Forgotten infrastructure of the day: locks

Business and transportation in the United States would be a lot more difficult with locks to even out heights between different bodies of water. Here is a 50 second time lapse video of the first ship of the spring passing through the locks of Sault Ste. Marie, Michigan.

Water traffic within the United States might not garner much attention compared to rail and truck traffic (perhaps except during seasons of drought) but it still accounts for a lot of goods and has a historic role in opening up the interior of the United States. For example, the connection between the Great Lakes and the Mississippi River through a canal and several rivers was critical in leading to the growth of Chicago.

Differentiating between playgrounds and parks in poor versus wealthy neighborhoods

Researchers in recent years have looked at different amenities in poor versus wealthier neighborhoods, things like pawn shops, payday loan stores, and grocery stores. But what about parks and playgrounds? Here is a summary of a new study:

A recent study, published in the journal Annals of Behavioral Medicine, looked at the amenities in 165 parks in the four-county Kansas City metro region. Low-income neighborhoods actually had more parks per capita (perhaps a result, the authors suggest, of the fact that minority communities in the area are largely located in the older urban core where more parks were once planned into the city’s layout). Parks in predominantly minority communities were also more likely to have basketball courts.

But the researchers also found that these same parks were less likely to have aesthetic features like decorative landscaping, trails and playgrounds. As the authors explain:

These findings are problematic because playgrounds have been shown to promote increased [physical activity] intensity and healthier weight status among children. Areas of low [socioeconomic status] are perhaps the neighborhoods that need playgrounds the most due to the increased likelihood of those areas having a higher prevalence of youth who are overweight or obese.

These findings also suggest one simple strategy (among many needed) to address health disparities in low-income communities in any city: Make sure public parks seem like places a 7-year-old would actually want to spend the day.

Parks are complex spaces. Jane Jacobs discusses them in The Death and Life of Great American Cities and suggests they aren’t necessarily good – like other areas of a neighborhood, they require care and benefit from a mix of uses and people on surrounding streets. Parks can be planned for but also require physical and social maintenance.

I was reminded again of some of these different amenities in a recent visit to a community gym in a nearby community. It was a busy weekday evening with a variety of activities taking place: the large room with aerobic and weight equipment was packed, the gym with gymnastics had a small class in there, and then there was another larger gym space. It was an open night for basketball with two possible courts. However, one court was being used for about 10 ping-pong tables and the other for basketball. In other words, how much are park amenities, like basketball courts or hiking trails, tied to the race and class status of the neighborhood?

Illinois Governor suggests freezing money provided to local governments from Illinois income tax

Economic times are tough so Illinois Governor Pat Quinn has floated the idea that the state limit how much income tax is shared with local governments:

Gov. Pat Quinn has proposed that the state bolster its own troubled finances by freezing the amount of state income taxes shared with local governments at 2012 levels, which could cost some towns hundreds of thousands of dollars.

Quinn estimates the plan would generate an additional $68 million for the state budget. Because income taxes are disbursed on a per capita basis, the impact to local budgets would be $5.30 per resident, according to the state.

But the Illinois Municipal League estimates the impact would be more than twice that — a $148 million payday for the state, but an $11.50-per-resident cut to local budgets…

Illinois’ income tax, enacted in 1969, was meant to be a shared venture between the state and local municipalities, said Larry Frang, executive director of the Illinois Municipal League. Both the state and local governments alike felt the effects of any dips or spikes in revenue, he said.

This is not a huge surprise given the issues of tax revenue facing various levels of government. To some degree, local governments should get used to this. Plus, if local government is at least partly about local control, then how much do some communities want to rely on money from higher levels of government anyway? On the other hand, raising property taxes and introducing new fees is not attractive to local governments.

Thinking more broadly about the connections between local and state government, does these ongoing economic issues suggest the relationships between the two bodies are more fragile than we might think? When times are good, this probably doesn’t come up much. What recourse do communities, or lower levels of government, have to fight back if the higher level of government, like the county, state, or federal government alter the existing relationship?

More women now sole breadwinner (23%) or earn more of two working spouses (28%)

USA Today takes a look at recent Census data and finds women’s status as breadwinner continues to grow:

A USA TODAY analysis of Census Bureau data reveals a revolution in the traditional roles of men and women that extends from college campuses to the workplace to the neighborhoods across this nation. Today, when one spouse works full-time and the other stays home, it’s the wife who is the sole breadwinner in a record 23% of families, the analysis finds. When the Census started tracking this in 1976, the number was 6%.

Just as telling, wives outearn their husbands 28% of the time when both work, up from 16% 25 years ago. This means the wife is bringing home the bacon — or at least more bacon than her husband — in more than 12 million American families.

Facebook chief operating officer Sheryl Sandberg (author of Lean In, which explores workplace biases) and Yahoo chief executive Marissa Mayer (who limited the company’s telecommuting policy) have stirred debate about the complex choices occurring as women push themselves higher and higher up the economic ladder. The earning superiority of women over men isn’t the rule, but it is increasingly common.

This is a consequential shift.

I do think the rest of the article illustrates the difference between journalism and sociology. The article goes on to give 12 brief overviews of couples where the woman is the primary breadwinner. They try to break down a few patterns. However, after seeing these statistics, I want to see more data (12 cases doesn’t cut out) and a more rigorous analysis (more statistics over time, more social forces that these changes affect).

Arguing over Frank Gehry’s plans for the Eisenhower Memorial illustrates the social construction of memorials

Architect Frank Gehry’s designs for the Eisenhower Memorial in Washington D.C. are drawing criticism. Curbed sums it up:

Anyone who still believes that “any press is good press” doesn’t know a thing about Frank Gehry’s plans for D.C.’s Eisenhower Memorial, which, ever since renderings were released for public fodder well over two years ago, has attracted a publicity buzz not unlike flies swarming a dying animal. Indeed, the memorial’s most hyperbolic and outspoken critic, the National Civic Art Society, has called Gehry’s plans for an architectural memorial park—which, with 80-foot columns and woven steel tapestries, is as nonlinear and flourished as the rest of his oeuvre—”sentimental kitsch,” “a temple to nothingness,” and a “behemoth [that] commemorates Gehry’s ego, not Eisenhower’s greatness and humility.” President Eisenhower’s grandchildren have spoken out against the design, as well, most recently calling it “regretfully, unworkable.” Oh, and don’t even get them started on those tapestries, which have been likened to the stuff of Communist regimes, derided as an “Iron Curtain to Ike,” and described by the NCAS as “a rat’s nest of tangled steel, a true maintenance nightmare.”

This week, Congress joined the clamor: Rep. Rob Bishop, a Republican from Utah, has just introduced legislation that would officially halt all of Gehry’s efforts and start the whole process afresh. Rep. Tom McClintock (R-Calif.) chimed in: “I want to know how we came up with this monstrosity.” This, of course, has ruffled a whole other set of feathers, namely those of the American Institute of Architects, which has said in a statement that the bill “is nothing more than an effort to intimidate the innovative thinking for which our profession is recognized at home and around the globe.”

This highlights the socially constructed nature of memorials. What are they supposed to look like? To know, we often look at genres. We have memorials that celebrate war victories and they look a certain way: perhaps a big arch, perhaps a leader on a horse. We have memorials to celebrate the loss of life and the ambiguous outcomes of war. See the Vietnam War Memorial or the Memorial to the Murdered Jews in Europe in Berlin. These public discussions can help ensure the public or leaders get what they want out of the memorial but might also stifle innovation.

In addition to this issue of genre, I see a few other issues in this criticism:

1. Why build a memorial for Eisenhower in the first place? Is it for his actions as president in being in charge during a time of prosperity or is it for his leadership in World War II (though we tend not to honor generals in these large ways anymore)? Why honor President Eisenhower with a Memorial?

Congress approved the Dwight D. Eisenhower National Memorial in 1999 with the passage of Public Law 106-79, signed into law by President Clinton. The Eisenhower Memorial Commission is entrusted with the task of building an enduring memorial honoring Dwight D. Eisenhower as the Supreme Commander of the Allied Forces in Europe during World War II and the 34th President of the United States. Eisenhower understood war as only a soldier could and believed the possibility of a nuclear or thermonuclear, World War III, would be unwinnable for mankind.  He set in place a strategy for winning the Cold War, that was followed and implemented by future Presidents until the collapse of the Soviet Union.  Eisenhower’s prescience and his strategic understanding of science and technology in establishing the United States as a pre-eminent world power was essential to securing freedom for generations of Americans to come. Eisenhower was influential in bringing World War II to an end and his efforts throughout the War, especially with the planning and execution of D-Day, stopped the Nazi war machine. He also ended the Korean War and maintained active communications with the Soviet Union during the Cold War.This Memorial will not only tell the story of Eisenhower, the young man from Kansas who became a great soldier, a U.S. President, and a world leader, but will also reflect the story of America – humble, isolated beginnings, and a rapid ascension on the world stage.  His example is an inspiration that, through leadership, cooperation, and public service, we too can achieve the American dream and make a difference in the world.  Eisenhower, like America, rose to the occasion with courage and integrity.With the 60th Anniversary of his election to President and the 70th anniversary of victory in World War II, it is fitting to celebrate Eisenhower´s numerous accomplishments as a General, President, and world citizen. Dwight D. Eisenhower´s dedicated service to his country spanned 50 years. It is appropriate that the first national presidential memorial of the 21st century will honor President Eisenhower.  If there was ever a moment in our nation’s history to recognize a leader committed to both security and peace for the good of his nation and the world, now is that time.

How many presidents will receive memorials like this? How many should and who gets to decide?

2. I wonder how much of this is tied to Frank Gehry as architect. Gehry has a particular approach to structures. What if it was a lesser-known architect or even an unknown? Back to the official website:

How was Frank Gehry selected to design the Eisenhower Memorial?

Mr. Gehry was one of four finalists in a competitive process  managed by GSA under the guidelines of the General Services Administration Design Excellence Program.  The process consisted of three stages.  A notice was published in FedBizOpps announcing the opportunity for any designer with an existing portfolio to compete for the project.  Submissions were received from forty-four qualified design firms in 2008. Evaluation factors included previous work, ability to work within the constraints of an urban site, interviews, and responses to the memorial´s pre-design program. That program addressed Eisenhower´s accomplishments as well as the physical parameters of the memorial site. Mr. Gehry´s creativity, ingenuity and inventiveness demonstrated his understanding of Eisenhower as a General, President, and world citizen. An independent panel of reviewers, including Commissioner David Eisenhower, reviewed the presentations by the final four designers and recommended Frank Gehry.  The Eisenhower Commission unanimously accepted their recommendation.

3. How much should the family of the memorialized person be involved? Curbed cites the family’s dislike for the structure. But, isn’t the memorial more for the people of the United States? This is a matter of competing interests.

4. I wonder if there are any critics of Eisenhower’s presidency who might object loudly to the design of the memorial. The Eisenhower administration wasn’t perfect…

In the end, this memorial partly reflects something about Eisenhower himself but also strongly reflects our understanding of Eisenhower from the years 1999 when the Memorial process started to 2016 when the project is supposed to be done.

Are we closer to the end of the era of the car than the beginning?

One academic argues we are getting closer to the end of automobile era:

This prediction sounds bold primarily for the fact that most of us don’t think about technology – or the history of technology – in century-long increments: “We’re probably closer to the end of the automobility era than we are to its beginning,” says Maurie Cohen, an associate professor in the Department of Chemistry and Environmental Science at the New Jersey Institute of Technology. “If we’re 100 years into the automobile era, it seems pretty inconceivable that the car as we know it is going to be around for another 100 years.”

Cohen figures that we’re unlikely to maintain the deteriorating Interstate Highway System for the next century, or to perpetuate for generations to come the public policies and subsidies that have supported the car up until now. Sitting in the present, automobiles are so embedded in society that it’s hard to envision any future without them. But no technology – no matter how essential it seems in its own era – is ever permanent. Consider, just to borrow some examples from transportation history, the sailboat, the steamship, the canal system, the carriage, and the streetcar…

“The replacement of the car is probably out there,” Cohen adds. “We just don’t fully recognize it yet.”

In fact, he predicts, it will probably come from China, which would make for an ironic comeuppance by history. The car was largely developed in America to fit the American landscape, with our wide-open spaces and brand-new communities. And then the car was awkwardly grafted onto other places, like dense, old European cities and developing countries. If the car’s replacement comes out of China, it will be designed to fit the particular needs and conditions of China, and then it will spread from there. The result probably won’t work as well in the U.S., Cohen says, in the same way that the car never worked as well in Florence as it did in Detroit.

In our modern world, 100 years is a long time for a technology to hold on. While I imagine there is some technology that would be better than cars, it is harder to imagine the complete overhaul that would have to take place to replace the car. What happens to all of the roads and asphalt? What happens to the garage which has become a more prominent feature of houses? What happens to cities that based their planning around the most efficient pathways for cars? What about the oil industry and auto makers?

Cohen also notes that change could come from China. What if end up in a world where certain countries use a replacement technology for cars because of its efficiency, their larger populations, etc. while wealthier countries like the United States retain their use of the automobile?

Of course, Cohen is correct to note that it is hard to see the future from the present. This may seem like a very silly discussion looking back several decades from now…

When Chicago suburbs disqualify candidates running for public office

Local government and control is a cherished part of suburban life. But, the Chicago Tribune highlights today on its front page how often Chicago suburban governments disqualify candidates running for local office:

For its investigation, the Tribune focused on races that critics say are the most troubling: suburban candidates running for city and village offices. Reporters canvassed every suburb in the Chicago region, reviewed scores of objections filed against candidates and interviewed dozens of those involved in the system. The newspaper found:

Widespread abuse. At least 200 candidates faced objections this year, with only a small fraction alleging serious matters, such as criminal histories, residency issues or outright fraud. Ultimately panels kicked 76 candidates off the ballot across three dozen suburbs.

Rampant bias. Of those knocked off, most fell at the hands of panels stacked with members who had a political stake in their own decisions. Conflicts also went beyond simple politics: Even relatives ruled on their own family members’ cases.

Wild inconsistencies. The rules are not evenly applied, with similar infractions leading some panels to remove candidates, but not other panels.

Costly tabs. The challenges cost taxpayers in some towns tens of thousands of dollars each election cycle, many times in suburbs that can least afford it…

The Tribune studied local election systems in the suburbs of the nation’s other largest metro areas: New York, Los Angeles, Dallas and Philadelphia. None has Illinois’ combination of difficulty getting on the suburban ballot and ease in getting kicked off.

Local government is often thought to be more non-partisan than elections at higher levels of government. But non-partisanship does not necessarily mean that officeholders aren’t still looking to stay in office and will do what they can to keep challengers out. Local races can be particularly nasty even as very few people vote. I suspect most suburbanites would not like what the Tribune found but ironically probably wouldn’t be too motivated to vote on the issue, pressure politicians about their concerns, or run for office themselves to change the situation.

Underlying all of this in the suburbs is that suburban culture promotes letting people do their own thing and trying to avoid public friction. A great source on this is the book The Moral Order of a Suburb by M. P. Baumgartner. Here is how the Amazon book description puts it:

Drawing on research, observation, and hundreds of in-depth interviews conducted during a twelve-month study of an affluent New York City suburb, M.P. Baumgartner reveals that the apparent serenity of the suburb is caused by the avoidance of open conflict. She contends that although nonviolence, nonconfrontation, and tolerance produce a superficial social harmony, these behaviors arise from disintegrative tendencies in modern culture–transience, fragmentation, weak family and communal ties, isolation, and indifference–conditions customarily viewed as sources of disorder, antagonism, and violence. A kind of moral minimalism pervades the suburbs, a disorganized social order that, with the suburbs’ rapid growth in America, promises to be the moral order of the future.

This is a paradox of the suburbs: we tend to think of transience and fragmentation leading to social disorder but Baumgartner argues this is what actually brings suburbanites together.

What is more important: the absolute number of crimes or the crime rate?

Chicago has received a lot of unwanted attention because of the absolute number of murders in recent years. But, a new study finds having more gun laws leads to lower gun death rates. Which is better: the absolute number or the rate?

In the dozen or so states with the most gun control-related laws, far fewer people were shot to death or killed themselves with guns than in the states with the fewest laws, the study found. Overall, states with the most laws had a 42 percent lower gun death rate than states with the least number of laws.

The results are based on an analysis of 2007-2010 gun-related homicides and suicides from the federal Centers for Disease Control and Prevention. The researchers also used data on gun control measures in all 50 states compiled by the Brady Center to Prevent Gun Violence, a well-known gun control advocacy group. They compared states by dividing them into four equal-sized groups according to the number of gun laws.

The results were published online Wednesday in the medical journal JAMA Internal Medicine.

More than 30,000 people nationwide die from guns every year nationwide, and there’s evidence that gun-related violent crime rates have increased since 2008, a journal editorial noted.

Even this first quoted paragraph conflates two different measures: the absolute number of gun deaths versus gun death rates. What does the public care most about? Rates make more sense from a comparative point of view as they reduce the differences in population. Of course Chicago would have more murders and crimes than other cities with smaller populations – after all, it is the third most populous city in the United States. Researchers are probably more inclined to use rates. But, absolute numbers tend to lead to more scintillating stories. The media can focus on milestone numbers, 400, 500, 600 murders, as well as consistently report on percentage differences as the months go by. Rates are not complicated to understand but are not as simple as absolute numbers.

I can’t help but think that a little more statistical literacy could be beneficial here. If the public and the media heard about and knew how to interpret rates, perhaps the conversation would be different.

Big rise in suburban poverty since 2000

CNBC highlights a Brookings Institution report on the growth in suburban poverty in recent years:

The number of suburban residents living in poverty rose by nearly 64 percent between 2000 and 2011, to about 16.4 million people, according to a Brookings Institution analysis of 95 of the nation’s largest metropolitan areas. That’s more than double the rate of growth for urban poverty in those areas.

“I think we have an outdated perception of where poverty is and who it is affecting,” said Elizabeth Kneebone, a fellow at the Brookings Institution and co-author of the research. “We tend to think of it as a very urban and a very rural phenomenon, but it is increasingly suburban.”

Simons’ situation is complicated by the fact she’s a single mom. Poverty and financial insecurity among single moms is far higher than for households headed by single dads or two parents.

The rate of poverty among single mothers actually improved dramatically through the 1990s, thanks to a strong economy, more favorable tax breaks and the success of so-called welfare-to-work programs. But two recessions and years of high unemployment erased many of those gains.

More and more suburbs now have residents with incomes near or below the poverty line. While suburbs have traditionally been thought of as wealthier places, this is not the case any more. One July 2012 report suggested the poverty rate in American suburbs could stay above 11% for a while. Similar factors that contribute to urban poverty are now also affecting the suburbs: a knowledge and service based economy that makes it difficult for those with less education; residential segregation where different races and classes live in more troubled communities. There are also unique issues contributing to poverty in the suburbs: the need for a car to get around and reach even low-paying jobs, a lack of affordable housing, and a lack of social services in communities that may not be used to providing such services.

What’s the life expectancy of a Chinese skyscraper with too much sea sand in the concrete?

I think most people assume skyscrapers will last a long time. But, a number of newer skyscrapers in China are endangered because of too much sea sand in the concrete:

A sand scandal is brewing in China, with concerns that low-quality concrete has been used in the construction of many of the country’s largest buildings — putting them at risk of collapse.

The recipe to make concrete is pretty simple — cement, aggregate and water — but the strength of the final batch can vary wildly depending on the kinds of aggregate and cement used and the proportions they’re mixed in. Commonly the aggregate used in many modern building projects consists of crushed gravel or other rock, including sand, and that’s the cause of so much distress in the Chinese construction industry at the moment. Inspections by state officials have found raw, unprocessed sea sand in at least 15 buildings under construction in Shenzhen, including a building which, when finished, was set to become China’s tallest…

It can take only a few decades for a building to become dangerously unsafe if untreated sea sand is used in its concrete — including the possibility of collapse. While this scandal has been confined only to Shenzhen thus far, the possibility of it spreading to other Chinese cities is cause for concern. The country currently has nine of the 20 tallest buildings in the world under construction, while there were reportedly so many skyscrapers under construction in 2011 that it worked out as a new one being topped out every five days right through into 2014.

This raises an interesting question about the life expectancy of major buildings. Just how long will the skyscrapers in the major skylines in the world last? How soon do they need to be replaced? What plans are in place to destroy or gut the buildings before they fall down? I have never heard such a discussion but I hope cities are prepared.
