Like many other major telecommunications hubs built during the late 1960s and early 1970s, the Chicago AT&T building was designed amid the Cold War to withstand a nuclear attack. The 538-foot skyscraper, located in the West Loop Gate area of the city, was completed in 1971. There are windows at both the top and bottom of the vast concrete structure, but 18 of its 28 floors are windowless…

 

10 South Canal Street originally contained a million-gallon oil tank, turbine generators, and a water well, so that it could continue to function for more than two weeks without electricity or water from the city, according to Illinois broadcaster WBEZ. The building is “anchored in bedrock, which helps support the weight of the equipment inside, and gives it extra resistance to bomb blasts or earthquakes,” WBEZ reported.

Today, the facility contains six large V-16 yellow Caterpillar generators that can provide backup electricity in the event of a power failure, according to the Chicago Sun Times. Inside the skyscraper, AT&T stores some 200,000 gallons of diesel fuel, enough to run the generators for 40 days.

NSA and AT&T maps point to the Chicago facility as being one of the “peering” hubs, which process internet traffic as part of the NSA surveillance program code-named FAIRVIEW. Philip Long, who was employed by AT&T for more than two decades as a technician servicing its networks, confirmed that the Chicago site was one of eight primary AT&T “Service Node Routing Complexes,” or SNRCs, in the U.S. NSA documents explicitly describe tapping into flows of data at all eight of these sites.

It is common that cities have buildings that may be hiding something, ranging from telecommunication structures to power substations to fake facades to hide subways or rail lines. But, I assume very few people would guess that a rather normal looking city structure could be part of an Internet surveillance program. I’m not sure what people would do with this knowledge. Protest outside? Give it a wide berth by not traveling near it? Chalk it up as a local oddity and then move on with normal life?

A fortified skyscraper to house telecommunications hub, shield NSA spying

AT&T owns a unique skyscraper in Manhattan that may also serve as a key node in the government’s snooping into phone calls:

They called it Project X. It was an unusually audacious, highly sensitive assignment: to build a massive skyscraper, capable of withstanding an atomic blast, in the middle of New York City. It would have no windows, 29 floors with three basement levels, and enough food to last 1,500 people two weeks in the event of a catastrophe.

But the building’s primary purpose would not be to protect humans from toxic radiation amid nuclear war. Rather, the fortified skyscraper would safeguard powerful computers, cables, and switchboards. It would house one of the most important telecommunications hubs in the United States — the world’s largest center for processing long-distance phone calls, operated by the New York Telephone Company, a subsidiary of AT&T.

The building was designed by the architectural firm John Carl Warnecke & Associates, whose grand vision was to create a communication nerve center like a “20th century fortress, with spears and arrows replaced by protons and neutrons laying quiet siege to an army of machines within.”…

It is not uncommon to keep the public in the dark about a site containing vital telecommunications equipment. But 33 Thomas Street is different: An investigation by The Intercept indicates that the skyscraper is more than a mere nerve center for long-distance phone calls. It also appears to be one of the most important National Security Agency surveillance sites on U.S. soil — a covert monitoring hub that is used to tap into phone calls, faxes, and internet data.

Three quick thoughts:

  1. Telecommunications equipment and other vital infrastructure has to go somewhere in major cities. It is often covered up in a variety of ways. But, a 500+ foot building is difficult to disguise completely.
  2. Americans tend not to spend much time thinking about how many features of modern life happen. That such a large building is needed to house a “large international ‘gateway switch'” hints at what is needed behind the scenes when people use a phone to dial people outside the country.
  3. The article may be suggesting that the architecture of the building matches its sinister use. This sounds like post hoc theorizing. When construction started in 1969, the architecture fit what was needed: a protected building. I don’t know if it is possible to make such structures more beautiful or appealing. On the other hand, perhaps some can see past the functional approach used in the design of many infrastructure housings and admire such particular designs. Chic infrastructure?

“We don’t lie to our search engine. We’re more intimate with it than with our friends, lovers, or family members.”

Wired has an interesting excerpt from a new book Data and Goliath:

One experiment from Stanford University examined the phone metadata of about 500 volunteers over several months. The personal nature of what the researchers could deduce from the metadata surprised even them, and the report is worth quoting:

Participant A communicated with multiple local neurology groups, a specialty pharmacy, a rare condition management service, and a hotline for a pharmaceutical used solely to treat relapsing multiple sclerosis…

That’s a multiple sclerosis sufferer, a heart attack victim, a semiautomatic weapons owner, a home marijuana grower, and someone who had an abortion, all from a single stream of metadata.

Web search data is another source of intimate information that can be used for surveillance. (You can argue whether this is data or metadata. The NSA claims it’s metadata because your search terms are embedded in the URLs.) We don’t lie to our search engine. We’re more intimate with it than with our friends, lovers, or family members. We always tell it exactly what we’re thinking about, in as clear words as possible.

The gist of the excerpt is that while people might be worried about the NSA, corporations know a lot about us: from who we have talked to, where we have been, who have interacted with through metadata and more personal information through search data. And perhaps the trick to all of this is that (1) we generally give up this data voluntarily online (2) because we perceive some benefits and (3) we can’t imagine life without all of this stuff (even though many important sites and social media barely existed a decade or two ago).

The reason I pulled the particular quote out for the headline is that it has some interesting implications: have we traded close social relationships for the intimacy of the Internet? We may not have to deal with so much ignorance – just Google everything now – but we don’t need to interact with people in the same ways.

Also, this highlights the need for tech companies to put a positive spin on all of their products and actions. “Trust us – we have your best interests at heart.” Yet, like most corporations, their best interests deal with money rather than solely helping people live better lives.

Radio will be saved – by the lack of NSA monitoring, zombie apocalypse

Slate has an interesting set of articles about podcasts but one article notes the persistence of terrestrial radio. Among the reasons given for its ongoing influence includes operating outside of NSA control and zombie apocalypses:

  • Most of us don’t feel the cost of the data we’re using when we stream online content. But this could be changing. “Half the public still has no idea what data metering is,” says Smulyan, “but we find it changes consumption completely when people see what they’re paying for the data they use.”
  • Due to some complex legislation, it can be less onerous to pay artist royalties when you play music over the airwaves than when you send it over the Internet. For this reason, last year Pandora bought an FM station in South Dakota, in an effort to qualify as a terrestrial broadcaster.
  • When the revolution comes, radio will be vital for the propagation of seditious content. It leaves no digital footprints. And the NSA is unlikely to hack into your transistor boom box and track what you listen to.
  • When the zombie apocalypse arrives, radio will save your hide. Anyone with a generator and an antenna can broadcast radio, and everyone listening hears the same key information in real time.

The first two reasons have to do with finances: radio can be relatively cheap for operators and listeners. These are important considerations today: can media conglomerates and music artists still make money?

The last two have some different rationales. Radio can’t be controlled as easily, even with the complex rules regarding licenses and broadcasting though perhaps listeners have even more freedom as they can tune in to what they want (as long as they aren’t recording what they listened to for ratings purposes). In times of disasters – and there is a lower likelihood of facing zombies compared to being in a natural disaster – radio provides an easy way to broadcast and hear information. Does the Internet work well in those situations? The argument here is that the infrastructure for the Internet is more complicated than that for radio, thus, radio will win in times of trouble.

I suspect the second pair of reasons will prove less influential in the long run than the first pair regarding money. But, if money wins out and broadcasting moves to the Internet, might that completely wipe out the presence of radio for the last two purposes?

 

Threatening to cut off the NSA’s water supply in Utah

Here’s one way to fight a political battle against the NSA: consider stopping the flow of water to a facility you don’t like.

Lawmakers are considering a bill that would shut off the water spigot to the massive data center operated by the National Security Agency in Bluffdale, Utah.

The legislation, proposed by Utah lawmaker Marc Roberts, is due to go to the floor of the Utah House of Representatives early next year, but it was debated in a Public Utilities and Technology Interim Committee meeting on Wednesday. The bill, H.B. 161, directs municipalities like Bluffdale to “refuse support to any federal agency which collects electronic data within this state.”

The NSA brought its Bluffdale data center online about a year ago, taking advantage Utah’s cheap power and a cut-rate deal for millions of gallons of local water, used to cool the 1-million-square-foot building’s servers. Roberts’ bill, however, would prohibit the NSA from negotiating new water deals when its current Bluffdale agreement runs out in 2021.

The law seems like a long-shot to clear legislative hurdles when Utah’s legislature re-convenes next year, but Wednesday’s committee hearing was remarkable, nonetheless, says Nate Carlisle, a reporter with the Salt Lake Tribune who has waged a fight with the NSA and Bluffdale officials to determine how much water the data center is actually using. “What’s noteworthy is no one on the panel said: ‘Hey, wait a minute, we can’t do this,’” he says. “They had some specific concerns about the language of the bill, but there was no outright opposition.”

All of this does suggest an interesting tactic in the arsenal of local governments yet I have a hard time imagining the possible outcomes. The federal government finds an independent water supply? There is a massive lawsuit about whether a local government can limit the water supply to a federal agency? The threat pushes the federal government to move their facilities elsewhere? The federal government ensures any new facility has much longer contracts for basic services? Regardless, I would guess this situation wouldn’t be resolved quickly.

Related thought: given serious droughts – like the one in California – could the government require a larger share of water to maintain “critical” functions over the needs of other users?
