Obama campaign data mining information for fundraising, voters

Politico reports on how the Obama campaign is using data mining in its quest to win reelection:

Obama for America has already invested millions of dollars in sophisticated Internet messaging, marketing and fundraising efforts that rely on personal data sometimes offered up voluntarily — like posts on a Facebook page— but sometimes not.

And according to a campaign official and former Obama staffer, the campaign’s Chicago-based headquarters has built a centralized digital database of information about millions of potential Obama voters.

It all means Obama is finding it easier than ever to merge offline data, such as voter files and information purchased from data brokers, with online information to target people with messages that may appeal to their personal tastes. Privacy advocates say it’s just the sort of digital snooping that his new privacy project is supposed to discourage…

There’s an added twist for Obama: He’s making these moves at the same moment his administration is pushing the virtues of online privacy, last month proposing a consumer bill of rights to protect it.

This has been brewing for some time: back in July 2011, Ben Smith reported that the Obama campaign was advertising for “Predictive Modeling/Data Mining Scientists and Analysts.”

I really want to ask: what took so long? This is a gold mine for candidates.

I’ll be curious to see how far these hypocrisy charges go. If companies are going to make money off the Internet, don’t they have to have some of these abilities to put information together? Which group do people trust less to have their information: corporations or political parties?

Could Abraham Lincoln secure Republican nomination today?

A sociologist argues that four traits held by Abraham Lincoln would make it difficult for him to become the Republican candidate for president today:

1. Lincoln ‘invented’ income tax…

2. He didn’t advertise his faith…

3. He wasn’t a looker…

4. He tended toward moderate positions and long, complex arguments.

I think #3 and #4 are more recent cultural trends than facts about the Republican party but #1 and #2 are interesting. Here is what they suggest and this would be helpful to remember during this upcoming presidential campaign: political parties do change their positions in response to their historical and cultural circumstances. Political parties may stand for some basic ideas and viewpoints but how these play out in response to changing cultural and historical conditions can vary. Therefore, Lincoln could push for an income tax because of a perceived time of need while current Republicans would like to limit income taxes. Additionally, strong outward demonstrations of conservative faith are relatively recent among Republicans (since the rise of evangelical voters in the late 1970s/early 1980s?) even as Americans generally prefer their presidential candidates to be persons of faith. Lincoln was elected by mostly northern voters as a Republican president (due mostly to northern voters, which goes against the image today of Republicans as southerners and midwesterners) roughly six years after the Republican Party was founded in response to issues of slavery. The Republican Party of today is far away from the particular issues of the late 1850s.

Of course, lots of people, including President Obama, like to claim Lincoln as their inspiration. As time passes, political parties and historical legacies change and are difficult to directly transpose into the present.

Conservatives getting behind mortgage modifications?

A journalist argues that conservatives are starting to argue that the federal government should step in and help homeowners stay in their homes:

Mortgage modifications have been a key pillar of the progressive response to the economic downturn–and they’ve been one focus of the Occupy protests that have sprung up across the country lately. The Obama administration offered its own such program in 2009, though it has helped far fewer homeowners than anticipated, thanks to a flawed design. But until lately, conservatives had by and large opposed the idea, arguing, as Santelli did, that taxpayers shouldn’t be forced to pay for borrowers’ bad decisions, and that banks shouldn’t have their actions constrained by government.

So what’s changed? By and large, policy hands and political leaders alike recognize that the economy isn’t going to get better on its own, at least not any time soon,. There’s a widespread consensus that until the United States tackles the massive overhang of housing debt–American homeowners’ wealth has fallen by a stunning 40 percent since 2006–the economic recovery won’t gain steam. As Feldstein wrote: “The fall in house prices is not just a decline in wealth but a decline that depresses consumer spending, making the economy weaker and the loss of jobs much greater.” Rogoff, too, views the crushing volume of personal debt as an unaffordable drag on growth. “Simply put, you can’t operate an economy where huge numbers of people are desperately in debt and have no real way out,” he argues.

Hubbard originally offered a modification plan in 2010 as a way to avoid another “costly stimulus package” designed to spur consumer demand. But he, too, may also recognize that mortgage modification, though necessary for the health of the economy, is likely to be politically unpopular. If so, better to have President Obama take the hit, rather than a future Republican president—like, say, President Romney.

Of course, right and left don’t see entirely eye-to-eye on the issue. Dean Baker, an economist with the liberal Center for Economic and Policy Research, last week slammed Feldstein’s plan as too soft on banks and a bad deal for struggling homeowners. And it’s hard to imagine that Republicans in Congress would react favorably to an aggressive mortgage modification proposal from the Obama administration.

So if this is true – and “three instances” doesn’t a trend make even as this journalist suggests – what is happening?

1. Conservatives are recognizing that the mortgage debt is holding up the larger economic recovery. If people can’t move, they can’t go to the open jobs. The debt doesn’t allow them to spend on other consumer items. If government involvement can move people past this logjam, then the “free market” can work again. Desperate times mean that political ideology has to be bent a little.

2. As the journalist suggests, they only back this when a Democrat is in charge.

3. This is pandering for votes. American culture has a dream of homeownership – neither party wants to be against that.

This bears watching. Of course, the devil is in the details: who is actually going to support what? Who is going to pay for this? How many homeowners could be helped?

The growing gap on environmental issues between American political parties

As you might suspect from political discussions about environmental and green issues, a sociologist has some data to show the two major political parties in the United States are growing further apart.

Looking at League of Conservation Voters ratings of Congress and the Senate, Robert Brulle of Drexel University in Philadelphia passes along a revealing look at the history of the partisan divide on environmental issues. Averaging ratings for both parties, he and his colleagues show a sharply growing division that started back in the Reagan era.

Asked to comment on whether last week’s “24 Hours of Reality” event led by Al Gore would change any minds about climate change, Brulle pointed to the chart to express his doubts. “The real purpose of these campaigns is to generate news coverage,” Brulle says, stories a bit like this one.

While it is not like there was agreement on these issues in the early 1970s, a growing divide suggests this has become an increasingly political issue, perhaps just like religion.

As favorability ratings on Congress are still at low levels, is there any data to suggest that the two parties have closed the gap on any issues?

It doesn’t matter which party is in charge when an economic crisis happens; they will be punished

As part of a piece looking at whether President Obama should have ever been compared to FDR, Megan McArdle suggests one of the cultural narratives of the Democratic Party doesn’t hold up: the Great Depression wasn’t a “Republican problem” because when looking at other countries, whichever party was in power at the start of the Depression was punished at the polls:

Yet even recognizing that FDR got tremendously lucky in his choice of election years does not cause McElvaine to question the Ur-Myth; instead, he segues into a complaint that Obama needs to be feistier, like FDR was.

Smart progressive Ezra Klein, however, offers what I think is the correct take:

The pat story behind FDR’s victory and the ensuing decades of mostly Democratic dominance is that the president got the policy right and the politics followed. Whatever you believe about FDR’s policies, a more international perspective will disabuse you of the notion that the golden age for the Democratic Party was an ideological triumph rather than an accident of history. As Larry Bartels, a political scientist at Vanderbilt University, has written, globally, the pattern is clear: Whichever party was in power when the Great Depression hit was booted out of office, and whichever party was in power when the global recovery took hold reaped huge political benefits.

“In the U.S.,” wrote Bartels, “voters replaced Republicans with Democrats and the economy improved. In Britain and Australia, voters replaced Labor governments with conservatives and the economy improved. In Sweden, voters replaced Conservatives with Liberals, then with Social Democrats, and the economy improved.

Of course, cultural narratives aren’t necessarily rooted in facts but rather in the story that a group or nation or other party wants to tell. Looking at data can help us figure out the veracity of a narrative. This sounds like a good example of using comparative data: by looking at other cases, one can see that what might seem to be a “common sense” observation based on the United States doesn’t necessarily hold up. What we would also want to do is to look at other economic crises, both in the United States and abroad, to see how the severity of the crisis, length of the crisis, relative standing of other countries, and other historical and social factors affect election outcomes after the economic crisis starts.

The takeaway for politicians and political parties? Beware of running for election if the economy took a dive while you or your people were in office.

Redistricting with “sociological integrity”

Redistricting can often a contentious activity. But what if it is done with “sociological integrity”?

“Districts are ordered generally to maintain sociological integrity. Seward was happy paired with Homer and Seldovia as having the only outside deep water ports for the Kenai Peninsula,” Seaton said. “Now Seward is with Nikiski and Sterling – Homer with no other ports; Seldovia with Kodiak.”

A well-ordered voting district is one that generally has an amiable sociological mix that share economic and cultural ties to work toward common legislative goals. Nonetheless, Homer fares well with other Lower Kenai Peninsula communities like Ninilchik and Kasilof, and now the Russian village of Nikolaevsk, which formerly was represented in an entirely different district. The residents of Funny River Road may lack common issues and it “could take a while to develop that cohesiveness,” Seaton said. “It’s just different issues because they are looking at a main economic structure that is inland and revolves around the river. Not that there’s anything wrong with their new alignment, it’s just people will need to feel their way through and acclimate to working with different areas and different interests.”…

Since Alaska is one of the few states once found guilty of gerrymandering districts to favor issues or candidates, Alaska elections are overseen by the Federal Election Commission to ensure a strong voice for electing a minority candidate.

I like this term, “sociological integrity,” and think it has potential if it generally referred to positive social outcomes and plans drawn up from sociological principles.

Perhaps this is unique to Alaska, but this sounds like a different way of drawing up legislative districts: they should have a “amiable sociological mix that share economic and cultural ties to work toward common legislative goals.” What sounds different about this is that districts in other states are often drawn to collect a certain number of votes for a particular party. Those in charge of redistricting want to solidfy their own positions and reduce the ability of their competition to compete in districts. The definition from this article refers not to votes but rather a shared cultural and economic history as uniting voters. Perhaps party affiliations are tied to this (an example from the article above: perhaps deep water port communities are all on one side) but cultural and economic ties are also important as this is how residents and community leaders connect with each other more frequently.

Does any other state consider cultural ties when drawing up legislative boundaries or is it all just a naked grab for votes?

“A vestige of tradition” in Orange County

One common view of California from the Heartland/Midwest/flyover county is that it is a liberal state that leads the way in many social problems. But historically, Orange County has been a bastion of conservatism (see Suburban Warriors about the rise of political conservatism in Orange County after World War II) and can still be considered conservative today even with an influx of immigrants:

Analysts, however, say the county’s loyalty to convention is not due to a push to maintain its image as a pillar of social conservatism. Instead, they point to the bustling Latino commercial districts in Santa Ana, the Vietnamese American coffee shops in Garden Grove and the halal butchers in Anaheim — to an influx of immigrants who have imported the old-fashioned family structures of their homelands.

Orange County’s ethnic enclaves are founded on religious and cultural values that include strong family ties, said Jack Bedell, a sociology professor at Cal State Fullerton…

Orange County, home to 3 million people, has the lowest percentage of single-parent households of any county in Southern California, according to a Times analysis of U.S. Census Bureau figures, as well as the lowest percentage of households occupied by opposite-sex unmarried couples.

It also has one of the lowest percentages of same-sex households and has retained one of the highest percentages in the region of nuclear-family households — those with a married man and woman who are raising children under age 18.

The article suggests that traditional family arrangements are declining in Orange County, just at a slower rate than other places. What I find most interesting is that the article makes no reference to political parties but rather stresses moral values or “family values.” How do “family values,” particularly among immigrants, match up or conflict with “social values”? Do these immigrants vote more for Democrat or Republican candidates?

Illinois redistricting also about capturing suburban voters

Much of the press about redistricting in Illinois has highlighted how Democrats plan to increase their seats. But the Daily Herald offers an additional insight by suggesting that the redistricting is really about capturing suburban voters:

But even as political analysts poring over the new boundaries provide slightly different takes, one thing is certain: the suburbs, which saw booming growth over the last decade, were the prime meat in the proverbial fattened calf — filleted to produce congressional districts that would help assure a Democratic majority in the state’s delegation over the next 10 years…

“There’s been a shift in power,” Northern Illinois University professor Richard Greene said. “Because of the population shift, the Democratic core and the inner manufacturing suburbs are losing strength, as the outer-edge suburban communities are gaining substantially in strength.”

Democrats, political consultant Kitty Kurth said, want to continue to capitalize on their base — the largely Democratic voting bloc of Chicago, some of which has moved to the suburbs in recent years.

The new map appears to do just that, in some cases through odd-shaped districts that often start in solidly Democratic Chicago and extend into the suburbs through long, gnarled fingers. That essentially extends Democratic Chicago districts into traditionally Republican suburban ones, but not by so much as to put any Democratic majority at risk.

Traditionally, some of the suburban areas, particularly DuPage County, have been solidly Republican strongholds. While these figures are already changing somewhat, this redistricting might help push  these state offices further away from Republicans.

The article also goes on to note how the second Hispanic district in the state could be located in the southwest suburbs “centered around Aurora and Joliet.”

Such a move to control suburban votes would go along with commentary that suggests suburban voters are critical for national political outcomes.

Data on the growing conservatism of the American public

A number of commentators have explored recent data from Gallup regarding America’s increasing conservatism. Richard Florida takes a stab at the data here. Here are Florida’s conclusions:

Conservatism, at least at the state level, appears to be growing stronger. Ironically, this trend is most pronounced in America’s least well-off, least educated, most blue collar, most economically hard-hit states. Conservatism, more and more, is the ideology of the economically left behind.  The current economic crisis only appears to have deepened conservatism’s hold on America’s states. This trend stands in sharp contrast to the Great Depression, when America embraced FDR and the New Deal.

Liberalism, which is stronger in richer, better-educated, more-diverse, and, especially, more prosperous places, is shrinking across the board and has fallen behind conservatism even in its biggest strongholds. This obviously poses big challenges for liberals, the Obama administration, and the Democratic Party moving forward.

But the much bigger, long-term danger is economic rather than political. This ideological state of affairs advantages the policy preferences of poorer, less innovative states over wealthier, more innovative, and productive ones. American politics is increasingly disconnected from its economic engine.  And this deepening political divide has become perhaps the biggest bottleneck on the road to long-run prosperity.

Interesting thoughts. A few questions about this:

1. Is this a long-term trend or a relatively recent development that could be reversed relatively quickly?

2. How might these demographics tied to each party interact with the public image of the parties that suggests Republicans are about the wealthy and Democrats are on the side of the working class?

3. Does this suggest that the economic engines of America are primarily in Democratic areas (which I assume Florida would see as being located in central cities and the surrounding areas)? Is this the case because of particular Democratic policies or is this the result of other factors?

4. What would an analysis beyond correlations reveal? How do these different factors interact?

Looking to secure the suburban vote

Joel Kotkin argues that both major American political parties would do well to develop a strategy that would consistently appeal to the suburban vote. Here is how one journalist describes Kotkin’s view of American politics at the moment:

Demography in the US favors the Democrats. The fastest growing parts of the electorate don’t look good for Republicans.

Job creation will be the biggest public policy theme for some time to come, and Republicans haven’t quite gotten this issue right even as Democrats botch it.

Class, more than race, will determine America’s political future. The wide swath of largely suburban, skilled workers is up for grabs, and neither party has a vision for improving their quality of life – which is why they keep wreaking havoc on each Party’s plans.

Republicans have failed among Latinos and millennials and will pay for it for some time to come if they don’t reverse the trends they’ve helped start.

Kotkin has been talking about this for a while – he suggested right after this last election that the results went against the “creative class” and more middle-class suburbanites voted for Republicans.

So what would a successful suburban strategy look like? When I looked at all the campaign material that came to my house and listened to candidates talk leading up to the last election, many of them were going after the middle class vote: making homeownership a priority, talk about job creation, keeping the American Dream alive. But if Kotkin is right, the middle class swung one way in 2008 and then another way in 2010.

One way to approach this would be to think what suburbanites have historically sought in moving to suburbs: some space, getting away from the city (the noise, health issues, crime, “others”), owning a single-family home, good schools, good jobs, safety (particularly for kids), and a suburban lifestyle. It seems like both parties could approach these issues, though they might do so from different angles.
