Doing urban planning with driverless cars in mind

If and when driverless cars become the norm, how might places change?

The possibilities are dazzling. If self-driving cars lead to a significant drop in the number of vehicles on the road, parking garages could be turned into apartments or stores. Curbside parking could be converted into rainwater-collecting bio swales that help prevent sewers from backing up. Roads would narrow. Sidewalks would widen…

At IIT, such efforts crystallized in the “The Driverless City,” a 168-page book by Brown and fellow faculty members Lili Du, Laura Forlano, Ron Henderson and Jack Guthman, an adjunct professor and well-known Chicago zoning lawyer. The book serves up visions of the future that read like an update of Verne’s Victorian-era novels, which foresaw the advent of inventions such as submarines. Take this description of future commuting patterns, which is rendered in the past tense:

“On heavily trafficked arterial roads in Chicago and cities throughout the country, human driving faded away as driverless cars become more affordable and widely available. … Collisions and fender benders became rare events. … The clutter of omnipresent traffic lights gave way to smaller furnishings with embedded infrastructure that helped control the flow of vehicles.”

The book also offers a vision of how driverless cars might break down traditional barriers between street and sidewalk, nature and technology. Focusing on a proposed transformation of the South Side’s King Drive, the authors see parking spaces disappearing and vegetation sprouting in their place:

This sounds what like a number of urban planners (such as Jeff Speck in Walkable City) have been suggesting for years: the streetscape could be organized around pedestrians and social life on the street rather than on moving as many cars as efficiently as possible. Americans like their cars and many don’t seem to mind the required changes that must go with it – but this could force their hand regarding urban planning. While American communities are clearly designed with the car in mind, it is interesting that it would take a major technological advance – vehicles that can safely operate themselves – to finally tip the scales toward other street users.

More broadly, driverless cars will likely be sold to the public because of their safety but they could transform all sorts of areas.

When a suburb dismantles a plane in a homeowner’s driveway

You don’t see too many airplanes parked on the typical suburban street but this incident in New York may serve as a warning to those interested in just that:

A 70-year-old Long Island man who allegedly ignored 17 summonses calling for him to remove a plane parked in his driveway threatened to use a crossbow on town officials who dismantled it.

Crews spent most of the day Thursday disassembling the single-engine Cessna parked outside Harold Guretzky’s home in Oceanside, ending a 1½-year saga that pitted Guretzky against his neighbors and the town…

Town officials said housing the aircraft in Guretzky’s driveway violates building safety codes…

Last year, Guretzky likened it to parking a boat in a driveway and has said he didn’t have money to house the plane in a hangar. Some neighbors, however, said there’s no comparison.

What a production that included local officials giving a press conference in front of the plane in the driveway of street of raised ranch homes. The main reason given for removing the plane was safety but no one said exactly why it was a safety hazard. The owner compares it to a boat and the safety issues there could be similar: large gas tanks just sitting there. Presumably, he is not going to try to take off on the suburban street (though wide streets of many recent suburbs would help avoid clipping mailboxes).

My guess is that this is more of an eyesore/property values issue. For similar reasons, communities may not allow RVs or work trucks to be in driveways. Is a plane that is rarely used really more of a safety hazard than a large truck? However, it does look unusual (particularly with the wings spread out) and probably draws the ire of some neighbors who are worried about potential homebuyers or outsiders getting the wrong idea about the block.

One solution is for Guretzky to find a suburban airplane subdivision. They do exist: see the example of Aero Estates in NapervilleAero Estates in Naperville.

Highlights from Chicago region commuting report

Here are some highlights from a new Chicago Metropolitan Agency for Planning report on commuting:

Here’s what you may not know: DuPage County has the highest percentage of residents (5.7 percent) using Metra. DuPage beat out suburban Cook (4.6 percent), even though Cook has more rail lines…

A one-way commute for white or Hispanic workers was 29 minutes compared to 31 minutes for Asians and 35 for blacks…

During the morning rush at 8 a.m., 39 percent of trips in the region were to jobs, 21 percent were school-related and 34 percent fell into an “other” category. Those include shopping, errands, recreation or personal business.

But by 5 p.m., that “other” category surged by 33 percent. That means instead of going straight home, thousands more vehicles are on the roads during the evening rush headed to a variety of destinations or making multiple stops.

There is a lot going on with daily trips within a region with over 9 million residents. It is a complex system involving multiple modes of travel – driving (solo or carpooling), trains, buses, bicycles, and walking – across a lot of land. Given the number of ways things can go wrong, such as accidents between vehicles, perhaps it is impressive how well it works (or how much we all put up with it).

Two additional thoughts or things I would highlight:

  1. Look at the interactive map of trips by time of day. Couldn’t a lot of problems be resolved if fewer people were traveling between 7-9 AM and 3-6 PM? I know people have proposed staggering work times but this could be a much easier fix compared to keep expanding max capacity (particularly on roads, where adding more lanes just leads to more traffic).
  2. The larger number of trips in the United States take place between suburbs. A lot of attention in Chicago is focused on suburbs to the city but there is a lot that could be improved in moving people throughout the region.

Proposal to bury some of Lake Shore Drive and create more parkland

Chicago’s lakefront parks are impressive and a new plan suggests they could be enhanced even further by putting some of Lake Shore Drive underground:

At its heart, the plan would straighten out and bury Lake Shore Drive’s tight and dangerous Oak Street S-bend and would provide unfettered pedestrian access to 70 acres of newly created lakefront parkland, beaches, trails, and a breakwater island. The improvements would buffer the roadway from the routine abuse dealt by crashing winter waves as well as fix the dysfunctional Chicago Avenue bottleneck by removing traffic signals and adding new interchange ramps.

With a price tag reaching as high as $500 million, the project would be hugely expensive and would require the cooperation of multiple local, state, and federal entities like the various Departments of Transportation and the United States Army Corps of Engineers. Provided the massive undertaking is approved and funding can be secured, construction wouldn’t begin until at least the year 2020 and will likely take many years to complete.

The pictures look great (though they also include extending the beach even further into Lake Michigan). This could be a mini version of Boston’s “Big Dig” and that project turned out great for the aboveground landscape (based on several enjoyable experiences there in recent years). Additionally, the efforts to change the path of Lake Shore Drive around the Field Museum and Soldier Field (traffic used to split around these landmarks and now follows a single path further away from the lake) worked out.

While it is often better to do such large projects sooner than later as they only get more expensive and extend current problems, one could reasonably ask why it takes so long to bring up such ideas. Is it simply that it is often cheaper to think primarily of the road? Is it that planners in the past didn’t have sufficient foresight or that our standards of what is acceptable in terms of highways within cities has changed?

Will he or won’t he tunnel under Los Angeles?

Few tunnels get as much public attention as just the idea Elon Musk has to tunnel under Los Angeles to avoid traffic:

After being stuck in heavy traffic in December, the billionaire came up with a plan to create a giant tunnel under Los Angeles to ease congestion.

‘Traffic is driving me nuts. Am going to build a tunnel boring machine and just start digging…’, he tweeted…

Excavators working for the entrepreneur have already dug a test trench at SpaceX’s headquarters in Hawthorne, Los Angeles, Wired reported last week…

‘If you think of tunnels going 10, 20, 30 layers deep (or more), it is obvious that going 3D down will encompass the needs of any city’s transport of arbitrary size,’ he told Wired last week in a Twitter direct message.

I have a hard time envisioning how this could become useful for the general public. Musk would have to figure out something pretty spectacular to get the cost and time down. Or, one tunnel could open but it would be prohibitively expensive to use.

And isn’t there also an issue of freeing up land for entrances and exits from these deep tunnels? (Los Angeles might be a bit different if the tunnels are primarily for going through mountain passes.)

The difficulties of big protests at airports

Airports don’t often attract people for protests so the gatherings of recent days highlighted a few issues:

Moving hundreds of thousands of people to downtown streets for a march is one thing—getting people to an airport is a huge transportation challenge, especially in cities that don’t have adequate transit connections to begin with. In San Francisco and Los Angeles, transit authorities were coyly reminding protesters to use trains or buses to get to SFO and LAX.

Some airports reported delayed flights because crew members could not get to work, and heavy traffic was reported around many airports. Long-term parking lots and shuttles were filled with protesters, and passengers had to wade through sign-holding crowds to get to their gates.

So many New Yorkers were using the city’s AirTrain to get to the protest at John F. Kennedy International Airport (JFK) that security guards blocked people from boarding it until Governor Andrew Cuomo ordered Port Authority to let protesters through

The incident on JFK’s AirTrain also points to another challenge for an airport demonstration. Most airports are a checkerboard of public and private properties with both local and federal oversight. JFK’s international terminal, Terminal 4, which became ground zero for the protests nationwide, for example, is partly owned by Schiphol Cargo, the corporation that manages Amsterdam’s airport…

Globally, this type of “airport urbanism” is actually becoming the norm as airport design worldwide moves away from the fortress model of the past. While continuing to focus on security for boarding areas, new airports are adding more permeable spaces that serve both passengers and the greater public. Munich’s airport has a similar programmed plaza that inspired Denver’s.

It is unlikely that airports can be consistent centers of urbanism because many types of development do not want to locate near loud runways. At the same time, there is little reason why more airports can’t introduce more interesting spaces that give travelers, workers, and other visitors opportunities to relax, shop, and interact. For example, I really enjoyed the grand windows at the Seattle airport last August. (At the same time, that space was past security and wouldn’t be available to protestors.)

Protestors in recent years have shown more willingness to congregate in transportation corridors, whether highways or airports. Such tactics do tend to get people’s attention while also highlighting the lack of large public space sin many locales.

Ride the bus for a safer transit experience

A recent study of bus travel in Montreal suggests that it is a much safer experience compared to driving:

By perusing police reports from 2001 to 2010, they found motorists on these routes had more than three times the injury rate of bus passengers. Buses were also safer for people sharing the road. Cars were responsible for 95 percent of pedestrian and 96 percent of cyclist injuries on these arteries, they write in a presentation for this month’s meeting of the Transportation Research Board.

During the same time period in Montreal, nobody was killed while riding the bus, though 668 people were injured. (It’s unknown if that number includes bus operators, who are powerful magnets for abuse.) Meanwhile, auto occupants suffered 19 deaths and 10,892 injuries. Cars were linked to 42 pedestrian and three cyclist deaths, while buses were linked to four and zero, respectively…

In the United States car occupants have a fatality rate 23 times greater than bus passengers, while it’s respectively 11 and 10 times higher in Australia and Europe. They suggest getting more people on public transit could make a large impact on public health.

In terms of public health, the safety argument is compelling: without having to go all the way to self-driving vehicles for all, buses could be an important tool in reducing deaths. Yet, I’ve discussed before that I don’t think many middle- to upper-class Americans would choose to travel by bus in denser areas if they can afford to drive. I don’t know if the safety argument could overcome either (1) the stereotypes of riding the bus and (2) the inconvenience of the bus schedule as opposed to driving a car.

Perhaps what we need is for a city or two to experiment with a public campaign to boost bus membership with a safety campaign. Would residents find it compelling?

Imagine corporate highways with autonomous vehicles

Pair self-driving vehicles with highways that can coordinate their movement and corporations may be interested. More on those highways:

Amazon was awarded a patent for a network that manages a very specific aspect of the self-driving experience: How autonomous cars navigate reversible lanes…

In the patent, Amazon outlines a network that can communicate with self-driving vehicles so they can adjust to the change in traffic flow. That’s particularly important for self-driving vehicles traveling across state lines onto new roads with unfamiliar traffic laws…

The patent also indicates that the roadway management system will help “assign” lanes to autonomous vehicles depending on where the vehicle is going and what would best alleviate traffic…

The main difference is that Amazon’s proposed network would be owned and operated by Amazon, not each individual automaker. It also appears to be designed so any carmaker’s vehicles can take advantage of the technology.

We’ve seen highways funded or operated with private money. But, imagine a highway built and run by Amazon for the primary purposes of moving Amazon traffic. With the traffic management capabilities and the autonomous vehicles, you could reduce the number of required lanes, increase speeds, and cut labor costs. Roads still aren’t cheap to construct but this may be feasible monetarily in particular corridors.

Even better: an Amazon Hyperloop.

Making carpooling in America great again

A scientist discusses the issues that need to be solved for Americans to voluntarily carpool in larger numbers:

Maybe carpooling apps should let drivers set clear terms about the kind of behaviors they expect and encourage in their car, says Glasnapp. Maybe they permit conference calls and snacking, or maybe they’d prefer friendly, food-and-phone-free conversation. (Or total silence!) Riders should have the option to choose specific types of in-car experiences, too, with the understanding that the lower cost they are paying to carpool comes with a different set of expectations than does ride-hailing.

Technology has simplified the logistics of the rider/driver experience, says Glasnapp, but that sometimes comes at the expense of control. Most carpool apps offer specific time brackets during which drivers and riders can schedule rides—for example, on Scoop, morning trips have to be solidified by 9 PM the night before, and evening trips by 3:30 PM the same day, and matches are made after that deadline. That clarity is nice, says Glasnapp, but it’s almost too inflexible, since the system penalized him for making changes afterwards, and didn’t notify him if his ride offer had been accepted until after the cut-off. On the other hand, Waze operates its carpool system at any time of the day that drivers are on the road, which can be somewhat chaotic for riders’ expectations, says Glasnapp. The best carpool app will find a balancing point between structure and flexibility…

Finding the sweet spot for payment might be the most elusive goal for a great carpool system. Each app Glasnapp tested had their own approach to setting prices and payments for passengers and drivers: On Waze, riders pay a price that reflects the federal mileage reimbursement rate of $.54 per mile; this money is transferred directly to the driver. Lyft took the approach of setting flat fares, where carpool drivers earned up to $10, and riders paid anywhere between $4 and $10. Scoop pricing follows a similar model, and it also partners with local employers to provide discounted trips for riders, Glasnapp says. So long as drivers are still getting their cut, that’s an attractive strategy for all parties.

Even if the mileage rate is attractive on its face, though, the length of the journey has to match up to the driver’s expectation of fair compensation. If you’re already driving 40 miles to work, a request from a rider who is 17 minutes out of the way might require a pretty healthy compensation for you to accept—more than, say, the $10-and-under that a standard Lyft or Waze trip paid. “I think there is a magic number for every driver based on amount of inconvenience,” Glasnapp says. This is also sort of a chicken-and-egg problem—if there were more carpool drivers on the road, they wouldn’t be receiving such far-flung requests. But a great carpool app will need to nail the (highly individual!) question of pricing, so that more drivers want in.

A few other problems I could imagine:

  1. The lack of personal space. Is there a way to design carpool vehicles where each person has this own compartment? This would cut down on the problems of differences in behavioral expectations and have the passengers and drivers not even interact or possibly even see each other.
  2. Can everyone who wants to find someone to carpool with? I’m imagining it would be tougher for those with irregular work hours or who live in certain locations (or have unique paths). Would this be seen as a penalty for certain people for circumstances that may be difficult to control?
  3. Is the answer necessarily an app?
  4. The article suggests Americans have done this twice before – World War II and the 1970s Oil Crisis. This could be reassuring …or not. Might it suggest that Americans will only carpool when circumstances really demand it?

Cities using ride-sharing services to supplement mass transit

Several pilot programs in American cities take advantage of the rise of ride-sharing companies:

Transit agencies, perennially strapped for cash, have embraced these pilot programs as a way to save money and, potentially, provide better service. Outside Tampa, for example, the East Lake Connector bus cost the Pinellas Suncoast Transit Authority about $16 per person per ride. Riders paid $2.25 each. That route has since been discontinued. In its place, starting this month, riders will pay $1 for an Uber, Lyft, or cab ride from anywhere in the county to the nearest bus stop. The transit agency will achieve the low fare by providing a $5-a-head discount.

And here is some criticism for such efforts:

There are serious concerns with such programs: For starters, the savings are in part derived from trading public-sector employees like bus operators for low-wage stringers like Uber drivers. For the most part, though, the partnerships have made bad service a little better. In Pinellas, for example, the program emerged in response to a 2014 referendum in which local voters declined to adopt a 1 cent sales tax in support of transit.

But now that chain of cause and effect is being reversed. The rise of ride-hailing companies is increasingly viewed not as a fix for bad service but as its justification. It is invoked, as you might expect, in bad faith by conservatives who have advocated against public investment for decades. But even pro-transit politicians and officials have begun to see ride-hailing services as an acceptable substitute for public transit. As a result, cities across the country are making important decisions about transportation that treat 10-year-old companies as fixed variables for the decades to come…

We’ve known for a while that Uber is unprecedentedly unprofitable, its $60 billion-plus valuation notwithstanding. But as we begin to make policy decisions based on it and its competitors’ impact, we have to recognize that this state of affairs can’t last. It is not just the taxi cartel that makes conventional cab rides cost more than Uber rides. It’s the patience and optimism of Silicon Valley investors. Maybe Uber will continue its shift into shared rides, which (as a prior generation of transportation operators learned 150 years ago) are more profitable. Or robot cars will eliminate driver jobs, dropping the marginal cost of providing rides (though adding billions in capital expenditures). But in any case, whether it achieves its desired market share or not, the company will have to start raising prices.

This criticism makes sense: mass transit is all about economies of scale and having large numbers of people following more fixed routes. Failing to build infrastructure now means there will be reduced mass transit options in the future.

But, I think there may be a larger issue that undercuts this criticism: what if large numbers of Americans don’t want to use mass transit, either when given other opportunities or they have enough resources on their own to get where they want or they don’t want to pay for it through taxes and municipal funds? Even with plateauing driving in recent years, this doesn’t necessarily mean Americans want to sacrifice their mobility or personal space to use mass transit more. If this is true, perhaps driverless cars are the true answer for individualized mass transit – not ride-sharing – as they would offer personal space and mobility but without the hassle of driving oneself. Of course, this could also destroy mass transit as we currently know it…
