Stark demographic figures for Japan

A post at New Geography lays out several population figures for Japan:

In 2007, Japan’s population reached a tipping point. It was the first year in its history (excluding 1945) where the number of deaths exceeded the number of births. In 2007 there were 2,000 more deaths than births. In 2011 that figure rose to approximately 204,000, and it’s a figure that is accelerating. Indeed, at 23.1%, Japan has the highest proportion of over-65s in the world, and at 13.2%, the world’s lowest proportion of under 14s. Japan’s population peaked at 127.7 million in 2007, and is forecast to shrink to a mere 47 million by 2100.

While the topic of declining fertility rates in many industrialized nations has been discussed for a while now, I’m still not sure we are prepared to deal with the idea of declining populations. Particularly in the United States, we associate population increases with progress. An example: cities that lose population are seen as doing something wrong while cities that are growing are successes. A similar mindset exists with religious congregations. Japan is clearly an advanced nation yet what happens if it loses more than half of its population in the period of a century? And what happens if this is done by choice? Throughout human history, population loss is typically tied to factors like disease, ecological conditions, and war, not by a populace who isn’t interested in having more children.

A thought: what if we end up in a Children of Men type world that is brought about because humans simply don’t want to have children anymore?

Ambitious new plans for Gary, Indiana

Chicago recently profiled the new Harvard-graduate mayor of Gary, Indiana and her ambitious plans to turn the city around:

To improve Gary’s desperate financial situation, the mayor has put together a blockbuster plan that includes a land-based casino, improvements to the airport that could finally make it an attractive and viable field for commercial and cargo flights, a transportation and shipping facility next to the airstrip, and possibly a teaching hospital for the Gary branch of Indiana University. The price tag for all this? “It really is too early [to say],” she says, “but our current plan is that the dollars that will be leveraged from the land-based gaming will be invested in the airport and other parts of the industrial corridor.”

Her plan is hardly a slam dunk. Freeman-Wilson can’t make it happen without approval from state legislators, who in recent years have been cool to massive spending proposals for Gary—understandable given the mismanagement and corruption that have marked some previous efforts. And believe it or not, the Indiana legislature is in recess from March through mid-November in even years like this one. The soonest her bill could come up for vote, insiders say, is early 2013.

“Gary is Gary,” says Maurice Eisenstein, an outspoken professor of political and social sciences at Purdue University. “Nothing really changes.” While Eisenstein says he holds no personal animosity toward Freeman-Wilson, he sees her falling into the same trap as her predecessors—a sort of “brass ring” syndrome. “They don’t want to do the nitty-gritty, the day-to-day stuff, the difficult things. They want the brass ring: If we can just win the lottery, we’ll be back on top.”

“In the past we have gone for the home run, the economic development effort that would be the be all and end all,” Freeman-Wilson responds. “The difference about my solution is that I’m looking to build on existing assets. I don’t have to build a stadium. I don’t have to build an interstate. I don’t have to build a rail line. I don’t have to build an airport. I don’t have to build a lake or create our proximity to Chicago. These things already exist.”

The mayor is busy laying the groundwork for the vote on her bill. “She has spent a lot of time in Indianapolis, meeting with the right people,” says Ed Feigenbaum, a longtime observer of the political scene in northern Indiana and the publisher of Indiana Legislative Insight. “She’s got a lot of allies down there, people who want to see Gary succeed.”

Her admirers include not just fellow democrats but two conservative Republicans: Greg Zoeller, Indiana’s attorney general, and Luke Kenley, a state senator. “Karen is very bright, very direct, and very focused on where she thinks she’s going,” Kenley says. “She has a chance to do a lot of good for Gary.”

Freeman-Wilson isn’t focusing only on macro solutions, mind you. For example, she has issued a call for volunteerism, including an adopt-a-park program. That’s both an appeal to civic pride and a reality-check acknowledgment that while big-ticket changes are afoot, there’s little room in the budget for block-to-block cleanup. Gary’s citizens, she says, are going to have to do their part.

When I ask her about the “savior” talk, Freeman-Wilson doesn’t exactly look comfortable, but neither does she back down. “I know people are expecting a lot. I understand people need hope. But this is so not about me. I don’t have a magic bullet.” And then it appears again: the Smile. “But I do have vision,” she says.

There is some interesting stuff here about the decline of Gary and previous big plans that have failed. There are a few cities in the United States that tend to get attention for “failing.” For example, see this earlier post about shrinking cities and a list of “dying cities.” Detroit is one that has received a lot of attention in recent years. Cities like Cleveland, Flint, and Buffalo get some similar attention. Gary is another classic example: it was heavily dependent on the steel industry which tanked and the population dropped from a peak of just over 178,000 people in 1960 to just over 80,000 in 2010.

But this article suggests that Gary hasn’t failed just because of a lack of ideas. Rather, the ideas haven’t worked or the ideas weren’t any good in the first place. What would it really take to stabilize the city? Is it realistic to even think that the population might grow again? This makes me wonder if a team of urban sociologists could prove helpful here (a sociological version of a charrette?). If we put some of the best urban sociologists into a room and tell them to develop workable and sustainable ideas for the city, could they reverse the tide? Why should sociologists wait for the mayor of Gary to call – why not convene a one-day conference in Gary or Chicago and put a plan together?

US population growth slows in 2011

The Census Bureau announced today that the population growth rate of the United States slowed in 2011:

The population of the United States is growing at its slowest rate in more than 70 years, the U.S. Census Bureau said on Wednesday.

The country’s population increased by an estimated 2.8 million to 311.6 million from April 1, 2010 to July 1, 2011. The growth rate of 0.92 percent was the lowest since the mid-1940s.

“The nation’s overall growth rate is now at its lowest point since before the Baby Boom,” Census Bureau Director Robert Groves said in a statement.

Texas gained more people than any other state in the 15-month period, at 529,000, followed by California at 438,000, Florida at 256,000, Georgia at 128,000, and North Carolina at 121,000, according to the latest Census estimates.

Looks like the Sunbelt is still continuing to grow. This news comes on the heels of a slow population growth rate during the 2000s:

Despite the slowest decade of population growth since the Great Depression, the USA remains the world’s fastest-growing industrialized nation and the globe’s third-most populous country at a time when some are actually shrinking.

The United States reached 308.7 million in 2010, up 9.7% since 2000 — a slight slowdown that many experts say was caused by the recession and less immigration.

Even so, U.S. growth is the envy of most developed nations. Trailing only China and India, the nation is expected to grow at least through the next generation because it is one of the few industrialized countries that has a fertility rate close to replacement level. The rate of births needed for a generation to replace itself is an average 2.1 per woman. The USA’s is at 2.06.

Perhaps one’s perspective is dependent on which country the United States is compared to.

It would be interesting to talk with Americans about their expectations about population growth. I’ve thought about this before when considering shrinking cities or suburbs: we tend to assume places will go on growing forever but we know there are some communities that have not. Throughout the course of American history, Americans have seemed to believe that the country would continue to grow in terms of land, population, and political and economic power. And growth often seems to be tied to progress: bigger will lead to better. Granted that there is no land left to have and our political and economic power is somewhat stagnant, what would happen if the population growth of the United States came to a standstill in a few decades? Is a slowdown in population growth taken as a sign of weakness or a necessary correction? Similarly, in European countries that now have fertility rates below replacement levels, how much angst is there about the future of these nations?

Perhaps the biggest area of concern would be welfare or safety net programs that are reliant on a large population base that can support others. If the population is stagnant or dropping, this tax base can’t support the growing number of elderly citizens. But there could also be cultural consequences including a sense of decline or stagnation. Maybe that’s why USA Today reported that our lower rates of growth are “the envy of most developed nations.”

Modern “cities that have vanished”

Who needs Atlantis and El Dorado if there are interesting tales of modern “cities that have vanished“?

This reminds me that we tend to think that cities and countries will tend to grow in population regardless of what happens. Obviously, this isn’t true in every circumstance. Particularly in situations involving natural disasters or ecological change (the focus of books Collapse by Jared Diamond), cities can become inhabitable. But, this modern lists also highlights that political decisions can lead to vanishing cities.

In more American terms, this could lead to some interesting discussions about whether cities should be contracted or whole areas of development need to disappear. In two hundred years, might people be talking about a mythical Detroit that once was an economic powerhouse?

The Chicago Tribune makes a case for land banks

A number of Rust Belt American cities have lost population in recent decades, including Chicago in the 2000s. A number of strategies have been proposed for what municipalities should do with the buildings and land that is no longer occupied. The Chicago Tribune makes a case for one solution: land banks.

By putting unwanted properties under centralized, local control, land banks fight urban blight. Instead of becoming an eyesore, safety hazard or worse, an abandoned home can be turned into a side lot for another home, or combined with other properties for green space or eventual development.

Municipalities have powers to clean up or knock down unmaintained properties — Chicago is among the best at it. But land banks can make the process more open, efficient and cost-effective…

Done right, land banks can enable cities to clear away unwanted structures and debris, giving the sites around them new life. Over time, parcels can be pieced together for optimal use. In St. Louis, Indianapolis and elsewhere, land banks have shown promise in dealing with properties nobody wants — a number certain to soar with so many homeowners behind on their mortgages.

When people leave and don’t come back, cities need to reorganize. Recent census figures show Detroit and Cleveland at 100-year population lows and falling. They can’t afford to stand pat and hope that somebody — anybody? — moves back in. Chicago lost 200,000 people in the last decade. In Flint, eventually, entire blocks will be cleared, enabling the city to consolidate services, save money and boost efficiency.

The article suggests that realtors are opposed to this in Illinois and this is holding back the legislative process. I wonder who is for or against this idea among the broader spectrum of political, business, and community leaders. I imagine there might be some others who might wonder at the ability of the city to manage all of this land. In this era of budget deficits, would this be expensive in Chicago in the short term? Additionally, the Tribune uses the term “urban blight,” a concept that might remind people of programs after World War II that allowed cities to wipe out affordable and/or ethnic neighborhoods.

The editorial cites a land bank in one other city: Flint, Michigan. Is Chicago in such trouble that it needs to use the same strategies as other Rust Belt cities that tend to draw more attention for population loss and vacant/abandoned/foreclosed properties? The editorial suggests foreclosures are a big problem in Chicago but I haven’t seen data that suggests the city has been hit that hard by foreclosures compared to a number of other places.

An argument for expanding Detroit rather than contracting it

In the last few years, a number of commentators have suggested contracting cities like Detroit or Youngstown. So it might seem strange to suggest expanding Detroit instead – but this idea is rooted in some interesting recent works:

I’ve come to learn my friend’s idea is a favorite thought experiment among a certain subset of Detroit-area urbanophiles. Sometimes they will reference David Rusk, the former Albuquerque mayor whose book Cities Without Suburbs makes the case for the economic vibrancy of “elastic” cities (like Houston, Austin, Seattle and Nashville) whose central hubs have the capability to annex or otherwise regionalize their surrounding suburbs into a unified metropolitan area.

The takeaway from the census stories was that Detroit plummeted to 19th place on the U.S. city-size list, behind Austin, Jacksonville and Columbus (Columbus!). But the Detroit metropolitan area — which we’ll define, for these purposes, as Wayne, Oakland and Macomb counties — still retains a population of nearly four million. If our territorial-expansion fantasia could have been magically enacted with even two-thirds of this figure, the Greater Detroitopolis would easily vault past Chicago to become the third-largest city in the U.S., behind New York and Los Angeles. This would translate into more state and national clout (and allocated funds, many of which are based on population) and eliminate the need for much of the wasteful duplicate spending inherent in maintaining dozens of tiny separate municipalities, especially at a time when many of these suburban communities have announced their own cutbacks. (In February, the westside suburb of Allen Park announced plans to eliminate its entire fire department.)

Super-sizing Detroit could also translate to better policy. When Indianapolis enacted a similar “Unigov” city-suburbs merger in the late Sixties (under Republican mayor Dick Lugar), the region experienced economic growth (and the benefits of economy of scale), AAA municipal bond-ratings and a broader, more stable tax base. The same could happen in metropolitan Detroit, which sorely needs to attract young people and entrepreneurs in order to fill the void left by the region’s dwindling manufacturing base. Elastic cities are less segregated and have fewer of the problems associated with concentrated areas of poverty. And though sprawl wouldn’t necessarily be reigned in, the region could finally adopt a sensible transportation policy to unite its businesses and residential areas. At the moment, suburban Detroit maintains its own bus system, separate from the city’s, and a planned $150 million light rail project, slated to run from downtown Detroit up the main thoroughfare of Woodward Avenue, would nonsensically stop at 8 Mile Road, the suburban border. That’s a formula to limit, not maximize, growth.

David Rusk, the former mayor of Albuquerque, has written several books (Cities Without Suburbs and Inside Game/Outside Game) about this subject. Rusk’s argument in both books revolves around this idea of “elasticity” which is the ability for cities to expand their boundaries. According to Rusk, more modern cities (particularly those in the South and West) have been able to annex more land compared to older cities like New York City, Chicago, and Detroit. With more land, Rusk argues these cities have lower rates of residential segregation, a broader tax base, and more beneficial outcomes.

Of course, these plans are not easy to implement. The trick is convincing suburbs that they should vote for annexation by the large city. Why would wealthier Detroit suburbs want to become part of the City of Detroit? Historically, such annexations in Midwest and Northeastern cities stopped in the early 1900s as suburbs no longer needed the city services big cities offered and the city was increasingly viewed as a dirty, problematic place.

The last city I recall reading about (in The American Suburb by Jon Teaford) that was able to successfully do this was Louisville, Kentucky. Teaford described how the city was able to convince the suburbs that the annexation would improve the city’s business standing, particularly through having a larger population.

The Atlantic piece suggests this annexation would be difficult to implement:

Michigan Governor Rick Snyder’s benign proposal to ease the ability of state counties to merge into loose metropolitan authorities has been a non-starter in the Detroit area. “I don’t think anyone would support it,” Wayne County Executive Robert Ficano told the Detroit News.

With a decreasing population (a “staggering 25% in ten years”), Detroit will have to make some decision about moving forward.

Declining number of children in San Francisco

The City of San Francisco is facing an interesting problem: a declining population of children.

Families that remain in The City are bucking the trend that has plagued San Francisco for years as the number of children — defined as people up to 17 years old — has dropped from 181,532 in 1960 to 107,524 today, according to the latest U.S. Census Bureau figures. The 2000 census counted 112,802 youths.

The decrease is disappointing news for city officials, who have attempted to counter the family-flight trend by creating more affordable housing, improving schools and cutting costs, such as a college savings account for kindergarten enrollees.

What is interesting in this article is that it is not said why having children in a city is so desirable. What if a city decided that it didn’t really want to attract families or children – would this be acceptable to Americans? Children cost money, not only to families but particularly due to schools and other city services.

I could think of a few possible reasons why not having children in a city would be a problem: this means that younger families who work in certain jobs and pay taxes will not be present, a lack of children suggests the city is not a “family-friendly” place which would cut down on tourist money, or children might be considered a symbol or sign of vitality and passing down the values of the city down to a new generation.

I wish the article said more about what San Francisco officials, including more than the ones involved in children-centered agencies, really thought about this issue.

Contracting Youngstown

With dwindling populations in Rust Belt cities (as an example, population loss in Chicago), some have suggested that urban contraction would be the best option. Youngstown, Ohio, which has dropped from a peak population of 170,002 in 1930 to 66,892 in 2010, has been demolishing empty houses and encouraging people to move to neighborhoods where more people live:

In 2006, the city abandoned all that. And Youngstown walked away from the most fundamental assumption of economic development and city planning: The idea that a city needs to grow…

But without the dream of growth, Youngstown just had a bunch of empty houses that no one was ever coming back to. So the city started demolishing thousands of empty houses…

The problem with shrinking cities is that they don’t shrink in a smart, organized way. It’s chaotic. Thousands of people will leave one neighborhood, and maybe a dozen people will stay behind.

So Youngstown has been offering financial help for those people left behind, offering to move them to a place with more neighbors.

The twist to this story is that a number of people were not interested in moving as they talked about how they had lived in their homes and neighborhoods for years. Due to this, the contraction plans have slowed down a bit. This is not too surprising: many people are attached to their homes and settings, even if presented with what outside observers would see as better options.

You can read more about this on Youngstown’s website. In their Youngstown 2010 plan, the first statement of the Vision talks about seeing the city as a smaller place:

1. Accepting that Youngstown is a smaller city.

The dramatic collapse of the steel industry led to the loss of tens of thousands of jobs and a precipitous decline in population. Having lost more than half its population and almost its entire industrial base in the last 30 years, the city is now left with an oversized urban structure. (It has been described as a size 40 man wearing a size 60 suit.) There are too many abandoned properties and too many underutilized sites. Many difficult choices will have to be made as Youngstown recreates itself as a sustainable mid-sized city. A strategic program is required to rationalize and consolidate the urban infrastructure in a socially responsible and financially sustainable manner.

If all goes well in Youngstown over the coming years and the city successfully transitions to a smaller city, they may just serve as a model for a number of other cities facing similar concerns.

It would be interesting to know how communities reach a point where they are able to truly realize that growth is not going to happen. Youngstown has been losing population for 50 years; what pushed them to the point of action in the mid 2000s? This is an important point to reach: cities and suburbs are supposed to grow over time. We have less clear ideas about communities that are on a slow decline – what do we do with the people there? Should we try to revive these communities? Can we admit that something went wrong? Is it acceptable or right to perceive places with massive population loss as “failures”?

Mayor Daley on campus

Influenced by his connection to former Speaker of the House Dennis Hastert, Chicago Mayor Richard Daley was on the Wheaton College campus today for a lecture and fundraiser. Daley gave the kind of speech you might expect at the end of a politician’s career: he highlighted his successes and how much he enjoyed being a public servant. Here are a few things that he said:

1. Chicago is a world class city. He cited a few recent publications (Standard and Poors, Foreign Policy) that have called Chicago a top ten world city.

2. Chicago has been successful because it was “never afraid of changing” and “never lived in the past.”

3. About government spending: the federal government doesn’t have to balance its budget while other forms of government (state, counties, municipalities) do. Government spending has to level off. To help America move forward: we “need confidence,” we need to move away from being “a country of whiners,” and we can compete if we all sacrifice a bit for the common good.

4. Daley said his biggest issue to face was the education system and he hopes the improvement of this system is his enduring legacy. When he first became mayor, he helped stop social promotion. The Chicago schools today teach Chinese, Russian, and Arabic to compete on the world stage. Teacher’s unions have a responsibility to give more (he cited their 6 hour contractual work day while also saying he knows lots of good teachers and he is not blaming them). He said, “education is the cure of all the social ills we have.”

5. The success of Chicago has always been a public-private partnership. He cited Millennium Park as an example. This is what is behind his efforts to make connections with China so that Chinese businesses will see Chicago as the friendliest American city to them.

6. He said he had worked with mayors in the Chicago region, throughout the state, and around the world to discuss common issues. He said numerous times that the common issues they face are not partisan issues.

7. When asked what advice he would give to Rahm Emanuel, he said something to the effect of don’t give advice to people if they don’t ask for it.

Seeing him in person, I was reminded that he can be quite funny, personable, and can connect with a crowd as an “everyman.” He consistently illustrated his larger points with personal stories and interactions he had. His policy recommendations seemed fairly centrist: better education, government has to add value or other contract out or privatize certain services, working together across the region is necessary, government has to work with business leaders to get things done, elected officials and all government workers (teachers, police/fire, etc.) have to work for the people. He told a number of jokes and also several times mentioned advice he had received from his father.

Some other issues were not addressed: the population loss in Chicago in the 2000s, the perception that the city has a crime problem (even though crime has been down – I thought he might highlight this as a success), budget problems in Chicago and where the money from privatization has gone (parking meter deal, the Skyway), corruption in city government, persistent segregation and inequality, the limited number of public housing and affordable housing units (even with the notorious projects, such as Cabrini-Green, being closed), Daley’s legacy of building (outside of mention of Millennium Park and Chicago as a world leader in “green roofs”), whether Chicago’s educationally system has improved dramatically or significantly, and regional issues that need attention such as congestion and expanding O’Hare.

Chicago’s population loss, neighborhood by neighborhood

After the recent news that Chicago lost about 200,000 residents between 2000 and 2010, the Chicago Tribune takes a look at how the population changed in each of Chicago’s 77 neighborhoods. Here are some of the trends:

Sixty of Chicago’s 77 neighborhoods lost population, according to the 2010 Census. The focus of the population growth was in the Loop, the Near South Side and the Near West Side, areas that experienced a boom in new residential high-rises and loft developments.

The city lost more than 200,000 people during the decade, many from predominantly black neighborhoods hard hit by crime and foreclosures. More than 27,000 non-Hispanic white residents, meanwhile, poured into the city’s downtown and surrounding areas.

On the Southwest Side, the number of Hispanics and Asians grew in historically white ethnic neighborhoods such as Bridgeport, Archer Heights, West Lawn, West Elsdon and Ashburn. White populations in those communities dipped.

So the population growth took place in two places: around the downtown where wealthier whites moved in and on the southwest side where Latinos and Asians moved in. Throughout the rest of the city, the population declined.

As the City of Chicago thinks about how to respond to these figures, should they focus resources on the areas that were growing (particularly the area around the Loop which is likely to get more attention) or figure out some way to boost the prospects of the 60 other neighborhoods that experienced population loss?
