Defacing/correcting a LA highway sign for the public good

Defacing an interstate highway sign would not be seen favorably by many municipalities but what if a resident changed the sign for the better to help people get where they want to go?

In the early morning of Aug. 5, 2001, the artist and a group of friends assembled on the Fourth Street bridge over the 110 freeway in Los Angeles. They had gathered to commit a crime—one Ankrom had plotted for years.

Twenty years earlier while living in Orange County, Ankrom found himself driving north on the 110 freeway. As he passed through downtown Los Angeles, he was going to merge onto another freeway, Interstate 5 North. But he missed the exit and got lost. And for some reason, this stuck with him…

Since he was an artist and sign painter, Ankrom decided to make the I-5 North shield himself. He also decided that he would take it upon himself to install it above the 110 freeway…

Ankrom wanted his sign to be built to Caltrans’ exact specifications, which included designs able to be read by motorists traveling at high speeds. He copied the height and thickness of existing interstate shields, copied their exact typeface, and even sprayed his sign with a thin glaze overspray of gray house paint so that it wouldn’t look too new…

The whole installation took less than 30 minutes. As soon as the sign was up, Ankrom packed up his ladder, rushed back to his truck, and blended back into the city.

Sounds like there were no repercussions. Even so, wouldn’t the situation have been better if he had contacted Caltrans or local officials to get this done? I suppose that would not have been so thrilling. While this might be sold as doing public good, the riskiness sounds like it had its own attraction compared to just helping out California drivers.

LA McMansions prize interior space over backyards

New LA McMansions tend to have limited backyards for a variety of reasons:

“Comfortable” translates to a desire for bigger spaces, more amenities and higher-quality materials than in the past, notes John Closson, vice president and regional manager of Berkshire Hathaway Home Services...In many cases, the yard is not the family center it used to be, says architect Hsinming Fung, director of academic affairs at the Southern California Institute of Architecture. “What a family would do together for entertainment value is no longer in the backyard or the frontyard,” Fung says. “Technology has completely changed the way we use space. They need the indoor space because they use it much more.”…

A simple — some say brutal — development equation is at work today: More square footage equals greater return on investment. “Obviously, the price of land continues to climb in Los Angeles,” architect Ron Radziner of Marmol Radziner says. “Even if the client doesn’t necessarily want a bigger house, they feel they need to have it as an investment to have it make sense.”…

One point generally acknowledged is that many people today do not want the expense and hassle of a big yard. “It’s not practical to have a big lawn these days,” Tighe says. “People are rethinking that, rightfully so.” But they do still want something of a yard, just not the way we think of it.

One complaint about teardown McMansions is they are built close to the lot lines, dwarfing other homes or open spaces. At the same time, I’m not sure about the concern for backyards. These spaces have also tended to be private spaces, even if they are outdoors. Many yards have fences and landscaping intended to keep others out of sight. Backyards are also a symbol of sprawl: every housing unit has its own outdoor space.

A stronger public argument might be made for front yards. As New Urbanists and others argue, these are important for joining the street and sidewalk with the private home. This is why many architects emphasize front porches – they can provide some of the same features of the backyard deck but do so in sight of the public, encouraging social life and presenting a more lively and green streetscape.

It will be interesting to see if arguments/discussions about McMansion regulations in Los Angeles include guidelines about backyards.

“War Over Hollywood Sign Pits Wealthy Residents Against Urinating Tourists”

GPS hasn’t just altered the lives of LA residents living on formerly quiet streets near the freewaysnow, neighbors of the famous Hollywood sign have convinced Google and Garmin to remove their street off their maps due to an influx of visitors.

Everyone involved agrees that the situation has become a powder keg. “Neighbors have been yelling,” says Tamer Riad of Rockin’ Hollywood Tours. Homeowner Heather Hamza, whose husband, Karim, runs a diving company servicing film productions, claims she’s experienced “aggressive” tourists “cursing and spitting at me.” She adds that, after the recent holiday period, “There is rising, palpable tension between the residents and visitors. Everybody is infuriated. I shudder to think if any of these people coming up here have weapons in their cars. One of these days someone will get shot — it is that bad.“…

A sign originally erected to advertise a neighborhood to the world has become that neighborhood’s deepest frustration, and affluent residents have been fighting back. Although several thousand houses lie in Beachwood Canyon and neighborhoods adjoining the nearby Lake Hollywood Reservoir, most of the clamor comes from a few dozen activists in the area. They have lassoed various government and commercial entities into doing their bidding. They’ve persuaded Google, Garmin and other tech giants to literally take their exclusive neighborhood, where the average home costs $1.5 million, off the map for people searching for the sign. They’ve pushed City Hall to enact strict new parking regulations and to go after tour-bus operators. They’re fighting for the closure of a trailhead gate to Griffith Park and the removal of one popular viewing spot. And they’re not done.

Some residents say that a key element in winning the hearts and minds of city officials is a 30-minute advocacy film that, according to its producer, former actress and onetime Hollywoodland Homeowners Association president Sarajane Schwartz, required “thousands of hours” of collective labor and the expertise of “professional editors who live in the neighborhood and donated their time.” The wry narrative includes an overlaying of Stravinsky’s The Rite of Spring as doofusy tourists ride Segways, light up in hazardous areas and take nude pictures or pose with liquor bottles. THR was offered a rare screening of the closely guarded documentary: “We thought it would attract more people [if posted online] because it would just tell people where to go,” says Schwartz. “And we didn’t want it to end up on The Tonight Show — you know, making fun of us.”…

“There’s this privatization of public spaces in L.A., where people who are affluent expect to be insulated from the public,” says urban design professor Jenny Price, a visiting lecturer at Princeton and veteran of the Southern California coastal-access wars (she created the popular Our Malibu Beaches app, to David Geffen’s chagrin). “But the scandal here isn’t the wealthy homeowners. It’s the city’s complicity. Not just in getting permitted parking but in intentionally disseminating misinformation about a park they own. That’s the scandal.”

A fascinating story that raises important questions for cities: who gets to control access to public spaces? The sign is on public land (Griffith Park), streets are for the public, and yet wealthier residents want to control access and even knowledge disseminated on maps.

The article suggests the city needs a coherent plan:

Absent amid all the long-shot concepts are coherent, actionable steps to oversee access and shape tourism around a landmark. The city never has moved forward with clear plans to build a visitor center, properly control parking, manage trail access, strictly enforce rules (about smoking and alcohol, for instance) and inform visitors how to interact with the sign in a way that is satisfying and sensitive to residents. Imagine this type of chaos at the Statue of Liberty or Mount Rushmore (both are managed by the National Park Service).

Sounds like there is work to do to divert visitors, particularly if the city wants to respond to the wealthier residents while also keeping areas near the sign public (a visitor center just means people won’t really need to get that close).

Real estate sign? Prices in Compton, CA back on the rise

The California real estate market is heating up again – and housing prices are rising in Compton:

She is proud that what she has achieved so far was done, not through heavy policing, but conflict mitigation. The last several months have seen a reduction in violent activity of about 65 per cent, she said. For her, seeing people jogging at night is a key indicator of success…

The residential property market is surging, up more than 10 per cent in the last year, as people are priced out of other Los Angeles neighbourhoods. Properties are being snapped up by investors and professional house flippers have started targeting the area. Compton’s first home with a price tag of $1 million recently went on the market.

Key to attracting companies and families is Compton’s geographical location close to LAX airport, Long Beach port which is the second busiest container port in the US, and near office buildings in downtown Los Angeles.

 

Violence and gang activity is down, housing prices in California are rising, Compton sits at an advantageous location, and so the prices in Compton go up. As the graph suggests, prices aren’t near what they were pre-economic crisis but the trend looks like it is heading up.

Two questions this raises:

1. This article makes a big deal about the reduction in violence due to a gang truce but what happens if the two gangs start fighting again? Perhaps the article begins with the gangs and gangsta rap because it is from a UK perspective but it does hint at the fragility in the community.

2. What happens if a community like Compton gentrifies? Not only would this bring new people in Compton but it also gets at one of the big issues in the big cities in California: affordable housing. Housing prices in Los Angeles are already relatively high and there may not be many places left that offer reasonable housing prices.

A picket line against McMansions

McMansions may be unpopular in Los Angeles but they rarely attract picket lines:

Residents in the Melrose District Sunday protested what they’re calling mega-mansions in Los Angeles.

A picket line was set-up outside of a new home in the 700 block of N. Vista Street which some claim towers over much smaller residences nearby and isn’t energy-efficient.

Demonstrators say they timed their protest to coincide with the realtor’s open-house of the residence…

The owner of the home being picketed was not available for comment.

I am guessing this doesn’t build goodwill among neighbors. Imagine you are trying to sell a home (or buy that same home) that attracts a picket line…I’m not sure there is a good outcome for that seller. I assume the people in the picket line hope this (1) draws attention to their cause and (2) tells other owners in the neighborhood that they will be unhappy with similar teardowns. Yet, I wonder if this truly acts as a deterrent and instead affects their own property values. Directly protesting the actions of one homeowner tends to violate neighborhood friendliness or at least the suburban moral minimalism (a term from The Moral Order of a Suburb by Baumgarner) of leaving each other alone that marks many sprawling communities.

Waze app ruins tranquil Los Angeles streets near major highways

Drivers have flooded a number of residential streets near major LA highways thanks to apps that reroute drivers around congestion:

When the people whose houses hug the narrow warren of streets paralleling the busiest urban freeway in America began to see bumper-to-bumper traffic crawling by their homes a year or so ago, they were baffled.

When word spread that the explosively popular new smartphone app Waze was sending many of those cars through their neighborhood in a quest to shave five minutes off a daily rush-hour commute, they were angry and ready to fight back.

They would outsmart the app, some said, by using it to report phony car crashes and traffic jams on their streets that would keep the shortcut-seekers away…

There are some things that can be done to mitigate the situation, said Los Angeles Department of Transportation spokesman Bruce Gillman, like placing speed bumps and four-way stop signs on streets. Lanes could even be taken out to discourage shortcut seekers, but a neighborhood traffic study would have to be done first.

A fascinating confluence of driving culture and new technology. Now, no street near the major highways are safe from traffic!

It will be fascinating to see how the city responds to complaints from local residents. Having rush hour congestion on your residential road can make for quite a different experience. It is a quality of life issue – who wants to have bumper to bumper cars in front – and I suspect the residents are also worried about their property values. Yet, what about the concerns of drivers on highways like the 405 that handle over 375,000 cars a day? This is a classic stand-off between individual drivers and individual property owners – who should win between the prized American driver and property-owner?

The real solution here is to keep looking for ways to reduce the number of vehicles on the highways in the first place. However, such plans at this point in LA’s development require a long-term perspective and lots of money.

LA to have the worst traffic on Thanksgiving getaway day

Add in more drivers this Thanksgiving and one firm says Los Angeles will have the worst getaway traffic on Wednesday:

Trips on Wednesday—deceptively nicknamed “getaway day”—are expected to take 36 percent longer on average, with peak times from 3 to 5 in the afternoon. Perhaps it would be more efficient for everyone to just Skype their family members while eating meals at home.

A rep for Inrix tells the LA Times that leaving either before or after the late afternoon peak times might spare drivers a little road pain, but that leaving the morning of Thanksgiving would be even better. The unfortunate folks picking up at LAX on Wednesday and traveling on the 110 south can expect the worst delays on their trip between 7 and 8 a.m., with delays of up to 15 minutes, which actually just sounds like regular holiday traffic at the airport.

Some interesting info – the data we have these days is pretty amazing – but this is such a limited issue. The two hour window in Los Angeles between 3 and 5 PM is expected to be worse and some of the other cities on the list have only one hour windows. If this is the case, then people should take note and try to leave at other times. Many people may not be able to help it given plane or work schedules but the traffic doesn’t have be as bad as suggested if people use the information well.

“A giant boxy McMansion is something you know when you see it”

A Los Angeles councilman who has taken the lead on regulating teardown McMansions describes such homes:

Los Angeles does not do what other cities like West Hollywood do, which is an extensive design review by any means, but a giant boxy McMansion is something you know when you see it, and when they are next to smaller, historic homes they have a negative impact.

I’m sure there is more to his opinion as to how McMansions should be defined. Indeed, earlier he says to those who want to sell their property and make money or who do want bigger homes that “I think [new regulations] will be a reasonable compromise.” Yet, this is an oddly flippant or shorthand way to describe a class of homes that can often look quite different. Part of the reason such regulations take time to work out is that there are a multitude of ways of restrict large houses including working with the home’s footprint on the property, setbacks from the street and property lines, height restrictions, and/or particular architectural features.

An interesting side note: this councilman gained some popular support a few years ago for banning puppy mills. His take on it:

It’s one of those issues that seem to be very positive. It’s very cool. The last time that happened to me was when I [created] regulations that said you couldn’t operate a puppy mill or purchase a puppy mill animal in the city of Los Angeles. Wherever I was in the city, people said good things about it, and this ordinance seems to be getting that same kind of response.

So—traditional housing and puppies are your things.
It’s an interesting agenda. Cats and dogs and home seem to go together.

Continued mansionization debates in Los Angeles

The Los Angeles Times reports that controversy over mansionization in Los Angeles continues as the city struggles to develop guidelines that will please residents:

Los Angeles leaders say they want to tighten restrictions on mansionization, but citywide fixes are expected to take at least 18 months to allow for repeated hearings and environmental review, according to city officials…

Local politicians and planning officials say that L.A.’s rules against mansionization — meant to prevent bloated houses from being built on modest lots — have fallen short. The restrictions, put in place six years ago, curb the size of new and renovated homes based on lot size. But the rules also include “bonuses” of 20% or 30% more space than otherwise allowed…

In the meantime, city planners have suggested temporary rules to curb demolitions and give residents “breathing room” in neighborhoods that have mobilized against mansionization, including Sunset Square, Studio City and North Beverly Grove.

The Los Angeles chapter of the Building Industry Assn. is worried about those moves, saying that the temporary restrictions could “result in a flurry of lawsuits.” Homeowners have not been given enough warning about the restrictions, which “will immediately remove property owner rights,” the group’s chief executive, Tim Piasky, said.

Planning officials say the temporary restrictions would immediately address the problem in mansionization hot spots: desirable areas with older, smaller homes targeted for teardowns…

“It creates a situation of haves and have-nots,” said Traci Considine, whose Faircrest Heights neighborhood has been recommended to get temporary curbs on home demolitions. “If you do a few Band-Aids for a few select neighborhoods, the target is just bigger on the backs of the neighborhoods that aren’t protected.

Los Angeles is a big city so having city-wide regulations could be quite difficult. Austin passed a noted anti-McMansion ordinance but the city has 885,000 people in 272 square miles while LA has 3.88 million residents in 503 square miles. In addition to size differences, real estate in California is huge: the housing market is still quite pricey so limiting the ability of property owners to cash out is a bigger restriction than in the cheaper Austin market.

I would guess that the long-term solution is different guidelines for different neighborhoods in accordance with what residents desire. Yes, this might push the mansionizers to different neighborhoods. But, this is how communities often tackle this problem.

Chinese homebuyers flood LA suburb with big homes

Bloomberg examines an influx of large-home purchases by Chinese buyers in Arcadia, California:

A year ago the property would have gone for $1.3 million, but Arcadia is booming. Residents have become used to postcards offering immediate, all-cash deals for their property and watching as 8,000-square-foot homes go up next door to their modest split levels. For buyers from mainland China, Arcadia offers excellent schools, large lots with lenient building codes, and a place to park their money beyond the reach of the Chinese government.

The city, population 57,600, projects that about 150 older homes—53 percent more than normal—will be torn down this year and replaced with mansions. The deals happen fast and are rarely listed publicly. Often, the first indication that a megahouse is coming next door is when the lawn turns brown. That means the neighbor has stopped watering and green construction netting is about to go up.

This flood of money, arriving from China despite strict currency controls, has helped the city build a $20 million high school performing arts center and the local Mercedes dealership expand. “Thank God for them coming over here,” says Peggy Fong Chen, a broker in Arcadia for many years. “They saved our recession.” The new residents are from China’s rising millionaire class—entrepreneurs who’ve made fortunes building railroads in Tibet, converting bioenergy in Beijing, and developing real estate in Chongqing. One co-owner of a $6.5 million house is a 19-year-old college student, the daughter of the chief executive of a company the state controls.

Arcadia is a concentrated version of what’s happening across the U.S. The Hurun Report, a magazine in Shanghai about China’s wealthy elite, estimates that almost two-thirds of the country’s millionaires have already emigrated or plan to do so. They’re scooping up homes from Seattle to New York, buying luxury goods on Fifth Avenue, and paying full freight to send their kids to U.S. colleges. Chinese nationals hold roughly $660 billion in personal wealth offshore, according to Boston Consulting Group, and the National Association of Realtors says $22 billion of that was spent in the past year acquiring U.S. homes. Arcadia has become a hotbed of the buying binge in the past several years, and long-standing residents are torn—giddy at the rising property values but worried about how they’re transforming their town. And they’re increasingly nervous about what would happen to the local economy if the deluge of Chinese cash were to end.

Interesting look at how this affects one particular community. It seems to bring together several issues that might trouble the average American suburbanite:

1. An influx of immigrants. This is happening across the suburbs as many new immigrants move directly to the suburbs. At the same time, there are a number of ethnoburbs in the LA region so this is not unknown.

2. An influx of immigrants from China. The United States has an interesting current relationship with China and Americans didn’t treat Chinese immigrants well in early California. A large group of wealthy foreigners from a country with a huge economy and shadowy government might make some nervous.

3. This big money means older homes are being torn down and replaced with big houses. A large number of teardowns in an established community tends to attract attention as the homes can change the character of neighborhoods as well as raise prices (though this is also presented positively in this story as long-time residents can cash out).

All together, this rapid change will be worth watching.
