Comprehending the office and retail space in an edge city

After explaining the concept of an edge city to my American Suburbanization class, a discussion arose about how much space these places really have. When defining the edge city, Joel Garreau had these as two criteria (out of five total): “has five million square feet or more of leasable office space” and “has 600,000 square feet or more of leasable retail space.” This is a lot of space, as much as a smaller big city, but can still be hard to understand.

For example, there is much more commercial and retail space in the exemplar of the edge city: Tysons Corner, Virginia.

Around 2007 Tysons Corner had 25,599,065 square feet (2,378,231.0 m2) of office space, 1,072,874 square feet (99,673.3 m2) of industrial/flex space, 4,054,096 square feet (376,637.8 m2) of retail space, and 2,551,579 square feet (237,049.4 m2) of hotel space. Therefore Tysons Corner has a grand total of 33,278,014 square feet (3,091,628.7 m2) of commercial space.

How do we put this in more manageable terms?

1. Garreau compares this suburban space to the office and retail space in existing cities. The 5 million square feet of office space “is more than downtown Memphis.” While we may have traditionally associated this much office and retail space only with the downtowns of big cities, now concentrations of this space can be found right in the middle of the suburbs. This is unusual because suburbs are often portrayed as bedroom suburbs, places like people live and sleep but have to work elsewhere.

2. Compare this space to large buildings. The Willis (Sears) Tower in Chicago has 4.56 million square feet of space, 3.81 million rentable. So an edge city would have at least slightly more space this notable office building though perhaps it is difficult to visualize this space since it is a skyscraper and each floor seems smaller. An ever bigger building, The Pentagon, has 6.5 million square feet, more than the lower threshold for an edge city. Therefore, Tysons Corner has nearly 4 Pentagons of office space. Comparing this edge city space to shopping malls, Woodfield Mall in Schaumburg, Illinois (an edge city itself) has 2.7 million square feet while the Mall of America has a total of 4.2 million square feet.

3. We could measure edge cities in terms of square miles or acres and then compare to bigger cities. Square miles make some sense: Tysons Corner is 4.9 square miles while Memphis, a city Garreau says has downtown space similar to that of an edge city, is 302.3 square miles (on land). Acres are a little harder to interpret: a common suburban house lot is an eighth of an acre, a square mile has 640 acres (hence the dividing of the American frontier into 160 and 640 acre plots), and an acre has roughly 43,500 square feet. Then, an edge city with 5 million square feet of office space has about 115 acres of office space. Perhaps acres are best left to farmers.

In the end, I think Garreau made the right comparison to demonstrate the office and retail space within an edge city: we have some ideas about the size of downtowns of smaller big cities and the image of this amount of space existing in the suburbs is jarring.

Replacing the Chicago suburbs’ first shopping mall with a lifestyle center

A number of older shopping malls have not aged well. Randhurst Village in Mount Prospect now stands where the Chicago suburbs’ first shopping mall once stood:

When Randhurst first opened in 1962, carved from a farm at Rand and Elmhurst roads in Mount Prospect, it announced that the Northwest suburbs had arrived, said Greg Peerbolte, executive director of the Mount Prospect Historical Society and author of “Randhurst: Suburban Chicago’s Grandest Shopping Center.”

Peerbolte emphasized the importance of the mall in the development of the suburbs. “Randhurst didn’t open the floodgates; Randhurst was the floodgate,” he said…

By 2007, the village of Mount Prospect felt something drastic had to be done. Randhurst had already had several “makeovers,” and the village’s leadership felt another one would be ineffective. Officials worried for their sales tax receipts, which are key to having the money to run the village’s public services.

The village partnered with Casto Development and took a bold shot — tear it down, and start over.

The new structure seems to represent the new wave of mall development: it is a “lifestyle center” with a variety of uses that helps guarantee a steady flow of visitors. Such a move might help visitors drop older ideas about malls, sterile buildings surrounded by acres of parking lots, and start seeing them as vibrant places that may even double as “community centers.”

The article suggests that Mount Prospect was unusual in taking the step of completely tearing down the old structure and starting anew. Since previous revitalization efforts had failed, perhaps this was the only move remaining. At the same time, it seems like a community would have to be pretty confident or secure in order to make this move.

Suburban downtowns turn to art to cover up vacancies

Suburban downtowns have struggled for decades: the advent of the strip mall and shopping malls after World War II lured away shoppers. Suburbs have pursued numerous strategies to sustain or revive their downtowns but vacant storefronts can still linger. In recent years, it has been popular to fill these empty spaces with art:

Hamilton and some suburban officials believe using vacant buildings to display art is a good way to help suburban downtown districts keep up appearances while exposing art to those who otherwise would not browse around art galleries.

“I think art in a community plays an important role in revitalization,” said Jeff Soule, director of outreach for the American Planning Association, whose organization encourages creative use of vacant spaces. “Art adds a sense of place to a neighborhood. It shows that people care about the community.”

This push toward art seems to make a lot of sense: it hides vacant spaces, it allows local artists, residents, and young adults to participate in creating art, and suburban shoppers and residents get to see some interesting pieces. But, I remain somewhat skeptical about the revitalizing power this kind of art can have. In a downtown that simply has some vacancies because of the economic downturn, perhaps art works as a filler and keeps up appearances. But in downtowns that struggle all the time (and there a lot of these in suburbs), can public art really make a difference by bringing in enough foot traffic to revive businesses? These always struggling downtowns have much bigger problems that need to be addressed.

Of course, public art has not been limited solely to suburban downtowns: big cities have pursued this option for years. I vividly remember the stir created by “Cows on Parade” in Chicago. But again, these pieces work because there is already a critical mass of people in the area even as they can then attract more people.

Efforts to revive local shopping malls; how about an ice skating rink?

The recent economic downturn has severely affected many retailers, especially shopping malls. One local mall, Charlestowne Mall in St. Charles, has been hit particularly hard and is looking for ways to bring in more shoppers. One idea: build an ice skating rink.

Barring an eleventh-hour change of heart, 94 employees at the Sears store at Charlestowne Mall in St. Charles will lose their jobs in two months. But the mall management and city officials hope to coax the retail giant to stay.

And the city and mall owners see hope in new business coming to Charlestowne, including an ice arena…

There might be reasons to be optimistic about the mall. Anchor stores Kohl’s and Von Maur both own the property they operate, making them less likely to leave. Aiston said the mall also disclosed it’s in negotiations to bring two or three new businesses to the mall, including a restaurant.

In addition, the mall may soon have a new headline attraction. Aiston and Kekatos said the city is reviewing plans the mall owners submitted to build an 18,000-square-foot ice arena at the mall to revive foot traffic.

“What I really want the public to know is our new ownership is fabulous,” Kekatos said. “You have to remember it’s only been going on seven months since they’ve purchased the mall. We’re updating the interior and the exterior of the mall. The community, the people in it, they just don’t understand that it takes time to do all this.”

This seems to be a common strategy for shopping malls: attract new kinds of businesses that will bring in a steady flow of potential shoppers. The restaurant strategy has been a common one – it moves malls beyond the world of the shopping mall food court with its quick food and may bring in a crowd with more time and money. But bringing in a shopping rink hints at another area of potential uses: recreational uses. Could the shopping malls of the future include things like ice skating rinks, gyms, climbing walls, and more? If so, this could help further transform malls from shopping spaces to community centers.

It is also interesting that the quest for developers and mall owners to add uses to shopping malls mirrors the efforts of many downtowns who have also been interested in increasing foot traffic. Of course, the shopping mall is often blamed for helping to kill off many downtowns but perhaps they are both now in the same boat. Are there enough retail and recreational and restaurant businesses to fill all of the space in shopping malls and downtowns?

How suburbs dealt with parking meters and related issues

The Infrastructurist has a discussion of whether parking prices in the city should be raised in order to encourage less driving and therefore, less congestion.

While this may be an interesting argument, my research into several suburbs showed that they solved this problem without much argument back in the 1950s and 1960s. As suburban downtowns faced more competition from strip malls and large shopping centers, downtown business owners argued that city-owned parking meters were driving away customers. Why would a person go to the trouble of shopping in a suburban downtown when free parking was plentiful at shopping centers? Within a few years, these suburbs removed their parking meters in an effort to improve local business.The possible business gains far outweighed the possibility of some municipal revenues from the parking meters.

When I first encountered these debates, they seemed a bit strange – were people really avoiding suburban downtowns just because of some small parking fee? Even if downtown parking were free, it seems that suburban residents would (and did) tend to choose shopping centers anyway, for reasons that outweighed parking concerns. (Of course, there is a lot of complaining about finding close shopping spaces at the mall – but, at least those spots are free. However, one could make an argument that they are not free as the parking costs get passed along through the business rents and leases and to higher prices for consumers.)

I left reading about these debates thinking that the parking meters were a last straw that suburban downtowns tried desperately to grab at to attract shoppers. Ultimately, many suburban communities were unsuccessful and the parking meters played a limited role.

Retrofitting suburban malls

Amid tough financial times and many retail vacancies, the story of a project aiming to turn Randhurst Mall in Mount Prospect, IL into “Main Street.”

A quick blurb from Chicago Tribune architecture critic Blair Kamin:

“Today, in an act of radical design surgery, Randhurst is being remade into an open-air, mixed-use development that will have many features of a traditional downtown, including shops, movie theaters, offices and a hotel. The dome and core of the mall have been demolished, and next year a developer plans to open an old-fashioned Main Street lined with Prairie Style-influenced buildings in their place (above). There will even be angled parking spaces that promise to let you drive right up to a shop, though chances are you’ll really be parking in a vast field of asphalt much farther away.

The revamped mall already has been given a quaint variation of its original name: Randhurst Village.

The catchphrase for this promising — and provocative — type of remake is “retrofitting suburbia.” From Cape Cod to California, its advocates aim not simply to remake dead malls, strip centers and big boxes, but to alter suburbia itself, making it more dense, more walkable, and sustainable — in short, more urban.”

These sorts of plans are not uncommon in recent decades. A number of architects and planners, often following New Urbanist principles, have tried to create traditional atmospheres among suburban amenities. This story mentions original plans to include roughly 200 residential units but this component was scratched. From a more cynical perspective, this sort of planning is just dressing up suburban big box stores – think of the name change from “Randhurst Mall” to “Randhurst Village.” From a more positive side, changing the design might make malls more palatable to more shoppers and most importantly, more profitable.
