Differentiating between playgrounds and parks in poor versus wealthy neighborhoods

Researchers in recent years have looked at different amenities in poor versus wealthier neighborhoods, things like pawn shops, payday loan stores, and grocery stores. But what about parks and playgrounds? Here is a summary of a new study:

A recent study, published in the journal Annals of Behavioral Medicine, looked at the amenities in 165 parks in the four-county Kansas City metro region. Low-income neighborhoods actually had more parks per capita (perhaps a result, the authors suggest, of the fact that minority communities in the area are largely located in the older urban core where more parks were once planned into the city’s layout). Parks in predominantly minority communities were also more likely to have basketball courts.

But the researchers also found that these same parks were less likely to have aesthetic features like decorative landscaping, trails and playgrounds. As the authors explain:

These findings are problematic because playgrounds have been shown to promote increased [physical activity] intensity and healthier weight status among children. Areas of low [socioeconomic status] are perhaps the neighborhoods that need playgrounds the most due to the increased likelihood of those areas having a higher prevalence of youth who are overweight or obese.

These findings also suggest one simple strategy (among many needed) to address health disparities in low-income communities in any city: Make sure public parks seem like places a 7-year-old would actually want to spend the day.

Parks are complex spaces. Jane Jacobs discusses them in The Death and Life of Great American Cities and suggests they aren’t necessarily good – like other areas of a neighborhood, they require care and benefit from a mix of uses and people on surrounding streets. Parks can be planned for but also require physical and social maintenance.

I was reminded again of some of these different amenities in a recent visit to a community gym in a nearby community. It was a busy weekday evening with a variety of activities taking place: the large room with aerobic and weight equipment was packed, the gym with gymnastics had a small class in there, and then there was another larger gym space. It was an open night for basketball with two possible courts. However, one court was being used for about 10 ping-pong tables and the other for basketball. In other words, how much are park amenities, like basketball courts or hiking trails, tied to the race and class status of the neighborhood?

“Being White in Philly”

Philadelphia magazine recently published a piece titled “Being White in Philly.” Here is the argument of the article:

I’ve shared my view of North Broad Street with people—white friends and colleagues—who see something else there: New buildings. Progress. Gentrification. They’re sunny about the area around Temple. I think they’re blind, that they’ve stopped looking. Indeed, I’ve begun to think that most white people stopped looking around at large segments of our city, at our poorest and most dangerous neighborhoods, a long time ago. One of the reasons, plainly put, is queasiness over race. Many of those neighborhoods are predominantly African-American. And if you’re white, you don’t merely avoid them—you do your best to erase them from your thoughts.

At the same time, white Philadelphians think a great deal about race. Begin to talk to people, and it’s clear it’s a dominant motif in and around our city. Everyone seems to have a story, often an uncomfortable story, about how white and black people relate…

Fifty years after the height of the civil rights movement, more than 25 years after electing its first African-American mayor, Philadelphia remains a largely segregated city, with uneasy boundaries in culture and understanding. And also in well-being. There is a black middle class, certainly, and blacks are well-represented in our power structure, but there remains a vast and seemingly permanent black underclass. Thirty-one percent of Philadelphia’s more than 600,000 black residents live below the poverty line. Blacks are more likely than whites to be victims of a crime or commit one, to drop out of school and to be unemployed.

What gets examined publicly about race is generally one-dimensional, looked at almost exclusively from the perspective of people of color. Of course, it is black people who have faced generations of discrimination and who deal with it still. But our public discourse ignores the fact that race—particularly in a place like Philadelphia—is also an issue for white people. Though white people never talk about it.

Everyone might have a race story, but few whites risk the third-rail danger of speaking publicly about race, given the long, troubled history of race relations in this country and even more so in this city. Race is only talked about in a sanitized form, when it’s talked about at all, with actual thoughts and feelings buried, which only ups the ante. Race remains the elephant in the room, even on the absurd level of who holds the door to enter a convenience store.

My first thought after quickly reading through the article was that the writer ignores the privileged positions of whites vis a vis minorities in Philadelphia and the United States. Part of what makes it difficult for whites to talk about race is they then have to acknowledge that currently and historically whites have been advantaged and don’t face the same kind of discrimination that blacks and others have faced. Without being willing to tackle these power dynamics and the larger structural inequalities at hand, it is difficult to have a conversation.

Looking at the data behind the claim that more black men are in jail than college

A scholar looks at his own usage of a statistic and where it came from:

About six years ago I wrote, “In 2000, the Justice Policy Institute (JPI) found evidence that more black men are in prison than in college,” in my first “Breaking Barriers” (pdf) report. At the time, I did not question the veracity of this statement. The statement fit well among other stats that I used to establish the need for more solution-focused research on black male achievement…

Today there are approximately 600,000 more black men in college than in jail, and the best research evidence suggests that the line was never true to begin with. In this two-part entry in Show Me the Numbers, the Journal of Negro Education’s monthly series for The Root, I examine the dubious origins, widespread use and harmful effects of what is arguably the most frequently quoted statistic about black men in the United States…

In September 2012, in response to the Congressional Black Caucus Foundation’s screening of the film Hoodwinked, directed by Janks Morton, JPI issued a press release titled, “JPI Stands by Data in 2002 on Education and Incarceration.” However, if one examines the IPEDS data from 2001 to 2011, it is clear that many colleges and universities were not reporting JPI’s data 10 years ago.

In 2011, 4,503 colleges and universities across the United States reported having at least one black male student. In 2001, only 2,734 colleges and universities reported having at least one black male student, with more than 1,000 not reporting any data at all. When perusing the IPEDS list of colleges with significant black male populations today but none reported in 2001, I noticed several historically black colleges and universities, including Bowie State University, and my own alma mater, Temple University. Ironically, I was enrolled at Temple as a doctoral candidate in 2001.

When I first saw this, I first thought it might be an example of what sociologist Joel Best calls a “mutant statistic.” This is a statistic that might originally be based in fact but at some point undergoes a transformation and keeps getting repeated until it seems unchallengeable.

There might be some mutant statistic going here but it also appears to be an issue of methodology. As Toldson points out, it looks like this was a missing data issue: the 2001 survey did not include data from over 1,000 colleges. When more colleges were counted in 2011, the findings changed. If it is a methodological issue, then this issue should have been caught at the beginning.

As Best notes, it can take some time for bad statistics to be reversed. It will be interesting to see how long this particular “fact” continues to be repeated.

Over 600,000 leave London in “white flight” between 2001 and 2011

White flight is not just an American phenomenon; Census figures from Britain show over 600,000 white residents left London in the last decade.

Census figures show that between 2001 and 2011 the level of ‘white flight’ reached 620,000.

It is the equivalent of a city the size of Glasgow – made up entirely of white Britons – moving out of the capital.

The figures, reported by the BBC yesterday, mean that for the first time, white Britons are now in a minority in the country’s largest city.

At the same time, the census shows, some rural areas have seen a rise in the proportion of people who describe their ethnicity as ‘white British’.

Some 3.7 million Londoners classified themselves as white British in 2011 – down from 4.3 million in 2001 – despite the city’s population increasing by nearly one million over the decade to 8.2million.

White Britons now make up 45 per cent of the population, compared with 58 per cent in 2001…

Behind white Britons, the largest ethnic group in London is now Asians – including those born here and those arriving from overseas – who make up 18 per cent of the population.

Black Londoners – including Africans, black Britons and those from the Caribbean – make up 13 per cent.

This is quite a change in a short amount of time for London, which is truly a multiethnic city.

I would enjoy seeing more comparisons in the urban sociology literature between the major American cities and London which is located in a country with some similar social and cultural background. How does this white flight differ from what took place in the United States in the 1950s and 1960s? How are both the city and the suburbs affected?

Sociologist James Loewen continues to educate about sundown towns

Sociologist James Loewen has made a career of instructing Americans about the real racial history of the country. He continues to educate people about his findings laid out in Sundown Towns:

By not parrying the South’s attempts to further racism, the North placated the South. In fact, the South began building memorials because, in philosophy, they did win the Civil War. One reason northern states withdrew their efforts was the fact that they were already ridden with Sundown towns, especially in the Midwest. As stated before, Sundown towns gained their reputation from attempting to drive out their black population by dark.

“More than half of towns in the Midwest were Sundown towns,” Loewen said.

In fact, the reputation of former Dearborn mayor Orville L. Hubbard, whose statue stands in front of City Hall, comes from his dedication to maintaining a Sundown Town in Dearborn.

Remnants of Sundown Towns in Detroit are observable today in former residences such as the Orsel McGhee household located at 4626 Seebaldt Ave. The Orsel Mc-Ghees were an African-America family that attempted to moved into a segregated, white neighborhood of Detroit in 1944 but were forced to move after a lawsuit was brought against them.

Another case was the Ossian Sweet case, where Sweet, a black doctor, attempted to defend his home against a white mob that sought to drive him out of a white segregated community on Sept. 9, 1925. A 1985 Dearborn ordinance, passed by an overwhelming white majority vote, made city parks off-limits to non-residents, a measure created to prevent black would-be homeowners from moving in. Loewen also spoke about Anna, Ill., circa 1909. White residents, with the help of local government officials, began to force out blacks and Anna became an acronym for “Ain’t no N Allowed.”

One fairly recent, yet baffling, example that Loewen presented was the case of Villa Grove, Ill. Until 1999, Villa Grove sounded a siren every day at 6 p.m. to warn blacks to leave the city. Similar problems were prevalent in the 1970s despite the Supreme Court’s “Shelley v. Kraemer” ruling stating that state courts could not enforce a restrictive covenant. In this context, a restrictive covenant is a clause in a deed that limits to whom a property can be leased or sold.

Not too many communities are interested in sharing these parts of their history. Loewen’s findings are all the more shocking when he makes clear that this was common across northern communities, places that many Americans learn and think were more open to blacks than Southern communities.

Even though sundown towns are no longer with us, sociologists argue these more formal rules have been replaced by more informal means of keeping minorities and lower class residents out of suburbs. One common technique is exclusionary zoning, a practice where communities only allow larger and more expensive homes to be built. Without much affordable housing, employees in lower income jobs, ranging from municipal workers to retail and service jobs, often cannot live near their suburban jobs and then must also maintain a car, an expensive proposition in itself.

Hispanics will be largest group in California by 2020

New demographic projections for California suggest Hispanics will pass whites to be the largest group by 2020:

Population projections released Thursday by the state Department of Finance show that Hispanics will become the dominant ethnic group in California for the first time.

By 2020, demographers say Hispanics will be about 41 percent of California’s population, with whites less than 37 percent.

The white population will fall to about 30 percent by 2060 from the current 39 percent, affecting politics and public policy in the nation’s most populous state. Whites currently lack a majority in only Hawaii and New Mexico.

It will be worth watching to see what changes this brings to California’s society, economy, and politics. Another issue to consider is whether the trend in California will extend to other states or whether California is uniquely positioned to experience this sort of demographic change. While we have been reading about these projected demographic changes in California for years, I don’t recall seeing similar projections for states like Texas. This, of course, could suggest demographic change is taking place more slowly in other states.

Remembering MLK in Chicago

The story of the time Martin Luther King, Jr. spent in Chicago in 1966 is not well-known. While many think of King as leading a successful Civil Rights Movement that culminated in the “I Have A Dream” speech in 1963 and then the passing of the Civil Rights Acts of 1964, his efforts in his last years faced more opposition. In Chicago, he unsuccessfully fought for an end to residential segregation. Read two longer posts about King’s time in Chicago:

The Chicago Tribune has this short summary of what King faced in Chicago:

On this muggy Friday afternoon, Martin Luther King Jr. stepped out of the car that had ferried him to Marquette Park on Chicago’s Southwest Side to lead a march of about 700 people. The civil-rights leader and his supporters were in the white ethnic enclave to protest housing segregation. Thousands of jeering, taunting whites had gathered. The mood was ominous. One placard read: “King would look good with a knife in his back.”

As King marched, someone hurled a stone. It struck King on the head. Stunned, he fell to one knee. He stayed on the ground for several seconds. As he rose, aides and bodyguards surrounded him to protect him from the rocks, bottles and firecrackers that rained down on the demonstrators. King was one of 30 people who were injured; the disturbance resulted in 40 arrests. He later explained why he put himself at risk: “I have to do this–to expose myself–to bring this hate into the open.” He had done that before, but Chicago was different. “I have seen many demonstrations in the South, but I have never seen anything so hostile and so hateful as I’ve seen here today,” he said.

Not Chicago’s best day or season.

Bill Levitt only allowed open housing in Levittowns after MLK was killed

The several Levittowns built in the 1950s were often viewed as model suburban communities. However, they had a darker legacy as the builders, the Levitt family, would not sell homes to blacks. The book Levittown: Two Families, One Tycoon, and the Fight for Civil Rights in America’s Legendary Suburb recounts the hostility the first black family to move into Levittown, Pennsylvania in 1958 faced. The epilogue to the book (p.194-195) includes this description of how Bill Levitt finally agreed to open housing:

Levitt remained on as president of the company for about six months, however, and had one last unexpected order of business before he left for good. It began on April 4, 1968, when Martin Luther King was assassinated in Memphis, Tennessee. Six days later, a small story on page four of the Wall Street Journal bore the headline, Levitt & Sons Starts ‘Open Housing’ Policy as King ‘Memorial.’ The Journal reported that the proposal had been “drawn up by the Levitt management and approved ITT,” though failed to specify whether it had originated with Bill Levitt himself. Nevertheless, the announcement was viewed as a stunning admission of his past racist policies and the mark of sweeping changes to come. “Open housing was one of Dr. King’s greatest hopes,” said Levitt, “our action is a memorial to him.”

African-Americans were already living in his three Levittown communities, but Levitt & Sons now had eighteen communities being constructed around the world, from Illinois to France, and the new policy would ensure open housing in each. “It is high time that we take this stand,” Levitt said.

The company took out a full-page advertisement in cities including Washington, D.C., New York, Philadelphia, Baltimore, and Chicago to announce the plan as well. At the top of the ad was a large picture of Martin Luther King. Underneath the photo was the headline Levitt Pays Tribute to Dr. King in Deed – Not Empty Phrases. The ad continued, “This Company has adopted a new policy – effective at once – eliminating segregation any place it builds…We ask all our colleagues to adopt a similar policy without delay. The forces of bigotry and prejudice must not be permitted to prevail any longer, and we urge all builders – large and small alike – to do their part in making America once again the ideal of the world.”

It is unfortunate it took so long for Levitt & Sons to make this move. In the meantime, blacks were denied the opportunity to live in communities that were seen by some, including the Levitts, as the epitome of the American Dream.

The story in the book is fascinating. The Myers family, Bill, Daisy, and two kids, moved into the suburb in 1957 and were immediately faced with mobs, harassment, actions from the KKK, burning crosses, and indifferent local police. That all of this could happen in the northern suburb, one close to Trenton and not too far from Philadelphia, might surprise some. At the same time, such situations were not uncommon – the actions here reminded me of the Cicero, Illinois incident in 1951 when a black family moved to an apartment in the suburb just outside of Chicago.

Lack of black offensive playcallers in the NFL

The NFL has only one black offensive coordinator:

“We are very, very conscious of this issue, and it’s something that needs to be addressed,” said John Wooten, the chairman of the Fritz Pollard Alliance, an organization charged with promoting equality of job opportunity in NFL coaching and front office staffs. “We have alluded to it and spoken to it directly, and we feel our only course of action is to push more people up the pipeline.”

Complicating matters for Wooten and the legions of aspiring minority offensive coordinators is that the pipeline is also disproportionately dry…

Right now, the NFL’s sole African-American offensive coordinator is the Buffalo Bills’ Curtis Modkins, who doubles as the team’s running backs coach. However, Bills coach Chan Gailey is the team’s de facto offensive coordinator and primary play-caller. Only two African-Americans, the Houston Texans’ Karl Dorrell and the Minnesota Vikings’ Craig Johnson, are quarterbacks coaches, the position-coach job which most frequently leads to offensive-coordinator opportunities.

“This is the biggest travesty that’s taking place in this league, and every black coach is well aware of it,” said one anonymous African-American assistant for an AFC team. “They don’t promote you from running backs coach or receivers coach to offensive coordinator. When guys do get coordinator titles, they have to be position coaches at the same time, and they don’t get paid as much as other coordinators, because they’re not the play-callers. And in a lot of cases, guys believe they’re really there for locker-room reasons, to ‘take care of’ the minority players.”

A classic example in the sociology of sport of how race plays out in sports is to look at the expectations for and portrayal of black and white quarterbacks: black quarterbacks are expected to be more mobile and use their natural ability while white quarterbacks tend to be viewed as tacticians. I wonder if the same thing is going on here. Defense is said to require more reaction ability and athletic skills while offense is about strategy and throwing off the defense. Offensive playcalling is more of a sacred art that requires an intelligent guru to make things happen. Also, it sounds like this is a social network problem: black playcallers need to be able to have access to lower offensive positions, be able to prove themselves there, and then have the opportunity to move up when jobs become available. Without this chain in place, it could be a very similar issue to what might be behind the unemployment gap between whites and blacks.

The article doesn’t say much about this but the NFL has put policies in place for helping to ensure minority candidates are interviewed for head coaching positions so will something similar happen here?

The differences by race in using social networks to find a job

Unemployment rates are quite different for whites and blacks. Social networks may be the reason why:

But this stubborn fact remains: The African-American jobless rate is about twice that of whites, a disparity that has barely budged since the government began tracking the data in 1972. In last week’s jobs report, the black unemployment rate was 13.2 percent, while the white rate stood at 6.8 percent.

Discrimination has long been seen as the primary reason for this disparity, which is evident among workers from engineers to laborers. But fresh research has led scholars to conclude that African-Americans also suffer in the labor market from having weaker social networks than other groups.

Having friends and relatives who can introduce you to bosses or tell you about ripe opportunities has proved to be one of the most critical factors in getting work. Such connections can also help people hold on to their jobs, researchers say.

“It is surprising to many people how important job networks are to finding work,” said Deirdre Royster, a New York University sociologist. “The information they provide help people make a good first impression, get through screening and get hired.”

Considering sociologist Mark Granovetter’s oft-cited piece on how weak ties help people find jobs, perhaps this shouldn’t be too surprising. Social capital can go a long way toward accessing opportunities in society. Also, Royster’s book Race and the Invisible Hand is an interesting look at how this played out in one Baltimore vocational high school as faculty members tended to give white students access to their social networks while not giving the same privileges to black students.
