Scatter-site public housing also won’t work in providing affordable housing?

Megan McArdle argues neither concentrated public housing or scatter-site public housing can effectively address the issues of affordable housing:

And so here we are: The government simply has relatively little power to create more affordable housing in the face of massively increasing demand for homes in desirable cities like Washington, New York and San Francisco. It can create some units that will benefit a few people. It can slow the process of gentrification a bit. But the dream of adding all those new, affordable-housing-advocating, affluent young people to the city, while allowing the former residents to stay in place, seems to me to be just that: a dream. A nice dream. But still a dream, which like all dreams will eventually evaporate as reality overtakes it.

McArdle suggests the economic and political realities are too tough for affordable housing to do well and to limit gentrification. I would also suggest that this hints at the ongoing influence of race and class. While this could be spun as the result of economic laws (supply and demand) and politics (certain urban residents have more of a political voice and ability to influence decision-making), race and class underlie much of this. Who are the people who live in affordable or subsidized housing? Who are the people who tend to live in more exclusive communities or who are doing the gentrifying? These patterns of race and class are much broader than just the hot neighborhoods in major cities; they influence many of the settlement patterns across the United States.

Despite the pessimism here, this also means there is a big opportunity to figure this out. Are there contexts where affordable housing on a big enough scale works? Places where race and class matter less? Methods where both protecting property rights and providing for those with resources can coexist?

NPR photojournal looks at “The end of Chicago’s public housing”

NPR has put together an interesting site with photos and text that explores the demolition of Chicago’s public housing. Some of the more interesting lines:

Ironically, the [Robert Taylor Homes] were named for a Chicago Housing Authority board member who resigned in 1950 — in opposition to the city’s plans to concentrate public housing in historically poor, black neighborhoods…

The buildings became hulking symbols of urban dysfunction to the suburbanites who saw them from the expressway on their daily commute…

While some have described public housing as a tangle of failed policies and urban planning, to the people who lived there, it was home. But at the end of the 1990s, like the tenement residents before them, they were told that their world would be “transformed.” Many would not be able to live there anymore…

[After the demolitions:] People lost track of each other; the housing authority lost track of them.

A lot of lives were affected even as there really hasn’t been much public conversation about the fate of the public housing residents. Ironically, removing the high-rises may just have made the problems of housing in the Chicago region – and there is a lot of need for good affordable housing, evidenced by recent sign-ups for the public housing waiting lists – even more difficult to see.

CHA opens all three housing waiting lists for first time ever, expects over 250,000 applicants

The Chicago Housing Authority opened its three housing lists yesterday and is expecting a lot of people to sign up:

Agency officials expect more than 250,000 families to apply for spots on three waiting lists — one for public housing, one for housing vouchers and one for apartments in privately owned subsidized housing,

“We don’t have a set number of slots available. … We can’t predict how long people will be on the wait list,” said Katie Ludwig, a deputy chief housing officer at the CHA. “We are getting to the end of our (current) wait lists, and we thought it was a great opportunity for people who are in need of housing. We thought we’d open all three lists at the same time. It’s something we’ve never done.”…

Having their name on a list at the agency does not guarantee housing. It is simply one step closer to participating in the agency’s programs. Historically, the CHA has had wait lists that surpass 15,000 families for each of its programs, records show.

Residents can wait years to be called in for housing.

Still, the current move comes as the agency has been under fire for not doing enough to house the city’s poorest and most vulnerable populations. In July, a report from an independent think tank revealed that the agency had banked more than $355 million rather than use the money for housing. Local officials and the U.S. Department of Housing and Urban Development have pressed the agency to serve more people.

Two things have not changed:

1. The CHA continues in not providing enough housing.

2. There is a lot of demand in Chicago for affordable housing.

Both of these issues date back decades. The CHA has been either slow or incompetent, or perhaps both. While new housing units may have been built for wealthier residents in trendy neighborhoods or along the lakefront, the city still does not have enough affordable or public housing. You might think these problems might be solved at some point given their long history and the basic need for decent housing but there has not even been much conversation about addressing these concerns.

Residential and commercial properties go up at Cabrini-Green site

A number of new buildings are going up on the site of the former high-rises of Cabrini-Green:

It’s coming together already. A Target store opened north of Gerding’s site last fall, and a developer is negotiating to buy a parcel just northeast of the store and may build apartments there, says Chicago-based Baum Realty Group LLC Vice President Greg Dietz, who’s selling the property. He declines to identify the developer. Chicago-based Structured Development LLC and John Bucksbaum are building 199 apartments and 360,000 square feet of retail space on the former site of the New City YMCA at Clybourn Avenue and Halsted Street. And a 190,000-square-foot retail-and-office development and new store for boating retailer West Marine are in the works at Division and Halsted streets.But the biggest opportunity may be the Cabrini-Green site itself as well as other vacant land in the area controlled by the Chicago Housing Authority, a 28-acre patchwork that stretches from Division up to Blackhawk Avenue. This fall, the CHA plans to seek development proposals for the land, where it wants a mix of subsidized and market-rate residential units and retail space. The push could add thousands of apartments and condominiums to the area, spurring more development between Lincoln Park and River North—and even to the west.

“There’s easy access to jobs and amenities and restaurants . . . and really you’re not that far from the lake,” says David Brint, principal at Northbrook-based Brinshore Development LLC, which is building an 82-unit mixed-income apartment building at Division and Clybourn. “It’s likely you’ll see the continued evolution of development all the way to the highway.”…

Yet the CHA will have the most influence over the neighborhood’s future. The authority has committed to add 1,786 public housing units in the area to replace those demolished at Cabrini-Green, a project that includes the still-standing Frances Cabrini Rowhouses between Chicago Avenue and Oak Street. So far, the CHA has brought back about 610 public housing units, with 221 in the planning stage, says Richard Wheelock, director of advocacy at legal advocacy group LAF in Chicago.

This is valuable property and this contributed to the longer fight – particularly compared to other high-rise public housing projects in Chicago – between residents and the CHA about what would happen to the land. Thus, it is little surprise that developers are pushing residential and commercial construction. The real question has to do with the status of public housing units: will the CHA follow through in providing nearby units? While some have been built in new mixed-income neighborhoods, there is a long way to go in providing public housing and it may only get more difficult as new market-rate residents and businesses move in.

Fighting over the fate of the Lathrop Homes, one of the remaining public housing projects in Chicago

While Chicago’s public housing high-rises (like Cabrini-Green) have been torn down, there is a current debate about the fate of the Lathrop Homes:

Lathrop’s two-story row houses and three- and four-story walk-ups occupy 35 acres on the western edge of Lincoln Park, and are often noticed by passersby on Diversey owing to the thick, white plumes of steam that rise from ground vents like jets from primordial geysers—the result of aging heating pipes. When the 925-unit development opened in 1938, it was one of the first public housing developments in the country and only the second in Chicago, built by a dream team of architects for the Public Works Administration’s New Deal program. For 30 years it was one of four all-white public housing projects managed by the Chicago Housing Authority. When the first African-American families were finally allowed to move into Lathrop in the late 1960s, they were segregated in the buildings on the south side of Diversey. The project didn’t become the melting pot Suarez describes until the 1970s…

Though Lathrop was supposed to be rehabilitated—and to remain 100 percent public housing—the CHA’s position shifted over the years. In 2000 the CHA stopped accepting new residents (in anticipation of rehabbing the property), and each subsequent year families were encouraged to move out. The buildings were shuttered one by one as Lathrop shrank from 747 occupied units in 2000 to about 140 today.

In other words, at a time when affordable housing in Chicago was becoming more and more scarce, hundreds of low-rent apartments were sitting vacant in a prime neighborhood.

In 2006 the CHA announced that Lathrop would become a mixed-income community with 400 public housing units, 400 tax-credit-subsidized units, and 400 market-rate ones. Demolition was scheduled for 2009.

But the housing market collapse, the recession, and persistent leadership turnover at the CHA has stalled those plans. To this day, not a single one of Lathrop’s 30 buildings has been demolished.

Interesting read about a project that is on the National Register of Historic Places and doesn’t get much attention despite some unique features. The story of the slow-moving CTA is not unusual; that has been the story for decades and it is understandable why residents aren’t always optimistic about better outcomes.

Demolishing public housing as spectacle in Glasgow

Glasgow, Scotland is planning to blow up five 29-story public housing high-rises, the tallest buildings in the city, and broadcast the event live on local TV and set up a viewing in a nearby soccer stadium:

Glasgow has a novel plan for grabbing viewers for this summer’s Commonwealth Games opening ceremony: It’s going to blow up the city’s tallest buildings live on television. For the Games opener on July 23, Scotland’s largest city will demolish five towers (most over 290-foot high) in just 15 seconds, screening the explosions at the nearby Celtic Stadium.

This combination of celebration and mass destruction, announced Thursday, would be unusual in any circumstances. What makes Glasgow’s plans even stranger is that the towers being dynamited – part of a huge housing project called the Red Road Flats – were once the city’s pride. By uniting a cheering stadium crowd and TV cameras with explosives, the ceremony might come off as a sort of latter-day Disco Sucks, but for social housing…

Still, the city has been moving on. From the ’80s onwards, Glasgow started an ultimately successful re-branding of itself as a cultural and business center. The Red Road and its ilk became emblems of the run-down Glasgow that the city’s promoters wanted to forget. Demolition of the first few towers started back in 2012. Now the games will dramatize its final transformation in the most eye-catching way possible.

But is it really in good taste? This video, shared by the games organizers themselves, proves that many former residents still remember the place with affection. What’s more, the project isn’t totally uninhabited, as one tower, currently occupied by asylum seekers, will remain. For these people, witnessing a ceremony that enacts their neighborhood’s destruction as unfit for human habitation while leaving them on site, should feel uncomfortable at the least. A petition is going round against the plans, and there’s a sense among locals that they, rather than just the buildings, are the targets of a ritual purge to do away with a side of Glasgow officialdom would rather forget.

The whole process sounds similar to the demolition of public housing high-rises in American cities, starting with the Pruitt-Igoe complex in St. Louis in the mid-1970s (a good documentary about it here) and accelerating with the HOPE VI program that began in the mid-1990s. Of course, the buildings tended to get blamed for the problems at the complexes when there was a whole host of other issues involved including deindustrialization and residential segregation.

But, it does seem a bit odd to make this such a spectacle. It is relatively rare to demolish large buildings so I could understand how that might be interesting. In contrast, while the demolition of Chicago’s public housing buildings drew attention (particularly the last high-rises at Cabrini-Green), it seemed like the general public wanted to move on rather than celebrate the demolition. Instead of publicizing the demolition, why not devote some air-time to showing how the city is trying to tackle the larger underlying issues (unless, of course, they are not and the demolition is meant to be a distraction from the true issues)? As the residents at Cabrini-Green who fought the city’s plans argued, what is the point of demolition if there many other options planned down the road?

Putting together plans for the final redevelopment of Cabrini-Green

All the high-rises at Cabrini-Green are gone but the planning of what will replace them continues:

Next week, CHA officials will hold open houses for developers who will learn what parameters the agency has designed for construction of new housing and retail. The land boundaries are North Avenue to Chicago Avenue and Halsted to Orleans…

Last spring CHA unveiled Plan Forward as a way to wrap up the final stretch. Former CHA CEO Charles Woodyard resigned last fall amid sexual harassment allegations, but also because City Hall became disenchanted with the slow pace of progress.

The goal is for Cabrini construction to start by 2015 on the mostly vacant 65 acres. The Cabrini rowhouses will remain but not be 100 percent public housing – much to the chagrin of many residents. Of the 583 units, 146 have been redeveloped into public housing and will stay that way. The others are empty. Originally, CHA had planned to keep the row houses all public housing.

“We felt that in order for Plan Forward to work, in order to have a very vibrant community and what works for the residents to move toward self sufficiency, it was important to do mixed income. Not to leave that area to be the only secluded area that remained 100 percent public housing,” Brown said…

“We’re adamant that the row houses be rehabbed to 100 percent public housing like it was supposed to be,” [row-house resident activist] Steele said.

This seems like an appropriate path forward based on the prior history of redevelopment at Cabrini-Green:

1. The CHA’s difficult history continues with yet another new leader plus plans that stretch on longer than anticipated with funding problems.

2. The city continues its interest in mixed-income development which gives developers some great opportunities to build on the North Side (and profit) while also providing some public housing units but not having to provide for all of the public housing residents.

3. The public housing residents, particularly compared to some of the other Chicago housing projects, continue to speak out and challenge the city’s plans.

Sixty-five acres of land in this part of Chicago will be attractive to numerous people and I hope the public gets to see the competing proposals.

New public relations push for public housing

Here is a new public relations initiative for public housing:

A new public relations initiative called ReThink is trying to change those attitudes. Funded by Housing Authority Insurance, Inc., which provides insurance to public and affordable housing projects, ReThink aims to educate Americans about the benefits of public housing not only for the people who live in it, but for society as a whole.

Perceptions of public housing, according to research funded as part of the ReThink project, are a jumble of preconceptions and contradictory attitudes. Sixty-three percent of those surveyed say they would support public housing in their communities, but 53 percent don’t want to live close to it. Sixty-one percent believe that public housing has some positive impact on its residents, but nearly a third of respondents (31 percent) don’t think public housing residents are hard-working members of society…

Advocates, she says, need to educate “Joe Six-Pack” on how public housing should be one of those priorities for the nation’s cities, because it encourages stability and community among America’s neediest residents.

To that end, on ReThink’s website, you’ll find first-person stories from public-housing residents whose lives have been transformed by the availability of public housing. The highly produced two- to three-minute spots cut against the popular image of public housing residents as unemployed, directionless, and without ambition.

Sounds interesting but this is a tough sell for many Americans. It may be easier to convince people that public housing is needed for a small portion of American residents (currently less than 1% of the US population according to ReThink) but it becomes much harder to suggest some or more money should go toward it or that these public housing developments should be located anywhere near middle- and upper-class residents. The stigma is hard to overcome, even with positive stories today as well as positive stories of the past like featured in The Pruitt-Igoe Myth where past residents talked about what a beautiful place housing projects once were.

Also, ReThink doesn’t offer much on their website about what this public housing will look like. Are we talking mixed-income developments? Scattered-site housing? These details could go a long way toward the success or failure of a public relations push.

New study finds CHA’s efforts to relocate public housing residents has found some success

A new report from the Urban Land Institute suggests the Chicago Housing Authority’s efforts to move public housing residents out of public high-rise projects into other housing has been successful in several ways:

A new report released Monday by the Urban Institute, a Washington, D.C.-based think tank, paints a largely positive picture of the Chicago Housing Authority efforts. The study comes while the CHA is retooling its Plan for Transformation, an ambitious multi-year effort begun in 1999 that broke up concentrated high-rise developments…

Several years ago the Urban Institute told CHA that moving families wasn’t simply a construction issue; to succeed, residents needed services. Popkin said that steep learning curve for CHA has paid off after the housing agency implemented a strong resident service program in 2007.

Researchers say that vulnerable residents need intensive wraparound services to address mental health, low literacy and lack of job skills. The report suggests that residents who’ve received intensive case management have fared better. The services cost about $2,900 annually per household but can increase family stability and reduce depression. CHA families have grappled with the trauma of poverty: physical health problems, anxiety, high mortality rates.

But Popkin said it’s not all a pretty picture. Emphasis on adults has meant that improvements have not always trickled down to children. Relocation has been especially hard on them and causes disruption in school and socially.

“I worry a lot about the kids,” Popkin said. “The services that helped the adults do better don’t seem to have helped the kids. It’s an urgent issue. These are kids who have grown up in families who’ve lived in chronic disadvantage for generations and it’s going to take more than just moving to slightly safer places to help get them on a better trajectory.”

Some young people have struggled academically and have had a tough time adapting to new neighborhoods where they are perceived as outsiders. And they continue to live amid violence. The Urban Institute is currently working on CHA incorporating a dual generation approach at Altgeld Gardens, a public housing development on the southern edge of the city.

You can read the reports for yourself on The Urban Institute website here. It looks like the full story of relocated public housing residents is more complicated than this news story suggests. While there has been good movement on several factors, including more psychological factors like feelings of safety and fighting depression (which is what Popkin and several other authors also report in the very interesting 2010 book Moving to Opportunity: The Story of an American Experiment to Fight Ghetto Poverty), we don’t yet know the long-term effects of relocation. For example, the abstract for Brief 2 suggests:

Those who got intensive case management and supportive services through the Chicago Family Case Management Demonstration have significantly lower rates of depression, better physical health, and higher rates of employment. However, even with these gains, many adults struggle with extremely high rates of debilitating chronic illnesses that prevent them from finding full-time employment and many children still grapple with the fallout from growing up with chronic violence.

Relocation is not a quick fix when there are deeper issues involved including residential segregation, discrimination, poverty, and acquiring social and human capital. As Brief 1 notes, relocated residents would benefit from ongoing services…but this requires ongoing funding.

Quick Review: The Casual Vacancy and Back to Blood

I recently read two recently-published New York Times best sellers: The Casual Vacancy by J.K. Rowling and Back to Blood by Tom Wolfe. Even though the books come from very different authors, one known for writing about a boy wizard and the other known for “new journalism” and tackling status, I thought the books had a lot in common. After a quick overview of each story, I discuss some of the similarities:

1. The Casual Vacancy is about English small-town life as the village of Pagford debates whether a nearby council estate (public housing project in American terms) should remain under their purview or should come under control of the nearby large city. The sudden death of a local council member alters the debate and different members of the community, from residents of the council estate, disaffected teenagers, and local business owners get involved in the decision. In the end, the battle doesn’t really turn out well for anyone involved.

2. Back to Blood is about multicultural Miami where different ethnic and social groups vie for control. The main story is about a Russian businessman turned art benefactor who is investigated by a beleaguered Cuban cop and WASP reporter. Others are caught up in this story including the black police chief, the Cuban mayor, a Cuban psychiatric nurse, and a pornography addiction psychiatrist. Similarly, no one really wins in the end.

3. Although set in very different places, the muted English countryside versus vibrant Miami (reflected to some degree by the writing styles, more conventional for Rowling, more in-your-face from Wolfe), there are common themes.

3a. Power and status. At the heart of these novels are characters vying for control. Of course, this looks different in different places: in Pagford, England, this means being a local council member or having a respectable job in the local community (say as a bakery owner or a doctor) while in Miami, this means the ability to own expensive clothes, cars, houses, and boats while also twisting people’s arms in the directions you want them to go. The characters in both books spend a lot of time worrying about their relative position and scheming about how to get to the top of the heap or how not to be buried completely by others (there is little room for middle ground).

3b. Sex. This is tied to power and status, but both books feature a lot of sexual activity. On one hand, it is presented as one of the rare moments when the characters aren’t solely consumed by the quest for power and yet, on the other hand, sex and who is having sex with whom and for what reason, is inevitably wrapped up in the naked grab for power and status.

3c. Characters alienated from society. Both books are full of characters who feel like they don’t fit in society, that they don’t know where they belong or aren’t able to achieve what they would really want to achieve. This comes across in some classic types: there are teenagers who feel like the adults around them are idiots and so they grasp at ways to make their own name. There are characters caught in the cogs of bureaucracy, particularly adults who are “successful” but don’t feel like it, who have some agency but are ultimately dependent on social and government institutions.

3d. Communities striving for goals but having difficulty overcoming the frailty of their human actors. Although the communities are quite different in size and aspirations (Miami striving to be a world-class city and Pagford striving to control more of its own destiny), their characters want them to be known and coherent places. They want their neighborhoods as well as their municipalities to be about something. Alas, both places are reliant on social actors that can’t overcome their own anxieties and hang-ups and this limits what the larger whole can become.

In the end, I’m tempted to write these off as the sort of themes one finds all the time in “serious adult literature,” the sort of books that peel back the facade of life and expose people for the vain creatures that they are. These are not uncommon themes in more modern books where there are no real heroes, most characters are just trying to get by, and authors revel in tackling sociological issues. But, I don’t think it is an accident that the two books cover similar ground. Power, sex, alienation, and communities striving for success are known issues in our 21st century world. Compared to movies, books like these offer more space to develop these themes and really expose the depths to which individuals and institutions have fallen. Stories like these can translate sociological themes into a medium that the public understands.

Yet, I can’t help but wish that both books had more redemptive endings. If power, sex, alienation, and community striving do make the world go round, how can this be tackled in a “right” way? Is there anyone or any social institution who can put us on the right path? In ways common to 21st century commentary, both of these books offer a bleak view of social life and not much hope for the future.
