Study suggests Mexican Americans have received less government aid than European immigrants in the early 1900s

An op-ed from two sociologists that discusses social science research on the assimilation of immigrant Mexicans includes one study about the governmental aid received by two large groups of immigrants:

No one should underestimate the challenges Mexicans from a humble background face when they move to the U.S. — especially in today’s economy, in which low-skilled jobs are scarce. Their children can face ethnic prejudices. They often do not have access to top-quality education.

But even in light of the struggles, it is important to highlight the progress of many Mexican Americans. Indeed, they have made this uphill climb in spite of greater challenges than those faced by earlier, European immigrants. An extensive historical study published by sociologist Cybelle Fox in 2012 shows that Europeans who came at the turn of the 20th century were far more likely to receive government aid than Mexicans or blacks, regardless of need. Local relief officials also protected European immigrants from federal agents who were investigating public aid recipients during the Depression. In stark contrast, officials repatriated Mexican immigrants and their U.S.-born offspring, who also faced Jim Crow-like racism in many parts of the country.

The end argument is that Mexican immigrants have faced some steeper hurdles than European immigrants, including in levels of government support, in the early 1900s and have done well. It would then be interesting to hear how people interpret this historical information. A common refrain among white Americans is that their ancestors had to work hard and do certain things to succeed in America. Thus, new immigrants should similarly pull themselves up by their bootstraps. Yet, circumstances change. Immigration has changed quite a bit since the early 1900s, particularly due to the 1965 Immigration Act that helped increase immigrant flows from non-European areas. Who is thought to be white has changed and will likely continue to change.

All of this is a reminder that immigration policy and reactions to immigrants is variable and dependent on social conditions in both the sending and receiving country.

At the same time, this op-ed doesn’t mention other sociological research on different outcomes for immigrants beyond assimilation into some sort of “normal” white, American culture. In the last few decades, a number of sociologists have found evidence of segmented assimilation where different immigrants have different experiences. For example, more educated immigrants may be more able to experience upward mobility compared to immigrants who have few job skills. Or, certain groups are treated differently than others because of existing stereotypes and policies. Assimilation may not be possible or desired for some immigrants.

“The era of great Mexican migration is probably over”

A long profile of a Mexican family who moved to Chicago and then recently moved back to Mexico contains some consequential big-picture information on migration: the flood of Mexican immigrants into the United States in recent decades is “probably over.”

With opportunities limited by a still-struggling economy, the historic wave of Mexican immigration appears to have reversed after decades of growth that transformed the U.S., according to the Pew Hispanic Center, a nonprofit research group.

With the change of direction that may again reshape communities in both countries, about 1.4 million Mexican immigrants in the U.S. returned home from 2005 to 2010, most voluntarily, the center reported last spring. That number, which also includes deportations, is roughly double the number of Mexicans who left the U.S. between 1995 and 2000.

“I believe the era of great Mexican migration is probably over,” said Allert Brown-Gort, a fellow at Notre Dame University’s Kellogg Institute for International Studies who has written extensively about Latin American immigration in the Midwest.

With jobs lacking, “slowly but surely your options start getting cut down,” Brown-Gort said. “What’s going to happen in Chicago if these workers go back, to the extent that they’re younger workers, is that it will be taking a wedge out of certain areas of the economy.”

This is a trend that has long-term implications for the United States. From the mid-1960s until the late 2000s, the United States experienced a large influx of immigrants. One way to measure this is to look at the foreign-born population in the United States which increased from 9.6 million in 1970 (4.7% of the total population) to almost 40 million in 2010 (12.9% of the total population). This flood of immigrants from Mexico and other countries led to opportunities, like new workers and population growth in cities and states that would not have had much otherwise, and new concerns. As suggested, we may look back at recent decades and see it as “the era of great Mexican migration.” Not having as many immigrants in the coming years will certainly lead to changes.

This also reminds me of the final pages of a recent book I just read: The Revenge of Geography by Robert Kaplan. After spending most of the book looking at pivotal regions of the world where a variety of civilizations and cultures have and will meet (Eastern Europe, the steppes of Russia, central China, northern India, Iran, etc.), Kaplan turns to the United States which has generally avoided such interaction by virtue of being across two oceans. Yet, Kaplan suggests while the United States has spent much of recent decades working on foreign policy concerns in Europe, the Middle East, and Asia, it should pay more attention to its relationship with Mexico. In particular, Kaplan argues the American Southwest and northern Mexico could have a very productive relationship moving forward as they share a number of economic, social, and cultural concerns.

Census data visualization: metropolitan population change by natural increase, international migration, and domestic migration

The Census regularly puts together new data visualizations to highlight newly collected data. The most recent visualization looks at population change in metropolitan areas between 2010-2011 and breaks down the change by natural increase, international migration, and domestic migration.

Several trends are quickly apparent:

1. Sunbelt growth continues at a higher pace and non-Sunbelt cities tend to lose residents by domestic migration.

2. Population increases by international migration still tends to be larger in New York, Los Angeles, and Miami.

3. There are some differences in natural increases to population. I assume this is basically a measure of birth rates.

However, I have two issues with this visualization. My biggest complaint is that the boxes are not weighted by population. New York has the largest natural increase to the population but it is also the largest metropolitan areas by quite a bit. A second issue is that the box sizes are not all the 50,000 or 10,000 population change as suggested by the key at the top. So while I can see relative population change, it is hard to know the exact figures.

Why Asian immigrants moved to the American suburbs

There has been a flurry of research in the last few decades on the movement of Asian immigrants to the American suburbs, notably looking at the suburbs of Los Angeles and working with the concepts of “ethnoburbs.” Here is a fresh take on the topic from a researcher looking at what has happened in some of these Los Angeles suburbs:

The homeowners I spoke to who settled in the now-Asian ethnoburbs of Diamond Bar, Hacienda Heights, Rowland Heights, or Walnut, said that they were drawn to the country lifestyle. As one white interviewee says, “our house was backed into the wilderness… Diamond Bar looked like a ranch… a nice place to live, to raise children, (and) a clean healthy environment.” Asian American interviewees – many of whom originate from dense metropolitan areas in East and Southeast Asia, and settled in the east Valley in the mid-1980s and beyond – also sought the east Valley’s country lifestyle since the term implied wholesomeness, the setting suggested order and harmony, and the image accompanied with a single-family home connoted the actualization of the American Dream.

While scholars and researchers rightfully problematize political economies, migration patterns, and social dynamics between different racial and class groups in the contemporary ethnoburb, oftentimes post-1965 Asian immigrants moved to these neighborhoods for tangible and banal reasons. Interviewees provided various mundane and frank motives as to why the east Valley sold them twenty or thirty years ago: inexpensive new housing, reputable school districts, easy access to work, distance from urban crime and racial “others,” and by the late 1980s and 1990s, conveniences to ethnic commodities. Though classism, neatly planned neighborhoods, and country living were pivotal aspects in residents’ decisions to settle, “everyday” matters and concerns also informed how a community grew, struggled, and changed. The Asianization of the greater San Gabriel Valley is not slowing down anytime soon as Merlin Chowkwanyun and Jordan Segall demonstrate.

The contemporary emergence of California’s majority-Asian suburb, then, is not solely about Pacific Rim capital, immigrant family reunification, or Asian Americans’ “Model Minority” status allowing them to enter these formerly elite white neighborhoods. It is deeply linked to how immigrants and non-immigrants imagine, absorb, construct, and reinforce popular discourse and imagery of the American Dream, rosy suburbia, and the U.S. West. The salience of these themes influences how individuals or groups envision and build community throughout the U.S. and across generations.

It sounds like the argument here is about adding the lure of suburban culture to the structural arguments. Like others who moved to the suburbs, the cultural values and ideals attached to the American suburbs proved attractive to Asian immigrants even as some of the larger structural forces, like class, made it more possible.

A comparative element might be helpful here: were Asian immigrants more drawn to the American suburbs than immigrants from other places? If so, why?

French suburbs known as “zones of banishment”

The French suburbs are getting more media attention in the lead-up to the run-off election. This article talks about the current status of the “urban sensitive zones”:

Inside the French suburbs, referred to here as “zones of banishment” or “the lost territories of France,” the 2012 presidential elections seemed like a good time to wake up the nation.

In a small office in the suburb of Clichy-sous-Bois, a group of mostly Arab and African 20-somethings hit on an idea: Create a “crisis ministry of the suburbs.” It would address France’s ignorance about the 731 areas ringing the country’s biggest cities, known officially as “urban sensitive zones,” where most of France’s non-European minorities live. Geographically, they are suburbs, but socioeconomically, they resemble the US inner city.

Paris Mayor Bertrand Delanoe gave the upstart “ministry” a temporary office next to City Hall. For two days, rappers, artists, and activists merrily held court with a French media that rarely makes it to the suburbs and worked on a 120-point reform plan. Several presidential candidates, including front-runner François Hollande, showed up.

But the good vibe didn’t last. Days later, Mohammed Merah, a self-styled Islamist radical born to Algerian parents in a Toulouse suburb, shot and killed two soldiers, three children, and a rabbi. The killings seemed to reinforce all the stereotypes and fears about the troubled suburbs.

A fascinating overview.

A few quick thoughts:

1. I think many Americans would have difficulty processing this given our images of the suburbs.

2. Issues of race/ethnicity and class take place all over the world. The article suggests French students hear that their country is “an egalitarian utopia without issues of race and religion” but the situation on the ground suggests otherwise.

3. It would be interesting to read a more complete story of government involvement in the suburbs. How did this happen (politically and funding-wise) and is this what the government prefers?

“Arrival cities” see immigrants moving to cities and suburbs

Immigrants to Sydney, Australia, an “arrival city” as termed by a Canadian journalist, are moving to the city and its suburbs:

London, New York, Los Angeles, Paris, Toronto, Mumbai, Istanbul, Jakarta, Shenzhen and Sao Paulo led the list, but Saunders writes that Sydney is on the cusp of this transition, a place where “the people renting the apartments and buying the houses and running the shops are mainly former villagers”.

The ”arrival city” is not so much the city as a whole but a ring of post-war suburbs, old enough to be a bit run-down but not old enough to be historic and charming, and usually far from the CBD…

Saunders studied rural-to-urban immigration in 20 cities on five continents and found that, despite the rhetoric of anti-immigrant populists, the clustering of migrants into particular suburbs brings more benefits than problems because the neighbourhoods often become centres of economic activity. In short, ethnic ”ghettos” are good…

Professor Phillip O’Neill, of the urban research centre at the University of Western Sydney, says Campsie, Lakemba and Punchbowl are also classic “arrival city” suburbs, where the gritty facades belie thriving neighbourhoods.

From what I can gather from this article, the new book Arrival City hints at a major trend in the United States and perhaps Canada and Australia: immigrants are commonly moving to suburbs, not just to ethnic neighborhoods within the big city. Attracted to wealthy metropolitan regions because of jobs and opportunities, more and more immigrants are going straight to the suburbs. This commonly occurs in inner-ring suburbs but can also occur in suburbs far out from the central business district.

This trend of immigration to the suburbs has been noted in the United States within the last decade. This can lead to a couple of concerns. One, it is a reminder that not all suburbs are wealthy and white; rather, some suburbs are “a bit run-down” which means they are generally cheaper and are good starting points for new immigrants. It is easy for commentators to generalize about all of suburbia but this new trend suggests this is not terribly accurate. Second, suburbs have to adjust to new populations. This might include changing school curriculum, thinking about the character of the suburb, and figuring out who can provide certain social services.

One thing that this article does not address: the movement of wealthy immigrants, such as those who might live in “ethnoburbs,” and how this immigration pattern looks different from that of more unskilled immigrants.

Is America caught between democratic inclusion and economic stratification?

Here is an interesting discussion topic: America’s ability to weave/meld new people groups into the democratic process seems inversely related to America’s ability to have more economic equality.

It’s a puzzle: one dispossessed group after another — blacks, women, Hispanics and gays — has been gradually accepted in the United States, granted equal rights and brought into the mainstream.

At the same time, in economic terms, the United States has gone from being a comparatively egalitarian society to one of the most unequal democracies in the world…

European countries have done a better job of protecting workers’ salaries and rights but have been reluctant to extend the benefits of their generous welfare state to new immigrants who look and act differently from them. Could America’s lost enthusiasm for income redistribution and progressive taxation be in part a reaction to sharing resources with traditionally excluded groups?

“I do think there is a trade-off between inclusion and equality,” said Gary Becker, a professor of economics at the University of Chicago and a Nobel laureate. “I think if you are a German worker you are better off than your American equivalent, but if you are an immigrant, you are better off in the U.S.”

I often bring this up in my introduction to sociology course: while the United States has a less than pretty racial and discriminatory history (and there is still much to do), the scale of inclusion in the United States (in a country of roughly 310 million people) is remarkable, particularly compared to some of the issues European countries face.

In the end, does this have to be a zero sum game? Is there a country in the world that has successfully done both of these things? Is there a system that can accomplish both?

And getting into the territory of values and morality, which of these outcomes is more worthwhile if you could only have one?

The Beatles on immigration in “Get Back”

One discussion topic among The Beatles during the late 1960s would have some bearing on current discussions: immigration. Their hit single (#1 in both the US and Britain) “Get Back” was originally about immigration though lyric changes obscure the initial message.

Here is what the Wikipedia entry on the song “Get Back” has to say:

“Get Back” is unusual in the Beatles’ canon in that almost every moment of the song’s evolution has been extensively documented, from its beginning as an offhand riff to its final mixing in several versions. Much of this documentation is in the form of illegal (but widely available) bootleg recordings, and is recounted in the book Get Back: The Unauthorized Chronicle of the Beatles’ Let It Be Disaster by Doug Sulpy and Ray Schweighardt…

Around the time he was developing the lyrics to “Get Back”, McCartney satirised the “Rivers of Blood speech” by former British Cabinet minister Enoch Powell in a brief jam that has become known as the “Commonwealth Song”. The lyrics included a line “You’d better get back to your Commonwealth homes”. The group improvised various temporary lyrics for “Get Back” leading to what has become known in Beatles’ folklore as the “No Pakistanis” version.This version is more racially charged, and addresses attitudes toward immigrants in America and Britain: “…don’t need no Puerto Ricans living in the USA”; and “don’t dig no Pakistanis taking all the people’s jobs”. In an interview in Playboy magazine in 1980, Lennon described it as “…a better version of ‘Lady Madonna’. You know, a potboiler rewrite.”

On 23 January, the group (now in Apple Studios)[ tried to record the song properly; bootleg recordings preserve a conversation between McCartney and Harrison between takes discussing the song, and McCartney explaining the original “protest song” concept. The recording captures the group deciding to drop the third verse largely because McCartney does not feel the verse is of high enough quality, although he likes the scanning of the word “Pakistani”. Here the song solidifies in its two-verse, three-solo format.

Last weekend, when I wasn’t delivering meals to the homebound, I was “researching” Beatles bootlegs. And I discovered the so-called “Commonwealth Song.” It’s not so much a song as it is an extended improvisation during the interminable “Get Back” studio sessions in 1969 (in fact, some theorize that “The Commonwealth Song” is a prototype for “Get Back”). “Commonwealth” name-checks Enoch Powell (the Tom Tancredo of his day, or Thilo Sarazin, if you prefer a German reference), who had delivered his anti-immigrant “Rivers of Blood” speech the previous year. “Commonwealth” was Paul McCartney’s mocking response. All of which shows that the sun never sets on some issues. It’s also nice to know that as late as 1969, Lennon and McCartney could still crack each other up, especially when John interjects his high-pitched “Yes!”

But the Beatles were not in support of Enoch Powell or anti-immigration policies – they were trying to satirize the debate:

The most infamous of the unreleased Get Back versions is known as No Pakistanis, and contained the line “Don’t dig no Pakistanis taking all the people’s jobs”. While mostly unfinished, the song did include a mumbled rhyming couplet which paired the words ‘Puerto Rican’ with ‘mohican’.

Various demo versions of this early version were recorded, one of which contains the following lines:

Meanwhile back at home too many Pakistanis
Living in a council flat
Candidate Macmillan, tell us what your plan is
Won’t you tell us where you’re at?

Despite being satirical in nature, it didn’t prevent accusations of racism being levelled at McCartney for years to come, after the Get Back bootlegs became public.

When we were doing Let It Be, there were a couple of verses to Get Back which were actually not racist at all – they were anti-racist. There were a lot of stories in the newspapers then about Pakistanis crowding out flats – you know, living 16 to a room or whatever. So in one of the verses of Get Back, which we were making up on the set of Let It Be, one of the outtakes has something about ‘too many Pakistanis living in a council flat’ – that’s the line. Which to me was actually talking out against overcrowding for Pakistanis… If there was any group that was not racist, it was the Beatles. I mean, all our favourite people were always black. We were kind of the first people to open international eyes, in a way, to Motown.

Today, could a popular musical act speak openly about controversial issues or would they, like the Beatles, have to tone down some of their lyrics and ideas in order to not be misunderstood by the mass market? If the Beatles were opposed to immigration, would people have different opinions about them or does the quality of their music overshadow some of their political leanings? And how many Beatles fans had any idea of what “Get Back” was actually about?

Senate proposal to reward immigrants who would buy $500k in housing

The down housing market is leading to some interesting ideas including one from two Senators which involves rewarding immigrants who are willing to buy expensive homes:

The reeling housing market has come to this: To shore it up, two Senators are preparing to introduce a bipartisan bill Thursday that would give residence visas to foreigners who spend at least $500,000 to buy houses in the U.S.

The provision is part of a larger package of immigration measures, co-authored by Sens. Charles Schumer (D., N.Y.) and Mike Lee (R., Utah), designed to spur more foreign investment in the U.S.

Foreigners have accounted for a growing share of home purchases in South Florida, Southern California, Arizona and other hard-hit markets. Chinese and Canadian buyers, among others, are taking advantage not only of big declines in U.S. home prices and reduced competition from Americans but also of favorable foreign exchange rates.

To fuel this demand, the proposed measure would offer visas to any foreigner making a cash investment of at least $500,000 on residential real-estate—a single-family house, condo or townhouse. Applicants can spend the entire amount on one house or spend as little as $250,000 on a residence and invest the rest in other residential real estate, which can be rented out…

International buyers accounted for around $82 billion in U.S. residential real-estate sales for the year ending in March, up from $66 billion during the previous year period, according to data from the National Association of Realtors. Foreign buyers accounted for at least 5.5% of all home sales in Miami and 4.3% of Phoenix home sales during the month of July, according to MDA DataQuick.

This seems like it would be part of a discernible shift in the immigration conversation: primarily letting rich or educated immigrants into the United States.

The real question: does this really help the housing market? What kind of impact are we talking about – a 1% boost, 10% boost? As the article suggests, wealthy foreigners are already buying property in other countries. I’ve highlighted a couple of stories where wealthy Chinese buyers have purchased homes in New Zealand and Vancouver, Canada. When this happens, locals have mixed reactions. Would this proposed policy simply promote more foreign investment or would it push people to actually move to the United States and work here?

Would this bill also only help more wealthy areas, such as big cities or coastal/vacation regions? Would this primarily benefit people with bigger, more expensive homes?

US “White alone” population grows as more Hispanics label themselves as white

The Census Bureau has changed their racial categories over the years. The change made in the 2000 Census regarding Hispanics now leads to an interesting finding: more Hispanics are labeling themselves “white alone.”

The shift is due to recent census changes that emphasize “Hispanic” as an ethnicity, not a race. While the U.S. government first made this distinction in 1980, many Latinos continued to use the “some other race” box to establish a Hispanic identity. In a switch, the 2010 census forms specifically instructed Latinos that Hispanic origins are not races and to select a recognized category such as white or black.

The result: a 6 percent increase in white Americans as tallied by the census, even though there was little change among non-Hispanic whites. In all, the number of people in the “white alone” category jumped by 12.1 million over the last decade to 223.6 million. Based on that definition, whites now represent 72 percent of the U.S. population and account for nearly half of the total population increase since 2000…

Some demographers say the broadened white category in 2010 could lead to a notable semantic if not cultural shift in defining race and ethnicity. Due to the impact of Hispanics, the nation’s fastest-growing group, the Census Bureau has previously estimated that whites will become the minority in the U.S. by midcentury. That is based on a definition of whites as non-Hispanic, who are now at 196.8 million…

“What’s white in America in 1910, 2010 or even 2011 simply isn’t the same,” said Robert Lang, sociology professor at the University of Nevada-Las Vegas, citing the many different groups of European immigrants in the early 20th century who later became known collectively as white. He notes today that could mean a white Anglo-Saxon Protestant in upstate New York or Jews and Italians in the lowest East side of Manhattan.

Fascinating – we have heard for some time now that within four or so decades, the percentage of whites within the United States would drop under 50%. But if more people see themselves as white, then it might be some time before this comes to pass.

I would be very interested to see who exactly has changed their self-identification from Hispanic to white. (We could also raise the question of whether those who categorize themselves as white are treated as white by others.) The article suggests it is second or third generation Hispanics and this would fit common sociological models: it is about at that point when immigrants assimilate more with the dominant group. If this is the case, does this suggest some widening gaps between Hispanics who have been in the United States longer versus those who are more recent immigrants?

What does this mean for debates about immigration? Implicit in some of these debates is the idea that Hispanic immigrants are not assimilating enough, hence a call for “English first” and limiting immigration. But if Hispanics are following a fairly typical American model where it takes a bit of time for new immigrants to become accepted as and/or see themselves as white, then more people can rest assured.
