“Detroit Suburbs Harder”

A store in the Detroit suburbs is now selling shirts with this phrase: “Detroit Suburbs Harder.”

Detroit Hustles Harder. Three words. A mantra that swaggers at you, bearing an unflinching gaze. A saying that suggests only one answer — just put your head down and work…

Now the Triple Threads t-shirt and printing company in Clawson want some of the myth-making. Thanks to a tip on Facebook, we saw a photo of a new top they’re hawking — “Detroit Suburbs Harder.”

There are some obvious questions here.

How exactly does one ‘suburb?’ Does this verb describe the act of enjoying a lunch in downtown Birmingham or raking leaves in Northville? Or is it a political philosophy eschewing mixed-use development and building re-use for more roads and far-flung McMansion developments?

Assuming “Detroit Suburbs Harder,” does that mean that our suburbs are more suburb-y than those of Atlanta? Are we out-suburbing Orange County and Chicagolandia? Was there a contest here I wasn’t aware of?

And if “Detroit Suburbs Harder,” is this shirt a companion wardrobe piece for people in Detroit who already hustle harder, or a philosophical distinction? Is ‘suburb-ing’ now supposed to be the opposite of ‘hustling?’

Perhaps this isn’t the meaning at all but here is a possible sociological/historical answer: Detroit may indeed be a poster city for suburban development in the United States, particularly for Northeastern and Midwestern cities (even as the prototypical region for suburbs is probably Los Angeles). While Detroit tends to garner attention for its Rust Belt demise in the last half century (see here and here), the suburbs have done decently well. In other words, while the core of the region has experienced difficulty, the suburbs go on. Detroit is known for “white flight” and segregation though recent data suggests more blacks are now moving to its suburbs. The fate of urban Detroit may still be bleak (particularly financially) but its suburbs might hold out for much longer.

Mixing PhD work in sociology with photography of struggling cities

I would think it could be a huge asset if you could match your graduate work in sociology with good photography of your research subject. Here is a PhD student in sociology who also does photography in struggling cities:

You don’t often come across a photographer who’s also a Ph.D student in sociology, but it makes sense when you look at David Schalliol’s work, especially his images of Detroit’s dilapidated housing and Chicago’s struggle to rebuild its housing projects, a series made in conjunction with the Chicago Housing Authority’s ongoing “Plan for Transformation.” The plan has been in effect since 2000 and Schalliol has been documenting the unending cycle of demolition, construction and reoccupation since 2003. Instead of reusing existing public housing projects, Chicago has been tearing everything down and starting fresh, which sounds good until you consider how wasteful and environmentally irresponsible that tear down/build up method of construction really is. This series seeks to address this discourse by acknowledging the city’s problems but then complicating them through close examination of the urban landscape. I approached the project as a sociologist and photographer who principally works on Chicago’s South and West Sides in order to use previous experience as a foil to the dominant discourse. My expectation was that an understanding of the discursive processes by which much of Chicago is oversimplified would help illuminate the even more misrepresented Motor City.

I’m glad these photographs are taken, if just for the fact that these images will be unknown to the younger generations and their vision of Chicago and/or Detroit could be quiet different.

I still wonder how much professional opportunity sociologists have for pairing scholarly writing with visual images (photos, documentaries, recordings). Many journals are very limited in this way though you might think with the easy access to the Internet, journals could include more interactive and on-the-ground elements or that sociologists themselves might make this work available with their writing. I know some documentaries are screened at ASA meetings but many of these are not made by sociologists plus these sessions are more diversionary than part of the core of the meetings. Without incentives for including such elements, many sociologists may not even think about it.

Austerity in the suburbs: turning off and ripping out the lights in Highland Park, Michigan

As many suburbs face budget shortfalls, some have instituted new measures. While California communities drew attention last year for contracting out services previously provided by the city, the Detroit suburb of Highland Park is trying another option: turning off and ripping out the street lights.

But when the debt-ridden community could no longer afford its monthly electric bill, elected officials not only turned off 1,000 streetlights. They had them ripped out — bulbs, poles and all. Now nightfall cloaks most neighborhoods in inky darkness…

Highland Park’s decision is one of the nation’s most extreme austerity measures, even among the scores of communities that can no longer afford to provide basic services.

Other towns have postponed roadwork, cut back on trash collection and closed libraries, for example. But to people left in the dark night after night, removing streetlights seems more drastic. And unlike many other cutbacks that can easily be reversed, this one appears to be permanent…

The city’s monthly electric bill has been cut by 80 percent. The amount owed DTE Energy goes back about a decade, but utility executives hesitated to turn off the juice…

Most of the 500 streetlights still shining in Highland Park are along major streets and on corners in residential areas. DTE Energy has listed the city’s overdue bill as an uncollectable expense.

It would be interesting to hear what else the community has had to do or has considered in order to lessen the $58 million budget deficit.

While it is certainly a shock to have street lights torn out, I wonder how much of an effect this will actually have. It sounds like lights have been retained at certain places for traffic safety. I vaguely recall reading a piece at The Infrastructurist that suggested street lights on residential streets are there more for nervous residents than actually for reducing crime or improving traffic safety.

The description of Highland Park, losing more than half of its population between 1980 and 2010 plus a 42% poverty rate, suggests that this is an inner-ring suburb. While Detroit is notorious for struggling, many inner-ring suburbs are facing similar issues: once prosperous, the issues facing big cities have moved beyond their boundaries. These suburbs often have limited tax revenues and increasingly poor residents. How can they compete with the big city (if it happens to be at least somewhat thriving) or suburbs further out that have more modern amenities and wealthier populations? This is why people like Myron Orfield suggest that we need more metropolitan revenue sharing in order to help these communities survive and have hope for turning their fortunes around.

Of the suburbs that have had to turn to more drastic measures to close budget shortfalls, how many of them are inner-ring suburbs? Do these places share other characteristics? I would assume many wealthier suburban communities haven’t had to consider such options yet.

A proposal to unite the Great Lakes region

The idea of the megapolis describes uniting metropolitan regions. But what about bringing together an entire region? A Chicago architecture firm has made a proposal to bring together both the American and Canadian sides of the Great Lakes:

The bi-national blueprint from Chicago-based Skidmore, Owings and Merrill is still in its infancy, but the concept has garnered support from several mayors in Canada and the United States. The proposal calls on the two nations to re-imagine the Great Lakes and St. Lawrence River region as a shared space, where Canadians and Americans work together to protect waterways, ease traffic congestion, promote tourism and develop new economic ventures…

The bi-national vision, presented this week at a global green-building conference in Toronto, isn’t so far-fetched. The Brookings Institution in Washington and Mowat Centre in Toronto have been studying the idea, consulting 250 business, government and community leaders. The public-policy think tanks will present their regional blueprint at an international Great Lakes water-quality meeting in Detroit next week…

The Great Lakes-St. Lawrence River region is massive, encompassing Ontario, Quebec and eight U.S. states. It contains about 84 per cent of North America’s fresh water and almost 18,000 kilometres of lake frontage. Nearly a third of Canadians and about a tenth of Americans live here, in more than 15,000 towns and cities…

But with the manufacturing sector waning in many parts of the Great Lakes and glum forecasts of a deepening economic downturn, Mr. Hjartarson says the region should forge closer ties to capitalize on its assets. Those would include top-notch educational institutions, a wealth of corporate head offices and a population of 105 million people. New industries could be created through stronger co-operation. Mr. Enquist, the urban designer, points to renewable energy and green technology as possible opportunities for the region.

This article seems to suggest that environmental concerns, such as clean water and air, would provide the backbone for this partnership with later opportunities for joint infrastructure and economic initiatives.

My biggest question: how in the world could all of the government bodies agree so that things could get done within this partnership? Take the Chicago region as an example: there are many separate taxing bodies so putting together regional plans is very difficult. This proposal would up the ante, putting together many metropolitan regions, Chicago, Milwaukee, Grand Rapids, Detroit, Toronto, Cleveland, Toledo, Buffalo, Hamilton, Montreal, Quebec, and more. And this doesn’t even account for two different nations that would need to make concessions for the region rather than national interests.

On the other hand, this sort of proposal  should be applauded for pushing a new way of thinking about things even if they may be difficult to implement. It could lead to some interesting questions. Again taking Chicago as an example: is Chicago more tied to other Midwestern cities like St. Louis, Indianapolis, Minneapolis, and Omaha or more to Great Lakes cities?

It is also intriguing that this proposal comes from an architecture firm. Have urban planners or government types not thought of something like this?

An argument for expanding Detroit rather than contracting it

In the last few years, a number of commentators have suggested contracting cities like Detroit or Youngstown. So it might seem strange to suggest expanding Detroit instead – but this idea is rooted in some interesting recent works:

I’ve come to learn my friend’s idea is a favorite thought experiment among a certain subset of Detroit-area urbanophiles. Sometimes they will reference David Rusk, the former Albuquerque mayor whose book Cities Without Suburbs makes the case for the economic vibrancy of “elastic” cities (like Houston, Austin, Seattle and Nashville) whose central hubs have the capability to annex or otherwise regionalize their surrounding suburbs into a unified metropolitan area.

The takeaway from the census stories was that Detroit plummeted to 19th place on the U.S. city-size list, behind Austin, Jacksonville and Columbus (Columbus!). But the Detroit metropolitan area — which we’ll define, for these purposes, as Wayne, Oakland and Macomb counties — still retains a population of nearly four million. If our territorial-expansion fantasia could have been magically enacted with even two-thirds of this figure, the Greater Detroitopolis would easily vault past Chicago to become the third-largest city in the U.S., behind New York and Los Angeles. This would translate into more state and national clout (and allocated funds, many of which are based on population) and eliminate the need for much of the wasteful duplicate spending inherent in maintaining dozens of tiny separate municipalities, especially at a time when many of these suburban communities have announced their own cutbacks. (In February, the westside suburb of Allen Park announced plans to eliminate its entire fire department.)

Super-sizing Detroit could also translate to better policy. When Indianapolis enacted a similar “Unigov” city-suburbs merger in the late Sixties (under Republican mayor Dick Lugar), the region experienced economic growth (and the benefits of economy of scale), AAA municipal bond-ratings and a broader, more stable tax base. The same could happen in metropolitan Detroit, which sorely needs to attract young people and entrepreneurs in order to fill the void left by the region’s dwindling manufacturing base. Elastic cities are less segregated and have fewer of the problems associated with concentrated areas of poverty. And though sprawl wouldn’t necessarily be reigned in, the region could finally adopt a sensible transportation policy to unite its businesses and residential areas. At the moment, suburban Detroit maintains its own bus system, separate from the city’s, and a planned $150 million light rail project, slated to run from downtown Detroit up the main thoroughfare of Woodward Avenue, would nonsensically stop at 8 Mile Road, the suburban border. That’s a formula to limit, not maximize, growth.

David Rusk, the former mayor of Albuquerque, has written several books (Cities Without Suburbs and Inside Game/Outside Game) about this subject. Rusk’s argument in both books revolves around this idea of “elasticity” which is the ability for cities to expand their boundaries. According to Rusk, more modern cities (particularly those in the South and West) have been able to annex more land compared to older cities like New York City, Chicago, and Detroit. With more land, Rusk argues these cities have lower rates of residential segregation, a broader tax base, and more beneficial outcomes.

Of course, these plans are not easy to implement. The trick is convincing suburbs that they should vote for annexation by the large city. Why would wealthier Detroit suburbs want to become part of the City of Detroit? Historically, such annexations in Midwest and Northeastern cities stopped in the early 1900s as suburbs no longer needed the city services big cities offered and the city was increasingly viewed as a dirty, problematic place.

The last city I recall reading about (in The American Suburb by Jon Teaford) that was able to successfully do this was Louisville, Kentucky. Teaford described how the city was able to convince the suburbs that the annexation would improve the city’s business standing, particularly through having a larger population.

The Atlantic piece suggests this annexation would be difficult to implement:

Michigan Governor Rick Snyder’s benign proposal to ease the ability of state counties to merge into loose metropolitan authorities has been a non-starter in the Detroit area. “I don’t think anyone would support it,” Wayne County Executive Robert Ficano told the Detroit News.

With a decreasing population (a “staggering 25% in ten years”), Detroit will have to make some decision about moving forward.

Sugrue: “It’s not clear that this new [black] migration [to the suburbs] is a positive step”

Recent figures suggest more minorities are moving to the suburbs (see here and here). But looking at evidence from Detroit (see a related story here), historian Thomas Sugrue suggests blacks moving to the suburbs may encounter a lot of the same issues they faced in the city:

So far, Detroit’s black suburbanization has followed a well-trodden path. Those blacks heading outward from Detroit aren’t moving to all suburbs equally. Rather, they move into places with older houses, rundown shopping districts and declining tax revenues. Such towns also typically have poorer services and fewer job opportunities than wealthier suburbs — where, despite strong antidiscrimination laws, it is still harder for blacks to find housing.

It’s not clear that this new migration is a positive step, even if it allows blacks to escape the city and its troubles. For whites, suburbs have often been a big step up — but as long as most blacks find themselves in secondhand suburbia, the American dream of security, prosperity and opportunity will remain harder to achieve.

This term “secondhand suburbia” is an interesting one. Perhaps this term lines up with the concept of “inner-ring suburbs.” A number of commentators, notably Myron Orfield (in texts like American Metropolitics), have discussed how inner-ring suburbs, those closest to the big city, have many of the same issues of the city: large and growing minority populations, declining white populations, limited tax bases, crowded conditions and an older housing stock, crime, and more. Sugrue’s phrase, however, seems to emphasize the racial transition these suburbs, probably classifiable as “inner-ring suburbs,” are experiencing as he describes how these “second-hand” places are changing over from white to black. The implication is that these places are hand-me-downs: the whites used them up and are now using their wealth to move further from the city.

In the long run, if these suburbs don’t offer suburban opportunities but simply reproduce problems like residential segregation, has anything been gained?

Racial makeup of some (read: one) suburbs being changed by foreclosures

The suburbs are growing increasingly diverse (evidence here, here, here, and here). And this news story shows that foreclosures in the Detroit area may be helping minorities move to suburbia:

The foreclosure crisis made it possible…

Many of the foreclosed upon Southfield [Michigan] homes were going for $40,000 to $60,000. The median home value dropped from more than $190,000 to below $130,000 over the same period, according to Census figures.

With so many empty houses available, rents also dipped by hundreds of dollars. Renters increased from about 13,100 in 2006 to 15,400 in 2009.

The lure of low prices to Detroiters was obvious — as was the likelihood that their arrival would not be without issues.

“Blacks, like all Americans, want good schools and a safe community, and they can find that in the suburbs,” says Richard Schragger, who teaches local government and urban law at the University of Virginia…

Two things irritates me about this story. First, it seems to be based entirely on some anecdotal evidence from Southfield, Michigan. Is what is described in this article taking place in other metropolitan regions? The story provides little insight beyond this one Michigan community.

Second, the headline seems to highlight foreclosures but the real story seems to be about what happens when poorer Blacks move into the suburbs. The article says the result of this may be that more middle- and upper-class Blacks will continue to move to more far-flung suburbs. Should we conclude that foreclosures in certain areas are actually good for some people or do they change communities too much? The original headline, “Foreclosures helping change color of some suburbs,” is more ambivalent but when the AP story gets repeated in other sources, such as the Daily Herald, the headline changes: in the web edition, the headline is “Foreclosures accelerating changes in suburbs,” while the print edition has the headline “Foreclosures changing the suburbs.” The story says little beyond the Detroit area and yet the new headlines suggest foreclosures are leading to these specific changes throughout all (or most) American suburbs.

Selling a car by selling Detroit

The troubles of Detroit have been well documented and discussed in the American media in recent years (see here and here). So why would Chrysler mount a full advertising campaign (and I see this commercial almost every commercial break at times) based on Detroit  for its new 200 model? The entire campaign seems to be built around this idea that Detroit is something different: the ad says it is not New York, Chicago, or Las Vegas. While we get some typical shots, of a high school team running and a woman ice skating, the emphasis is on their hard work. The scenes on the street are at night with steam coming out of manhole covers as the 200 rolls along. The longer ad features Eminen, perhaps the only celebrity known to most Americans as being from Detroit (does Kid Rock count?). And all of this is driven home by the tagline: “Imported from Detroit.”

Perhaps the strategy is this: why not take all of this talk about Detroit’s darker side (and the commercial mentions that this is a “town that has been to hell and back”) and turn it around so that the commercial makes a positive point about this gritty, tough, and edgy car. Will this explicit linking to Detroit, a city on the decline, boost sales of a particular car model? Do Detroit residents see this commercial as positive and representative of their city?

Reaction to Newsweek’s list of “dying cities”

Search for “dying city” and “Newsweek” and what you will see in the Google results is not the original article but rather reactions from some of the listed cities. Newspapers in South Bend, Rochester (NY), and Grand Rapids have voiced their displeasure.

This recent list from Newsweek is based on Census data and the cities that experienced the greatest population declines from 2000 to 2009:

We used the most recent data from the Census Bureau on every metropolitan area with a population exceeding 100,000 to find the 30 cities that suffered the steepest population decline between 2000 and 2009. Then, in an attempt to look ahead toward the future of these regions, we analyzed demographic changes to find which ones experienced the biggest drop in the number of residents under 18. In this way, we can see which cities may have an even greater population decline ahead due to a shrinking population of young people.

Here are the 10 cities that had the steepest drop in overall population as well as the largest decline in the number of residents under the age of 18.

Some thoughts about this data:

1. All of these cities, except two (one in FL, one in CA), are in the Rust Belt. Many of these cities are not surprises.

2. The local reactions seem to be expressions of civic pride. People in these cities can’t ignore the population loss but they are right in saying their cities are not going completely to waste. There are some good things going on in these places but broader population trends are working against them.

3. “Dying city” does not equal “dead city.” Dying doesn’t mean that everybody is leaving, just that these cities lead the country in percentage population loss. A real “dead city” would have no population left. These cities are from that point.

4. Perhaps what angers locals most is that articles like these can further negative stereotypes. These places already suffer from perception problems and lists like this do not help. For example, it is any surprise that Detroit continues to lose population after years of commentators saying how bad of shape Detroit is in? People probably leave places like Detroit for reasons more important than punditry (reasons like jobs, opportunities, etc.) but it could play some role.

Places that might be deserted due to a lack of homebuyers

The issue (amongst many) in the ongoing economic malaise is a lack of homebuyers. To have a hot housing market, such as happened in much of the 1990s and some of the 2000s, you need both sellers and buyers. What happens if this temporary trend of a lack of buyers turns into something less than temporary?

One suggestion is that certain areas will be deserted:

Many economists argue that the housing market may take four or five years to recover. Even if that’s proven to be true, the all-time highs of 2006 may never be reached again.

The devastation in some regions will never be repaired. Parts of Oregon, Georgia and Arizona have become progressively more deserted. Since jobless rates may never recover, there is little reason to hope that the populations in these areas will ever rebound. Some homes will be torn down in these pockets of high foreclosures in the hopes that reducing supplies will boost prices. Whether that idea will work in hard-hit areas such as Flint, Mich., and Yuma, Ariz., remains to be seen.

If this comes to pass, this would be an interesting period in American history. Yes, we do have some instances of population loss: the “ghost towns” of the Old West come to mind as people poured into a region and then seemed to leave just as suddenly. Rust Belt cities like Detroit and Buffalo and Pittsburgh have been experiencing a slow but steady population drain over the last few decades. And I have tried to find evidence of “lost suburbs” – places that would go against the typical narrative of American suburbs continuing to grow in population and sprawl further out from cities.

But this prediction suggests that certain metropolitan regions might not have any hope of recovery. While some of these are Rust Belt places that already had issues (like Flint), others are newer, particularly locations Nevada, Arizona, and California. As a matter of public policy, what should be done? Should we prop up locations with government aid? Should we write certain areas off and let them slowly lose population until the critical population mass is gone? Is contraction worthwhile (something that has been debated now for several years regarding Detroit) or is simply losing a city or region a better option?

In the long run, the only possible solution seems to be to convince people that these areas are desirable places to live. One selling point, and this seems to come up a lot on the front page of Yahoo, is that these places have affordable housing. This may be the case but that won’t be enough to attract people – these areas need jobs, economic engines that will bring stability and profits to hard-hit regions. And which companies might be willing to step up?

Interestingly, Illinois ranks #5 on this list. It looks like this analysis says the main factors are a limited population growth and a severe loss in manufacturing jobs over the recent decades. Certain areas of the Chicago region seem more immune to this than others. DuPage County is populous and wealthy, partly due to the influx of higher-end, technology-related jobs that have entered the county since the 1960s. Because of this, DuPage County has an unemployment rate always multiple points below the national average.
