Question at the beginning of urban planning: “beautiful people or beautiful cities”?

Here is part of an overview of the “birth of urban planning” and how the field began with a “focus on place at the expense of people”:

Before then, there were three types of people thinking about how a city should look and function — architects, public health officials, and social workers. Each group approached the question of city building very differently.

The architects were focused on the city as a built environment, implementing ideas like L’Enfant’s grand vision for Washington, D.C., and the New York City grid (set out by the Commissioner’s Plan of 1811). The public health professionals, on the other hand, were consumed with infrastructure. They knew there was a connection between certain diseases and social conditions, even if they didn’t know precisely what it was. Planning how a water system would work, or where waste should go, or how to get garbage out of a city, was the most effective way to stop diseases from spreading (see, for example, John Snow, who figured out in the 1850s that a single water pump on Broad Street in London had infected hundreds of people with cholera). And lastly the social workers wanted to use the city to improve the lives of the people living there. They wanted cleaner tenements, spaces for immigrant children to play, and more light and fresh air for residents.

These thinkers were brought together by the pressure cooker that was the Industrial Revolution. “At that moment, we began to look for technological ways to expand the city,” says Elliott Sclar, a professor of urban planning at Columbia University. “All of a sudden here’s a pressure to comprehensively plan. You can’t just put a privy wherever you want.”…

At that conference, and in the years that followed, any one of these early urban planning strains could have taken over as the intellectual giant in the field. Though the social workers and the public health officials continued to play a role, urban planning’s intellectual history ended up grounded in architecture.

That outcome is thanks in a large part to the creation of the country’s first urban planning school, at Harvard. The University founded a school of landscape architecture in 1898. It was, effectively, a vanity project, slavishly devoted to Frederick Law Olmstead (in fact, it was started by Olmstead’s son). At the same time, It was a place to start. Soon after, they began offering classes in city planning, a first for higher education in America.

This could be an intriguing intellectual “what if”: what if urban planning had initially followed a public health or social work path? How might our cities be different and how would that have changed our culture?

This reminds me of the roots of sociology. Like urban planning, sociology became a more formal academic discipline around the turn of the 20th century. While some people had been practicing sociology and urban planning, it took time for this to become institutionalized and formalized. Similarly, American sociology had its roots in a few influential departments, particularly Chicago, which shaped the early years of the field. Indeed, I suspect a number of the social sciences were formalized in this period as the cultural turn toward science and rationality combined with expanding college campuses.

Saudi Arabia’s women-only city within a city

Saudi Arabia is doing something unusual by creating women-only portions of big cities.

How will this all-female city work?
The inaugural one in Hofuf is essentially a female-only industrial zone that’s expected to employ about 5,000 Saudi women in the textile, pharmaceutical, and food-processing industries. Women will run the companies and factories. “I’m sure that women can demonstrate their efficiency in many aspects and clarify the industries that best suit their interests, nature, and ability,” says Saleh al-Rasheed, deputy director general of the Saudi Industrial Property Authority (Modon), which is in charge of the project. The women will live in adjacent neighborhoods.

Who came up with the idea?
A group of Saudi businesswomen, according to the business newspaper Al Eqtisadiah. But Saudi Arabia’s ruling monarchy embraced the concept as a way to lower female unemployment while staying “consistent with the privacy of women according to Islamic guidelines and regulations,” Modon said in a statement. The government had little choice, says Sarah Goodyear at The Atlantic. “Restrictions on women’s lives and productivity there are so extreme — Saudi women need a male guardian’s permission to travel, seek employment, or marry — that the country is in effect letting a potentially huge sector of the productive economy sit idle.” About 60 percent of college graduates in the country are women, and 78 percent of them are unemployed, according to recent surveys; only 15 percent of the Saudi workforce is female…

Will this city work as intended?
Some women who work in these new cities “will no doubt distinguish themselves, but they will still be laboring in segregation,” says The Atlantic‘s Goodyear. If the goal is unleashing the female workforce, “a segregated city will never be as productive or creative as one where the free exchange of ideas among diverse converging people is allowed.” Actually, I think “Hofuf will be exceedingly productive,” says Zoe Williams at Britain’s The Guardian. For one thing, “as an industrial town with no men in it, it will presumably contain none of those mini-impediments to productivity known as ‘children.'” In a few years, these Saudi women will be South Korea to their male counterparts’ North. These cities will either fail or they’ll succeed in further segregating women from the public sphere, says Homa Khaleeli at The Guardian. Maybe women should “flock to them, close the doors, and refuse to leave until the kingdom’s rulers understand just what it is like to live without women.”

Is this a step forward for women?
That’s a tough question, says The Guardian‘s Williams. It’s not really “a move forward in women’s liberation, not unless you think apartheid was a good system for black people because they got their own swimming pools,” but at the same time, we can’t know yet that “Ladytown won’t boost women in unintended ways.” As I suspect the Saudis will soon learn, “when you educate people, refuse to let them work, and then suddenly unleash them, en masse, into economic productivity,” that’s a recipe for change. Look, in this kingdom, this is the only opportunity for women “to have an income, be financially independent,” at least for now, Saudi radio host Samar Fatany tells ABC News. Putting women to work feels inevitable, even in Saudi Arabia, says Doug Barry at Jezebel. And “everyone should have the right to fall into the daily grind, because only then can all people truly appreciate how awesome it will be when robots do all our work for us.”

“Ladytown” sounds like it could be an odd title for a film…

It would be interesting to hear how these new developments will look and be experienced differently. In other words, does a city planned for women look and feel different than a city designed for men or both genders? For example, do women desire more parks?

The descriptions of operations in Hofuf make it sound like many of the jobs will be low-trust, relatively low-wage jobs in fields like textiles and food processing. Are there plans for more white collar positions or will these remain concentrated in the “male sections” of the city?

Chicago to grant 900 more camping permits on Northerly Island per year

Yesterday, Chicago mayor Rahm Emanuel discussed further plans the city has for Northerly Island which includes more opportunities for camping:

Mayor Rahm Emanuel on Thursday endorsed predecessor Richard Daley’s infamous late night bulldozing of the runway at Meigs Field on the grounds the destruction of the airport opened Northerly Island to use by many more Chicagoans…

With Chicago Park District Superintendent Michael Kelly and a representative of the U.S. Army Corps of Engineers on hand Thursday, Emanuel talked at the Field Museum about the next steps in the evolution.

In the short term, camping permits will be increased by 900 per year starting next year, which the mayor said will give more children in some of Chicago’s hard-scrabble neighborhoods a chance to experience nature.

A pond and a savanna area will also be developed on the 91-acre peninsula.

Camping on this location sounds like a very interesting experience: Lake Michigan on one side, skyline of Chicago in the other direction.

I know some people may still be upset by Daley’s midnight destruction of Meigs Field but this is a reminder of how Chicago continues to develop its lakefront as a park while other cities lag far behind in developing land along their waterways.

Innovation: four McMansions built on top of a Chinese mall

Here is one possible solution to running out of open land: build houses on top of other structures.

The Chinese city of Zhuzhou, the second largest in the province of Hunan, is being pressed under the tremendous pressure of growth. Home to many a manufactory and textile mill, residents are seeking new ways to live close to work while preserving the spaciousness of the countryside. Thus, these wonderful photos of McMansion-style housing atop a five-story shopping center in the central district of Zhuzhou.

The four houses are perched above the city, invisible to street-level action. They do not cast a shadow on the ground, and seem to exist solely in the rarefied world of smoggy skies, with scenic views into the apartments surrounding their airy enclave. Though the landscaping around the houses leaves something to be desired, the overall approach is one we’d like to see replicated on blank and bare urban roofscapes everywhere. Now that’s mixed-use development.

Think of the views!

Too bad we don’t have interviews with those who bought or live in these homes.

I know this looks unappealing and I’m sure there are some structural issues (like how do these homeowners get off the building) but on the other hand, why not? If space is at a premium, this is a solution…perhaps not the best but a solution for those who have to have such a home.

Facebook’s company town gets a new Main Street

Disneyland has its own Main Street, Walt Disney’s vision of idyllic small-town American life, and now Facebook’s campus is getting its own version:

Unlike the days of Henry Ford and George Pullman, when industrialists built towns surrounding manufacturing operations, Facebook is bringing retail shops onto its sprawling private campus on the outskirts of Menlo Park where there are few commercial establishments other than fast-food joints.

The company is subsidizing the construction; handpicked merchants will offer discounted prices to employees.

“It is the 21st century company town,” said Silicon Valley futurist Paul Saffo, managing director of foresight at investment research firm Discern Analytics…

But Facebook had to come up with new carrots when it moved its headquarters a few months ago to a suburban outpost at the edge of tidal mud flats and salt marshes cut off from the rest of Menlo Park by a six-lane highway. It’s so isolated that when former tenant Sun Microsystems occupied it, the campus was nicknamed “Sun Quentin.”…

“It’s just a great perk: ‘My company has created a little city for me,’ ” said Harvard Business School professor Teresa Amabile, coauthor of “The Progress Principle,” who studies how everyday life inside organizations can influence people and their performance.

The comparison to company towns is fascinating: as I remember it, these towns didn’t last long. Pullman, for example, might have been viewed as efficient but workers ended up seeing it as paternalistic. So why exactly is this “21st century company town” strictly a perk – because Facebook is cool? Because the jobs don’t include manual labor manufacturing work and are creative class jobs that pay well? Because Facebook is reclaiming this brownfield of sprawl? Couldn’t the Main Street be viewed as controlling and an inducement to ask people to work even longer hours?

Two other quick questions:

1. What would happen if employees didn’t like the Main Street, stopped going, or started protesting? It is company property so I assume activities are somewhat restricted though a company like this doesn’t want to alienate all of their workers.

2. It is interesting that Americans like to hearken back to small town life even when we as a country have rapidly moved to an urban (and often decentralized) landscape. Is this Main Street more like a theme park, akin to Disneyland? Perhaps Facebook should start including some dormitories so that Main Street could have more activity around the clock.

Further discussion of MoMa’s “Foreclosure” exhibit

A few months ago, we wrote a couple of times about the “Foreclosed” exhibit at MoMa (see here and here). Here is an extended “roundtable debate” about the exhibit and a paragraph of argument from the four participants:

It is equally interesting, and maybe troubling, that the overwhelming majority of the projects did not take up practices of participatory design that also date back to the 1970s and even earlier. Still, it is worth noting that the more recent codification of “bottom-up” approaches to housing, particularly in Latin America, has coincided with neoliberal “structural adjustment” in the global economy. In the case of sites-and-services and other models of user-generated, low-income housing — in which municipalities provide only minimal financing and basic infrastructure (e.g., water, electricity, sanitation) and depend upon residents to construct their own shelter — this has often meant, among other things, offloading the material cost of that housing onto the backs of already dispossessed residents. This reality in no way delegitimizes vital efforts to empower residents in the provision of housing; it merely marks one of the potential contradictions — the fact that residents are often compelled by implicit, seemingly horizontal power relations to participate in processes that validate and perpetuate their own dispossession. And it suggests that empowerment from below must center on developing the political resources with which to contest — intellectually and pragmatically — the very structures by which this occurs…

That said, public-sector officials can help to encourage both for-profit and non-profit private developers to actually make diverse and inclusive housing — housing for all. Let’s say that we — we the people, via our elected representatives — insist that housing be provided for 100 percent of the population (and actually none of the Foreclosed teams addresses this most basic goal). As a robust player in the housing market, public housing would not only ensure that everyone has adequate housing; it might also spur other housing sectors to better performance. In other words, if the private sector cannot meet the large social goal, then public agencies will develop housing and in this way make the market more competitive. (In the ongoing medical insurance debate, it’s become clear that that the one thing both private and non-profit players will do almost anything to avoid is government competition, which in the case of health care might extend the proven success of such popular programs as Medicare.) It is important to acknowledge that housing is a tool of political power. Just as high jobless rates work to drive down wages (thus hurting workers and helping employers), so too high rates of homelessness, as well as overcrowding and substandard housing, serve to inflate the profits of real estate developers and mortgage bankers. At this most fundamental level, the threat of homelessness gives the 1% greater leverage over the 99%. If we guarantee that as a nation we will uphold the right to housing codified in Article 25 of the Universal Declaration of Human Rights, then we will empower the poor — a class which these days is expanding to include many who once felt secure in the middle…

These are just a few examples of thinking big/starting small. Central to all is the belief that design matters. For decades now, we have waged a battle between Architecture (high design) and architecture (social design). But as with public and private, this is a false debate. Ultimately good design must be aesthetically engaging, economically viable, environmentally responsive and socially just. There is no either/or. If we are to meet the goal of housing for all, good design must be part of the process. This is why Foreclosed is compelling; regardless of the criticism they’ve inspired, all of the projects grappled with the power of good design to reshape housing. And yet they all neglected one final quality of good design: the ability to be actionable. Let’s pair them with more agile, smaller-scale innovative processes, as a first step in realizing their big-scale visions…

Finally, we need an open, democratic approach to long-range planning. I don’t believe it when planners and designers talk about “smart growth,” “retrofitting the suburbs,” and “transit-oriented development.” These seem to me the new mantras for professions that lack the courage to confront the real problems and challenge the dictatorship of developers. The urban planning profession fully endorsed and helped create suburban sprawl when it chose to collaborate with the homebuilding industry and accommodate itself to the highway system. It is now obediently following the market trend towards denser development without critically engaging with and supporting the widespread movements that place quality of life over growth.

These are some big issues to tackle: the impact of neoliberal capitalism on housing, providing housing for all, marrying design and social design, and long-range planning that doesn’t just cater to developers. One exhibit can’t solve all of these concerns but they are important ones that more people should be discussing.

I had an interesting conversation with an architect a while ago that touched on some of these issues. He was interested in partnering with social scientists who could help him better understand how structures fit within a community. I wonder if this isn’t the route more architects will go: looking for a broader understanding of planning, design, and social life. This would require some openness from both sides but there is a long history of overlap between the two parties.

New goal in Chicago: no traffic deaths in ten years

The city of Chicago recently set an ambitious goal: there should be no traffic deaths in ten years.

The city of Chicago’s transportation department, headed by commissioner Gabe Klein, has released a new “action agenda” called “Chicago Forward.” It contains a goal that, as far as I know, has never to date been explicitly embraced by a major United States city:

Eliminate all pedestrian, bicycle, and overall traffic crash fatalities within 10 years…

[T]he city will be taking a multifaceted approach to traffic safety that includes engineering local streets to reduce car speeds; improving pedestrian and bike facilities; education; better data collection and evaluation; and increasing enforcement. Mayor Rahm Emanuel is strongly behind such measures even when they are politically unpopular, as was the case with a controversial speed camera bill that the mayor pushed through the City Council last month…

The idea of aiming for zero traffic deaths may be novel in the United States, but in Sweden, it’s national policy. In 1997, the Swedish Parliament passed the Vision Zero Initiative, with the “ultimate target of no deaths or serious injuries on Sweden’s roads.” Currently, the plan calls for an interim goal of reducing deaths and injuries to 50 percent of 2007 figures by 2020.

Has it worked? Zero is still some ways off – 2050 is the target date now — but the absolute number of traffic fatalities in Sweden continues to fall even as traffic is on the rise. And compared to the United States, their numbers are impressive: In 2009, Sweden had 4.3 traffic deaths per 100,000 population, while the United States had 12.3 (the European Union average was 11 in 2007).

I will be curious to see how this all works. Transforming a major city like Chicago in a short amount of time is difficult. Like most American cities, Chicago has sacrificed much for the automobile and even with higher gas prices and more calls for walkable neighborhoods, making quick changes to the transportation grid will require a lot of work. Additionally, traffic safety has a lot of moving parts, such as safety standards for cars, over which Chicago has little control.

I like the comparison to the efforts in Sweden. However, what happens when the target date approaches and the number has not dropped to zero – does someone get blamed, fired, or what? This is a laudable goal but perhaps this could turn into another public war: the war on traffic deaths!

It is hard to argue with safety. However, I imagine someone will raise a question about the possible costs of these measures…what will this war on traffic deaths cost? I also imagine someone could argue that boosting Chicago’s walkability and general pedestrian friendliness would lead to a better quality of life (as well as higher housing values), possibly making Chicago more appealing to younger and older generations who want to live in more urban neighborhoods.

Two years of construction on Congress Parkway yields…bleh

The Chicago Tribune’s architecture critic Blair Kamin provides an overview of what the two years of construction of Congress Parkway have yielded…and his verdict is ambivalent:

Yet two years and innumerable construction delays later, it’s hard to muster enthusiasm for the nearly complete, $20 million undertaking, which was paid for with city, state and federal stimulus program funds. That’s not because the job has failed to accomplish what it set out to do. Rather, it’s because many of those things have been done and, still, no one would mistake the new Congress Parkway for the Champs-Elysees…

Handling more than 60,000 vehicles a day, Congress became a barrier that separated the revitalized Printers Row district to the south from the Loop to the north. The recent appearance of dormitories and other academic buildings on both sides of Congress has only accentuated its identity as an asphalt moat…

For now, though, the new features remain overwhelmed by the still-intimidating width of the road and its vast field of shiny black asphalt. The cars don’t seem to have slowed down. Engines still rev. Horns still honk. Some pedestrians still jog through crosswalks to avoid speeding cars. As cars accelerate as they near the Ike, Congress feels more like a highway than a parkway…

Perhaps that will happen, but it will be more important in the long-run for city planners to keep attacking other problems that continue to make Congress Parkway a Champs-Elysees wannabe, such as the ragged building edge and a relative lack of street-level shops. The present revamp, while welcome and attractive, is but one step down a very long road toward taming the highway monster.

Several thoughts:

1. This seems like a very unique project: how many American highways with this kind of traffic end up turning into regular city streets within a few blocks? This is a reminder of what can happen when highways are imposed on the cityscape – the construction of highways in Chicago altered a number of neighborhoods.

2. I’m not sure why Kamin refers back to Burnham’s 1909 plan when talking about this road. While the Burnham Plan tends to get idealized, how much of it was actually carried out? Going further, how much of it was even realistic with the shift to cars and highways that Burnham could have only dreamed about?

3. A major issue seems to be that Congress Parkway itself is not a living street. Traffic is not necessarily an inhibitor of an interesting street. However, if there aren’t businesses along this road itself, such as shops and restaurants, this remains simply as a road to cross rather than a place to go for its own purposes.

4. Does anyone consistently do cost-effectiveness studies of highway/road projects? Kamin notes that this project cost about $20 million and took longer than expected – can we ask whether it was worth it? Should the public have gotten more bang for their buck?

5. Fairly, Kamin notes that the streetscape is not complete and some interesting design features have yet to be installed.

How streets came to be for cars and not for pedestrians

There is little doubt that American streets and roads are typically made to optimize the driving experience. It wasn’t always this way:

According to Peter Norton, an assistant professor at the University of Virginia and the author of Fighting Traffic: The Dawn of the Motor Age in the American City, the change is no accident (so to speak). He has done extensive research into how our view of streets was systematically and deliberately shifted by the automobile industry, as was the law itself.

“If you ask people today what a street is for, they will say cars,” says Norton. “That’s practically the opposite of what they would have said 100 years ago.”

Streets back then were vibrant places with a multitude of users and uses. When the automobile first showed up, Norton says, it was seen as an intruder and a menace. Editorial cartoons regularly depicted the Grim Reaper behind the wheel. That image persisted well into the 1920s…

Norton explains that in the automobile’s earliest years, the principles of common law applied to crashes. In the case of a collision, the larger, heavier vehicle was deemed to be at fault. The responsibility for crashes always lay with the driver.

Public opinion was on the side of the pedestrian, as well. “There was a lot of anger in the early years,” says Norton. “A lot of resentment against cars for endangering streets.” Auto clubs and manufacturers realized they had a big image problem, Norton says, and they moved aggressively to change the way Americans thought about cars, streets, and traffic. “They said, ‘If we’re going to have a future for cars in the city, we have to change that. They’re being portrayed as Satan’s murdering machines.'”

A fascinating story: as the car became more popular and the auto industry banded together, understandings of streets changed. If you look at old pictures of streets before the 1920s, they often seem like the Wild West: there are carts big and small (plus animals providing the power), pedestrians, sometimes electric streetcars, and more.

This reminds me of the efforts of New Urbanists to redesign streets so that cars become less dominant. They typically suggest several changes: reducing the width of the road, allowing cars to park on both sides of the road (this makes drivers more cautious), and putting trees close to the edges of the road to create another barrier between cars and pedestrians.

The suburban critic James Howard Kunstler is also fond of showing pictures of barren intersections where multiple 4-6 lane roads come together and the scale dwarfs even the most hardy pedestrians.

It is amusing to think of cars being portrayed today as “Satan’s murdering machines” – even though car accidents are a leading cause of death.

The challenges of Going Solo in the suburbs

Sociologist Eric Klinenberg argues that it is particularly difficult to live alone in the suburbs:

Q: What do cities and the housing industry need to be thinking about in terms of homes for this wave of single people?

A: One thing I worry about is that we have built suburban areas that won’t fit our future lifestyles. I interviewed many older people who live alone in suburban areas who discovered that they weren’t good places to be when their children moved away because they tended not to have good areas for walking and often were far from public transportation. The houses themselves were too big, making them expensive to heat and cool; more house than most people need. And the suburbs are reluctant to retrofit. They don’t want to change their zoning laws to deal with reality.

The thing I’m most concerned about is housing for poor people of any age who wind up living alone. We need to rethink this whole idea of the single-room-occupancy building. I write in my book about one very successful SRO experiment in New York that had a mix of incomes, not just the otherwise-homeless people who today are associated with SROs. It became sort of a vertical village and ended up being replicated in other places.

We need to design more housing like that. But it’s expensive, and cities are strapped for resources. And it’s not like the group that needs it the most has any political clout; they’re the most vulnerable people in our society.

Klinenberg brings up an issue that has been raised for decades: certain age groups don’t do well in the suburbs. If I remember correctly, Herbert Gans brings this up in the classic study The Levittowners and these issues are also raised in Suburban Nation by Duany, Plater-Zyberk, and Speck. These observers suggest two groups are particularly disadvantaged: teenagers who can’t yet drive and who want freedom and the elderly who can no longer drive and are now more isolated in their single-family homes. Both of these groups are united by the necessity of driving in the suburbs and how driving is tied to completing daily subsistence tasks (such as getting food) as well as social interaction.

As Klinenberg suggests, building this kind of alternative housing in the suburbs (and cities) will be difficult. Not only is it expensive but I imagine many suburbanites would not desire such housing near their own houses. At the same time, this is a recognized problem in a number of communities: how can communities help the elderly live in the towns they have spent much of their lives in?
