

Of the 19,516 incorporated places in the United States, only 3.7 percent (726) had populations of 50,000 or more in 2012.

However, many of these smaller communities are suburbs near big cities. It’s too bad there aren’t figures here about what percentage of Americans live in those 726 communities of 50,000 or more.

“Cities: How Crowded Life is Changing Us”

Here are some insights into how the large concentrations of people in major cities could be changing human beings:

The sheer concentration of people attracted by the urban lifestyle means that cosmopolitan cities like New York are host to people speaking more than 800 different languages – thought to be the highest language density in the world. In London, less than half of the population is made of white Britons – down from 58% a decade ago. Meanwhile, languages around the world are declining at a faster rate than ever – one of the 7,000 global tongues dies every two weeks.

It is having an effect not just culturally, but biologically: urban melting pots are genetically altering humans. The spread of genetic diversity can be traced back to the invention of the bicycle, according to geneticist Steve Jones, which encouraged the intermarriage of people between villages and towns. But the urbanisation occurring now is generating unprecedented mixing. As a result, humans are now more genetically similar than at any time in the last 100,000 years, Jones says.

The genetic and cultural melange does a lot to erode the barriers between races, as well as leading to novel works of art, science and music that draw on many perspectives. And the tight concentration of people in a city also leads to other tolerances and practices, many of which are less common in other human habitats (like the village) or in other species. For example, people in a metropolis are generally freer to practice different religions or none, to be openly gay, for women to work and to voluntarily limit their family size despite – or indeed because of – access to greater resources.

The biggest takeaway from this in my mind is the reminder that the megacities of today are relatively recent in the scale of human history. Outside of the last 150 years or so, at only a few points in human history has a city or two had a million people. Cities have been very influential throughout history, whether in Rome, Constantinople, Baghdad, or elsewhere, but today’s scale and rate of growth is astounding.

I also wonder if seeing these kinds of changes won’t really be fully known for a couple of hundred years where we can then look back and see that the changes in cities starting in the 1800s really altered human life. At the same time, plenty of learned people have noted the changes that started taking place in European life in particular in the late 1700s and early 1800s, from the Enlightenment to the Industrial Revolution. The more I have thought about it, the more I’ve become convinced that sociology’s origins are intimately tied to these changes in urban life.

The difference in tree cover between poorer and wealthier neighborhoods

One recent newspaper analysis and a new academic study both agree: tree cover differs between richer and poorer urban neighborhoods.

Last month, the Washington Post conducted its own study of the city’s tree canopy, with some findings that may not surprise anyone who lives in the capital: Lower-income neighborhoods were substantially less likely to have trees, with the city’s densest greenery clustered west of the 16th Street Northwest fault line that divides some of Washington’s wealthiest neighborhoods from the rest of town. Tree density in Washington, in short, provides a kind of proxy for wealth (and if you’ve spent time in Washington, you also know that wealth is a proxy for race).

Lest other cities scoff at Washington’s arbor-inequality, research just published online in the journal Environmental Health Perspectives confirms that a very similar pattern appears all across the country. Researchers from the University of California at Berkeley looked at 63,436 census block groups from across the country covering 304 metropolitan areas and more than 81 million people. And they identified those blocks most at risk in extreme heat waves thanks to the lack of tree cover or the presence of too much asphalt (or impervious surfaces). Both of these factors have been shown to exacerbate the urban heat island effect, raising surface temperatures, suggesting that people who live in these neighborhoods may be at the highest heat risk as temperatures warm with climate change.

According to the findings, blacks were 52 percent more likely than whites to live in such neighborhoods, Asians 32 percent more likely, and Hispanics 21 percent more likely (controlling for factors that explain variation in tree growth, like climate and rainfall).

“It’s in the same range of elevated risk that we see for a number of environmental concerns,” says Bill Jesdale, one of the authors, referring to similar findings in the environmental justice literature that show minorities living in communities with greater exposure to traffic, pollution and other environmental hazards. “Often, unfortunately, you see relative risks that are quite a bit higher than that.”

Interesting findings. Trees might seem rather basic, even in cities, until such differences are pointed out.

So, what is behind these differences in tree cover? Are cities planting fewer trees in poorer neighborhoods? Do poorer neighborhoods tend to have fewer parks, fewer tree-lined streets, and more manufacturing and industrial facilities? Do the residents of wealthier neighborhoods make sure that their neighborhoods have more trees? Is this primarily about trees themselves or is this just part of a larger package of fewer amenities in poorer neighborhoods?

Based on these findings, I wonder if we’ll see more people advocate for trees in poorer neighborhoods. Who could be against trees and more greenery, particularly if it is an issue of justice and inequality?

Is it okay to be a Christian and quiet suburbanite?

One blogger suggests the “missional” or “radical Christianity” movements go too far in suggesting one cannot be a normal suburbanite and Christian:

I continue to be amazed by the number of youth and young adults who are stressed and burnt out from the regular shaming and feelings of inadequacy if they happen to not be doing something unique and special. Today’s millennial generation is being fed the message that if they don’t do something extraordinary in this life they are wasting their gifts and potential. The sad result is that many young adults feel ashamed if they “settle” into ordinary jobs, get married early and start families, live in small towns, or as 1 Thessalonians 4:11 says, “aspire to live quietly, and to mind [their] affairs, and to work with [their] hands.” For too many millennials their greatest fear in this life is being an ordinary person with a non-glamorous job, living in the suburbs, and having nothing spectacular to boast about…

In the 1970s and 1980s, the children and older grandchildren of the builder generation (born between 1901 and 1920) sorted themselves and headed to the suburbs to raise their children in safety, comfort, and material ease. And now millennials (born between 1977 and 1995), taking a cue from their baby boomer parents (born between 1946 and 1964) to despise the contexts that provided them advantages, have a disdain for America’s suburbs. This despising of suburban life has been inadvertently encouraged by well-intentioned religious leaders inviting people to move to neglected cities to make a difference, because, after all, the Apostle Paul did his work primarily in cities, cities are important, and cities are the final destination of the Kingdom of God. They were told that God loves cities and they should, too. The unfortunate message became that you cannot live a meaningful Christian life in the suburbs.

There are many churches that are committed to being what is called missional. This term is used to describe a church community where people see themselves as missionaries in local communities. A missional church has been defined, as “a theologically formed, Gospel-centered, Spirit-empowered, united community of believers who seek to faithfully incarnate the purposes of Christ for the glory of God,” says Scott Thomas of the Acts 29 Network. The problem is that this push for local missionaries coincided with the narcissism epidemic we are facing in America, especially with the millennial generation. As a result, living out one’s faith became narrowly celebratory only when done in a unique and special way, a “missional” way. Getting married and having children early, getting a job, saving and investing, being a good citizen, loving one’s neighbor, and the like, no longer qualify as virtuous. One has to be involved in arts and social justice activities—even if justice is pursued without sound economics or social teaching. I actually know of a couple who were being so “missional” they decided to not procreate for the sake of taking care of orphans.

To make matters worse, some religious leaders have added a new category to Christianity called “radical Christianity” in an effort to trade-off suburban Christianity for mission. This movement is based on a book by David Platt and is fashioned around “an idea that we were created for far more than a nice, comfortable Christian spin on the American dream. An idea that we were created to follow One who demands radical risk and promises radical reward.” Again, this was a well-intentioned attempt to address lukewarm Christians in the suburbs, but because it is primarily reactionary and does not provide a positive construction for the good life from God’s perspective, it misses “radical” ideas in Jesus’ own teachings like “love.”

As a suburban scholar, I’d like to point out there are a number of interesting things going on in this argument.

First, it makes some sweeping generalizations. Is this true of all “missional” or “radical” Christians? If I remember correctly, Platt argued that Christians don’t necessarily have to leave their suburban settings though they should change their focus. Similarly, making broad claims about generations is a difficult task. On the whole, a majority of Americans live in the suburbs (and they didn’t necessarily choose it – there was a whole lot of public policy that helped pushed them there) though there are rumblings that millennials and younger adults are interested in more urban spaces, whether they are in denser suburbs or cities.

Second, the argument makes some interesting claims about narcissism and what is really the good/virtuous life. The charge of narcissism among millennials and emerging adults in America today is a common one. There may be some truth to this. (However, I wonder if there is also some golden age mythologizing going on here – are those in the builder generations the paragons of virtue here?) But, is narcissism completely limited by geography? How are participating in the arts and pursuing social justice necessarily narcissistic activities? What qualifies as a non-narcissistic action? Critics of the suburbs have argued for decades that the suburbs are built to be all about the individual: suburbs promote private spaces to the neglect of public spaces, individualism over community life. Are these values, “Getting married and having children early, getting a job, saving and investing, being a good citizen, loving one’s neighbor, and the like, no longer qualify as virtuous,” necessarily Christian values? They may be general suburban or traditional American ideals but they don’t necessarily match up with Christian lives throughout the centuries or around the world.

Third, I think there is merit to the idea that suburbs can be home to Christians just as much as cities. However, this radical approach might be linked to cities because evangelicals do have a long history of anti-urban bias. This is due to multiple factors including thinking that cities are more evil, corrupting, and dangerous (this dates back to Christians like William Wilberforce in the late 1700s wanting to escape a changing London – see Robert Fishman’s Bourgeois, viewing cities as less friendly toward families (a primary conservative Christian focus), and a history of racialized actions and prejudice which is tied to white flight from the cities after World War II and residentially segregated suburbs today. Thus, the suburbs can often be a safe, comfortable space for evangelicals and people challenging this can make a pointed and needed contrast to cities. Christians could argue that the faithful need to be in both places without saying it is an either/or proposition and that living the easy life in a suburb or city is the way to go.

Fourth, there is a difference between feeling shamed and being confronted with helpful or unpleasant truths. I wonder if this is similar to the feelings of shame some white evangelicals express when confronted with the problem of race in the United States today. I don’t think authors like Platt or Chan are suggesting people should be shamed; they are more likely to suggest relatively well-off suburbanites acknowledge their blessings and advantages and then go to work in following and obeying God. It is not about feeling guilty but rather living a life that properly acknowledges and utilizes one’s relative privilege and status.

On the whole, this argument demonstrates how the categories, ideas, and values of American, suburban, and conservative/evangelical Christian can become intertwined. They are not easy to sort out and it is not as simple as suggesting cities are inherently good or evil or arguing the same about suburbs.

Seeing Houston as the quintessential American city of today

A sociologist who has spent decades studying Houston argues that it illustrates the big changes in American society:

The essential thing to know is that Houston is at the forefront of America’s demographic revolution. Through most of its history, Houston was a biracial Southern city dominated by white men, who were riding the oil boom to continued prosperity until 1982.

After that year’s economic collapse, Harris County’s Anglo population stopped growing and then declined. All the growth over the last 30 years has been due to the influx of Latinos, Asians and African-Americans.

Houston has now become America’s most ethnically diverse metropolitan region. It is even more diverse than New York, coming closer than any large metropolitan area to having an equal division among Anglos, blacks, Latinos and Asians…

The first lesson is all of the United States will look like Houston and Texas in about 25 years.

So this is where the American future will be worked out. How we navigate that transition will be important not only for the future of Houston and Texas but for the American future.

Even as the shift in American population has been to Sunbelt metropolitan regions in recent decades, cities like Houston don’t seem to get attention proportionate to their size. On one hand, they don’t have the history of global influence as New York, LA, and Chicago. They are not viewed as cultural or media centers. On the other hand, Houston, Dallas, Atlanta, Austin, Miami, Phoenix, Las Vegas, and others may better represent where America is headed. There are a lot of opportunities for sociologists to study such cities as they continue to grow, attract immigrants, and face new challenges.

Countering blanket statements about cities and suburbs

A Dallas columnist argues typical views of the city and suburbs are outdated:

Yet we seem to cling stubbornly to outdated city-vs.-suburb cliches and mutual suspicions that serve no purpose other than to make people think ill of one another.

On one side are quasi-racist Dallas baiters for whom “urban” is thinly veiled doublespeak for poor, minority, crime-plagued neighborhoods where government is unfailingly corrupt and public schools actually make kids stupider. It’s a segregationist stereotype that by now should be eroded by three decades worth of urban revitalization, crime reduction and development of spectacular public spaces.

On the other are sanctimonious hipsters who use “suburban” as an insult that describes selfish, conformist commuters who drive everywhere in super-sized SUVs, spend their leisure time at the mall, vote like the people next door and think “art” is a Thomas Kinkade print. It’s a myopic definition that hasn’t budged since Richard Yates wrote Revolutionary Road in 1961.

The truth is that the places we live are as individual as we are, and we choose them based on our individual priorities — entertainment, safety, good schools, friendly neighbors, what we can afford, what we want to see when we look out the window.

I agree with one conclusion but not the other. First, individual communities, whether they are urban neighborhoods with a sense of place or far-flung suburbs, are unique and have different characters. This is particularly true for a number of the people who live there and buy, in terms of housing but also symbolically and culturally, into the place. Both cities and suburbs are assumed to be all alike and this is simply not the case. There are distinguishing differences between these different types, such as population density, the number of nearby jobs and business, the kinds of housing, the history, etc. but it is silly to lump them all together.

On the second conclusion, it isn’t quite as simple as suggesting people make individual choices. This may feel like it is the case, particularly for those with means (money, status), but even those people are constrained by the lifestyles they desire. But, people with less means have fewer choices and then are restricted by cheaper housing options or what is close to jobs. In other words, residential choices tend to fall into patterns based on class and race, whether in the cities or suburbs.

Combining urban planning and urban informatics

The Chief Technology Officer for the city of Chicago argues urban planning and urban informatics need to be combined:

“This is a plea – and I make it frequently – for a discipline that doesn’t really exist yet,” Tolva says, “a merger of urban design and urban planning with urban informatics, with networked public space.”

Tolva is touching here on a number of ideas we’ve broached before. The unevenness of digital information has real-world implications in cities. The tools that we use to access it (smartphones, laptops, WiFi) will demand changes to the physical environment. And social norms about privacy in public space are all evolving as a result. But it’s helpful now to pause and think about who should be addressing all this uncharted territory (and whether those people exist yet).

“The real opportunity is in thinking about how many points of tangency with the online world are actually becoming embedded in physical space,” Tolva says. He is specifically not talking here about government data portals that contain information about the physical city. “This notion of e-government – even coming out of my mouth, it seems quaint – is you interacting with your city in front of your computer. But that’s not how we experience cities. Or, it’s not the best part of cities.”

The best part of cities is on the street. And in the future, your experience of the street life of cities could be enhanced if buildings and stoplights and bus stops and parks all gathered information and spoke to each other (and to anyone who wanted to listen). So what do we call this new job, the architect of everything?

While this may make some quite nervous, there is a lot of potential to put together real-time information and information about urban patterns with real-time devices. Imagine city infrastructure that works by dynamic algorithms rather than strict schedules. Perhaps this could be described as “urban big data” with an “urban big data officer”?
