Six predictions for American suburbs in 2012

Since this is the time of year for predictions, here are my six broad predictions for American suburbs in 2012:

1. The suburbs will continue to be the space of choice for Americans even as critics argue they are bland, environmentally untenable, and ultimately unsustainable.

2. At the same time, because of the economic crisis, continuing trends in design, and different tastes among Millennials and retiring baby boomers, suburbs will be pursuing denser projects with more certain long-term outcomes.

3. Many suburbs and other local taxing bodies (school districts, etc.) will struggle to find revenue. The budget deficits at the federal and state levels will continue to trickle down. Many communities will struggle to fund basic services.

4. Minorities, immigrants, and lower-class residents will continue to move to the suburbs and more strongly challenge the image of suburbs as lily-white havens. Some suburbs will struggle to adapt. Wealthier suburbs will continue to look for ways to limit these changes.

5. The issues of funding and revenues will trump concerns like providing social services for new populations, being environmentally-friendly, and providing affordable housing. Some will argue these communities would likely stonewall these concerns regardless.

6. Regarding single-family homes: McMansions will continue to be disparaged, the size of the average new home will drop again, the problems with foreclosures will continue, the President and Congress will continue to express how the single-family home is the foundation of the American Dream, and affordable housing will still be unpopular.

(Note: I’ve written about these trends throughout 2011 and I plan to keep writing about them in 2012. While these predictions are somewhat vague, it is difficult to describe trends across all suburbs as they are a varied lot.)

Part of the appeal of “It’s a Wonderful Life”: geographic stability

In a number of ways, It’s a Wonderful Life is a classic American holiday tale: George Bailey fights the big banker, the importance of family is stressed, and people pursue single-family homes in new subdivisions. But one scholar suggests another dimension is appealing to people today: the geographic stability of characters in the movie.

Part of the appeal today of the “It’s A Wonderful Life” story may be the geographic stability that the film depicts.

Sparks pointed to research reported in 1943 in the Journal of Sociology that 75 percent of the couples to be married in New Haven, Conn., and Philadelphia lived within 20 blocks of each other while growing up.

He said that’s essentially the lifestyle reflected in the movie’s setting, Bedford Falls — a fictionalized town where people were born, grew up, raised families and lived out their lives.

“The relationships you formed in Bedford Falls were for life,” Sparks said. “This is in stark contrast to the way we live today, and I think that most of us sense that as we have become more mobile, we’ve lost something.”

There is an intimacy among the characters of the film that is appealing to some viewers, and George Bailey is even brought back from the pit of despair after seeing how his absence would negatively affect both his family and his friends. The interesting suggestion here is that these relationships are embedded in a particular geographic context that matters. George is known around the town and he fights for a better community, not just for the people he knows. This is most tangibly demonstrated by the conflict George has with Mr. Potter, the banker. George simply wants to offer residents of Bedford Falls a taste of the American Dream (which looks much like the post-war suburbs) with cheap rent. To state it in a slightly different way, it’s not just the relationships that are important but the space they help make and are shaped by.

Another way to think about this would be to imagine trying to make a movie with these themes today. Movies about relationships are not unusual. However, is it plausible to put George Bailey within a 2011 community that has such tight relationships? Without focusing on some small group or subculture, how many movies present truly interconnected relationships within communities? Most movies about the suburbs or small towns tend to focus on dysfunction. I have little doubt that academics have contributed to this image by decrying the blandness, striving, and hidden lives of suburbanites.

While It’s a Wonderful Life may seem like it is from a very different era, Americans have expressed a desire to live in small towns. A 2009 Pew survey found that while suburban Americans were most satisfied with their communities, 30% said they would prefer to live in small towns versus 25% in suburbs, 21% in cities, and 21% in rural areas. Of course, the boundaries between these different types may be very different in the minds of Americans, and within the Census boundaries, one might be able to find all four types within a metropolitan region.

“Arrival cities” see immigrants moving to cities and suburbs

Immigrants to Sydney, Australia, an “arrival city” as termed by a Canadian journalist, are moving to the city and its suburbs:

London, New York, Los Angeles, Paris, Toronto, Mumbai, Istanbul, Jakarta, Shenzhen and Sao Paulo led the list, but Saunders writes that Sydney is on the cusp of this transition, a place where “the people renting the apartments and buying the houses and running the shops are mainly former villagers”.

The ”arrival city” is not so much the city as a whole but a ring of post-war suburbs, old enough to be a bit run-down but not old enough to be historic and charming, and usually far from the CBD…

Saunders studied rural-to-urban immigration in 20 cities on five continents and found that, despite the rhetoric of anti-immigrant populists, the clustering of migrants into particular suburbs brings more benefits than problems because the neighbourhoods often become centres of economic activity. In short, ethnic ”ghettos” are good…

Professor Phillip O’Neill, of the urban research centre at the University of Western Sydney, says Campsie, Lakemba and Punchbowl are also classic “arrival city” suburbs, where the gritty facades belie thriving neighbourhoods.

From what I can gather from this article, the new book Arrival City hints at a major trend in the United States and perhaps Canada and Australia: immigrants are commonly moving to suburbs, not just to ethnic neighborhoods within the big city. Attracted to wealthy metropolitan regions because of jobs and opportunities, more and more immigrants are going straight to the suburbs. This commonly occurs in inner-ring suburbs but can also occur in suburbs far out from the central business district.

This trend of immigration to the suburbs has been noted in the United States within the last decade. This can lead to a couple of concerns. One, it is a reminder that not all suburbs are wealthy and white; rather, some suburbs are “a bit run-down” which means they are generally cheaper and are good starting points for new immigrants. It is easy for commentators to generalize about all of suburbia but this new trend suggests this is not terribly accurate. Second, suburbs have to adjust to new populations. This might include changing school curriculum, thinking about the character of the suburb, and figuring out who can provide certain social services.

One thing that this article does not address: the movement of wealthy immigrants, such as those who might live in “ethnoburbs,” and how this immigration pattern looks different from that of more unskilled immigrants.

Improving suburban roads in Montgomery County

The suburbs are full of roads. But, as many have noted, these roads are primarily built for the fastest automobile speeds between Points A and B. Montgomery County, Maryland has put together a plan to improve their roadways:

As a result, Montgomery has actually been in the business of “retrofitting” or “repairing” the suburbs (very gradually, to be sure) since before planners began to call it that. Now, it has undertaken a pilot study on two stretches of roadway in the county to evaluate the use of green infrastructure – strategically placed vegetation and other methods that reduce polluted runoff by using or mimicking natural hydrology – along with measures to better accommodate pedestrians and bicyclists. One is an arterial road that goes through residential areas, the other a wide commercial street. Both showed there was much potential, and Montgomery is now planning to integrate more environmental features into its streets…

Note that the changes are not extensive, for the most part, but incremental: subtle narrowing of traffic lanes to slow auto speed; plantings in medians, along sidewalks and in parking lots to capture and filter rainwater; bike lanes and wider sidewalks to accommodate non-motorized users; striping to mark a people-first pedestrian lane where a sidewalk may not be feasible…

There’s a lot to like about Montgomery’s initiative, including that it brings together three relatively new and successful – but often independently successful – lines of sustainability thinking and planning: redesigning suburbs; green infrastructure; and “complete streets” that accommodate all types of users. It reminds us that the greatest potential for sustainable communities lies with the integration of ideas and purposes. I hope this kind of initiative continues to catch on.

This seems to include a number of techniques New Urbanists have talked about for years.

What I like best about this is that it is hard to argue against these changes. Generally, busy roads are either nondescript or unattractive so these changes help improve the aesthetics. Runoff is a common suburban problem and no one likes having to drive through big puddles. Carving out space for other users of the roads would appeal to a lot of people (as long as the bikers and drivers can get along – not a guarantee in some places). And this should be safer as we know that narrower roads tend to slow drivers down.

The only problem that I could envision: how much do these subtle but helpful changes cost? It might be a good amount of money upfront but then reduced costs (and perhaps even savings?) down the road (fewer accidents, fewer cars on the road so less road maintenance, etc.). Are taxpayers willing to pay to improve already pretty good roads (generally defined as very drivable and fast)?

It will be interesting to see how this plays out and how much they expand the program.

Seeing traffic and congestion as a sign of success

While some might generally consider traffic and congestion to be negative (see examples here and here), here is an alternative argument: traffic and congestion are one sign of urban success.

Congestion, in the urban context, is often a symptom of success.

If people enjoy crowded places, it seems a bit strange that federal and state governments continue to wage a war against traffic congestion. Despite many hundreds of billions dollars spent increasing road capacity, they’ve not yet won; thank God. After all, when the congestion warriors have won, the results aren’t often pretty. Detroit, for example, has lots of expressways and widened streets and suffers from very little congestion. Yet no one would hold up Detroit as a model.

After all, congestion is a bit like cholesterol – if you don’t have any, you die. And like cholesterol, there’s a good kind and a bad kind. Congestion measurements should be divided between through-traffic and traffic that includes local origins or destinations, the latter being the “good kind.” Travelers who bring commerce to a city add more value than someone just driving through, and any thorough assessment of congestion needs to be balanced with other factors such as retail sales, real estate value and pedestrian volume…

This doesn’t mean that cities should strive for congestion, but they should recognize that traffic is often a sign of dynamism. Moving vehicular traffic is obviously a necessary function, but by making it the only goal, cities lose out on the economic potential created by the crowds of people that bring life to a city.

Let me translate this argument into the suburban context in which I have studied. Most suburban communities would love to have thriving businesses within municipal limits. This brings in tax dollars, jobs, and a better image (a good place to do business, a vibrant place, etc.). But, for this to happen, this is going to require more people driving through and into the community. A typical NIMBY response to new development, particularly commercial property, is that it will increase traffic which threatens safety. There may be some truth to this but it is also about an image and whether the location is a residential space or something else. Additionally, many suburbanites assume traffic and congestion are city problems, not suburban problems, and therefore are unhappy when their mobility is more limited. A classic local example is Naperville: I’m not sure too many people in Naperville really desire having large parking garages in the downtown. At the same time, it is good that so many people want to come downtown and spend money. Ultimately, there are ways to limit this auto dependence and congestion in downtowns but you still need to plan for and accommodate the large number of cars.

All this suggests that there may be some contingencies regarding congestion:

1. There is a somewhere between not enough traffic and too much. These standards could be very different in different places. In quieter and smaller communities, I suspect the threshold is much lower. The character of a neighborhood or community is going to impact this decision. Perhaps there are even formulas that can predict this.

2. This is location dependent. Looking at congestion in a downtown area is very different than looking at traffic on collector roads or nearby interstates. Problems arise when transportation needs cross these location boundaries, say, when roads in a downtown are used to get to the other side of the community rather than to visit the vibrant downtown. The solutions for each location may be very different, and one size fits all policies may not be very effective.

Overall, it is unlikely that single suburbs or even small groups of suburbs can eliminate congestion and traffic on their own. It is not about getting rid of cars but rather successfully adapting spaces so that the cars are not overwhelming. We can think about ways to reduce congestion or ameliorate its occurrence in particular contexts, even recognizing that it may be a good sign.

McMansions and sprawl in New Jersey

Humorous maps seem to be all the rage (does it all go back to the Jesusland map of 2004)? A new map of New Jersey has an interesting label for Central Jersey:

A colorful map of New Jersey that went viral on Facebook on Tuesday has offended some while amusing others. It labels some areas of the state with racial stereotypes, but designates the Hudson County area as “HIPSTERS.” South of Hudson, the label is “POOR MINORITIES.” Central Jersey gets labels like “MCMANSIONS” and “LAWYERS DRIVING HYBRIDS.”…

An article on a Westfield news website credits the design to a 22-year-old Rutgers graduate who says he works for the state Department of Environmental Protection and also “works with the Geographic Information Systems, making maps of preserves and researching resource conservation.”

He says that he’s talked to people all over the state, so he has the experience to know what’s what.

To be clear, there are actually two areas in central New Jersey that involve McMansions: one is labeled “executives living in McMansions driving Mercedes-Benzes” and other is labeled “McMansions!!” Is this the best kind of exposure for a government employee these days? I wonder if anyone will object to the McMansion label – would even the people who live there object?

New Jersey is often equated with McMansions. However, I do think that the blanket reference doesn’t necessarily refer to the particular homes but rather refers to a larger process of sprawl that many people associate with New Jersey. This spread of sprawl is summarized in this October 2010 story:

A report released in July by Rowan and Rutgers Universities found that, after comparing aerial photos of the state, the years from 1986 to 2007 were New Jersey’s most sprawling period, when unprotected land was developed most rapidly.

When development ground to a halt in mid-2007 as the housing market collapsed, New Jersey had more acres of subdivisions and shopping malls than it had of upland forests and was down to its last million acres of developable land, according to the report, called “Changing Landscapes in the Garden State.”

Two-thirds of the land developed in New Jersey from 2002 to 2007 became “low-density, large-lot” residential properties, swallowing farmland, wetlands and unprotected forest, the report found. Preservationists and some developers say that the building of large single-family homes on oversize lots cannot continue at that rate, even if the housing market recovers.

This sounds like the challenge many built-out suburbs are facing: how does one do development when there is very little or no remaining open land? Redevelopment and building up might become popular options.

More blacks moving to the suburbs of Kansas City

I’ve noted this before but here is another story about the increasing movement of blacks to the suburbs:

The emptying out of African-American neighborhoods in the heart of this city is bemoaned by many who are battling the decline. But in an unexpected twist, the flight of blacks to other city neighborhoods and nearby suburbs in Missouri and Kansas has created an unforeseen result that is generally greeted with optimism: desegregation.

Blacks’ move to suburbia has accelerated in the past decade, shifting the racial make-up of urban and suburban neighborhoods across the nation. The change is particularly striking here because of the area’s long history of racial segregation…

“It’s as much the fact that city ghettos are being broken up as the fact that suburbs are beginning to integrate,” says Kansas City native John Logan, a Brown University sociologist who did the analysis. “It’s one of the places that I would describe as a success in the making, after a long history of intense segregation.”

The decline in segregation here is even more striking than drops in Detroit and New Orleans, areas with similar racially charged histories that are losing black populations. Detroit may be less segregated because blacks have left the area in search of jobs in the Sun Belt. Segregation has declined in New Orleans partly because many blacks were displaced by Hurricane Katrina in 2005.

Does this mean that more blacks have joined the middle class and then are moving to the suburbs or is the move to the suburbs motivated by a search for jobs and opportunities in order to join the middle class? And what are the consequences of this for cities?

This is one of the most important trends in suburbs today: more minorities and immigrants moving to the suburbs. How this changes the face of suburbia in the next few decades will be fascinating to watch.

When the South’s top-ranked community for quality of life is full of McMansions

I think there is some annoyance in this article that On Numbers named West University Place that top suburb in the South for quality of life. How do I know? The reference to McMansions is a hint…

What makes a suburb an awesome suburb? If you said McMansions, refreshing homogeneity and a proximity to a Chili’s restaurant, then have we got a suburb for you.

Houston’s ritziest city-within-a-city, West University Place, was named the ‘burb with the best quality of life in the South by On Numbers.

On Numbers, a Business Journals publication, looked at more than 1,100 cities, towns, villages, municipalities and otherwise census-designated places with populations greater than 10,000 from Maryland to Texas, and graded them on 20 criteria, including household income, poverty rate, length of commute, percentage of professional workers, the percentage of homes that were built after 1990, and the rate of adults that have advanced degrees.

I don’t know if West University Place has a lot of McMansions but this comment seems fairly pointed. The McMansions are tied to bland suburbia, full of homogeneity (race? social class? attitudes and beliefs?) and chain restaurants.

For the record, On Numbers argues that they chose this community because of its high education levels:

Many streets in the Houston suburb are named after colleges, authors or poets. Rice University is located nearby. And 85 percent of West University Place’s adults hold bachelor’s degrees, the highest percentage in any Southern community.

This strong educational background is a key reason why West University Place ranks No. 1 in On Numbers’ quality-of-life standings for the Southern United States.

This is a wealthy community – a median household income of just over $180k and a median house value of over $660k – so it makes sense that it has a high quality-of-life.

The negative comment does raise some questions about quality-of-life measures. Should it include something like community atmosphere or history? Should a community be knocked down the list if it full of mass culture? Can you pick up on something like this from 20 statistics? Without a visit to the community, it would be hard. Additionally, the ratings privilege a more recent housing stock (homes built since 1990) and big houses (percent with 9+ rooms). New does not necessarily equal quality.

In order to put rankings like these together, you have to have a certain idea about what Americans want in their communities.

The “theology” of “inevitable suburban decline”

Joel Kotkin keeps firing at suburban critics:

Perhaps no theology more grips the nation’s mainstream media — and the planning community — more than the notion of inevitable suburban decline. The Obama administration’s housing secretary, Shaun Donavan, recently claimed, “We’ve reached the limits of suburban development: People are beginning to vote with their feet and come back to the central cities.”…

In the past decade, suburbia extended its reach, even around the greatest, densest and most celebrated cities. New York grew faster than most older cities, with 29% of its growth taking place in five boroughs, but that’s still a lot lower than the 46% of growth they accounted for in the 1990s. In Chicago, the suburban trend was even greater. The outer suburbs and exurbs gained over a half million people while the inner suburbs stagnated and the urban core, the Windy City, lost some 200, 000 people.

Rather than flee to density, the Census showed a population shift from more dense to less dense places. The top ten population gainers among metropolitan areas — growing by 20%, twice the national average, or more — are the low-density Las Vegas, Raleigh, Austin, Charlotte, Riverside–San Bernardino, Orlando, Phoenix, Houston, San Antonio and Atlanta. By contrast, many of the densest metropolitan areas — including San Francisco, Los Angeles, Philadelphia, Boston and New York — grew at rates half the national average or less…

What about the other big demographic, the millennials? Like previous generations of urbanists, the current crop mistake a totally understandable interest in cities among post-adolescents. Yet when the research firm Frank Magid asked millennials what made up their “ideal” locale, a strong plurality opted for suburbs — far more than was the case in earlier generations.

Is this simply a battle of interpreting statistics? For example, Kotkin says Millennials aren’t completely enamored with the suburbs while others have used these statistics to mean other things. Kotkin says that Americans continue to vote for the suburbs with their actions. When given a choice, Kotkin seems to be suggesting that a majority of Americans, young and old, would choose the suburbs if all things were equal. In contrast, Kotkin suggests that urbanists want people to want the city. This ideology (“theology” in his terms) guides their interpretation of the data and leads to wishful thinking.

This is a bigger debate that isn’t addressed directly here: are the cities or suburbs better for people, society, and the world? Kotkin’s writings lean toward giving people freedom which is found more in the suburbs. Urbanists make arguments the other way: cities are greener, more diverse, and more cultured. Would or could Kotkin make his arguments if most Americans lived in cities rather than suburbs? This is really a discussion about values: should people live in the cities and suburbs and isn’t just about current or future realities.

A consequence of white flight: costs for aging infrastructure born more by minorities

The phenomenon of white flight in the United States refers to whites leaving urban neighborhoods in the decades after World War II and going to the suburbs to avoid growing minority populations. Several researchers recently uncovered a latent consequence of white flight:

Racial minorities pay systemically more for basic water and sewer services than white people, according to a study by Michigan State University researchers.

This “structural inequality” is not necessarily a product of racism, argues sociologist Stephen Gasteyer, but rather the result of whites fleeing urban areas and leaving minority residents to bear the costs of maintaining aging water and sewer infrastructure…

The researchers analyzed Census data on self-reported water and sewer costs in Michigan. The study found that urban residents actually pay more than rural residents, which refutes conventional wisdom, Gasteyer said…

Detroit is the “poster child” for this problem, Gasteyer said. The city has lost more than 60 percent of its population since 1950, and the water and sewer infrastructure is as much as a century old in some areas. Billions of gallons of water are lost through leaks in the aging lines every year, and the entire system has been under federal oversight since 1977 for wastewater violations.

Very interesting: another infrastructure problem to be solved and it happens to fall disproportionally on minority populations. It would be interesting to see this analysis extended beyond Michigan – is this primarily a Rust Belt phenomenon where the big cities have some infrastructure that dates to around 1900 or does this also apply to newer Sunbelt cities?

Overall, it might be helpful for those who argue the United States needs to seriously put a lot money into infrastructure to demonstrate how much this matters to everyone and how much the aging (leaks, potholes, etc.) costs everyone each year. It is pretty hard to live without water and sewers but it wasn’t too long ago that these were not regular amenities. Indeed, 1890 was roughly a turning point when both big cities and smaller suburbs could put together their own infrastructure systems to serve residents. (This also lines up with the period when suburbs started resisting annexation to big cities as they could handle these amenities themselves.) Add roads, electricity, and natural gas to this and you have a system that is vital to modern life but is relatively behind the scenes. If you could add a fairness/social justice dimension to it (the most aging infrastructure is in places that can least afford it), this could be a very public issue.
