Opponent of teardown McMansions switches sides

One owner of an older suburban home says she can see the benefits of a teardown McMansion:

I would have taken Huetinck’s explanation personally several months ago, when I used to sigh as I walked by these construction sites that were seemingly engulfing us. But now that our kids are getting older and our space feels tighter, I can see the benefits of these “shiny and new” homes.

Although my husband and I like taking our two toddlers on walks to the farmers market at Bethesda Elementary School on the weekends and for strolls to the playground around the corner, I’ve found myself growing increasingly frustrated trying to navigate our living room without stepping on a toy, cramming clothes into closets that seem to grow smaller by the day, and making do with no garage. As much as I hate to say it, I’m starting to lose my allegiance to these older homes.

That’s not because I want to see our neighborhood turn into a cookie-cutter development, but it’s because I see the ease that something as simple as a mudroom can provide, especially with kids and a dog…

But the allure of a mammoth open kitchen, a two-car garage and a walk-in closet in the master bedroom is hard to ignore.

These sterile, user-friendly McMansions are looking better to me every day. Unlike our friend and neighbor Marjorie, I think we could come up with a price.

I would be interested to hear about what kind of interactions this writer/resident has with her neighbors after writing this piece in the Washington Post. It sounds like the neighbors have taken sides, pitting those who have lived a long time in the neighborhood and what to see it preserved or stay the same versus those who either want or need to sell and like the higher prices they can now get or those who can see the usefulness of a newer home.

Could a teardown McMansion may more defensible if the owner has a larger family? Although more American households than ever are single members, families with children might want more space to spread out. Yet, I imagine at least a few of those opposed to McMansions might also be opposed to overpopulation…

Finally, are there any teardown owners who stay in the same neighborhood? Or, is the act of buying a teardown so disruptive that one can’t remain a neighbor in good standing if they are the one bringing the disruption?

 

Use Airbnb to try a neighborhood before you buy a home

The neighborhood is an important part of purchasing a new home so I’m surprised it has taken so long to get to a solution like this: use Airbnb to try out the neighborhood before you buy.

Realtor.com and Airbnb have teamed up to show visitors to the realty website what Airbnb rentals are near properties listed for sale, so potential buyers can test-drive a neighborhood.

“This collaboration with Airbnb reinforces our commitment to giving consumers unparalleled insight to make informed real estate decisions,” Ryan O’Hara, chief executive officer of Realtor.com, said in a statement Wednesday. “Our relationship with Airbnb … allows us to reduce some of the unknown factors associated with relocating to a new community.”

I wonder how many people will take advantage of this. Even though Airbnb might make it easier to try the neighborhood yourself, it still requires the effort of signing up, actually staying, and then looking around and/or talking to people. And if you are going to go to the trouble to walk around and talk to people, do you actually need to stay the night? Remember, many neighborhood members may just be trying to avoid each other (examples here and here).

Perhaps the next step in all of this is to find a way for people to stay at the prospective home itself before they buy. Perhaps you could get two days and one night to stay there but have to put down a hefty fee. This may not work if the homeowners are still living there but it would offer an unparalleled look at a major purchase.

Megyn Kelley suggests HUD wants to diversify McMansion neighborhoods

In commentary over new HUD plans to switch to subsidies by zip code rather than by what renters can pay,

KELLY: This is being described as something that President Obama has had in the works for years, but has only now found the guts to actually put out there as a Housing and Urban Development proposed final rule because his term is almost done and this is the time to do it. The last thing on the list? Change the neighborhoods.

KELLY: They don’t want, quote, “unequal neighborhoods.” Unequal neighborhoods. It – they think too many cities are too white, too privileged with too big McMansions, too big McMansions and they – they want to diverse the communities whether the communities want it or not…

If I had to guess, McMansions owners are probably disproportionately white. Perhaps these are the same people who are “proud Americans“!

Then Kelly provides the typical hard-work narrative to explain her own ability to live in a nice neighborhood:

KELLY: I mean, I didn’t grow up in a fancy neighborhood. I wanted to be in one, but we couldn’t afford it and you know, then getting to an adult, I made more money and now I live in a nice neighborhood. It’s alright. It’s a nice home. The neighborhood – anyway. The point is, that’s the way it was usually done. It’s not like, you must diversify because Uncle Sam feels it’s too white or it’s too rich.

Yet, leaving it simply to hard work and market forces leaves us where we are today and where we have been for decades: ongoing residential segregation. Vouchers by zip code rather than by price point could help poorer families access the places that have the good schools and other features that can help them get ahead.

I imagine this will draw more pushback as one of the themes running through whiter and wealthier communities is exclusivity.

Traditional neighborhoods vs. urban prairies: block by block in Detroit

National Geographic has quite a map showing Detroit with each block coded to be more or less less a traditional neighborhood or an urban prairie/naturescape. Here is the map:

The map clearly shows clusters of both kinds of places, which contradicts the idea (reinforced by numerous stories and images) of recent years of a monolithic empty Detroit. As the text at the bottom left notes, “Many neighborhoods along Detroit’s perimeter are as densely populated as the city’s wealthier suburbs.” So it isn’t that all of Detroit needs fixing; neighborhoods that suffered from similar issues including deindustrialization, the loss of white residents, the lack of capital both for businesses and residents/homeowners, and crime do need the attention.

Studying poor neighborhoods alongside “Racially Concentrated Areas of Affluence”

Scholars in recent decades have spent a lot of time studying neighborhoods with concentrated poverty but what about those areas of concentrated wealth?

Cities such as St. Louis, Boston, Baltimore, and Minneapolis have more racially concentrated areas of affluence (RCAAs) than they do racially concentrated areas of poverty (RCAPs). Boston has the most RCAAs of the cities they examined, with 77. St. Louis has 44 RCAAs, and 36 RCAPs. Other cities with a large number of racially concentrated areas of affluence include Philadelphia, with 70, Chicago, with 58, and Minneapolis, with 56.

In Boston, 43.5 percent of the white population lives in census tracts that are 90 percent or more white and have a median income of four times the poverty level. In St. Louis, 54.4 percent of the white population lives in such tracts…

Public policy has “focused on the concentration of poverty and residential segregation. This has problematized non-white and high-poverty neighborhoods,” said Goetz, the director of the Center for Urban and Rural Affairs at the University of Minnesota, when presenting his findings at the Lincoln Institute of Land Policy. “It’s shielded the other end of the spectrum from scrutiny—to the point where we think segregation of whites is normal.”…

In racially concentrated areas of affluence, federal dollars come in the form of the mortgage-interest deduction. In areas of poverty, they come through vouchers and subsidized housing units. In the Twin Cities, the total federal investment in the form of housing dollars in RCAAs was three times larger than the investment in RCAPs. On a per capita basis, it was about equal.

Federal dollars are now being spent to “subsidize racially concentrated areas of affluence,” Goetz said.

Three quick thoughts:

1. Sociologists studying such topics may not spend enough time studying elites and the wealthy. This could be for a variety of reasons: those with power and money can limit access (hence moving to smaller exclusive communities or compounds or towers of the uber-wealthy); sociologists tend to be middle to upper-class themselves; poverty presents a more visible social problem compared to the shadowy actions of those with money and influence.

2. Suburban scholars have long noted the government support for wealthier areas. The American suburbs came about partially due to certain cultural values (individualism, private property, racism) but may not have been possible on such a grand scale without federal money for mortgages (as the industry was altered in the first half of the early twentieth century), highways (interstates as largely paid for by the federal government), and diverting money away from cities to suburban areas.

3. From a policy perspective, is it easier to move those in poverty to wealthier areas (though programs like Moving to Opportunity) rather than encouraging the wealthy to move to less advantaged areas? Policy sometimes gravitates to solutions that seem doable (as opposed to what might be most effective in the long run) and I imagine the wealthy really don’t want to move to areas with more poverty.

 

Converting street parking in neighborhoods into social spaces

As a resident of a neighborhood with frequent street parking, I was intrigued to see ideas about transforming the parking spots in front of their house into social spaces:

Given that people do have this relationship with the parking spot in front of their house, what if we enabled them to do something other than park there? Some compact neighborhoods have taken to putting bike corrals or patios in parking spots, provided a reasonable percentage of the neighbors agree…

The transformation of street parking in single family neighborhoods could make even more sense since there is more often room to spare in those parking lanes. Not to mention that if you have zero, or even one car per household, you’re not really allowed to do anything else with that space, so you’re losing out relative to your multi-car neighbors, which isn’t really fair.

What if cities allowed residential blocks to apply to convert those parking lanes to whatever they wanted to, including cottages, bike lanes, extra garden space, public p-patches or dedicated car-share parking? Even better, what if our cash-strapped cities started monetizing the value in those two lanes and allowing neighborhoods to do whatever they wanted (including parking there) as long as they rented out the space, and generally agreed on a plan? The drive lanes in the middle of the street would be conserved, we might find ourselves with more neighborhood parks, or perhaps more little cottages permeating the urban fabric. We might even find new neighborhood amenities in these spaces that we hadn’t even thought of.

Some interesting ideas for spaces that may have value elsewhere. Americans tend to lack public spaces but we do tend to provide lots of space to driving.

Two other quick thoughts:

1. Another added bonus might be that taking away free or cheap parking (though street parking is taxpayer funded) can lead to fewer cars when potential owners have to consider the added price of parking their vehicles.

2. Might this simply be done at the block or neighborhood level by applying some sort of ratio based on nearby housing units? If this were done on the broader level, it gets away from needing to individually monetize spaces and this may discourage driving for a larger number of people.

Using Google Street View to collect large-scale neighborhood data

One sociologist has plans to use a new Google Street View app to study neighborhoods:

Michael Bader, a professor of sociology at the American University, revealed the app developed is called Computer Assisted Neighborhood Visual Assessment System (CANVAS). The app rated 150 dissimilar features of neighborhoods in some main metropolitan cities in the U.S. The researchers claim the latest app reduces the cost and time in research.

With the help of Google Street View, the new app connects images and creates panoramic views of the required rural areas as well as cities. Bader explains that without the Google app researchers would have to cover many square miles for data collection, which is a painstaking job…

The app has already received funding of around $250,000 and s also supposed to be the first app that examines the scope and reliability of Google Street View when it comes to rating the neighborhoods in the U.S.

Bader reveals he is currently using CANVAS for a research on the Washington D.C. area. He revealed the population of people who have reached 65 and over in the region will be 15.3 percent by 2030. Bader hopes to understand why elderly people leave their community and what stops them from spending the remainder of the lives in the region. Bader’s research wants to understand the challenges elders face in Washington D.C.

As an urban sociologist, I think this has a lot of potential: Google Street View has an incredible amount of data and offers a lot of potential for visual sociology. While tradition in urban sociology might involve long-term study of a neighborhood (or perhaps a lot of walking within a single city), this offers a way to easily compare street scenes within and across cities.

The New York Times is not so good at identifying gentrifying neighborhoods

A new study compares what neighborhoods were pegged as gentrifying by the New York Times and academics based on census data. There was a discrepancy:

The study, by sociologist Michael Barton of Louisiana State University, examines the differences between neighborhoods that the Times has identified as “gentrified” or “gentrifying” in the past three decades, and those identified by Census data and major academic studies. He finds a wide – and concerning – gap between the neighborhoods that social scientists call “gentrified” and those to which the Times affixes that label

To get at this, Barton’s study used a LexisNexis database search to discover which New York City neighborhoods the Times identified as “gentrified” between 1980 and 2009. He then compared these neighborhoods to those identified as “gentrified” according to measures used in two classic quantitative studies. The first study, published in 2003 by Raphael Bostic and Richard Martin, identified gentrified neighborhoods based on median incomes. Their method sees gentrified neighborhoods as those that saw their median incomes grow from less than 50 percent of the metro median to more than 50 percent of it. The second strategy, based on a 2005 study by Lance Freeman, identifies gentrifying neighborhoods based on a broader set of changes in income, education and housing. For Freeman, gentrified neighborhoods are those that started with median income levels below those for the city as a whole but then where educational levels and housing prices rose to be greater than the city’s. Barton’s study focuses on gentrification in New York City neighborhoods and is based on data for the 188 neighborhood areas identified by the Department of City Planning.

The bottom line: Barton found considerable differences between the neighborhoods the Times identified as gentrified and those identified by the quantitative studies…

What jumps out here are the large swathes of the city in which significant neighborhood change goes ignored by the Times. The Grey Lady was much more likely to peg gentrification in “hip” neighborhoods in Manhattan and adjacent parts of Brooklyn (like Williamsburg) than in the Bronx and Queens, particularly in the 1990s and 2000s. Generally speaking, the gentrifying neighborhoods discussed in the Times lined up more neatly with the more restrictive method used by Bostic and Martin than it did with Freeman.  Still, as Barton writes, “the association of both census-based strategies with the New York Times were moderate at best.”

I was recently looking at some classic “growth machine” literature (Urban Fortunes by Logan and Molotch) and here is an explanation they might suggest: newspapers generally are interested in promoting urban growth. This is because they are interested in building their subscriber base which puts more eyeballs on advertisements which means they can charge more. So, if “hip” neighborhoods are identified by the Times and more people in these young, educated places buy the newspaper that claims they are participating in something hip, the Times comes out ahead. Yet, chasing these younger demographics and the latest monied scene may not match up with accurate reporting on neighborhood change.

This finding may also highlight some significant differences in gentrification patterns. A quick influx of young, creative class whites may mark one neighborhood but income growth (and other positive factors) may be related to a slower process and/or featuring non-whites, non creative class types in other neighborhoods. It is not as if all neighborhoods in major cities with less-than-average incomes have an equal probability of gentrifying as there are numerous factors at work.

 

The term “gentrification” turns 50 years old

The term gentrification emerged in 1964 and the phenomena has been much discussed and studied even as it names varied experiences:

In 1964, British sociologist Ruth Glass was seeking a word to sum up what she saw happening in the London borough of Islington, where creative young professionals were suddenly re-appraising the neighborhood’s Georgian terraces and intimate squares. Islington had previously lost its 17th-century grandeur and in its post-war years had become the domain of working class, largely West Indian immigrants. Glass captured the class phenomenon playing out in the streets of cities by adapting the British-ism “gentry” into a process-inflected term, gentrification.

But while gentry traditionally refers to those seated just below nobles in a Jane Austen novel—wealthy people who profit from land ownership—Ruth Glass’s gentry was more of a middle class liberal arts intelligentsia. “These people aren’t necessarily the rich,” explains Sharon Zukin, author of Naked City and professor of sociology at Brooklyn College and the CUNY Graduate Center, who has chronicled the evolution of gentrification across decades. “They are people with cultural capital: artists, writers, teachers, professors, etc. By the 1950s and early 60s, that group of people begins to appreciate the urban environment in a way that other middle class people do not: the old houses, the crowded streets, the social diversity, the chance to be bohemian, and also to be around lower class people of all different backgrounds—the very factors that were driving the more mainstream middle class out of cities.”…

The media’s infatuation with surveying the consumption habits of gentrifiers—arguably, captive readers of such articles themselves—is illustrated in the high frequency with which the word “gentrification” appears in Times articles. The word’s prevalence parallels periods of prosperity, underscoring the close connection between gentrification and consumerism.

Certainly discussing lifestyle trends is more entertaining than reconciling displacement caused by deep-seated social and racial inequality. In this new media landscape, cultural posturing, alarmism, and realism converge without offering answers to what a post-gentrification city might look like. “Who knows what the future holds?” asks Zukin. “Fifty years from now, I think there’s a strong and frightening possibility that after long waves of investment and disinvestment, you’ll have large swaths of the city where the rich are hunkered down, and large parts of the map where poor people can’t afford to live and nobody else wants to live there.”

Interesting overview. A relatively localized term – from a specific neighborhood in London and drawing upon English terms – ended up in wide use to describe similar yet highly contextualized processes in many Western cities. Certainly, neighborhood change has occurred in numerous places as whites with either economic or cultural capital moved in and pushed others out. But, responses to these changes vary from politicians who tend to welcome more wealthy or educated residents, businesses who see new markets, developers who see new demand for buildings and land, the media who like turnaround stories, residents who like getting cheaper housing as well as “living on the edge,” and, as this summary hints, the displaced residents who often don’t have much of a voice in the whole process.

Continued mansionization debates in Los Angeles

The Los Angeles Times reports that controversy over mansionization in Los Angeles continues as the city struggles to develop guidelines that will please residents:

Los Angeles leaders say they want to tighten restrictions on mansionization, but citywide fixes are expected to take at least 18 months to allow for repeated hearings and environmental review, according to city officials…

Local politicians and planning officials say that L.A.’s rules against mansionization — meant to prevent bloated houses from being built on modest lots — have fallen short. The restrictions, put in place six years ago, curb the size of new and renovated homes based on lot size. But the rules also include “bonuses” of 20% or 30% more space than otherwise allowed…

In the meantime, city planners have suggested temporary rules to curb demolitions and give residents “breathing room” in neighborhoods that have mobilized against mansionization, including Sunset Square, Studio City and North Beverly Grove.

The Los Angeles chapter of the Building Industry Assn. is worried about those moves, saying that the temporary restrictions could “result in a flurry of lawsuits.” Homeowners have not been given enough warning about the restrictions, which “will immediately remove property owner rights,” the group’s chief executive, Tim Piasky, said.

Planning officials say the temporary restrictions would immediately address the problem in mansionization hot spots: desirable areas with older, smaller homes targeted for teardowns…

“It creates a situation of haves and have-nots,” said Traci Considine, whose Faircrest Heights neighborhood has been recommended to get temporary curbs on home demolitions. “If you do a few Band-Aids for a few select neighborhoods, the target is just bigger on the backs of the neighborhoods that aren’t protected.

Los Angeles is a big city so having city-wide regulations could be quite difficult. Austin passed a noted anti-McMansion ordinance but the city has 885,000 people in 272 square miles while LA has 3.88 million residents in 503 square miles. In addition to size differences, real estate in California is huge: the housing market is still quite pricey so limiting the ability of property owners to cash out is a bigger restriction than in the cheaper Austin market.

I would guess that the long-term solution is different guidelines for different neighborhoods in accordance with what residents desire. Yes, this might push the mansionizers to different neighborhoods. But, this is how communities often tackle this problem.
