DuPage County one of the best counties for poor kids to move up

A recent study by two economists shows DuPage County is one of the best in United States for social mobility for those who start toward the bottom of the socioeconomic ladder:

On the other extreme, poor children raised in DuPage, Illinois, have the best shot at climbing the economic ladder. The Chicago suburb is home to several large corporations, including McDonald’s and Ace Hardware, and is one of the nation’s wealthiest counties. Children from poor families in DuPage grow up to earn 15%, or $3,900, more than the national average by the time they are 26.

To conduct the study, Professors Raj Chetty and Nathaniel Hendren looked at tax records for more than 5 million children whose families moved from one county to another between 1996 and 2012. Their analysis showed that where children are raised does have an impact on their chances of moving up economically. In addition, the younger a child is when he or she moves to a neighborhood with more opportunity, the greater the income boost. Neighborhoods matter more for boys than for girls.

Chetty and Hendren did not say why neighborhoods have such an impact on children’s success. But it did find that counties with higher rates of upward mobility have five things in common: less segregation by race and income, lower levels of income inequality, better schools, lower crime rates and more two-parent households.

The duo, along with Harvard Professor Lawrence Katz, also released Monday a second study that examined the impact of a federal program from the mid-1990s to move low-income families to better neighborhoods. It found that children who relocated when they were younger than 13 made 31% more, on average, than their peers whose families were not given vouchers to move. The relocated children were also more likely to attend college and less likely to be single parents.

DuPage County is not the most diverse place  nor is the most integrated but it is pretty wealthy, has a number of good school districts, and has lots of jobs (across a range of sectors). It also has a reputation of being quite conservative and wasn’t that open to non-whites in the decades after World War II. Yet, I don’t find it too surprising that it would be a good place for social mobility though I imagine this might differ quite a bit across communities within the county.

The second study mentioned above looks at the Moving To Opportunity program which didn’t have immediate influence for adults who move but may just have good long-term impacts for kids. Read more about the latest findings here.

Are Forest Preserves really about maintaining property values and quality of life, not protecting nature?

Each day on the way to and from work I drive past multiple Forest Preserve properties. They are generally green and open, providing a relaxing scene under the rising sun or after a long day. Yet, how much are they really about preserving or protecting nature as opposed to improving the quality of life of suburbanites? Are these two goals antithetical to each other?

The DuPage County Forest Preserve – alongside others in the Chicago metropolitan region – has been aggressive over the decades in purchasing land. The pace of acquisition picked up after World War II in the era of mass suburbanization where development eventually spread throughout all of Cook, DuPage, and Lake County. The mission of the organization is stated here:

As mandated by the Illinois Downstate Forest Preserve Act, our mission is “to acquire and hold lands containing forests, prairies, wetlands, and associated plant communities or lands capable of being restored to such natural conditions for the purpose of protecting and preserving the flora, fauna and scenic beauty for the education, pleasure and recreation of its citizens.”

The mission mentions both nature and citizens. But, one way to look at the acquisitions is that they enhance the quality of life of wealthier residents by providing green and/or open space that will not be developed, offering recreational opportunities, and raising property values for nearby housing and not just for those that border the properties but for numerous developments who don’t have to contend with more nearby developments. Of course, forest preserves and parks can be used by residents of all class backgrounds. Yet, taking away all of the land from possible development means that affordable housing – already limited in wealthier places like DuPage County – may be even less possible. Property values are always lurking in the background of development decisions in the suburbs and I suspect it is relevant here.

Additionally, “protecting and preserving” nature is a tricky business. It is not exactly in a “natural state” as human beings have been in the area for at least hundreds of years going back to the first white settlers in the 1830s and Native American groups as least a few decades before that. These Forest Preserves present a particular kind of nature, one that this is never too far from busy roads, housing developments, tricky water run-off situations, and pollution. This is made more clear in the term sometimes used of “open space” where concerned suburbanites want empty land.

In the end, do suburbanites really desire Forest Preserves for the mediated nature they provide or the enhanced quality of life they bring? The answer might be both but we rarely discuss the implications of the second reason.

Anachronistic county fair in the midst of urbanized DuPage County?

The DuPage County Fair starts today and offers typical county fair activities:

For five days every July, DuPage County residents get a chance to step into a world dominated by monster trucks, bucking broncos and guys who like to smash their cars into other guys who like to smash their cars…

In addition to the animal exhibits, the carnival rides, the vendors and all sorts of food, this year’s fair offers shows each day, some of which require extra fees. A quick look at some of the best:

• Monster Truck shows at 2:30 and 6:30 p.m. Wednesday; free with admission;

• Michael Lynch from TV’s “The Voice” at 8 p.m. Thursday; free with admission;

• Rodeo at 1 and 6:30 p.m. Saturday; $8 admission;

• Demolition Derby at 1 and 7:30 p.m. Sunday; $8 admission.

DuPage County does have roots in farming and country living. First settled in the 1830s, the county was relatively unpopulated, the city of Chicago didn’t have that many people, and the railroad didn’t come until the late 1840s. But, much of the rural land disappeared after World War II as the population jumped from over 154,000 in 1950 to over 930,000 today. While the DuPage County Forest Preserve has been active in these decades acquiring land, much of this is green space, not agricultural land.

At the least, the DuPage County Fair reminds residents of the county’s roots even if the county now revolves more around white-collar businesses.

Visualizing the migration flows in and out of DuPage County

The US Census recently released data on county-by-county migration flows. The tables that can be downloaded are huge but here is a look at the flows in and out of DuPage County:

Looks like a lot of movement to (and some from) warmer locales – southern California, Arizona, Florida – and lots of movement in the Midwest in an area roughly bounded by St. Louis, Detroit, and Minneapolis. You can also look at the migrations by education or income level.

Very cool all around. There is a lot of data to crunch here and these visualizations help make sense of a lot of data. At the same time, these aren’t necessarily huge movements of people. Take Harris County, home to Houston (4th largest city in the United States): over this five year span, there was a +88 flow from Harris to DuPage County.

Chicago Symphony Orchestra seeking DuPage County outdoor venue

The CSO wants a permanent outdoor site in DuPage County but is having a hard time securing one of the four possible locations:

But two of those sites are on land owned by the DuPage Forest Preserve District and that will pose legal problems for those hoping to build an outdoor concert venue here.The district’s attorney, Jim Knippen, has researched the question and determined the forest preserve commission doesn’t have the legal authority to lease its land to a private entity for a private purpose. If commissioners want to pursue such an agreement, Knippen said, they will have to pursue changes to state law…

Pierotti said he met several months ago with representatives from the CSO and Choose DuPage, the county’s public-private economic development group. He then assigned forest preserve Commissioner Tim Whelan to participate in the discussions because the Danada Forest Preserve was the first district-owned site the CSO considered. Danada is located in Wheaton, which is part of the area Whelan represents…

During subsequent meetings, other district-owned sites were examined, including Hidden Lake near Downers Grove and St. James Farm near Warrenville.

I would guess this deal gets done, even if it takes some time to go through the state and get an exemption. While the Forest Preserve might be about conserving open land, an economic opportunity like this would be too hard for everyone to pass up. DuPage County, the most populous collar county and home to lots of jobs, would love to have such a permanent cultural presence. The CSO would love to have easier access to wealthier people in DuPage County. I imagine there would be some spillover sales tax dollars for nearby restaurants and stores. Additionally, the DuPage County Forest Preserve could probably easily spare the at least 40 acres required as the Forest Preserve was quite aggressive after World War II in securing land before the county was completely suburbanized.

One note: the three Forest Preserve sites mention in this article are all within a ten minute drive of I-88, providing easy highway access. The Danada site which appears to be in the running is a relatively undeveloped area between Wheaton and Naperville that could end up being quite scenic as well as have easy access to some major roads (I-88, Butterfield Road, Naperville Road).

Suburban DuPage County to address record number of heroin deaths

Following a record year for deaths by heroin, DuPage County has plans in motion for 2014:

The call for action in DuPage came months before the county surpassed its year-old record of 38 heroin-related deaths in 2012.Officials say there were 45 confirmed heroin-related deaths in 2013 in DuPage. And depending on the results of toxicology tests, Jorgensen said the final number could climb by one or two.

“If this was gang or gun violence in DuPage County and someone was being killed every eight days, I think the communities would be up in arms,” Wood Dale police Chief Greg Vesta said…

Heroin is more addictive and physically harmful than any other illegal drug, according to Jorgensen, who was a surgeon before becoming coroner.

That’s why, he said, it’s so important for DuPage to have a public education campaign targeted at heroin prevention. One goal of the effort will be to inform families about warning signs and where to find help. The education campaign — called “Be a Hero in DuPage” — will include a website and social media providing timely information, warning signs and resources, officials said.

DuPage County has long been one of the wealthiest counties in the United States. A story like this goes against that image. In a county that prides itself on suburban success, drug use that leads to death is likely viewed as more of an urban problem. Yet, the story for DuPage County and other suburban counties in the decades to come is that they will likely to see more urban concerns including poverty, crime, and more minorities and immigrants moving to the suburbs as they spread within metropolitan regions. It will be interesting to see how DuPage County tackles this issue…

NIMBY strategy: no new gas station near park because of air pollution

NIMBY strategies often include discussing traffic and noise. Here is another tactic: increased air pollution for a nearby park.

The DuPage County Board’s development committee on Tuesday morning is scheduled to review a conditional-use permit request for the proposed Mobil station and Bucky’s convenience store at the northeast corner of Route 53 and Butterfield Road. The review comes after the county’s zoning board of appeals recommended granting the permit.

The meeting is expected to draw a number of opponents who claim the gas station and convenience store would attract so many cars and trucks that toxic air pollutants would increase. The pollutants, they argue, could pose a health risk for children using neighboring Butterfield Park District facilities…

While Reiner says he’s “disappointed” the air pollution concerns didn’t influence the zoning board’s recommendation, opponents still plan to raise the issue to county board members. Ultimately, it will be up to the county board to decide whether the permit is granted…

But an expert representing Buchanan Energy of Omaha, Neb., the company seeking the conditional-use permit, countered that there’s no environmental impact due to tougher emission controls and better gas station technology.

If they argue air pollution will increase, isn’t there some way to scientifically determine this?

This is an already busy intersection. The four corners include this empty lot (looking pretty ugly at this point), the Morton Arboretum at the southeast corner, a gas station backed up by a McDonald’s and a Walmart on the southwest corner, and another gas station at the northwest corner. In other words, this is a prime place for business and gas stations, since there are two already. If a gas station can’t go at this intersection (and presuming it doesn’t add much to the environmental impact), where exactly can it go nearby?

It will be interesting to see how DuPage County handles this as the article claims they haven’t seen this argument before for a gas station.

Considering a new utility tax in DuPage County to help address flooding

These are the sorts of issues sprawl brings: the DuPage County Chairman discussed a new power available to the county to collect tax monies to address flooding.

Cronin told the audience at a Naperville Area Chamber of Commerce luncheon that flooding has long been a serious problem in DuPage.

In order to address it, he said, infrastructure improvements are needed. Right now, money for those projects comes from property taxes.

The proposed utility fee would charge property owners based on use. Those who have more stormwater leaving their land would pay a higher fee. Anyone with land producing less stormwater runoff would pay a lower fee.

Enacting a utility fee would make it possible to have charges for stormwater projects removed from the property tax bill, he said…

However, some residents already are opposing the idea. Last month, protesters demonstrated before a county board meeting and called the proposal a “rain tax.” Objections also are expected to come from schools, churches and other tax-exempt entities that would be required to pay the fee.

At this point, DuPage County is largely built-out (or the land is tied up in Forest Preserves) so dealing with flooding is largely taking place after the development has already happened. Thus, remediation can be quite expensive. I imagine residents and organizations would not like the idea of a new tax but flooding is a serious recurring issue.

On a related note about the cost and length of projects intended to combat flooding: here is a story about progress being made at constructing the world’s “largest reservoir of its kind in the world” in the south suburbs as part of the impressive Deep Tunnel.

A small crowd gathered Monday at the lip of the mammoth Thornton Quarry, all eyes fixed on an outcropping of dolomite nearly 300 feet below the shoulder of the westbound lanes of Interstate 80.

A ripple shot through the two-story rock formation, and it collapsed amid a small, dusty landslide. And so construction of the largest portion to date of the decades-in-the-making Deep Tunnel floodwater control system began with a bang…

When it goes online in 2015, the Thornton Composite Reservoir will hold 7.9 billion gallons of stormwater and sanitary sewer water from more than a dozen south suburban towns…

The 30-story-deep reservoir will fill like a regional bathtub during massive storms that threaten to overwhelm local sewer systems, a problem that has grown worse with more frequent and intense downpours in recent years and as development has replaced open, absorbent land with rooftops and pavement.

Dealing with flooding is not easy

Suburban worries that Metra troubles may end up giving Chicago more influence

DuPage County Chairman Dan Cronin doesn’t want the troubles with Metra to give Chicago an opportunity to grab more power over regional transit:

As Metra tries to function amid scandal, it’s essential the suburbs maintain their influence on the board, DuPage Chairman Dan Cronin warned Friday.

With state lawmakers and Gov. Pat Quinn pushing to reinvent the troubled agency, there’s a danger whatever emerges will shift the balance of power to Chicago, Cronin said.

“I’m here representing the nearly 1 million people in DuPage County,” Cronin said. “I want to make sure their voice is heard. We have to be mindful of transit needs in the suburbs.”…

Friday marked the first time the board of directors has met since its game-changing session in June when they approved a separation agreement with former CEO Alex Clifford that’s been called a golden parachute at best and “hush money” at worst…

Other fallout included the departures of Kane County appointee Mike McCoy and DuPage’s Paul Darley. McCoy, a civil engineer and former county chairman, and business owner Darley were considered independent voices on the board.

There is not much context here about Cronin’s statements. However, this statement hints at larger issues. This is part of a ongoing power struggle in the Chicago region between the city and suburban interests. There are transit needs in DuPage County including rail lines to Chicago and major highways and roads (plus a lack of mass transit to points within the county itself outside of Metra lines). And Metra is not the only flashpoint; the Regional Transit Authority is another issue. But, this could also simply be a manifestation of something many suburbanites, particularly conservatives, fear: Chicago is a power-hungry entity that can’t wait to dictate more policy to the rest of Illinois. And this may be the reason many suburbanites live there in the first-place or now justify their suburban presence: they wanted to get away from Chicago.

DuPage County looks to consolidate more than 400 taxing bodies

Illinois is known for its plethora of taxing bodies but a new state law gives DuPage County the power to consolidate some of these bodies:

Under the new law, the county will be able to dissolve non-elected government agencies deemed outdated or inefficient following a full analysis and public review process…

“Frequently we find there’s another unit of government that could do the same thing,” said DuPage County Board Chairman Dan Cronin, who had pushed for the legislation. “Why don’t we just figure out who is going to be the odd man out?”

The narrowly written law currently applies only to DuPage County, which has more than 400 taxing bodies. State officials say they hope DuPage will serve as a model for other counties…

Cronin said his office will analyze each entity individually to determine whether there is the potential to save money and come up with a plan for how those services would still be provided. Residents would be able to weigh in during public hearings and could put together a referendum to fight a proposed dissolution.

The article mentions a few taxing bodies that are ripe for elimination but it will get more interesting when the County Board comes across ones that people want to defend and maintain. These local taxing bodies are all about local control and being able to spend tax dollars on one’s own interests or neighborhood. Pitting this suburban value, perhaps the guiding value for many suburbanites, versus wanting to have more efficient local government presents an interesting conflict.

Plus, how many taxing bodies will be eliminated under this new law? Is this law intended to get rid of just a few taxing bodies or does it involve a significant reduction from say over 400 to 300?
