St. Louis also lost population (8%) in the 2000s and mayor says it is “absolutely bad news”

Last week, 2010 Census figures about Chicago were released and showed a population decline of 200,000. Population figures regarding St. Louis were just released and city leaders are surprised at the 8% population loss over the 2000s:

Figures from the 2010 census were a bitter disappointment, as the city’s population dipped to 319,294.

That’s down more than 29,000 – a staggering 8 percent – from 2000.

For St. Louis leaders, the news was doubly disappointing because they were expecting to see an increase.

“It is absolutely bad news,” Mayor Francis Slay said. “We thought after more than 50 years of population decline that the city had finally changed direction. Obviously, that’s not the case.”…

St. Louis was the nation’s eighth-largest city with a population of 856,795 in 1950. Now, for a couple of decades, it hasn’t even been Missouri’s largest city.

Kansas City’s population grew to 460,000 in the latest census, widening the gap over St. Louis, though the St. Louis metro area remains significantly larger.

Since the mid-20th century, the exodus of St. Louis residents to the suburbs has been startling. And people keep moving farther away from the urban core. St. Louis County lost population in 2010 for the first time, down 1.7 percent to 998,954 in 2010, as residents relocate to communities like St. Charles, O’Fallon, Wentzville and Troy.

Since 1950, St. Louis has steadily lost population. A few thoughts about these figures:

1. On one hand, it seems odd that the mayor would be caught so off-guard by these figures. Couldn’t the city have predicted or at least seen some hints of it through other measures (like vacancies)? But this is more complicated:

A census estimate on July 1, 2009, forecasted that the city’s population of 348,189 in 2000 had grown to 356,587.

Either the estimate was wrong or there has been a substantial recent exodus.

The 2010 census is based on the population in April 2010.

So what happened between this 2009 Census estimate and the 2010 figures?

2. There are two things at stake with these figures: the loss of state and federal dollars (often tied to population) and a blow to civic pride. As the mayor suggested, the city had thought they had turned a corner. Additionally, there appears to be some comparisons to Kansas City, the other major city in Missouri.

2a. But on the other hand, the trends happening in the St. Louis area are happening in many large cities: people are moving to the suburbs, further and further from the center of the metropolitan region. Even St. Louis County (suburban but three times larger than St. Louis) lost population, 1.7%, for the first time.

3. While it is notable that the population in St. Louis dropped by about 29,000 (8%), in the last sixty years, this is the smallest percentage drop since a population increase in 1950. From 1960 onward, here are the percentage decreases: -12.5% in 1960, -17% in 1970, -27.2% in 1980, -12.4% in 1990, -12.2% in 2000, and -8.3% in 2010. So perhaps the population in St. Louis is slowly stabilizing.

Suburban mayors look for Mayor Emanuel’s help

There is often a tension between a big city and suburbs: these communities have different goals and access to resources. With a new mayor in Chicago, suburban leaders say they are looking to work with Rahm Emanuel:

But suburban leaders said Wednesday that they expect Chicago Mayor-elect Rahm Emanuel to recognize that the city he will soon lead and the surrounding communities are better off working together instead of fighting each other.

“I think, with his extensive government experience, he understands that we’re all in this together,” said Elmwood Park Village President Peter Silvestri, whose town is in Illinois’ 5th Congressional District, a seat once held by Emanuel.

Silvestri was among several leaders who also said they were hopeful that Emanuel, who has a reputation as a bare-knuckled political operative, will follow Mayor Richard Daley’s collaborative lead…

Among them is Elk Grove Village Mayor Craig Johnson, who fought bitterly with Daley over the expansion of O’Hare. He said he hoped Emanuel “will respect the concerns of his neighbor and work regionally.”

Emanuel supports  a Chicago casino, an idea that hasn’t gone over well in Des Plaines, which will soon open a casino of its own…

Naperville Mayor George Pradel was another suburban leader who said he hoped Emanuel would maintain a strong relationship with his suburban counterparts.

The Chicago mayor has influence on several issues that concern Naperville, including ongoing plans to build a western bypass around O’Hare and rates for Lake Michigan water, Pradel said. Naperville is the largest suburban user of water from the lake.

As a congressman, Emanuel supported an airport in south suburban Peotone and he has voiced support for extending the CTA’s Red Line to 130th Street — two important issues in the south suburbs.

Perhaps these suburban leaders do want to work with Emanuel but to me, it sounds like they are more interested in getting Emanuel’s support for their interests and projects. Perhaps Emanuel could ask these suburban leaders: and if I help you, how does your suburb plan to help the City of Chicago or the larger Chicago region?

This may be a cynical interpretation but this is the long-running history of suburban communities: many are not interested in regional or metropolitan issues except when they might threaten the quality of life in their immediate community. Going back to the 1890s and 1900s, suburbs stopped wanting to be annexed into the big city as they could provide their own basic services (water, sewers, electricity, etc.) and didn’t want to associate with cities which were seen as dirty and crime-ridden. Today, suburbs thrive on this idea of local rule: local taxes should go into local services, such as public school districts and basic local services such as police and fire. Local or regional projects are often judged on how particular suburban communities will benefit, particularly as it pertains to their tax base and property values.

In the long run, how many of these suburban communities are willing to help Mayor Emanuel?

Edge city Schaumburg sees growing minority population, declining white population

The Chicago suburb of Schaumburg has attracted attention in recent decades for being an edge city. The community, full of office parks as well as Woodfield Mall, was mentioned six times in the book that defined edge cities. New 2010 Census figures suggest Schaumburg reflects larger population trends in the suburbs:

U.S. Census figures for 2010 showed that while the overall population of Schaumburg dipped 1.5 percent in the last decade to 74,227, most minority groups grew and the white population decreased by nearly 12 percent.

“It’s good to have that kind of mix as far as population is concerned,” said Village President Al Larson. “That says that Schaumburg is a very attractive place to come to.”

The largest minority group is Asians that number 14,731, according to the census. That’s about 38 percent more than 10 years ago…

Schaumburg’s changes are happening elsewhere,  said Mike Maly, who chairs the Sociology Department at Roosevelt University. He’s studied census numbers and the changing demographics of the Chicago area.

“What’s happening in Schaumburg is part of a larger trend in suburban Cook County,” Maly said. Minority groups are moving out of the city, and into the suburbs. At the same time, the white population seems to be moving to the outskirts of the suburban area, he said.

So like many suburbs, Schaumburg is experiencing growth in the minority population. But it is also interesting to note that the Schaumburg’s total population declined and the white population dropped by over 11 percent. Some questions should emerge out of this:

1. What is the long-term future of Schaumburg? Declining population in a suburb is not particularly a good sign.

2. Where exactly is the white population going in the Chicago suburbs? If you look at the interactive map here, one might guess that the whites are moving to the outer edges of the Chicago region.

3. On one hand, it sounds good that more minorities are moving to the suburbs, particularly communities like Schaumburg. But if white residents are moving out of these places where minorities are moving, are the same issues of residential segregation simply going to be reproduced in the suburban landscape?

Cities that are losing population

The list of the top seven American cities in population loss (measured as a percentage of total population) is not surprising: New Orleans, Flint, Cleveland, Buffalo, Dayton, Pittsburgh, and Rochester (NY). And outside of New Orleans, why these cities have lost population is also not difficult to figure out: a loss of manufacturing jobs.

But a list like this raises some questions about cities:

1. Is it that unusual for cities to lose population? If cities can boom, as these cities did during the industrial boom, why can’t they also go bust?

2. The headline on the article is misleading: “US cities running out of people.” There are still plenty of people in these communities – what is unusual is that the population is declining.

3. Is there a point where these population losses will stabilize? I always wonder this about cities – some people stay because there are still some jobs, particularly medical, municipal, and service jobs available.

4. Is there something the federal government could do to help these communities reverse these trends? Is there a public interest in not letting cities like these slowly die?

5. Measuring the city’s population is perhaps not the best way to go about it. How have the metropolitan populations changed? Are there still people in the region? This would make a difference.

Looking at the educationally rich Washington D.C. metro area

Based on recently released figures from the 2009 American Community Survey, the Washington Post describes the Washington D.C. metropolitan area, the most educated region in the country:

The data, drawn from questionnaires, underscore the academic primacy of the Washington area: 47 percent of adults – or nearly 2 million – hold bachelor’s degrees, the highest rate among the nation’s large urban areas. Six of the 10 best-educated U.S. counties are within commuting distance of the District.

Half of all degrees in the region are in natural and social sciences, well above the national average, under a broad Census Bureau definition of “science” that includes everything from nuclear physics to sociology. That’s a starting point for looking at variations within the region: So-called hard sciences reign beyond the Beltway, soft ones within.

There are some other interesting facts in here as well, such as the finding that the proportion of people of business degrees in the region is lower than the national average.

What I would be interested to know is how these statistics change the day-to-day lived experience of an average resident of the region. Are there more civic events with more involvement from nearby residents? Is there a large perceived gap between the lives of those who are well educated and those with less education? Do people strike up deeper conversations at any gathering? Does this concentration of people lead to more interdisciplinary work and research?

Quick Review: City of Quartz

For a Midwesterner like myself, Los Angeles can seem like a strange and mysterious place: it certainly is a different kind of city compared to the older cities of the Midwest and Northeast. The book City of Quartz by sociologist Mike Davis adds to the mystery while also explaining why Los Angeles is the way it is. Some quick thoughts on this book:

1. The scope of this book is tremendous and includes discussions about history, politics, conservative revolts from suburbanites,  policing, and culture. The scope is staggering and fascinating.

2. Davis would seem to fall into the Los Angeles School of urban sociology. While action and development can usually be explained by politics and money, his emphasis is also on the disjointed nature of the metropolis. With the downtown core continually struggling to assert its authority, the tale of LA includes many other actors, including the Westside and suburbanites, trying to promote their own goals.

3. Davis continually plays with the idea of LA as suburban paradise and exposes the dystopian reality behind this facade. While it may have sunshine, orange groves, and movie stars, the city has a daunting list of troubles including race relations, pollution, sprawl, water shortages, and crime. Most of the stories in here are heavily tinged with this dystopian vision.

Overall, this is the sort of urban sociology text that I find incredibly engaging. It is lacking in a few areas such as potential solutions for LA, comparisons to other cities (is LA completely anomalous or was it simply the first of its kind?), and not being up-to-date (published in 1990). But for someone looking to understand Los Angeles and all of its strangely fascinating complexity, this is an excellent read.

Hotbed for exports is…Wichita?

The Financial Times reports that according to a Brookings Institution study, Wichita has the highest percentage of exports of any metropolitan region in the country:

Thanks to a cluster of aircraft manufacturers such as Learjet, Cessna and Hawker Beechcraft, the economic focus of Wichita – population 366,000 – is very different from the emphasis on services and consumer demand typical of 21st century America. According to a study published late last month by the Brookings Institution, a Washington think-tank, nearly 28 per cent of the city’s gross metropolitan product is sold abroad. That makes it the most export-oriented in the country, just ahead of Portland, Oregon – noted for its computer and electronics companies – and San Jose in California’s Silicon Valley.

Wichita is not who I would think is leading this list. But the article goes on to say that Wichita and some other places have figured out how to move beyond two lagging sectors of the economy, consumer goods and housing, to move forward. For the rest of the country’s economy to move forward, they may have to follow Wichita’s model.
