Gallery of 2010 Smart Growth award winners

“Smart growth” is a popular term. It typically implies an antidote to sprawl and a quest to construct or design more people-oriented, mixed-use, and sustainable places. Here is a gallery of images that show the winners of the EPA’s 2010 Smart Growth Achievement award. Read more about the award winners (and see some more pictures) in the EPA’s explanation of the award and the winners.

These look like attractive places. One of the projects was described as “an outdoor public living room” while a number of the other projects reduced the barrier between people and streets.

It is interesting to note that these winners were all in large cities (New York City, Baltimore, Portland, San Francisco) or in small towns (a corridor of Maine communities). Were there any suburban places in the running for this award?

Rationale for ban against future fast-food restaurants in South LA

Earlier this week, Los Angeles developed some new restrictions for new fast-food restaurants:

New fast-food restaurants in South Los Angeles will be banned within a half mile of existing ones under an ordinance approved Wednesday by the City Council.

The law includes other restrictions on stand-alone eateries, the Los Angeles Times reported. They include guidelines on landscaping, trash storage and other aesthetic issues.

Similar limits are in place in other LA neighborhoods. The council imposed a moratorium two years ago in southern Los Angeles.

Is this an example of the government telling people what they can or cannot eat? Is this example of a government limiting business or jobs opportunities? The rationale for these new regulations is interesting:

The goal of the restrictions is to encourage the development of stand-alone restaurants and grocery stores.

“For a community to thrive, it is important to have balance, a full variety of food, retail and service providers,” said Councilman Bernard C. Parks, one of the sponsors of the ordinance.

The ordinance includes exemptions for fast-food restaurants in mixed-use developments and shopping malls and for existing restaurants planning to expand.

These sorts of rules are not unusual in communities. How does this differ from a suburban community that decides it won’t allow any more banks in its downtown? Or communities that have restrictions against tattoo parlors? Both banks and tattoo parlors create jobs and bring in some sort of tax dollars. If the City of LA wants to promote other kinds of development, this seems like a reasonable rule that doesn’t force out already existing stores but limits their future growth.

At the same time, the issue of fast food seems to bring out passionate arguments from people. Do we have a “right” to fast food restaurants? A lot of critics of sprawl argue that fast food restaurants represent the worst of sprawl: they are completely dependent on the automobile, the food is cheap, mass-produced, and not healthy, and the restaurants and their signs are garish advertisements for multi-national corporations who couldn’t care less about local communities. Others argue that we should be able to eat what we want when we want.

In Los Angeles, they seem to have made a decision about promoting other kinds of development. Communities make decisions like this all the time, depending on factors like tax revenue and what goals or values they wish to promote.

Quick Review: Radiant City

I’m always on the lookout for movies having to do with suburbia. I recently ran across Radiant City at a local library and found that it had earned some recognition at film festivals (including the 2006 Toronto Film Festival). Here are my thoughts on this 2006 “mockumentary” set in the suburbs of Calgary:

1.If you have read any critiques about suburbia, you are likely to see it discussed in this film: sprawl, too many cars that everyone is dependent on, lack of community where no one knows their neighbors, too much private space and not enough public space, no activities for teenagers, a lack of mass transit, health issues (obesity), a lack of walkability, big box stores, wasted land, the solution of New Urbanism, and on and on.

1a. A number of anti-sprawl experts (or “stars”) are featured including James Howard Kunstler and Andres Duany.

1b. There are a number of “statistical interludes” throughout the film that deliver facts about the horrors of suburbia.

2. The film tries to set up fictional family storylines to follow. I didn’t find any of these to be compelling as it seemed like the characters were simply there to break up the facts of the documentary. One of the storylines, of a father who is acting in a satirical musical about suburbia, is particularly obvious.

3. The many shots of the Evergreen neighborhood outside of Calgary are both beautiful and jarring. The homes featured in the films are on the edges of suburban development so there are plenty of open fields (mostly dirt), empty lots filled with construction equipment, single-family homes built very close to each other, concrete sounds barriers and highways that cut off views and walking, and beautiful skies (we are told at one point that the mountains are off in the distance – you could see them if the guy next door would open his front door so you could see through his house).

Overall: you can find the same critiques in many other places. I don’t think the fictional storylines added much as the main point seemed to be the commentary of the experts and the statistics that are meant to get viewers to question their assumptions about suburban living. If you already are opposed to sprawl and suburbs, your likely to find this film preaching right to you.

(This film was well-received by a limited number of critics at RottenTomatoes.com: the movie is 93% fresh with 14 out of 15 positive reviews.)

Suburbs and cities in the 2010 elections

Joel Kotkin argues that suburbs are the primary battleground in the 2010 elections and Democrats are behind because they are trying to push urban strategies:

In America, the dominant geography continues to be suburbia – home to at least 60 percent of the population and probably more than that portion of the electorate. Roughly 220 congressional districts, or more than half the nation’s 435, are predominately suburban, according to a 2005 Congressional Quarterly study. This is likely to only increase in the next decade, as Millennials begin en masse to enter their 30s and move to the periphery.

Nationally, suburban approval for the Democrats has dropped to 39 percent this year, from 48 percent two years ago. Disapproval for President Barack Obama is also high — nearly 48 percent of suburbanites disapprove, compared to only 35 percent of urbanites. Even Obama’s strong support among minority suburbanites, a fast-growing group, has declined substantially.

Kotkin suggests two particular sets of ideas are behind this: suburbanites are not happy with the economic problems and Obama has pushed a more urban agenda (including suggesting that sprawl is not desirable).

Kotkin is on to something about a different political culture in suburbia. Numerous scholars have pointed this out: suburbs are not necessarily Republican but they do have unique concerns including not just keeping their homes but having them increase in values, desiring a more prosperous life for themselves and their children, keeping “threats” at bay, and limiting taxes. It can be tough to sell large changes to suburbanites when they feel that their money or resources are being taken away and used for other people. The political shift in America began in earnest in the 1960s as the growing number of suburbanites began to overwhelm concerns from other areas.

Though Kotkin suggests Obama has a more urban agenda, I think he hardly has strongly pushed for city life or city concerns. Even with the economic crisis, the primary focus has still be on the middle class (and perhaps some on the working class). Obama’s ideas about sprawl are not unusual, particularly among policymakers and academics. Perhaps voters tie Obama himself to the city with his Chicago mansion and seemingly strong ties to Chicago political operators?

But this shift toward the suburbs applies to both political parties: America is a suburban nation. And that suburbia is growing more and more diverse.

New Urbanists explain side effects of sprawl

Two New Urbanists, Andres Duany and Jeff Speck, argue that sprawl contributes to two more issues that some might not think of: climate change and rising health-care costs (obesity and car crashes).

Planning for Los Angeles’ future

This video from CNN takes a look at some thinking about what the Los Angeles of the future will look like. If sprawl has indeed “hit the wall,” there will be opportunities to create something different.

Making art out of sprawl

The Infrastructurist comments on a story about an artist who uses sprawl and suburbia as his subject. The Infrastructurist and the story commentator suggest these images are alienating and ultimately, tragic:

The suburbs are totally self-contained, labyrinthine, and generally terrifying. The Times describes them as “static, crystalline and inorganic. Indeed, some of these streets frame retirement communities: places to move to once you’ve already been what you’ve set out to be.” We couldn’t have said it better ourselves.

I don’t think one has to see these images as tragic. A couple of possible defenses of such images (and the one The Infrastructurist has on the story is a good one):

1. These can be seen as very ordered places. Not ordered in the sense of traditional city grid ordered but they still have a logic. The streets may be more winding but these communities seem to be centered around retail centers or parks. They may even have their own kind of beauty.

2. If one already thinks sprawl is bad, then viewing these overhead shots may just be throwing fuel on the fire. However, these images can be read as the American manifestation of particular social and cultural values: individualism and privacy as built in single-family homes and suburban streets for our cars. In America, the particular expression of these values may be best exhibited in suburbs. There are other ways suburbs/sprawl could be structured to still support those values – or perhaps these commentators would suggest these values themselves should just be done away with. But that is not a problem with these images; it is an underlying issue with sprawl and suburbs.

Calculating how much transportation, and driving, costs

A new website, Abogo, offers an estimate of how much transportation costs you per month based on your address. While the estimates for driving a car may seem high, it is a reminder of how much it actually costs to maintain, insure, and drive a car. The website uses a methodology that suggests even the cheapest car, a sub-compact, costs $3,606 a year based on driving 14,000 miles (see page 7 of this pdf).

On top of the personal costs, driving has a lot of other costs including building and maintaining roads, pollution, sprawl, and time lost to congestion and traffic. Of course, it has benefits as well including freedom and privacy.

While most Americans have clearly chosen the car as the transportation of choice, we should not forget that it is a rather costly choice.

The rise of “smart growth”

Reuters reports on “smart growth” initiatives across the United States with Rockville, Maryland as a prime example. With a weakened economy, more buyers seem to prefer locations closer to downtowns where they can walk, more easily access amenities, and avoid some of the pitfalls of suburban sprawl.

Rockville’s renaissance over the past four years shows how the shift toward urban-style living has reached the suburbs. And urban planners insist the trend has legs.

Dubbed “smart growth,” the movement favors the development of a mix of housing and businesses in and near existing cities. At the same time, it discourages the Topsy-like growth of peripheral suburbs, known disparagingly as “sprawl.”

“Sprawl” is a term commonly used to describe the suburbs. It implies automobile dependence, spread out houses, strip malls, big box stores, and a lack of open space. In contrast, “smart growth” offers something different: more dense development, mixed-use development, more thought-through development principles, and a lessened reliance on automobiles.

More suburban communities seem to desire “smart growth,” particularly to help revive their downtowns. This translates into certain development goals: building around existing transportation facilities (like railroads), constructing condos and more dense residential units, and seeking to attract dining, retail, and entertainment uses that can expand a downtown from just a place to errands in during the day.
