Google Fiber and the racial divide in Kansas City

As Google Fiber rolls out in Kansas City, they are running into an issue: the existing racial divides in the city.

With Google’s promise last year to wire homes, schools, libraries and other public institutions in this city with the nation’s fastest Internet connection, community leaders on the long forlorn, predominantly black east side were excited, seeing a potentially uplifting force. They anticipated new educational opportunities for their children and an incentive for developers to build in their communities.

But in July, Google announced a process in which only those areas where enough residents preregistered and paid a $10 deposit would get the service, Google Fiber. While nearly all of the affluent, mostly white neighborhoods here quickly got enough registrants, a broad swath of black communities lagged. The deadline to sign up was midnight Sunday…

For generations, Kansas City has been riven by racial segregation that can still be seen, with a majority of blacks in the urban core confined to neighborhoods in the east. Troost Avenue has long been considered the dividing line, the result of both overt and secretive efforts to keep blacks out of white schools and housing areas and of historical patterns of population growth and settlement, said Micah Kubic, with the nonprofit Greater Kansas City Local Initiatives Support Corporation…

During the sign-up, Google faced other practical problems. Many people did not have credit or debit cards, which were required to register, or e-mail addresses. And it failed to account for numerous vacant homes in some communities, so it lowered the number of registrants needed to qualify in those areas.

Many people in black neighborhoods had not heard about Google Fiber, and many who knew only had a vague understanding of it.

This is a reminder there is a “digital divide” between those who have Internet access as well as have knowledge about it and how to use it versus those who do not. As Google has found out, this project also involves public education about the value of having the Internet. It does read as though the company is making a strong effort to inform people about Google Fiber but it may take some time to get the information out.

Using social media to commemorate September 11th

In recent decades, cultural sociologists have spent more time examining how people today create and experience newer memorials like the Vietnam Wall. But the nature of memorials changes quickly; here is a sociologist discussing how 9/11 is remembered on social media.

Brian Monahan, a sociology professor at Pennsylvania’s Marywood University, said social media helps Americans remember 9/11 in an anniversary year that is not a milestone 10th, 20th or 25th.

It also provides ways to remember events other than the structured process of scheduled memorials, said Monahan, who has studied coverage of 9/11. There was a proscribed way before of how to be solemn. The symbolism went through official channels.

“It was an informal process but it was structured,” he said.

Social media takes all the barriers away.

The conversation about 9/11 is also different now on Twitter and Facebook, especially after the killing of Osama bin Laden, Monahan said.

“There was only one way to talk about 9/11 and that was tragedy,’ Monahan said. “But now it’s about core American values.”

Maybe we are headed toward a world where physical memorials simply don’t matter as much. Existing and new memorials may still attract a lot of visitors and certain locations, such as government centers or big cities, might still be expected to commission and maintain memorials. For example, the 9/11 Memorial in New York City which I had a chance to see in July, may still be important because it is rooted in a certain space. The collective memory may be rooted in the World Trade Center site but it is now more diffuse. Public commemoration can now be done from anywhere. The 9/11 site can be experienced through websites and Google Street View. Videos can be watched online. People can share their memories from that day and where they were when they heard the news. Now participants can more widely share their memories and opinions rather than just relying on the “big narrative” to which memorials often point.

Perhaps these social media expressions were in part foretold by these new memorials themselves which encourage reflection and having viewers read their own interpretation into display. The classic example is the Vietnam Wall in Washington, D.C. which was deliberately designed to move around controversial views of the war and allow people to reflect on the lives lost. See this classic 1991 piece in the American Journal of Sociology by Wagner-Pacifici and Schwartz titled “The Vietnam Veterans Memorial: Commemorating a Difficult Past.” Social media simply furthers this process but also possibly gives interpretations from individuals the potential to reach wider audiences.

Mapping the social network of American colleges by status

The Chronicle of Higher Education has a fascinating story and interactive area that shows social networks among American universities and colleges:

Each year colleges submit “comparison groups” to the U.S. Department of Education to get feedback on how their institution stacks up in terms of finances, enrollment, and other measures tabulated in the Integrated Postsecondary Education Data System. The groups sometimes represent a college’s actual peers but more often reveal their aspirations.

The Chronicle analyzed the relationships of nearly 1,600 four-year colleges that make up those groups to map out the power players in higher education.

The typical college selected a comparison group of 16 colleges with a higher average SAT score and graduation rate than its own, lower acceptance rate, and larger endowment, budget, and enrollment.

The eight Ivy League colleges among them chose only 12 institutions outside their own number as peers—not surprisingly, often including the University of Chicago, the Massachusetts Institute of Technology, and Stanford University.

So it looks like colleges themselves act like high school students applying to college as laid out by sociologist Mitchell Stevens in Making a Class: they want to improve their own status by attaching themselves to a higher status institution.

It would take some time to figure this out based on entering different college names but here would be some intriguing queries that could be answered by the interactive graphic:

1. Which colleges are most aspirational?

2. Which college are the best judges of their own level, meaning that they select institutions that also select them?

3. What are the institutions that act as bridges, meaning they join together networks of different kinds of colleges or regions of colleges?

4. Are there any colleges that actually underestimate their own status by choosing institutions “below” them?

Business Insider has a gallery of 1911 photos of child laborers taken by a sociologist:

Lewis Hine was an American sociologist and photographer whose work was instrumental in changing the child labor laws in the United States.

In 1908, Hine became the photographer for the National Child Labor Committee, and over the next decade, he documented child labor in American industry to aid the NCLC’s lobbying efforts to end the practice.

These photographs are a reminder that child labor was common not too long ago in American history. Indeed, the definition of childhood has changed quite a bit in the last century.

Here is some biographical information on Hine via Wikipedia who seems to be one of the early proponents of what we would call today public sociology and visual sociology:

Lewis Wickes Hine was born in Oshkosh, Wisconsin in 1874. After his father died in an accident, he began working and saved his money for a college education. Hine studied sociology at the University of Chicago, Columbia University and New York University. He became a teacher in New York City at the Ethical Culture School, where he encouraged his students to use photography as an educational medium.[2] The classes traveled to Ellis Island in New York Harbor, photographing the thousands of immigrants who arrived each day. Between 1904 and 1909, Hine took over 200 plates (photographs), and eventually came to the realization that documentary photography could be employed as a tool to effectuate social change and reform…

In 1906, Hine became the staff photographer of the Russell Sage Foundation. Here Hine photographed life in the steel-making districts and people of Pittsburgh, Pennsylvania, for the influential sociological study called the Pittsburgh Survey. In 1908, he became the photographer for the National Child Labor Committee (NCLC), leaving his teaching position. Over the next decade, Hine documented child labor in American industry to aid the NCLC’s lobbying efforts to end the practice.[5]

During and after World War I, he photographed American Red Cross relief work in Europe. In the 1920s and early 1930s, Hine made a series of “work portraits,” which emphasized the human contribution to modern industry. In 1930, Hine was commissioned to document the construction of The Empire State Building. Hine photographed the workers in precarious positions while they secured the iron and steel framework of the structure, taking many of the same risks the workers endured. In order to obtain the best vantage points, Hine was swung out in a specially designed basket 1,000 feet above Fifth Avenue…

The Library of Congress holds more than five thousand Hine photographs, including examples of his child labor and Red Cross photographs, his work portraits, and his WPA and TVA images. Other large institutional collections include nearly ten thousand of Hine’s photographs and negatives held at the George Eastman House and almost five thousand NCLC photographs at the Albin O. Kuhn Library & Gallery of the University of Maryland, Baltimore County.

Sounds like interesting work.

Claim: McMansions are part of what defines Austin, Texas

This was interesting to see: a columnist argues Austin, Texas is partly defined by its McMansions.

Various quirks are used as examples of what makes Austin special: all those waiters who have Ph.D.s, the amazing number of restaurants on wheels, the traffic jams on Interstate 35 that can run for miles, the nose rings, the iPhone people texting each other from across the room, the McMansions, the California transplants, the allergies, the sneezing … name your favorite.

The doesn’t seem to fit the common story about Austin which has a reputation as a cool and up and coming city. It is home to SXSW, the creative class, the flagship campus of the University of Texas system, and a number of tech companies. So who let in the poorly designed, possibly Republican, neighborhood-destroying McMansions? (These are just some of the critiques leveled

Interestingly, Austin has had some public discussions about McMansions. For example, Austin passed a “McMansion ordinance” which I blogged about last year. Perhaps this has been driven by the influx of new (and wealthier?) residents who want to partake of Austin’s older neighborhoods but also want modern homes.

Argument: we could have skewed survey results because we ignore prisoners

Several sociologists suggest American survey results may be off because they tend to ignore prisoners:

“We’re missing 1% of the population,” said Becky Pettit, a University of Washington sociologist and author of the book, “Invisible Men.” “People might say, ‘That’s not a big deal.’ “But it is for some groups, she writes — particularly young black men. And for young black men, especially those without a high-school diploma, official statistics paint a rosier picture than reality on factors such as employment and voter turnout.

“Because many surveys skip institutionalized populations, and because we incarcerate lots of people, especially young black men with low levels of education, certain statistics can look rosier than if we included” prisoners in surveys, said Jason Schnittker, a sociologist at the University of Pennsylvania. “Whether you regard the impact as ‘massive’ depends on your perspective. The problem of incarceration tends to get swept under the rug in lots of different ways, rendering the issue invisible.”

Further commentary in the article suggests sociologists and others, like the Census Bureau, are split on whether they think including prisoners in surveys is necessary.

Based on this discussion here, I wonder if there is another issue here: is getting slightly better survey results through picking up 1% of the population going to significantly affect results and policy decisions? If not, some would conclude it is not worth the effort. But, Petit argues some statistics could change a lot:

Among the generally accepted ideas about African-American young-male progress over the last three decades that Becky Pettit, a University of Washington sociologist, questions in her book “Invisible Men”: that the high-school dropout rate has dropped precipitously; that employment rates for young high-school dropouts have stopped falling; and that the voter-turnout rate has gone up.

For example, without adjusting for prisoners, the high-school completion gap between white and black men has fallen by more than 50% since 1980, says Prof. Pettit. After adjusting, she says, the gap has barely closed and has been constant since the late 1980s. “Given the data available, I’m very confident that if we include inmates” in more surveys, “the trends are quite different than we would otherwise have known,” she says…

For instance, commonly accepted numbers show that the turnout rate among black male high-school dropouts age 20 to 34 surged between 1980 and 2008, to the point where about one in three were voting in presidential races. Prof. Pettit says her research indicates that instead the rate was flat, at around one in five, even after the surge in interest in voting among many young black Americans with Barack Obama in the 2008 race.

It will be interesting to see how this plays out.

Advantage of a tiny house: you can drive it around and unload it when needed

The tiny house has this advantage over traditional homes: you can put it on a truck and move it when needed.

Sitting on an unsaleable trailer, Kirsten Shaw and her husband decided to do something radical: following a growing trend in the U.S., they eschewed the Calgary-standard McMansion and instead started to build a portable tiny house. Mrs. Shaw, who works in a Calgary health food store, and her husband, a contractor, are constructing their new home paycheque by paycheque. When it’s complete sometime next year, the fort-like dwelling will take up about 200 square feet. Along with a converted van, that’s where the family of three (which swells to six when her husband’s children from a previous marriage join in) plan to live and travel. The Post’s Jen Gerson spoke with Mrs. Shaw in this edited transcript…

It seems like this tiny houses have become more popular, do you think that has anything to do with what you just described, that people aren’t really getting ahead?

It could be for us it’s that I guess I really have taken a good long look at the fact that you’re very much in a relationship with the government that you’re very vulnerable…If there was an oil crisis and the food stopped getting trained in and trucked in here well we can’t really grow things here in Calgary.

It’s more like giving us the security in that we have the power to do what we need to do to survive as a family and always make sure we’re provided for. If that means picking up and driving somewhere where food grows in the southern states or even out on the islands we can do that and not have to worry.

Here is the twist to this downsizing story: the family is worried that they will need to be more mobile in order to respond to changing economic conditions. Owning a home ties you down too much; not only does it require a much larger financial commitment, it takes more time to move since this involves selling the home, finding another place to live, and doing something with all the stuff one can accumulate in an average new home of over 2,000 square feet. This would seem to match up with some commentary that part of the problems with the recent recession is that possible employees can’t easily go to where the jobs are because they are tied down by underwater homes.

Perhaps we could envision a future where more workers have to be mobile, both to cut expenses but also in order to find temporary work…not exactly the typical image of the American (or Canadian) Dream.

Oddity of Illinois Home Rule allows municipalities to get into a lot of debt

The Chicago Tribune has an interesting piece of how the Illinois oddity of granting Home Rule powers to municipalities starting in 1970 can lead to overborrowing:

The state used to cap how much towns could borrow on the backs of taxpayers. Even for loans under the cap, the state forced cities and villages to put many “general obligation” borrowing deals before voters. The intent was to protect taxpayers from massive debt.

But local officials complained they needed easier ways to borrow. Chicago’s first Mayor Richard Daley led the charge for municipalities to set their own rules. The result was the 1970 Illinois Constitution and a concept that transformed how the city and suburbs are governed: home rule.

It has let towns borrow as much as they want, and raise many taxes, all without direct voter input. Any town with at least 25,000 residents gets the power. Smaller towns can vote it in via a referendum measure…

The vast majority of states — including all of the largest ones — do not offer municipalities such blank checks.

Ken Small of the Florida League of Cities said he would worry if his state had Illinois’ loose rules.

I don’t think I’ve ever seen any municipal leaders denounce or reject Home Rule powers. Indeed, they tend to accentuate the positive sides of the powers as they allow municipalities more local control and the ability to finance projects on their own rather than having to rely on outside funding. And this would seem to fit with what many suburban residents tend to want as well: more local control, meaning that “big government” doesn’t control everything.

But, as this article suggests, local government officials aren’t necessarily any better at handling financing and borrowing. I was struck by reading this piece and an earlier one featuring the plight of Bridgeview, Illinois that a number of these borrowing situations arose when smaller communities wanted to jumpstart economic development. Struggling to do things on their own, they borrowed lots of money for retail, residential, and entertainment projects intended to bring in more tax dollars through property and sales taxes. A number of these projects didn’t pan out, possibly because of unrealistic hopes and also because the economic crisis made it difficult even for established and more financially stable communities to pursue larger developments. The lesson here? Perhaps slow and steady really is better here as big change for small communities is difficult to attain.

Another issue: the article suggests Chicago led the way to get the 1970 legislative act passed. Were some communities opposed to this or did they get behind Chicago as this could also benefit them?

Modernist homes doomed by being too small?

Here is an interesting suggestion regarding modernist homes like those found in New Canaan, Connecticut: the homes were just too small to compete with McMansions.

Among the houses that Philip Johnson designed in New Canaan, Conn., the suburban enclave that became a laboratory for postwar Modernist design, the Robert C. Wiley house, completed in 1953, remains one of his most elegant. It is a strikingly simple composition of two rectangular boxes: one, a glass and wood pavilion with a single, 15-foot-tall living, dining and kitchen space, is cantilevered over the other, a stone and concrete base that contains, among other things, four small bedrooms, bathrooms and a sitting room. The 3,000-square-foot house typifies Modernism’s insistence on efficient use of space, but by the advent of the McMansion era, despite its architectural pedigree, it merely seemed quaintly, and unsalably, tiny.

The house had been on the market for some time when an enlightened buyer — Frank Gallipoli, the president of Freepoint Commodities, an energy trading firm — bought it in 1994. “I wasn’t looking for a Philip Johnson house,” he recalled, but given the price of land in New Canaan, the building, along with the six acres on which it sits, offered good value. “It had the utility of a house,” Gallipoli said, “but I was getting an art object.” And art is a subject close to Gallipoli’s heart: he owns an extensive collection that includes works by contemporary British artists like Damien Hirst, Tracey Emin, Gary Hume, Jenny Saville and Marc Quinn. Many of these pieces are too big to show in a domestic setting, so Gallipoli began to think about converting a barn on the property (it also served as a garage) into a private gallery. About 10 years ago, he asked Johnson himself to come up with a design, but the architect’s idea for a series of domed structures was never built. Ultimately, Gallipoli commissioned Roger Ferris, of the Connecticut firm Roger Ferris + Partners, to design the barn, along with a pool house, a new garage and a substantial restoration of the existing house. (Ferris also did some work on Gallipoli’s Manhattan house and designed a “surf shack” for him in the Hamptons, which includes a pink Corian aboveground lap pool.)

I know the point of piece is to discuss the intriguing rebuild of this home but I find the suggestion at the end of the first paragraph fascinating. The tone of the piece is that people should recognize the beauty of the home and it took an “enlightened” buyer with a true interest in art to see it for what it could be. But, alas, Americans got bogged down with buying humongous homes like McMansions and lost interest in homes with “architectural pedigree.”

I’ve suggested this before: if given a choice, I don’t think most Americans would select a modernist home. I’m not sure square footage is the only reason for this. Critics and architects may not like these choices but it also doesn’t necessarily mean Americans only go for the largest space, the best bang for the buck, the kitschiest house, or the most impressive space. Perhaps many Americans imply aren’t trained to know what critically praised architecture looks like or to appreciate it. Indeed, where is this training supposed to take place and when should it occur? (I don’t think it happens much in the curriculum from kindergarten through college.) Or perhaps it has to do with how Americans view social class and the suspicion Americans tend to have toward educated opinions and movements. Additionally, hiring an architect to design a home requires money that is likely out the reach of many Americans.

Burr Ridge seeking donations from public to meet city’s needs

In an era of declining revenue, a few communities are trying a new tactic: ask residents to donate money for needed city purchases.

The leaders of west suburban Burr Ridge have a list of dozens of items they want for the community, including a new patrol vehicle, a portable Breathalyzer and even a cordless saw.

But because they didn’t make it into the budget, they have put them on a wish list and are asking residents for help…

Stricker said village officials came up with the idea last year after learning that west suburban Riverside has a similar program. He said the village is still establishing a tax-exempt 501(c)(3) program, but added that residents have already given funds.

In 2011, Burr Ridge resident Alan Rose, the CEO of Rose Paving Co. in Bridgeview, donated $5,800 to the Police Department for new Taser devices, according to village documents. Resident Joyce Walsh also donated $5,000 to the Police Department in 2011 for its efforts in protecting the village.

As the article notes, Burr Ridge is pretty wealthy. The village of just over 10,500 residents, the median value of owner-occupied housing units is over $706,000, the homeownership rate is just over 95%, and the household median income is over $143,000, and 2.4% of the residents live in poverty. Perhaps in this sort of setting a donation program could work.

But, I can’t picture this as a viable long-term strategy for most communities. Could a local government wait for benevolent citizens? Could residents or businesses make donations and expect something in return like policies or decisions that benefit them? Public-private partnerships and cooperation in places like Chicago are one thing but relying on the public for donated money seems bound to lead to more trouble.

I wonder if this also could raise significant questions about what local communities really do need to purchase: if an item doesn’t make it into the budget, is it really necessary in the first place? Take the Burr Ridge items mentioned above: how worse off will the community be if the government doesn’t have a cordless saw or portable Breathalyzer?
