Connecting sundown towns and votes for Trump in Wisconsin

Sundown towns were once common in the North and one academic looks at the connections between such communities and voting for Donald Trump:

Did sundown towns elect Trump in Wisconsin? My research assistant, Kathryn Robinson, and I tried to find out. Since it is much easier to get county-level election returns than municipal ones, we concentrated on “sundown counties,” those having a county seat that could be established as a sundown town or likely sundown town in Loewen’s mapping. An incredible 58 of the state’s 72 counties fit into such a category. Of the 58 sundown counties 31 are 1% or less African American (and only eight more than 2%), suggesting that the proxy of the county seat works in identifying sundown areas at the county level.

The simple answer on Trump and sundown towns in Wisconsin is: “Clearly they elected him.” Sundown counties gave Trump almost 935,000 votes to Clinton’s just over 678,000. His margin in the sundown areas exceeded 256,000 votes. That Clinton won the fifteen non-sundown counties by almost 230,000 votes could not make up for Trump’s 58% to 42% margin in the sundown ones. Just short of two/thirds of all Trump voters in Wisconsin came from sundown counties. Only nine sundown counties chose Clinton with 49 for Trump…

Our appreciation of the critically important historical dimension to sundown voting—both Robinson and I are trained in that discipline—ironically came through a sociologist. That is, when I contacted Loewen to outline the project to him, he mentioned having recently been to Calhoun County, a tiny sundown county in Illinois near where I grew up. That county, he told me, had voted for Obama in the same proportions as the rest of the country in 2008. I then looked up its 2016 vote, a landslide for Trump. Robinson and I had reason to wonder if a similar swing from Obama to Trump characterized the 2008 to 2016 trajectory of sundown county voters in Wisconsin.

The pattern could hardly been more striking. In 2008, Barack Obama defeated John McCain in all but eight of Wisconsin’s sundown counties. These virtually all-white counties delivered to the African American candidate a majority of nearly 143,000 votes. The fifteen very small sundown counties discussed above supported Obama in 2008 by 57.4% to 42.6%. The countervailing continuity lay in the metro Milwaukee suburbancounties, where the vote went to the conservative candidate in both 2008 and 2016, by overwhelming margins in both cases. The intervening 2012 election proved a halfway house, with the Milwaukee suburban counties solidly for Romney but Obama splitting the other sundown counties with the Republican ticket. By 2016, just under 400,000 votes had switched from the Democratic to the Republican candidate in sundown Wisconsin. Outside of the sundown counties the pro-Republican swing from 2008 to 2016 was just 17,000 votes.

It would be worthwhile to see such research carried out elsewhere as there were more sundown towns than people imagine (even if actual laws or records about them are difficult to find).

While Loewen alerts us to this important history, it is also interesting to consider how sundown counties or towns can experience rapid racial and ethnic change. This article cites a rural community that suddenly had an influx of Latino workers for several manufacturing plants. Or, imagine some suburban areas after World War Two that had rapid development and demographic change. I’m thinking of Naperville, Illinois, a sundown town that due to high quality residential and job growth is a suburb today that is increasingly non-white and where city leaders praise the growing diversity. Is there a point where the effects of being a sundown town disappear or could such effects pop up again depending on the situation (economic factors, racial and ethnic change, certain leaders, etc.)?

Push continues to add Middle Eastern race/ethnicity to Census

This project has been in the works for at least a few years and now the White House is joining the effort to add a Middle Eastern race/ethnicity to government forms:

Under current law, people from the Middle East are considered white, the legacy of century-old court rulings in which Syrian Americans argued that they should not be considered Asian — because that designation would deny them citizenship under the 1882 Chinese Exclusion Act. But scholars and community leaders say more and more people with their roots in the Middle East find themselves caught between white, black and Asian classifications that don’t fully reflect their identities…

On Friday, the White House Office of Management and Budget advanced the proposal with a notice in the Federal Register, seeking comments on whether to add Middle Eastern and North African as a separate racial or ethnic category, which groups would be included, and what it should be called.

Under the proposal, the new Middle East and North African designation — or MENA, as it’s called by population scholars — is broader in concept than Arab (an ethnicity) or Muslim (a religion). It would include anyone from a region of the world stretching from Morocco to Iran, and including Syrian and Coptic Christians, Israeli Jews and other religious minorities.

But the Census Bureau, which has been quietly studying the issue for two years, also has gotten caught up in debates about some groups — such as Turkish, Sudanese and Somali Americans — who aren’t included in that category. Those are issues the White House is trying to resolve before adding the box on 2020 census forms.

This is a good reminder of how social science categories can develop: through a lot of effort. There are social changes to account for here: how groups understand themselves changes over time. In this particular context, immigrating to the United States and facing particular challenges and opportunities leads to groups that wouldn’t necessarily group themselves together to now desire such a thing. Does the Middle East as Americans often understand it line up with how the region is understood elsewhere (let alone in that part of the world)? There are politics involved: who gets to define such groups? How is the data used? There are measurement issues: who would count in such a category? What are the boundaries? Is it a racial category or ethnicity? How many racial/ethnic categories are needed to understand the world?

All that said, the category of white – typically based on skin color – is very broad and often not very useful considering the social changes in the United States in the last few decades.

Urban segregation leads to bad outcomes – and what if the city is okay with this?

Following recent events in Milwaukee, NYMag summarizes some of the sociological research on urban segregation. As noted, the results of persistent segregation are not good.

However, what if this segregation is desired by the city or by large percentages of residents, whites in particular? The outcomes of segregation may be bad but the alternative might be considered worse: whites would have to live near blacks and share more resources and social spaces. With segregation, the problems are largely confined to certain areas (though there can be widespread fear if bad things happen in whiter and safer areas) and can be explained away by being attributed to particular groups. The segregation can be a self-fulfilling prophecy: there are neighborhoods for different groups because these sorts of things keep happening.

At some point, the negative consequences of segregation may be too much to ignore and stronger action might be taken. One good example is the destruction of public housing high-rises in many cities in order to deconcentrate poverty. City and national leaders perceived that something needed to be done. Yet, less provision was made for helping residents move elsewhere and find better opportunities. A less helpful example might be the uptick in shootings in Chicago: this is widely decried by leaders and the public but will much action be taken to (1) counter segregation and (2) provide more economic opportunities? At the moment, it appears not.

tl;dr: the outcomes of segregation are bad but how much will is there to consider alternatives?

Indianapolis’ Univgov only worked because schools were not included

The Univgov created in Indianapolis in 1970 may have only gone forward because it didn’t unite all local governments; it intentionally left out school districts.

The celebrated unified government, or “Unigov,” law brought together about a dozen communities in Marion County into a single large city in 1970. The idea was to put a bigger, more powerful Indianapolis onto the national map, simplify city services, and grow the city’s tax base. Indianapolis was not the only city in the country to merge with its surrounding county at that time—but it was the only one to explicitly leave schools out of the deal…

The judge who ordered the busing, Samuel Dillin, stated bluntly that a merged city that left 11 separate school districts was racially motivated. At the time, a majority of the region’s African American and minority students lived in the city center while the surrounding school districts primarily enrolled white students.

“Unigov was not a perfect consolidation,” then-Mayor Richard Lugar said. He went on to be one of Indiana’s most legendary political leaders as a six-term U.S. Senator. “A good number of people really wanted to keep at least their particular school segregated.” Lugar said he knew the 162-page Unigov bill would die in the Indiana General Assembly if schools were included. But he still thinks the merger was worth it, despite the effects it has had on schools…

Unigov’s legacy for Indiana education is mixed at best, but neither Lugar nor Cierzniak think a future Marion County school district merger—one way some scholars say segregation can be reduced—is likely. Township districts have grown considerably, and the state legislature has heard district consolidation plans over the years that have repeatedly failed.

Uniting metropolitan governments is a difficult task, primarily for reasons like this: wealthier, whiter, often suburban residents do not often want to share their resources – particularly schools – with those who are not as wealthy and white. When the middle-class and above look for places to live, they often prioritize the school district and if it has a record of higher performance, will fight to keep others out. These wealthier residents want their tax dollars, especially those based on their better housing values, to go to their children and community. And the white-black divide is often the most difficult line to cross in such situations.

As another recent example, see the case of when Ferguson, Missouri students were given the chance to leave their unaccredited school district. Some parents in the new school district do not react well.

The geography of minority majority counties

New data on demographic change in the United States highlights counties with minority-majority populations:

In 370 counties across 36 states and the District of Columbia, non-Hispanic whites accounted for less than half the population as of July 2015. That includes 31 additional counties since 2010, such as those encompassing Fort Worth and Austin in Texas; Charlotte, N.C.; Savannah, Ga.; and parts of suburban Atlanta and Sacramento, Calif.

Of the nation’s 3,142 counties, the so-called minority majority ones—12% of the total—represent an outsize chunk of the U.S. population since they are home to almost one-third of Americans…

In Texas, Latinos are the main group driving the shift, primarily because they are younger and have more children than whites, said Texas State Demographer Lloyd Potter. Whites are also moving out of the urban cores of Fort Worth and Austin.

A notable uptick in Asian immigrants is also diversifying these cities, Mr. Potter said. Immigration from Mexico has slowed so much that the percentage of immigrants coming to Texas from Asia is almost as high as the share coming from Latin America. “That’s a very dramatic shift in a relatively short period of time,” he said.

In other words, there are two processes going on:

  1. The spread of minorities – particularly new groups since the 1965 Immigration Act – throughout all parts of the United States, including rural areas.
  2. Continued concentration of non-whites in large urban centers.

There is enough demographic change taking place across the country that many communities have new populations even as minority majority counties are still limited. All of this probably contributes to some of the geographic divides of today such as competing interests between urban, suburban, and rural groups as well as Democrats having city votes, Republicans having rural votes, and the parties fighting over suburban votes.

Black homeowners not seeing the same rebound in home values

As if residential segregation and disparities in homeownership (and wealth) weren’t enough, black homeowners haven’t benefited as much from the housing recovery:

The communities in South DeKalb are almost entirely African American, and they reflect a housing disparity that emerges across the Atlanta metropolitan area and the nation. According to a new Washington Post analysis, the higher a Zip code’s share of black residents in the Atlanta region, the worse its housing values have fared over the past turbulent housing cycle.

Nationwide, home values in predominantly African American neighborhoods have been the least likely to recover, according to the analysis of home data from Black Knight Financial Services. Across the 300 largest U.S. metropolitan areas, homes in 4 out of 10 Zip codes where blacks are the largest population group are worth less than they were in 2004. That’s twice the rate for mostly white Zip codes across the country. Across metropolitan Atlanta, nearly 9 in 10 largely black Zip codes still have home values below that point 12 years ago.

And in South DeKalb, the collapse has been even worse. In some Zip codes, home values are still 25 percent below what they were then. Families here, who’ve lost their wealth and had their life plans scrambled, see neighborhoods in the very same county — mostly white neighborhoods — thriving…

These disparities, though, are not simply about income, about higher poverty levels among blacks, or lower-quality homes where they live, according to economists who have studied the region. The disparities exist in places, like neighborhoods in South DeKalb County, where black families make six-figure incomes.

Race strikes again in America. While the issues may not be the same as past actions such as official redlining or blockbusting or restrictive covenants, even in wealthier communities – ones like these that tend to look like the white suburban dream of a big house in a nice community – race continues to affect home and property.

This also reminds me of the book Crisis Cities which I had my urban sociology class read for the first time this past sentence. The one sentence summary: government and private sector actions after major urban crises like 9/11 and Hurricane Katrina tend to privilege the already wealthy and do little to help the poorer residents of major cities. Similarly, poorer and minority residents were hurt disproportionately by the economic crisis (through means like subprime loans – another quote from the article: “Nationwide, black families earning around $230,000 a year, according to research by sociologist Jacob Fa­ber, were more likely at the height of the bubble in 2006 to be given a subprime loan than white families making about $32,000”) and then don’t share as much in the recovery. We need urban and housing policies that at least help everyone, if not provide more for those who need more help.

Race affects why Americans don’t like people walking on their property

One writer contrasts the approach in Europe and the United States toward walking through the countryside:

In Sweden, they call it “allemansrätt.” In Finland, it’s “jokamiehenoikeus.” In Scotland, it’s “the right to roam.” Germany allows walking through privately owned forests, unused meadows and fallow fields. In 2000, England and Wales passed the Countryside and Rights of Way Act, which gave people access to “mountain, moor, heath or down.”

Nordic and Scottish laws are even more generous. The 2003 Scottish Land Reform Act opened up the whole country for a number of pastimes, including mountain biking, horseback riding, canoeing, swimming, sledding, camping and most any activity that does not involve a motorized vehicle, so long as it’s carried out “responsibly.” In Sweden, landowners may be prohibited from putting up fences for the sole purpose of keeping people out. Walkers in many of these places do not have to pay money, ask for permission or obtain permits.

We’re not nearly as welcoming in America. Travel across rural America and you’ll spot “No Trespassing” and “Private Property” signs posted on trees and fence posts everywhere. And even where there aren’t signs, Americans know they don’t have the implicit permission to visit their town’s neighboring woods, fields and coastlines. Long gone are the days when we could, like Henry David Thoreau on the outskirts of his native Concord, Mass., freely saunter “through the woods and over the hills and fields, absolutely free from all worldly engagements.”…

Roaming rights began to erode in the late 19th century, according to Mr. Sawers. In the South, states passed trespassing laws for racial reasons, seeking to keep blacks from hunting and fishing so as to starve them into submission. Elsewhere, wealthy landowners of the Gilded Era became concerned with game populations, and trespassing and hunting laws were passed to restrict immigrants, he said.

It is interesting to note both (1) the historical change in the United States toward property rights and exclusion and (2) European countries may allow walking through property but have restrictions such as committing damage, walking near homes, and hunting. But, perhaps even more noteworthy is the suggestion that race matters here as well: as the United States was moving toward more equality and racial/ethnic diversity, property rights were another means by which to keep groups separate. We know that this would soon matter tremendously in terms of restrictive covenants and segregated neighborhoods but even restricting the simple act of walking was seen as necessary to keep certain boundaries.

Claim: white Americans unwilling to sacrifice for poor African Americans

A review of Mitch Duneier’s new book Ghetto ends with one of the book’s claims:

Despite the program’s vaunted successes, Mr. Duneier concludes that its limitations reveal a cognitive and moral dissonance at the heart of American life: No project to end the ghettos can work if it requires the white community to make tangible sacrifices on behalf of black people.

It is one thing to not intentionally commit racist acts and another to make certain sacrifices.

“The New Urban Blight Is Rich People”

Here is a popular magazine treatment of the debate between New Urbanism and Richard Florida against opponents and Joel Kotkin:

Many cities, in consequence, have become “Floridian,” with “loft districts” rising from industrial ashes in Cleveland and Raleigh, hipster enclaves in Chattanooga, a gayborhood in Philadelphia, reclaimed waterfronts in Baltimore and Minneapolis. Much of this work preceded Florida—but there was socialism before Lenin, too. Florida gave the New Urbanists the vision they wanted of themselves, as saviors of the American city emptied by suburban sprawl, champions of creativity and ingenuity who were going to make Indianapolis the Paris of the 22nd century.

But any intellectual movement must encounter a backlash, and the one to the New Urbanism is only growing, in part because it’s now mature enough for us to see its effects. On the face of it, the New Urbanism is very pretty: Court Street in Brooklyn looks splendid, as does San Francisco’s Valencia Street. The aforementioned travel section of The New York Times has a column, called “Surfacing,” that frequently resorts to profiling some forlorn, blighted neighborhood suddenly graced by taxidermy shops that double as yoga studios. I am, as a matter of fact, writing this from a Whole Foods in West Berkeley, California, a formerly industrial district that was recently “Surfaced” in the Times. The coffee I am drinking was roasted about 20 feet away from my Apple laptop. How’s that for local?

Problem is, surfacing is usually whitening: Gentrification by any other name would taste as hoppy, with the same notes of citrus peel. There is really only one strike against the New Urbanism, but it’s a strike thrown by Nolan Ryan: It turns cities into playgrounds for moneyed, childless whites while pushing out the poor, the working-class, immigrants, seniors and anyone else not plugged into “the knowledge economy.” Right around the time that Michael Bloomberg was remaking Manhattan as a hive for stateless billionaires, I saw a slogan that captured perfectly the new glimmer of the city: “New York: If you can make it here, you probably have a trust fund.”

You could accuse me of writing a faux-populist diatribe, but the numbers are on my side this time around. Jed Kolko, a Harvard-trained economist who was, until recently, the chief of analytics for Trulia, has found that from 2000 to 2014, more Americans moved out of urban centers than into them. Using data from the U.S. Census, he concluded, in a recent post on his blog: “While well-educated, higher-income young adults have become much more likely to live in dense urban neighborhoods, most demographic groups have been left out of the urban revival.” The people who continue to move to cities, he concludes, are “increasingly young, rich, childless, and white.” These are the creatives, the hipsters, the pioneers, who fled the countryside for the big city, where cultures would clash and ideas foment. But all they did is turn Bedford-Stuyvesant into Minnetonka.

So what? I posed this question to Joel Kotkin, an urbanist and demographer based in that decidedly suburban setting of Orange County, California. Author of the forthcoming The Human City: Urbanism for the Rest of Us, Kotkin defends the suburbs, which is nearly as radical as an evolutionary biologist defending creationism. Kotkin argues that suburbs are where middle-class families want to live, and middle-class families are, as he told me in a recent phone conversation, “the bedrock of the Republic.” A city hostile to the middle class is, in Kotkin’s view, a sea hostile to fish.

What is the answer to this debate, which like many others, have become politicized (Republican visions of small towns and suburbs and Democratic visions of thriving cities)? Could both sides have some merit to their arguments – New Urbanists regarding aesthetics and community life and Kotkin et al. with American’s continued interest in suburbia? One possible solution is to introduce more New Urbanist developments and communities in suburbs. This would allow people to have their suburban life but at higher densities and with planning that might encourage more street life.

At the same time, neither New Urbanists or Kotkin really address issues of race and ethnicity in the United States. Both do so indirectly, suggesting that their models offer better options for non-whites. But, what if the larger issue was really residential segregation, which can occur in New Urbanist communities as well as in suburbs?

Additionally, I cannot imagine too many city or suburban leaders would turn down or discourage wealthy residents moving to their community.

Connecting big drops in homicide rates and race and ethnicity

A new sociological study finds that homicide rates across different racial and ethnic groups have fallen:

The study revealed that three of the most significant social trends over the past 20 years — mass incarceration, rapid immigration and growing wealth inequality — all contributed to the reduction in the gaps between the white homicide victimization rate and those for blacks and Hispanics.

As a result, the black-white homicide victimization rate gap decreased by 40 percent, the Hispanic-white gap dropped by 55 percent and the black-Hispanic gap shrunk by 35 percent, according to the study to be published Thursday in the April issue of the American Sociological Review…

In fact, the study found that an influx of immigrants actually decreases homicides. “People who decide to come here are not people with strong tendencies toward violent crime,” Light said. “They are coming here for educational opportunities, employment opportunities and opportunities to help their families.”…

The study also showed that the increasing racial/ethnic disparities in incarceration rates were associated with significant reductions in black-white and black-Hispanic homicide victimization rate gaps. However, the authors were quick to caution against drawing the conclusion that even more incarceration would produce even more benefits because the findings have to be viewed in a larger context.

There are several matters of public perception that this study seems to address. Many are not aware of these declines and instead think crime has risen (see earlier posts here and here). Or, how about the data on immigration on crime where higher rates of immigration lead to lower homicide rates? Or, the roughly 35-40 percent decrease in the homicide rates for whites, blacks, and Latinos?

Thinking more broadly, what would it actually take for the American public to change their perceptions about crime? Could this sociology study help convince average Americans that violent crime rates have significantly dropped in recent decades? Would the media have to stop highlighting violent crime? Would the entertainment industry (movies, TV, video games, books, etc.) have to become less violent? Thinking about this particular study, perhaps positive changes to race relations would help…
