A variety of opinions on Obama’s “sputnik moment”

One particular historical reference in President Obama’s State of the Union address has attracted some attention. Amidst a section urging America to innovate, Obama said (according to the White House transcript):

Half a century ago, when the Soviets beat us into space with the launch of a satellite called Sputnik, we had no idea how we would beat them to the moon.  The science wasn’t even there yet.  NASA didn’t exist.  But after investing in better research and education, we didn’t just surpass the Soviets; we unleashed a wave of innovation that created new industries and millions of new jobs.

This is our generation’s Sputnik moment.  Two years ago, I said that we needed to reach a level of research and development we haven’t seen since the height of the Space Race.  And in a few weeks, I will be sending a budget to Congress that helps us meet that goal.  We’ll invest in biomedical research, information technology, and especially clean energy technology -– (applause) — an investment that will strengthen our security, protect our planet, and create countless new jobs for our people.

Some liked this reference, others did not. The Atlantic sums up some of the reaction here.

This is the problem with historical analogies. On one hand, Sputnik stirs up certain emotions and memories for the American public. American history books suggest this was a consequential moment as America altered its course to keep up with the Soviet Union. On the other hand, this moment was over 50 years ago, it came during a unprecedented period in American history, and there is no more Soviet Union.

It would be interesting to see poll data on what viewers thought of the Sputnik reference. Is this something that resonates with a majority of Americans? Does this idea of an outside threat (whether it is the Soviet Union, or Japan, or China) motivate people?

Can the NFL over-hype itself?

As the NFC and AFC title games slowly approach, I wonder: can the NFL over-hype its product?

On one hand, it appears not. NFL television ratings have been excellent this year (regular season stats here). The league has a number of stars that draw a wide range of attention, from the good (Tom Brady, Peyton Manning) to the bad (Brett Favre, Michael Vick’s sage in recent years). Particularly at this time of year, talk about the NFL dominates the airwaves – a number of other sports are mid-season. The final four teams remaining in the playoffs are historic franchises that have passionate fan bases. Even with Bill Simmon’s recent claim that there is “there’s at least one great [NBA] game” each night, other sports can’t match the popularity of the NFL. The NFL even thinks it can sell $200 tickets for a “party plaza” outside of the Super Bowl.

On the other hand, it is A LOT of talk. In the weeks between playoff games, it seems that ESPN can’t stop talking about the next match-ups. In Chicago, everyone has been talking Bears-Packers. The teams already have played twice so how much more is there to discuss? Could it get to the point where fans tune out the week before and are just happy to get the game over with? And interestingly, it only gets worse for the Super Bowl: then we get the infamous “Media Day.” Though the Super Bowl gets tremendous ratings, how often does the game match the hype? In my lifetime of watching Super Bowls, I distinctly remember being disappointed by most of them. (A couple stand out in memory: the Giants-Bills match-up in 1991, Rams and Titans in 2000, the Bears-Colts in 2007, Patriots-Giants in 2008, Steelers-Cardinals in 2009.)

From a broader perspective, there is no guarantee that the popularity of the NFL will be maintained over the years, let alone continue to increase. (Gregg Easterbrook, ESPN’s Tuesday Morning Quarterback, points this out.) The first non-sports comparison that comes to mind are presidential elections. Yesterday, the New York Times reported how President Obama is getting his next campaign in order and plans to formally declare his candidacy in two months. From now until November 2012, this is what we will hear about in the news: who will challenge Obama, how much money will be raised, what are the issues, who has the best image, what do the latest polls say, etc. Don’t voters, at least some of them, get burned out by all of this by the time the actual election takes place? The idea that some countries have of holding more defined election seasons, typically announced by the current leader and lasting for a few months, seems preferable to this endless, over-hyped presidential election season.

I am sure someone has done research on over-hyping. For the NFL, the question is when will it saturate its market. Of course, one way around this is to expand your market and head overseas. (They are trying to do this with games in Toronto, London, and Mexico City in recent years. But the NBA is way ahead of them.) In the meantime, the sporting public will get heavy doses of talk, analysis, and replays. I, for one, will be very happy when it finally gets to 2 PM Sunday afternoon and we can actually see whether the Bears and Packers will win.

Defining what makes America exceptional (or not)

The Washington Post writes about a public debates between liberals and conservatives over the idea of “American exceptionalism.” It appears that some conservatives have attacked President Obama for allegedly not believing strongly enough in this idea.

But critical to this discussion is actually delineating exactly what might make America exceptional. Here are the possibilities suggested by this article:

“The nation’s ideology can be described in five words: liberty, egalitarianism, individualism, populism, and laissez faire,” wrote the late political sociologist Seymour Martin Lipset, one of the leading scholars of the subject…

The proposition of American exceptionalism, which goes at least as far back as the writing of French aristocrat and historian Alexis de Tocqueville in the 1830s, asserts that this country has a unique character.

It is also rooted in religious belief. A recent survey by the Public Religion Research Institute and the Brookings Institution found that 58 percent of Americans agreed with the statement: “God has granted America a special role in human history.”

These are the sorts of traits that one can commonly hear expressed: American is about liberty and freedom, a high level of religious belief and religiously motivated action (as least compared to other industrialized nations), individualism, a laissez faire approach to markets (and life), and reliance on the ideas of the Constitution and the Declaration of Independence.

A couple of thoughts:

1. These discussions often seem rooted in historical qualities which still have some influence today. But how would people add to this list from a more modern era? Some possible character traits to include: pragmatic, middle-class, consumeristic, materialistic, patriotic, etc.

2. What would others around the world think about this list of traits? Is America really seen as exceptional because of the Constitution? Are the five traits listed by Lipset ones that other countries would desire for themselves? Do other nations like the talk of “American exceptionalism”? Do most nations have their own versions of “national exceptionalism” or is this sort of thinking frowned upon?

Suburbs and cities in the 2010 elections

Joel Kotkin argues that suburbs are the primary battleground in the 2010 elections and Democrats are behind because they are trying to push urban strategies:

In America, the dominant geography continues to be suburbia – home to at least 60 percent of the population and probably more than that portion of the electorate. Roughly 220 congressional districts, or more than half the nation’s 435, are predominately suburban, according to a 2005 Congressional Quarterly study. This is likely to only increase in the next decade, as Millennials begin en masse to enter their 30s and move to the periphery.

Nationally, suburban approval for the Democrats has dropped to 39 percent this year, from 48 percent two years ago. Disapproval for President Barack Obama is also high — nearly 48 percent of suburbanites disapprove, compared to only 35 percent of urbanites. Even Obama’s strong support among minority suburbanites, a fast-growing group, has declined substantially.

Kotkin suggests two particular sets of ideas are behind this: suburbanites are not happy with the economic problems and Obama has pushed a more urban agenda (including suggesting that sprawl is not desirable).

Kotkin is on to something about a different political culture in suburbia. Numerous scholars have pointed this out: suburbs are not necessarily Republican but they do have unique concerns including not just keeping their homes but having them increase in values, desiring a more prosperous life for themselves and their children, keeping “threats” at bay, and limiting taxes. It can be tough to sell large changes to suburbanites when they feel that their money or resources are being taken away and used for other people. The political shift in America began in earnest in the 1960s as the growing number of suburbanites began to overwhelm concerns from other areas.

Though Kotkin suggests Obama has a more urban agenda, I think he hardly has strongly pushed for city life or city concerns. Even with the economic crisis, the primary focus has still be on the middle class (and perhaps some on the working class). Obama’s ideas about sprawl are not unusual, particularly among policymakers and academics. Perhaps voters tie Obama himself to the city with his Chicago mansion and seemingly strong ties to Chicago political operators?

But this shift toward the suburbs applies to both political parties: America is a suburban nation. And that suburbia is growing more and more diverse.

Michael Gerson: Obama’s faith-based campaigning has lost steam

Michael Gerson, President Bush’s head speechwriter for most of his time in office, argues that while President Obama successfully courted religious voters during his campaign, those same voters have now turned against him. Here are Gerson’s reasons for why this has happened:

There are a number of reasons for the believers’ remorse. Social issues blurred during a campaign naturally become more vivid and divisive in the process of governing. Obama’s campaign appeal to reconciliation — which impressed many religious voters — has dissolved into prickly partisanship.

But the failure of Obama’s religious appeal is also ideological. It is true that evangelicals are generally not libertarian. They admit a place for government in encouraging values and caring for the needy. Yet they do not believe that governmental elites share their values or have their best interests at heart. Among conservative Christians, government is often viewed as a force of secularization — a source of both bureaucratic regulation and moral deregulation. By identifying with expanded government, Obama fed long-standing evangelical fears of the aggressive, secular state.

It sounds then like the issue may be that while voters liked what they were hearing, they don’t particularly like the way this was to be carried out through an increased role for government. Putting these values from the campaign into practice has proven to be a difficult task.

But it is interesting to note that Gerson concludes that religious voters, a good number of whom are conservative, cannot break from their views on the size of government to support Obama’s faith plans. Gerson suggests that many of these voters have been pushed by Obama into an ideological choice: big government or faith concerns. Why do these two concerns have to be so linked? This is a bigger issue that Gerson touches on by suggesting that “There are a range of options between government as the first resort and government as the enemy — options that few in our political debate seem willing to offer.”
