Efforts to revive local shopping malls; how about an ice skating rink?

The recent economic downturn has severely affected many retailers, especially shopping malls. One local mall, Charlestowne Mall in St. Charles, has been hit particularly hard and is looking for ways to bring in more shoppers. One idea: build an ice skating rink.

Barring an eleventh-hour change of heart, 94 employees at the Sears store at Charlestowne Mall in St. Charles will lose their jobs in two months. But the mall management and city officials hope to coax the retail giant to stay.

And the city and mall owners see hope in new business coming to Charlestowne, including an ice arena…

There might be reasons to be optimistic about the mall. Anchor stores Kohl’s and Von Maur both own the property they operate, making them less likely to leave. Aiston said the mall also disclosed it’s in negotiations to bring two or three new businesses to the mall, including a restaurant.

In addition, the mall may soon have a new headline attraction. Aiston and Kekatos said the city is reviewing plans the mall owners submitted to build an 18,000-square-foot ice arena at the mall to revive foot traffic.

“What I really want the public to know is our new ownership is fabulous,” Kekatos said. “You have to remember it’s only been going on seven months since they’ve purchased the mall. We’re updating the interior and the exterior of the mall. The community, the people in it, they just don’t understand that it takes time to do all this.”

This seems to be a common strategy for shopping malls: attract new kinds of businesses that will bring in a steady flow of potential shoppers. The restaurant strategy has been a common one – it moves malls beyond the world of the shopping mall food court with its quick food and may bring in a crowd with more time and money. But bringing in a shopping rink hints at another area of potential uses: recreational uses. Could the shopping malls of the future include things like ice skating rinks, gyms, climbing walls, and more? If so, this could help further transform malls from shopping spaces to community centers.

It is also interesting that the quest for developers and mall owners to add uses to shopping malls mirrors the efforts of many downtowns who have also been interested in increasing foot traffic. Of course, the shopping mall is often blamed for helping to kill off many downtowns but perhaps they are both now in the same boat. Are there enough retail and recreational and restaurant businesses to fill all of the space in shopping malls and downtowns?

Battle over downtown land in Brookfield: private owners wants a church versus village’s long-term downtown plans

The Chicago Tribune has a story about a battle over one area of possible development in downtown Brookfield, Illinois. Though it may be an relatively small development in a relatively small community, it illustrates a classic struggle in older suburbs: a property owner versus a community’s long-range plan.

On one side is a local resident who bought a significant piece of downtown property because she wants to build a larger building for her Methodist church and provide a place for families and teenagers to hang out. On the other side is the village who has a long-term plan for the downtown that includes using this land for tax-revenue generating purposes.

Here is some more detail about the discussion between the property-owner and the village:

After the vote Francis said she was disappointed but undaunted. She has invested more than $1 million and owns the 14 parcels of empty land and vacant buildings that form the triangle between Grand Boulevard and Washington Avenue, and she vowed that the church/community center will go there even if it takes years…

And village staff and the planning commission stressed that the project does not comply with the long-term 2020 plan. That plan calls for a mixture of businesses to attract customers and boost sales tax revenue along with residential development that would provide customers to those businesses during the day and evening hours.

“I just cannot bring myself to say this is a good project for that area of town,” Trustee Michael Towner said before the vote.

He acknowledged that new development has been slow in coming to the area, but said that just because it is the only proposal doesn’t mean it should be approved.

Both of the proposed uses for the land could be good: new businesses would bring in new tax revenues while a church/community center could help bring people into the downtown area as well as improve the chances for this church.

But in the end, Brookfield seems very concerned about not letting the property go off the tax rolls. How long will this woman fight the village or could they come to some compromise?

Viewing Main Street at Disneyland alongside its inspiration (Marceline, Missouri)

A number of sociologists have in recent years written about spaces where there is an attempt to build in nostalgia, to recreate an atmosphere from the past but with new materials and design. One of the places to see this is in Disneyland’s Main Street, the opening part of the park where Walt Disney attempted to produce a copy (or an improvement?) of the typical small-town downtown.

The Chicago Tribune has a short photo essay where they show pictures from Disney’s Main Street alongside pictures from downtown Marceline, Missouri, the small town that Disney claimed influenced his later Main Street. While this just a limited set of pictures, seeing these images side by side does reveal some things:

1. Main Street in Marceline looks similar to the Main Streets of many small towns: brick buildings, a little bit drab (probably partially due to the fate of small towns since the era when Disney was in Marceline), some “old-time” features (such as the clock on the stand at the corner).

2. In comparison, Disneyland’s version really does seem “hyper-real”: it is much more colorful (or is that just the sun in southern California?), the buildings feature extra features (more architectural touches, more flash than just the plain brick), and there are crowds of people walking through. While the buildings of Marceline are more functional, the buildings at Disneyland are meant to entertain and invoke feelings (such as nostalgia and consumerism). Disneyland’s Main Street looks like a movie set whereas as Marceline looks like dull reality.

3. Perhaps we could make a case that Disney took his pre-teen experiences and translated them into his Disneyland Main Street. Perhaps to a pre-teen, Marceline’s downtown was the height of excitement: different goods being sold, people from around the town (and area) gathering together, new things to look at. A more cynical take would be that the Disney Main Street is a glamorous (or garish) pastiche of real downtowns where people cared less about entertainment and more about maintaining community.

Daley wants high-speed rail from Loop to O’Hare

Impressed on a recent visit by a 7 minute 20 second trip between Shanghai’s airport and subway system (with speeds up to 268 mph!), Mayor Daley wants a similar high-speed line for Chicago. Of course, the question becomes: who is going to fund such a venture?

This has been an idea of Daley’s for several years.

New Urbanist plans for Waco, Texas

New Urbanist ideas about mixed-use neighborhoods are often appealing to municipalities: they suggest one can design and produce vibrant, diverse, and walkable communities. Waco, Texas, which according to a member of the Greater Waco Chamber is perceived by many as “Texas’ largest bathroom break,” has hired a firm to develop such plans.

The goals of the city sound ambitious:

Waco’s plan is bold for a city that’s been without a vibrant downtown for about half a century, much of it destroyed by a 1953 tornado. The city wants half the growth projected by 2050 to locate downtown and have 100,000 people living there…

The consensus: develop the banks of the Brazos River, attract the young and empty-nesters from Baylor University’s growing student body and faculty, and highlight tourist attractions (Waco Mammoth Site archeological dig, Dr Pepper Museum and replica of the drugstore where the soft drink was invented, an 1870 suspension bridge over the Brazos, Texas Ranger Hall of Fame & Museum).

If they build it, will people come to downtown Waco?
