Beautiful. There are several dimensions to this:

1. The interplay of light and dark both from the sunlight as well as the darker roadway and the lighter desert.

2. The modernist twists of the highway ramps.

3. The smallness of the cars, a reminder of the limited lives we lead.

I know highways are concrete entities that lead to traffic and air pollution but I’ve always enjoyed seeing them from above.

Paris bans half of its cars from the streets in attempt to reduce smog

Certain places like Chinese cities or Los Angeles might have reputations for smog but Paris had to take drastic measures this week to try to reduce smog levels:

Paris on Monday banned all cars with even number plates for the first time in nearly 20 years to fight sky-high pollution but opted not to extend the measure after an improvement in air quality.

About 700 police officers were deployed to man 60 checkpoints around the French capital to ensure only cars with plates where numbers end with an odd digit were out on the streets, infuriating motorist organisations.

Public transport has been free since Friday to persuade Parisians to leave their cars at home, and at rush hour on Monday morning, authorities noted there were half the usual number of traffic jams as drivers grudgingly conformed to the ruling…

The government decided to implement the ban on Saturday after pollution particulates in the air exceeded safe levels for five straight days in Paris and neighbouring areas, enveloping the Eiffel Tower in a murky haze.

As the article goes on to note, this is likely a longer-term issue. Just how many cars and factories and other sources of air pollution can a large modern city handle before smog is inevitable? With over 12 million residents in the metro area, Paris has a lot of potential car owners.

It is interesting to note that there are motorist organizations in Europe. Such groups were particularly influential in the United States in the first half of the 1900s by advocating for the construction of roads and highways. In an era before the federal government was involved much in highway construction, some local governments responded more to motorists groups.

Financially troubled Chicago has to pay out more to reimburse drivers for pothole damage

Chicago doesn’t have much money these days but it will have even less after reimbursing drivers for potholes:

Mayor Rahm Emanuel has ordered the Chicago Department of Transportation to assign all 30 of its pothole crews to main streets on Mondays and Fridays to address scores of potholes in blitzkrieg fashion using a grid system.

The Chicago Sun-Times reported last month that the cash-strapped city has been hit with a blizzard of damage to vehicle claims thanks to a relentless barrage of snow, cold and wild temperature swings that has turned city streets into the surface of the moon.

Since the New Year’s Eve storm that buried Chicago in 23 inches of snow before a record-setting cold snap, CDOT crews have filled roughly 240,000 potholes…

At last week’s City Council meeting alone, there were 543 pothole claims introduced, nearly double the 280 claims introduced last month. During the March City Council meeting last year, there were just 61 pothole claims introduced.

Between paying more to patch potholes plus pay out claims, the cold and snowing weather is costing Chicago more money. It’s too bad this story doesn’t have any monetary figures about the pothole claims. Plus, how much is budgeted each year to pay out these claims and what happens if there is an outlier year (like this year)? Mayor Emanuel is quoted in this story saying this is why the city is trying to pave more streets during warmer months – indeed, constructing streets in certain ways in the first place and maintaining them adequately will cut down on pothole problems down the road. In this case, paying more upfront for the infrastructure of good roads in Chicago could save the city money later.

Photographing the class divide on LA mass transit

A photographer considers what is revealed at the bus stops of Los Angeles buses during late night hours:

J. Wesley Brown’s vivid nighttime portraits of bus riders are a refreshing look at a rarely seen side of Los Angeles. The city’s freeway interchanges are iconic, but for many Angelinos, these bus stop dwellers represent an even more authentic feeling of home.

Brown, 34, spent two and a half years roaming the city to shoot Riders, a series of fascinating portraits of ordinary people doing ordinary things. That might seem like a mundane topic, but Riders offers a commentary on the societal strata of Los Angeles.

“Riding a bus in L.A. is the most outwardly visible sign of class divide,” says Brown.

In shooting Riders, Brown found the movie posters in bus stop advertising sometimes offered a commentary on the scenes framed by the bus shelters. And his exploration of the city noted that poorer neighborhoods that don’t attract advertising dollars often don’t have bus shelters at all.

Los Angeles is known for its cars, highways, and driving. Yet, owning a vehicle is expensive and mass transit is a necessary part of life for those with fewer resources. The current LA Metro might not be as expansive as the once-extensive streetcar systems but a major city today can’t function well or serve its full population without at least some mass transit.

It sounds like the pictures also highlight one of the odd features of car ownership in the United States: outside of a few places, like Manhattan, many Americans would choose to purchase a car when they have the economic means. Whether this is because a car offers more independence or is a symbol of having reached a certain social status or mass transit is viewed as more lower class or a combination of these, attaining car ownership is an important part of American life.

Americans across social classes spend a lot on housing and transportation

Derek Thompson points out some interesting household expenditure data from the Bureau of Labor Statistics: Americans spend quite a bit on housing and transportation.

Families with radically different incomes—from lawyers and doctors down to high-school dropouts—all spend about half of it on homes and getting around, which suggests an historically tight relationship between marginal income growth and marginal spending growth on real estate and transportation. You get a raise, you shack up with roommates. You get another raise, you get nicer studio. A bigger raise and you move out to the suburbs and buy a house—commensurably increasing your spending on transportation (bigger car + gas).

This monopoly of housing/transit dominance is sticky for many reasons—America is big and has space for houses but zoning often limits development, leaving us with high relative housing prices and rents; suburban sprawl invites car ownership; infrastructure supports a car culture; our gas taxes are low and mortgage interest deductions are high; the list goes on—but it doesn’t have to be this way. Not every country spends half its income on homes and cars. They have other priorities, like the UK, where the typical family spends a walloping 20 percent of its income on the super-category of “fun stuff”: culture, entertainment, sports, alcohol, and tobacco. Or look at Japan, which spends more than twice as much as us on food consumed at home.

And where might this money go if it was not spent on these two areas?

Imagine what would happen if we didn’t spend $1 in $2 on houses and cars. It would be rocky for the real estate and auto industries who have come to rely on a steady stream of spending. But it would leave a lot of money left over other stuff—like smartphones, and dinners out with friends, and shoes whose fanciness belies our income level. This isn’t a vision of the future. It’s a description of the way a lot of young people live today, particularly educated twentysomethings who’ve moved to urban light areas (e.g.: newer subrubs within commuting distance of the city proper, like Arlington, Va.) where they can save on real estate, take public transit, and preserve enough of their lowish salaries to cobble together a connected and fairly social life outside work, if they have it. Maybe these trends are recession-era fads that will fade with the recovery. If not, it’ll be a big deal.

Owning a car and a home simply seem to be foundational features of modern America and the American Dream. The first offers independence and mobility. The second offers a private retreat from the harsh outside world and one’s own land to do as they please (though owners might choose to be part of homeowner’s associations that limit their options to enhance their property values). Being middle-class, a desired goal of many Americans, is tied to these two items. They also point to a person’s identity, representing one’s status and personal tastes.

All that said, Thompson hints at the possibilities if these foundational values (dating to roughly the 1910s and 1920s and then cemented in the prosperous post-World War II era when they became more attainable) fade and are replaced by others. It isn’t just an economic question of what happens to the auto industry or builders but rather a larger question about American social life: could be truly imagine an America without widespread praise and chasing after houses and cars?

Beijing air pollution said to be “barely suitable for life”

Bad pollution in Beijing is nothing new but a new report sounds a dire note:

Severe pollution in Beijing has made the Chinese capital “barely suitable” for living, according to an official Chinese report, as the world’s second-largest economy tries to reduce often hazardous levels of smog caused by decades of rapid growth…

The report, by the Beijing-based Social Science Academic Press and the Shanghai Academy of Social Sciences, ranked the Chinese capital second worst out of 40 global cities for its environmental conditions, official media reported on Thursday.

China’s smog has brought some Chinese cities to a near standstill, caused flight delays and forced schools to shut.

Beijing was hit by severe levels of pollution at least once every week, according to the 2012 Blue Paper for World Cities report. That was on top of a significant level of air pollution covering the capital for 189 days in 2013, according to city’s Environmental Protection Bureau.

While U.S. readers might marvel at this, it wasn’t too long ago that some American cities had a similar problem. Check out some of the pictures of 1940s Pittsburgh or read about the Donora Smog incident near Pittsburgh that killed 22 in 1948. Some of these issues persist today: Los Angeles, and other cities in California, still have persistent smog and particulate issues.

Los Angeles, the nation’s second-largest city, again topped the charts for ozone pollution, and finished fourth for particulate pollution such as dust and soot, in the American Lung Association’s annual national air quality report card, released on Wednesday…

In terms of air quality, California as a whole dominated the list of the most polluted U.S. cities, accounting for seven of the top 10 for ozone and eight of the top 10 for annual levels of particulate pollution, the American Lung Association said.

Nearly 90 percent of Californians, or 33.5 million people, live in areas plagued by unhealthy air, especially in Los Angeles, the so-called Inland Empire region east of the city, the state capital of Sacramento, and the agricultural heartland of the San Joaquin Valley, the group’s study found…

However, many California cities have shown steady progress on improving air quality, particularly the Los Angeles region, whose ozone levels have fallen by 36 percent since the organization’s first State of the Air report card in 2000.

Snow reveals why we clearly need parking stripes

I pulled into the parking lot this morning at my normal time and I saw a common winter situation: packed down snow (we got 5 or so inches overnight) covering the parking stripes meant drivers were at all sorts of angles and depths. It is a bit of a different lot – angled parking, sloped – but this is common across parking lots, including big box lots with straight parking, when snow obscures the pavement.

The biggest issue? Spacing goes out the window. Without lines to guide them, parkers are either too close or too far. Looking at the same lot later in the morning, it ended up where people are much too close together. In other lots I’ve seen this winter, people are further apart than necessary, pushing new parkers further out than necessary.

What might be solutions?

1. Some kind of glowing parking lines. This would have to be a strong glow to make it through snow. How about bioluminescent paint?

2. Heated parking lines. The cost might be prohibitive but it works for heated floors.

3. Pop-up parking lines. I’m not sure exactly how this would work with snow on top of them but perhaps they would be activated before the snow falls.

4. Parking lines that are more like rumble strips so people know when they are going over them. Again, having snow on top poses a problem.

There has to be someone working on this, right?

Traffic deaths predicted to be 5th leading cause of death in the developing world

Even as the conversation about safer autonomous cars picks up in the United States, traffic deaths are an increasing problem in the developing world:

It has a global death toll of 1.24 million per year and is on course to triple to 3.6 million per year by 2030.

In the developing world, it will become the fifth leading cause of death, leapfrogging past HIV/AIDS, malaria, tuberculosis and other familiar killers, according to the most recent Global Burden of Disease study.

The victims tend to be poor, young and male.

In one country — Indonesia — the toll is now nearly 120 dead per day; in Nigeria, it is claiming 140 lives each day…

In 2010, the U.N. General Assembly adopted a resolution calling for a “Decade of Action for Road Safety.” The goal is to stabilize and eventually reverse the upward trend in road fatalities, saving an estimated 5 million lives during the period. The World Bank and other regional development banks have made road safety a priority, but according to Irigoyen, donor funding lags “very far below” the $24 billion that has been pledged to the Global Fund to Fight AIDS, Tuberculosis and Malaria.

It sounds like while diseases are well known and relatively well-funded, not many people have caught on to the problems of traffic deaths. This is all about social construction: where are the Bill Gates of the world to come in and tackle traffic problems in poorer nations?

Perhaps this gets less attention it is because cars are viewed as things that may help developing countries improve: owning them means citizens have more economic power and have more independence to get around as well as help their own economic chances (can carry things around, etc.). Particularly from an American point of view, cars are generally good things. But, of course, cars bring other problems in addition to safety concerns: pollution (a huge problem in many large cities), clogged streets, and an infrastructure that may not be able to handle lots of new cars on the roads (maintaining roads, having enough police, driver training, cities that have to redevelop areas to accommodate wider roads).

It will be interesting to see if this gets more attention in the coming years. It is one thing to discuss longer-term consequences of cars like increasing pollution but it is another to ignore large numbers of deaths each day.

The American cities with the highest percentage of households without a car

As part of a look at the connection between education levels and car ownership, Derek Thompson includes this information about which American cities have lower rates of car ownership:

What do NYC, DC, Boston, and Philadelphia have in common? For one, they’re old, crowded cities with good (okay, decent) public transit. “The five cities with the highest proportions of households without a vehicle were all among the top five cities in a recent ranking of the quality of public transportation,” Michael Sivak, director of Sustainable Worldwide Transportation at Michigan, told WSJ.

That might be the most important, variable, but it wasn’t the first thing this graph reminds me of. When I see New York, D.C., Boston, Philadelphia, San Francisco, the first thing I think is: These are all the classic, even cliche, magnets for elite college graduates. 

So I compared the cities’ non-car ownership rates to their share of bachelor’s-degree holders. And it turns out there is a statistically significant relationship between being college-dense and car-light.

Then follows a correlation chart – but no number or measure of the significance of the relationship! If one is going to claim a statistically significant relationship, more information needs to be provided like the correlation coefficient and the significance level.

That said, larger Sunbelt cities don’t come out well, nor do smaller Northern or Midwestern cities. All together, these cities are more likely to have sprawl and not have the kind of dense downtowns like Manhattan or the Loop that supports a lot of workers traveling to a single area each day. There was less historical incentive in these communities to build mass transit (outside of commuter rail) and such services, particularly subways or light rail, are quite expensive to build today in more sprawling conditions.

Good question: “What Will Happen to Public Transit in a World Full of Autonomous Cars?”

The fate of mass transit is unclear in a world of all autonomous cars:

The question of what they’ll mean for transit was actually on the program this year at the Transportation Research Board annual meeting in Washington, where several thousand transportation officials and researchers met to talk about state-of-the-art asphalts, biker behavior, and the infrastructure of the future. In one packed session, I heard Jerome Lutin, a retired longtime New Jersey Transit planner, say something that sounded almost like blasphemy.

“We’re just wringing our hands, and we’re going to object to this,” he warned the room. “But the transit industry needs to promote shared-use autonomous cars as a replacement for transit on many bus routes and for service to persons with disabilities.”…

The implication in this raises (at least) two more questions: Exactly where (and when) will it make sense for people to use buses or rail instead of autonomous cars? And if autonomous cars come to supplement these services, should transit agencies get into the business of operating them? In my initial daydream – where shared self-driving cars are whisking us all about – it’s unclear exactly who owns and manages them.

Lutin sounds skeptical that transit agencies will be able to move into this space. “They don’t adapt well to change,” he says. They’re also governed by rigid mandates that limit what they can do. A mass transit agency can’t overnight start operating something that looks like a taxi service. Public agencies also must contend with labor unions, and labor unions likely won’t like the idea of replacing bus routes with autonomous cars.

This does seem to trade a public good – mass transit paid for by taxpayers and users – for private goods, autonomous cars owned by individual users. While we haven’t seen prices for driverless cars yet, I can’t imagine they are going to be too cheap at the beginning. Even a less appointed driverless car, say a Chevrolet Aveo, is going to need more complicated gadgetry to be autonomy. But, as this planner notes, Americans do tend to like more private transit options if they can afford it.
