How a growing suburb plans to remain “a small town at heart”

Many growing suburbs claim to still be small towns in spirit. Here is how the mayor of Warrenville makes this argument while explaining a new development:

At the September 21, City Council meeting, nearly unanimous preliminary approval was given to a new development that will occupy a 4.3-acre site adjacent to the Warrenville Library called Settlers Pointe. this moderate dense development will consist of 34 single-family homes, 14 two-story and 20 three-story units, selling in the $350,000 to $450,000 price range. I believe this project will be a wonderful addition to Warrenville on many levels, but there was a time when I would have viewed this development through a different lens, and because of its density, would have been adamantly opposed to it as “not in line with the character of Warrenville”…

In the case of Settlers Pointe, it will be good for Warrenville in many ways. It is an attractive development being done by an accomplished and quality developer (google David Weekley Homes) who knows the market. You have told us that a very high priority is economic development. Essential to that goal is “rooftops”. Businesses will not invest in areas without enough people to support them. these new homes will help spur the redevelopment of our downtown, something else you have given us as a priority…

Rural may no longer be geographically possible for our town, but we have resolved to remain a small town at heart. this is the “character” that you have consistently told us that is most important to you to enhance and preserve. It is independent of housing style or lot size. The people who choose to come to Settlers Pointe in Warrenville will do so because they see who we are and want to be one of us: small town folks enjoying the best of all possible worlds.

This explanation seems to me to be a bit odd given the relatively small size of the development – it is a small site though centrally located – yet the way it is made is similar to pitches I’ve seen in other suburbs in my research. Here are some key elements:

  1. Americans generally like the ideas of small towns. As this earlier post put it, American politicians push small town values in a suburban country. The vast majority of Americans live in urban areas – over 80% – yet they hold to older visions of community life. Appealing to small town ideals is a safe move.
  2. Broader social forces have pushed a community past its old identity and the community can’t go back. Once there is a certain level of growth or enough time has passed, “progress” is happening with or without us. (Of course, there are plenty of communities where they try to freeze things in time. See this example. But, those who support new development often say this can’t be done – and they’re probably right in thinking about the long-term.)
  3. New growth can be good, even as it contributes to change and a newer identity. Economic reasons are typically cited: business growth is good, an expanded tax base is good, new attention from potential new residents is good.
  4. The development under approval is not too different from what already exists. If there is a group fighting the project, they will argue otherwise.
  5. Even with change and growth, it is possible to hold on to the “character” or “spirit” of a small town. Local officials typically refer to the actions of residents and community groups, implying that people still know and care for each other. For example, Naperville leaders suggest their suburb with over 140,000 people still has this spirit.

Of course, these arguments are often challenged by residents who don’t see it the same way. NIMBY responses typically don’t want a community to fundamentally change; the way it is now is why those residents moved into town. But, some change is inevitable so perhaps these arguments are really about the degree of perceived change. Will this “fundamentally” alter the community? Is this a slippery slope? This can be the case with development decisions but significant change tends to come through a chain of decisions and these patterns are easier to diagnose in hindsight. (See Naperville as an example.) Residents can also feel relatively powerless compared to local politicians or businesses who have power to make decisions while local leaders tend to claim they are looking out for the good of the whole community.

Change is not easy in suburbs. And it is often a process that may look different in its physical manifestations even as the elements of the arguments made both for and against development follow some common patterns.

Chicago suburbs fight over new downtown development

New developments in suburban downtowns can bring praise and dissent as leaders and residents pursue different goals:

From northwest suburban Barrington to Clarendon Hills in DuPage County, a recent mini-boom in post-recession construction projects has sparked bitter battles over historic preservation and building heights and, in one case, a lawsuit by residents who claim a condominium project was illegally approved and would destroy their hometown’s quiet charms.

The stakes can be so high for community leaders that, in north suburban Highwood, officials have offered a local bocce club the chance to move into a new, $4 million facility in order to make way for a proposed five-story development. Yet where local leaders sometimes see a chance to revitalize aging commercial districts and bring in more tax revenue, existing residents and businesses often worry about what such changes will bring.

“It’s all a balancing act. How do you maintain the vibrancy of a downtown business district for the segment of the community that is clamoring for that, without destroying its history and everything that makes it a quaint village,” said Jason Lohmeyer, a recently elected Barrington village trustee…

Rachel Weber, an urban planning and policy associate professor at the University of Illinois at Chicago, said the conflicts that frequently erupt between pro- and anti-development factions pit residents fearful of any dramatic changes to their hometown against those who view new development as essential to a healthy local economy.

I have found similar stories in my own research on suburbs. Community leaders often want a vibrant downtown: it can bring in more tax revenue (increased sales taxes, more money through property taxes if the land is improved) and avoid a languishing or sleepy downtown (a black mark) while replacing it with a lively place that draws in visitors and boosts the community’s image. Improving the downtown might become particularly important as a suburb grows in size or if it runs out of open space. Residents may want some of these things as well (lower taxes are good, lively shopping entertainment and cultural options nearby might be desirable) but can often resist development that is out of scale or challenges the quaint look of the downtown. Some of this is hyperbole – one resident in this story claims a three-story condo building is a “skyscraper” – yet residents worry that the suburb that moved into won’t be the same suburb later.

There are several ways to summarize this process and I’ll conclude with my own take as a sociologist studying suburbs:

  1. This is just NIMBY behavior from suburban residents. Some residents act as if they would like to freeze a community in time right when they move in. (There is some truth to this.)
  2. Suburban leaders are determined to grow, even if the residents don’t desire it and their community can’t handle much growth. This would lean toward a growth machines explanation where leaders want to benefit from local deals and make their mark. (There is some truth to this.)
  3. A more comprehensive view: situations like this demonstrate the negotiated aspect of a community’s character. Although large or consequential discussions between residents and leaders are relatively infrequent, some of these discussions over important areas – like downtowns where many people feel they have a stake – can have long-term effects. Because suburbs privilege local control and residents often have some measure of social status (income, education, homeownership), these discussions are bound to happen at some point. Some suburbs will veer toward a quainter character, some will aggressively court new growth and transform their downtown, and others will try to pursue a middle path of growth that matches the community’s character. Yet, these discussions are important to track and analyze if we want to understand how suburban development happens and how it matters for later outcomes.

Luxury apartments with Cabrini-Green heritage

A new luxury apartment building on the location of the Cabrini-Green public housing high rises appears ready to build on the site’s heritage:

A new luxury apartment tower at 625 W. Division Street is set to open this autumn, delivering 240 new rental units and 5,500 square feet of retail space to the former Cabrini-Green area. And instead of fighting the neighborhood’s name or trying to rebrand it as something else, developer Gerding Edlen is perfectly fine with describing the area as Cabrini-Green. In a press release, a Gerding Edlen rep states that they are very well aware of what is happening in the area and want to embrace the neighborhood’s past. “With Xavier, we had an opportunity to be part of the continued story of this neighborhood,” their Director of East Coast and Midwest Acquisitions Matt Edlen says, “We are particularly conscious of this neighborhood’s rich and long standing history, and feel the project will have positive long-term impacts on the area.” In embracing the area’s history, Gerding Edlen might help other developers come to terms with and accept the Cabrini-Green name and the neighborhood’s next chapter—which is looking to be dominated by high-end rental towers.

Designed by GREC Architecture, the 18-story tower dubbed Xavier is not unlike many other luxury towers being built throughout the greater downtown area. It’ll boast many upscale amenities such as a fitness center, both an indoor and outdoor dog run area, an outdoor terrace and pool deck and a rooftop lounge space. The LEED Gold-certified tower will also include some high tech offerings like electric car charging stations, and its units will feature finishes made some sustainable materials and Nest thermostats.

Presumably, the new building will be cast as part of the rebirth of the neighborhood. New residents can be part of something new. But, how exactly do the luxury apartments fit with the legacy of the public housing project (which could be remembered by different people for their crime, lack of maintenance, a land grab by the city) or even with the Little Sicily area that preceded the high rises? (Hence the name borrowing from Saint Frances Xavier Cabrini, the patron saint of immigrants.) Who exactly gets to decide what the new neighborhood will be called – new developers, former residents, others? Location names aren’t just geographic; they have social connotations that often do not change quickly.

Those opposed to the teardown of the high rises might see this as another instance of whitewashing history by removing public housing residents from the public eye. In a few years, perhaps Cabrini-Green will simply mean another luxury apartment neighborhood outside of Chicago’s Loop.

Reflecting on McKinney, TX as Money’s Best Place to Live

Following the pool incident McKinney, Texas, one former resident thinks through how the event matches Money‘s claim that it is the Best Place to Live in the United States:

Before this month, the last time McKinney made major news was in the fall, when it was named the best place to live in America by Money magazine. It’s among the fastest-growing cities in the country, and lately big companies have infused the region with thousands of jobs in fields such as energy and aviation. Starting this year, Money wrote, every high-school freshman in McKinney would be issued a Macbook Air to aid in his or her studies.

“Underlying McKinney’s homey Southern charm is a thoroughly modern city,” the Money story gushed…

But the events of recent weeks suggest that even as McKinney has boomed and prospered, some of the more repressive aspects of small-town thinking persist. Perhaps now that so many have come to McKinney to claim what they feel is theirs—a better job, a bigger house, a more private swimming pool—people feel more entitled than ever to push away anyone unlike themselves. Perhaps some cops believe they have an even bigger mandate to crack down on those who pester the well-heeled. Adults at the pool were reportedly telling the black children to “go back to Section 8” housing, and in the aftermath of the incident, local homeowners defended the police. “I feel absolutely horrible for the police and what’s going on… they were completely outnumbered and they were just doing the right thing when these kids were fleeing and using profanity and threatening security guards,” one anonymous woman told Fox 4 in Dallas…

McKinney, more modern than ever, isn’t always recognizable as its former, sleepy southern self. (The Money article speaks of its art galleries, boutiques, and, oddly, shoe-repair shops.) But becoming a “thoroughly modern city” doesn’t just mean a job at Raytheon and access to craft beer. It implies compromise and integration. It requires an understanding of the fact that, in order for a newly rich town to keep growing, it needs a diverse environment in which every person feels at home. When McKinney tops the rankings as the best place to live, it’s worth considering for whom, exactly, that’s actually true.

A few thoughts:

1. Even the best places to live have ugly incidents. This reminds me of Naperville, Illinois which was ranked several times in the top 5 places to live by Money but which has some high profile crimes in recent years. Granted, the crimes were rare. But, Naperville has also dropped to #33 in the rankings.

2. Rapid population growth always comes with adjustments to the character of a community, particularly for suburbs. As late as 1990, McKinney had a population of just over 21,000. There will be rifts between old-timers and new-comers, people who remember when they could know everyone and those who are used to anonymity, those who resent new developments and others who like the new housing options. New populations will arrive – McKinney is over 10% black and over 18% Latino. The suburb will wonder how they can have a single community – and maybe this isn’t possible any longer.

3. Quality of life issues are huge in suburbs. Protecting private property through homeowners associations (and their private pools and security guards) and expensive housing (often leading to separate parts of town based on housing values) is common. Of course, there are places within suburbs where people across these divides do come together. But, the emphasis is often on private lives and avoiding open conflict with other suburban residents.

When Silicon Valley communities have too many tech jobs, new residents

Many communities would love to have a tech company headquarters in town but what happens if that company is Google and it brings many residents and employees?

Google owns or leases about 7.3 million square feet of office space in Mountain View — roughly equivalent to three Empire State Buildings. That includes most of the property around its headquarters on the north side of the city near Highway 101, which cuts the length of the valley, according to Transwestern, a commercial real estate brokerage.

That success has brought Mountain View loads of tax dollars and a 3.3 percent unemployment rate, as well as skyrocketing home prices and intolerable gridlock. Good and bad, tech is responsible for most of it: Technology companies account for 27 percent of the jobs in the Silicon Valley region, compared with 7 percent in California and about 5 percent nationally, according to Moody’s Analytics.

The result is an existential argument that pits residents who want to halt the city’s growth against people who think Mountain View needs to grow up and become a real city.

Mountain View, about 40 miles south of San Francisco, has close to 80,000 people; with its strip-mall thoroughfares and streets of single-family homes, it looks like a sleepy suburb. But since hiring has boomed, the city’s roads swell with commuters during the morning and evening rush.

While this may get extra attention because it involves Google (does that do no evil pledge apply to the communities in which its offices are based?), this is a question that many suburbs face at one point or another. When new developments are proposed, whether commercial, industrial, residential, or something else, how might these change the existing character of the community? Jobs are often seen as good things: they provide employment and the buildings for employees generate property tax dollars, reducing the dependence on residential property taxes. Yet, what if those same jobs lead to new office parks that take up a lot of land, new infrastructure needs such as roads, water and sewer lines, and schools, and an influx of traffic? Or, what if such jobs require tax breaks or special deals for a single business or industry?

Two possible outcomes here (and this is not an exhaustive list):

1. Why aren’t urbanists calling for companies like Google to move to large cities? A lot of the issues with infrastructure and space could be more easily absorbed by a major city. Three Empire State Buildings worth of space is still hard to come by but Granted, this hasn’t gone smoothly recently in San Francisco but developing new land leads to particular challenges, especially in places used to a smaller population.

2. At some point, Google could go the way of other companies and organizations and start making demands to push Mountain View to accept what they want. The end of the article hints at this; if Google brings in a lot of new employees, they could even sway local elections. Could Google hold the suburb hostage to get what it wants?

Naperville mayoral candidates concerned about teardowns, infill development?

A quick overview of the six candidates interested in running for mayor in Naperville suggests at least a few are concerned with teardowns and infill development:

Councilman Doug Krause, a 66-year-old real estate broker, has been serving on the City Council since 1989 and ran unsuccessfully for the city’s top spot in the past. He said the city needs to be careful with infill developments, “making sure (they’re) compatible with the surrounding neighbors.”…

Retired Carol Stream firefighter Marty Walker agreed, saying the city must support both large and small businesses. Walker, 62, has been volunteering with Naperville events like Ribfest and Last Fling and said taking on the job of mayor would be a way to “continue to help people.”

Jim Haselhorst, a 54-year-old dental office manager who volunteers through the Naperville Jaycees, said he is entering the race because he feared several of candidates may not be as committed to the job as Pradel has been. He too, listed development as a major issue, especially in light of teardowns and rezoning in recent years.

“It’s a challenge to maintain a family-friendly environment in a way that keeps the nature of the city, the character of the city, intact,” he said.

While it is still early in the process, I believe these comments are quite indicative of the state in which Naperville finds itself today. It is built-out, meaning that there is little to no open land available for development. The city is large but has a high quality of life, as indicated by its recent ranking as the 33rd best place to live in the United States. The downtown is quite attractive – with plans underway to expand across to the south bank of the DuPage River – and there is still a thriving high-tech corridor along I-88.

Given these conditions, the statements by the mayoral candidates make a lot of sense: how can a mature community encourage growth (enough to pay for the good quality of life without having to raise taxes too much, keep its reputation as a thriving place) in such a way that its good character (wealthy, lots of good-sized single-family homes, family-friendly) is preserved? This will be a delicate balance but one that will go a long way to determining the Naperville of the next 50 years.

Naperville considering 8 new rules to limit bar and alcohol problems

Naperville may just be a victim of its own success: the city is looking at 8 possible regulations intended to limit problems related to bars and alcohol.

“I don’t think anybody here could deny this is detracting from the Naperville brand,” council member Robert Fieseler said about “the whole rowdiness thing.” “We can do something about that.”

Drawing from a liquor service best practices manual developed a year ago and recommendations the liquor commission made last week, the council asked for documents to be drawn that would restrict drink sizes, limit discounts on drinks, regulate shot sales, require additional training for security and prohibit entry to bars within one hour of closing time.

The council also asked staff members to research ID scanning technology with a goal of requiring bars to install it by May 1, 2015; to prepare a list of police statistics that should be analyzed as part of a review of night life activity; and to create a plan to train security personnel at bars in conjunction with the training program the police department already mandates for servers…

The eight regulations the council supported Tuesday do not include reductions in bar hours, which drew opposition from bar owners and the Naperville Area Chamber of Commerce.

An interesting set of regulations ranging from more education for bar owners and workers to limiting the size of beers from a maximum of 24 ounces to 20 ounces.

This could be viewed from multiple perspectives. One is a concern with safety. There have been some violent acts, public drunkenness, and a recent car crash that killed two young adults. But, I think the more important perspective – which doesn’t preclude the importance of safety – is the image of Naperville. Few communities, particularly well-off suburbs, want to be known for incidents related to bars, alcohol, and related violence. This is the same reason many communities prohibit tattoo parlors in their zoning laws: the image of such places do not lend themselves to a family-friendly atmosphere. Could such incidents in downtown Naperville stop people from moving to the suburb or hinder them from spending their money in the downtown? Even if the answer is no, this is the sort of risk a suburb like Naperville does not want to take.

Naperville responds to the claim it is a snobby mid-sized city

Movoto recently named Naperville the 4th snobbiest mid-sized city in America. Here is their short description of the suburb:

If this place seems like a bit of an odd man out on our list, don’t be fooled. Naperville had the second highest household income, and over 66 percent of locals had a college degree, so these are some world-wise and wealthy people. Plus, they’re able to congregate together in their seventh place country clubs, probably to sample wine and discuss recent stock market trends.

This city may not have the highest ranking in refined restaurants, but it does have a somewhat refined palate. If you don’t believe me, you can try the cuisine at Morton’s The Steakhouse and you’ll know for sure you’re in a place all about class. Just be sure to bring a well packed wallet, these savory steaks do not come cheap. Who ever said the best things in life are free? It definitely wasn’t Naperville.

And here are two responses from Naperville residents:

1. Naperville Mayor George Pradel said:

Longtime Mayor George Pradel, considered by many to be the city’s most ardent booster, took a glass-is-half-full approach to news of the city’s snob ranking.

“I’m taking a positive attitude toward that. Actually it puts Naperville on the map again,” Pradel said. “Naperville is a great city. I think we are very fortunate to have us be recognized.

“If you look at their statistics, the background, homes, income, education, one could assume that this could be a snooty area. But it’s not until you actually get out in the community when you find out that’s really not what’s happening here,” he said. “That’s just kind of looking at it on the surface. You find that this is a very, very friendly city and people care about each other.”

Pradel echoes a claim a number of city leaders have made over the years: Naperville may be large and have money but what really sets it apart is its community spirit. Often invoked is the community’s efforts to build Centennial Beach in the early 1930s and then the volunteers that started the Riverwalk in the late 1970s. In other words, Naperville still has the spirit of a small town even though it no longer looks like one.

2. A Naperville resident wrote an op-ed for the Chicago Tribune that took a different tack:

To those of us who know the real Naperville, this is character defamation. Naperville, now a bustling suburb, was filled with rows of corn and old barns just 20 years ago. I’m in my late 20s, and the Naperville I grew up in was open land peppered with old strip malls and newish subdivisions. There is now less open space and there are more McMansions, but the Naperville I know is still comparable to most Midwest suburbs — packed with minivans, soccer practices, block parties, well-manicured lawns and chain restaurants.

Naperville isn’t North Shore affluence. Many label Naperville as “new money” — and this seems at least partially true. A majority of my classmates and friends from Naperville had parents who came from humble beginnings and worked hard to achieve their place in an upper-middle-class income bracket. This sounds more like the American Dream than snobbery…

Movoto ranked only “midsized cities.” The top snob list only includes towns with populations of 120,000 to 220,000 people. That means Chicago suburbs such as Hinsdale, Winnetka, Lake Forest, Glencoe and Barrington weren’t contenders in the competition. Just saying.

Also, Movoto is on a ranking spree. The site has ranked the happiest, most exciting, safest and most creative cities in America and is now doling out these individual rankings state by state. It recently dubbed Rolling Meadows and New Lenox as the “most boring” towns in Illinois. Well, who crowned Movoto as the all-knowing king of rankings? Not fair, I say. I bet people in New Lenox have fun sometimes.

Instead of appealing to the great community, this op-ed applies a scattershot defense. First, Naperville isn’t really that different than many suburbs because it still had open land nearby several decades ago. There may be some truth to this – as late as 1980, Naperville had just 42,000 residents so much of the explosive growth has happened since then, particularly by 2000 when the suburb had over 128,000 residents. Second, Naperville isn’t like old-money snobby Chicago suburbs, whether that is small North Shore suburbs or other pockets west of the city. Third, one could question the methodology of determining whether a suburb is snobby.

All together, I would suggest Naperville is unusually large and wealthy for a suburb. Traditionally, wealthier suburbs have been small, geographically-restricted areas where residents can protect their zoning and community character. But, Naperville has both size (around 144,000 residents over 39 square miles) and wealth (median household income over $108,000), drawing upon white-collar businesses and research facilities that moved in or nearby after World War II and annexing a lot of land. But, whether all of this makes a community snobby is much harder to measure. On the ground, suburbanites have perceptions about which communities are more or less snobby and as the op-ed above suggests, Naperville residents might often look to other suburbs as more snobby.

Just to note: this isn’t the first time such claims have been made about Naperville. I remember seeing one response to similar claims a decade or so ago that asked whether it was so bad that Naperville residents just wanted the best in life and in their community.

Determining whether “Boston Strong” has run its course requires more than a few interviews

The “Boston Strong” motto has been ever-present again this week – and one journalist suggests some Boston residents want to move on.

Inventory manager Make Nash, a resident of Boston’s Jamaica Plain neighborhood, is among those who have heard enough of the rallying cry.“Forget ‘Boston Strong.’ Be strong!” he says…

Freelance journalist R. Brock Olson disputed the idea that a hashtag slogan can hold the capacity to heal in a post titled “We are not #BostonStrong” on his “View From Boston” blog this week, which was republished on Salon on Friday.

“The #BostonStrong meme betrays our insecurities. If we were strong, we would not need to remind ourselves,” he wrote.

Two instances of people who want to move on from the slogan. At the least, the article might suggest there is disagreement about how long the term should be used. Yet, the article provides little evidence either way that these are sentiments held by a lot of residents or just a few.

This is a good example of the difference in approach by journalists and sociologists. While there may be some signs of discussion in Boston – and it is hard to know this without being there – sociologists would tend to want more evidence. How about a survey in the metropolitan region about the term “Boston Strong”? Couldn’t such a question be included in a survey about how residents feel about the bombings, whether they feel safer today, and whether there is still a sense of solidarity in the region? Or, if a survey with a representative sample of the region isn’t preferred, how about more interviews rather than a few for or against the motto?

Steps for cities trying to brand themselves

Most cities would love to attract more business and visitors and thereby expand their tax base. But, how can cities brand themselves today amidst so much competition?

Cities of varying sizes struggle with two related, but seemingly opposing, global and local forces. At one level, every city would like to benefit from the global flow of capital and the emerging landscapes of prosperity seen in “other” places. At another level, to be a recipient of such attention, a city has to offer something more than cheaper real estate and tax benefits.

What cities need is a sense of uniqueness; something that separates them from other cities. Without uniqueness, a city can easily be made invisible in a world of cities. In other words, without defining the “local,” there is no “global.” Here is where identifying a coherent message about a place, based on its identity, becomes crucial. One of the major challenges facing many cities, small and large, is how to make themselves visible, and how to identify, activate, and communicate their place identity – their brand – through actions.

The challenge of urban branding is that cities are not commodities. As such, urban branding is not the same as product or corporate-style branding. Cities are much more complex and contain multiple identity narratives; whatever the business and leadership says, there are other local voices that may challenge the accepted “script”. In fact, while city marketing may focus mainly on attracting capital through economic development and tourism, urban branding needs to move beyond the simply utilitarian, and consider memories, urban experiences, and quality of life issues that affect those who live in a city. A brand does not exist outside the reality of a city. It is not an imported idea. It is an internally generated identity, rooted in the history and assets of a city…

To make a city visible takes more than a logo. The future of a city region depends on a diversity of political, managerial, community and business leaders who will participate and sustain a process that will lead to an inclusively created brand, followed by actions that embrace it. Cities without articulated identities will remain invisible, lamenting at every historical turn the loss of yet another opportunity to be like their more successful neighbors.

The primary parts of this argument are: (1) have a cohesive and dynamic set of local leaders; (2) identify and/or develop a key unique feature or identity to build upon; and (3) focus not just on economic factors but cultural scenes. I don’t know that these have changed all that much in recent decades though the second and third pieces may seem more difficult today due to increased competition, both for perceived limited resources and the reality that cities now compete against a wider set of cities. Boosterism has been a consistent dimension of American cities for a long time but their status anxiety may have increased in recent decades.

I wonder if part of the branding issue today is defining what makes a city successful. What should the average city strive for in terms of development? Is it better to shoot for the moon? Should a city set more realistic goals? Is it okay for many leaders to be more of a regional center appealing to a more immediate population or should everyone go in on a global game? Is this about increasing population, having more tourists, attracting more businesses, rehabbing rundown neighborhoods, being able to pay their own bills, a combination of all of these or something else? Communities have all sorts of narratives they tell about themselves that can range from the stable community that pays its bills to a friendly, helping place to the city that has all of the quality of life amenities to the suburb that has a disproportionate of valuable white-collar jobs. Some of this branding/narrative development/character happens in relation to other cities geographically nearby or in a perceived similar category (Chicago might compare itself to New York City but they compare themselves to cities like London and Tokyo) but there is also an internal dimension they may not be intended for outsiders.
