“Wrestling with how to get more Latinos to pick a race”

Here is another overview of the problems the US Census is having with measuring the Latino population in the United States:

So when they encounter the census, they see one question that asks them whether they identify themselves as having Hispanic ethnic origins and many answer it as their main identifier. But then there is another question, asking them about their race, because, as the census guide notes, “people of Hispanic, Latino or Spanish origin may be of any race,” and more than a third of Latinos check “other.”

This argument over identity has gained momentum with the growth of the Latino population, which in 2010 stood at more than 50 million. Census Bureau officials have acknowledged that the questionnaire has a problem, and say they are wrestling with how to get more Latinos to pick a race. In 2010, they tested different wording in questions and last year they held focus groups, with a report on the research scheduled to be released by this summer.

Some experts say officials are right to go back to the drawing table. “Whenever you have people who can’t find themselves in the question, it’s a bad question,” said Mary C. Waters, a sociology professor at Harvard who specializes in the challenges of measuring race and ethnicity…

Latinos, who make up close to 20 percent of the American population, generally hold a fundamentally different view of race. Many Latinos say they are too racially mixed to settle on one of the government-sanctioned standard races — white, black, American Indian, Alaska native, native Hawaiian, and a collection of Asian and Pacific Island backgrounds.

American conceptions of race usually center on black and white without having much room for middle or other categories. There is a long history of this in the United States as various new groups struggled to become labeled as white.

I like the admission here that the Census needs to find a definition that also fits Latinos’ own understanding. Imposing social science categories on the world can be problematic, particularly if they are not understood in the same ways by all people. Survey questions are not that great if people don’t understand the answers or see where they fit in the possible answers.

This isn’t the first acknowledgment that the Census Bureau has issues here. I would be curious to hear sociologists and others project forward: how will the Census and others measure race, ethnicity, and culture in 2050 when the United States will look very different? Are there ways to measure race and ethnicity in the Census without the pressure of it being tied to federal dollars?

Largest wealth gap in the United States

The gap in wealth between whites and blacks in the United States has been well documented. New figures suggest that the gap is now wider between whites and both blacks and Latinos:

The wealth gaps between whites and minorities have grown to their widest levels since the U.S. government began tabulating them a quarter-century ago. The recession and uneven recovery have erased decades of minority gains, leaving whites on average with 20 times the net worth of blacks and 18 times that of Hispanics, according to an analysis of new Census data…

“I am afraid that this pushes us back to what the Kerner Commission characterized as `two societies, separate and unequal,'” said Roderick Harrison, a former chief of racial statistics at the Census Bureau, referring to the 1960s presidential commission that examined U.S. race relations. “The great difference is that the second society has now become both black and Hispanic.”

The median wealth of white U.S. households in 2009 was $113,149, compared to $6,325 for Hispanics and $5,677 for blacks, according to the analysis released Tuesday by the Pew Research Center. Those ratios, roughly 20 to 1 for blacks and 18 to 1 for Hispanics, far exceed the low mark of 7 to 1 for both groups reached in 1995, when the nation’s economic expansion lifted many low-income groups to the middle class…

Across all race and ethnic groups, the wealth gap between rich and poor widened. The share of wealth held by the top 10 percent of U.S. households increased from 49 percent in 2005 to 56 percent in 2009. The threshold for entry into the wealthiest top 10 percent, however, dipped lower: from $646,327 in 2005 to $598,435.

The American ideal, at least in theory, is that everyone has the chance to become at least middle-class through hard work and over the generations (though this new study in American Sociological Review suggests illegal immigrants may not experience this). This data suggests that this idea might have seemed more true in the boom periods of the 1990s and 2000s when a growing economy helped lift everyone’s boat. But, when an economic crisis hit, the numbers suggest all (or most) took a hit but some were hit more than others. All together, these boom periods helped obscure the inequalities in wealth that existed and were growing even though the big figures in the economy looked good.

I would think this should be of concern to all political parties.

Lynched Mexicans in the United States between 1880 and 1930

In reading this piece which highlights the demographic change taking place in the United States, I was intrigued to read this passage from Wikipedia:

The lynching of Mexicans and Mexican Americans in the Southwest has long been overlooked in American history. This may be because most historical records categorized Mexican, Chinese, and Native American lynching victims as white. Statistics of reported lynching in the United States indicate that, between 1882 and 1951, 4,730 persons were lynched, of whom 1,293 were white and 3,437 were black.The actual known amount of Mexicans lynched is unknown. It is estimated that at least 597 Mexicans were lynched between 1848 and 1928 (this is a conservative estimate due to lack of records in many reported lynchings).Mexicans were lynched at a rate of 27.4 per 100,000 of population between 1880 and 1930. This statistic is second only to that of the African American community during that period, which suffered an average of 37.1 per 100,000 population.Between 1848 to 1879, Mexicans were lynched at an unprecedented rate of 473 per 100,000 of population. These lynchings cannot be excused as merely “frontier justice”–of the 597 total victims, only 64 were lynched in areas which lacked a formal judicial system.

This is one of those little-known stories, like that of northern sundown towns, that is a reminder of America’s troubled past. Additionally, these lynchings took place in the same period of the expansion of sundown towns, suggesting the lynchings were part of a larger American turn against non-whites during this period.

Chicago’s population loss, neighborhood by neighborhood

After the recent news that Chicago lost about 200,000 residents between 2000 and 2010, the Chicago Tribune takes a look at how the population changed in each of Chicago’s 77 neighborhoods. Here are some of the trends:

Sixty of Chicago’s 77 neighborhoods lost population, according to the 2010 Census. The focus of the population growth was in the Loop, the Near South Side and the Near West Side, areas that experienced a boom in new residential high-rises and loft developments.

The city lost more than 200,000 people during the decade, many from predominantly black neighborhoods hard hit by crime and foreclosures. More than 27,000 non-Hispanic white residents, meanwhile, poured into the city’s downtown and surrounding areas.

On the Southwest Side, the number of Hispanics and Asians grew in historically white ethnic neighborhoods such as Bridgeport, Archer Heights, West Lawn, West Elsdon and Ashburn. White populations in those communities dipped.

So the population growth took place in two places: around the downtown where wealthier whites moved in and on the southwest side where Latinos and Asians moved in. Throughout the rest of the city, the population declined.

As the City of Chicago thinks about how to respond to these figures, should they focus resources on the areas that were growing (particularly the area around the Loop which is likely to get more attention) or figure out some way to boost the prospects of the 60 other neighborhoods that experienced population loss?

Population loss of 200,000 in Chicago from 2000 to 2010

Chicago has often been held up as an example of a Midwestern/Rust Belt city that managed to thrive in the 1990s and actually gain population. But new Census numbers show that the 2000s weren’t as kind to Chicago as the city’s population fell about 200,000. Here are a few of the key numbers and thoughts from the front-page article in the Chicago Tribune.

1. One of the key conclusions is that suburbanization continued during this past decade:

“I think these data from here and elsewhere in the country reflect that the United States has become a suburban nation,” said Scott W. Allard, a University of Chicago associate professor of social service administration.

This quote seems somewhat silly to me: the United States has been a suburban nation for decades now. It is not just a feature of the 2000s or the 1990s; a larger number of Americans have lived in suburbs (compared to cities or rural areas) for several decades.

2. The population growth of Chicago in the 1990s was helped by Latino immigration:

In the 2000 census, Latino immigration fueled a modest 4 percent population increase in Chicago, marking the city’s first decade of growth since the 1940s.

This time around Chicago’s Latino population was up just a little more than 3 percent. The white population was down a bit, while black numbers dropped nearly 17 percent.

Latinos and Asians accounted for the metropolitan area’s biggest population increases during the 2000s. In both cases, the biggest gains for those groups were in collar counties, not in the city or suburban Cook County.

So in the 2000s, the Latino population still increased but the Black population, in particular, declined in Chicago.

3. Minorities are living in places throughout the Chicago area:

“The biggest (change) is finding more minority people in different places in the metropolitan area where you didn’t used to find them,” said Jim Lewis, a demographer and senior program officer at Chicago Community Trust. “That and the loss of black population in the region and the state.”

The census information isn’t yet complete enough to track where blacks who left the city went, Lewis said. The figures indicate some have moved to suburbs, but a slight decline statewide suggests some African-Americans have been moving out of the region entirely, Lewis said.

This is also not surprising. This is a growing trend throughout the United States in recent decades: minorities and new immigrants are moving to the suburbs in increasing numbers.

4. The whole Chicago region did grow but the numbers were down compared to 1990s growth:

Carried by the collar counties, the population of the six-county Chicago region grew almost 3 percent during the decade, to 8.3 million. That’s down significantly from the region’s 11 percent growth in the 2000 census.

5. DuPage County is no longer a hotbed of growth as it was from 1950-1990. This likely due to the fact that there is little open land remaining for new subdivisions. The growth has moved on to locations further out from the city:

DuPage County, long the region’s epitome of booming suburbia, barely grew at all. The county lost about 45,000 white residents, which was offset by more African-American and Asian residents.

“You could say that Kane County is the DuPage County of yesterday,” said Rob Paral, a Chicago demographer. “The things we’re saying about Kane County today is what we said about DuPage County 20 years ago.”…

For the second decade, Aurora and Joliet experienced dramatic growth. Aurora (197,899) passed Rockford (152,871) to become the state’s second-biggest town, while Joliet moved up three places to No. 4, with 147,433 residents, nearly 40 percent more than in 2000.

So now we should sit back and wait to hear how various people, including politicians, talk about this new data. Overall, it mirrors a lot of national trends: people, including minorities and immigrants, continuing to move to the suburbs. This has some important implications: Illinois is losing a US House seat and Chicago could lose some status. What are the new figures for Houston, the city that trailed Chicago in the rankings for the largest US cities?  Does this mean Chicago is in trouble? Will Chicago enact a plan to draw people back to the city in the next decade?

A continuing trend: more immigrants moving to the suburbs

In a continuation of a recent trend, recently released data from the 2005-2009 American Community Survey shows more immigrants are moving to the suburbs:

The country’s biggest population gains were in suburban areas. But, in a departure from past decades when whites led the rise, now it is because of minorities. More than a third of all 13.3 million new suburbanites were Hispanic, compared with 2.5 million blacks and 2 million Asians. In all, whites accounted for a fifth of suburban growth.

Even in rural America, where the population grew the slowest — just 2 percent since 2000 compared with 7 percent nationwide — foreign-born residents accounted for 37 percent of that growth. Three-quarters of them were not citizens, suggesting that they had arrived only recently in the states.

As the article notes, this recent trend runs counter to the typical American immigrant experience one learns about in history class where immigrants settled first in big cities like New York, Boston, or Chicago and then moved out to the suburbs in subsequent generations.

But this trend also has the potential to literally change the face of suburbia. The stereotypical view of the suburbs is of a wealthy, white community with shady streets, good schools, and big houses. While this has some grounding in reality, there is a darker side to this: many of these communities effectively excluded minorities. Even today, there are a variety of issues on this front in suburbia including affordable housing and exclusionary zoning. With more minorities now moving to the suburbs, where will they live? In the Chicago metropolitan region, there are definitely pockets of Latinos in the suburbs (see page 21 of this PDF report – based on 2000 Census data).

The American suburbs of 2050 will probably look much different than they have in the past. What remains to be seen is whether different racial and ethnic groups live together in suburbs or fall into patterns similar to segregation levels found in many major cities.

Not so fast on integrated American neighborhoods

Taking another angle on residential integration (based on data from the American Community Survey – also reported on here) suggests it is a very slow process. Two sociologists suggest some has changed – metropolitan whites now on average live in neighborhoods that are 74% white (the figure was 88% in 1980). But minorities still have similar segregation figures to 2000:

•Black-white segregation averaged 65.2 in 2000 and 62.7 now.

•Hispanic-white segregation was 51.6 in 2000 vs. 50 today.

•Asian-white segregation has grown from 42.1 to 45.9.

This index score (and I think this is a dissimilarity index) ranges from 0 to 100 with a score of 0 meaning that two groups are completely integrated while a score of 100 means that two groups live completely separately or in different neighborhoods.

Based on this analysis, it looks like the issue of residential segregation is one that will be with us for a long time yet. While there was improvement for some groups, there were  negative or very limited changes for other groups. All that said, residential segregation looks like it is still an entrenched feature of American life.

Shared religious activity enhances marital relationships

New sociological research suggests that certain kinds of shared religious  practices among married couples leads to better relationships:

[F]or all groups, shared religious activity – attending church together and especially praying together – is linked to higher levels of relationship quality.

The findings were particularly significant for African-American couples (and to a lesser extent, Latinos), according to sociologist and co-author W. Bradford Wilcox:

“Without prayer, black couples would be doing significantly worse than white couples. This study shows that religion narrows the racial divide in relationship quality in America.”

But not all religion is beneficial for marriages:

Couples holding discordant religious beliefs and those with only one partner who attends religious services regularly tend to be less happy in their relationships, the researchers found.

The findings make sense: couples who share a religious perspective and activities benefit while those who don’t share perspectives or activities suffer. The most interesting finding seems to be that about African-American and Latinos benefiting from shared religious activity: the authors suggest such activity helps overcome stress minorities experience.
