New public relations push for public housing

Here is a new public relations initiative for public housing:

A new public relations initiative called ReThink is trying to change those attitudes. Funded by Housing Authority Insurance, Inc., which provides insurance to public and affordable housing projects, ReThink aims to educate Americans about the benefits of public housing not only for the people who live in it, but for society as a whole.

Perceptions of public housing, according to research funded as part of the ReThink project, are a jumble of preconceptions and contradictory attitudes. Sixty-three percent of those surveyed say they would support public housing in their communities, but 53 percent don’t want to live close to it. Sixty-one percent believe that public housing has some positive impact on its residents, but nearly a third of respondents (31 percent) don’t think public housing residents are hard-working members of society…

Advocates, she says, need to educate “Joe Six-Pack” on how public housing should be one of those priorities for the nation’s cities, because it encourages stability and community among America’s neediest residents.

To that end, on ReThink’s website, you’ll find first-person stories from public-housing residents whose lives have been transformed by the availability of public housing. The highly produced two- to three-minute spots cut against the popular image of public housing residents as unemployed, directionless, and without ambition.

Sounds interesting but this is a tough sell for many Americans. It may be easier to convince people that public housing is needed for a small portion of American residents (currently less than 1% of the US population according to ReThink) but it becomes much harder to suggest some or more money should go toward it or that these public housing developments should be located anywhere near middle- and upper-class residents. The stigma is hard to overcome, even with positive stories today as well as positive stories of the past like featured in The Pruitt-Igoe Myth where past residents talked about what a beautiful place housing projects once were.

Also, ReThink doesn’t offer much on their website about what this public housing will look like. Are we talking mixed-income developments? Scattered-site housing? These details could go a long way toward the success or failure of a public relations push.

I am curious to see how people react to this…

Different features of homes through the decades

The design of single-family homes has changed quite a bit through the decades. Here is an overview, featuring this description of what homes built 1980s have featured:

More than 80 percent of homes listed for sale today in Austin, Raleigh, Las Vegas, Phoenix, Houston, and Dallas were built since 1980. In fact, more than one third of the homes listed today in Austin, Raleigh, Houston, and Dallas were built after 2010: these markets had a relatively mild housing downturn during the crash and demand for new construction has remained strong. In contrast, few homes in Las Vegas or Phoenix  have been built since 2010, but more than a third of their listings were built in the boom-and-bust 2000s decade.

Which features are distinctly modern? Homes built in the 1980s offer cathedral ceiling skylights, sunken living rooms, and mirrored closets. The 1990s gave us palladium/palladian windows (a large arched window flanked by smaller rectangular windows), island cooktops, and pot shelves (no, silly, that’s a kitchen feature). Next came the decade of water and audio: infinity edge pools, snail showers, and pre-wired surround sound are often mentioned in listings from the 2000s. Finally, phrases emphasizing artisanship and nature popped in the 2010s, like hand-textured walls, handscraped hardwood floors, and natural light exposure.

Recently, too, homes have gotten bigger, especially since the 1990s: homes built in the current decade are 80 percent bigger than the typical 1940s home. On top of all that, “new” is hard to resist, especially compared with the wear-and-tear that older homes have. As a sales agent in a new Las Vegas development said to me during the boom, “Why buy a used house when you can buy a new house?”

All those extra square feet, island cooktops, and hand-textured walls come at a price. The median listing price of homes built in the 2010s is more than twice that of homes built in the 1900s, 1910s, and 1940s. That means buying a piece of history will set you back a lot less than a big, modern house will.

Sounds about right except for the missing stainless steel appliances and granite countertops. It would then be interesting to these features and design changes with how perceptions of homes have changed. Take the significant change in square footage from the 1950s to the roughly 2,500 square feet for average new homes today – do homeowners feel like this size larger size is right? Or, take the updated and fancier kitchens: more Americans are eating out and consuming processed foods yet the emphasis on having gleaming kitchens has increased.

This also is a reminder of the population shift to the Sunbelt in recent decades.

American middle class worried about downward mobility

A new poll suggests the American middle class is anxious about falling out of the middle class:

That’s the deeply ambivalent message from the latest Allstate/National Journal Heartland Monitor Poll exploring the public’s perception of what it means to be middle class in America today. Fully 56 percent of those surveyed said they believe they will eventually climb to a higher rung on the economic ladder than they occupy now. But even more said they worry about falling into a lower economic class sometime in the next few years. Reaffirming the results in earlier Heartland Monitor polls, most of those surveyed said the middle class today enjoys less opportunity, job security, and disposable income than earlier generations did. And strikingly small percentages of American adults said they consider it “very realistic” that they can meet such basic financial goals as paying for their children’s college, retiring comfortably, or saving “enough money to … deal with a health emergency or job loss.”

In all, the survey suggests that after years of economic turmoil, most families now believe the most valuable–and elusive–possession in American life isn’t any tangible acquisition, such as a house or a car, but rather economic security. Asked to define what it means to be middle class, a solid 54 percent majority of respondents picked “having the ability to keep up with expenses and hold a steady job while not falling behind or taking on too much debt”; a smaller percentage defined it in terms of getting ahead and accumulating savings. “It seems like that class of the people just live from paycheck to paycheck,” said Dale High, a trucker from near Idaho Falls, Idaho, who responded to the poll. “Everything is going up, but wages are staying the same. And people can’t live like that.”

Several quick thoughts:

1. Is this mainly the result of the current economic conditions? In other words, if the American economy rebounded significantly in the next few years, would the middle class again be more optimistic? I’m wondering if this is a temporary anxiety or is this a longer-term insecurity based on a perception that the world and their position within it is more fragile than before.

2. This seems related to research that suggests people feel losses more deeply than equivalent gains. Moving down is much more influential than moving up.

3. How do these perceptions actually line up with economic realities? Here is one indicator:

People who responded to the Allstate/National Journal poll reported a substantial amount of economic churning in their own lives–showing, again, a close balance between upward and downward mobility in American life. Exactly 30 percent of those surveyed reported they had risen from a lower economic class, and 27 percent said they had slipped down from a higher class. Forty-three percent had seen no movement at all…

This fear of losing ground is rooted in the conviction that, in the past few years, downward mobility has become much more common than upward movement. Asked whether more Americans recently had “earned or worked their way into the middle class” or had “fallen out of the middle class because of the economy,” almost eight times as many respondents took the bleaker view.

So how much “economic churning” is acceptable? Where do these ideas that people are falling behind at larger rates coming from – statistics about stagnant median household incomes, anecdotal evidence from family, friends, and neighbors, media coverage, etc.?

4. I wonder if this is also related to American interest in keeping up with others. Critics have argued that American consumption and life in suburbia has been motivated by “keeping up with the Joneses.” Is this still the case when times are tougher – people don’t want to fall behind relative to others around them? There is also some measure of generational comparison in this poll data – perhaps future generations will have it tougher in living in a “decent life.”

Study: crime does not increase when people with housing vouchers move in

A new study suggests people with housing vouchers moving into a neighborhood does not raise crime levels:

The study by New York University’s Furman Center for Real Estate and Urban Policy found that housing vouchers don’t bring crime to an area. Rather, very low-income people using the vouchers often have limited options and tend to live in areas where crime already is high…

For its study, researchers looked at neighborhood-level data on voucher use and crime in the 10 cities, and whether the number of voucher holders in an area one year led to an increase in crime the following year. The study took into account differences between neighborhoods and other factors that might lead to an increase in crime in some areas.

Researchers found no evidence, even in poor neighborhoods, that an increase in voucher use directly led to more crime. But they did find something.

“If you do look at any given point in time, you do see a correlation, a weak one,” said Ingrid Gould Ellen, a professor and co-director Furman Center. “But what seems to be driving that correlation is that voucher (users) tend to rent in neighborhoods where crime is already occurring.”

This sounds like a classic case of reversing cause and effect. But, given the history of residential segregation in the United States, these perceptions aren’t surprising. Middle- and upper-class residents don’t generally want to live in neighborhoods with people with housing vouchers, perhaps due to a fear of reduced property values, perhaps due to race and ethnicity. Thus, this perception of housing voucher residents leading to more crime can serve the purpose of helping to keep class and race lines where they already are.

British grandparents believe their grandkids would rather get advice from Google

British grandparents thinks Google has replaced them as sources for advice:

Almost nine out of every 10 UK grandparents claimed their grandchildren failed to ask them for advice for simple tasks, instead turning to online channels such as Google, YouTube and Wikipedia for information.

Answers on how to boil an egg, iron a shirt and even details on their own family history are now easily found by younger generations glued to their smartphones, tablet computers or laptops, according to research commissioned by cleaning products firm Dr Beckmann.

“Grandparents believe they are being sidelined by Google, YouTube, Wikipedia and the huge resource of advice available on the internet,” spokeswoman Susan Fermor said in a statement…

The survey of 1,500 grandparents also found that children chose to research what life was like for their elderly relatives in their youth rather than asking the grandparents themselves, with just 33 percent of grandparents having been asked: ‘What was it like when you were young?’.

Almost two-thirds of grandparents felt their traditional roles were becoming less and less important in modern family life, with 96 percent claiming that they asked far more questions of their own grandparents when they were young.

I’m not sure how valid this survey is but assuming the results are good, I think the key is in the last paragraph of the story. It is isn’t necessarily the Internet or Google or another website that is causing trouble. These new technologies are part of a larger society that grandparents believe doesn’t have much room for them. On one hand, this may be a common complaint of grandparents: people in the newer generations aren’t paying enough attention to them. This could be backed up by 96% saying they were more likely to question their grandparents. On the other hand, perhaps this is evidence of significant shift away from learning from one’s elders and turning to digitized information sources. Why go through the trouble of asking a human being when you can just watch a YouTube video or type a sentence into Google? Either way, grandparents still have these perceptions.

Is downtown Naperville really unsafe at 10 PM?

Is downtown Naperville an unsafe place? According to the Naperville chief of police, recent efforts by the department and other interested parties have helped make the downtown safer late at night:

Naperville police Chief Robert Marshall is just five months into his revamped downtown enforcement plan and he and city leaders already are calling it a success…

Beginning in September and running through mid-January, four additional officers were moved downtown between 10 p.m. and 3 a.m. Fridays and Saturdays to focus on disorderly conduct issues, public intoxication and urination, and underage drinking. According to Marshall’s memo, the officers contributed 591 hours of additional police coverage and cost the city nearly $35,000 in overtime costs.

“Last year we had a tragic murder, an armed robbery and two very violent beatings that sent all participants to the hospital,” Marshall said. “As far as violent crimes go, that is a very low number, but our goal is zero. And in the five months since we’ve enacted our plan (in September), that’s exactly what we have.”…

“There is a perception that it’s not safe to come downtown after 10 p.m.,” Pradel said. “Our police are doing their part and we’ve told the business community they are also responsible to make that perception go away.”

I am particularly interested in this quote from Naperville’s mayor who discusses the perception about Naperville’s downtown late at night. This violence could be quite jarring in a community like Naperville that is both quite wealthy and quite safe for a community its size. Who exactly is worried about the downtown at night? Perhaps it is Naperville residents who like the residential nature of the suburb and buy into the small town charm leaders claim Naperville possesses. Perhaps it is possible visitors who will take their money elsewhere. In these sorts of discussions, I haven’t seen any numbers about a downturn in business in Naperville – is this about perceptions or an actual loss of business?

Overall, this seems to come back to an issue I’ve raised before: how can a community like Naperville (and other upscale suburbs face similar issues – see here) both encourage business and cultural activity while also protecting the residential charms of their community? Bars and restaurants can bring in large amounts of money into city coffers. Many communities would love to have the number of restaurants and visitors that Naperville attracts. Yet, this can also bring trouble, particularly when bars are involved.

For now, Naperville leaders seem happy with their new approach that minimizes violence but keeps the money flowing in. Perceptions and reputations are important as suburbanites can spend their money in plenty of places other than Naperville.

TV shows for teenagers show professors as “old, boring, white, and mean”

Here is how college professors are portrayed on television shows for teenagers: “old, boring, white, and mean.”

They may be fictional characters, but their small-screen images may affect students in big ways, says one researcher. Barbara F. Tobolowsky, an assistant professor of educational leadership and policy studies at the University of Texas at Arlington, found that television’s image of the professor is intimidating, uninterested, and generally old, boring, and white. She is scheduled to present a working paper on her research, “The Primetime Professoriate: Representations of Faculty on Television,” this week at the annual meeting of the Association for the Study of Higher Education…

While previous studies of television have focused on how much time students spend watching TV and not studying, Ms. Tobolowsky looked at the content of those television shows. In her study, Ms. Tobolowsky, who has a master’s degree in film history and criticism and who previously worked in the film industry, analyzed 10 shows that aired from 1998 to 2010 and were geared toward the 12-to-18-year-old demographic group in the Nielsen ratings.

Scrutinizing professors in those shows, she examined characters’ clothing and ways of talking, camera angles and background music, and a variety of other film nuances to break down how enthusiastic the faculty were and how they interacted with students, along with other criteria.

On the whole, she says, professors on the television shows tended to be relatively old, white, and traditional, wearing sweater-vests and sporting graying hair. Young, female, and minority professors on the shows tended to teach only at arts-oriented institutions or community colleges. Most were intimidating or, at the very least, distant, throwing a scare into characters like Matt on 7th Heaven, who worried he’d seem weak if he asked a question in class.

This study seems to suggest that shows for teenagers depict professors as the enemy. While not all teenagers love school, I wonder if this is part of a larger message on television and in movies that the learning part of school isn’t that important while the social aspects, think of the message in Mean Girls, is what really matters. Of course, there is a genre of movies that depicts heroic teachers but these are formulaic in their own ways.

It would be interesting to compare these depictions to how professors are portrayed on shows aimed at adults. I’m reminded of the TNT show Perception that features Eric McCormarck playing a neuroscientist at a Chicago area university. (Disclosure: I know about this show because I tend to catch a few minutes of its opening after watching Major Crimes which I watch because of The Closer.) The show tends to open in this way: McCormack is at the front of the classroom that is full of eager students who are hanging on his every word. At the side of the room is his trusty graduate student TA who occasionally chimes in. McCormack has scribbled all sorts of profound things on the board and then he ends class with a deep question or a witty joke. When the class ends, he quickly leaves the classroom and gets wrapped up in some fascinating case. Sound like a typical college classroom? While the professor here is depicted as a cool young guy, it is not exactly realistic to most college classrooms.

I realize what takes place day in and day out in a college classroom likely does not make scintillating television. Indeed, have you watched DVDs of The Great Courses? Yet, this doesn’t mean there isn’t something worthwhile going on in that classroom that doesn’t require severely stereotyping professors one way or the other depending on the audience.

A biggie, she said, and one that most homeowners tend to overlook, is scale, the size of something, and proportion, its relationship to the things around it. Rooms that are too full — or too empty — just look wrong, she said…

Color is another element that well-decorated models employ wisely. While new homes are often delivered with white walls, a Mary Cook-designed model can have as many as 25 different paint colors. Thoughtful-yet-fearless use of color can add richness that makes a home feel warm and inviting.

In addition to color, model home designers are experts at mixing patterns and texture, said Helen Velas, president of Naperville-based Eleni Interiors. While the average homeowner isn’t likely to be as skilled, home-goods retailers have become good at bundling pieces together to help people get that custom-designed look, she said.

Staging can go a long way to helping make a sale. However, I’ve always been struck by the unreal image model homes present. The lived reality of an average American home includes clutter, probably some non-perfect furniture, and maybe some clashing colors and patterns. It involves residents and family members moving around, appropriating spaces for their own use, and being comfortable. We know this from our experiences so why would we fall for the “staged” home?

I wonder how much of this has to do with presenting an aspirational image. Think of the average cluttered home: how many residents would be willing to show that off to strangers without cleaning up(though after going through a number of for-sale homes a few years ago, there was a higher percentage of people doing this than I would have imagined)? Or think of the common image of a home: in advertisements, new homes, movies, art, magazines, etc., homes look put together. That is what we think it is supposed to look like. I remember reading about a company that had started including people in their staged homes; this added a special touch in helping people imagine themselves in the home. And this all ties into the larger American Dream image of the “perfect home.”

Maryland couple intentionally designs teardown home so that it isn’t a McMansion

Here is a story of a Kensington, Maryland couple who tore down a 1930s Cape Cod, built a new 1,800 square foot home, but deliberately avoided making it a McMansion:

Call it empty-nester economy: The couple’s contemporary house in Kensington has no grand entrance hall, no family room, no breakfast area in the kitchen, no mud room or a finished basement.

Instead, the main level is simply treated as a big open room for living, dining and cooking. “One of my favorite things about it is being able to stand in the kitchen and see the fireplace in the opposite corner 40 feet away,” Kurylas says.

Upstairs are three bedrooms, with one of them now serving as an office. Another is used as a guest room for visiting friends and relatives, including Lann’s sons, Ben, 32, and Nathan, 26, from a previous marriage. The couple considered adding a fourth bedroom for resale but decided to enlarge the master suite instead.

“We didn’t want a McMansion,” says Lann, co-owner of Stroba, a contracting and cabinetry business in Hyattsville. “We wanted a nice, open space where we could live and entertain, a small house that met our needs.”

While the house does sound unique, I am most interested by the idea that the house was deliberately designed not to be a McMansion. Several possible reasons are cited for this:

1. The couple was looking for a smaller house since there are only two members of the household.

2. The home as it was designed and built better fits with the older homes of the neighborhood.

3. The interior and exterior design is unique and not cookie-cutter or mass-produced.

4. Having a new house that could be labeled a “McMansion” is a negative thing that certain homeowners don’t want.

The idea of building a non-McMansion played some role in the construction of this home and this demonstrates the power the term has to influence perceptions about houses. I suspect the fact one of the couple is an architect and designed the home also played into wanting to avoid the negative label of McMansion.

Political operative discusses which polls he thought were reliable, unreliable while working for Edwards 2008 campaign

Amidst discussions of whether current polls are accurately weighting their samples for Democrats and Republicans, a former political operative for Al Gore and John Edward talks about how the Edwards campaign used polls:

However, under cross-examination by lead prosecutor David Harbach, Hickman acknowledged sending a series of emails in November and December, and even into January, endorsing or promoting polls that made Edwards look good. Asked about what appeared to be a New York Times/CBS poll released in mid-November showing an effective “three-way tie” in Iowa with Hillary Clinton at 25 percent, Edwards at 23 percent and Obama at 22 percent, Hickman acknowledged he circulated it but insisted he didn’t think it was correct.

“The business I’m in is a business any fool can get into, and a lot can happen. I’m sure there was a poll like that,” the folksy Hickman told jurors when first asked about a poll showing the race tied. “I kept up with every poll that was done, including our own, and there may have been a few that showed them a tie, but… that’s not really what my analysis is. Campaigns are about trajectory, and… there could have been a point at which it was a tie in the sense that we were coming down, and Obama was going up, and Clinton was going up.”

Hickman also indicated that senior campaign staffers knew many of the polls were poorly done and of little value. “We didn’t take these dog and cat and baby-sitter polls seriously,” he said.

Hickman acknowledged that on January 2, 2008, a day before the Iowa caucuses, he sent out a summary of nine post-Christmas Iowa polls showing Edwards in contention in the Hawkeye State. However, he testified two-thirds of them were from firms he considered “ones we typically would not put a lot of credence in.” Hickman put Mason-Dixon, Strategic Vision, Insider Advantage, Zogby and Research 2000 in the “less reputable” group. He also told the court that ARG polls “have a miserable track record.”

Hickman said he considered the Des Moines Register polls, CNN and Los Angeles Times polls more accurate.

This seems like typical politics: an operative is supposed to spin the best news they can about their candidate, even if they don’t think this is the whole story. However, it is fascinating to see his opinion of different polling organizations. I wish he went on to describe why some of these polls were better than others: better samples, more reliable and/or predictive results, they lined up with other reputable polls? At the same time, I think the DrudgeReport’s headline for this story, “Under oath, Edwards pollster admits polls were ‘propaganda,'” is a bit misleading.  Hickman wasn’t disparaging all polls; he was admitting to using some polls that he thought were inaccurate to tell a particular political story.

If we got a bunch of current political operatives in a room, here are questions we could ask that would revealing:

1. Are there certain polls that you all consider to be reliable? (I hope the answer is yes. But I would also guess that each political party thinks certain polls tend to lean in their direction.)

2. What information do you all work with regularly that helps give you a better picture of what is going beyond the polls? In other words, the American public doesn’t get much of an inside view while the campaign is happening beyond a stream of polls reported by the media but the campaigns themselves have more information that matters. How much should the public pay attention to these polls or can they pick up clues from what is really going on elsewhere? (The media seems to like polls but there are other ways to get information.)

3. In the long run, who is helped or harmed by having a lot of polling organizations? Hickman suggests some polls aren’t that worthwhile so if this is the case, should they not be reported to the American public? (Americans can look at a variety of polls; should there be that many to choose from?)

Unfortunately, this story feeds a growing mistrust of polls. Generally, it is not good for social science if 42% of Americans think polls are biased for one candidate or another. On one hand, these 42% may simply not like what the polls are reporting, have little idea how polls work, and simply want their candidate to win (and won’t like the polls until this happens). On the other hand, perceptions matter and decisions about polls should be made on scientific grounds, not on ideological or partisan affections. And, surely this has to play into the finding that only 9% of Americans are willing to respond to telephone surveys.
