Making housing activism attractive on-screen

Fighting housing issues may be necessary but it is probably not the first topic viewers, producers, and networks think of for a good product. Until Show Me A Hero:

At its heart, Show Me a Hero is a wonk procedural, exploring all the seemingly impossible and impassable hurdles that policy has to traverse to become reality. But it’s brought to life by Nick Wasicsko (Oscar Isaac), the titular hero. In 1987, when the show begins, Nick, a former cop and lawyer, and current Springsteen superfan, is an eager and ambitious new member of the Yonkers City Council, which is already being roiled by a court ruling. A long-gestating lawsuit has finally found Yonkers, a working-class city just north of the New York City border, guilty of intentionally segregating its housing. The judge presiding over the case has ruled that 200 units of low-income housing must be built on the east, and white, side of the city. That is, more precisely, 200 units of housing, to be spread out over eight different locations, in the white part of a city of a couple hundred thousand people that has spent 40 years practicing systematic housing discrimination and segregation. That is, also, 200 units of housing greeted by white homeowners as an existential threat to their property values and way of life, visited upon them by liberal outsiders, to be fought viciously and rancorously, lest any of the “public housing people” come to live next door.

Nick is soon tapped to run against the Republican mayor in what is supposed to be a slam-dunk election for the incumbent but turns into an upset when the virulently anti-housing voters elect Nick simply because he is not the mayor, who has assented to the judge’s ruling in the case. Nick is happily swept into power by an incensed and racist cohort who expects Nick to fight the housing order, even though it is legal and will never be overturned, and disobeying it will bankrupt the city. Nick is not a simple, straightforward hero: He doesn’t come into office intent on doing the right thing, damn the consequences. He’s a cocky kid, tickled to be the county’s youngest big city mayor, who has to choose between being reasonable, responsible, and righteous or a recalcitrant, unrealistic bigot—when it is the latter choice that will let him keep his job. Nick does what is right. How he does this, and at what personal and professional expense, is the meat of Show Me a Hero, which, tellingly, gets its title from the F. Scott Fitzgerald quote, “Show me a hero, and I’ll write you a tragedy.” (A piece of advice: Don’t Wikipedia Nick Wasicsko if you want to avoid spoilers.)

Plenty of critics and viewers have echoed Newton Minnow’s claim that television will become a “vast wasteland” when it is bad. Yet, couldn’t a show like this be entertaining and provide a public good?

While I noted above that housing activism is an unlikely television topic, it is also an underdiscussed topic overall as many prefer to talk about the promises (and occasional perils, particularly after 2006) of the housing market without acknowledging the influence of residential segregation and the need for interventions to make affordable housing possible as well as to break down persistent clusters by race and class.

Residential segregation increases in the suburbs

A new study looking at 222 US metro areas between 1990 and 2010 finds increasing suburban residential segregation:

While segregation from neighborhood to neighborhood is decreasing (micro-segregation) within metropolitan areas, segregation from suburban communities (e.g., towns, villages, and cities) to other suburban communities within the same metropolitan areas and from major metropolitan cities to their suburban communities is increasing (macro-segregation). In other words, instead of people of different races living in distinct neighborhoods in the same major metropolitan cities and suburban communities, these major cities and suburban communities are becoming increasingly racially homogenous…

“One of our major findings is that suburban communities are becoming more segregated from each other,” Lichter said. “Cities and communities — not just neighborhoods — matter. Over the past decade or so, some suburban communities have become more racially diverse, even as whites have moved out to other growing suburbs farther from the city or have moved back to the city as part of the gentrification process. In the late 1970s, there was a famous study titled, ‘Chocolate City, Vanilla Suburbs,’ which highlighted that blacks generally lived in large cities while whites lived in suburban communities. Our study shows that minority population growth in the suburbs has fundamentally shifted historic patterns of residential segregation in this country.”…

Hence the claim that residential “segregation now taking new form.” This is consistent with other research showing the white flight scenario of the post-World War II decades has become more complex: more minorities and poor people live in the American suburbs but this hasn’t necessarily improved their lot in terms of quality and/or affordable housing, good schools, job opportunities, access to social services, and so on. Suburban communities have a variety of ways to promote racial (and class) homogeneity through means like zoning, minimum housing sizes, and appeals to patriotism. In this way, perhaps the suburban critics were/are right: they could never be the total panacea for the problems of American society.

Viewing a neighborhood differently with white vs. black residents

A recent study asked people to look at the same neighborhood but with differences in the race of the residents:

In a study led by sociologist Maria Krysan at the University of Illinois at Chicago, people were asked to assess short video clips of neighborhoods with black and white actors posing as residents. Whites rated more positively the places that appeared to be white neighborhoods, compared to when the very same neighborhoods were shown with blacks. These two clips used in the study capture the same middle-class neighborhood in Detroit.

An interesting twist to use videos with similar scenes. But, the findings follow in a long line of studies that suggest whites and blacks are treated differently in mortgage applications, searches for rental housing, applying for jobs, buying a car, and other areas. Just having a different skin color provokes people to different perceptions and actions. Whites generally don’t want to live in neighborhoods with blacks though the opposite is not true. And just seeing blacks on the street might be enough to push whites away…

Whites are the ones who want to live away from blacks, not the other way around

Here is a reminder of how whites and blacks view diversity in their neighborhoods differently:

This notion is a popular one: that people like to live among their own. But it’s highly misleading, because research has shown that it is far more true for white Americans than for black Americans. Here’s what a 2009 study by the University of Illinois at Chicago sociologist Maria Krysan and other scholars, published in the American Journal of Sociology, found: Given a choice of all-white, 60 percent white and 40 percent black, or all-black, “whites said the all-white neighborhoods were most desirable. The independent effect of racial composition was smaller among blacks and blacks identified the racially mixed neighborhood as most desirable,”along with all-black neighborhoods.

And it isn’t so much that whites want to live among “people who are similar to them,” Krysan and her co-authors write, but rather that “anti-black feelings [are] driving whites’ residential preferences.”

Other studies, the authors note, have found that whites are not comfortable with more than 20 percent of their neighbors being black, while blacks prefer a 50-50 split and don’t particularly prefer either all-white or all-black neighborhoods. Importantly, black people’s aversion to all-white neighborhoods is rooted not in a desire to live exclusively among blacks, but rather derives from the fear of discrimination in all-white neighborhoods.

“It is misleading, I think, to use the word ‘voluntary choices’ given what underlies the preferences of African Americans in particular to not be the ‘pioneer’ or one of just a few blacks in a neighborhood/community,” emails Krysan. “A number of different studies (my own and others)… demonstrate that the desire for more diverse neighborhoods is driven importantly by concerns about discrimination in neighborhoods that are overwhelmingly white. I would not call that a truly ‘voluntary’ choice, given that it is inextricably tied up with past and present circumstances of racial violence and discrimination towards blacks who move into neighborhoods that are all or very predominately white.”

So much for free choice in where people can live; the system still includes discrimination (whether perceived or real doesn’t really matter) as well as economic barriers (many white neighborhoods have higher price points). White Americans would tend to claim that it isn’t about race or ethnicity at all and that it is about economics and quality of life (a shift that took place starting in the 1960s as race-based arguments became illegal and less accepted in public) yet we still have persistent residential segregation.

Linking longer commuting times to limited upward economic mobility

A recent study suggests that longer commute times are related to fewer people moving up the economic ladder:

Novara cites “recent research from Harvard University highlighting that commuting time has emerged as the strongest factor in determining whether a person escapes the cycles of poverty.”…

“These results are consistent with the view that the negative impacts of segregation may operate by making it more difficult to reach jobs or other resources that facilitate upward mobility. But any such spatial mismatch explanation must explain why the gradients emerge before children enter the labor market, as shown in Section V.E. A lack of access to nearby jobs cannot directly explain why children from low-income families are also more likely to have teenage births and less likely to attend college in cities with low levels of upward mobility. However, spatial mismatch could produce such patterns if it changes children’s behavior because they have fewer successful role models or reduces their perceived returns to education.”…

By Chetty’s numbers, commute time is up there with the fraction of single parents in terms of correlation. Family structure, is, of course, an age-old social concern; commuting time, not so much. All Chetty and his co-authors do is correlate, though they take a little stab at causation…

It’s not that commuting time is a magic bullet; no one factor Chetty studied is. But among the factors he did study—family structure, race and income segregation, school quality, social capital—it doesn’t get a lot of attention for its effects on social outcomes. And (as Yonah Freemark details) it’s something local governments can play a direct role in addressing.

“Spatial mismatch” is the idea that workers don’t live near the jobs they are likely to get. This happens often in metropolitan areas; cheaper housing is not necessarily near the jobs that those residents have or want to get. And I’m not sure cities and regions can do much about this; residential segregation tends to mean that higher-income and lower-income residents don’t often live near each other. The sort of white-collar jobs that could help people escape poverty may be located in suburban office parks, places that are not easily served by mass transit even if officials were willing to pour the money needed to get them up and running. If affordable housing and where businesses locate are simply left up to the market, they may have little incentive to locate near their workers.

Commenting on HUD’s plans to introduce more poorer residents into wealthier communities, a conservative argues this is an assault on the ability to sort by social class:

This is not about blocking housing discrimination, which has been illegal since 1968. It is unlawful for someone to deny you a loan or prevent you from buying a home because of your race, creed or color. Socioeconomic status is — and ought to be — another matter. If you want to buy a nice house in the suburbs, you have to be able to afford it. Apparently, Obama thinks that’s unfair discrimination by the “holders of capital.”

Putting decisions about how local communities are run in the hands of federal bureaucrats is an assault on freedom. Local autonomy is essential to liberty. As Milton Friedman put it in “Capitalism and Freedom,” “If I don’t like what my local community does, be it in sewage disposal, zoning or schools, I can move to another local community. .?.?. If I don’t like what my state does, I can move to another. If I do not like what Washington imposes, I have few alternatives in this world of jealous nations.” Washington has no business imposing decisions about zoning and housing policies on thousands of local communities…

Having Washington micromanage the housing and zoning policies of thousands of local communities is not going to change this. The answer is not to force local governments to build affordable housing in affluent communities. The answer is to restore upward mobility in the United States so that more people can afford housing in affluent communities.

Free markets can solve residential segregation, right? Except this simply hasn’t worked over time in the United States. The end of the argument in this article suggests the Obama administration has not been good for poorer Americans. This may be the case but there aren’t many (or any?) magic free trade eras in American history where people of different races and backgrounds could move wherever they wanted even when in the same social class. For example, research in recent years continues to suggests that blacks and Latinos who have the same or similar socioeconomic status as whites tend to live in poorer neighborhoods. Urban renewal – when the government forces residents out of poorer neighborhoods for newer development projects usually benefiting wealthier people – may not work but neither would a completely unfettered market.

Additionally, race and ethnicity are intimately tied to social class in the United States. To suggest that we can easily not discriminate by race but social class is something different ignores the realities of how these key life factors have worked together for hundreds of years.

Megyn Kelley suggests HUD wants to diversify McMansion neighborhoods

In commentary over new HUD plans to switch to subsidies by zip code rather than by what renters can pay,

KELLY: This is being described as something that President Obama has had in the works for years, but has only now found the guts to actually put out there as a Housing and Urban Development proposed final rule because his term is almost done and this is the time to do it. The last thing on the list? Change the neighborhoods.

KELLY: They don’t want, quote, “unequal neighborhoods.” Unequal neighborhoods. It – they think too many cities are too white, too privileged with too big McMansions, too big McMansions and they – they want to diverse the communities whether the communities want it or not…

If I had to guess, McMansions owners are probably disproportionately white. Perhaps these are the same people who are “proud Americans“!

Then Kelly provides the typical hard-work narrative to explain her own ability to live in a nice neighborhood:

KELLY: I mean, I didn’t grow up in a fancy neighborhood. I wanted to be in one, but we couldn’t afford it and you know, then getting to an adult, I made more money and now I live in a nice neighborhood. It’s alright. It’s a nice home. The neighborhood – anyway. The point is, that’s the way it was usually done. It’s not like, you must diversify because Uncle Sam feels it’s too white or it’s too rich.

Yet, leaving it simply to hard work and market forces leaves us where we are today and where we have been for decades: ongoing residential segregation. Vouchers by zip code rather than by price point could help poorer families access the places that have the good schools and other features that can help them get ahead.

I imagine this will draw more pushback as one of the themes running through whiter and wealthier communities is exclusivity.

How to get wealthier communities to accept affordable housing

This article discusses two tools to promote affordable housing in wealthier communities: regulations and lawsuits.

But Massachusetts has a work-around: A state statute, called 40B, allows developers to get around exclusionary zoning and build affordable housing in communities where only a small percentage of units are considered affordable. (A few other states have similar policies.) The statute, passed in 1969 and upheld by the state’s Supreme Judicial Court in 1973, has led to the construction of 1,300 developments throughout the state, containing a total of 34,000 units of affordable housing, according to Citizens’ Housing and Planning Association, or CHAPA.Projects built under 40B are almost always controversial: The statute was enacted in the first place because most communities outside of big cities didn’t permit multi-family housing, said Ann Verrilli, the director of research at CHAPA. Even with the statute, communities often spend millions of dollars in legal fees to try and stop the projects, Verrilli told me…

The experience of developers trying to build affordable housing in Massachusetts takes on added significance now, as housing advocates wait for a decision on a landmark case in front of the Supreme Court that concerns where low-income housing projects are placed. The case, Texas Department of Housing and Community Affairs v. The Inclusive Communities Project, arose when a nonprofit housing group sued Texas, arguing that the state primarily distributed tax credits for low-income housing projects in minority-dominated areas. Inclusive Communities argued that doing so perpetuated segregation and violated the Fair Housing Act, which was passed in 1968 to prevent landlords, municipalities, banks and other housing providers from discriminating on the basis of race. The Supreme Court case centers on whether this discrimination has to be intentional in order to be illegal, or whether the Fair Housing Act also seeks to prevent policies that may not be intentionally discriminatory, but that have a “disparate impact” on minorities…

Many affordable housing units in the suburbs are a direct result of court cases, and even enforcement of those programs are lax. In 2009, Westchester County in New York signed a desegregation agreement and agreed to build and market hundreds of apartments for moderate-income minorities after a court found it had misled HUD by applying for funds that it said it would use to integrate housing, and then did the opposite. Four years later, the county had not complied with the provisions.

The shift from discriminatory race-based housing policies to economic ones in the 1960s and 1970s was an important one. I suggest reading David Freund’s Colored Property: State Policy and White Racial Politics in Suburban America. This is the logic still used today: better off residents argue that they worked hard to get to their higher quality of life and that others should have to do the same. But, since race/ethnicity and social class are inextricably linked, keeping out the lower classes through big lots, expensive properties, a lack of apartments, and other methods leads perpetuates residential segregation.

Two other relevant points from this article. First, affordable housing in the suburbs can be done well through good design and not high levels of concentration. Second, given the resistance to such projects as well as design guidelines that are helpful, still nowhere near enough affordable housing has been constructed. In one sense, the foot draggers of wealthy communities are winning because they have slowed down a process started by the courts in the late 1960s (the Gautreaux case) and 1970s (the Mount Laurel case). Plus, the wealthy can move easily if their properties are threatened.

When government policy reinforced and added to residential segregation

The federal government may today be viewed as a party that wants to end residential segregation (see a recent argument by conservatives) but this was not always the case:

On how the New Deal’s Public Works Administration led to the creation of segregated ghettos

Its policy was that public housing could be used only to house people of the same race as the neighborhood in which it was located, but, in fact, most of the public housing that was built in the early years was built in integrated neighborhoods, which they razed and then built segregated public housing in those neighborhoods. So public housing created racial segregation where none existed before. That was one of the chief policies.

On the Federal Housing Administration’s overtly racist policies in the 1930s, ’40s and ’50s

The second policy, which was probably even more effective in segregating metropolitan areas, was the Federal Housing Administration, which financed mass production builders of subdivisions starting in the ’30s and then going on to the ’40s and ’50s in which those mass production builders, places like Levittown [New York] for example, and Nassau County in New York and in every metropolitan area in the country, the Federal Housing Administration gave builders like Levitt concessionary loans through banks because they guaranteed loans at lower interest rates for banks that the developers could use to build these subdivisions on the condition that no homes in those subdivisions be sold to African-Americans.

Both of these policies had long-term effects that helped lead to poor urban neighborhoods and whites moving to the suburbs. The federal government had enforcement power and resources to do things that other parties could not.

But, the federal government wasn’t the only force at work. Take Chicago, for example. Local government units, such as the city or the Chicago Housing Authority, made decisions about segregated public housing projects (a few projects were initially all white while the majority were non-white) and where they were to be located (largely in existing poor areas and as a burden to punish certain aldermen). Realtors weren’t exactly open to showing housing to blacks outside of the Black Belt. Residents tended to react angrily for decades when blacks moved in with little interference from police or local officials; see cases from the late 1910s to the 1951 case in Cicero where white mobs made their voices known. This all happened even until the late 1960s where Martin Luther King Jr. was opposed in fighting for open housing during the summer of 1966 and Wheaton was the first Illinois community with an open housing law (passed July 3, 1967 – as a point of comparison, this was nearly one year before Oak Park in May 1968).

It wasn’t just a tyrannical or misguided federal government that promoted residential segregation or that still continues to promote similar ideas today…

Time seems to suggest urban politics = dealing with crime

The latest issue of Time has an article on how the 2016 presidential contenders are tackling urban issues. Yet, the article only discusses crime and violence:

It’s an improbable plot twist after two decades of Republicans and Democrats embracing the tough-on-crime mantra of more cops and tougher sentencing. And like most political shifts, it’s driven by calculation as much as courage. As crime rates tumbled and budgets tightened, concern has grown over the financial and human cost of mass imprisonment. A recent Reason-Rupe poll found that 77% of Americans now favor eliminating mandatory minimum sentences, while 73% support allowing nonviolent drug offenders who have served their sentences to vote.

In response, nearly every candidate this year has jumped into a new national debate about how to reshape the criminal-justice system. “It’s an incredible political shift,” says Inimai Chettiar, director of the Brennan Center for Justice, a nonpartisan policy institute at New York University School of Law…

Urban politics has been fraught for liberals for the past 25 years, and arguably longer. The scars of the 1988 election were slow to fade: a generation of ambitious Democrats had watched Michael Dukakis get pilloried as a wimpy, soft-on-crime liberal, and they vowed to avoid the same trap. “You have moderates in the Democratic Party who frankly have been raised up with this deep faith that their political success is dependent on them being tough on crime,” says Ben Jealous, the former president of the NAACP. “You’re asking them to challenge an article of their political religion, and it’s very scary for them.”…

Of all the 2016 hopefuls, perhaps nobody else grasps the complexities of urban policy like O’Malley, Clinton’s closest rival for the Democratic nomination. The former Maryland governor spent two terms as Baltimore’s mayor, transforming the crime-ridden city into a laboratory for urban policy, wielding data-driven crime-fighting techniques like CompStat and a zero-tolerance approach to community policing. Crime plunged. But in the eyes of some critics, his tactics laid the kindling that was set ablaze when 25-year-old Freddie Gray died April 19 of injuries suffered in police custody. (Six officers have been charged in connection with his death.)

In an article that is supposedly about how more politicians are now getting it right (turning to the large issue of the criminal justice system/mass incarceration), they miss the boat in tying urban politics to dealing with crime. Cities are only about crime and violence? Doesn’t this just feed the same stereotypes of urban areas that have been held for decades and are consistently portrayed through the media?

If politicians were serious about tackling urban issues, how about they start with these two issues:

1. Residential segregation. A century or so of separating where people can live based on race (and class) has long-term consequences. Read American Apartheid by Massey and Denton again, particularly to see how white-black relationships have been shaped by residential patterns.

2. Economic opportunities. Globalization and deindustrialization have devastated numerous urban neighborhoods as jobs – particularly in manufacturing – disappeared. Read William Julius Wilson’s work in The Truly Disadvantaged and When Work Disappears. How are jobs and capital going to flow to poor neighborhoods?
