Linking crime rates to poor urban design

The possible effects that urban design has on human behavior is an interesting, cross-disciplinary field of study. In the pages of the Jerusalem Post, an architect and town planner calls for better urban design in order to reduce crime rates:

But the crime problem will not be resolved through increased police forces alone. The function of police is to apprehend criminals, but they can in no major way create or foster security by eliminating the conditions in which most crime breeds.
Also obvious to all is that a panicky response to the problem – clearly evident in the government’s actions in the case of Lod – is unsuitable and sure to prove wasteful. Needed is a far deeper understanding of the roots of the problem, including its social, economic and moral aspects, such as inequality. One important factor, not well enough understood, is simply the physical environment.

Architecture can encourage encounter or help prevent it. Certain kinds of buildings and spatial layouts favor criminal activity. Knowing how to identify problem areas in existing environments, understanding why they have become dangerous, then prescribing corrective measures is essential. Knowing how to create safe new environments, at least avoiding the many pitfalls leading to the creation of dangerous spaces, is the other side of the coin. While architecture admittedly operates more in the area of influence than control, it can be an important step toward preventing crime…

With our rapidly expanding population and limited land reserves, urban renewal and the creation of new medium- to high-density, large-scale housing developments, most difficult challenges have become an urgent necessity. The time has come for the existing professional literature on environmental sociology and psychology – practically unknown or systematically ignored here for so many years – to be given the serious attention and respect it deserves.

These are interesting claims: a certain kind of urban design will reduce crime rates and is a better response (or more measured approach) than panicked crack-downs on crime. This sort of argument is not uncommon: New Urbanists make claims about community life based on their planning principles. Several full communities as well as a number of smaller developments have been built with these particular principles that are intended to counter the sterile life of suburban sprawl. Similar claims have also been made in the United States. Not too long ago, in the era of public housing high-rises, it could often be heard that such buildings prompted more crime. The counter-argument was that plenty of wealthy people live in high-rises without much crime, a contrast that could clearly be drawn in cities like Chicago where public housing high-rises and wealthy high-rises were within sight of each other.

In American discussions of this topic, the conversation often turns to Jane Jacob’s The Death and Life of Great American Cities. In this book, Jacob makes an argument for “eyes on the street” in order to ensure a vibrant and safe community. By this, she meant that a certain number of people, resident, shop owners, walkers, and others are on the street throughout the day, signaling to people that the neighborhood is watching.

I would be curious to know: how many urban sociologists today would suggest that particular urban designs or principles are key factors in reducing crime or anti-social behaviors? While architects and planners make this argument (perhaps to illustrate the important social consequences of their work), how much research supports this claim?

The counterpart to women’s studies: men’s or male studies?

Women’s studies programs are common at American colleges and universities. And in recent years, courses about men and masculinity have increased in numbers. An article in the New York Times explores this phenomenon and the split between proponents of men’s and male studies:

Male studies, largely the brainchild of Dr. Edward M. Stephens, a New York City psychiatrist, doesn’t actually exist anywhere yet. Last spring, there was a scholarly symposium at Wagner College on Staten Island, intended to raise the movement’s profile and attract funds for a department with a tenured chair on some campus. A number of prominent scholars attended, including Lionel Tiger, an emeritus anthropology professor at Rutgers, who invented the term “male bonding,” and Paul Nathanson, a religious studies scholar at McGill University, who specializes in the study of misandry, the flip side of misogyny. Both are on the advisory board of the Foundation for Male Studies, which Dr. Stephens founded last year…

The people in men’s studies, like those in women’s studies, take a mostly sociological perspective and believe that masculinity is essentially a cultural construct and that gender differences in general are fluid and variable. To Professor Kimmel, we live in a world that is increasingly gender-neutral and gender integrated and that this is a good thing for men and women both. “That ship has sailed — it’s a done deal,” he said recently, dismissing the idea that men and women are as different as Martians and Venutians.

The male studies people, on the other had, are what their critics call “essentialists” and believe that male behavior is in large part biologically determined. Men think and act differently from how women think and act because that’s how evolution shaped them. In the most extreme formulations of essentialism, men are basically still Neanderthals: violent, clannish, sexually voracious and in need of female domestication.

The article points this out but this sounds like another episode in the nature vs. nurture debate.

But the study of masculinity does seem to be a growing field of study. I don’t know much about this particular field  but it seems to me that there has been a growing recognition that there is a wide range of male experiences. And more men seem to be interested in at least thinking about this and how their lives have been shaped by cultural expectations.

What is the “typical” role for males today? Take a sector of the media like video games. These are popular among males, particularly the younger generations, and many of these games present particular views of masculinity and the world. Should one be an soldier shooting others in Black Ops? Should one be a 13th century assassin? Should one be a puzzle solver or an athlete? There are a number of roles, realistic and otherwise, that are presented. And all of this has real consequences: with terms like “man-cession” or “he-pression” being in the news recently due to the loss of certain jobs, what happens to males matters for society.

A sociologist discusses giving money and gift certificates as gifts

The history and social significance of money is more complicated than one might think. One sociologist, Viviana Zelizer, has written a lot about money including pieces about how life insurance came to be seen as “moral” in the 19th century and how women’s earnings were seen as extra money rather than part of a household’s finances. In a recent New York Times op-ed, Zelizer tackled a subject that often comes up at the holidays: is giving money or a gift certificate an acceptable gift?

It turns out that both the economic realists who give money as presents and the traditionalists have history on their side, because this is a debate that began back in the early 20th century. As the consumer society expanded and Americans began giving more Christmas presents to more people, money emerged as an acceptable gift. Christmas money, according to a 1912 issue of Ladies’ Home Journal, “supplies dearly cherished wishes, adds small luxuries, prevents worriment and gives opportunities for helpfulness as no other gift does.”…

We can’t all be as clever as Lou Eleanor Colby, but buying a gift card that restricts what the money can be used for is just another way of distinguishing gift money from regular money, and a way for givers to demonstrate their intimate knowledge of what the recipient likes and cares about.

The key here seems to be the significance behind the money or gift certificate: is it simply a cash payout (and writing a check or withdrawing money from an ATM can be a fairly normal and heartless event) or does it have thought behind it (meaning it is a gift certificate that matches one’s tastes)? I know we have had these discussions in my family with people coming down on various sides.

But as Zelizer points out in this op-ed, this was a particular historical process that had to occur. Businesses, particularly those catering to women, had to create a safe space for a gift of money or a gift certificate. Gift certificates do not have inherent significance – it must be endowed with such by the society, the giver, and the recipient.

Personally, I would accept both cash or gift certificates. But they do have separate meanings: cash tends to go into a larger pot of money and gets lost while a gift certificate, say to a bookstore, helps keep that money destined for books or music or DVDs. I would also expect that the younger generations have less difficulty giving and receiving money or gift certificates.

What may look like a decent survey is lacking generalizability, military officer edition

The latest issue of Atlantic has an interesting article discussing why a number of US military officers are leaving the military. The argument: the military is too bureaucratic and doesn’t practice meritocracy so the brightest and more entrepreneurial officers leave for other fields.

All of this is interesting but I was struck by the data used for the article. Here is how the author describes the surveys he conducted and draws conclusions from:

In a recent survey I conducted of 250 West Point graduates (sent to the classes of 1989, 1991, 1995, 2000, 2001, and 2004), an astonishing 93 percent believed that half or more of “the best officers leave the military early rather than serving a full career.” By design, I left the definitions of best and early up to the respondents. I conducted the survey from late August to mid-September, reaching graduates through their class scribes (who manage e-mail lists for periodic newsletters). This ensured that the sample included veterans as well as active-duty officers. Among active- duty respondents, 82 percent believed that half or more of the best are leaving. Only 30 percent of the full panel agreed that the military personnel system “does a good job promoting the right officers to General,” and a mere 7 percent agreed that it “does a good job retaining the best leaders.”

This sort of paragraph is very helpful and is toward the front of the story. And the numbers look overwhelming, particularly the first cited figure about 93% believing the best officers leave early.

But there is an issue here: the generalizability of this data. The article suggests surveys were conducted with 250 officers spread across six graduating classes (presumably to help control for time effects). But does this represent West Point graduates on the whole? Does this even represent each graduating class? If one looks at the class page for the graduating class of 2004, there were almost 1,200 entering students. Even if a decent amount leave before graduating, this is a lot more than the 40 or so that would have been surveyed if we had equal representation out of the six graduating classes (250 total surveys divided by six graduate classes).

This does not necessarily mean that these survey results and their interpretation are necessarily wrong. But it should cast doubt: does this survey really speak for all West Point graduates or even more broadly, military officers as a whole? While conducting some sort of survey is better than simply working with anecdotes one hears from officers veterans, this survey could still be improved so that the results could be generalized to all officers. We need a larger N of officers to survey in order to have results that we could really trust.

A humorous yet relevant comment from the scientific past: “Oh, well, nobody is perfect.”

When I look at sociology journal articles from the past, a few things strike me: the lack of high-powered statistics and a simplicity in explanation and research design. In the current world of publishing demands and the push for always high-quality, ground-breaking work, these earlier articles look like they were from a more innocent era.

I was reminded of this by a recent Wired post. In this case, a geology journal had published an article in the early 1960s and another scholar had responded in print to this article by pointing out a mistake on the part of the original authors. This is not uncommon. What does look particularly uncommon is the response by the original authors: “Oh, well, nobody is perfect.”

In a perfect world, isn’t this how science is supposed to work: just admit your mistakes, don’t repeat them, and move on? But I can’t imagine that many current scholars could give such a reply, perhaps in fear that their career or reputation would be in jeopardy. And in the world of scientific journals, is this sort of back and forth (with candidness) even possible much of the time?

I also infer a sense of humility on the part of the original authors. Instead of going on for pages about how their mistake was defensible or trying to pass the blame, a quick one-liner admits the mistake, diffuses the situation, and everyone can move on.

How to respond to the demise of Borders

With negative business news about the bookstore Borders, a number of commentators have weighed in with opinions about how to respond. On one hand, Borders is a big box bookstore that helped push independent and smaller bookstores out of business. On the other hand, the demise of Borders suggests that bookstores in general are on the way out in favor of online retailers.

Chicago Tribune columnist Mary Schmich writes about how the closing of the Borders store on Michigan Avenue in Chicago affects the shopping district:

By Saturday, Borders’ marquee Chicago store, at 830 N. Michigan Ave., will be closed for good. And — here’s what I think is the real news — the city’s premier shopping street will be without any bookstore for the first time in decades…

Borders was hardly a landmark on par with the old limestone Water Tower that stands just outside the store’s windowed walls. It had occupied its prime corner for only 16 years, barely a blip in Chicago history.

But 16 years is half an eternity in retail time, and Borders had come to seem as basic to the street as traffic.

Back in 1995, when it opened, spinning through its revolving doors was like stepping into a literary Oz, a unique place that, even though part of a chain, pulsed with ideas, people, cappuccino.

Even people who sniffled that it was killing smaller bookstores — most memorably the cozy shop just up the street run by the legendary Stuart Brent — came for the books and the buzz.

I myself have spent a good amount of time in this store, browsing books and music. This location was a nice change of pace from the typical retail store (clothing, in particular), a place to get out of the heat or the cold, watch people go by on Michigan Avenue, and enjoy browsing.

Instapundit provides a different perspective. After some comments about how Borders leftist leanings might have driven some customers away, Instapundit quotes an email from a reader who cites the irony of people lamenting the end of Borders:

Is this — like much of the newspaper industry — a case of the leftist 20% of the populace chasing a way a lot of potential customers over politics? Or is it mostly just technology and convenience?

STILL MORE: Reader Gary Rice has thoughts on the sudden onslaught of Borders-nostalgia:

Re; Borders…. Wasn’t it just a few years ago that Borders and Barnes & Noble were the bad guys? Corporate behemoths destroying the local independent bookstore with their Wal Mart like pricing models ? Wasn’t there even a Tom Hanks romance movie about this exact subject?

So Amazon comes along with a better pricing model and now we are all supposed to mourn liberal Borders’ demise? It is a wonder these people remember how to read, because they sure can’t remember anything else….

Heh.

A good point: can we lament the end of Borders today after criticizing it for over a decade? Perhaps we can: bookstores could be considered “third places,” a middle location between home and work where citizens could gather to read the news, talk to each other, and shop. I suspect there will always be people who like going to bookstores (I will still enjoy it though I’m not sure I would go out of my way to go there) but perhaps they simply can’t survive on the scale and size of a Borders or Barnes & Noble.

These sorts of strange juxtapositions may one major marker of our globalized and fast-paced economy. Do we want any bookstore or a big box bookstore or an online bookstore or an independent bookstore? People vote with their dollars and visits and within twenty years, the entire landscape can change.

But I doubt we would see the same kind of mourning if Walmart suddenly went out of business in favor of online retailers. There is something unique here about bookstores.

Generation R(ecession)

This isn’t the first article or commentator to suggest that the current generation of roughly 20-somethings will be profoundly affected by the current economic malaise. But sociologist Maria Kafelas provides some insights into what she terms Generation R:

[Generation R] were born between 1980 and 1990. They’re the children of the baby boomers…

Working class kids said to us, “Listen, we’re going to be the first generation of Americans to do worse than our parents.” One young woman said, “I just feel burned. My friends who didn’t go to college, they don’t have debt and they’re making more an hour than I am.”…

[A working class girl who went to college] actually said, “I don’t even know why I spent the money.” The middle class kids were saying, “It’s very tough, I am filled with anxiety. I can’t sleep at night, but I still believe in a college degree. I’m just going to have to work harder and it’s going to take longer.” And those elite kids said, “Is there really a recession? It’s more like — it’s just harder for me to get a job.” And they’re sitting out this recession in a lot of ways…

They now talk a great deal about not wasting money; conspicuous consumption they say has gone out of fashion. And they don’t want to be seen as throwing money around when their families are eating into their resources to keep them afloat, etc.

If these characteristics do mark this current generation, their beliefs and practices would affect a number of institutions: higher education (and the education system in general), the economy (with more measured consumption practices), the relationship between generations (perhaps being the first generation in a while whose life is not markedly better), and perhaps more (government – for letting this all happen, financial institutions – for helping to make this happen, etc.).

But these comments from Kefalas also highlight the class differences that are exacerbated in these difficult economic times. For the elite, not a whole lot has changed. The middle class may still believe in college and the value of hard work. But it is the working and lower classes that might really have a lack of hope as the ways to move up, such as a college education, seem to be further out of reach.

Another possible consequence of the foreclosure crises: a lack of trust of financial institutions

In recent decades, a number of sociologists have written about a necessary feature of human interaction: trust between the individuals or groups involved. Two sociologists discuss this in the Huffington Post:

While also feeling shame and embarrassment, even personal failure, for having allowed themselves to be taken in, these families are also aware of the exploitation they have experienced at the hands of their “trusted” financial advisors. That mistrust threatens the recovery some believe has begun in recent months.

As the British sociologist Anthony Giddens has noted, in complex societies where each individual cannot become expert in all the institutional contexts in which they must operate, trust is essential for people to negotiate the various realms, including financial institutions, in which they operate. People must feel secure in the trust networks they establish in order to survive and prosper, and for society itself to advance.

In a series of in-depth interviews nationwide with 22 adults who are at risk of foreclosure (they were either behind in their mortgage payments at some point in the past two years or, in two instances, had already lost their homes due to foreclosure) all respondents expressed both anger and personal responsibility. The interviews lasted between 30 and 90 minutes. In no question with any respondent was the word “trust” used. But in every case but one, the respondents explicitly referred to the mistrust they now have for anyone associated with the mortgage lending industry in particular or financial services generally.

From this short excerpt, it is hard to get an idea of how representative these 22 respondents are and how we can know whether their opinions reflect those of Americans at large. But if this is generalizable information, it suggests it could take a long for customers to approach the mortgage industry in the same way. At the same time, many Americans don’t really have many other options when shopping for a home: a mortgage is a necessity. So how could the mortgage industry once again gain the trust of consumers – special programs, special efforts, more government regulation?

Efforts to revive local shopping malls; how about an ice skating rink?

The recent economic downturn has severely affected many retailers, especially shopping malls. One local mall, Charlestowne Mall in St. Charles, has been hit particularly hard and is looking for ways to bring in more shoppers. One idea: build an ice skating rink.

Barring an eleventh-hour change of heart, 94 employees at the Sears store at Charlestowne Mall in St. Charles will lose their jobs in two months. But the mall management and city officials hope to coax the retail giant to stay.

And the city and mall owners see hope in new business coming to Charlestowne, including an ice arena…

There might be reasons to be optimistic about the mall. Anchor stores Kohl’s and Von Maur both own the property they operate, making them less likely to leave. Aiston said the mall also disclosed it’s in negotiations to bring two or three new businesses to the mall, including a restaurant.

In addition, the mall may soon have a new headline attraction. Aiston and Kekatos said the city is reviewing plans the mall owners submitted to build an 18,000-square-foot ice arena at the mall to revive foot traffic.

“What I really want the public to know is our new ownership is fabulous,” Kekatos said. “You have to remember it’s only been going on seven months since they’ve purchased the mall. We’re updating the interior and the exterior of the mall. The community, the people in it, they just don’t understand that it takes time to do all this.”

This seems to be a common strategy for shopping malls: attract new kinds of businesses that will bring in a steady flow of potential shoppers. The restaurant strategy has been a common one – it moves malls beyond the world of the shopping mall food court with its quick food and may bring in a crowd with more time and money. But bringing in a shopping rink hints at another area of potential uses: recreational uses. Could the shopping malls of the future include things like ice skating rinks, gyms, climbing walls, and more? If so, this could help further transform malls from shopping spaces to community centers.

It is also interesting that the quest for developers and mall owners to add uses to shopping malls mirrors the efforts of many downtowns who have also been interested in increasing foot traffic. Of course, the shopping mall is often blamed for helping to kill off many downtowns but perhaps they are both now in the same boat. Are there enough retail and recreational and restaurant businesses to fill all of the space in shopping malls and downtowns?

Academic Progress Rates, Auburn, and sociology departments

Even though its football team is set to play for the National Championship next week, Auburn University is in the New York Times today for a more dubious feat: a large drop in their Academic Progress Rate.

Auburn’s drop in the Academic Progress Rate, a four-year assessment of the movement toward graduation for a team’s players, is the third largest in college football since 2006, behind Mississippi’s (to 113 from 18) and Florida State’s (to 105 from 17). Since 2006, both Florida State and Michigan have endured academic scandals, with Michigan’s ranking falling to 84 from 27.

Among all the bowl teams this season, Auburn has the highest disparity in the graduation rates between white players (100 percent) and black players (49 percent), according to a study at the Institute for Diversity and Ethics in Sport at the University of Central Florida.

Jim Gundlach, the Auburn sociology professor who uncovered the academic abuse, saw the decline in the team’s ranking as progress. “A genuine consequence to this has been that the people who want to do things right have gotten a bit more grasp over what the university is trying to do,” he said.

Graduation rates for Division 1 football and basketball male athletes is an ongoing issue. But this article brings up another issue: the disparity in graduation rates between white and black athletes. How much concern will this draw amidst all the National Championship hoopla that dominates ESPN every day?

Also, the Auburn sociology department doesn’t look too good in the explanation of how Auburn fell in the rankings:

In 2006, Auburn football was No. 1 among public universities in the academic ranking, alongside private institutions like Duke and Boston College. But some irregularities had caught Gundlach’s attention two years earlier.

He saw on television that an academic football player of the week was an Auburn sociology major, yet Gundlach was surprised that he had never had him in class. He asked two other sociology professors, who also did not recall having him as their student. Gundlach dug through records and soon found that Auburn football players were graduating as sociology majors without taking sociology courses in the classroom.

He found that 18 players on Auburn’s undefeated 2004 team had taken 97 directed-reading course hours — independent study-style classes — from Thomas Petee, the sociology department’s highest-ranking member. Petee taught 252 independent studies in one academic year, 2004-5, astounding Auburn faculty members, who said that overseeing 10 independent studies would be considered ambitious.

In investigating the situation, the university found that another professor, James Witte, had taught an inordinate number of directed-reading classes. The investigation did not find fault in the athletic department because the courses were available to and taken by all students.

Sociology often has a reputation of being an easy major – isn’t it all just common sense (an issue I try to tackle in day 1 or 2 of Intro)?. Stories like this don’t help this image.
