Opposition to permanent supportive housing for the mentally ill in the Chicago suburbs

With the public discussion of mental illness in recent days, here is a look at trying to build housing for the mentally ill in the Chicago suburbs:

She would like to find a place close by, a place that’s affordable, a place that would provide independence and easy access to needed social services.

But local social service agencies and advocacy groups say that kind of housing — often referred to as permanent supportive housing — is rare in the suburbs…

Chicago-based Daveri Development Group, with help from agencies like the North/Northwest Suburban Task Force on Supportive Housing for Individuals with Mental Illness, has submitted three proposals during the past several years for supportive-housing developments in the suburbs — one in Arlington Heights, one in Mount Prospect and one in Wheeling.

Mount Prospect leaders approved Daveri’s plan in November 2011. That project, known as Myers Place, is expected to open at Dempster Street and Busse Road in the spring or summer of 2013.

The other two proposals, after encountering stiff resistance from neighbors, were rejected.

Many critics of those plans said the same basic thing: good concept, bad location.

The article goes on to talk about how several of these cases have gone to court. Despite the claims of opponents that their reactions are not based on fear, it is hard not to see this as a NIMBY situation: suburbanites living in typical subdivisions wouldn’t want such facilities near them. Saying it is a zoning issue sidesteps the problem; zoning is all about making sure different uses don’t mix and is often wielded in suburbs to protect more exclusive residential neighborhoods.

This leads to an interesting dilemma: what if the average suburbanite thinks such facilities would be good for helping deal with mental illness but no one wants to live near them?

New Yorkers who find their dream home

The New York Times looks at seven New Yorkers who worked really hard to acquire their dream home:

These people go to remarkable lengths to snag their dream home. They hound real estate agents, besiege landlords, tack notes on doors, drive doormen crazy. They plant their names on waiting lists for hard-to-access buildings. They send beseeching letters to owners, promising to be model tenants. Even if they don’t spend the rest of their days in the home of their dreams — because even the happiest love affairs sometimes wind down or crash entirely — they rarely express regrets.

There’s a reason such obsessions flourish in New York. “In this city, we’re all walkers,” said Andrew Phillips, a Halstead broker who has received his share of “Call me the second the place becomes available” entreaties. “We pass the same building again and again, we walk down the same block, and we think, ‘Wouldn’t it be great to live there?’ Being a New Yorker is being slightly voyeuristic. And as we take the same route over and over, our dreams start forming.”

The fact that demand typically outstrips supply compounds the yearning. “The available housing stock is so limited, so fought over,” Mr. Phillips said. “Plus, most people can’t afford exactly what they want. Plus everyone wants what they can’t have.”

Reading these seven stories, I was struck that each of these New Yorkers seem to have a heightened sense of space or rootedness. This means that particular locations or housing units were really important to them and then prompted them to center their lives around their home. The article suggests this could be due to the tight housing market in New York City, simnply supply and demand, but I wonder if there are other cultural factors at work. This behavior sounds like it is in contrast to many Americans – after all, 11.6% mobility over one year is an all-time low. For more mobile Americans, either they have many dream homes or they don’t have the same attachment to places. Both of these attitudes could be related to consumerism which would suggest homes are just another commodity or product. It could also be tied to a more suburban lifestyle where homes are more plentiful and the specific neighborhood might matter less than the features of the home or the idea of living the suburban lifestyle.

Argument: cities could find more revenue by taxing people who commute in

Michael Pagano details the tax revenue issues facing American big cities and proposes a solution: tax commuters for the city services they use.

Over the past several decades, municipal tax systems have changed in many ways to try and capture the revenues needed to support essential services. But most cities continue to base their tax systems on dated notions of how local economies work and what drives income growth and wealth. Cities must be given the ability to develop tax and revenue systems that match the unique characteristics of their local economies, and that allow them to diversify revenues in ways that protect them from fiscal crises.How might that request be accommodated? Tax structures should be created that link cities to their underlying engines of growth or to income and wealth, similar in design to what the property tax attempted to accomplish two centuries ago. In Ohio for example, cities tax earnings at the place of employment and the place of residence. By taxing at the place of employment, users of city services (that is, employees who physically work at a site) contribute to the resource base for service provision.

Imagine if users of city-government services actually were required to pay for the full cost of those services? Imagine household decisions on where to live that is based on their paying the full cost of services. Imagine the decision calculus by individuals who would be responsible for paying their fair share. It could be revolutionary.

I wonder if changing the tax structure in this way would only serve to push more organizations and firms to the suburbs. Take the example of Chicago cited by Pagano. In the last few years, several companies, like Motorola, have announced they are moving workers back into the city. Would changing the tax structure make them reconsider?

Is it good for suburban neighborhoods for foreclosed homes to be purchased by private-equity funds who want to rent them out?

Some neighborhoods are facing a new dilemma: how to respond to private-equity firms purchasing and fixing up foreclosed homes and then renting them out.

Similar scenarios and concerns are unfolding across Chicago and in other markets hard-hit by the housing crisis. Well-capitalized, out-of-town private equity funds are scouring neighborhoods, paying cash for distressed single-family homes and renting them out. The opportunities are plentiful, enabling investment groups to profit from low home prices, rising rents and an increase in the number of potential renters.

The transactions are returning vacant properties to active use. But they also are stoking fears among neighbors and municipalities about the long-term effect of large, private investors — including many that are operating under the radar — in their communities.

“This scares the hell out of me,” said Ed Jacob, executive director of Neighborhood Housing Services of Chicago Inc. “In this rush to say this is a new asset class, are we creating the next community development problem?…

The general strategy of the companies is the same: buy low, make the necessary upgrades, fill them with tenants and then sell the homes in three to seven years. With companies and analysts anticipating projected returns of at least 8 percent, there also is talk of creating publicly traded real estate investment trusts.

This presents quite an issue for suburbanites worried about property values (which is a top-level concern). Foreclosures are not good for a neighborhood. They tend to drag down sales prices for homes with residents because investors or buyers can try to get the foreclosures for cheaper. Foreclosures may not be maintained well so the yard and exterior appearance can suffer. Suburbanites fear such homes might also fall prey to more criminal activity.

On the other hand, renters are not typically viewed positively in single-family home suburban subdivisions. Renters are perceived to be more transient, not as concerned about the property itself or the neighborhood. Renters can be viewed as a different class of people, meaning people who don’t have the resources to settle down and buy a home. Renting might mean absentee or less-involved landlords who might still let the property become run-down.

What is the long-term verdict? I think rentals make sense in a lot of suburban neighborhoods. Without buyers willing to pay good money for homes, it is better for a community to have people consistently in the homes than to have series of foreclosures. The situation could be made a lot better if the landlords and/or rental investors are good landlords who make efforts to help the neighborhood. As the article notes, different communities can also look into the matter and see how they want to respond. I would guess most communities and neighbors hope the rental properties again become owned homes but this will take some time for housing prices to climb again.

Sprawling suburbanites are out of touch with nature

The author of a new book about sprawl and wildlife describes the connection suburbanites have to nature:

Sprawl in my book consists of suburbs, exurbs, and rural areas where people reside but don’t farm for a living. They live in all kinds of houses, in or out of developments, in small dwellings or McMansions on five acre lots, in second homes, weekend places and recreational farms. I call the latter group “toy farmers.” They dabble at growing things, raising chickens or a few sheep. They keep a horse. They shop at Agway and Tractor Supply. They hire Hispanics to mow and trim and weed. Most sprawl dwellers are on the landscape but not of it.

Q: What do you mean by “on the landscape but not of it”?

A: From baby boomers forward, we’ve become increasingly disconnected from the natural landscape, even the adulterated one where we live. Unlike our grandparents, most of us no longer have the stewardship skills needed to manage the ecosystems around us. Many of us don’t want them managed at all. These people want nature to take its course — even though they are managing the landscape around them like crazy by living in it. And we don’t have the time to deal with it. We spend 90 percent of our time indoors — in houses, offices or cars. We get our nature from movies and TV, now piped into digital screens. We see films that have been edited to make wild creatures behave like pets or people.

Q: What’s the connection between sprawl and wildlife?

A: The 19th century conservationists didn’t conceive of sprawl. How could they? No one had lived like this before. Some people say that in sprawling out, we encroached on wildlife habitat and, therefore, the problems are the fault of us not wild creatures. It’s true, we encroached, mainly into old farm land. But that’s only half the story. In fact, wildlife encroached right back. Lots of species adapted with surprising ease to life in the sprawl, to living around people.

Sounds about right: nature via televisions, iPads, and looking out the window.

There is a complicated history behind the suburbs and nature. In the 1800s, the suburbs were seen as a place where residents could return to nature. Cities were seen as anti-nature with their dense collections of people, factories, and infrastructure. In contrast, the suburbs offered lawns around single-family homes set back from the streets, nearby parks, and winding streets that minimized the visual impact of development. A classic example of this is Llewellyn Park, New Jersey. Yet, the nature in the suburbs was carefully controlled. Lawns were manicured and landscaped as were many parks.

In the mass suburb era after World War II, nature took a backseat to development. You can find many pictures of subdivisions being prepared for construction where the ground has been flattened and trees flattened. Starting around the early 1970s, new planning techniques tried to reclaim more land in subdivisions by clustering development. New planning paradigms like New Urbanism have incorporated talk about sustainability and responsible development. However, having more suburban open space also means this space still tended to be highly controlled. Sunsets can beautify the suburbs and McMansions

I was amused to run into this Flickr/Instagram photograph of a beautiful sunset over a subdivision of suburban McMansions. The tag on the photo: “Suburbia has awesome sunsets too | #shareyoursunset #sky #McMansions.”

This short commentary can be tied to how suburbs are often portrayed. The suburbs are often caricatured as bland or ordered in a mass-produced way or messy places but rarely as beautiful. Even though the suburbs were originally intended to be a way to combine nature and residences (particularly compared to the dirty cities of the Industrial Revolution), this idea has been lost today. The newest subdivisions tend to be flat places where the existing trees and topography have been leveled for human residences. (However, it is interesting to look at older subdivisions, say those built in the two decades after World War II, and see their more mature trees. Are these neighborhoods now more beautiful simply due to the passage of time?)

This also goes beyond nature. Think of popular culture depictions of suburbs that tend to have a similar storyline: “this suburban family/street/community looks put together but once you dig below the surface, you find all sorts of flaws.” (This is not just limited to suburban stories.) Outside of home interiors (often the focus of magazines and television shows), where is there beauty in suburbs?

Yet, the sky is not completely obscured by suburban subdivisions so perhaps for just a few moments, the suburbs too can be a place where natural beauty is revealed.

When one suburban mayor gets upset with a neighboring suburban mayor

Interactions between suburbs can get interesting, particularly if a business opens with which two suburbs would like to be associated:

All that having been said, some things still stick in your craw. Some things keep happening again and again, and every single time they make you see red, and the sense of frustration just lingers. I was chatting with David Harding at the rededication of Kiwanis Park by the Warrenville Park District when he mentioned that he got an invitation to the grand opening of a new business on Weaver Parkway in Cantera, and the special guest of honor to cut the ribbon was George Pradel, the Mayor of Naperville. David was annoyed by this, as he knew I would be, and he was kind enough to email to me the information later. Sure enough, the Mayor of Naperville was welcoming a new business to Warrenville and the Mayor of  Warrenville had not even been invited to the event!

As you might imagine, as your Mayor, this kind of stuff really bugs me. It seems to be localized, and principally affects businesses in Cantera on our border with Naperville. Warrenville’s Cantera development is first class, so naturally businesses find it attractive and locate there. But, for marketing purposes, the Naperville name carries more weight, so people do their best to play up the Naperville connection and minimize the Warrenville address. I have seen hotel shuttle busses for Warrenville hotels with “Naperville/Warrenville” featured prominently on their sides. Of course, I think that should be “Warrenville/Naperville”, and it sets me off every time I see one, but I get it.  Business is about positioning for maximum success. You can’t blame a business, especially given current conditions, for trying to leverage, what is to them, every marketing advantage. And, bottom line, what is most important to the community is that our businesses prosper and stay around for a long time. If they find it necessary to fudge things a little to appear to be in what they see as a more lucrative market, I suppose that is a small price to pay.

But this new business still got a letter from me. I can assure you it was a respectful and polite statement that we were disappointed that they apparently didn’t feel it was inappropriate to invite the Mayor of another community to cut their ribbon as they opened their new business here in Warrenville, and a reminder that Warrenville is proud of who we are and we hope they are as happy to be here as we are to have them here. Thankfully, each time I have to write one of these letters, Ana talks me back from the edge, and proves to be a most prudent editor.

I won’t tell you the name of this latest new business. I’m sure they meant no disrespect, and that they are good folks. Also, I don’t think it would be a good idea if a couple hundred angry Warrenville citizens arrived at their front door some evening with blazing torches held high, bearing buckets of hot tar and sacks of feathers, loudly inviting them to relocate to the community that they apparently prefer with an offer of help to do so, although I must confess, this image is appealing. No, Warrenville will take the high road, as we always try to do. That’s who we are. Besides, what goes around comes around. Just the other day, I passed a shuttle belonging to a Naperville hotel that had “Chicago/Naperville” prominently featured on its sides.

I found this amusing. But, there are some deeper issues here:

1. Naperville is the big, successful suburb. Not only does it have lots of people, a vibrant downtown, and good schools,it has done so in large part because of a thriving business community that has provided a lot of good jobs. Warrenville, on the other hand, is a smaller community of over 13,000 people that has less wealth and prestige.

2. Warrenville finally incorporated in the 1960s to be able to control some nearby land and not have it all fall into the hands of Naperville.

3. It does seem a bit odd for the business to invite the mayor of Naperville and not the suburb in which it actually located. If they wanted to be attached to the idea of Naperville, why not actually locate in Naperville? There has to be a good reason they located in Warrenville.

4. I’m not sure what the mayor of Warrenville achieved in this statement to the public. That he is willing to stick up for Warrenville? That Warrenville deserves some attention as well? Warrenville is not going to become Naperville and would probably say it doesn’t want to…so what purpose does this serve?

More California communities looking to outsource certain municipal services

Here is an update on a developing story: more California communities are considering outsourcing municipal services.

The San Bernardino City Council on Monday will consider a recommendation to seek a proposal from the San Bernardino County Sheriff’s Department on what it might cost for a contract. San Bernardino filed for Chapter 9 bankruptcy protection on Aug. 1.

Maywood in 2010 disbanded its police department, which had faced a myriad of lawsuits and reports of excessive force, and enlisted the county to patrol its streets. In an effort to close a $450,000 budget deficit, the city also laid off all its employees and contracted with the neighboring city of Bell to provide public services such as finance, records management and parks and recreation…

The central California cities of San Carlos, Half Moon Bay and Millbrae have also disbanded their police departments and contracted with their county sheriff over the past two years.

Fullerton debated the decision in August, but ultimately decided to stick with its own police officers.

Baldwin Park officials are waiting for the extensive second phase of its study, which could take up to six months, before making their decision on the controversial proposal. Among other things, it will look at the qualifications of Baldwin Park’s police employees and determine whether they would be able to transfer to the Sheriff’s department.

Two responses come to mind:

1. Outsourcing certain services may relieve local budgets but wouldn’t this eventually strain county-level budgets? And if so, won’t there be some way that counties then start asking for more money back from municipalities or individual taxpayers? This would seem to best work with smaller communities, say under 10-20,000 residents, who have to pay a lot just for start-up costs for services like police and whose addition to county rolls wouldn’t be too burdensome.

2. One question residents could ask about outsourcing is whether the level of municipal services will remain the same. Say a community outsources their police services to the county sheriffs; would the county have the same response time and be able to devote the same amount of energy to local issues? I wonder if the real issue in these communities as well as in many American communities is whether local residents will agree to service reductions in order to save money.

 

The three issues behind an incorporation vote in a Utah suburb

After writing earlier this week about the decisions of The Woodlands, Texas to not incorporate, here is the story of the Salt Lake City suburb of Millcreek that is considering incorporation on election day:

To supporters, a city would cobble together a few suburban neighborhoods into a more perfect union. After years of living at the whims of county codes and tax rates, residents of Millcreek said they would, for the first time, be able to keep their tax dollars inside their own borders and write their own future…

Opponents say the status quo works fine. Forming a city would heap municipal rules and expenses atop existing layers of county, state and federal bureaucracy. They say a new city would need money for lawyers, accountants, city buildings and other services now provided by the county, and ultimately be forced to raise taxes.

In 2011, an independent study said that Millcreek’s economics, population and geography would make it a “viable and sustainable” new city. But it also said the area was mostly built-out and had few new opportunities for development, raising the prospect that its expenses would outstrip the money it takes in. If Millcreek goes its own way, the surrounding county would also stand to lose $30 million in annual revenues from one of its wealthiest areas, and be forced to cut services or raise taxes on other residents.
If the measure fails, some residents say they are worried the community will be torn apart. At a time when city budgets are strained, they say that Millcreek’s Home Depot, its for-profit hospital and supermarkets would make ripe targets for annexation by nearby cities.

It sounds like there are a few issues present. First is the issue of revenues. Could an incorporated community afford the services it would be expected to provide? Would it increase the local tax burden, something many suburbanites abhor. Second is the issue of annexation. Incorporation typically provides a community more protection against adjacent communities annexing land. this article suggests what is most at stake are revenue sources such as retail and commercial establishments and perhaps job providers as well.

Though not stated here, I imagine there is also a third issue: the tension between individualism and communitarianism that is often present in American suburbs. On one hand, the suburbs offer homeownership, small parcels of land, the idea that individuals have a little space in which to live their own lives. On the other hand, suburbs, even unincorporated ones, require services such as roads, sewers, schools, police and fire protection, and more that is more easily realized when people pool their resources (tax dollars). Can you have a fully developed community life if individualism wins out? Is community, not just services but also strong and weak ties to neighbors and others in the community, desired by a majority of American suburban residents?

Quickly, some Census statistics about Millcreek: it has just over 62,000 residents; the median household income is $57,385 (about $1,000 above the median for Utah), is 87.2% white and 8.4% Latino, and 41.9% of adults have a bachelor’s degree.

One other note: the article suggests “the election here next Tuesday is a fight about what happens as America’s suburbs grow up.” This is a typical phase that many suburbs go through though it is a bit unusual, as it is for The Woodlands, for a community to grow so large and still not be incorporated.

Seeing low-density Nashville as well as its revived core on TV

Nashville may be about country music but it also provides some views of sprawling Nashville:

Nashville remains one of the lowest density cities in the United States, and both film and series rove widely over its suburban homes and scattered music venues. ABC’s principle location, the Bluebird Cafe, occupies a strip mall in traffic-snarled Green Hills, surrounded by chain retail and McMansions. Reyna James lives in snobbish Beale Meade, a former plantation turned moneyed bastion that pointedly excluded the music community in the 1970s. Then country was considered the music of loud and ugly bumpkins. But as legendary Nashville producer Tony Brown observes: “Money can kinda pretty you up.”

Sprawl now competes with new urban designs in Nashville. Employing soaring aerial views, the series’ opening sequence scans acres of wooded hills and pasture, within which are carved oases of development, including the Opryland Hotel, the Mall in Green Hills and the Belle Meade estates. But no longer is Nashville a city without a center. The camera circles the downtown’s middling skyscrapers, zeroing in on Nashville’s resuscitated heart, the 120 year-old Ryman Auditorium, a former tabernacle and “the Mother Church of Country Music.”

One thought while reading about the changes in Nashville and how it is portrayed on Nashville: TV and movies tend to show the “high points” of urban and suburban life. In other words, we tend to get sweeping shots of urban cores that show off tall buildings and lights. When showing suburbs, we tend to see big houses and well-kept lawns. Both sets of images tend to promote a more glitzy image. What we tend not to see is the more mundane aspects of suburban and urban life. In the suburbs, you don’t see much of the big box stores or strip malls or fast food joints or local institutions like churches, schools, and civic buildings. (I’m also thinking here of Modern Family – we don’t see much of their actual community as most of the action takes place inside of several large houses.) In the city, we don’t see “normal” neighborhoods but tend to see neighborhood hangouts, which always tend to look like nice bars or coffee shops, as well as cool apartments or condos. Perhaps “normal life” is too boring for these story lines but movies and TV shows aren’t exactly providing an honest image of places.
