Traffic deaths predicted to be 5th leading cause of death in the developing world

Even as the conversation about safer autonomous cars picks up in the United States, traffic deaths are an increasing problem in the developing world:

It has a global death toll of 1.24 million per year and is on course to triple to 3.6 million per year by 2030.

In the developing world, it will become the fifth leading cause of death, leapfrogging past HIV/AIDS, malaria, tuberculosis and other familiar killers, according to the most recent Global Burden of Disease study.

The victims tend to be poor, young and male.

In one country — Indonesia — the toll is now nearly 120 dead per day; in Nigeria, it is claiming 140 lives each day…

In 2010, the U.N. General Assembly adopted a resolution calling for a “Decade of Action for Road Safety.” The goal is to stabilize and eventually reverse the upward trend in road fatalities, saving an estimated 5 million lives during the period. The World Bank and other regional development banks have made road safety a priority, but according to Irigoyen, donor funding lags “very far below” the $24 billion that has been pledged to the Global Fund to Fight AIDS, Tuberculosis and Malaria.

It sounds like while diseases are well known and relatively well-funded, not many people have caught on to the problems of traffic deaths. This is all about social construction: where are the Bill Gates of the world to come in and tackle traffic problems in poorer nations?

Perhaps this gets less attention it is because cars are viewed as things that may help developing countries improve: owning them means citizens have more economic power and have more independence to get around as well as help their own economic chances (can carry things around, etc.). Particularly from an American point of view, cars are generally good things. But, of course, cars bring other problems in addition to safety concerns: pollution (a huge problem in many large cities), clogged streets, and an infrastructure that may not be able to handle lots of new cars on the roads (maintaining roads, having enough police, driver training, cities that have to redevelop areas to accommodate wider roads).

It will be interesting to see if this gets more attention in the coming years. It is one thing to discuss longer-term consequences of cars like increasing pollution but it is another to ignore large numbers of deaths each day.

Driverless cars might lead to the safest roads ever seen and highways that actually work

Google’s Sebastian Thrun discusses the safety advantages of driverless cars as well as effective highways in this video. Two quick thoughts:

1. Autonomous vehicles can help stop the wave or accordion pattern of driving where someone slowing down at the front of a line of cars backs everyone up. Thrun talks about a a much more closely coordinated zipper kind of merging where cars going basically bumper to bumper can accept new vehicles with little change.

2. Even with a dip in recent years, more than 30,000 Americans die each year in vehicles. Strun says most of this is due to driver error, which can basically be eliminated when humans no longer control the car.

Architecture to improve your health and increase your happiness

Eyes on the Street: Street-level doors and windows encourage walkability and foster a strong sense of community, which aids people’s sense of environmental safety and broader community health. In a Bronx, N.Y., neighborhood where crime is prevalent, the Betances Community Center, designed by Stephen Yablon, AIA, illuminates a central staircase and gymnasium in natural light, wrapping its ground-level façade in windows as well. These transparencies give the building a welcoming presence and offer views to a public park across the street.

A lot to have to consider when designing and constructing a building. It is interesting that a number of these suggestions cross multiple areas of need. For example, stairs are necessary for safety if elevators stop operating. Toxic gas from VOC materials is a green issue. Eyes on the street is a classic phrase from Jane Jacobs to describe the kind of vibrant street life that helps social control without the need for formal policing. But, to also pitch these as health issues is likely a nice marketing tool. Not only can architects design a well-functioning building, they can improve people’s health outcomes.

In pointing to this story, Curbed provides a quote that architects can even do more: they “are often the architects of our happiness and unhappiness as well.” What can’t architects do?

It is easy to eavesdrop on conversations while on mass transit

A writer highlights how easy it is to overhear conversations on mass transit:

On Amtrak, powerful people talk loudly and spill secrets.

This is my conclusion based on five years’ field research commuting on Amtrak’s Acela between cities along the East Coast.

By now, you’ve heard about former NSA director Michael Hayden, who on Thursday talked nonstop to a reporter—on background—as the train went north from Washington, D.C. toward New York City. A few seats behind Hayden was Tom Matzzie, former Washington director of political group MoveOn.org, who started live-tweeting his eavesdropping…

As someone who rides the Acela two to three times a week, I can tell you that what Hayden and Matzzie each did—talking loud and tweeting louder—isn’t unusual. In fact, private conversations are so often broadcast across the train car that it’s become fertile ground for competitive intelligence gathering, business development or, as in Matzzie’s case, gaining a whole bunch of new social media followers.

While it may be relatively easy to hear on Amtrak trains, this is also not hard on subways, buses, and other trains. There are plenty of people who talk loudly, particularly on cell phones. I wonder if the best way to stop such loud conversations is to tell people their safety (or even national security!) is at risk – the people around them could learn a lot and then harm them down the road.

Webb argues at the end that most people listening to these public conversations are “accidental spies,” people who would prefer not to hear. However, isn’t this part of participating in public spaces? One doesn’t have to go so far as to strain to hear what people are saying to analyze and/or enjoy human conversation. Why not listen to the lives of others? Doing so can be a lot more interesting than “reality TV” that is heavily edited and scripted.

A final thought: I wonder how many people read this commentary and then think how nice it is to drive themselves to work and elsewhere. No nosy people nearby then, particularly if you have tinted glass…

Study: self-driving cars would be expensive but would save lots of lives, money down the road

A new study suggests self-driving cars would have a lot of benefits:

If 90 percent of vehicles were self-driving, as many as 21,700 lives per year could be saved, and economic and other benefits could reach a staggering $447 billion, said the study, a copy of which was provided to The Associated Press…

For example, the passenger compartment may be transformed as former drivers safely work on laptops, eat meals, read books, watch movies and call friends. And cars that can be programmed to pick up people, drive them to their destination and then park by themselves may change the lives of the elderly and disabled by providing critical mobility.

Once a critical mass of self-driving cars is on the road, they can start “platooning” — driving closely together but keeping a steady distance between each other without the fuel-burning, time-wasting, stop-and-go typical of traffic congestion. That could smooth traffic flows, reduce commute times and increase highway capacity.

Government research indicates driver error is likely the main reason behind over 90 percent of all crashes. Over 40 percent of fatal traffic crashes involve alcohol, distraction, drugs or fatigue. But self-driven vehicles wouldn’t fall prey to such human failings, suggesting the potential for at least a 40 percent reduction in fatal crashes, the study said.

Who doesn’t like safety, saving money, and reducing the stress of driving? If more companies produce such cars and they become legal as well as widely accepted, it will be interesting to see how quickly prices might drop.

I wonder at the efficacy of self-driving cars if they only constitute a small number of cars. While they would still allow drivers to do other things in the car, they wouldn’t quite be as safe until a majority of cars are self-driving. It seems like the benefits rise at a steep curve: a few self-driving cars won’t help much but having 90% self-driving cars would be transformational.

I also am curious to know whether there would be people who would oppose self-driving cars because they can perpetuate car culture in the United States. If peak oil is not near and self-driving cars make driving safer and easier, might Americans have cars for centuries?

The “trick or treat index” for metropolitan areas and Chicago neighborhoods

In a ranking sure to bring in some Internet traffic, Zillow has put together a “trick or treat index”. The top ten cities: San Francisco, Boston, Honolulu, San Jose, Seattle, Los Angeles, Chicago, Washington D.C., Portland, and Philadelphia. You can also see the top neighborhoods for these cities. Here is what goes into the index:

Zillow takes numbers seriously, even when it comes to trick or treating. Taking the most holistic approach, the Trick-or-Treat Index is calculated using four equally weighted data variables: Zillow Home Value Index, population density, Walk Score and local crime data from Relocation Essentials. Based on these variables, the Index represents cities that will provide the most candy, with the fewest walking and safety risks.

A brief and clear explanation. The index includes four equally weighted factors: the price of homes (giving some indication of the wealth in the neighborhood), density (how many people/households are available to go to for candy), walkability (can easily walk to more candy locations), and crime rates (safety while trick-or-treating). All of this presumably adds up to identifying the best places to get candy: wealthy people are likely to give better candy, there are more households within a short walk, and it is safe. But, why don’t we get the actual ratings in these four categories for the top cities?

It is probably not worth anyone doing a serious research project on this but it would be interesting to crowdsource some data from Halloween to see how this index matches up with experiences on the ground. In other words, does this index have validity? This seems like a perfect Internet project – think GasBuddy for Halloween candy.

Want better crash test ratings for your car? Have a trunk in the front

The latest model from Tesla Motors received high marks in crash-test ratings. What is the secret to the safety of this electric car?

The luxury electric sedan earned an overall safety rating of five out of five stars from the federal agency, Tesla announced Tuesday. It also earned at least five stars in every category, a feat that puts it in the top 1 percent of cars tested by NHTSA…

Because the $70,000-plus electric car does not require a large gasoline engine block, there is added room in the front of the car for crumple zones, which absorb energy from front-end collisions. The motor is only about a foot in diameter and is mounted close to the rear axle, away from the most common impact zones. The car’s front section is instead used as a second trunk.

“A longer crumple zone means there’s a longer period of time in which the crash is unfolding,” said Russ Rader, a spokesman for the Insurance Institute for Highway Safety, which has not yet tested the Model S. “The vehicle can slow down over a longer period of time, which benefits the people inside.”

In its press release, Tesla compares it to a diver jumping into a pool of water from a tall height. “[I]t is better to have the pool be deep and not contain rocks.”

Didn’t more cars in the past have the engines in the rear? This idea could prompt all sorts of government action: why not require, or at least strongly recommend, the front of the car should not have an engine for safety reasons? Perhaps Tesla is doing some other interesting things with their design to minimize crash damage but this seems like an “easy” fix to the number of injuries and fatalities in cars each year.

Discussing the dangers of retention ponds in Naperville

Retention ponds are plentiful in suburban developments as a means to handle excess water. But, officials in Naperville may soon look at regulations for retention ponds after a 6 year old recently drowned:

The pond, near the Glenmuir Luxury Rental Homes complex where Amer lived, reaches about 10 feet at its deepest point and is one of more than 200 bodies of water in Naperville — many of them man-made ponds created in recent decades to ease flooding when subdivisions were built, Naperville Fire Chief Mark Puknaitis said.

“Most of the ponds don’t have fencing or barriers,” Puknaitis said. “It’s highly impractical to do that with every pond. Even if you did, there’s nothing stopping somebody from scaling it.”

Several city council members agree that requiring fencing isn’t the best way to prevent future tragedies.

While fencing may seem an obvious way to prevent children from getting too close to retention ponds or falling in, Novack said there is a stormwater management reason not to install them: they block the flow of water during floods and slow the drainage process.

When single-family homes are constructed in the sprawling American manner, retention ponds are a necessity. Developing land and building homes often involves flattening land and disrupting the natural drainage. This is particularly an issue in swampier or low-lying areas where water already collected. They are so common that they are a ubiquitous “natural” presence that are often used as play areas or places to walk dogs. But while these ponds may seem natural, they are a carefully constructed part of the suburban infrastructure.

However, there are means by which to make retention ponds safer:

She said the recent trend toward letting natural vegetation grow along the shores of ponds helps to keep people — and Canada geese — away from the water and could contribute to increased safety.

So could using streams landscaped with native plants instead of large ponds to store water, Brodhead and Novack said.

In other words, it might take a little extra planning or effort but there are ways to “naturalize” the drainage. Communities could require developers to utilize these methods around retention ponds. And even if accidents in ponds are rare, it is hard to argue against safety in suburban settings.

NHTSA asks states to wait on driverless cars

The federal government is asking states to wait on approving self-driving cars for general use until more research can be conducted:

The National Highway Traffic Safety Administration unveiled new recommendations to states for self-driving cars, urging them to be used only for testing and to require safeguards to ensure they can be taken over by a driver in the case of a malfunction.

NHTSA also said it was embarking on a four-year research effort on self-driving or autonomous vehicles as it considers requiring features like automatic braking, in which the car takes action to prevent crashes.

“We believe there are a number of technological issues as well as human performance issues that must be addressed before self-driving vehicles can be made widely available,” NHTSA said in its 14-page automated driving policy statement. “Self-driving vehicle technology is not yet at the stage of sophistication or demonstrated safety capability that it should be authorized for use by members of the public for general driving purposes. Should a state nevertheless decide to permit such non-testing operation of self-driving vehicles, at a minimum, the state should require that a properly licensed driver (i.e., one licensed to drive self-driving vehicles) be seated in the driver’s seat and be available at all times in order to operate the vehicle in situations in which the automated technology is not able to safely control the vehicle.”

NHTSA says as self-driving cars improve, they will reconsider. NHTSA says self-driving cars being tested in California, Florida and Nevada by Google and Audi of America should have the capability of detecting that their automated vehicle technologies have malfunctioned “and informing the driver in a way that enables the driver to regain proper control of the vehicle.” The Michigan Legislature is also considering allowing self-driving car testing…

Safety on the roads is an important concern but I’d be interested to see how much testing it might take for the government to approve self-driving cars. And, even if the safety appears to works out fairly quickly, will it take more time to reassure the public that such cars are safe?

It would also be interesting know how alert drivers are going to have to be while not driving. If the driver needs to be alerted to retake control, how relaxing is not driving going to be?

An English town that got rid of its traffic signs and lights sees improvement in street life

This idea is not unknown but it is still highly unusual: an English town recently removed all of its traffic signs and lights.

The village of Poynton in the U.K. has undertaken one of the most ambitious experiments to date in this type of street design, whose most prominent advocate was the Dutch traffic engineer Hans Monderman. Variations on the shared-space model have been implemented in other European cities since the early 1990s, but never before at such a busy junction. Poynton’s city leaders sought the change because the historic hub of their quaint little town had become a grim and unwelcoming place…

The project didn’t come cheap, costing about $6 million. Engineers completely reconfigured the intersection at the center of town, replacing a traffic light with two “roundels” that cars must negotiate without the guidance of traffic signs. Pavements of varying colors and textures are the only signal as to which type of road user belongs where.

It was a controversial move for the community of some 14,000 people, which lies about 11 miles from Manchester in the northwestern part of England. Now, a year after construction wrapped up, a video called “Poynton Regenerated” makes the case that the shared space scheme maintains a smooth flow of traffic while simultaneously making the village center a more attractive and safer place for pedestrians, leading to increased economic activity downtown…

In the “Regenerating Poynton” video, several people who admit to having been skeptical of the plan say that after it was put in place, they came to see it as a dramatic improvement. A local city councilor says that the main street no longer seems like a dying place, as it had for years before the change. Some 88 percent of businesses in the area are reporting an increase in foot traffic, and real estate agents say they’re seeing new interest in buying property in the area.

The social interactions that result from shared space — eye contact, waves of thanks, and the like — are one of the main selling points for advocates.

What is most interesting about this presentation is that it is less about safety, and traffic crashes do tend to go down when measures like this are taken, and more about how it can improve street life. When motorized vehicles are no longer privileged on the streets in the ways that they are in most communities, street life can be more open and lively. So, perhaps we will see more people in the coming years selling this plan more as a viable redevelopment option rather than a safety concern.
