Are Forest Preserves really about maintaining property values and quality of life, not protecting nature?

Each day on the way to and from work I drive past multiple Forest Preserve properties. They are generally green and open, providing a relaxing scene under the rising sun or after a long day. Yet, how much are they really about preserving or protecting nature as opposed to improving the quality of life of suburbanites? Are these two goals antithetical to each other?

The DuPage County Forest Preserve – alongside others in the Chicago metropolitan region – has been aggressive over the decades in purchasing land. The pace of acquisition picked up after World War II in the era of mass suburbanization where development eventually spread throughout all of Cook, DuPage, and Lake County. The mission of the organization is stated here:

As mandated by the Illinois Downstate Forest Preserve Act, our mission is “to acquire and hold lands containing forests, prairies, wetlands, and associated plant communities or lands capable of being restored to such natural conditions for the purpose of protecting and preserving the flora, fauna and scenic beauty for the education, pleasure and recreation of its citizens.”

The mission mentions both nature and citizens. But, one way to look at the acquisitions is that they enhance the quality of life of wealthier residents by providing green and/or open space that will not be developed, offering recreational opportunities, and raising property values for nearby housing and not just for those that border the properties but for numerous developments who don’t have to contend with more nearby developments. Of course, forest preserves and parks can be used by residents of all class backgrounds. Yet, taking away all of the land from possible development means that affordable housing – already limited in wealthier places like DuPage County – may be even less possible. Property values are always lurking in the background of development decisions in the suburbs and I suspect it is relevant here.

Additionally, “protecting and preserving” nature is a tricky business. It is not exactly in a “natural state” as human beings have been in the area for at least hundreds of years going back to the first white settlers in the 1830s and Native American groups as least a few decades before that. These Forest Preserves present a particular kind of nature, one that this is never too far from busy roads, housing developments, tricky water run-off situations, and pollution. This is made more clear in the term sometimes used of “open space” where concerned suburbanites want empty land.

In the end, do suburbanites really desire Forest Preserves for the mediated nature they provide or the enhanced quality of life they bring? The answer might be both but we rarely discuss the implications of the second reason.

Perhaps the drop in property values in Ferguson could prompt change

The fallout from last year’s events in Ferguson, Missouri continues including this look at the changes in property values:

For the city’s 2014 budget, approximately 20 percent of the city’s revenue came from the city’s courts, and 17 percent came through property taxes. But after a Department of Justice report found the courts were profiting off racial discrimination, the State of Missouri took over to implement reforms. Couple that with rapidly falling property values (which are used to calculate owed taxes) and it seems like key parts of the city’s business plan are falling out from under it…

The average selling price of a home in the city has been on a steady decline since the shooting of Brown last August, according to housing data compiled from MARIS, an information and statistics service for real estate agents. Prior to Brown’s death, the average home sold in 2014 was selling for $66,764. For the last three and a half months of the year, the average home sold for $36,168, a 46 percent decrease.

The trend has continued on through this year, with the average home selling for only $22,951 so far in 2015. Another negative indicator: in the eight and a half months leading up to Brown’s death, the average residential square foot in 2014 was selling for $45.82. In the eight and a half months since Brown’s passing, the average residential square foot in the city has sold for $24.11. That’s about a 47 percent downtick in one of real estate’s core indicators.

In the suburbs, where quality of life (including factors like crime, the quality of the houses, performance of the local schools) is paramount in (1) influencing housing values and buying and selling real estate and (2) building a tax base through attracting businesses and organizations, infamy is not a good thing. But, given the patterns of local treatment of people by police in the area, it is hard to see how this wouldn’t affect housing values and the tax base. When given options across the suburbs of St. Louis, how many homeowners or companies would choose to move to Ferguson? And, if we’re honest, hitting suburbanites where it really matters – property values and their tax base (the double whammy of housing and land values going down while property taxes may need to increase to close the gap) – may be what is needed to prompt change.

The American Dream and how Chicago magazine determined “Chicago’s Best Places to Live”

Chicago has a new list of the best places to live that includes 12 Chicago neighborhoods and 12 Chicago suburbs. Here are the factors the magazine used to identify these communities

First we looked at the factor that tends to be uppermost in the minds of families these days: safety. We eliminated from contention all community areas that notched violent crime rates higher than 7.0 offenses per 1,000 inhabitants last year (the city average: 9.3 per 1,000). That meant tossing out the Loop (9.9 per 1,000) and the historic South Side neighborhood of Pullman (11.2 per 1,000), for example. And we eliminated suburbs with violent crime rates above their county’s average—which removed from contention such otherwise appealing places as Evanston (2.2 per 1,000) and Oak Park (2.7 per 1,000), both in Cook County (2.1 per 1,000).

Then we turned to education. If a town or community lacks a public school whose students score above average on standardized tests, we dinged it. And because raising kids in an area that’s at least somewhat diverse is a goal of most parents, we nixed spots where more than 92 percent of residents are of any one race. (Bye-bye, Kenilworth, Western Springs, and Winnetka.)

For the places that remained, we looked at ease of transportation downtown, giving extra points to those that have several el stops and at least one Metra stop. (Places with outstanding schools and low rates of property crime also got bonus points.) And we considered how home prices in these places have fared in recent years compared with prices in neighboring areas, as well as whether buyers there can get good value for their money—which is not the same thing as paying the smallest amount. Finally, I hit the pavement to assess which spots possess those hard-to-define qualities that matter hugely when you’re looking for somewhere to live. Things like vibrancy (are there lots of bustling restaurants and shops?). Beauty (are there architecturally interesting buildings or just cookie-cutter developments?). Friendliness (does the community have a natural center that brings people together?). Is it, quite simply, a great place to call home?

So it boils down to safety, good schools, good transportation, higher than average housing values, and quality of life. Such measures are not uncommon on Best Places to Live lists.

However, it struck me upon reading this list that these traits tend to match a particular vision of a good community. If I may put it this way, it is a middle to upper-class ideal where kids are safe and nurtured and communities are protected from the difficulties of the world. It roughly matches the American Dream where people can live in small-town type places (even though most Americans do not live in such areas, they harbor the ideal of living in a tight-knit community – even if they may not want to contribute much to it) in relative comfort.

Just to take the two examples from DuPage County, Wheaton and Hinsdale, these communities partly derive their ranking from protecting this particular vision over the decades. Not everyone can move into these communities; it requires a certain amount of money as the affordable housing the communities discuss has much more to do with allowing senior citizens and recent college graduates to have somewhere to live rather than truly addressing low-income residents.

Maybe this methodology does reflect what many Americans want. The suburbs on the list are nice and the Chicago neighborhoods, while having more diversity, tend to be the more sought-after ones. At the same time, such lists could reinforce the notion that protected and wealthy places are the best ones, the ones we should all aspire to live.

Suburbs looking for ways to lure young adults back from cities

If young adults are going to the big city and staying in increasing numbers, how can suburbs get them back?

Demographers and politicians are scratching their heads over the change and have come up with conflicting theories. And some suburban towns are trying to make themselves more alluring to young residents, building apartment complexes, concert venues, bicycle lanes and more exotic restaurants…

Some suburbs are working diligently to find ways to hold onto their young. In the past decade, Westbury, N.Y., has built a total of 850 apartments — condos, co-ops and rentals — near the train station, a hefty amount for a village of 15,000 people. Late last year it unveiled a new concert venue, the Space at Westbury, that books performers like Steve Earle, Tracy Morgan and Patti Smith.

Long Beach, N.Y., with a year-round population of 33,000, has also been refreshing its downtown near the train station over the last couple of decades. The city has provided incentives to spruce up signage and facades, remodeled pavements and crosswalks, and provided more parking. A smorgasbord of ethnic restaurants flowered on Park Avenue, the main street…

Thomas R. Suozzi, in his unsuccessful campaign to reclaim his former position as Nassau County executive last year, held up Long Beach, Westbury and Rockville Centre as examples of municipalities that had succeeded in drawing young people with apartments, job-rich office buildings, restaurants and attractions, like Long Beach’s refurbished boardwalk. Unless downtowns become livelier, he said, the island’s “long-term sustainability” will be hurt because new businesses will not locate in places where they cannot attract young professionals.

This story should make New Urbanists happy. Because cities are attracting young adults with cultural amenities and jobs, suburbs have to respond with their own amenities. Simply existing as a bedroom community won’t cut it for attracting younger residents who want competitive housing prices as well as things to do. By appealing to these residents, suburbs can also win in two ways. First, their efforts to bring in more restaurants, stores, and cultural opportunities can help diversify their tax base. New commercial establishments and festivals help bring in visitors as well as residents who spend money. Second, these moves may also help make their downtowns and neighborhoods denser. This limits residents’ reliance on cars and makes streets more pedestrian friendly.

Of course, many of these suburbs will find it difficult to compete with (1) the big city and (2) other suburbs. Popular tactics in recent years across suburbs include transit oriented development involving condos and amenities near railroads or other mass transit and trying to build a more vibrant downtown around restaurants and small but unique shops.

Can a pleasant suburb like Naperville have medical marijuana facilities?

Naperville officials are looking into how to regulate future medical marijuana facilities in their community:

Naperville will begin considering zoning regulations for medical marijuana businesses Tuesday night as councilmen review staff recommendations to limit such facilities to industrial parks, set a distance requirement from residential areas and require all medical marijuana operations to be evaluated on a case-by-case basis instead of allowed outright.

The proposed zoning code updates, which also would prohibit medical marijuana cultivation centers or dispensing organizations from opening in downtown and general commercial areas, are set to be considered during a council meeting at 7 p.m. in the municipal center, 400 S. Eagle St…

Naperville’s possible zoning changes are in addition to state restrictions that say cultivation centers cannot be within 2,500 feet of the property line of a school, day care center or residential area, and only one can open in each of the 22 state police districts statewide…

He said keeping dispensaries out of downtown and allowing only one in each strip mall or collection of buildings under the same ownership will help prevent the new businesses from being too widespread…

“The dispensaries are more like a pharmacy and should be allowed in retail areas,” Chirico said. “Legal, prescribed medication shouldn’t be restricted to an industrial park.”

It will be interesting to watch how wealthier suburbs treat medical marijuana facilities which are legal but probably not very desirable in these communities. Are the dispensaries better or worse than tattoo parlors? (If I had to vote, I’d go with better.) The interest in putting a dispensary only in industrial areas certainly would help keep it out view and away from impressionable people.

But, I could imagine a scenario where a resident of such a community is able to effectively tell how they need the marijuana to relieve pain from a life threatening illness and they don’t want to be made to feel like a ne’er-do-well in their own suburb. Telling that story in the right setting might make the community leaders and residents look uncaring and callous.

What Naperville residents like, dislike about the suburb

A recent survey of Naperville resident shows what they like and what they don’t about the community:

The 2012 community survey was Naperville’s first in four years, netting 1,581 responses that will be used to create a strategic plan this summer…

The survey found 91 percent of respondents were satisfied with the overall quality of life in Naperville. Looking at city services, 92 percent were satisfied with fire and emergency medical services, 85 percent gave good marks to garbage and recycling services and 84 percent were satisfied with police services. Overall city service satisfaction levels were consistent no matter which part of town the resident lived in…

Traffic flow fared the worst with only 40 percent of residents saying they are satisfied, which is a 10 percent increase from the previous survey…

Compared to the rest of the country the city scored at or above the national average in 36 of 44 areas like overall quality of city services, city streets, sidewalks and infrastructure and overall image of the community. Residents’ satisfaction with overall quality of city services rated 32 percent above national average.

The city scored below the national average in eight areas including traffic flow, public transportation and household hazardous waste disposal service.

The national comparisons are pretty interesting here. The article goes on to suggest this is due, at least in part, to effective planning and responses from the city. This is likely true to some degree; Naperville sees itself as a leader for providing efficient and effective local services. On the other hand, I wonder how much of this is due to the relative wealth of Naperville. Considering its size, Naperville is unusually wealthy with plenty of good jobs which can then lead to good schools and more money for quality of life concerns like parks, libraries, parks, and lots of retailers.

The traffic issue is a tough one to solve in Naperville. Of course, much of the suburb is made up of auto-dependent neighborhoods. Couple this with Naperville’s wealth of jobs and attractive downtown and there is plenty of driving around. The city has three highways on its edges, I-88 on the north, I-355 on the east, and I-55 on the south, but the local main streets are quite clogged. This is an issue particularly going north-south as Route 59, Washington Street, and Naper Boulevard are quite crowded. Mass transit is available to Chicago, and Naperville has two of the busiest stops in the entire Metra commuter system, but transit is limited within the city outside of some shuttles to and from the train stations. I think the real question is whether the traffic in Naperville is bad enough for residents and business to not locate or stay in the community. If a number of the other indicators are so high, I would think not but bad traffic, particularly in auto-dependent places like big suburbs, can be quite irritating.

New York governor says local governments, schools should save money by merging

New York Governor Andrew Cuomo suggested one way local government can save money in this economic crisis: merge or consolidate.

Gov. Andrew Cuomo had tough words Friday for local officials facing fiscal crises and seeking more help from Albany, telling them they should consolidate services or whole governments and school districts rather than looking for relief from Albany.

“If it was really, really tough, you’d see that happen,” Cuomo said in his strongest comments yet on the local fiscal crises. “If you are a school district, or a city, or a town or a county, and you are looking for a fundamental financial reform, consolidation is one of the obvious ones.”

Cuomo said he believes local politics is standing in the way of mergers and consolidations that would save taxpayers money and improve efficiency of services. He said deciding to consolidate should be easy, yet “politically, it’s difficult … I get the politics.”

Despite years of hard times, Cuomo said you can count “on one hand” the number of consolidations among 50,000 local governments, school districts, fire and library taxing districts and more.

School districts and local governments say they are already consolidating and merging, but that’s not enough. They are asking for more laws than Cuomo has offered in his state budget proposal to cut labor costs, pension costs and more funding.

Advocates like Myron Orfield and David Rusk have been pushing for metropolitanization for decades – and if Cuomo is right, it might happen now because local governments will have little choice when faced with tough economic issues. However, there are three major issues standing in the way of government consolidation even when times are tough:

1. Local control and interests. This is part of the foundation of the American governmental system: residents should have some say in local government. Thus, local governments and residents will fight hard before they have to hand off decision-making to outsiders.

2. We could end up with situations where communities and governments that are harder off are pushed to consolidate while wealthier areas can hold out longer. This is then a different kind of inequality: wealthier residents would have more local control while poorer residents would have less control.

3. Consolidation might save money but what happens to the quality of the local services? Merging might lead to a reduction of services and some residents will not be happy about this. This is more of a quality of life issue that could influence crime rates, school performance, garbage pickup, and more.

A mid-twentieth century vision of “the future” versus welcome changes to everyday life for average Americans

Virginia Postrel compares the vision of “the future” decades ago versus the changes that have made the everyday lives of many Americans better:

Forget the big, obvious things like Internet search, GPS, smartphones or molecularly targeted cancer treatments. Compared with the real 21st century, old projections of The Future offered a paucity of fundamentally new technologies. They included no laparoscopic surgery or effective acne treatments or ADHD medications or Lasik or lithotripsy — to name just a few medical advances that don’t significantly affect life expectancy…

Nor was much business innovation evident in those 20th century visions. The glamorous future included no FedEx or Wal- Mart, no Starbucks or Nike or Craigslist — culturally transformative enterprises that use technology but derive their real value from organization and insight. Nobody used shipping containers or optimized supply chains. The manufacturing revolution that began at Toyota never happened. And forget about such complex but quotidian inventions as wickable fabrics or salad in a bag.

The point isn’t that people in the past failed to predict all these innovations. It’s that people in the present take them for granted.

Technologists who lament the “end of the future” are denigrating the decentralized, incremental advances that actually improve everyday life. And they’re promoting a truncated idea of past innovation: economic history with railroads but no department stores, radio but no ready-to-wear apparel, vaccines but no consumer packaged goods, jets but no plastics.

I wonder if another way to categorize this would be to say that many of the changes in recent decades have been more about quality of life, not significantly different way of doing things or viewing the world (outside of the Internet). Quality of life is harder to measure but if we take the long view, the average life of a middle-class American today contains improvements over decades before. Also, is this primarily a history or perspective issue? History tends to be told (and written) by people in charge who often focus on the big people and moments. It is harder to track, understand, and analyze what the “average” person experiences day to day.

I can imagine some might see Postrel’s argument and suggest we are deluded by some of these quality of life improvements and we forget about what we have given up. While some of this might be mythologizing about a golden era that never quite was, it is common to hear such arguments about the Internet and Facebook: it brings new opportunities but fundamentally changes how humans interact with each other and machines (see Alone Together by Sherry Turkle). We now have Amazon and Walmart but have lost any relationships with small business owners and community shops. We may have Starbucks coffee but it may not be good for us.

Suburban tree ordinance helps fight off McMansions, preserve “suburban quality of life”

Many suburban residents may not pay much attention to tree ordinances in their community. However, a recent debate about the ordinance in Oyster Bay, New York reveals some interesting motivations for such ordinances:

Amendments to the code of the Town of Oyster Bay were discussed at the Tuesday, Aug. 14, town board meeting. They included regulations pertaining to the growing of bamboo on both residential and commercial property (see article on page 10), storm water management and erosion and sediment control, and the removal of trees on private property…

Oyster Bay Town Supervisor John Venditto opened the hearing by explaining the town’s decision that the law as stated was burdensome and needed balance. He said, “Trees are probably the most visible symbols of our suburban quality of life.” The supervisor explained the law was intended to protect the tree population but that when it was instituted they didn’t hear the other side of the story. Now the board members are hearing from residents who are saying, “Who are you to come into my backyard and say I can’t remove a tree.” He said homeowners viewed it as a loss of their individual rights and called it “government intrusion.” After listening to many speakers who seemed to understand his views, he said, “It’s a question of balance.” Mr. Venditto said it was the homeowner dealing with trees on their private property that were the ones the repeal of the ordinance would benefit.

Still the possibility of repealing a tree ordinance reminds people of why they wanted one in the first place. Nassau County Legislator Judy Jacobs (D-Woodbury) was the first to speak. She reminded the audience that, “The initial tree ordinance was passed in 1973 following the total destruction of a 15-acre parcel of land in Woodbury which was bull dozed by a developer, Sidney Kalvar, who was denied an application for zoning on the property.  Hundreds of trees were just leveled and a barren piece of land replaced the natural growth which was there.”

In 2007, an amendment to the town’s 1973 tree ordinance was adopted as a result of the work of Save the Jewel By the Bay which was working to protect the hamlet of Oyster Bay from an onslaught of “McMansions.” The town added to the tree ordinance as well as adopting several zoning ordinances to prevent McMansions; both ordinances were adopted townwide.

Trees clearly have environmental benefits. Yet, they also serve as status symbols. Two things struck me here:

  1. Regulations about trees are tied to fighting McMansions. A common image of the construction of McMansions includes a developer/builder coming in with teams of bulldozers, flattening the landscape, and then mass producing unnecessarily large and ugly houses. Of course, this is not that different of a process from other suburban construction going back to the early days of mass produced housing in places like Levittown. My question: can McMansions be made more acceptable if the developer/builder work more with the existing landscape and retain many of the trees? Put another way, can’t communities simply tell McMansion builders that they must retain or plant a certain number of trees? It doesn’t seem to me that McMansions and trees necessarily have to be antithetical to each other.
  2. Trees denote a “suburban quality of life.” Suburban streets are often depicted with broad, leafy trees spanning over the roadway. I recall reading how the creators of The Wonder Years wanted this sort of suburban image and found it in Culver City, California. Yet, one can find this is many urban neighborhoods. So perhaps it is more about the number of trees. Urban streetscapes are often limited to having trees in the space between the sidewalk and street and sidewalk and building. Or, perhaps it is about trees plus a little green space around the trees which is also tougher to find in cities. I wonder how much having older and/or more trees on a property increases the property value of suburban homes. Neighborhoods with few or shorter trees tends to indicate that the neighborhood is newer but is there a price reduction because of this? How much of the character of an older neighborhood is tied to the trees? Is having plenty of older trees an indication of the community being older and monied?

A final note: the article mentions that two residents say that in order to be known as a “Tree City USA” community, a municipality must have a tree ordinance on the books. I was not aware of this and have wondered what it took to get such a designation and sign along the roadway.

When the South’s top-ranked community for quality of life is full of McMansions

I think there is some annoyance in this article that On Numbers named West University Place that top suburb in the South for quality of life. How do I know? The reference to McMansions is a hint…

What makes a suburb an awesome suburb? If you said McMansions, refreshing homogeneity and a proximity to a Chili’s restaurant, then have we got a suburb for you.

Houston’s ritziest city-within-a-city, West University Place, was named the ‘burb with the best quality of life in the South by On Numbers.

On Numbers, a Business Journals publication, looked at more than 1,100 cities, towns, villages, municipalities and otherwise census-designated places with populations greater than 10,000 from Maryland to Texas, and graded them on 20 criteria, including household income, poverty rate, length of commute, percentage of professional workers, the percentage of homes that were built after 1990, and the rate of adults that have advanced degrees.

I don’t know if West University Place has a lot of McMansions but this comment seems fairly pointed. The McMansions are tied to bland suburbia, full of homogeneity (race? social class? attitudes and beliefs?) and chain restaurants.

For the record, On Numbers argues that they chose this community because of its high education levels:

Many streets in the Houston suburb are named after colleges, authors or poets. Rice University is located nearby. And 85 percent of West University Place’s adults hold bachelor’s degrees, the highest percentage in any Southern community.

This strong educational background is a key reason why West University Place ranks No. 1 in On Numbers’ quality-of-life standings for the Southern United States.

This is a wealthy community – a median household income of just over $180k and a median house value of over $660k – so it makes sense that it has a high quality-of-life.

The negative comment does raise some questions about quality-of-life measures. Should it include something like community atmosphere or history? Should a community be knocked down the list if it full of mass culture? Can you pick up on something like this from 20 statistics? Without a visit to the community, it would be hard. Additionally, the ratings privilege a more recent housing stock (homes built since 1990) and big houses (percent with 9+ rooms). New does not necessarily equal quality.

In order to put rankings like these together, you have to have a certain idea about what Americans want in their communities.
