Three possible responses to the finding that human behavior is complicated

A review of a new book includes a paragraph (the second one excerpted below) that serves as a good reminder for those interested in human behavior:

What happens in brains and bodies at the moment humans engage in violence with other humans? That is the subject of Stanford University neurobiologist and primatologist Robert M. Sapolsky’s Behave: The Biology of Humans at Our Best and Worst. The book is Sapolsky’s magnum opus, not just in length, scope (nearly every aspect of the human condition is considered), and depth (thousands of references document decades of research by Sapolsky and many others) but also in importance as the acclaimed scientist integrates numerous disciplines to explain both our inner demons and our better angels. It is a magnificent culmination of integrative thinking, on par with similar authoritative works, such as Jared Diamond’s Guns, Germs, and Steel and Steven Pinker’s The Better Angels of Our Nature. Its length and detail are daunting, but Sapolsky’s engaging style—honed through decades of writing editorials, review essays, and columns for The Wall Street Journal, as well as popular science books (Why Zebras Don’t Get Ulcers, A Primate’s Memoir)—carries the reader effortlessly from one subject to the next. The work is a monumental contribution to the scientific understanding of human behavior that belongs on every bookshelf and many a course syllabus.

Sapolsky begins with a particular behavioral act, and then works backward to explain it chapter by chapter: one second before, seconds to minutes before, hours to days before, days to months before, and so on back through adolescence, the crib, the womb, and ultimately centuries and millennia in the past, all the way to our evolutionary ancestors and the origin of our moral emotions. He gets deep into the weeds of all the mitigating factors at work at every level of analysis, which is multilayered, not just chronologically but categorically. Or more to the point, uncategorically, for one of Sapolsky’s key insights to understanding human action is that the moment you proffer X as a cause—neurons, neurotransmitters, hormones, brain-specific transcription factors, epigenetic effects, gene transposition during neurogenesis, dopamine D4 receptor gene variants, the prenatal environment, the postnatal environment, teachers, mentors, peers, socioeconomic status, society, culture—it triggers a cascade of links to all such intervening variables. None acts in isolation. Nearly every trait or behavior he considers results in a definitive conclusion, “It’s complicated.”

To adapt sociologist Joel Best’s approach to statistics in Damned Lies and Statistics, I suggest there are three broad approaches to understanding human behavior:

1. The naive. This approach believes human behavior is simple and explainable. We just need the right key to unlock behavior (whether this is a religious text or a single scientific cause or a strongly held personal preferance).

2. The cynical. Human behavior is so complicated that we can never understand it. Why bother trying?

3. The critical. As Best suggests, this is an informed approach that knows how to ask the right questions. To the reductionist, it might ask whether there are other factors to consider. To the cynical, it might say that just because it is really complicated doesn’t mean that we can’t find patterns. Causation is often difficult to determine in the natural and social sciences but this does not mean that we cannot find bundles of factors or processes that occur. The key here is recognizing when people are making reasonable arguments about explaining human behavior: when do their claims go too far or when are they missing something?

The nuisance of Apple’s new HQ vs. it can help double your property values

This article details the complaints of neighbors of the new Apple headquarters facility in Sunnyvale yet ends with this tidbit about property values:

Some worry that the neighborhood of mostly single-story homes built in the 1950s and ’60s is living on borrowed time as long-time residents sell their homes to newcomers.

Housing values in the neighborhood have doubled since 2011, according to Art Maryon of Intero Real Estate Services. And in the first six months of 2017, 24 houses in Birdland sold on average at $1,690,350, according to Maryon.

The increase in property values mirrors what has happened in the rest of Sunnyvale, and across the Bay Area, but Birdland’s proximity to Apple Park makes it even more desirable.

“Many say we should just be happy that Apple is raising our property values,” said Birdland resident Debby MacDonald. “This doesn’t do me much good unless I plan to sell. And I am not sure what we have had to put up with and will continue to put up with is worth the money.”

This presents suburban residents with quite the dilemma: will NIMBYism or raised property values win out? Both are goals for the average suburbanite. They resist significant changes to the character of their community as this can disturb their quality of life through altered scenery, increased traffic, and a change in neighborhood activities. Ultimately, the changes may lower property values. Yet, this massive headquarters may change their neighborhood and significantly raise property values since it houses many employees and is home to one of the most desirable brands in the world.

Someone needs to make sure to follow up on this in a few years or ten years and find out how many residents are left. And even if they cash out – some because they want to and others because they have to (increased housing values can also lead to other increased costs) – those who leave might feel a real sense of loss.

San Jose residents don’t want tiny houses for the homeless nearby

Several cities have looked into tiny houses for the homeless (examples here and here) but residents in San Jose don’t like the idea:

But finding sites for the tiny home villages — which could house up to 25 people — proved to be a major challenge. The city looked for publicly owned sites that were a half-acre in size, near transit and with access to utilities. But after an outpouring of complaints, San Jose officials added even more restrictions — 100 feet away from homes and creeks and 150 feet from schools and parks, leaving just a handful of potential sites.

“It’s a shame that we didn’t have more viable opportunities from this list,” said Ray Bramson, the city’s acting deputy director of housing. “But we were constrained because land is so hard to find in this community. Some of the major concerns that we heard were about the potential impacts, from traffic to noise to new people coming into the neighborhood. We’re trying to be respectful of neighbors and the community.”…

“They’re almost segregating homeless families from existing neighborhoods and that’s not what San Jose is about,” Campos said. “If we can do this right and not give in to NIMBY-ism, then we set the path for other cities in California to address the homeless crisis in their own communities. This sends the wrong message.”…

But there’s push-back on those remaining sites as well. Councilman Johnny Khamis said at least 30 people came to his “open house” office hours last Saturday to voice concerns about the tiny homes site at Branham Lane near Monterey Road in his district. Residents were concerned about security and the “vetting process for the homeless,” he said, fearing crime, especially related to drugs and assaults, will rise.

How can a city address homelessness if few local residents want to live anywhere near the formerly homeless? Cities are sometimes criticized for sending the homeless out of town but it sounds like this could be an outcome here through restrictive options without officially sending them away.

There are several options available here but they aren’t that good. Homelessness, like many urban issues, is not just present in the big city but rather is a regional issue. Could multiple communities chip in? (Unlikely.) Perhaps the city could loosen their restrictions – such as needing a half acre of land – since these are unique housing units. (The neighbors might even be less happy if tiny houses are squeezed in smaller lots.) Try to shame the public into addressing homelessness? (Not a good long term strategy with voters and whatever shame might not be as compelling as the idea that their property values could fall.)

What is the best single marker of being a suburb?

Spurred by yesterday’s post on Alaska’s changing suburbs, I put together a list of the most important markers that indicate whether an American community is a suburb roughly in order from the most important to less important:

  1. Proximity to the big city. If you are within the social and economic orbit of the big city (and this can differ based on the city as well as on the size of the big city), the community is a suburb. This is more vague on the outer edges of the metropolitan region.
  2. A physical layout dominated by roads and relatively spaced out single-family homes. (This may describe some urban residential neighborhoods but I would suggest the homes there are typically closer together and there are often additional transportation options.)
  3. An exclusivity toward undesirable residents and businesses. Suburbs have different socioeconomic levels but there are typically groups that are not as welcome and there are a variety of techniques to keep them out.
  4. A moral order built around the autonomy of individual residents as long as this doesn’t hurt the property values of other residents and a lack of social conflict because neighbors generally leave each other alone (unless they choose to interact through common interests – such as kids in school).
  5. A community emphasis on middle-class family life. This may be more aspirational than reality (whether it involves wealthier residents who claim to be just middle-class or working-class or poorer suburbs who distinguish themselves from poor urban neighborhoods).
  6. Additional physical markers including roads lined with shopping malls, strip malls, fast food restaurants, and big box stores as well as a lack of walkability.
  7. Homogeneity across residents. There are plenty of suburbs today that are not this way but American suburbs are still often perceived as white and wealthy.
  8. An emphasis on local government as community members seek to control their own lives.

It is hard to separate out these factors as many can be found in other geographic settings or are traits of American culture at large. Yet, the combination of these factors leads a unique social setting that can be defined and measured.

Alaska suburbs to become less Alaska, more suburban

Changes are coming to the suburbs of Alaska:

PALMER, Alaska — For years, pet owners in this Anchorage suburb of big homes and lawns have fretted over snares set in the local parks by fur-trappers going after fox, lynx and rabbits. But in a quiet revolution this spring, dog lovers got the upper hand, and after a series of public meetings where few trappers showed up to fight back, trapping was banned by the borough council. The suburbs had won.

“That part of old Alaska is moving further out into the bush,” said Mike Albright, 44, a business owner who was lounging at a park with his three dogs on a recent afternoon. “It’s a good thing.”…

But many longtime residents, writers and businesspeople here said that the sense of “only in Alaska” exceptionalism underlying this place and its identity for generations is fading. Improvements in communications and transport are shrinking the sense of physical distance. High-speed internet is reaching tiny villages, opening communities and families to greater connection with the outside world for everything including social media and commerce.

Sadly, the rest of the article says little more about suburbs and instead looks at the whole state and the Alaska spirit. Yet, it is interesting that this nature-human interchange is used an example of how the suburbs are changing. This comes up occasionally with American suburbs across the country as some suburbs encroach on natural habitats while other places experience natural adaptation (such as overpopulations of deer or the reemergence of coyotes).

This could also lead to helpful questions of how people would know that Alaska suburbs are truly no different than other American suburbs. Cookie-cutter subdivisions? Little to no open land? A landscape dominated by single-family homes and driving? An emphasis on middle-class family life and excluding those who don’t fit those categories? Given that suburbs today take many forms, it may not be very easy to say Alaska suburbs have finally crossed the line.

Pick the wrong suburb and you can try again

Keep trying and you might just find the suburb that suits you:

Switching suburbs after you’ve plunked down a hefty down payment and settled your children in school seems infinitely challenging, and indeed some recent transplants who have doubts about their new communities resign themselves to the idea that there is no such thing as a perfect suburb.

But for others, the gnawing sensation that something is not quite right pushes them to keep searching for another suburb, a better suburb, a place where they might actually feel at home. Maybe it’s the commute. Maybe the schools are too big or too small, or the town is too quiet or not quiet enough. Maybe what they thought was important — the big yard and the birds singing out the windows — was not so important after all….

Even if a possibility looks great on paper, one person’s idea of a great place to live can be another person’s nightmare. “The suburbs are not the same; the subtleties of their personalities are so different,” he said. “Just like someone living on the Upper East Side won’t fit into Williamsburg, someone who likes Maplewood may not fit into Short Hills. You can end up in a place that really doesn’t suit you.”

Moving to a new suburb may be the way to recapturing your identity, whether it’s somewhere where you can walk to dinner or a place with more like-minded people. But first, you should give serious thought to who lives in the town and what types of things go on there. Whom will you encounter when you walk your children to the park? Whom will you drink a beer with at the neighborhood block party? What do the mothers wear to drop-off, or will you see only nannies?

I get that the American suburbs are often about finding individual happiness. And buying a suburban home is a significant investment. The consumer is king. But, does this go too far? How many times can the average family move? Is there any concept of contributing to a suburban community rather than just finding people like you or that you enjoy?

One of the side effects of encouraging individuals to find the suburb that suits them is that it encourages further geographic sorting. Residential segregation is already a major issue in the United States and further moves for psychological or social fit likely allows those with more resources to pick their preferred setting.

 

CT suburb considering fines for “distracted walking”

The suburb of Stamford, Connecticut is considering penalizing those walking under the influence of phones:

Texting or even talking on an electronic device may soon be illegal in Stamford if a proposal to outlaw ‘distracted walking’ is approved…

“They’re oblivious to cars,” Stamford City representative, John Zelinsky said.

Zelinsky said the Pedestrian Safety Ordinance is modeled after one approved in Honolulu late last month, and would carry a $30 fine if police catch you in the act.

Such behavior can be dangerous for both users and others on the sidewalks and streets. Yet, legislating distractedness out of walking, bicycling, and driving is a tricky business. Does walking and talking with someone count as distracted walking? Is it okay to suddenly stop right in the middle of a busy sidewalk to take a phone call?

I have long wondered about implementing traffic regulations on busy sidewalks (see a story from England about this). Sidewalks are public spaces but also important conduits for foot traffic and some kinds of vehicles. Overcrowding can occur; see the recent example of Manhattan. And how people use the sidewalks can vary dramatically with use ranging from running and powerwalking to strolling to standing or sitting for conversation.

Fighting for dog space in cities

With ownership of dogs on the rise, it is trickier to find public space in cities for the canines and their owners:

It’s not surprising that relations between dog walkers and dog owners are fraught: They’re competing for finite real estate. Market research shows dog ownership has skyrocketed some 29 percent nationwide in the past decade, an increase propelled largely by higher-income millennials. As young adult professionals increasingly put off having families, dogs have become “starter children,” as Joshua Stephens wrote in The Atlantic in 2015. With demand growing, cities and developers are building more dog-friendly zones both in response to and in anticipation of more four-legged residents. Off-leash dog parks are growing faster than any other type of park in America’s largest cities, with 2,200 counted as of 2010.

And when square footage is at a premium, dog parks are the setting of some of the most contentious fights for public space….

Resistance to dog parks takes on a different tenor when animals seem to displace humans in housing-crunched cities. New dog owners are disproportionately younger and whiter than the residents of the cities they move into, and that has real estate implications: For one third of Americans aged 18 to 36 who’d purchased a first home, finding better space for a dog was the primary motivator, according to a SunTrust Mortgage poll. When young, white, affluent dog owners snap up properties in historically lower-income neighborhoods of color—and start advocating for amenities like dog parks, which can bump up property values further—the optics are complicated…

Consider that, on Chicago’s predominantly black South Side, there’s not a single designated dog park, despite the efforts of local dog-owners and city aldermen. To address the needs of lower-income communities like this—as well as gentrifying ones—planners should approach dog parks as they do any other, says Wolch: listen to, and account for, their needs in an ingenuous way. To mitigate the displacement effects of a property value pick-up, affordable housing solutions should come to the dog-park planning table, too.

Three quick thoughts:

  1. It would be nice to know more about the “average” dog park. What does it cost to build and maintain compared to the typical park? How many people does it serve and what population does it cater to? Is it a good public use of space compared to other options? (One thing that article above does not address is whether there is an overall shortage of public space.)
  2. I’m surprised there isn’t more creativity in developing solutions. If land is at a premium, could there be some dog parks inside structures? Imagine a high-rise where one of the amenities is half a floor of dog park space. (I assume this is feasible.) Where there is more available land, such as on Chicago’s South Side, why couldn’t community groups or private interests put together a dog park? Imagine a non-profit that buys vacant lots and improves them for this purpose or an organization that charges a membership fee to their dog parks.
  3. At this point, it sounds like dog parks are more of a luxury good usually located in wealthier or whiter neighborhoods. What would it take to incorporate dog parks into public planning processes and/or see dog parks as necessary parts of thriving neighborhoods? Dog owners could band together and demand dog parks.

Why South Barrington is not the home to Fermilab

While doing some recent reading on the Fermilab facility in Batavia, I ran into a passage in Fermilab: Physics, the Frontier, and Megascience that describes why South Barrington was not selected for the facility:

Illinois was forced on April 5 to withdraw its South Barrington site, despite having the strongest congressional support at the time, according to an AEC tally. Science magazine reported that residents from the affluent Chicago uburb feared that the influx of physicists would “disturb the moral fiber of the community.” (76)

That physicists would alter the character of a wealthy suburb for the worse is humorous to consider. How exactly would the “moral fiber” be disturbed? New housing? Non-white residents? I’m guessing the South Barrington area might wish that local leaders and residents had been more enthusiastic in 1966…

Bus ridership down in America

Fewer Americans – 13% – are riding buses compared to ten years ago.

I’ve argued before that Americans perceive mass transit options as having different statuses. For those with more resources, trains and subways are preferable. If those are not easily accessible or the person has reached a certain status in life, driving is a must.

At the same time, bus service is relatively cheap for cities and communities to provide. Because American cities are often planned around cars and have spent decades trying to efficiently move vehicles around, adding or subtracting buses to adjust service levels is doable. In contrast, constructing new trains or subways can be incredibly costly and require years of work. It may be that in the long run trains and subways are better options to plan around but that requires a long-term commitment.
