Kotkin: “The Triumph of Suburbia”

Joel Kotkin argues the suburbs have clearly won in the United States:

But the simple fact remains that the single-family home has remained the American dream, with sales outpacing those of condominiums  and co-ops despite the downturn.

Florida has suggested that simply stating the numbers makes me a sprawl lover. While he and other urban nostalgists see the city only in its dense urban core, and the city’s role as intimately tied with the amenities that are supposed to attract the relatively wealthy members of the so-called “creative class,” I see the urban form as ever changing, and consider a city’s primary mission not aesthetic or simply economic but to serve the interests and aspirations of all of its residents.

Clearly the data supports a long-term preference for suburbs. Even as some core cities rebounded from the nadir of the 1970s, the suburban share of overall share of growth in America’s 51 major metropolitan areas (those with populations  of at least one million) has accelerated—rising from 85 percent in the ’90s to 91 percent in the ’00s. There’s more than a tinge of elitism animating the urban theorists who think that urban destiny rides mostly with the remaining nine percent matters. Overall, over 70 percent of residents in the major metropolitan areas now live in suburbs…

While they’ve weaved a compelling narrative, the numbers make it clear that the retro-urbanists only chance of prevailing is a disaster, say if the dynamics associated with the Great Recession—a rise in renting, declining home ownership and plunging birthrates—become our new, ongoing normal. Left to their own devices, Americans will continue to make the “wrong” choices about how to live.

Kotkin has been saying this for a quite a while now. On one hand, he appears to be correct: a good number of Americans like suburbs. On the other hand, others would argue there is much more going on than just individual preferences. Perhaps the whole system, from funding for highways versus mass transit, government programs intended to help people purchase homes, to a culture that idealizes autonomy and driving, is rigged in favor of the suburbs. And if this system is rigged, then people aren’t exactly making completely unconstrained choices.

The key here is that one doesn’t have to argue Kotkin’s individual choice argument is necessarily or completely wrong just because the system may be set up in a certain way. Yet, urban sociologists would tend to put the emphasis on the second explanation, that there are a number of larger social forces that promote the suburbs and have helped convince many Americans that the suburbs are the place they want to be.

Texas governor not the only one after Illinois businesses; also Florida, Wisconsin

The Texas Governor campaigned for Illinois businesses and he spoke earlier this week at a conference. But, he is not alone – other states also want Illinois businesses:

Perry is not the only governor out to siphon commerce this week. Wisconsin’s Scott Walker on Tuesday attended the same Chicago conference, touting his state’s business environment and standing as a bioscience leader. A day earlier, Florida’s Rick Scott sent a “Wish you were here” letter to Illinois business owners, noting that his state is “nipping at the heels of Texas every day” as a place to do business and pointing out that “Illinois’ formula of more taxing and spending ISN’T WORKING.” (Never let it be said Scott is undercapitalized.)…

Perry isn’t just selling Texas in a state weighed down by budget crises and the lack of political will to make the tough choices that solutions will require. He is on a trip financed by a public-private partnership to sell the concepts of lower taxes, less government interference, “a legal system that doesn’t allow for oversuing,” lower workers comp rates…

In this, pitting one state against another is good, Perry argued, in “the same way that it’s good for the White Sox and the Cubbies to compete against each other. If you don’t have competition, you’re not going to get pushed out of your comfort zone. That’s the simplest form I can put it in. I think our Founding Fathers understood that you had these laboratories of innovation and the ones that were good at it would be successful.”

Perry ignores one area of competition present in the Chicago area: between cities and suburbs. There have been numerous discussions in recent years about the tax breaks offered in different communities (here is an example in Hoffman Estates) or Chicago attracting headquarters and businesses back to the city and whether this harms the suburbs. Granted, all of these communities have to deal with the issues and regulations of the State of Illinois. But, it appears a number of businesses have still found places they like including in the Loop, Schaumburg, Northbrook, Deerfield, Naperville, Oak Brook, and other places. Between these localities, businesses can look for favorable settings and take advantages of the peculiarities of each place.

There was also one issue that highlighted a possible problem in Texas that may have been highlighted by a recent tragedy:

Take a good look at how close the fertilizer factory that blew up last week was to a middle school and nursing home in West, Texas, and decide for yourself whether you endorse Texas’ stance on zoning (“We respect local control,” Perry said) or think the state should intervene. Laissez faire isn’t always the way to go.

I assumed Illinois provided for local control over zoning as well…though I’m not sure what happens when it comes to potentially dangerous fertilizer plants.

Chicago’s explosive 19th century growth driven by excrement

Whet Moser argues Chicago’s remarkable growth from frontier town to big city was the result of excrement and new sewers:

The city was literally shaped by excrement. Its biggest single period of growth, the growth that turned Chicago into the Second City by population, came in the late 1800s, when the city’s sewer and sanitary systems were the envy of what were then suburbs. Lake View Township (the whole of the northeast side from North Avenue up to Rogers Park), Hyde Park Township (the south side between Pershing, State, and 138th), Lake Township (the southwest side bordered by Pershing, State, 87th, and Cicero) all latched on to the city when sophisticated sanitary systems were beyond the reach of booming townships, which were tightly restricted by the state’s limits on local debt.

This story in Chicago was not wholly unique. The late mid- to late-1800s were a period when numerous suburban communities outside big cities like Chicago, Boston, New York, and Philadelphia were annexed into the city. This annexation was approved by suburban communities for several reasons. First, as Moser notes, sewers and other infrastructure improvements like water and electricity were too expensive for small communities. Second, these communities wanted to be part of the big city and the status that came with that.

Yet, the story changes quite a bit from the 1880s onward when suburban communities started rejecting annexation efforts from big cities. The price of the infrastructure improvements dropped, putting them within reach of smaller suburbs. Cities were growing so fast that they couldn’t keep up with social problems as well as infrastructure improvements, limiting the status appeal of being part of the big city. Finally, an idealism was developing among the suburbs themselves as places people wanted to move to in order to escape the big city. By the 1920s, annexations had basically stopped.

This was a major turning point for most Northeast and Midwest big cities. Once annexations stopped and suburbs decided to go on their own, the boundaries of big cities became fixed. Later, as wealth and jobs fled the city for the suburbs, there were few opportunities for Rust Belt cities to expand their boundaries. In contrast, cities in the South and West (the Sunbelt) have had different annexation histories and many are much bigger in land area.

The human eyes and hours needed to review CCTV footage to find terrorists

A common tool in fighting urban terrorism today is the closed-circuit camera system. However, it still takes a tremendous amount of personnel and time to go through all of the available tape. Here is a summary of what was required to put together the narrative of the 2005 bombing in London:

Six days after the attack, police start linking these events together. “By 13 July, the police had strong evidence that Khan, Tanweer, Hussain and Lindsay were the bombers and that they had died in the attacks.” But it was no small feat: Police collected 80,000 CCTV tapes, amounting to hundreds of thousands of hours of footage. The London police brought on some 400 extra officers to help with the grunt of it.

“The scale is enormous,” the narrative concluded.

As Alexis Madrigal writes at The Atlantic, although we have the technology to capture and record every inch of a city in real time, the process very much depends on a human eye to analyze. “Right now, there is no video software that can do this type of analysis,” he writes, “not even in a first-pass way.”

Even so, given the history here, it seems likely that given enough time, the perpetrators of the bombing will be found on camera. Whether the police can connect the thread among all the disparate sources of information is another matter.

In other words, you can collect big data but it still requires humans to make sense of it all. I imagine there is a big opportunity here for someone to create reliable recognition software but this may be a task where humans are simply better.

Wired says the data in Boston is being crowdsourced but the investigation will not:

It is unclear whether law enforcement had overhead cameras mounted in helicopters or other aircraft over the Marathon. (Boston-area cops don’t have spy drones — yet.) But the era of readily-accessible commercial imaging tools provides a twist on the exponential growth of surveillance tech used by law enforcement and homeland security. The data on your phone can become an adjunct to police during the highest-profile investigations.

That isn’t an unfettered benefit to police. The military has found that its explosion of imagery data has stressed its ability to process it, to the point where its futurists are hunting for algorithms that can pre-select images a human analyst sees. Davis requested that any spectator providing media showing the attacks indicate the time they collected the data so police “don’t need to go through the electronic signature.”

Lots of work to do.

Gun control legislation to move forward due to the support of suburban politicians?

Here is an interesting theory on how the gun control debate may turn out: suburban politicians could tilt the discussion in certain directions.

More recently, Democrats appear to have found a different source of bipartisan support for significant new gun control: otherwise right-leaning politicians who represent suburban constituents. Lawmakers from Pennsylvania, Georgia, and Virginia have recently warmed to new gun legislation. As Philip Rucker and Paul Kane propose in the Washington Post:

The shift underscores a new reality of gun politics in America: The rapid growth of suburbs in historically gun-friendly states is forcing politicians to cater to the more centrist and pragmatic views of voters in subdivisions and cul-de-sacs as well as to constituents in shrinking rural hamlets where gun ownership is more of a way of life.

The growing political influence of the Philadelphia and Pittsburgh suburbs in particular may have something to do with Republican Sen. Patrick Toomey’s sudden involvement in forging a compromise. Something similar is happening in the rapidly expanding suburbs of Virginia, a state where politics are dramatically different in the Blue Ridge than they are in the D.C. suburbs (the NRA’s national office also happens to be located right in the heart of the Northern Virginia suburbs). In gun-friendly Georgia, Michael Bloomberg’s Mayors Against Illegal Guns is betting on pro-gun control TV ads airing in the Atlanta region.

Rucker and Kane again:

Unlike every other debate that has unfolded recently in a bitterly divided Washington, the gun debate is much more about geography than party. The dividing lines are not between Democrats and Republicans, but between rural lawmakers and those who must cater to urban and suburban constituencies.

This is interesting but it isn’t new in American politics: with the majority of Americans now live in suburbs, there are plenty of voters in the suburbs who could go one or the other depending on the issue or election. Indeed, the past presidential elections have hinged on the suburban vote as big cities have voted Democratic and rural areas have voted Republican. There are splits within the suburban vote based on geography: those closer to big cities, living in places like inner-ring suburbs that face many big city issues lean more Democratic and suburbs further out and the exurbs lean Republican.

I think we could also flip the causal direction in this argument: suburban politicians could indeed influence the gun control debate one way or another but, more broadly, couldn’t suburban politicians throw their weight around if they could agree? Some might argue American politics in the last 60 years or so has already been dominated by suburban interests (think interstate highways, the emphasis on the middle class, etc.) but imagine a suburban lobby that doesn’t just mediate between urban and rural politicians but dictates the main terms.

Should thriving Sunbelt cities like Houston seek a denser core?

Joel Kotkin points out the growth in a number of Sunbelt cities and then raises a debate within urban circles today: should these thriving Sunbelt cities try to replicate the cores of older American cities?

Finally, they will not become highly dense, apartment cities — as developers and planners insist they “should.” Instead the aspirational regions are likely to remain dominated by a suburbanized form characterized by car dependency, dispersion of job centers, and single-family homes. In 2011, for example, twice as many single-family homes sold in Raleigh as condos and townhouses combined. The ratio of new suburban to new urban housing, according to the American Community Survey, is 10 to 1 in Las Vegas and Orlando, 5 to 1 in Dallas, 4 to 1 in Houston and 3 to 1 in Phoenix.

Pressed by local developers and planners, some aspirational cities spend heavily on urban transit, including light rail. To my mind, these efforts are largely quixotic, with transit accounting for five percent or less of all commuters in most systems. The Charlotte Area Transit System represents less a viable means of commuting for most residents than what could be called Manhattan infrastructure envy. Even urban-planning model Portland, now with five radial light rail lines and a population now growing largely at its fringes, carries a smaller portion of commuters on transit than before opening its first line in 1986.

But such pretentions, however ill-suited, have always been commonplace for ambitious and ascending cities, and are hardly a reason to discount their prospects. Urbanistas need to wake up, start recognizing what the future is really looking like and search for ways to make it work better. Under almost any imaginable scenario, we are unlikely to see the creation of regions with anything like the dynamic inner cores of successful legacy cities such as New York, Boston, Chicago or San Francisco. For better or worse, demographic and economic trends suggest our urban destiny lies increasingly with the likes of Houston, Charlotte, Dallas-Ft. Worth, Raleigh and even Phoenix.

The critical reason for this is likely to be missed by those who worship at the altar of density and contemporary planning dogma. These cities grow primarily because they do what cities were designed to do in the first place: help their residents achieve their aspirations—and that’s why they keep getting bigger and more consequential, in spite of the planners who keep ignoring or deploring their ascendance.

It is clear what side Kotkin is on – we might call this “free market urbanism.” Kotkin suggests cities are all about freeing up individuals. This is not the common urbanist view that typically suggests cities are about community life (what can be accomplished through cities is greater than what individuals can do as individual parts) or about vibrant and diversestreet life (think Jane Jacobs).

But, Kotkin is not the only one who suggests there are some major differences between older American cities and newer Sunbelt cities. For example, the Los Angeles school of urban thought held up decentralized LA as the way cities were going. But, their analysis was more Marxist than free market and involved a thorough critique of capitalism and its effects on major cities.

In the end, it remains to be seen what happens to these newer Sunbelt cities as they could go all sorts of directions. If they continue on their current path, they will continue to be decentralized and sprawling. But, social or economic changes might encourage more density, new land use policies, and new visions about what the city should be.

More wealthy city neighborhoods hire private police

This is one benefit of being wealthy in the city: more urban neighborhoods are hiring private police.

Long known for patrolling shopping malls and gated communities, private security firms are beginning to spread into city streets. While private security has long been contracted by homeowners associations and commercial districts, the trend of groups of neighbors pooling money to contract private security for their streets is something new.

Besides Oakland, neighborhoods in Atlanta and Detroit – both cities with high rates of crime – have hired firms to patrol their neighborhoods, says Steve Amitay, executive director of the National Association of Security Contractors.

“It’s happening everywhere,” Mr. Amitay says. “Municipal governments and cities are really getting strapped in terms of their resources, and when a police department cuts 100 officers obviously they are going to respond to less crimes.”…

Meanwhile, the private security industry is projected to grow by about 19 percent – from 1 million to 1.2 million guards – between 2010 and 2020, according to the Bureau of Labor Statistics. Most of that growth will come because private firms are doing jobs once held by law enforcement, according to the bureau.

Another side effect of the economic crisis. Of course, this reinforces some of the differential opportunities and resources available to different neighborhoods and communities. Similar to other areas like education or health care, the wealthy can simply purchase the services they need to live int he way they would like.

The country home of urbanist Lewis Mumford

Lewis Mumford was a well-known mid-twentieth century urbanist. Mumford had a country home in New York:

For six decades, the Federal-style country home that sits at 187 Leedsville Road was the residence of renowned American historian, sociologist and influential literary critic Lewis Mumford…

Mumford first became acquainted with Amenia in 1926, when Joel Spingarn, an educator, literary critic and civil rights activist invited Mumford and his wife, Sophia, to spend the summer at Troutbeck, his estate farther north on Leedsville Road. A decade earlier, Troutbeck hosted a meeting that laid the groundwork for what would become the National Association for the Advancement of Colored People.

Having become enamored with the community, the Mumfords returned in 1929 and for $2,500 purchased property and an early 19th-century home just down the road from Troutbeck. While initially using it as a summer residence, Mumford made Amenia his year-round home in 1936.

He began to expand the property by purchasing surrounding parcels and upgraded the 1830s-era home with electricity and heating. Discovering an affinity for gardening, Mumford landscaped the grounds and added walking trails and formal gardens…

Mumford found the peace and quiet at his Amenia home conducive to writing and many of his major works about the role of cities in civilization and the roots of industrialization were accomplished in the first-floor study of the residence. He installed numerous bookcases in the house for his large collection of books.

Am I alone in thinking it ironic that Mumford, a scholar of cities, did much of his writing away from the city? It would be interesting to explore this interplay further. I could see the possible argument: being away from the city for stretches brings it peculiarities into sharper relief.

Disagreeing lists: most religious US metro area vs. the most Bible-minded cities

There are multiple ways to measure religion and two lists about religiosity in American cities illustrate this:

According to Gallup, Provo-Orem is the most religious U.S. metro area, with 77 percent of residents identifying as “very religious.” That’s a full 13 percentage points higher than the second-ranked city—Montgomery, Alabama—where 64 percent of residents say they are very religious.

Of the top 10 most religious cities identified by Gallup, only three are outside of the South: Provo-Orem; Ogden-Clearfield, Utah; and Holland-Grand Haven, Mich.

But of greater interest, Gallup’s list looks significantly different from one released by Barna Group and American Bible Society earlier this year. Barna’s list of America’s most “Bible-minded” cities, based on “highest combined levels of regular Bible reading and belief in the Bible’s accuracy,” listed Knoxville, Tenn., as the top city. However, Gallup’s ranking shows that fewer than 50 percent of Knoxville residents identify as “very religious”; Knoxville was nowhere near Gallup’s top 10—or even the top 20.

In fact, only two of Barna’s top 10 most Bible-minded cities correspond with Gallup’s: Barna’s fifth-ranked Jackson, Miss., and ninth-ranked Huntsville, Ala., are third and fifth among Gallup’s cities, respectively. Two other top Barna picks (Shreveport, La., and Chattanooga, Tenn.) fell within Gallup’s top 20.

The lists’ least-religious/least Bible-minded cities don’t exactly line up either. Whereas most of Barna’s picks are in the New England region, Gallup reports the lowest percentages of “very religious” believers in West coast cities.

While these two lists may both be dealing with aspects of religion, we shouldn’t be surprised they have different findings. Barna, as it often does, is looking at a specific aspect of Christian practice as understood by a particular Christian group while Gallup is taking a broader view and ends up with a city with a heavy concentration of Mormons at the top of the list (and the only Utah city on the list, Salt Lake City, is #84 out of 96 on Barna’s list). We could take other aspects of religiosity, such as church attendance or giving to churches and religious organizations or feeling “spiritual,” and the results across cities could differ.

It does appear, however, that the two lists generally agree that the South and Midwest/Great Plains (+ Utah) are more religious than the Northeast and West.

Is New York City friendly or unfriendly to developers?

While New Yorkers may think they and the city are relatively open to development, Megan McArdle argues the city is quite unfriendly to development:

Outside of the Observer’s home city, and a few similarly restrictive metro areas, the presumption is that developers should be allowed to build whatever they think will sell, subject to reasonable concerns about thinks like flammability and sewer connections.  They don’t let the neighbors tie up your project for years with tangles over landmark preservation or zoning or frivolous complaints to the building commission.  They don’t slap height limits on attractive, centrally located neighborhoods.  They don’t pass “inclusionary zoning” or affordable housing mandates forcing you to devote a certain number of your units to below-market rents.  And as a result, housing is affordable.

I am constantly surprised by the extent to which New Yorkers regard all this not only laudatory, but normal–even as they bemoan the high cost of housing.  Some of my lefty neighbors on the Upper West Side were at one point simultaneously enthusiastically supporting “affordable housing” organizations–and agitating to block construction of a new building that would ruin their lovely natural light.   Obviously, some of this is sheer hypocrisy; everyone is theoretically in favor of affordable housing, but they are also in favor of getting a high selling price for their home, and when those two conflict . . .

But as that Observer snippet suggests, much of it isn’t hypocrisy.  It’s a genuine belief that allowing any developer to build anything at all is an aggressively pro-capitalist position; allowing them to build where you live is extreme generosity.  Coupled with a genuine failure to connect all those neighborhood review boards and zoning restrictions to the fact that there don’t seem to be enough apartments to go around.

New York is probably strange in this regard considering its density and demand for expensive housing. But, McArdle also seems to suggest that most of the rest of the country doesn’t have many rules about development. Is this true? Lots of big cities as well as communities within metropolitan areas, even conservative ones, have some restrictions on development. For example, take a look at some of the debates over teardowns taking place in communities across the country. These debates aren’t just taking place in communities like New York City even as these communities take a variety of positions on how to proceed regarding teardowns.

My guess is there is a continuum of responses in metropolitan areas to development. Places like New York City and Portland, Oregon are unusual in the restrictions they have placed on development. On the other hand, not all places are like some of the more expansive Sunbelt cities that are characterized as allowing anything. It would be interesting to see such a continuum and where communities can be placedon it.
