Apartment construction increases in the Chicago suburbs

The construction of apartments in the Chicago suburbs reached some high marks in 2016:

Meanwhile, in the suburbs, more apartments were opened last year than in any time in the past 20 years and demand for those units meant suburban rents grew more than the increases downtown, according to research by Appraisal Research Counselors…

The rents in new or almost-new units in the suburbs increased 6.7 percent in 2016, while they increased just 2.85 percent downtown, according to Appraisal Research. The median rent was just $1.39 per square foot in the suburbs in 2016, while downtown it was $2.89 a square foot for space in a newer building. In other words, for 1,000 square feet a renter would pay on average $1,390 in the suburbs and $2,890 for one of the new downtown apartments. An older but well-kept Class B building downtown would be $2.52 a square foot, or $2,520 for 1,000 square feet…

The strongest occupancy in 2016 was in DuPage County, with 95.7 percent of the apartments full and the median price of a two-bedroom apartment at $1,315. Northwest Cook County was 95.4 percent full with a two-bedroom apartment averaging $1,390. The weakest area was the North Shore at 93.8 percent occupancy and a two-bedroom apartment at $2,446…

“From Schaumburg to Naperville, you are starting to see new construction,” said Stephen Rappin, president of the Chicagoland Apartment Association. It’s a trend that’s occurring nationally after the surge of construction in downtown areas.

This is where the debate between whether cities are growing or suburbs will win the day breaks down. What if the American future is denser suburban development and a shift away from single-family home ownership even as people stay in the suburbs? This would represent a change from “typical” suburban life – single-family home, lawn, lots of private space – while better mimicking some urban conditions such as denser housing, renting, and giving up a home to be near certain amenities.

As this article suggests, it is not surprising that the suburban apartment demand would be high in places with more economic and quality of life opportunities, places like Schaumburg and Naperville that have little greenfield space but where people would still want to live. Just like Chicago where apartment construction has boomed in the Loop but lagged elsewhere, a similar process will likely take place in the suburbs. This may be good for developers since there will be high demand for certain places but isn’t necessarily good for aiding issues of affordable housing.

When a suburb dismantles a plane in a homeowner’s driveway

You don’t see too many airplanes parked on the typical suburban street but this incident in New York may serve as a warning to those interested in just that:

A 70-year-old Long Island man who allegedly ignored 17 summonses calling for him to remove a plane parked in his driveway threatened to use a crossbow on town officials who dismantled it.

Crews spent most of the day Thursday disassembling the single-engine Cessna parked outside Harold Guretzky’s home in Oceanside, ending a 1½-year saga that pitted Guretzky against his neighbors and the town…

Town officials said housing the aircraft in Guretzky’s driveway violates building safety codes…

Last year, Guretzky likened it to parking a boat in a driveway and has said he didn’t have money to house the plane in a hangar. Some neighbors, however, said there’s no comparison.

What a production that included local officials giving a press conference in front of the plane in the driveway of street of raised ranch homes. The main reason given for removing the plane was safety but no one said exactly why it was a safety hazard. The owner compares it to a boat and the safety issues there could be similar: large gas tanks just sitting there. Presumably, he is not going to try to take off on the suburban street (though wide streets of many recent suburbs would help avoid clipping mailboxes).

My guess is that this is more of an eyesore/property values issue. For similar reasons, communities may not allow RVs or work trucks to be in driveways. Is a plane that is rarely used really more of a safety hazard than a large truck? However, it does look unusual (particularly with the wings spread out) and probably draws the ire of some neighbors who are worried about potential homebuyers or outsiders getting the wrong idea about the block.

One solution is for Guretzky to find a suburban airplane subdivision. They do exist: see the example of Aero Estates in NapervilleAero Estates in Naperville.

Four suburb annexation plans thrown out by a judge

Efforts to combine Warrenville, Woodridge, and Lisle with Naperville were derailed by a judge earlier this week:

Judge Paul M. Fullerton granted motions to dismiss the question filed by mayors of the three smaller communities, who oppose the idea of annexing their towns into their larger neighbor…

The question will not come before Warrenville and Woodridge voters because the idea’s originators — who have not come forward publicly — failed to gather enough signatures.

In Warrenville, 177 signatures are required to meet the threshold of 10 percent of the voters in the previous municipal election, but only 81 signatures were filed. In Woodridge, 235 signatures are necessary for ballot placement and 50 were filed…

The petitioners’ attorney Avila did not immediately return a call or email seeking comment. Avila previously said petitioners brought forward the idea as a way to decrease property taxes in Lisle, Warrenville and Woodridge, but mayors say there is no proof such a merger would have resulted in lower taxes.

An odd affair all around: not enough signatures, no public campaign to support the effort, the mayors of all four suburbs denounced the annexations, and the reason for the proposed changes has not been clearly explained.

Still, the idea raises interesting questions. In an era of tight budgets, it is worth it in American metropolitan regions to maintain separate communities and taxing bodies? Would there be advantages in some merging? In denouncing the idea of annexations, the mayors of these suburbs said it is not clear how the cost savings might happen (property taxes around here primarily support schools so merging municipal boundaries may have very little effect) and that residents of each community like their distinct characters. But, if voters were told that merging would reduce their tax burden at least $500 or $1,000 a year (particularly given the property tax burdens in Illinois), would that overcome an interest in local control and character?

Can you say you are from a city when you actually live in its suburbs?

The debate continues on whether suburban residents can claim to be from the big city:

Fowler was criticizing Trump for bashing Chicago while failing to reach out to Gov. Bruce Rauner about potential solutions. When he says “I’m from Chicago,” he’s quickly cut off by Caldwell whose “Bruh, you’re from Evanston” comment quickly excited Chicagoans on Twitter…

Perhaps this is even a bigger issue in Chicago where identification with a neighborhood or community area is very common among urban residents.

While suburban residents shouldn’t try to boost their image by claiming to be from the big city when they aren’t, they are in a difficult place when talking to people from outside of the region. When meeting someone, telling them the name of your suburb can often produce blank stares. The Chicago region has hundreds of communities of varying sizes and it is difficult to expect people to know even most of them (even if they are from the region). The big city becomes a kind of shorthand of where you are from. One other option that might work could be to identify a noteworthy or large suburb that others may know – I’ve been surprised how many people register some familiarity when I say I live near Naperville.

Additionally, there are certainly instances when saying you identify with the big city does make sense. Sports teams are the first example that comes to mind. There are very few American major sports franchises that identify with the suburbs. The only two that come to mind are the Long Island Islanders and the New Jersey Devils but they are from the largest region in the country and there are three hockey teams to differentiate. There are certain resources that big cities have that suburbanites could identify with, such as major airports (many people who have spent little time in the Chicago region can hold some kind of conversation about O’Hare Airport) or museums and cultural attractions.

Suburban settings and McDonald’s filmed in Georgia

The new film The Founder tells of the founding of McDonald’s and involves a number of suburban sites – that were all recreated in Georgia:

Because of their limited budget and ultrafast 34-day shooting schedule, the filmmakers had to be resourceful in showing McDonald’s restaurants all over the United States, without actually leaving Georgia.

So, they repurposed their “Des Plaines” building.

“When you see Schaumburg, when you see Minneapolis, when you see all the McDonald’s from around the country, those are subtle reworkings of only one set,” Corenblith said.

“Just by changing the parking lot stripes configuration, it was a very subtle way to tell the audience that, no, this isn’t the place you just saw because the cars are now parked perpendicularly and not diagonally or parallel.”

Corenblith’s eye for authentic detail fooled even Keaton. He assumed the crew had found an old McDonald’s restaurant and rehabbed it for the film shoot.

The magic of Hollywood…or the similarities in suburban settings?

This movie may be worth seeing just to consider the American suburban lifestyle. Would McDonald’s and other fast food companies exist without it? Fast food takes perfect advantage of a number of factors: suburbanites need to/want to drive, all that driving means it would be convenient to eat along the way, fast food restaurants are often located at busy intersections or along busy roads, the dining experience is standardized, and the reasonable prices appeal to the middle class. No suburbs, likely no McDonald’s or a very different kind of McDonald’s.

Naperville adds another corporate headquarters

It isn’t the full headquarters for the company – just the North American headquarters – but Naperville is gaining another impressive office as Chervon North America announced plans to move in:

A Chinese maker of power tools plans to bring more than 200 jobs to its new North American headquarters in Naperville over the next three years.

Chervon North America, the U.S. arm of Nanjing, China-based Chervon Holdings, confirmed plans to move workers from Michigan and several suburban Chicago locations when it opens a new headquarters in Naperville sometime in the spring…

Chervon also considered locations in California, Texas, Georgia, North Carolina and Tennessee, Turoff said. The company is not receiving any incentives from the Illinois or Naperville governments, Turoff said.

“In the end our decision came down to three key factors: proximity to talent, proximity to current and acquired employees (and) Naperville’s pro-business attitude,” Turoff said in the email.

No tax breaks needed. This has been the story of Naperville for several decades now: the community is attractive to a number of businesses. This started with the move of Bell Laboratories just north of the city in the 1960s along the East-West Tollway. Since then, white-collar firms have moved into the suburb, attracted by the quality workers and bucolic setting. These moves have boosted the reputation of Naperville even as it has helped attract even more residents. It is the sort of cycle that many suburbs would like to emulate but would have a hard time pulling off.

Going forward, it will be interesting to see whether this can continue for Naperville. There is increased competition for businesses. Naperville has a very limited amount of open land for new commercial or residential development (unless they make a major decision to build up). This space for Chervon opened up because another major company decided not to use the space.

Can you plan suburban growth around an Amazon distribution center?

Thanks to state tax breaks, Amazon will soon begin construction on a new distribution center in northeast Aurora. The new facility is said to bring 1,000+ jobs. The latest newsletter from the City of Warrenville discusses the new facility. The facility is located near the border with Warrenville and the city thinks this will be a good for Warrenville:

Can an Amazon facility be an economic boon for a suburb, particularly in a portion of the community that is underdeveloped? At the least, the 1,000+ workers will have to live somewhere. Could there be certain facilities that pop up to serve the workers – fast food places? Gas stations? Dry cleaners? Tattoo parlors (wait, Warrenville has enough of those)? Adding students to the school system?

I’m sure the city is either working on estimates of this and it would be worth sharing with the public. Connecting the dots between a warehouse/distribution facility and other community amenities is not obvious and what is Warrenville willing to do to capitalize on this opportunity?

Some in Warrenville, Lisle want to annex to Naperville

This would be a rarity: at least a few residents of two suburbs are interested in being annexed by the large suburb next door.

Apparently spurred by the recent emphasis on government consolidation in DuPage County, residents in Lisle and Warrenville are circulating petitions to place referendum questions on the April 4 ballot to measure support for proposals to annex their communities to Naperville. A similar petition has been rumored to be circulating in Woodridge.

Officials in all four towns said Friday they don’t know what’s behind the effort and stress that the complexities and likely resistance to such consolidations make them extremely unlikely…

“I would oppose that proposal 100 percent,” Broda said. “Each town has unique characteristics that make them special. Longtime Lisle residents wouldn’t even want to think about it. We want to keep the uniqueness of our communities.”…

Naperville is a fine community, he said, “but we have a strong identity of who we are and we have no desire to be part of Naperville.”

The general idea is intriguing if you want to put some conservative ideals into practice. Illinois, in particular, has many local taxing bodies – over 6,000 – and reducing the number of these could streamline operations and possibly lower taxes.

But, why would these particular suburbs want to be part of Naperville? What would they gain? The only thing I could really think of is prestige: for a few decades, Naperville has impressed both with its growth and its amenities. However, that growth has slowed (and won’t significantly increase unless Naperville makes some big decisions about allowing denser developments) and to some the amenities might be outweighed by the downsides of being large (think more traffic, lots of outsiders, etc.). Leaders of nearby suburbs are very aware of Naperville’s growth and, like in this article, are quick to note that they do not aspire to be Naperville and their communities have their own strengths.

Generally, I can’t imagine many existing suburban communities would want to merge with another suburb. The only two scenarios I could imagine: one suburb goes broke and/or one suburb is so small and their infrastructure costs so high that annexation makes sense to spread the cost.

Just to note: the time to become part of Naperville was decades ago. Warrenville finally incorporated in the 1967 after several failed votes in order to help protect itself from Naperville’s expansion. Naperville and Lisle also had conversations in the postwar decades about where each wanted to expand.

HGTV is the third highest rated cable network after “embrac[ing] the real America” and avoiding conflict

American viewers – at least those still paying for cable – like what HGTV is showing:

The escapist appeal of looking at other people’s beautiful homes turned Home & Garden Television into the third most-watched cable network in 2016, ahead of CNN and behind only Fox News and ESPN. Riding HGTV’s reality shows, parent company Scripps Networks Interactive Inc. has seen its shares rise more than 30 percent this year, outperforming bigger rivals like Walt Disney Co., 21st Century Fox Inc. and Viacom Inc.

HGTV’s formula is relentlessly consistent: a shabby house gets a makeover, and a happy couple moves in. A variation on the theme — house-flipping for fun and profit — works too. The network has aired 23 different flipping shows over the past few years. Today “Flip or Flop” and “Masters of Flip” run in prime time…

“If you watch a lot of our competitors, it’s about bling-y expensive real estate in New York or crazy flipping in L.A.,” said Scripps chief programming officer Kathleen Finch. “For the most part, our viewers live in suburban houses with yards. We embrace the real America.”…

The key, Scripps executives agree, is a refusal to upset HGTV’s audience. There’s no profanity, and on-air conflicts are confined to paint colors or tile choices. Instead of making the network feel trivial, its fans say, the relentlessly pleasant programming is a comfort, especially in hard times.

Americans like houses, both in terms of what they might aspire to themselves (the home may be their number one opportunity to define themselves) as well as knowing what their “neighbors” have (don’t those people on TV count as neighbors in today’s world of limited deep social ties?). The lack of open conflict could also tie in nicely with M. P. Baumgartner’s work The Moral Order of a Suburb which argued suburbanites create community by avoiding conflict.

I’m also intrigued by the idea that showing “the best side” of suburbanites could be a winning formula on television. I’ve been working on several projects in recent years about the depictions of suburbia on television. In the 1950s and early 1960s, there were numerous shows that presented everyday suburban life (obviously, a very sanitized white, upper middle class perspective) but since that period, many shows that do this are doing it with a wink and nod or to laugh at suburbanites. Do the fairly wealthy viewers of HGTV enjoy seeing themselves on screen when few other shows or TV networks offer such an opportunity?

Fighting over suburban voters and Trump lost ground

Democrats and Republicans both need suburban voters and analysis of the 2016 presidential results suggests Donald Trump lost ground in some suburban areas:

Trump’s general election struggles in suburbia were anticipated. With few exceptions he struggled in those same localities in the primary season, routinely losing suburbs to Sens. Marco Rubio or Ted Cruz. Trump’s ability to press an agenda that wins those suburban voters back—or Democrats’ ability to seize on this schism—may largely define the success of both parties in the next era of American politics.

A national analysis of 20 high-growth suburban Republican counties surrounding the metropolitan areas of Chicago, Columbus, Cincinnati, Milwaukee, Kansas City, St. Louis, Nashville, Atlanta, Charlotte, Jacksonville, Richmond, Washington, Denver, New Orleans, Dallas, Houston, Austin, and Fort Worth show the same softness in Trump support across disparate regions of the country. Of those 20 counties studied, only St. Charles, Missouri, delivered a Trump a larger margin than it had given Romney. The 20 suburban growth counties studied collectively gave Romney a 753,442-vote advantage over Obama but yielded Trump a smaller 467,120-vote advantage over Clinton…

Democratic strategists are hawking the narrative that Trump’s metropolitan problem was due primarily to minority voters, and some of that is true. In Gwinnett and Cobb Counties outside Atlanta, white voters now make up less than two-thirds of the population and Trump was nine percentage points weaker than Romney had been. But Trump’s softness in even heavily white suburbs indicates a broader warning sign for Republicans….

Suburbanites Like Republicans But Not Trump

Who will put together the best campaign to reach these suburban voters in 2020? Perhaps we need to update the phrase from the Nixon campaign of “Will it play in Peoria?” (though the original phrase came from vaudeville, not politics) to something more like will it play in Cobb County or Loundon County or Kendall County.
