Tysons Corner: is the protoypical edge city evolving into a “real city”?

One commentator argues that Tysons Corner, the prototypical edge city located west of Washington D.C., is changing into a “real city”:

The expansion of Metro through Tysons Corner to Dulles airport on a new Silver Line will be key to making Tysons much more accessible to DC residents. Currently there is no real downtown and few pedestrians. In a cover story for the Washington Post Sunday business section, staff writer Jonathan O’Connell detailed how Tysons is changing…

Almost under the public radar, Tysons has quietly become a major destination for corporate offices and has 26.7 million square feet of office space, which is why tens of thousands of people drive into Tysons every morning for work. Five Fortune 500 companies have headquarters there.

One major question facing developers and urban planners is how to properly create walkable streets out of what currently exists in Tysons…

Visiting Tysons this spring was for me an odd experience as I felt the place didn’t have much character and seemed rather sterile. As I headed from one mall to the next, I was one of the few people walking along the highway as a never-ending stream of cars whizzed by. If all goes well, hopefully in a few years, Tysons will be more inviting to visitors looking to wander around a new downtown.

So sidewalks will transform this into a real city? I wonder if there is a lot more that would be needed included more housing spread out between the shopping centers and corporate offices. Sidewalks may help in the creation of a downtown but without many mixed-use developments, people will still have to drive from home to these places.

Additionally, simply adding places for pedestrians to walk doesn’t necessarily mean that it would be pedestrian-friendly – the commentator suggests the sidewalks now are sterile and located along highways. As the post suggests, there needs to be a shift toward a “walkable community,” a New Urbanist principle where shops, restaurants, and housing would line these streets and sidewalks so that there becomes a streetscape rather than simply a sidewalk. Plus, “authenticity” doesn’t simply come from a pleasant streetscape – you can find these at “lifestyle centers.” It requires a dedicated population of people, a shared history, and a municipal character that can pull these pieces of infrastructure into a cohesive community.

How much demand is there for such changes in Tysons Corner? On one hand, I could see envision that if things are going well (business is thriving, people are moving in, etc.), most people would say why both messing with the formula. On the other hand, if the shiny facade of the community is showing some cracks, changes might be desirable.

This highlights one issue I have with suburban types like edge cities: the suburbs themselves don’t necessarily stay within one category. Does Garreau’s criteria allow for a walkable edge city or would a transformed Tysons Corner have to be slotted into a different category?

A world where people can travel between any two cities in two hours

Basic modes of transportation have not changed much in the last half-century. Sure, planes are bigger, cars are more fuel efficient and have more features/gadgets, and trains can go faster. But harnessing space travel could make it possible to move between any two cities in the world in two hours:

Michiel Mol, 42, a Dutchman who co-owns the Force India Formula One team and made his fortune in computer software, said over the weekend, “Being able to travel from London to Sydney in an hour and 45 minutes, that is the future. It is also the reason why KLM joined our firm [Space Expedition Curacao, or SXC] as a partner.”…

Mol intends to follow [Sir Richard Branson] in early 2014 and says he has already sold 35 tickets at $93,000 for flights from the Caribbean island of Curacao. Regulatory approval is still under negotiation…
Passengers, who will be entitled to call themselves astronauts if they reach an altitude of 62 miles (100km), will be required to pass physical tests which he says are no more stringent than would be expected of an air steward. The first generation spaceship will travel at 2,200mph (3,540kph), but the second generation will need to reach a velocity of 13,750mph (22,100kph) to achieve the desired orbit…
“Flying from London to Barcelona would still take an hour or so while London to Tokyo would be about one hour and 30 minutes and London to Sydney, one hour and 45 minutes. “

This sounds like something different than just space tourism where wealthy people take off, float weightless for a short while, snap some pictures of the earth while in a quick orbit, and then descend. This could be the basis for a new transportation system that makes traveling from New York to China just like a drive from Chicago to Milwaukee. It would take some time to set up a viable system, to put the infrastructure together, but this would be a big step forward from the Dreamliner and high-speed rail.

Is this the physical answer to the “instant” connectedness of the Internet? Currently, it still takes a decent amount of time to travel between major cities but it is still valuable for business, politics, and deeper relationships.

Beyond space commuting, what could be quicker? A mass-produced flying car? Teleporting?

Building intermodal facilities to relieve traffic congestion

After examining a new report that Chicago has some of the worst traffic bottlenecks in the country, the suggestion is made not to add lanes to the highways but rather to build more intermodal facilities:

“This is a roadway that has 1950s technology that we are using for 2011 traffic,” said Don Schaefer, executive vice president of the Mid-West Truckers Association. “Aside from a few locations on the Illinois Tollway, there are very few roadways in the Chicago area that are engineered to handle 2011 traffic volumes.”

Adding highway lanes is unlikely to produce the capacity necessary to ease congestion, experts said. A partial solution involves building more intermodal facilities where truck trailers are loaded onto flatbed train cars and transported long distance by rail, then transferred to trucks for the last segment of trips.

One such facility is the sprawling CenterPoint Intermodal Center near Joliet, on the site of the former Joliet Arsenal. But even there, truck traffic is a problem on Arsenal Road leading to Interstate Highway 55.

“The state is building a new interchange to relieve traffic, but today truck traffic trying to get off I-55 southbound is backed up on to the highway,” Schaefer said.

While adding lanes may seem like “common sense,” studies consistently show that this simply encourages more traffic. Think about places have kept adding lanes like downtown Atlanta (I-75 corridor in particular) or the Los Angeles region. Traffic is still an issue during peak times and those roads are already at six or more lanes in each direction.

Intermodal facilities are an intriguing solution. A few thoughts about these:

1. Do most Americans even know what they are? If not, they should as many of their consumer items are routed through these facilities.

2. Part of the reason this article caught my attention is that just last week I drove right by the Centerpoint Intermodal Center which is just east of I-55 and just south of the Des Plaines River. The area was an interesting one: the large facility itself is surrounded by a number of warehouses and distribution centers, including Wal-Mart. When driving a car through such places, I tend to feel out of place as everything is a little bigger: the buildings, the space, the trucks. And yes, the ramp to get on I-55 northbound at Arsenal Road had a long backup of trucks.

Here is some more information on the CenterPoint Facility that just opened in 2010:

The facility will be a central spot where train containers from California, Texas and the Pacific Rim will be delivered for pick-up by trucks moving goods to warehouses and distribution centers throughout the Midwest.

CenterPoint already has an international intermodal facility in nearby Elwood. Combined, the sites will be the country’s largest inland port. In an era of high fuel costs and declining numbers of cross-country truck drivers, the facility is expected to be a more efficient, environmentally-friendly mode of hauling.

A third CenterPoint facility also is planned for Crete.

The $2 billion Joliet development – located on 3,800 acres south of Laraway Road between Brandon and Patterson roads – is the largest construction project in Will County.  It has created about 1,000 construction jobs.

3. What would it take to build more of these? One obvious question is where to put them. This one near Joliet is just outside the Chicago region and there is not much around it: an oil refinery and the Abraham Lincoln National Cemetery. Most importantly, there are not a lot of houses nearby. If you tried to build these closer to cities, I’m sure there would be NIMBY issues. Imagine if someone wanted to build a new one near the Circle Interchange in Chicago – residents would complain and the price of land would likely be prohibitive. There are some older facilities embedded in the Chicago region; for example, there is one in Chicago just south of Midway Airport between 65th and 73rd Streets. But these facilities are needed, particularly in the Chicago region with its radial railroad system and many at-grade crossings. In recent years, the goal has been to relieve some of the rail traffic closer to the city which was behind the fight over whether Canadian National should be allowed to purchase the Elgin, Joliet & Eastern beltline railroad that runs around the city and on which CN wanted to run more freight trains.

New proposal for “bus rapid transit system” for Chicago

A new proposal calls for a “bus rapid transit system” in Chicago:

That’s one reason to like a new proposal by the Metropolitan Planning Council (pdf) that outlines a major bus rapid transit system for the city of Chicago. The system would be pretty expansive. Its 10 routes would wind through roughly 95 miles of windy city. It would link up to Chicago’s existing transit lines and thereby increase transit trips throughout the region by 3 percent, with as many as 7,000 daily drivers converting to public transportation…

More importantly, the proposed system would also be relatively inexpensive. Whereas light rail can often cost around $35 million a mile to build, bus rapid transit can be done for about $13 million, according to the council’s report. Still, modest as the plan is, it might not be modest enough. Currently Chicago has plans for only three fast bus lanes, with another three to come in the future — “BRT light,” as one official put it. A spokeswoman for the city’s transit authority told the Tribune the money for more lines just isn’t there:

“Given the funding constraints, our plan for three routes is an aggressive, reasonable and workable plan,” CTA spokeswoman Molly Sullivan said.

This looks like an interesting proposal, including the livability scores calculated for each bus route. If I had to sell someone on this, I would say that the proposal argues that these buses deliver light-rail like performance without the additional infrastructure costs. The proposed routes seem to be targeted at areas that are not easily served by the El, particularly along several key north-south corridors.

Several questions come to mind:

1. The proposal includes several small case studies of BRT (bus rapid transit) in action in cities like Portland, Johannesburg, and Las Vegas. Is it reasonable to ask that such proposals include city systems that were not terribly effective?

2. Could this find its way to the suburbs? Suburban buses always present difficulties due to limited service over a wide areas and consistent funding issues. But rapid buses that cover well-trafficked routes might be worth considering.

3. The funding issue is a big deal. Is the City of Chicago in any position to approve new mass transit considering its financial state? The proposal suggests this would be beneficial because it would encourage development, improve mass transit, and make the city more livable but would this also provide cost savings? It would be interesting to hear from a panel of experts as to whether Chicago “needs” light rail or BRT. In other words, is this a luxury or a necessity?

Too many farmer’s markets in the US?

This piece in the New York Times suggests that there may now be too many farmer’s markets. I wonder if this is the case because too many communities want them to boost economic development:

Farmers in pockets of the country say the number of farmers’ markets has outstripped demand, a consequence of a clamor for markets that are closer to customers and communities that want multiple markets.

Some farmers say small new markets have lured away loyal customers and cut into profits. Other farmers say they must add markets to their weekly rotation to earn the same money they did a few years ago, reducing their time in the field and adding employee hours…

Nationwide, the number of farmers’ markets has jumped to 7,175 as of Aug. 5; of those, 1,043 were established this year, according to the federal Agriculture Department. In 2005, there were 4,093 markets across the country.

While the main argument here seems to involve supply and demand, I’ll throw out another possible factor. More and more communities (or city neighborhoods) desire farmer’s markets because they are relatively easy ways to attract residents and visitors to a community. Because they usually don’t require buildings (with good weather being a helpful feature), can easily be moved around, can make use of unused or underutilized parking lots (a common suburban issue), and can offer some goods that are more difficult to find elsewhere, farmer’s markets can be a “quick fix.” This has developed as a popular strategy in nearby suburbs where such markets bring in people to an older downtown that might not typically come otherwise. Before such markets became popular, these could help a certain community apart from others. If we think about it in reverse, perhaps it is not only communities or neighborhoods that drive this trend: residents could desire a farmer’s market not only for convenience but for status.

It is not uncommon for communities to adopt similar economic strategies but this sounds like one where not everyone may be able to win. Any chance that some national regulatory board or group might develop to help space out farmer’s markets?

A disconnect: having electric car chargers at Costco

The story that Costco is getting rid of electric car chargers in their parking lots because of a lack of use could be taken in several directions. One could ask: doesn’t there need to be an infrastructure in place before electric car owners would go to Costco? But I think there is a more interesting question: are electric car users really the sort of people who would shop at Costco?

Costco is a big box store, plain and simple. They offer bulk goods at cheap prices. Their buildings are bland and surrounded by parking lots. Is this the sort of place that electric car users would go? Are there people who would shop at Costco but wouldn’t shop at Wal-Mart (and I assume there are quite a few)? From a broader perspective, the picking and choosing between the “righteousness” of certain big box stores (Wal-Mart versus Target versus Costco versus Sam’s Club versus Home Depot…) is odd: they all operate on similar principles though their particular implementation varies some. To shop at any of them is to encourage standardization and sprawl. This doesn’t really go with the electric car culture/vibe.

So where should electric car chargers be installed? A few retail options: Whole Foods and Trader Joe’s. I suspect these would get a lot more use.

The weekend of “Carmageddon” in Los Angeles

Local highway construction doesn’t typically garner national attention. But there has been plenty of news for weeks about a key highway closing in Los Angeles:

Interstate 405, a freeway normally so clogged that locals like to joke that its name is shorthand for “traffic that moves no faster than 4 or 5 miles an hour,” is closing for 53 hours for a major construction project.

As crews worked feverishly to get the freeway open in time for Monday morning’s rush-hour, residents have been making plans for weeks to stay off local roads, lest they trigger what officials dubbed “Carmageddon.”

Such an event could back up vehicles from the 405 to surface streets and other freeways, causing a domino effect that could paralyze much of the city.

With warnings having been broadcast through television, radio, social media and flashing freeway signs as far away as San Francisco, much of the city’s nearly 4 million residents appear ready to stay off the roads.

As I have seen multiple stories about this, several thoughts came to mind:

1. It is a 53 hour closure, not the end of the world. This has been overhyped. People will survive.

2. Shouldn’t planners be lauded more for doing the work over a summer weekend? The preparation for the whole project actually sounds pretty good.

3. People don’t often think about roads until they are a problem. This is a good example of that.

4. Even though it may have been overhyped, this is still a legitimate social problem, particularly for emergency vehicles and other important highway users. This seems to be more common with highway construction: a long, well-publicized campaign to make sure that residents are made aware of what is to come. If people know what is coming, they are usually pretty good at making other plans. Like with many other social issues, public officials need to walk a fine line between overhyping this, like using the term “Carmageddon,” while also making sure that people are aware of the severity of the problem.

5. This would be a good opportunity to think about new transportation options in the Los Angeles region. As the map accompany the AP story shows, there are only a few routes across the Santa Monica mountains. The answer is simply not to construct additional highway lanes and more drivers will then use the highway.

6. This reminds me of some examples of cities that have eliminated highways, like the Embarcadero Freeway in San Francisco, and traffic has adapted. Closing the highway for a short time is a nuisance but if the highway was closed longer, I bet people would adapt.

Class I railroads converge in Chicago region

Chicago continues to be a critical transportation hub in the United States. A recent short interview in Chicago said 70% of American rail traffic moves through the Chicago area and 6 of the Class I railroads in the United States run through the region. Here is a description of Class I railroads from the Department of the Interior:

There were 554 common carrier freight railroads operating in the United States in 2002, classified into five groups.

Class I railroads are those with operating revenue of at least $272 million in 2002. Class I carriers comprise only 1 percent of the number of U.S. freight railroads, but they account for 70 percent of the industry’s mileage operated, 89 percent of its employees, and 92 percent of its freight revenue. Class I carriers typically operate in many different states and concentrate largely (though not exclusively) on long-haul, high-density intercity traffic lanes. There are seven Class I railroads ranging in size from just over 3,000 to more than 33,000 miles operated and from 2,600 to more than 46,000 employees.

Here are the seven Class I carriers: “The Burlington Northern and Santa Fe (BNSD); CSX Transportation (CSX); Grand Trunk Corporation, which consists of the U.S. operations of Canadian National (CN), including the former Grand Trunk Western (GTW), Illinois Central (IC), and Wisconsin Central; Kansas City Southern (KCS); Norfolk Southern (NS); The former Soo Line (800) owned by Canadian Pacific (CP); Union Pacific (UP).”

Of course, this can lead to a number of issues:

1. The Chicago region has a large number of at-grade crossings and long freight trains are a nuisance for many drivers, particularly in denser areas.

2. This requires a lot of space to transfer cargo. In recent years, the newer intermodal facilities have moved further out from the city of Chicago with new facilities in Rochelle (west of DeKalk, south of Rockford) and the Joliet Arsenal.

3. Freight tracks closer to the city can be congested, delaying passenger trains.

The trick for the railroads (and others?) is to remind residents of the Chicago how important railroads are for transporting goods. In recent years, there has some more advertising about this, particularly touting the greener use of fuel compared to trucking. But more could be done within the region to provide evidence that Chicago continues to be important partly because of this traffic.

170 options for improving the Eisenhower

The Eisenhower expressway is a key artery for traffic entering and leaving Chicago. The public is now invited to look at plans, including 170 possible improvements, that have been developed and could be put into practice in the future:

In response, highway design engineers have come up with 170 different ideas to reduce gridlock and accidents on the Eisenhower. The plan also focuses on improving travel options for mass-transit riders and bicyclists and pedestrians using nearby arterial streets…

The possible solutions include widening the Eisenhower to four lanes in each direction for the entire length of the highway to make room for “managed lanes’’ that would handle car-poolers, express buses or drivers willing to pay tolls to commute more quickly during rush hours, according to IDOT planners.

An expansion of CTA Blue Line rail service, from its current terminus in Forest Park to DuPage County, and other new transit services are also on the table, officials said. They include a possible light-rail line and designating a bus-rapid transit corridor that would be open to express buses traveling between the suburbs and downtown at least part of the day…

Major improvements are needed because traffic volumes on the Eisenhower are up to 180,000 vehicles a day, making it one of the busiest and most congested expressways in the Chicago region, officials said.

It sounds like there are a lot of options on the table. As the article notes, this is now an issue because this road is handling much more traffic than was originally intended and the traffic is not just one-way (in to the city in the morning, out in the afternoon) but now goes both directions. I can also imagine that all of this will stir up some discussion: special toll lanes? Construction that will go on for years? More money spent on mass transit? It seems like multiple solutions are needed included getting more drivers off the road as well as improving the traffic flow along this stretch.

Of course, a lot of this is for down the road as the planning has to take place and the money has to be found:

So far funding is available only to continue preliminary engineering, which is expected to be wrapped up in the spring of 2013, officials said. Design would then take several more years.

“Part of our analysis is to examine the financing options,’’ Harmet said. “We are a ways away from construction.’’

While the discussion could just center on the Eisenhower, this could also lead to larger conversations about the role of highways and mass transit within metropolitan regions. If the Eisenhower, and other local highways, are continually issues, perhaps new things have to be tried and transportation has to be dealt with on a more comprehensive level within regions (see a study like this for a broader metropolitan approach).
