A surplus of 5 million McMansion in the United States?

In the middle of a review of the Foreclosed exhibit at MoMA, a housing analyst makes an interesting statement about the surplus of housing currently in the United States:

It’s still easier to borrow for a McMansion, even though the U.S. has about five million too many of them, according to Arthur C. Nelson, a housing analyst who directs the Metropolitan Research Center at the University of Utah.

Nelson was also cited in stories about turning McMansions into affordable housing that I wrote about back in October 2011. In that story, it was said that there “America [is] saddled with about 30 million more homes on large lots than the market needs.” Whether the number if 30 million or 5 million or even 1 million, that is still a large glut of homes that must be hampering the housing market.

I wonder if Nelson is defining a McMansion just by square footage. This is the most basic trait of a McMansion when the term is generally used though it is unclear how big a home has to be in order to be called a McMansion. Is 3,000 square feet big enough? Is 10,000 square feet more of a mansion than a McMansion? We could also ask whether a home this size necessarily is a McMansion as it may be an older home or it may have more architectural quality than a McMansion is assumed to have.

 

Do politicians understand how polls work?

A recent CBS News/New York Times poll showed 80% of Americans do not think their family is financially better than four years ago:

Just 20 percent of Americans feel their family’s financial situation is better today than it was four years ago. Another 37 percent say it is worse, and 43 percent say it is about the same.

When asked about these specific results, Harry Reid has this to say about polls in general:

“I’m not much of a pollster guy. As everyone knows, there isn’t a poll in America that had me having any chance of being re-elected, but I got re-elected,” he told TheDC.

“I think this poll is so meaningless. It is trying to give the American people an idea of what 300 million people feel by testing several hundred people. I think the poll is flawed in so many different ways including a way that questions were asked. I don’t believe in polls generally and specifically not in this one.”

The cynical take on this is that Reid and politicians in general like polls when they are supportive of their positions and don’t like them when they do not favor them. If this is true, then you might expect politicians to cite polls when they are good but to ignore them or even try to discredit them if they are bad.

But, I would like to ask a more fundamental question: are politicians any better than average Americans in understanding polls? Reid seems to suggest that this poll has two major problems: it doesn’t ask questions of enough people to really understand all Americans (a sampling issue) and the questions are poor which leads to biased answers (an issue of how the questions are worded). Is Reid right? From the information at the bottom of the CBS story about the poll, it seems pretty standard:

This poll was conducted by telephone from March 7-11, 2012 among 1009 adults nationwide.

878 interviews were conducted with registered voters, including 301 with voters who said they plan to vote in a Republican primary. Phone numbers were dialed from samples of both standard land-line and cell phones. The error due to sampling for results based on the entire sample could be plus or minus three percentage points. The margin of error for the sample of registered voters could be plus or minus three points and six points for the sample of Republican primary voters. The error for subgroups may be higher. This poll release conforms to the Standards of Disclosure of the National Council on Public Polls.

Yes, the number of respondents seems low to be able to talk about all Americans but this is how all major polls work: you select a representative sample based on standard demographic factors (gender, race, age, etc.) and then you estimate how close the survey results are to the actual results if we asked all American adults these questions. This is why all polls have a margin of error: if you ask less people, you are less confident in the generalizability of the results (which is why there is a larger 6% gap for the smaller Republican primary voters subgroup) and if you ask more people, you can be more confident (though the payoff of asking more people usually diminishes between 1200-1500 respondents so it is not worth asking more at some point).

I don’t think Reid sounds very good in this soundbite: he attacks the scientific basis of polls with common objections. While polls may not “feel right” and may contradict anecdotal or personal evidence, they can be done well and with a good sample of around 1,000 people, you can be confident that the results are generalizable to the American people. If Reid does understand how polls work, he could raise other issues. For example, he could insist that this is a one-time poll and you would want to measure this again and again to see how it changes (perhaps this is an unusual trough?) or you would want other polling organizations to ask the same question and triangulate the results between the surveys (like what Real Clear Politics does by taking averages of polls). Or he could suggest that this question doesn’t matter much because asking about four years ago is a rather arbitrary point and philosophically, does life always have to get better over time?

“85% of economists agree that local and state governments should not subsidize professional sports”

The Freakonomics blog has a discussion about whether cities and states should help pay for professional sports arenas and the weight of academic evidence says no:

So we have two perspectives and one question: Do sports generate jobs and economic growth?

This is a question that has been addressed numerous times by economists.  And these studies – summarized by economists Rob Baade and Victor Matheson — tend to reveal two answers.  When the study is completed by paid consultants prior to the public money being spent, the benefits from sports are numerous are large. However, when independent researchers – who are not paid by professional sports teams or leagues – look for these benefits after the fact, evidence of more jobs and economic growth are hard to find…

Given these three effects, the empirical evidence suggests quite strongly that sports do not create many jobs or generate much economic growth.  And such evidence has proven to be quite persuasive.  In fact, a survey of economists by Gregory Mankiw noted that 85% of economists agree that local and state governments should not subsidize professional sports. Mankiw also notes that only five issues have more agreement among economists.

But with all of this evidence, why would the city of Sacramento recently vote to spend money to build a new arena so that the Sacramento Kings would stay in the city?

Such a story clearly suggests that the Kings used the threat of re-location to elicit a substantial subsidy from the people of Sacramento.  Although the Kings do not have much economic impact on Sacramento, the Kings do make basketball fans happy.  And if they departed, those same people would be very unhappy with Kevin Johnson.  Consequently, the Mayor has an incentive to do what he can to keep the Kings in Sacramento (although it not entirely clear if making the non-basketball fans unhappy is good politics).

I think this is correct: no one want to be the politician that allows the popular local sports franchise to leave town. The stakes are even higher in places like Sacramento where the Kings are the only professional franchise so if they left, the city isn’t even on the professional sports map. A politician who let this happen might be punished by opponents and by voters (though they too would then have to go against all of the evidence from studies). I think this is similar logic to what happens in tax breaks debates like the one recently in Illinois: while it is hard to justify giving wealthy corporations a tax break to stay in Illinois, who wants to be the politician who let several thousand good jobs go to another state?

I also think that while this can be studied in economic terms, i.e., does helping to build a stadium lead to economic benefits for the city, or in political terms, this misses some of the point: having a sports team is also about status. It makes a city feel like a major league city. While perhaps we could argue that Sacramento has enough going on being the state capital of the country’s largest state, the average citizen might connect more to the sports team. When national TV crews come to televise a game, fans feel like they are being recognized (see this post as an example of this). With a sports teams, politicians and business people can take big wigs to games, signalling that their city is really part of the big time, even if the economic data doesn’t necessarily bear this out. While I am skeptical of arguments that people in Cleveland are worse off because their sports teams haven’t won, having a big sports team can mask other issues or at least help people ignore them. This is more difficult to measure than economic benefits but this cultural dimension still matters when these decisions are made.

Post political content on Facebook and risk losing friends

Results from a new study show that 18% of adults on Facebook say they have responded to political posts by friends by dropping those friends or blocking their posts:

Eighteen percent of the 2,253 adults surveyed by Pew said they had blocked, unfriended, or hidden a friend on a social network over a political post. It isn’t hard to see why: The Pew survey found that because people who post about politics tend to be very liberal or very conservative, the offending posts are more likely to be out of line with other people’s views. Indeed, only one in four users surveyed by Pew said they “usually” or “always” agree with their friends’ political posts; 73 percent said they only sometimes or never do.

Though most people—roughly two in three—take no action over political posts they disagree with, some 28 percent said they counter with a comment or competing post, another behavior the Pew survey said leads to friends going their own way.

Despite everyone’s apparent distaste for other people’s political views, the survey found most users continue to post their own: 75 percent of adults who use social sites said their friends post political content, and 37 percent said they post at least some of their own.

My interpretation (filtered through my own research): political comments (and some discussion?) are common on Facebook but it doesn’t appeal to everyone and some people can go over the line (either through posting more “extreme” political posts or posting too many political comments).

I would be interested to hear a lot more about this: what is the threshold for appropriate political posts? Why are some users so uninterested in political posts to go so far as to block/drop friends? Are there similar areas of discussion, perhaps religion, that evoke similarly strong reactions from other users?

With March Madness approaching, should we really be talking about “the civil rights movement for our times”?

Many Americans are about to enjoy the beginning of the NCAA Division I basketball tournament, but according to one sociologist, perhaps fans and viewers should pay more attention to the exploitation of the athletes:

In our perennial rite of spring, we are being bombarded with bracketology, Final Four predictions and the general hoops hysteria otherwise known as “March Madness.” There are invariably articles on the business page about the billions of dollars at play from television contracts to online betting to lost productivity as workers spend hours obsessing over their brackets. Yet there is precious little discussion about the teenagers, branded with corporate logos, generating this tidal wave of revenue. This is why Dr. Edwards believes the set-up is in desperate need of a shake-up. In a recent lecture at Cal-Berkeley, he directly tied the relationship between the NCAA and its “student athletes” to the injustices that spurred the Occupy Wall Street movement.

It’s not just a comparison, it’s a connection.… The college athletes are clearly the 99 percent who create the wealth in college sports. The question is, where is the individual from the ranks who is going to frame and focus and project that political reality? Who is going to provide the spark that mobilizes the athletes? A lot depends on the extent to which the 99-Percenter movement now confronting Wall Street can encompass the movement on campus around tuition increases and these outrageous compensation packages for administrators. Someone is going to have to focus and frame that…

But the efforts of the NCPA and the struggle for basic fairness for college athletes would be raised dramatically by seeing just a couple of players, under March’s blazing spotlight, willing to risk the wrath of those in thrall to the “Madness.” The next Smith/Carlos moment is there for any “jock for justice” willing to grasp it. This would require them walking to mid-court before the Final Four, ripping off the assorted brands and logos attached to their bodies, and stating in no uncertain terms that unless they get a piece of the pie, they are walking off the court. The fans would rage. The announcers would sneer. The coaches would fume. But history would be kind, and nothing else, as I can see, would finally put a stake in the heart of sham-amateurism once and for all. It’s a risk worth taking, but don’t take my word for it. As John Carlos said to me, “I have no regrets about what I did in 1968. The people with regrets are the ones who were there with us, and did nothing.”

It is interesting to consider how people would react if college basketball players did protest during the games. I don’t know how much the “amateur” status of college athletes matters to the average fan. Some people talk about the “purity” of college sports compared to the professional ranks as there are some college players who still appear to take advantage of the educational opportunities as well as revere their schools. Ultimately, I would guess that most fans want to be entertained by their college sports and would be willing to at least small protections for athletes (a little pay, longer-term scholarships, etc.).

This discussion reminds me of the story that NBA players initially refused to play right before the 1964 All-Star Game. Perhaps this story would give some college players hope:

The game was notable for the threat of a strike by the players, who refused to play just before the game unless the owners agreed to recognize the players’ union. The owners agreed primarily because it was the first All-Star Game to be televised and if it were not played due to strike it would have been embarrassing at a time when the NBA was still attempting to gain national exposure. This led directly to many rights and freedoms not previously extended to professional basketball players.

After gaining room to negotiate, now NBA players and other pro athletes would face major issues if they refused to play:

By signing the National Basketball Association’s Uniform Player Contract, a player agrees to “give his best services, as well as his loyalty, to the Team,” to “conduct himself on and off the court according to the highest standards of honesty, citizenship, and sportsmanship,” and “not to do anything that is materially detrimental” to the team or the league. Refusing to play in a game against a coach’s orders could therefore be considered a breach of contract. The team could justifiably withhold payment, terminate his contract, or sue him for monetary damages. (Nearly every professional sport requires players to sign a similar contract.)

The only circumstance under which a player can refuse to compete—in just about any professional league—is if he’s injured. Normally, it’s up to the team doctor to decide whether an athlete is fit to play. If the player disagrees—or gets a second opinion from an outside doctor—he can file a grievance through the players union, which then negotiates a solution with the team.

It’s rare for players simply to decline to go on the court or field, partly because it’s a PR disaster. Chicago Bulls forward Scottie Pippen famously refused to get off the bench with 1.8 seconds left in a playoff game against the New York Knicks in 1994. He wasn’t punished, but the incident tainted his reputation. It’s somewhat more common for a recently-traded player to not report for games with his new team. After Kenny Anderson was traded to the Toronto Raptors in 1998, for example, he refused to compete with the Canadian team. Occasionally, a pro will ask to play less. Starting Carolina Panthers quarterback Kerry Collins, battling alcoholism and accusations of racism, asked to be taken out of the starting lineup. The team obliged him. Sometimes NFL players will receive criticism for failing to show up to off-season workouts, but such workouts are voluntary according to the league’s collective bargaining agreement.

But, of course, professional athletes in the major sports are represented by unions, some of which, like the baseball player’s union, are known as being quite powerful and effective. College athletes don’t have the same protections.

How long can this situation last? While the money is still good for the biggest schools (and most of the money is football money anyway), would college college basketball players really band together to protest?

Putting together the “IKEA house”

Popular Mechanics looks at how the new prefab “IKEA house” was designed:

Russell started Ideabox in Salem, Ore., more than six years ago, but he suddenly gained a following—thousands and thousands of emails in just a few days—when he unveiled the first-ever Ikea-inspired prefab home at a Portland home show last week. Contrary to what you may have read in the blogosphere, the Aktiv house isn’t actually from Ikea, sanctioned by Ikea, or in any way sold through Ikea. However, the folks at the local Ikea in Portland certainly played a major role in coupling Russell’s love of small-space prefab buildings with Ikea’s design-savvy, space-saving systems. The collaboration yielded a home filled entirely with Ikea products.

As generations of cramped apartment-dwellers can attest, part of the Ikea allure (besides the fact that its furnishings are cheap and pack flat) is that the broad range of design options lets you get the most out of a small space. For example, Russell says, the variety of Ikea kitchen options gives customers design flexibility and the ability to mix and match Ikea products in the space, choosing for both style and cost. He designed the 745-square-foot one-bedroom, one-bathroom home around specific Ikea components, and the designers from the local Portland store worked directly with Ideabox to ensure the builders had all the parts they needed (there was no room for the frustration of a missing bolt on a commercial-scale project). In all, he says, building an Aktiv will cost about $86,500…

The major difference comes in the delivery of the home, forcing designers to engineer the structure for travel. “When you are picking up the house and driving it down the freeway, sheer loads are very important,” Russell says. Thus, the house, just like a car, must be built with as unified a body construction as possible, ensuring that the home stays together in the face of winds on the highway, or transfers from the production shop to the truck or from the truck to the foundation. “There is a little more stealth factor,” Russell says about the sleekness of the design.

Once the home gets delivered and is safely resting on the foundation, it is as close to a “plug-and-play” model as possible, requiring only hookups to the water, power, and sewer connection points, since all the wiring and plumbing was already done in the production facility. From there, the customer is free to walk into their new Aktiv space.

The house looks decent enough and I’m sure the connection to IKEA will attract many. However, I wonder who would buy this: as some of the commenters have suggested, is this basically a fancier mobile home?

In some ways, I think this house isn’t innovative enough. A couple of thoughts:

1. What about having a neighborhood of these? How would that look and would people want to live there?

2. Can it be expanded or is this the one-bedroom for the living alone culture?

3. I’ve always been really intrigued by the 250 square foot living spaces that are featured in the IKEA stores. Why not work with a really small space (and you don’t have to go to the really small size of a tiny house) and be more innovative?

4. People can already buy smaller homes from a variety of sources – for example, you can buy the materials for a 1,471 square foot home from Menards (from the most recent weekly ad):

Granted, you still have to put the home together and it doesn’t have the IKEA name but the Copeland does have two floors and three bedrooms. So why go for the IKEA house?

Argument in Ottawa, Canada for parking as a human right

Here is an overview of an argument made in Ottawa, Canada for the human right for a parking spot:

In a novel case before the Human Rights Tribunal of Ontario in Ottawa Monday, Ms. Howson argued that the city discriminated against her on the grounds of family status by not letting her build a parking pad in front of her house.

But city lawyers argued that Ms. Howson has never applied for a minor variance from the city’s committee of adjustment — the body legally able to consider her request — so she actually has never been denied anything…

Ms. Howson shares with a neighbour a narrow driveway that varies in width from 2.6 to 2.78 metres. It’s technically possible for her car — a 2.25-metre-wide Mazda 5 — to squeeze through the laneway.

But such manoeuvring is difficult at the best of times and impossible in winter because of snow and ice buildup, she said.

Under the current zoning, front-yard parking isn’t permitted on her street, which is in a heritage preservation district.

However, exceptions can be granted under certain circumstances.

Two years ago, Ms. Howson — a former investigator with the Ontario Human Rights Commission — approached the city to see if it would grant an exemption based of her family’s “special circumstances.”

The city’s refusal “constitutes discrimination on the grounds of family status,” she said.

While some might dismiss this quickly because it is a trivial application of the idea of human rights, this does seem like a bigger issue of zoning and who can grant exceptions. This woman may not win by casting this as a human rights issue but her argument does highlight how zoning and preservation districts can conflict with modern wants. Zoning may be an helpful tool for governments on a broad scale, but it also can lead to a large number of requests for variances and changes for specific properties and political accusations about who gets awarded variances and how long the process takes.

Also, this is a reminder of how important the car is in today’s society. In order to get around in many communities, a car is required and one needs a place to park a car. How much one should have to be inconvenienced or have to pay to park their car is another story but it does have to be factored into discussions about having and promoting an automobile society.

“Black flight” to Charles County, Maryland?

Charles County, a suburban county south of Washington D.C. has experienced population growth in recent years, possibly as the result of “black flight”:

From 2000 to 2010, Charles County’s population rose by 21.6 percent, going from 120,546 to 146,551, according to the U.S. Census Bureau. At the same time, non-Hispanic whites dropped as a proportion of the county’s total population from 67.3 percent to 48.4 percent.

In a decade, the county went from being whiter than the state of Maryland to being a minority-majority jurisdiction.

“You think about the notion of white flight, there’s also the notion of black flight, or Latino flight,” said Kris Marsh, an assistant professor of sociology at the University of Maryland who specializes in the study of the black middle class.

“As Prince George’s County moves from a white-dominated county to a black-dominated county, there could be some black households that decide that they don’t want to live in a black-dominated community, so they move out to Howard County … or out to Charles County,” Marsh explained.

“White flight” is a well-known phenomenon that covers the movement of whites away from growing minority populations, particularly in large cities or denser suburbs. I’ve never heard the term “black flight” before though conversation about the movement of the black middle class has generated academic discussion for several decades now. It would be interesting to know how the communities in Charles County, and in some of the other nearby counties which are also mentioned in this story, are adjusting to new populations in areas that still have relatively few people.

Overall, this is a reminder that minority and immigrant populations are growing in suburban areas even though many still think of the suburbs as homogenous white, middle- to upper-class areas.

The “gravity law” vs. the “radiation model” in predicting intercity mobility

Here is an overview of two ways to model intercity mobility: the “gravity law” and the “radiation model” which was just recently proposed in Nature:

The reigning model of intercity mobility, used to predict patterns of movement from commuting to the spread of infectious disease, is called the “gravity law.” It was developed in the early 1940s by a Harvard lecturer named George Zipf and is, of course, based on Newton’s law, which says gravitational force increases when the mass of two objects is great and the distance between them is minimal.

In that same spirit, Zipf’s “gravity law” of mobility assumed that movement between two cities would be most frequent when their populations were large and their separation small. In reality, however, the “gravity law” doesn’t do a great job estimating the intercity movement it was intended to predict. While Zipf’s law frowns on the notion that people travel frequently between distant cities, recent research on so-called “super-commuters,” outlined by our own Richard Florida, shows that a considerable subset of urban populations is actually willing to commute quite far…

The “radiation model,” as the new idea is called, makes several assumptions the gravity model does not. For starters, it downplays the distance between two cities and emphasizes not only the cities themselves but the density of the areas surrounding them. That enables the model to estimate the number of jobs in a region more accurately. It also accounts a bit more for actual human behavior: while the radiation model presumes that people choose a job based on a balance of proximity and benefits, it recognizes that they’re willing to make long commutes if few jobs in their region satisfy their requirements.

As a result, the radiation model out-predicts the “gravity law” in direct competition. As an example, the researchers looked at mobility between two pairs of counties in Utah and Alabama. Both counties of origin had similar populations, as did both destination counties, and both pairs are more or less equidistant from one another. Actual Census data shows that 44 people make the commute in Utah, while six do in Alabama.

This sounds very interesting and required advances in data collection on this topic as well as modeling social networks and demographics. The main finding seems to be this: distance is not the only factor that matters in looking at trips between cities. As the case of the super-commuters suggests, people will live one place and work in another place far away in the right circumstances. Perhaps we should have already known this because of the relative importance of different cities: world-class cities or cultural centers or centers for certain industries (New York City, Los Angeles, and San Francisco, respectively) would draw people from longer distances compared to “average” big cities (St. Louis? Denver?). Or, if we put this in world systems theory terms, certain cities sit at the center of American urban life and businesses and industries tend to concentrate within them while other cities are in more peripheral positions.

I would be interested to know whether the “radiation model” can suggest whether the number of super commuters will increase in the long-term and how this is affected by the strength of the overall economy and housing market.
