The California real estate market is heating up again – and housing prices are rising in Compton:

She is proud that what she has achieved so far was done, not through heavy policing, but conflict mitigation. The last several months have seen a reduction in violent activity of about 65 per cent, she said. For her, seeing people jogging at night is a key indicator of success…

The residential property market is surging, up more than 10 per cent in the last year, as people are priced out of other Los Angeles neighbourhoods. Properties are being snapped up by investors and professional house flippers have started targeting the area. Compton’s first home with a price tag of $1 million recently went on the market.

Key to attracting companies and families is Compton’s geographical location close to LAX airport, Long Beach port which is the second busiest container port in the US, and near office buildings in downtown Los Angeles.

 

Violence and gang activity is down, housing prices in California are rising, Compton sits at an advantageous location, and so the prices in Compton go up. As the graph suggests, prices aren’t near what they were pre-economic crisis but the trend looks like it is heading up.

Two questions this raises:

1. This article makes a big deal about the reduction in violence due to a gang truce but what happens if the two gangs start fighting again? Perhaps the article begins with the gangs and gangsta rap because it is from a UK perspective but it does hint at the fragility in the community.

2. What happens if a community like Compton gentrifies? Not only would this bring new people in Compton but it also gets at one of the big issues in the big cities in California: affordable housing. Housing prices in Los Angeles are already relatively high and there may not be many places left that offer reasonable housing prices.

When public anger can prompt the collection of better data

I’ve seen this argument several places, including this AP story: collecting national data about fatalities due to police would be helpful.

To many Americans, it feels like a national tidal wave. And yet, no firm statistics can say whether this spate of officer-involved deaths is a growing trend or simply a series of coincidences generating a deafening buzz in news reports and social media.

“We have a huge scandal in that we don’t have an accurate count of the number of people who die in police custody,” says Samuel Walker, emeritus professor of criminal justice at the University of Nebraska at Omaha and a leading scholar on policing and civil liberties. “That’s outrageous.”…

The FBI’s Uniform Crime Reports, for instance, track justifiable police homicides – there were 1,688 between 2010 and 2013 – but the statistics rely on voluntary reporting by local law enforcement agencies and are incomplete. Circumstances of the deaths, and other information such as age and race, also aren’t required.

The Wall Street Journal, detailing its own examination of officer-involved deaths at 105 of the nation’s 110 largest police departments, reported last week that federal data failed to include or mislabeled hundreds of fatal police encounters…

Chettiar is hopeful that recent events will create the “political and public will” to begin gathering and analyzing the facts.

A few quick thoughts:

1. Just because this data hasn’t been collected doesn’t necessarily mean this was intentional. Government agencies collect lots of data but it takes some deliberate action and foresight regarding what should and shouldn’t be reported. Given that there are a least a few hundred such deaths each year, you would think someone would have flagged such information as interesting but apparently not. Now would be a good time to start reporting and collecting such data.

2. Statistics would be helpful in providing a broader perspective on the issue but, as the article notes, statistics have certain kinds of persuasive power as do individual events or broad narratives not necessarily backed by statistics. In our individualistic culture, specific stories can often go a long ways. At the same time, social problems are often defined by their scope which involves statistical measures of how many people are affected.

A sociologist discusses the political leanings of Katniss Everdeen

Would Katniss fit in with political progressives, the Tea Party, or libertarians? One sociologist weighs in:

“I was convinced to read them by a vegan radical historian I knew from Japanese camp,” she says. While reading it in the context of the growing income gap, and the frustration that was causing, in the States, Armstrong-Hough recalls that it was impossible not to notice the social commentary, nor to untie the strands of it from the plot. And yet, particularly given the flipped switch of Mockingjay, wherein the revolutionaries show their own capacity for cruelty and depravity, she says, “I don’t think the franchise is promoting any particular kind of society.”Instead, according to Armstrong-Hough, it’s a model of total resistance. “We see politicking, corruption, and unjustified violence from both the guardians of the status quo in the Capitol and the architects of the rebellion,” she says. “Katniss, whom we naturally align ourselves with, rejects both these systems.”

This double rejection feels timely, Armstrong-Hough notes. “So many Americans are disenchanted with politics itself, not just one side of the aisle or the other.”

“What I did see, though, was a sort of theory of social change that I found surprisingly sophisticated,” she says, adding that the books remind her of the ideas of James C. Scott, a Yale-based social and political theorist. An influential, self-described “crude Marxist” professor who lives on a farm and raises animals in between publishing tomes about anarchism, Scott is a figure of interest to people on both ends of the ideological spectrum. The New York Times called one of Scott’s books “a magisterial critique of top-down social planning that has been cited, and debated, by the free-market libertarians of the Cato Institute… development economists and partisans of Occupy Wall Street alike.”…

Beyond just advocating personal resistance to forces of political control, she says the books put forth the idea that “violence breeds docility.” “I don’t mean that threatening people with violence makes them docile, because it doesn’t. I mean that teaching people to be violent and consume violence makes them docile,” she explains. “The Games institutionalize a political docility not so much because they threaten violence to the districts’ children, but because they create a society in which people think they must choose survival over solidarity. I think a lot of people, regardless of their political affiliation, feel like there has been a lot of being forced to choose survival over solidarity going around in the US.”

So The Hunger Games is a Marxist critique where the games distract everyone from the oppression from the Capitol? Or is it at the end primarily about not giving into revenge and instead establishing a stable society (since Katniss shoots Coin rather than Snow)?

The book ends like a lot of these kinds of stories often do: the heroine returns home, troubled by all the conflict, settled into “normal” family life. In fact, there isn’t much vision at the end of what Panem has become. We are told that kids are taught about the Hunger Games. But, what kind of government do they have? How do all the districts get along? The story isn’t terribly concerned with all of this; much of the energy of the series is about fighting the long battle, not about depicting the better society.

 

Hypothesis: violence among sports fans related to other social divisions

One sociologist suggests sports violence may not just be about the games but rather other social divisions:

According to a hypothesis put forth by sociologist Eric Dunning in his book Sports Matters, athletic events are realms in which other major issues in society, often related to class, religion, ethnicity, politics, regionalism, historic rivalries, etc. can play out among supporters. Violence, rather than just being about the sport, can be interpreted as an expression of contrasts between populations. That means the conflicts are best studied within the societies where they occur.

“Dunning’s hypothesis is that you can’t separate soccer violence from the wider situation—instead it manifests itself along the fault line in a particular society,” Frosdick said.

And, according to Frosdick, the hypothesis fits when we look at recurring incidents of violence. In Spain, regional tensions help intensify soccer rivalries, hence the divide between Barcelona and Real Madrid. In Italy, where the historic split is between the industrial north and the agricultural rural south, tensions arise when Juventus FC plays SSC Napoli.

“In Scotland, religious sectarianism between Protestants and Catholics represents the biggest fault line in society,” Frosdick said. “The manifestation of football violence therefore is when the Catholic Celtics play the Protestant Rangers in the Old Firm Derby.” In 1980, after the Celtics defeated the Rangers 1-0 at the Scottish Cup final, hundreds of fans rioted on the pitch. The incident led to the banning of alcohol at all Scottish stadiums.

This shouldn’t be too surprising given the importance of factors like social class and race in society. Yet, it would also be interesting to then look at how the sports violence is explained by broadcasters and other media. Based on the sports I’ve watched in my life, I would guess sports broadcasts tend to shy away from conversations about social issues or suggest sports bring healing rather than exacerbate existing conditions. While sports may indeed be “just a game,” it is important to many, interwoven throughout social life, and is big business.

Hard to measure school shootings

It is difficult to decide on how to measure school shootings and gun violence:

What constitutes a school shooting?

That five-word question has no simple answer, a fact underscored by the backlash to an advocacy group’s recent list of school shootings. The list, maintained by Everytown, a group that backs policies to limit gun violence, was updated last week to reflect what it identified as the 74 school shootings since the massacre in Newtown, Conn., a massacre that sparked a national debate over gun control.

Multiple news outlets, including this one, reported on Everytown’s data, prompting a backlash over the broad methodology used. As we wrote in our original post, the group considered any instance of a firearm discharging on school property as a shooting — thus casting a broad net that includes homicides, suicides, accidental discharges and, in a handful of cases, shootings that had no relation to the schools themselves and occurred with no students apparently present.

None of the incidents rise to the level of the massacre that left 27 victims, mostly children, dead in suburban Connecticut roughly 18 months ago, but multiple reviews of the list show how difficult quantifying gun violence can be. Researcher Charles C. Johnson posted a flurry of tweets taking issue with incidents on Everytown’s list. A Hartford Courant review found 52 incidents involving at least one student on a school campus. (We found the same, when considering students or staff.) CNN identified 15 shootings that were similar to the violence in Newtown — in which a minor or adult was actively shooting inside or near a school — while Politifact identified 10.

Clearly, there’s no clean-cut way to quantify gun violence in the nation’s schools, but in the interest of transparency, we’re throwing open our review of the list, based on multiple news reports per incident. For each, we’ve summarized the incident and included casualty data where available.

This is a good example of the problems of conceptualization and operationalization. The idea of a “school shooting” seems obvious until you start looking at a variety of incidents and have to decide whether they hang together as one definable phenomenon. It is interesting here that the Washington Post then goes on to provide more information about each case but doesn’t come down on any side.

So how might this problem be solved? In the academic or scientific world, scholars would debate this through publications, conferences, and public discussions until some consensus (or at least some agreement about the contours of the argument) emerges. This takes time, a lot of thinking, and data analysis. This runs counter to more media or political-driven approaches that want quick, sound bite answers to complex social problems.

When anti-government forces can control the public narrative about drone strikes in Yemen

While social media was praised in helping the Arab Spring movement, the new availability of Twitter in Yemen has changed who gets to control the public narrative about violence:

The result: AQAP and the Yemeni public have left the government far behind in an information war made possible by the spread of the Internet in the Arab world’s poorest nation. Authorities can no longer shape the narrative of counterinsurgency, particularly when it comes to controversial drone strikes…But the number of Internet users in the country increased nearly tenfold between 2010 and 2012, according to government figures, although even with that rapid expansion, less than a quarter of Yemenis have regular internet access.

Most drone strikes, which are believed to be US operations, target the most impoverished and isolated parts of Yemen where AQAP operates. The region’s remoteness plays into the group’s hands; it also makes it easy for the government to suppress any negative information, including civilian casualties from drone strikes and other aerial attacks.

But now Yemenis can easily, quickly share on-the-ground information. Last December, an airstrike targeted a wedding convoy, killing roughly a dozen civilians. The government initially identified the casualties as militants, but locals soon began posting photos of the dead on Facebook and tweeting the names of victims, directly challenging the government’s obfuscation.

Sounds like quite a change in a short amount of time. The availability of the Internet and social media threaten all sorts of traditional institutions that have relied on controlling information. All of the sudden, alternative viewpoints are available and regular citizens can pick and choose which to follow, believe, and propagate.

What does this do for American foreign policy? We generally disapprove of regimes that crack down on Internet availability (think China) but this is usually because we want to get our messages through. What happens when the same technologies are used to counter American narratives?

Social network analysis of Chicago violence show differences in risk, differences compared to Boston

Read a summary of recent research by sociologist Andrew Papachristos about social networks and violence in Chicago:

Take, for instance, a 2013 paper, published with Yale colleague Christopher Wilderman in the American Journal of Public Health. It’s set in a community in Chicago with a litany of familar risk factors: half of all households were led by a single female; 43 percent of the 82,000 residents had less than a high-school education; a third of households were below the poverty line. And the homicide rate, over the five years of the study, was 55.2 per 100,000, about four times the citywide rate (Daniel Hertz’s maps of homicide rates by police district are a good way of putting that in context; it’s high.)…

Simply being arrested during this period increases the aggregate homicide rate by nearly 50%, but being in a network component with a homicide victim increases the homicide rate by a staggering 900% (from 55.2 to 554.1)…

Even in this extremely abstracted form, from a third paper by Papachristos you can see a remarkable contrast between gang violence in Chicago and Boston. Each node is a gang; each line is a homicide or shooting; each bidirectional line is a reciprocal homicide…

Chicago’s social network of homicide is a knotty mess: 98 percent of all Chicago gangs were connected within the city’s homicide network during that timeframe, 32 percent higher than Boston’s shooting network. The network density of black gangs in Chicago is particularly intense, 30 percent compared to 4.5 percent for Latino gangs…

And a place to start for gathering more data—as Papachristos points out, his analysis is limited to people doing bad things. Robert Sampson, the Harvard (by way of Chicago) sociologist, has done pioneering work, most recently in his book Great American City, showing how positive social networks reduce crime and improve public-health outcomes in socially-organized neighborhoods like Chatham. Another possible implication is figuring out what kinds of networks “inoculate” people from violence.

Looks like a good summary of some interesting research. On one hand, this should be reassuring to the public: the perception is that crime rates in Chicago are out of control (even as they have declined in Chicago over the years and in many American cities) yet much of the violent crime is in the hands of a relatively small group of people. On the other hand, the density of violence in Chicago suggests there are some serious issues in particular social interactions and locations that are not easy to solve.

I’m also reminded of the work of sociologist Sudhir Venkatesh who has argued in several books that gangs in Chicago as well as more informal black market networks might be considered “efficient” or “rational” in what they do because of a lack of legitimate opportunities in poor neighborhoods. Whereas legal businesses might seek the best way to make profits, social networks in disadvantaged neighborhoods make do with what they have, even if the means are not legitimate. This doesn’t condone violence or other illegal behavior but Venkatesh’s work shows these aren’t haphazard or chaotic social networks and interactions.

Is the media narrative that bullying directly leads to suicide a social construction?

A member of the Poynter Institute argues the media narrative that bullying leads to suicide is too simple:

The common narrative goes like this: Mean kids, usually the most popular and powerful, single out and relentlessly bully a socially weaker classmate in a systemic and calculated way, which then drives the victim into a darkness where he or she sees no alternative other than committing suicide.

And yet experts – those who study suicide, teen behavior and the dynamics of cyber interactions of teens – all say that the facts are rarely that simple. And by repeating this inaccurate story over and over, journalists are harming the public’s ability to understand the dynamics of both bullying and suicide…

Yet when journalists (and law enforcement, talking heads and politicians) imply that teenage suicides are directly caused by bullying, we reinforce a false narrative that has no scientific support. In doing so, we miss opportunities to educate the public about the things we could be doing to reduce both bullying and suicide…

It is journalistically irresponsible to claim that bullying leads to suicide. Even in specific cases where a teenager or child was bullied and subsequently commits suicide, it’s not accurate to imply the bullying was the direct and sole cause behind the suicide.

I don’t know this literature too well outside of reading some work by Michael Kimmel on gender and bullying and Katherine Newman et al. regarding school shootings. Some thoughts:

1. Bullying is not a good thing, even if it doesn’t lead to tragic outcomes.

2. Even if a majority of kids who are bullied don’t commit suicide, that doesn’t mean that there isn’t a relationship. It might be that under certain conditions (perhaps social and environmental conditions or perhaps it has to do with more individual physiological traits) this relationship is more likely.

3. It seems that the media does not generally do very well in conveying complex stories. Perhaps it is because they don’t lend themselves to soundbites and headlines. Perhaps it is the need to find the winners, just like on ESPN. Perhaps the audience doesn’t want a complex story. But, look at any of the major events of recent years that have drawn a lot of media attention – from invading Iraq to Hurricane Katrina to the Trayvon Martin case – and you see relatively simple narratives for incredibly complex situations. Context matters.

As researchers look more at this issue, this is a reminder that the public perceptions of tragic events matter.

Just how dangerous are North American cities?

Why do we believe North America’s biggest cities are dangerous when they are, in fact, among the safest places in the world? In large part, because it was once true: For most of the 20th century (and a good part of the 19th), our big cities really were dangerous. Murders, muggings, armed robberies and sexual assaults were big-city phenomena, and the way to escape physical danger was to move away. Today, the opposite is true.

If you really want to find murder city, you need to get out of North America. The most violent cities in the world are places that used to be small and peaceful, but have very recently become huge cities. And no wonder: The cities of the Southern and Eastern hemispheres are doing today what our cities did a century ago: Absorbing huge, formerly rural populations. In 50 years, Kinshasa has grown from 500,000 to 8 million people; Istanbul from 900,000 to 12 million…

“The twenty-first century,” it concludes, “is witness to a crisis of urban violence.” The two billion people becoming city-dwellers are facing the “urban dilemma” – they realize that moving to the city is an improvement in their lives by most known measures, but it does expose them to greater risk and danger. So while urbanization has cut world poverty in half and lifted billions out of starvation, the hives of crime and danger in the city are preventing the next step into prosperity: “This dark side of urbanization threatens to erase its potential to stimulate growth, productivity and economic dividends.”

By no means is this inevitable. Cities are not naturally more violent: Yes, Caracas and Cape Town have horrendous murder rates. On the other hand, very densely-populated cities such as Dhaka and Mumbai have rates below their national averages – they are actually safer places to live than the villages migrants are leaving behind. In poor countries, and here in the West, the really huge cities are often much safer than the small and medium-sized ones, where the real corruption and danger lie. In India, which has been galvanized by a rape crisis in the fast-urbanizing north, new research shows that rates of sexual assault and rape remain higher in rural areas. And we have learned from Brazil and South Africa that big, bold interventions can make dangerous cities safer.

It is helpful to keep a global perspective on this issue. What counts as violent is relative: Americans tend to compare their cities to other American big cities, perhaps within regions or to the biggest cities in the country.

Another reason our big cities are seen as violent: urban violence is a consistent media story, even as violent crime rates have dropped in many cities.

Should the Newtown shootings be considered a mass shooting, a school shooting, mass murder, workplace violence…

Sociologist Joel Best provides a history of how American scholars and media have classified mass shootings:

It may seem self-evident that the killings at Sandy Hook Elementary ought to be classified as a shooting event, or as a school shooting or a mass shooting. Of course we classify events into categories that make sense to us, and it is easy to take familiar categories for granted. We learn of terrible crimes and we are accustomed to commentators talking about incidents as instances. But the ways we make sense of the world—the terms we use to describe that world—are created by people, and they are continually evolving, so that specific categories come into and fall out of favor. In fact, in recent decades, Americans have understood events like the Newtown killings in a variety of ways…

By the early 1980s, the Federal Bureau of Investigation promoted the distinction between mass murder and serial murder. The Bureau had a new databank—the Violent Criminal Apprehension Program, or VICAP—that could help law enforcement identify similar crimes that had occurred in other jurisdictions. But in the aftermath of revelations about the FBI’s surveillance of the civil rights movement, an effort to expand the bureau’s domestic data collection invited suspicion and resistance. The FBI used the serial murderer menace—and particularly the idea that serial killers might be nomadic, able to kill in different jurisdictions without the authorities ever recognizing that crimes in different places might be linked—to justify the VICAP program. That set the stage for Clarice Starling and all the other heroic FBI agents who began pitting their wits against serial murderers in crime fiction and movies. “Son of Sam” would no longer be classified with Charles Whitman…

Journalists notice patterns, so similarities between cases invite the creation of new categories. For example, in 1986, a postal worker killed 14 postal employees; then, in 1991, there were two more incidents involving former postal workers killing employees at post offices. This led to the expression going postal. Eventually, after further incidents in 1993, the Postal Service responded with a program to improve their workplace and prevent violence. Some criminologists began writing about workplace violence, although this category was defined as including any violence in a workplace, not just mass murders. Under that definition, a large share of workplace violence involved robberies. (According to one analysis, the three most common sites for workplace violence were taxicabs, liquor stores, and gas stations—all isolated settings likely to have cash on hand.)

At the end of the 1990s, attention shifted to schools. During the 1997–98 academic year, there were heavily publicized incidents in West Paducah, Kentucky; Jonesboro, Arkansas; and Springfield, Oregon. The Jonesboro story made the cover of Time, which featured a photo of one of the shooters as a young child wearing camouflage and holding a rifle, with the caption “Armed & Dangerous.” Thus, the expression school shooting was already familiar a year before the April 1999 killings at Columbine. Advocates and academics began compiling databases of school violence, although the results were surprising: The average number of deaths per year fell, from 48 during the period from the fall of 1992 through the spring of 1997, to 32 during the period spanning September 1997 through the end of the school year in 2001, even though Columbine and the other best-publicized cases occurred during the latter period. In spite of commentators declaring that the nation was experiencing a wave or epidemic of school shooting, the evidence suggested that violent deaths in schools were declining.

Best has written a lot about how social categories, experiences, and data then get used in political and civic discussions. The classification as a school shooting or the result of mental illness then shapes the rest of the discussion including what should be done in the future. Social problems can’t be social problems until they can be shown to be worth the public’s attention.

What Best doesn’t do is try to forecast how the Newtown shooting will come to be known in the future. What is the dominant narrative that will develop? And how will it be used?
