Preserving “authentic” spaces can lead to more “contrived and uniform places”

While I haven’t read the book, I was intrigued by this one paragraph that describes sociologist Sharon Zukin’s argument in her recent book Naked City: The Death and Life of Authentic Urban Spaces.

Sharon Zukin’s Naked City: The Death and Life of Authentic Urban Places signals its ambivalent relationship to Jacobs’s work in its subtitle, which both echoes Jacobs and argues with her legacy. Zukin’s argument is that Jacobs’s city is as much an artificial construct as any other, and that its imposition on living cities has tended to create mummified museums of urbanism rather than vibrant and authentic centres of human life: above all, it has unleashed the wave of middle-class-friendly gentrification that has made the special into the commonplace, the characterful into the bland, the human into the corporate. It seems that the more people insist on authenticity and individuality, the more contrived and uniform places become. Zukin uses New York to illustrate the problem: if you don’t know the city, you will definitely be at a disadvantage, as she wanders through streets and districts providing a sometimes illuminating, sometimes irritating commentary showing the ways in which the city has lost — or rather sold — its soul.

Authenticity: something that many people want but it is hard to find in places and perhaps even harder to maintain.

This reminds me of some ideas I’ve run into in recent years. One ASA presentation I saw a few years ago addressed this very issue by looking at a neighborhood that was just on the edge of gentrification in Chicago. This means the neighborhood hadn’t quite yet been overrun by wealthier, white residents but it had enough artists and wealthier residents to be clearly on the rise. The argument was that soon this place was going to tip into gentrification, meaning the true grittiness of the neighborhood would be scrubbed away as people moved in looking for “authentic” urban living.

Additionally, you could argue that wanting to preserve authenticity is behind many NIMBY efforts. Once having moved into a place, residents want to preserve what they liked in the first place, sometimes going so far that it seems like they wish they could have frozen that place in time. In these cases, residents are often fighting against outsiders and trying to promote their own vision of an authentic neighborhoods. In the end, few, if any, places can really be frozen in time except maybe corporatized spaces like Main Street U.S.A. at DisneyWorld. Places change and might go through cycles when they are authentic and then become inauthentic.

So how exactly do you get authentic places? This particular reviewer doesn’t like Zukin’s suggestion that government should help guide this process. I might chime in that government in the past has been known to promote its own interests or the interests of wealthy businesspeople over residents. At the same time, if we leave everything up to an unfettered market, authentic spaces tend to get commodified, taken over by wealthy residents, and influenced by corporations. I would guess that Zukin prefers to have places where residents have a say in what happens in the neighborhood, that everything isn’t decided by outside forces and that government can act as a referee to look out for the interests of current residents.

A reminder: there are plenty of people who have a stake in whether a place is authentic or not and this complicates everything.

The stories of Chicago synagogues that became black churches

An article in the Chicago Tribune takes a look at black churches in Chicago that once were synagogues. Here is how this happened:

[Historian Irving] Cutler observed that ethnic groups often follow each other through Chicago’s neighborhoods. The patterns are regular: Mexicans trailed Czechs and Slovaks from Pilsen to Little Village and Cicero, for example, Cutler said. Blacks have followed Jews — westward from Maxwell Street to Lawndale and Austin; southward from the Near South Side to Bronzeville and South Shore.

Like other immigrants, Jews came to this country hoping their children would have opportunities denied them in the Old Country. For a while, they couldn’t realize part of the American dream: a nice home on a tree-lined street in a bucolic community. Some suburbs were restricted, others unfriendly to Jews.

“Then came World War II and the GI Bill which enabled veterans to become homeowners,” Cutler said. “There weren’t many single-family homes with nice yards in Lawndale. It was a neighborhood of two-flats and apartment buildings. So they went to the suburbs.”

Synagogues were sold to black congregations, whose members still couldn’t follow their previous owners to many suburbs in a region still often defined by racial and ethnic lines.

Interesting sociological history here. I was recently telling a class about the rapid shifts in Chicago neighborhoods in the mid twentieth century, how a neighborhood might go from being 90% white to 90% black in a ten year stretch. I don’t think they were able to comprehend this very well; we generally aren’t used to seeing such rapid social change and we tend to think that places will keep following the same course unless some large social force intervenes such as the closing of a major job provider. (Perhaps this helps explain NIMBY behavior – if they can, people will fight against any social force altering their neighborhood.) But in Chicago and many other American cities, this kind of rapid racial and demographic change once occurred regularly and altered many neighborhoods and communities.

It would be interesting to hear more about the sale of these synagogues. As Jews moved to the suburbs, did they sell their houses of worship at a fair market value or did they sell them for cheaper? Were there any hard or bitter feelings about having one’s house of worship turned over to another faith?

Fighting over McMansions in Mission Hills

In the wealth Kansas City suburb of Mission Hills (named earlier this year one of “America’s Most Affluent Neighborhoods“), residents have been fighting over whether McMansions should be allowed:

“There’s a group that wants to build whatever the hell they want,” says lawyer Ann Alexander, a Mission Hills resident who in 2009 sued a neighbor over lot setbacks, “and there’s a group that wants renovation and vibrancy, but who want to do that in the context of the community.”

Think of it as the property-rights set versus the Mission Hills traditionalists…

But what is Mission Hills? After failing to define that with regulations and zoning laws, the city last spring hired a Los Angeles planning consultant named David Sargent to define it.

The hope is that Sargent could help end the squabbling by coming up with a set of design guidelines that would allow for housing upgrades — both teardowns and add-ons — but preserve, as he puts it, “the pastoral, garden character of the community.”

Sargent’s first draft came out this month, and now some are waiting to see whether the recommendations, when they’re in final form next year, will bring peace and understanding in the extraordinary city.

Sounds like a typical standoff: residents who want to protect the historical character of the community versus those who want to live in a well-known location but in a new big house with all the modern amenities.

This planning consultant has his work cut out for him. However, many other communities have adopted guidelines or planbooks that at least offer some guidance to what new houses might look like. Without declaring neighborhoods historic districts (which are often the strictest option – see an example here), guidelines can help opponents and proponents of teardowns work with a common set of expectations as they try to decide what their neighborhood should look like in the future.

Thinking further about this, I wonder if anyone has done research on what suburban residents expect their neighborhood to be like in the future. I don’t think I’d be alone in expecting that many residents would want the neighborhood to stay about the same as when they moved in. I recently heard someone cite Mark Twain saying, “Everyone likes progress, but no one likes change.” Are things that could be changed in a neighborhood that a majority of residents would see as positive?

An argument for historic districts: repel McMansions!

A common argument for historic districts is that they limit the destruction of older homes and the construction of McMansions. Here is an example of this argument in Fort Lauderdale:

However, if communities wait around for that history to age, new development might wipe it out before it has a chance to be saved.

That fear has residents of Fort Lauderdale’s Colee Hammock neighborhood thinking about seeking historic district designation for their community.

“We’re constantly inundated with development issues, people wanting to come in and build too much, too high, too big,” said Jackie Scott, president of Colee Hammock’s neighborhood association. “It gets to a point where you’re sick and tired of always having to come out and fight for your neighborhood. It’s not an enjoyable way to live.”…

“We have some beautiful homes that have been built and are new construction. They fit perfectly with the neighborhood,” Scott said. [A historic district] prevents people that want to come into an area like this to start ripping things down and creating McMansions.”

While McMansions are often tied to sprawl and new subdivisions, teardowns are also a common scene for debates over the merits of McMansions. In this particular example, a McMansion is contrasted with new homes that “fit perfectly with the neighborhood.” Many American communities have created some guidelines so that teardowns can’t be anything a homeowner might desire but there is a spectrum between more permissive and less permissive communities. The advantage of declaring a historic district is that the community has more control over what can be demolished and built within the district. At the same time, some consider historic districts to be quite restrictive.

I would be interested to hear what resources those pushing for the historic district have utilized from outside groups. For example, the National Trust for Historic Preservation even has a page titled “Teardowns and McMansions.” Here is the lead paragraph:

Across the nation a teardown epidemic is wiping out historic neighborhoods one house at a time. As older homes are demolished and replaced with dramatically larger, out-of-scale new structures, the historic character of the existing neighborhood is changed forever. Neighborhood livability is diminished as trees are removed, backyards are eliminated, and sunlight is blocked by towering new structures built up to the property lines. Community economic and social diversity is reduced as new mansions replace affordable homes. House by house, neighborhoods are losing a part of their historic fabric and much of their character.

With such resources available, I wonder if local groups are now more effective in adopting historic districts.

The Big Sort continues? Fewer Americans live in middle-income neighborhoods

Here is another way to look at the gap between the rich and poor in the United States: the percentage of Americans living in middle-income neighborhoods has shrunk in recent decades.

In 2007, nearly a third of American families — 31 percent — lived in either an affluent neighborhood or a mainly low-income one, up from just 15 percent in 1970, according to the study conducted by Stanford University, and released in partnership with the Russell Sage Foundation and Brown University.

Meanwhile, 44 percent of American families lived in middle-class neighborhoods in 2007, down from 65 percent in 1970…

For the study, researchers used data from 117 metropolitan areas, each with more than 500,000 residents. In 2007, those areas were home to 197 million people — or two-thirds of the US population.

This study covers about two-thirds of the American population. I assume the study is restricted to larger metropolitan areas because of how the researchers defined a neighborhood but couldn’t they adapt to smaller cities in order to represent more of the US population? Also thinking about the research methods, I hope the researchers used analogous cutoff points for these different classes in 1970 and 2007.

Moving past methodological issues, this does bring to light an interesting issue: how many Americans experience residential segregation based on social class? Of course, race and social class is linked. Do Americans care that people of different income strata live in completely different areas? Based on American history, I would say no: Americans don’t seem terribly concerned about concentrated poverty or pockets of affluence. If you have money, it is generally expected that you go live with people who also have money. You might provide incentives for the classes to mix (example: mixed-income neighborhoods on the site of former housing projects) but this is rare.

It would be interesting to see a breakdown here between cities and suburban areas. Some of the earliest American sociological research focused on these disparities in the city, such as Zorbaugh’s work The Gold Coast and the Slum where the rich and poor lived in incredible proximity but rarely mixed. Is class-based residential segregation higher in the suburbs?

DuPage County Board votes 16-0 for new regulations for proposed religious congregations

Amidst a number of proposed mosques in DuPage County (see the latest example just south of Naperville), the DuPage County Board voted unanimously on Wednesday to institute new regulations for religious congregations:

The measure, approved 16-0, came in the wake of five recent applications for new Islamic centers or mosques in residential areas in the county over the last two years. Three of those applications were approved by the board, one near Naperville was rejected, and one near West Chicago is pending. The new regulations would not affect those applications or other existing facilities.

Under the changes, a new place of assembly will be prohibited in a single-family house without a variance granted by the County Board. Variances also will be needed for any facility, regardless of its size, that does not have primary access on an arterial street or is not hooked up to public sewer and water service.

The county originally had considered barring all new places of assembly from unincorporated residential neighborhoods, but the board scaled back on that plan during the committee process. Along with religious houses of worship, the measure applies to other gathering spots, such as lodges for veterans groups.

Several quick thoughts:

1. I’m glad they scaled back their plans. No new religious buildings in unincorporated residential neighborhoods?

2. I wish these articles say how much land this applies to in DuPage County. These regulations cover unincorporated areas in the county, not land that is part of a municipality. Individual municipalities can develop their own zoning regulations.

3. Here is the reasoning behind these new regulations:

Board member Jim Zay, R-Carol Stream, said the measure is necessary to control disruptive changes to neighborhoods.

“What we’re worried about is people’s property rights,” Zay said. “In our district, we have a lot of single-family homes being bought, and the next thing you know, there are 25 cars in the driveway, and (neighbors) are up in arms.”

Translation: “disruptive changes” are bad for property values. In other words, having religious assemblies in houses or veteran’s groups meet in houses would bring down the whole neighborhood.

4. What exactly would the Board say precipitated this move? Why don’t reporters ask the Board members?

In order to deal with issues like health, don’t focus on race but place and residential segregation

Researchers examined health in two Baltimore neighborhoods and argue that it is not race that leads to different health outcomes but rather the places themselves:

LaVeist and several colleagues tested this idea by examining the counterfactual: If society weren’t segregated, would health disparities still exist? They identified a low-income community in Southwest Baltimore, spanning two census tracts, that is fairly equally divided between black and white residents (out of deference to the neighborhood, LaVeist doesn’t name it). The median household income in the area was less than $25,000 during the 2000 census. It has no pharmacy, no practicing physicians or dentists, no supermarkets, and no banks.

Within this integrated community, the researchers found that health disparities all but disappear. There was no significant difference in diabetes rates, or obesity rates among young women (a metric on which large gaps exist nationally). There did remain a difference in hypertension rates, albeit it a much narrower one than national data shows. The lone exception: Whites in this community smoked at a significantly higher rate than blacks.

This suggests that what the national statistics are really telling us is that minorities live in much higher numbers in unhealthy neighborhoods. And that means that in trying to address health disparities nationally, we’ve been looking for the answers to the wrong question. We should be asking what’s going on in these communities, not what’s going on within minority populations.

“Solutions to health disparities are likely to be found in broader societal policy and policy that is not necessarily what we would think of as health policy,” LaVeist says. “It’s housing policy, zoning policy, it’s policy that shapes the characteristics of communities.”

While this sounds like interesting research (though it only covers two neighborhoods?), haven’t sociologists been talking about this for years? In fact, Massey and Denton made just this point in American Apartheid back in the early 1990s:

Our research indicates that racial residential segregation is the principal structural feature of American society responsible for the perpetuation of urban poverty and represents a primary cause of racial inequality in the United States.

If as a country we really wanted to deal with disparities in education, jobs, opportunities, health, and more, then the problem of residential segregation is the one that needs to be tackled. Local decisions about zoning and resource allocation also matter. Simply dealing with the health concerns without addressing the whole neighborhood can only get us so far.

The Wall Street Journal on turning McMansions into affordable housing

Others have already suggested this idea but the Wall Street Journal reports on another call for turning McMansions into affordable housing:

McMansions, a type of home became popular with affluent boomers during better times, have fallen out of favor as more consumers seek smaller, more affordable homes that cost less to operate. They also want to trim the gas tab by living closer to their jobs and public transportation – the opposite of McMansion developments deep in suburbia filled with gas-guzzling SUVs. (There’s no precise definition of a McMansion, but it’s often a case of you know it when you see it.)

Such changes in taste — and, of course, the foreclosure crisis — has left America saddled with about 30 million more homes on large lots than the market needs, The Atlantic Cities writes. But rather than let them languish on the market indefinitely, Mr. Nelson suggests converting these excess homes into affordable housing or housing for multi-generational or multi-family households. (Developments called Mr. Nelson for comment, but he was not available.)

Such homes, he points out, can have more bathrooms than bedrooms, allowing for residential space that could be divided into private units, with a common kitchen and living room. Some already have or could be outfitted with second or third kitchens. Plus, there’s plenty of room for several cars and, usually, enough of a backyard for a swing set or two.

“When you add up the spaces and how they’re distributed, the typical McMansion can be occupied by three-to-five households with their own splendid privacy, their own large space,” Mr. Nelson is quoted as saying.

Just because there may be these larger housing units available does not mean that it would be easy to make them into affordable units and/or rentals. Here are some obstacles:

1. Whoever owns these houses would have to agree to this. Would the owners want this or is this an idea from critics who don’t like these homes that want this to happen? If the homes are in foreclosure, do the banks want to jettison them quickly and do the new buyers want to convert them into more units?

2. One can’t go into many neighborhoods where McMansions are located and simply subdivide the houses into five or six units. This would require zoning changes or special exemptions from a community. If the neighbors found out about this, I imagine many would not be happy. How many would want several houses in a large neighborhood to start being effectively apartments/condos? There would be questions about traffic, safety, and perhaps under the surface, who exactly would be moving into these affordable housing units.

3. The locations of many of these homes could still lead to affordability issues. If the McMansions are in exurbs, it would require a lot of driving to get to jobs, schools, and other places. The houses may be more affordable but the other costs of sprawl would still show up.

These are not insurmountable issues but it is not necessarily an easy or quick path from McMansion to source of affordable housing.
