Police violence leading to joint suburban and urban activism

Responses to recent acquittal of a police officer in a shooting of a black man in the suburb of East Pittsburgh illustrates how concern crosses community lines in a metropolitan region:

East Pittsburgh is a small municipality that sits just outside of the city of Pittsburgh. It disbanded its police department in January, largely because of the Rose killing. And while Rashid’s clap-backers are technically correct about the differences between the police departments involved, the spirit of his tweet is still sound. For African Americans in greater Pittsburgh, there is little safety afforded to them when approached by police, whether in cities or suburbs. This is a concern for African Americans in almost every urban setting in the nation, but especially so in suburbs.

For Rose’s case, distinguishing between East Pittsburgh police and Pittsburgh police isn’t entirely clarifying in these moments. The fault line is not between Pittsburgh and its suburbs; it’s between the criminalization of blackness and the exoneration of whiteness. In that regard, the city of Pittsburgh could help bridge that divide if it recognizes that it shares this common problem with its smaller municipal neighbors…

It is true, as some have been quick to point out, that Pittsburgh police have more training than the police programs in surrounding smaller municipalities. Much of that training was imposed on Pittsburgh police after the federal government found a pattern of corruption and brutality throughout the department in the 1990s. Pittsburgh was the first major city entered into a consent decree with the U.S. Department of Justice to reform its police department. Meanwhile, there is no uniform police trainings across the state to ensure that small suburban departments are skilled on par with officers from larger city departments. But this is besides the point: What, to the victim of police violence, does it matter what jurisdiction’s name is on the clothes of the officer who shot him?…

In the event of police violence against people of color, the fate of cities and their suburbs are intertwined. Many of the high-profile police killings of black people of the past few years have actually happened in suburbs. But the neighboring major cities in those instances have felt the impacts regardless. The cries of the oppressed do not recognize municipal boundaries.

In work I have read about metropolitanization and addressing regional issues, policing is rarely discussed. The largest issue is usually economic: how to ensure that the wealth of the region, often limited to certain neighborhoods or suburbs and linked to numerous issues like housing and school funding, can be spread throughout a region to help all residents.

Americans tend to like to have a police force for their own community. Regional policing or ceding police authority to an outside group – like a county sheriff – would strike many as undesirable and only an option if the community could not pay for their own police force. There is something about having even a small local police force that looks out for local residents and answers to those same residents that many suburbanites find reassuring. (Making that link to local suburban control and race and exclusion would be interesting.)

It would be helpful to know if there is a metropolitan region that tackles the issue of police violence and disproportionate responses to minority residents well. Are there regions where police from various departments train together on this issue? Can such an effort help all departments, big and small?

Surprise! The best suburbs in America are wealthy, educated, and in regions with reasonable costs of living

The Niche 2019 Best Places to Live falls into some of the same patterns of similar lists of highlighting already well-off communities with a high quality of life. Part of the reason is the methodology:

If this is what Niche and Money and other want to look for in terms of data and how it is weighted, they are going to consistently churn out lists of similar kinds of communities. The “best” suburbs and small towns in certain regions, those with higher housing prices, will find it hard to make the list. A certain amount of diversity is acceptable but not too much and it is related to social class. In other words, these are lists that might be intended for middle to upper-class suburbanites who are looking for safe, quiet, and enriching places to live.

So, perhaps instead of calling these the “Best Places to Live,” how about: “Aspirational Places for Middle- to Upper-Class Families?” Or, how about more lists that address hidden gems, communities that wouldn’t make a list like this due to one factor or another but are still great places? Or, how about ones that weight certain factors a lot higher, like “The Best Diverse Suburbs” or “The Best Suburbs for Housing Opportunities.”

Ultimately, these lists tend to reinforce cultural narratives about the places in which Americans most want to live and where the American Dream can be found. No doubt these magazines and sites need to sell copy – there are Americans who want to move to these top suburbs. But, there are also hundreds of other great places to live in the United States that do not always fit the longstanding suburban mold of mostly white, wealthy, educated, and quiet.

Uniqlo, don’t lose your edge by appealing to the suburban market like Gap did

An overview of Uniqlo suggests it would do well to avoid becoming the wear of suburban families:

Uniqlo isn’t in the business of chasing trends. Its staples—versatile black pants, reliable oxfords, crisp cotton socks—are available month after month, year after year. A more apt analogue would be the Gap. In its 1990s heyday, the Gap revolutionized American retailing by making basics cool. But the company eventually became a victim of its own success. “When [the Gap] tried to go from having a certain cachet to being in every single mall in every single town in America, the brand lost its edge,” Steve Rowen, a managing partner at Retail Systems Research, told me. Gap clothing became the uniform of suburban moms and dads. Despite the company’s efforts to make its khakis less baggy and its shirts slimmer, no one wants to fall into the Gap anymore—especially when you can get cheaper basics with cleaner lines at Uniqlo…

That could be an opportunity to make a good first impression. But as Uniqlo learned when it arrived on American shores, first impressions can be hard to manage. The three original U.S. stores were in New Jersey malls, where the company soon encountered several hurdles, including fit. (American customers, on average, are taller and fleshier than Japanese shoppers.) It closed the stores within a year.

Uniqlo has continued to struggle in suburban markets. Rowen, of Retail Systems Research, said he thinks the company should hew closely to cities, where it has found its greatest success, because that’s where its core customers are. This would also help it avoid the fate of the Gap, which traded its sense of self for growth.

This could be a simply story of a company being cautioned to avoid the mass market because doing so would lessen is cool factor. But, it is interesting that this is cast primarily in suburban/urban terms. The dilemma appears to be choosing between these two points:

  1. The majority of Americans live in suburbs. If a company wants to hit it big, the American people are in the suburbs. Furthermore, there is a lot of money to tap in the suburbs as well as future generations of loyal brand adherents in the form of suburban children.
  2. Being associated with the suburbs – shopping malls, parents, the mass market – will change the brand and eventually render it obsolete.

It is also worth considering numerous other brands that have appealed to suburbanites and survived. Is the clothing market that different than the smartphone and tech industry? In other words, does Apple suffer because so many suburbanites have an iPhone or are they the rare example of a company that has kept its cool factor even while becoming ubiquitous?

If this were an American company, I might guess that they would eventually go for the suburbs with all its money and potential buyers.

I lived in a suburban house with radioactive thorium in the front yard

The first home my parents purchased was on the southwest side of West Chicago, a small suburb in the western part of DuPage County. While the community was the known for the railroad, industry, and a sizable population of Mexican residents, what we did not know was in the ground in our front yard also came to define the suburb.

The 1954 ranch house on a quiet street with no sidewalks was relatively unassuming: the home was just over 1,200 square feet, had a one car garage, three bedrooms, and a decent-sized yard. The self-contained subdivision was near a grocery store and some strip malls and was a ten minute car ride from the suburb’s downtown.

When my parents went to sell the home in 1988, a discovery was made: the front yard had radioactive material from a local plant. A Chicago company produced lanterns and opened a facility in West Chicago in 1932. The radioactive waste material from the plant, thorium, was then offered to the community as fill. The city and residents took the fill and used it all over the suburb. The plant was later acquired by Kerr-McGee and when the radioactive thorium was discovered throughout the community (after years of struggle), a good portion of the community became the Kerr-McGee Superfund site and the last of the contaminated soil was removed in 2015.

This front yard revelation had implications for selling the home: no one would want it. Supposedly, the radioactivity in the front yard was enough to equal that of an x-ray if someone sat between the two trees in the front for 24 hours. Eventually, Kerr-McGee purchased the home and years later, many yards on that street were torn up to remove the radioactive material.

It is hard to know if the radioactivity had any effects on those of us who lived in the house. Nothing obvious has emerged yet. We may have emerged unscathed. It was not Love Canal. Perhaps this could be considered an odd footnote in a suburban upbringing. Yet, at the same time, few suburbanites would expect to find they had purchased radioactive land. Furthermore, few Americans have a personal connection to a decades-long and costly fight to clean up and remove (this cost an estimated $1.2 billion alone) radioactive thorium.

“In the suburbs, trees take on a outsize role”

With local plans to remove the trees along her suburban street in New Jersey, one writer considers their role in suburban communities:

Despite these losses, I had not expected to lose so many at once. And yet, West Orange is grappling with a problem faced by communities around the country. Street trees planted decades — and in some cases, a century — ago were not ideal species for a paved environment and are now large, mature and in need of maintenance. With little soil available beneath the sidewalk, roots interfere with drainage systems, and buckle concrete. Utility companies aggressively prune tree limbs away from power lines, leaving awkward, and potentially unstable, V-shaped trees…

And so, the iconic Norman Rockwell-style streetscape is fading away. As West Orange replaces sidewalks and curbs, it often removes old town-owned trees and plants new species that are more compatible for the location, if homeowners request them. “Over the next 20 or 30 years, there won’t be any tall trees where there are overhead wires,” Mr. Linson said.

Conservationists espouse maintenance methods that could protect more trees, like permeable sidewalks and more careful pruning. While these efforts are often costly for cash-strapped towns, they could preserve a resource that cleans particulate matter from the air, absorbs runoff and reduces the heat index. “The benefits to society far outweigh the costs” of higher maintenance, said Robert McDonald, the lead scientist for the Global Cities program at the Nature Conservancy…

But for all the hope for the future a sapling may represent, I wonder if I will be here long enough to see these new young ones fill out and replenish my block. Instead, I may only get to experience them as sparse reminders of the giants that have been lost.

I’m reminded of a short section of James Howard Kunstler’s TED talk about suburbs where he talks about the role of trees along streets: to provide shade, to frame the street, and to protect pedestrians from vehicles on the road. When the trees must be removed or they are not there in the first place, it is noticeable.

Our suburban street has a nice collection of sidewalk trees that do just the things Kunstler suggests they can, including curving nicely over the curving road. Yet, right before we bought the property, our big tree in the front had been removed – I can see it an older Google Street View image – and several months after moving in the city put in a new sapling. This left the front of our home exposed to the summer sun. While we are fortunate to still have several big trees in the front and back, it will be nice to have that one tree back in 10-20 years.

As the writer suggests about the outsize role of suburban trees, I am still surprised to see so many new subdivisions that still show little regard for keeping trees. A new home may be great but an empty yard is so much less enjoyable than one with even just a few interesting and/or stately trees.

1960s white religious leaders: God told us to love our neighbors but did not mean to pick our neighbors for us

My history colleague Karen Johnson recently delivered the first Faith and Learning lecture on the Wheaton College campus titled “Place Matters:  The vocation of where we live and how we live there.” See the talk here.

One quote from her talk (roughly 35:50 into the talk) stuck with me. In opposing open housing efforts in the 1960s through the Illinois Association of Real Estate Boards, white religious leaders said:

“We don’t doubt the words of Him who said, ‘Thou shalt love thy neighbor as thyself,’ but we do doubt, gentlemen, that He meant to disturb our American heritage and freedoms by picking these neighbors for us.”
Three features of this stand out:
1. I suspect this logic is still in use in many American communities today. Individual liberty about where to live is more prized than government intervention to help those who cannot move to certain places unless they have help (usually for reasons connected to social class and race and ethnicity). While it is couched in religious terms in this quote, I don’t think it needs religious backing to be widely supported by many suburbanites or wealthier residents.
2. Connected to the first point, few white and wealthier residents would today explicitly say that their opposition to affordable housing or government intervention to bring new people to communities is because of race and ethnicity (some government intervention in housing is more than acceptable as long as it helps the right people). They might talk in terms of social class or the character of the community. But, it still often comes down to race and who are desirable neighbors.
3. The mixing of American and religious values is strong. For American Christians, where do individual liberties end and Christian responsibilities begin? Which takes precedence? All religious groups have to think about which ideas and values to take on within particular contexts (whether nations, communities, or subgroups). A good portion of the critique of conservative Protestants often seems to involve the blurring of these lines: can these Christians see when their own stated religious commitments do not align with particular American commitments?

Suburban voters less likely to be politically independent

The suburbs are the current political battleground and a recent report provides insights into several suburban political trends:

Fewer suburbanites describe themselves as politically independent than do residents of the nation’s urban and rural areas, according to a survey released Tuesday by the University of Chicago Harris School for Public Policy and The Associated Press-NORC Center for Public Affairs Research. The poll also found that the partisan leanings of suburban residents are closely linked to whether they have previously lived in a city…

Suburbanites who previously lived in a city are about as likely as city-dwellers to call themselves Democrats, the survey found. Similarly, Americans living in suburbs who have never resided in an urban area are about as likely as rural residents to say they are Republican…

That divide extends to the White House: 72 percent of ex-urban suburbanites disapprove of President Donald Trump’s performance in office, as do 77 percent of city residents. That compares with the 57 percent of suburbanites who have not previously lived in a city and 54 percent of rural Americans who say they disapprove of the president.

Suburbs may be more purple but that does not necessarily mean that suburbanites feel compelled to be avoid choosing a political party identification. Perhaps the regular interaction with suburbanites of other political backgrounds helps. Or, stating political independence in the city or rural areas is the more acceptable way of signaling a break from the geographic hegemony without completely going over to the other side.

This may be the hint of the final paragraph of the article with one experience from Jefferson County, Colorado:

“You’re welcome regardless of your political beliefs,” said Stern, a Democrat and volunteer firefighter in a suburban department with a wide range of political views in the station. “It becomes harder to live in rural or urban areas if your political beliefs don’t match those of the majority of the people who live there.”

Alas, this is just one story and it is nice to end a news story on a hopeful note. Are suburbanites really more willing to work across political lines? Local non-partisan elections might appear this way – though they can have their clear divides. Given political polarization in the United States, this may only last so long in any setting.

McMansions lead to water runoff damage in Kirkwood, Missouri

The construction of new housing can lead to water issues for existing homeowners. See the ongoing case of Kirkwood, Missouri homeowners dealing with more water due to the construction of McMansions:

Next week, a new Kirkwood water runoff regulation will take effect, but longtime residents say it’s all too little too late…

Like many other longtime Kirkwood residents, Liskew said water began invading her home when new construction started near her neighborhood. Behind her home, she noticed new, large homes—often called ‘McMansions’—were being built on small lots…

That special council created a new storm water management regulation. The ordinance requires all “infill development” to capture rainfall runoff, and submit a plan to the Metropolitan St. Louis Sewer District for review and approval prior to the issuance of any building permits…

And she said it’s been an expensive, never-ending problem to worry about. In addition to several French drains, Liskew has installed a sump pump, taken out basement windows, graded a large portion of her yard and even commissioned a water runoff study to find out where the water was originating. The study found the water was coming from the neighborhood directly behind her home, and heading directly into her backyard.

See an earlier blog post on the Kirkwood situation. To some degree, the construction of any new residential units is likely to affect water runoff. Switching land from non-use or agricultural use to homes, driveways, yards, and streets will have an effect. Add to that the pejorative term McMansions used here: big homes take up more space and in the interest of keeping water away from them even more water is channeled elsewhere.

I sometimes wonder if the way water issues in suburbia work is like this: every new development attempts to push the water somewhere else and the problem simply moves onto someone else’s property. Generally, developers and municipalities do their best to move the water away from existing buildings and uses but this may not be possible depending on the topography and existing infrastructure. Cleaning up the water issues after the fact – such as in Kirkwood or the Deep Tunnel project in the Chicago region – is costly and very frustrating. But, without a commitment to avoid sprawl or widespread adoption of greener techniques, the water problems will just get pushed down the road. Flooding will continue to be a major suburban problem.

Where are the people oriented suburbs?

The book Market Cities, People Cities by sociologists Michael Emerson and Kevin Smiley examines big cities in light of two ends of a spectrum: market cities follow an economic logic and people cities look out for the well-being of their residents first. In their study, Houston is the model of a market city and Copenhagen is the people city exemplar.

This got me thinking about American suburbs. Given their history and priorities, they appear to be market communities. On the whole, American suburbs emphasize single-family homes, private families, driving, and local control over resources. They are generally known as wealthier communities. Additionally, the suburbs have generated a lot of money for developers, builders, the construction industry, and communities through tax revenues. Most of this is private wealth or money that residents hope can be spent on their own lives.

So, are there suburbs that emphasize the welfare of residents over markets? If so, where might they be located? A few ideas:

  1. Inner-ring suburbs. This could be because they located near big people cities or the sets of issues facing such suburbs – often racial and ethnic diversity and more poverty – could prompt a different approach to local governance and community life.
  2. Suburbs within blue states. If this is the case, suburbs in states like New York, Illinois, California, New Jersey, Connecticut, and Washington are more likely to have people suburbs.
  3. Suburbs that have strains of political liberalism. While suburbs are traditionally associated with more conservative political stances, this has been in flux in the last few decades. With new residents in suburbia as well as new generations, some communities may view suburban life through a different lens.
  4. The rare suburb that has experienced a significant crisis – a major development gone awry, the loss of a major employer, severe budget issues – and tried to forge a new path.

If I had to guess what percent of suburbs could be considered more devoted to well-being than markets, I might venture 20% at most.

Building amenity-filled suburban apartments to encourage community

Some suburbanites may not just expect more amenities in apartments; the larger push may be toward creating community rather than just rental units.

Tony Rossi, president of M&R Development, the company behind the Wilmette and Itasca properties, agrees that the “explosion of amenities” seen downtown is starting to take hold in the suburbs as well. He said rent in the suburbs is usually two-thirds of rent in the city, but newer buildings with extra features will have a higher price tag. Martin pays about $1,925 a month for her one-bedroom and underground parking…

Greenberg developed the project with more than 20 years of hospitality experience and considers design a key factor in changing the vibe and perception of suburban rental living. For example, adding color and art to corridors in apartment buildings, as hotels do, makes all the difference, he said.

And while some suburban developers merge residential and retail in the same physical structure — think storefronts at street level and housing on top — Greenberg said 444 Social is unique because the apartment building is new and located near (but not connected to) existing commercial facilities, like Regal Cinemas next door. It also has natural elements, like forests and a lake, nearby.

“This goes to part of the DNA of this place,” Greenberg said. “If you want to be happy, if you want to live a healthy life, if you want to stay active, you got to be social. … That is what is missing in apartments where it’s downtown or in the suburbs where you just go to a place and hole up. Here we’re actually creating a community, so it’s pushing that experience.”

Four quick thoughts:

  1. Building apartments in certain ways does not guarantee that community will develop. Certain features of units, buildings, and the grounds could help encourage social interaction but it does not necessarily mean that it will happen.
  2. Apartments with more amenities and higher prices are likely to attract certain kinds of residents. Might it be easier or harder to create community among groups with more resources?
  3. I wonder how many residents in such apartments are interested in developing more community as opposed to enjoying a higher level of luxury or feeling that such apartments fit their cultural tastes (with connections to their social class).
  4. Are developers interested more in profits they can obtain through more amenities and higher rents or creating community?
