Can Chicago art convince suburban residents that they have a responsibility to help fight violence in the city?

Chicago Tribune theater critic Chris Jones argues that the Chicago art scene can help convince people in the suburbs that they should help fight violence in the city:

But there’s another common theme gaining steam this winter. Many of these artistic responses to violence are trying to impress upon people that geography does not inoculate a city — a region, a nation — from responsibility. Because the killings have, for the most part, been confined to certain neighborhoods, it has been possible for the rest of Chicago to live, work and go about its business mostly untouched. There is this crisis, a crisis of which Chicagoans increasingly are aware, yet still it often is not seen. Were this violence evenly spread throughout the city’s ZIP codes, then there certainly would not be business as usual. Of that there can be no question.

So in works like “Crime Scene: A Chicago Anthology,” staged by Collaboraction on Milwaukee Avenue and full of compelling insights, the point is made that the killings have been taking place very close to the actual artistic venue. Indeed, in art exhibits and performance lobbies across Chicago, you can often see so many maps and charts, it feels like you are in a police incident room. It’s not far from here, these pieces keep reminding us. You could ride a bike there in 20 minutes. If you’re driving home, you’re probably going farther. This is a crucial element of raising awareness.

Many of these works, such as “It Shoudda Been Me,” created for the eta Creative Arts Foundation by the University of Chicago’s Dr. Doriane Miller, one of the first in Chicago to understand that fictionalizing violent scenarios makes it easier for those who live them to talk about them, have been created to tour. Officials from the Chicago Park District were at Collaboraction on Monday, checking out the piece as possible programming for neighborhood parks. Clearly, there is a need for such programming in the neighborhoods where this level of violence is a daily reality. Especially this summer, when nerves will on edge all over Chicago, the amount of that programming will need to increase. It’s one way to keep kids off the streets.

But I kept wondering about the places beyond the boundaries of the Chicago Park District, beyond the hipster neighborhoods like Wicker Park. What about Wheaton or Winnetka? Are the stories behind the violence in Chicago understood there in the way that the city’s stunning cultural assets are understood?

This is a fascinating argument: can art bridge the gap between city violence and suburbanites who have the luxury of watching the problems of Chicago from a distance? Jones hints at the broad gulf between suburbs and city and even between the wealthier areas of Chicago and the areas experiencing more violence and difficulty. Urban sociologists have been discussing these for decades. The Chicago School classic The Gold Coast and the Slum noted the cultural gaps between the wealthy and poor on the near north side in the 1920s even though the two groups lived in close proximity. Work in the last 50 years has emphasized how suburban growth has contributed to the problems of the inner city by removing social capital, resources (in the form of jobs, money spent on highways rather than mass transit, tax revenues, etc.), and middle-class norms and values. People in the suburbs may lament the violence in Chicago but how willing are they to act against it or contribute to actions that might help or sacrifice some of their own life?

The trick seems to be to get the suburbanites not just to experience the art or the true stories of violence. Rather, Jones wants the suburbanites to act in response to what they see in art or the news. This is a much tougher nut to crack.

Correlations that get at why big cities lean toward Democrats

Richard Florida discusses several reasons, based on correlations, why big cities now so clearly lean toward the Democratic party:

Density played a key role in the metro vote. (To capture it we use a measure we of population-based density, which accounts for the concentration of people in metro). The average Obama metro was more than twice as dense as the average Romney metro, 412 versus 193 people per square mile. With a correlation of .50, density was an even bigger factor than population (where the correlation is .34). The reverse pattern holds for the share of Romney votes; the negative correlation for density (-.51) was significantly higher than that for population (-.33)…

The chart below plots the relationship between a metro’s share of college grads and its share of Obama votes. The line slopes steeply upward showing how the share of Obama votes increase alongside metro density. The share of college grads in a metro is positively correlated with the share of Obama votes (.42) and negatively with the share of Romney votes (-.44)…

The chart above shows the relationship between the share of the creative class and the share of Obama votes across metro areas. The line slopes steeply upward, indicating a considerable positive relationship. The share of creative class workers is positively correlated with the share of Obama votes (.40) and negatively with the share of Romney votes (-.41)…

Republicans may still be the party of the rich, but most of the country’s more-affluent metros lined up squarely in the Obama camp. The correlation between the average wages and salaries of metros and the share of Obama votes is positive (.50) and it is negative for Romney votes (-.51). This makes sense too, as larger metros have greater concentrations of knowledge-based talent and industries and are wealthier to begin with. (The associations we find are even more substantial for metros with more than one million people, with the correlations increasing to .71 for Obama and -.72 for Romney.) This follows the “Red State, Blue State, Rich State, Poor State” pattern identified by Andrew Gelman of Columbia University, who infamously found that while rich voters continue to trend Republican, rich states trend Democratic.

Florida argues this is evidence of class-based differences in American life, specifically, differences between the creative class and those in knowledge industries compared to the rest of the United States.

However, this raises a few questions:

1. The analysis here seems to be done across metropolitan areas while some of these voting patterns break down as we compare cities versus suburbs. For example, there are those who suggest it is really about cities and inner-ring suburbs that vote Democratic while more further flung suburbs and exurbs vote Republican. 2. Making claims with correlations with tricky. Florida acknowledges this before he rolls out the analysis: “As usual, I point out that correlation points to associations between variables only, not causation.” But, then why stop the analysis at correlations here? Looking at the relationships just between two variables at a time ignores the complex relationships between factors like race, class, location, jobs, and more. Why not quickly run some regressions?

3. If this analysis is correct (and we need more in-depth analysis to check), why are Republicans so bad at appealing to the creative class?

How can Lake County, Illinois be #9 on the list of “America’s Most Miserable Cities”?

Forbes just put out their 2013 list of “America’s Most Miserable Cities.” Out of the top 20, there is one that is not like the others: Lake County, Illinois at #9. Here is the short description of why Lake County made the list:

The Chicago suburb is one of the richest counties in the U.S., as measured by per capita income. But home prices are down 29% over the past 5 years. Other drawbacks: long commutes and lousy weather.

There are numerous problems with this:

1. Calling an entire county a suburb is strange. Lake County is made up of dozens of suburbs which are quite varied. For example, look at quick overviews of Deerfield versus Grayslake versus Waukegan. Lumping them all together is silly and is one of the traps many people make when looking at the suburbs: they are not all the same kind of places.

2. How does a county end up on this list when the rest of the top 20 are cities? In terms of categories, a suburban county is not in the same category as a city. While there might be some identity in saying one is from “Lake County,” it is nowhere close to being a singular city.

3. Just glancing at this description and the top 20 cities on the list, I have to wonder how Lake County could even make the list. According to this list, Lake County is the 56th wealthiest county in the United States with a median household income of $74,266. Here is a bit more on the methodology:

We looked at the 200 largest metropolitan statistical areas and divisions in the U.S. to determine America’s Most Miserable Cities. The minimum population to be eligible was 259,000. We ranked each area on 9 factors, including average unemployment rate between 2010 and 2012; median commute times to work for 2011 based on U.S. Census data; violent crimes per capita from the FBI’s 2011 Uniform Crime Report.

We included three housing metrics: the change in median home prices between 2009 and 2012; foreclosure rates in 2012, as compiled by RealtyTrac; and property tax rates based on median real estate taxes paid and median home values in 2011 per the U.S. Census. We factored in income tax rates and the weather in each metro on factors relating to temperature, precipitation and humidity. The data metrics are weighted equally in the final scoring.

We tweaked the methodology in this year’s list in response to feedback from readers, dropping our rankings of both pro sports team success and political corruption, since both were based on regional, rather than city-specific data. We also added a new measure—net migration—which we see as a clear gauge of whether or not residents feel a community is worth living in.

If this methodology puts Lake County at #9, Forbes may want to revisit their criteria.

Los Angeles “the first major city in the world to synchronize all of its traffic signals”

Los Angeles, famous for its roads and highways, is now leading the world in having all synchronized traffic lights.

Mayor Antonio Villaraigosa was expected to flip the switch on Tuesday on a final traffic intersection system that will result in the synchronization of all of nearly 4,400 traffic signals in Los Angeles.

KNX 1070?s Pete Demetriou reports L.A. is about to become the first major city in the world to synchronize all of its traffic signals…

Officials said the completion of this project will increase travel speeds by 16 percent and reduces travel times by 12 percent…

Signal synchronization also dramatically reduces carbon emissions by 1 million metric tons a year due to less idling at intersections, according to officials.

Less congestion and greener? Sounds like a win-win.

It would be interesting to know the final costs and logistics involved from the full project. The article suggests this project was part of the planning for the 1984 Summer Olympics but was not completed until this week. If this is such a great benefit for the city, what is stopping other cities from doing the same thing?

Should Detroit focus on growth at all?

A recent overview of Detroit’s status raises an interesting question: should Detroit hope for any growth at all? Here is part of the story:

“What everyone wants is new neighbors,” said Khalil Ligon, project manager for the Lower East Side Action Plan (LEAP), a nonprofit focused on some 15 square miles of the city where 55,000 people live. “But where are you going to get them?”

The falling population is one of Detroit’s biggest problems. Detroit Future City, a planning blueprint, assumes just 600,000 residents. Launched by Mayor Dave Bing, the plan aims to revamp the economy and use empty space. The Kresge Foundation, started by the Detroit family behind retail giant Kmart, has promised $150 million toward the project.

“It’s certainly the most realistic plan the city has ever had,” said Margaret Dewar, a University of Michigan planning professor in Ann Arbor…

“We cannot cut our way of this situation,” Bing told Reuters. “We’ve got to talk about growth.”…

Bing’s revival plan will end up in the hands of the emergency manager, should one be appointed. “If the emergency manager buys into the long-term vision of the plan, it has a chance. But if their brief is just to cut costs and services, it doesn’t have a chance,” said Dewar, the University of Michigan professor.

Realistically, it is hard to imagine a major reversal in Detroit’s fortunes soon. The immediate question is whether the city can halt the population loss. However, the idea of growth is an interesting one as we think more broadly about American cities. We have a narrative that says successful cities grow. Cities that lose population, even ones that are not even close to Detroit’s population loss, are in trouble. Perhaps we can’t even have a realistic conversation about Detroit until the population plateaus…though this may not be for a while.

Zappos CEO says office space should be designed like cities

Zappos CEO Tony Hsieh argues office space would work better if it were organized like cities:

Tony Hsieh talks about his Internet juggernaut Zappos in the same way that urban planners talk about cities. In fact, the language is uncanny. He believes the best ideas – and the best form of productivity – come from “collisions,” from employees caroming ideas off one another in the serendipity of constant casual contact.

This is only achievable through density, with desks pushed close together in the office, or – in the case of Hsieh’s ambitious plans to leverage the new Zappos headquarters to remake downtown Las Vegas – with company employees and community members colliding into each other on the street. For the kind of “collisionable” density he’s looking for in downtown Vegas around his company, he figures the neglected area (not to be confused with the Vegas Strip) needs at least 100 residents per acre…

The typical office has about 200 or 300 square feet of space per employee. When Zappos moves into its new headquarters in the former Las Vegas City Hall in about six months, Hsieh is aiming for something closer to 100 square feet per employee. He’s also planning to decommission a skywalk into the building to force people to enter through (and collide with) the street.

In the context of offices, this kind of density bucks conventional wisdom. Most companies think employees will perform best, or at least be happiest, if as many of them as possible can have their own spacious corner office (with closable door!). This thinking has even influenced the architecture of office towers.

“That’s analogous to people wanting to live in the suburbs and live in a big house,” Hsieh says. “And what they don’t realize is that they end up trading two hours of commute time for more time with friends or relaxing or whatever.”

Interesting comparisons: corner offices are like suburbs. While Hsieh cites research, how come other companies haven’t figured this out yet? I also wonder if this is more about corporate cultures established in more traditional firms versus newer startups or high-tech firms. This reminds of a video I show in my Introduction to Sociology class to illustrate the differences between more bureaucratic structures and more flat, disc-shaped structures. In the clip from Nightline, the design firm IDEO is shown working through designing a new shopping cart. The atmosphere is both less hierarchical in terms of authority and space; people seem to be closer together and common collaborative space is important.

This conversation also lines up with talk on college campuses about interdisciplinary research and collaborative activity. Just how much can redesigned offices and common spaces contribute to this? Are we missing something major by building office buildings more like suburbs than cities?

Argument: rural American voters are being disenfranchised

A member of the Hoover Institution argues rural Americans are losing their right to self-governance:

With each passing election, rural and small town Americans have ever less influence on their state and national governments and ever declining control over the governance of their own communities. Their lives are increasingly controlled from distant state capitals and from the even more distant Washington, D.C., by politicians with little incentive to pay attention to their country cousins. To some extent, their disenfranchisement is the inevitable result of a century of urbanization and economic centralization. But the erosion of self-governance in rural America is also the result of a generally well intentioned but simplistic understanding of democracy and the associated elimination of institutional protections of local democratic governance.

Two ideas have been central to this effective disenfranchisement of rural America. First, that one person/one vote is an inviolable principle of democratic government under the United States Constitution. Second, that the winners of elections owe allegiance only to those who voted for them, no matter how close the margin of victory…

The reality is that rural communities have experienced a declining influence on state governance ever since reapportionment was first mandated in the 1960s. Many will say that this is as it should be. Rural and small town voters constitute minorities in every state, and minorities are supposed to lose in a democracy. But that is the same argument made against the Electoral College, given the possibility that a candidate who wins the popular vote might lose in the Electoral College, and it is an argument that also would condemn the much greater counter-majoritarian nature of the U.S. Senate.

Different and diverse majorities in each state are combined in the U.S. Senate to pursue national policies that are truly national and not just what will serve the interests of the nine states in which the majority of the nation’s population resides. There is no similar safeguard at the state level for different and diverse majorities in small town and rural communities that happen to constitute the red regions of the blue states—though there once was.

Prior to the 1964 United States Supreme Court decision in Reynolds v. Sims, most state legislatures included one house apportioned on the basis of population and a second chamber apportioned on the basis of counties or other geographical regions. Many of the former had not been reapportioned for decades, leaving growing urban areas with less representation per capita than rural regions. On the basis of the principle of one person/one vote, the Court found that the failure of most states to regularly reapportion their lower houses put them in violation of the equal protection clause of the 14th amendment.

The first thing I thought of when reading this argument was that this is a long-standing tension in American history. Thus, we have mechanisms in national government that are meant to limit some of this. From the beginning, the interests of the more urban North were pitted against the interests of the more rural South. These issues still remain even though the geography has changed since then in several important ways: there are plenty of rural areas in mid-America as well as in the West and we have a broad middle category, actually the most populous space for Americans to live, called the suburbs. Additionally, party lines have shifted.

But, we could take this in another direction and think more creatively about how to select elected officials. Huffman argues the Supreme Court limited the voice of rural voters in states when it went to a system of officials per population rather than by geographical boundaries. What might happen if we went to a system where districts were drawn only within a single geographic group: cities, suburbs, and more rural areas? Huffman seems to be suggesting that the interests of a city-dweller in Chicago or Atlanta may be much similar to each other than representatives across northern Illinois where there districts can cover all three geographic types. Suburban legislators across metropolitan regions or states might have similar interests compared to those who represent other types of geographies.

I just have to ask: would conservatives be arguing for the voters in rural areas if it were primarily Democrats in rural areas as opposed to Republicans?

Some proposed solutions to the problem of 947,000 hours a year in traffic lost to parcel delivery trucks

Cities are looking into ways to better facilitate parcel delivery than having trucks park along the curb:

Over the last couple of years, urbanists have dreamed up a handful of new parcel delivery strategies. A number got a field test in Europe last year as part of CITYLOG, a project funded by the European Union to evaluate fresh ideas in urban transport.One of these new strategies, the BentoBox, works by shifting delivery truck activity away from peak driving hours. If congestion reduction is the goal, the ideal time to deliver packages would be late at night—but customers won’t likely be smiling when they answer the door. Named after a single-serving Japanese takeout tray, the BentoBox is a storage locker that can be loaded with parcels and then dropped off at a local docking station after hours. Customers in the area can access one of six subdivided units with a key the following morning…

TNT Express has its own program aimed at piloting urban delivery solutions. In Brussels, where the courier company delivers about 1300 parcels per week, three-quarters of those deliveries are already made using pedal-assisted electric tricycles. These small vehicles are more environmentally sound than large trucks and vans, and much less disruptive to traffic patterns when parked.

TNT is modeling a new distribution model for Brussels that it calls the “mobile depot.” In this system, which works similarly to the BentoBox, a trailer containing a large number of parcels is towed to a central location in the city during off hours. Parcels are delivered by last-mile drivers in small electric or human-powered vehicles. If a few of these mobile depots could be dropped in strategic locations around the city, package trucks, which currently use surface streets and highways en route to distribution hubs located outside the city, could be eliminated.

The “mobile depot” idea sounds interesting but it might be difficult to find suitable distribution sites within cities. This idea reminds me of the rail traffic problems in the Chicago area where the solution in recent years has been to keep moving distribution facilities to areas further away from the core of the region. But, new distribution sites could inconvenience certain neighborhoods or areas while providing a benefit to the city or region.

I wonder if this is similar to adding lanes on highways: if delivery trucks are taking up less space, will more cars fill the space?

The “extreme architecture” of “a drone-proof city”

With the recent talk about drone use, here is an interesting thought exercise: how to best build a city that limits the reach of drones?

Kohn’s envisioned drone-proof community, which he calls “Shura City,” is a thought experiment, a provocation (shura, Arabic for consultation, is a word associated with group decision-making in the Islamic world). It’s a self-contained environment with elaborate architectural devices designed to thwart robotic predators overhead. Minarets, along with the wind-catching cooling towers called badgirs, would obstruct the flight path of the drones. A latticed roof, extending over the entire community, would create shade patterns to make visual target identification difficult. A fully climate-controlled environment would confuse heat-seeking detection systems. He has not included any anti-aircraft weapons in this scenario…

Kohn writes in his proposal that he envisions Shura City as a brick-and-mortar response to a 21st-century conundrum, a world in which war is ill-defined and combatants on both sides live in an extrajudicial limbo…

Kohn says that he thinks it is a duty for his generation to challenge the newly mechanized means of warfare that have become routine over the last 10 years. “If people are going to create new and exciting ways to kill people, I think there’s no harm in pushing the envelope of peace technology,” he says. Imagining Shura City is part of Kohn’s personal response to that challenge, a way to hack the machines of modern war.

“There is a deliberate impudence to the City,” he wrote to me. “Drones rely on data mining of individuals and tracking of individuals, kind of like Facebook. The City hides the individual in the embrace of the community, using human traits drones cannot understand as protection. The City subverts the aggressor.”

Peace architecture vs. war architecture. Cities with the ability to hide people vs. the ability of drones to find people. There are some interesting contrasts here. Many urban sociologists like to promote public spaces where people of all backgrounds and circumstances can share physical settings (see the example of The Cosmopolitan Canopy by Elijah Anderson). But what happens if the public spaces that perhaps mark democratic society are places citizens are afraid of being spotted from above? Can cities more closed to above still be open in the sense that we think of them?

While this particular example may be far-fetched, it wouldn’t surprise me if some cities around the cities attempt to limit the effectiveness of drones.

Repeat argument: Washington D.C. is the real second city in the United States

Aaron Renn argues that Washington D.C., and not Los Angeles or Chicago, is the real “second city” in the United States:

During the first decade of the twenty-first century, the Washington metropolitan area overachieved on a variety of measurements versus its peer metro areas—that is, the rest of the ten largest metros in the country, plus the San Francisco Bay Area (which federal classifications divide into two, neither of which would make the Top Ten on its own). Among these regions, Washington ranked fourth in population growth from 2000 to 2010, trailing only the three Sunbelt boomtowns of Atlanta, Dallas, and Houston (see “The Texas Growth Machine”). Washington is currently the seventh most populous metropolitan area in America.The region has performed even more impressively on the jobs front. Since 2001, Washington has enjoyed the lowest unemployment rate of its peer group. Over the course of the entire decade, it ranked second in job growth, trailing only Houston. That wasn’t just because of the federal agencies and gigantic contractors of Washington stereotype. The region has also been a hotbed of entrepreneurship—much of it, to be sure, dependent on federal dollars. During the 2000s, it had 385 firms named to the Inc. 500 lists of fastest-growing companies in America, according to Kauffman Foundation research—by far the most of any metro area. From 2000 through 2011, according to rankings developed by Praxis Strategy Group, Washington’s low-profile but powerful tech sector had the country’s second-highest job growth, after Seattle’s. The region is also one of America’s top life-sciences centers.

Then there’s economic output. During the 2000s, per-capita GDP grew faster in Washington than in any of its peer regions except the Bay Area. Today, Washington’s per-capita GDP is the country’s second-highest—again, after the Bay Area. Unlike Washington, however, the Bay Area hemorrhaged jobs over the course of the decade. Related to Washington’s impressive output is its astonishing median household income, the highest of any metro area with more than 1 million people. A remarkable seven of the ten highest-income counties in America are in metro Washington. And during the 2000s, per-capita income rose in Washington faster than in any of its peer metros.

Finally, Washington’s population is the best-educated in America. Almost half of all adults in the Washington region have college degrees, the highest proportion of any metro area with more than 1 million people. The same is true of graduate degrees: almost 23 percent of Washingtonians hold them…

But what solidifies Washington’s emerging status as America’s new Second City isn’t its economic performance or its emerging global-city profile. Both of those are secondary effects of the real change in Washington: the increasingly intrusive control of the federal government over American life.

Washington has changed in recent decades and Renn highlights some of these shifts. Three things strike me about his analysis:

1. Washington still lags compared to Los Angeles and Chicago in being a world city. According to the 2012 A.T. Kearney Global Cities Index, New York is #1, Los Angeles #6, Chicago #7, Washington #10, and Boston is the next American city at #15.

This may not be a huge gap but L.A. and Chicago particularly have edges in business activity, human capital, and cultural experience while Washington has the clear edge in political engagement.

2. The choice to build a new capital in the United States back in the late 1700s is still having far-reaching implications today. Imagine New York City as both #1 global city and center of US government. While Renn argues the federal government in Washington is helping propel it up the rankings of cities, I wonder how government centers will fare in the future versus business and trade centers like New York, L.A., and Chicago (which aren’t even the state capitals). We might then benefit from a cross-national comparison with other countries that have similar set-ups.

3. Renn has made this argument before. I wrote a post titled “Washington D.C., not Chicago or LA, the real “second city” of the United States?” back on April 7, 2012 based on Renn’s piece on newgeography.com titled “The Great Reordering of the Urban Hierarchy.” So Renn is making this argument…is anyone else?
