Quick Review: The Third Coast: When Chicago Built the American Dream

Thomas Dyja has a provocative argument in The Third Coast: while New York and LA are widely viewed as America’s cultural centers, Chicago of the mid-1900s contributed more than people think to American culture. My quick review of the book:

  1. The fact that the book is built on impressionistic vignettes is book its greatest strength and weakness. Dyja tells a number of interesting stories about cultural figures in Chicago from author Nelson Algren to Bauhaus member László Moholy-Nagy to University of Chicago president Robert Hutchins to puppeteer and TV show creator Burr Tillstrom to magazine creator Hugh Hefner. The characters he profiles have highs and lows but they are all marked by a sort of middle America creativity based on hard work, connecting with audiences, and not being flashy.
  2. Yet, stringing together a set of characters doesn’t help him make his larger argument that Chicago was influential. We get pieces of evidence – an important contribution to television here, the importance of Chess records, a clear contribution to architecture there – but no comparative element. By his lack of attention, Dyja suggests Chicago didn’t contribute much – art is one such area with a lack of a vibrant modern art scene (though what TripAdvisor ratings say is the world’s #1 museum does not get much space). Just how much did these actions in Chicago change the broader American culture? What was going on in New York and LA at those times? The data is anecdotal and difficult to judge.
  3. A few of the more interesting pieces of the book: he suggests Chicago contributed more to the Civil Rights Movement than many people remember (particularly due to the Emmett Till case); Chicago music, particularly through Muddy Waters and Howlin’ Wolf, was particularly influential elsewhere; Mayor Richard J. Daley was on one hand supportive of the arts but only in a functional sense and the arts scene slowly died away into the early 1960s as creative type went elsewhere.

Ultimately, it is hard to know whether these contributions from Chicago really mattered or not. The one that gets the most attention – architecture through former members of the Bauhaus and then the International Style – probably really was a major contribution for both American and global cities. But even there, the focus of this book is on the people and not necessarily on their buildings or how normal Chicagoans experienced those structures or how the changes fit within the large social-political-economic scene in Chicago.

Argument: the movie “42” ignores Jackie Robinson’s role in the larger Civil Rights Movement

Peter Drier argues that the new movie 42 fails to properly put Jackie Robinson in a larger context: as part of a larger social movement.

The film portrays baseball’s integration as the tale of two trailblazers—Robinson, the combative athlete and Rickey, the shrewd strategist—battling baseball’s, and society’s, bigotry. But the truth is that it was a political victory brought about by a social protest movement. As an activist himself, Robinson would likely have been disappointed by a film that ignored the centrality of the broader civil rights struggle…

42 is the fourth Hollywood film about Robinson. All of them suffer from what might be called movement myopia. We may prefer our heroes to be rugged individualists, but the reality doesn’t conform to the myth embedded in Hollywood’s version of the Robinson story…

Starting in the 1930s, reporters for African-American papers (especially Wendell Smith of the Pittsburgh Courier, Fay Young of the Chicago Defender, Joe Bostic of the People’s Voice in New York, and Sam Lacy of the Baltimore Afro-American), and Lester Rodney, sports editor of the Communist paper, the Daily Worker, took the lead in pushing baseball’s establishment to hire black players. They published open letters to owners, polled white managers and players (some of whom were threatened by the prospect of losing their jobs to blacks, but most of whom said that they had no objections to playing with African Americans), brought black players to unscheduled tryouts at spring training centers, and kept the issue before the public. Several white journalists for mainstream papers joined the chorus for baseball integration.

Progressive unions and civil rights groups picketed outside Yankee Stadium the Polo Grounds, and Ebbets Field in New York City, and Comiskey Park and Wrigley Field in Chicago. They gathered more than a million signatures on petitions, demanding that baseball tear down the color barrier erected by team owners and Commissioner Kennesaw Mountain Landis. In July 1940, the Trade Union Athletic Association held an “End Jim Crow in Baseball” demonstration at the New York World’s Fair. The next year, liberal unions sent a delegation to meet with Landis to demand that major league baseball recruit black players. In December 1943, Paul Robeson, the prominent black actor, singer, and activist, addressed baseball’s owners at their annual winter meeting in New York, urging them to integrate their teams. Under orders from Landis, they ignored Robeson and didn’t ask him a single question…

Robinson recognized that the dismantling of baseball’s color line was a triumph of both a man and a movement. During and after his playing days, he joined the civil rights crusade, speaking out—in speeches, interviews, and his column—against racial injustice. In 1949, testifying before Congress, he said: “I’m not fooled because I’ve had a chance open to very few Negro Americans.”

Fascinating. Robinson can be applauded for his individual efforts and we can also recognize that he was part of a larger movement – it doesn’t have to be one or the other. But, our narratives, now prominently told in biopic movies, love to emphasize the individual. This is part of a larger American issue regarding an inability to recognize and discuss larger social structures, forces, and movements.

Many Americans might assume the Civil Rights Movement begins in the mid-1950s with Brown vs. Board of Education or the actions of Rosa Parks (this is where the Wikipedia article on the subject starts) but things were stirring in Robinson’s day. While baseball was America’s sport (pro football didn’t start its meteoric rise until a decade or so later) and Robinson’s play was influential, there were other efforts going on. In 1948 the military was integrated via an order from President Truman. After World War II, blacks tried to move into better housing, often found in white neighborhoods, but faced serious (sometimes violent) opposition in a number of locations.

I’ve been conflicted about whether I should see this movie as a big baseball fans. Sports movies are a little too mawkish for me and don’t ever really reflect how the game is played. This argument is not helping the movie’s cause…

Remembering MLK in Chicago

The story of the time Martin Luther King, Jr. spent in Chicago in 1966 is not well-known. While many think of King as leading a successful Civil Rights Movement that culminated in the “I Have A Dream” speech in 1963 and then the passing of the Civil Rights Acts of 1964, his efforts in his last years faced more opposition. In Chicago, he unsuccessfully fought for an end to residential segregation. Read two longer posts about King’s time in Chicago:

The Chicago Tribune has this short summary of what King faced in Chicago:

On this muggy Friday afternoon, Martin Luther King Jr. stepped out of the car that had ferried him to Marquette Park on Chicago’s Southwest Side to lead a march of about 700 people. The civil-rights leader and his supporters were in the white ethnic enclave to protest housing segregation. Thousands of jeering, taunting whites had gathered. The mood was ominous. One placard read: “King would look good with a knife in his back.”

As King marched, someone hurled a stone. It struck King on the head. Stunned, he fell to one knee. He stayed on the ground for several seconds. As he rose, aides and bodyguards surrounded him to protect him from the rocks, bottles and firecrackers that rained down on the demonstrators. King was one of 30 people who were injured; the disturbance resulted in 40 arrests. He later explained why he put himself at risk: “I have to do this–to expose myself–to bring this hate into the open.” He had done that before, but Chicago was different. “I have seen many demonstrations in the South, but I have never seen anything so hostile and so hateful as I’ve seen here today,” he said.

Not Chicago’s best day or season.

With March Madness approaching, should we really be talking about “the civil rights movement for our times”?

Many Americans are about to enjoy the beginning of the NCAA Division I basketball tournament, but according to one sociologist, perhaps fans and viewers should pay more attention to the exploitation of the athletes:

In our perennial rite of spring, we are being bombarded with bracketology, Final Four predictions and the general hoops hysteria otherwise known as “March Madness.” There are invariably articles on the business page about the billions of dollars at play from television contracts to online betting to lost productivity as workers spend hours obsessing over their brackets. Yet there is precious little discussion about the teenagers, branded with corporate logos, generating this tidal wave of revenue. This is why Dr. Edwards believes the set-up is in desperate need of a shake-up. In a recent lecture at Cal-Berkeley, he directly tied the relationship between the NCAA and its “student athletes” to the injustices that spurred the Occupy Wall Street movement.

It’s not just a comparison, it’s a connection.… The college athletes are clearly the 99 percent who create the wealth in college sports. The question is, where is the individual from the ranks who is going to frame and focus and project that political reality? Who is going to provide the spark that mobilizes the athletes? A lot depends on the extent to which the 99-Percenter movement now confronting Wall Street can encompass the movement on campus around tuition increases and these outrageous compensation packages for administrators. Someone is going to have to focus and frame that…

But the efforts of the NCPA and the struggle for basic fairness for college athletes would be raised dramatically by seeing just a couple of players, under March’s blazing spotlight, willing to risk the wrath of those in thrall to the “Madness.” The next Smith/Carlos moment is there for any “jock for justice” willing to grasp it. This would require them walking to mid-court before the Final Four, ripping off the assorted brands and logos attached to their bodies, and stating in no uncertain terms that unless they get a piece of the pie, they are walking off the court. The fans would rage. The announcers would sneer. The coaches would fume. But history would be kind, and nothing else, as I can see, would finally put a stake in the heart of sham-amateurism once and for all. It’s a risk worth taking, but don’t take my word for it. As John Carlos said to me, “I have no regrets about what I did in 1968. The people with regrets are the ones who were there with us, and did nothing.”

It is interesting to consider how people would react if college basketball players did protest during the games. I don’t know how much the “amateur” status of college athletes matters to the average fan. Some people talk about the “purity” of college sports compared to the professional ranks as there are some college players who still appear to take advantage of the educational opportunities as well as revere their schools. Ultimately, I would guess that most fans want to be entertained by their college sports and would be willing to at least small protections for athletes (a little pay, longer-term scholarships, etc.).

This discussion reminds me of the story that NBA players initially refused to play right before the 1964 All-Star Game. Perhaps this story would give some college players hope:

The game was notable for the threat of a strike by the players, who refused to play just before the game unless the owners agreed to recognize the players’ union. The owners agreed primarily because it was the first All-Star Game to be televised and if it were not played due to strike it would have been embarrassing at a time when the NBA was still attempting to gain national exposure. This led directly to many rights and freedoms not previously extended to professional basketball players.

After gaining room to negotiate, now NBA players and other pro athletes would face major issues if they refused to play:

By signing the National Basketball Association’s Uniform Player Contract, a player agrees to “give his best services, as well as his loyalty, to the Team,” to “conduct himself on and off the court according to the highest standards of honesty, citizenship, and sportsmanship,” and “not to do anything that is materially detrimental” to the team or the league. Refusing to play in a game against a coach’s orders could therefore be considered a breach of contract. The team could justifiably withhold payment, terminate his contract, or sue him for monetary damages. (Nearly every professional sport requires players to sign a similar contract.)

The only circumstance under which a player can refuse to compete—in just about any professional league—is if he’s injured. Normally, it’s up to the team doctor to decide whether an athlete is fit to play. If the player disagrees—or gets a second opinion from an outside doctor—he can file a grievance through the players union, which then negotiates a solution with the team.

It’s rare for players simply to decline to go on the court or field, partly because it’s a PR disaster. Chicago Bulls forward Scottie Pippen famously refused to get off the bench with 1.8 seconds left in a playoff game against the New York Knicks in 1994. He wasn’t punished, but the incident tainted his reputation. It’s somewhat more common for a recently-traded player to not report for games with his new team. After Kenny Anderson was traded to the Toronto Raptors in 1998, for example, he refused to compete with the Canadian team. Occasionally, a pro will ask to play less. Starting Carolina Panthers quarterback Kerry Collins, battling alcoholism and accusations of racism, asked to be taken out of the starting lineup. The team obliged him. Sometimes NFL players will receive criticism for failing to show up to off-season workouts, but such workouts are voluntary according to the league’s collective bargaining agreement.

But, of course, professional athletes in the major sports are represented by unions, some of which, like the baseball player’s union, are known as being quite powerful and effective. College athletes don’t have the same protections.

How long can this situation last? While the money is still good for the biggest schools (and most of the money is football money anyway), would college college basketball players really band together to protest?

The civil rights argument against NCAA Division I football and men’s basketball

The cover story of the latest Atlantic, The Shame of College Sports,” is provocative and fascinating. The article is mainly about a series of court cases involving the civil rights of “student-athletes” and procuring a share of the NCAA’s football and men’s basketball profits for these “student-athletes.” After reading the full argument, it is difficult to feel much goodwill toward the NCAA.

After reading about Mayor Richard J. Daley in American Pharaoh, I learned more about Martin Luther King, Jr.’s time in Chicago in 1966. His time in the city was short but very interesting. Here are the things that stuck out to me:

1. King and the Southern Christian Leadership Conference (SCLC) had quite a debate about whether they should bring the Civil Rights Movement to Chicago or not. Several issues were at play: they had won legal battles in the South eliminating legal segregation but it was unclear whether they could win against informal (yet very established) segregation in the North. Also, Daley’s reputation was well-known. King decided to come to Chicago anyway over the arguments of others.

2. King based his movement out of the West Side of Chicago, living (though not all the time) in a tenement apartment in Lawndale. The West Side was a newer ghetto created when the population of the Black Belt became too large and other parts of the city were closed off to blacks. King set up there in part to avoid the black politicians who always supported Daley on the South Side. These politicians were willing to support Daley and the machine in return for being able to control their own wards. Thus, King was not fully supported by the black community when he operated in Chicago.

3. Daley played both sides successfully in 1966 and throughout his career. While Daley became known for supporting police brutality against anti-war protestors at the 1968 Democratic Convention, he tried to co-opt many of King’s efforts. Even though he came from an ethnic white neighborhood, he never fully came out and said blacks couldn’t move into such neighborhoods. At the same time, the city’s policies were aimed at avoiding this (particularly decisions about public housing). Daley controlled enough of the black vote on the South Side that he never had to support Civil Rights. Interestingly, his son gave a similar response to a question about segregation in Chicago earlier this year: he started talking about how Chicago is a city of neighborhoods and immigrants and they all move around and seek a better life.

4. King and his followers tried to reach out to Chicago’s gangs, not really a concern for the movement in the South, but this proved difficult. By this point, more gang members and others thought violence was a better response.

5. Daley met with King several times with a number of other interested parties present. These meetings didn’t go anywhere fast.

6. At a march in Marquette Park on August 5, 1966, King was struck by a rock in the head and knocked down. Others yelled, “Kill him, kill him” while “another heckler threw a knife at King.” After escaping the scene, King said, “I’ve been in many demonstrations all across the south, but I can say that I have never seen – even in Mississippi and Alabama – mobs as hostile and hate-filled as I’ve seen in Chicago…I think the people from Mississippi ought to come to Chicago to learn how to hate.” This is one of those stories (and there are many others) that should disabuse people of the notion that the North had racial harmony).

7. Jesse Jackson was involved in this process as he had been attending seminary.

8. The final summit between the city and the Chicago Freedom Movement began August 17, 1966. After the first day, both Daley and King were unhappy about the outcome. After Daley asked for and got a moratorium from a judge on marches in Chicago neighborhoods, the Freedom Movement marched outside the city and threatened to march on Cicero on August 28. After more negotiations, the final meeting was held on August 26 and both Daley and King claimed a victory with the final agreement.

9. Ultimately, King and the Chicago Freedom Movement saw little change in the actions of Daley and the city. From my own view, it appears like Daley was able to outlast King: he said just enough without really promising big changes. King, perhaps caught off guard by the differences between Chicago and the South, could only force Daley to negotiate (and marching in Cicero was the big lever King had – one can only imagine if a major march had occurred) but not to capitulate.

MLK in Chicago

While many of the tributes to Martin Luther King, Jr. talk about the important marches and speeches in the early 1960s regarding civil rights (and the subsequent legislation), the last three years of King’s life are less well-known. Having grown up in the Chicago area, I was not aware that King spent a significant amount of time in Chicago in 1966 until I was doing some research in recent years. The Encyclopedia of Chicago has a brief summary:

But in the summer of 1965, the nature of King’s connection to Chicago changed. Responding to requests from local civil rights forces, King and the Southern Christian Leadership Conference (SCLC) joined the fight against school superintendent Benjamin Willis and Chicago’s segregated public schools. By the fall, SCLC had allied with the Coordinating Council of Community Organizations to launch a campaign to end slums in the city, which would become known as the Chicago Freedom Movement.

King relied on his lieutenant James Bevel to energize the first phases of the campaign, but in January 1966 he captured national headlines when he moved his family into a dingy apartment in the West Side ghetto. It was not until June that King and his advisors, under pressure to produce results, settled on a focus for the Chicago movement. King himself participated in two dramatic marches into all-white neighborhoods during a two-month open-housing campaign during the summer of 1966. These fair-housing protests brought real estate, political, business, and religious leaders to the conference table for “summit” negotiations.

In late August, King and Mayor Richard J. Daley announced that an agreement had been reached: the marches would stop, while city leaders promised to promote fair housing. King hoped that the “summit” accord would be an important step toward making Chicago an open city, but black militants denounced the settlement and the Daley administration never fulfilled its promises.

Several things are notable about this effort:

1. This was a large-scale movement in the North. Most depictions of the Civil Rights Movement imply that all the action or the problems that needed to be solved were in the South. This was not the case then or now. Indeed, measures of housing segregation show that the most segregated cities in terms of race are still in the North.

2. Even with the passing of Civil Rights legislation, this issue of housing discrimination and segregation is one that has plagued America. While the housing discrimination of today is less overt than that of the past (exclusionary zoning, differential treatment, and high prices today vs. redlining, blockbusting, and restrictive covenants in the past), King’s efforts are notable. Of his efforts in Chicago, King said something like “if we can solve the issue of housing in Chicago, we can solve it anywhere.” Chicago was notorious then for its segregation and this is still the case today.

3. Perhaps we don’t hear about these issues from King’s later years, such as housing or his thoughts about Vietnam or his efforts on behalf of labor, because they don’t seem to have clear solutions. Civil rights is an issue that seemed to have been solved with the Civil Rights Acts (though this isn’t quite the case). But housing is a long-standing concern in many cities and metropolitan areas. Viewpoints on Vietnam are still mixed and get brought up again in discussions of current wars.

4. This part of Chicago’s history is not one that is widely talked about. King and his followers led numerous marches in 1966 that were met with much resistance, particularly when marching in white neighborhoods. Chicago and the region has a longer history of negative incidents: one, in particular, in Cicero in the 1950s is often cited as a black family who moved into an apartment was met by an angry mob (including many housewives) who firebombed the apartment building. As the Encyclopedia entry suggested, the older Mayor Daley did meet with King but didn’t follow through on his promises. These sorts of moments are often scrubbed or ignored in history as they don’t reflect too favorably on communities. At the same time, we need to know about these to help understand the present reality.
