When housing values rise, so do property taxes and concerns about how those taxes are collected

Austin, Texas is a hot real estate market which means housing prices are going up – which means property taxes are also rising and this has some homeowners up in arms about how the city and state pursue property taxes.

The arrival of this year’s appraisal notices — which in Travis County showed homes’ average market values jumped 12.6 percent and average taxable values rose 8 percent for 2014 — is sparking a push for reform. Similar jumps have occurred in Williamson and Hays counties.

Real Values for Texas, a statewide group advocating for property tax reform, local officials and others say they believe enough momentum is building around the state to put pressure on the Legislature to fix what they say is a flawed property tax system. The issue is an especially hot one in Austin, where property values have risen at a much faster rate than wages in recent years, leaving more and more area homeowners saying they are struggling to pay their property tax bills.

At issue is what can be done. Market forces generally dictate home values. And with no state income tax, the state government and local taxing entities rely heavily on property tax for revenue to fund schools and many local services…

A key problem, critics say, is that the current system has shifted a disproportionate share of the burden of paying for schools and local services on homeowners, in favor of commercial and corporate interests who can afford to appeal their values and win big reductions year after year. The share of property taxes from homeowners to support public schools grew from 45 percent to 54 percent over a 12-year period, while commercial and industrial owners’ share has declined to less than 20 percent. (Other sectors, from oil and gas to personal property, make up the rest.)

One way to read this would be to see this in a long line of American homeowner complaints about property taxes. This has been a common theme in recent decades, famously illustrated by the Prop 13 campaign in California in the 1970s. Homeowners may enjoy owning a home but they tend to resent continually rising requests for money for local governments, even as they tend to want good, or even better, local services. Most homeowners want rising housing values as this increases the value of their investment yet don’t necessarily want to pay for it while living there.

Yet, the property tax reform suggestions here are interesting. Just how much should local homeowners pay compared to corporations? Is the best comparison to look at the rates each pays or the cumulative percentages each group contributes to the local pot of tax money? This could be related to a larger issue that goes beyond property taxes: what kind of tax breaks should corporations get from municipalities? This is a difficult issue to sort out as communities like jobs and important businesses yet homeowners tend to resent “handouts” for corporations that they think could afford to pay more.

How 46 ISO standards for world cities could be used

The International Organization for Standardization has approved a list of 46 key indicators by which to compare cities around the world:

But now, the first-ever set of ISO standards for world cities has been created. And the implications are dramatic. City policymakers will have objective standards to compare their services and performance with other cities around the world. And just as significant, the people of cities — civic, business organizations, ordinary citizens — will be able to access the same new global standards. This means they can ask city leaders tough questions, stoking debate about their own city’s performance on the basis of verified measures ranging from education to public safety to water and sanitation…

But many cities, up to now, haven’t recorded data on all those indicators. Or if they did, they were inconsistent in their precise definitions, making it difficult to make apples-to-apples comparisons of cities across continents and diverse societies. Many organizations, in independent media and special interest groups, issue rankings of cities. But in 2008, when the Global Cities Indicators Facility at the University of Toronto compared rankings that had been applied to seven prominent world cities, it turned out that only six of the 1,200 indicators being applied were exactly the same.

Now, cities everywhere will have an internationally agreed upon set of standards indicating data that should be collected, and the definitions and criteria to use in collecting it. They won’t be legally required to do so, but they’re likely to be under pressure from citizen, business, academic and other groups insisting they use the ISO standards so that their performance can be benchmarked clearly against peer cities, both in-country and — in today’s increasingly globalized economy — across the globe…

A technical committee was formed. With McCarney’s institute acting as a de facto secretariat, meetings were held in urban centers from Japan to France and Britain to Canada. Comments were received from cities worldwide — “fantastic for us, really strengthening the set of indicators we started with back in 2008,” notes McCarney. The analysis winnowed down and rejuggled the list to 100 candidate indicators. Finally, 46 (see them all here) were selected as well-tested core measures that cities must report to prove they’re in conformance with the new ISO 37210 standard.

It will be interesting to see how the data is used. Here are some options:

1. The article suggests having clear points of comparison will push cities to compete. Yet, not all the cities are directly comparable. The article addresses this by suggesting there could be different tiers of comparisons – the top global cities and developing world cities shouldn’t be compared head-to-head.

2. Is this going to be another set of information that is primarily for boosters? Imagine a city in Western Europe could say that it is one of the best of the world in low levels of particulates in the air and then trumpets this in a marketing campaign. Similarly, the media might eat up this information.

3. National or international bodies could use this information to enforce certain guidelines. If there is reliable information on air pollution, outside bodies could then claim other objective standards need to be met.

4. Maybe this is primarily for academics. Consistent data across cities and countries can often be difficult to come by so having set standards and data collection could help. This could be particularly useful for tracking change in developing world cities.

Settling on how to measure data is a start but it is part of a longer process that then includes figuring out how to interpret and use such data.

Soccer and the World Cup as the upcoming functional religion

Soccer may be just a game but some academics see it having the properties of a global religion:

A growing body of scholars see football playing an under-appreciated role as keeper of society’s well-being – providing a sense of identity with an almost religious role…”It provides you with an opportunity to side with your country without being violent to another. So in that way it does replace war,” said David Ranc, a French sociologist who specialises in group identity in football.

“It is a non-violent way of resolving conflict … and taking sides where there is not that much at stake.”…

“Identification with a sports team can provide people with an important identity prop, … a sense of belonging in what would otherwise be an isolated existence,” according to Eric Dunning, a sports sociologist with the University of Leicester…

“The fans of a football team form a community of believers that is characterised by distinctively religious forms of behaviour,” sports sociologist Gunter Gebauer of the Free University of Berlin told AFP…

Football allows people from different social and economic spheres to meet and bond around a common passion, experts said.

 

 

Paging all sociologists of sport – the World Cup is nearly underway. This is a classic “functional religion” argument (a la Durkheim). If you set aside the supernatural aspect of religion, it has several components: rituals (pomp of the World Cup every four years, going to or watching a game), building solidarity (based on a club or national team, gathering with other fans), what is sacred versus profane (the importance of the games versus other aspects of life, elevating certain players). Given the number of people who will be paying attention to the World Cup, this argument makes sense: even religions would have a hard time rallying this many people with such fervor for 32 days.

Fewer Americans see homeownership as path to financial success

As more Americans are discouraged about the American Dream, fewer see homeownership as a means for reaching financial stability:

Nearly two-thirds of Americans, or 64%, believe they are less likely to build wealth by buying a home today than they were 20 or 30 years ago, according to a survey sponsored by non-profit MacArthur Foundation. And nearly 43% said buying a home is no longer a good long-term investment…

A majority of respondents said they believe renting is more appealing than buying — and that renters are just as likely to be successful financially as someone who owns a home…

Historically, owning a home has been considered an essential part of achieving the American Dream.

However, the housing bust, with its explosion of foreclosures, changed all that.

The key may just be in the second paragraph cited above. It is one thing to have economic hiccups where homeownership is a less viable option for many because of financial troubles. In this sort of scenario, the economy would improve and people would just right back into owning a home. It is another thing to fundamentally rethink perceptions of renters. For decades, many suburbanites and others have suggested that renters – often in apartments but also in houses – are not as committed to their communities and tend to be lower class. Renters couldn’t be trusted as much, didn’t care much about property values, and were generally less desirable than owners who would invest more in their homes and neighborhoods. But, if more people across a broader range of classes and places become renters, perhaps this will all change.

Hunger Games salute used by Thai protesters

Young adult fiction can lend itself to protest movements:

Fans of the popular book and film franchise The Hunger Games will recognize the hand signal instantly: the middle three fingers of the hand, raised to the sky. A gesture of resistance against the repressive government in the fictional world of Panem, it has now become a very real symbol of protest in Thailand at demonstrations against the junta that took power after the May 22 coup d’etat.

Crowds making the gesture have been pulled off the streets, according to reports, and a lone protestor was dragged into a taxi and arrested after making the hand signal…

Although the junta imposed a media blackout for television, satellite, and radio thanks to the immense popularity of social media in Thailand, discussion and criticism of the coup has continued on platforms like Twitter and Facebook—including tweets both documenting and encouraging the salute.

This is a fascinating example of protesters borrowing from the realm of literature and entertainment. The Hunger Games books contain some interesting commentary about modern society amidst their action and made-for-TV scenes. Just how different is the situation with the Capitol from the situation in Thailand? It may not even matter as it links their protests to a well-recognized symbol from mass-produced and consumed books and movies that can draw attention to their plight. Is there a similar symbol they could have used that would get them more attention or help their cause more?

New American homes bigger than ever in 2013

Census data shows new American homes grew in 2013 to nearly 2,600 square feet:

According to just released data, both the median and average size of a new single-family home built in 2013 hit new all time highs of 2,384 and 2,598 square feet respectively.

And while it is known that in absolute number terms the total number of new home sales is still a fraction of what it was before the crisis, the one strata of new home sales which appears to not only not have been impacted but is openly flourishing once more, are the same McMansions which cater to the New Normal uberwealthy (which incidentally are the same as the Old Normal uberwealthy, only wealthier) and which for many symbolize America’s unbridled greed for mega housing no matter the cost.

Of the 569,000 single-family homes completed in 2013:

  • 518,000 had air-conditioning.
  • 59,000 had two or fewer bedrooms and 251,000 had four bedrooms or more.
  • 27,000 had one and one-half bathrooms or less, whereas 188,000 homes had three or more bathrooms.
  • 166,000 had a full or partial basement, while 91,000 had a crawl space, and 312,000 had a slab or other type of foundation.
  • 305,000 had two or more stories.
  • 333,000 had a forced-air furnace and 216,000 had a heat pump as the primary heating system.
  • 347,000 had a heating system powered by gas and 214,000 had a heating system powered by electricity.

The headline reads “McMansions Are Back and Are Bigger Than Ever.” The data would seem to support such an argument as square footage continues to increase and homes have more amenities. Additionally, this is more evidence that the higher ends of the housing market are more robust these days compared to the lower end where smaller homes aren’t moving as quickly.

Sociologist on “grassroots [support] for hire”

A sociologist discusses his new book about grassroots support that can be bought:

These are consultants that mobilize mass support on behalf of paying clients, and they can be distinguished from conventional insider lobbyists in that they rely less on direct contact with policymakers and more on the activation of third parties. A plurality of them are nonpartisan, and the rest are a roughly even split between those affiliated with the Democrats or Republicans. Their activity is generally unregulated by federal lobbying laws, and so it’s fair to see them, as Tom Edsall does, as “unlobbyists.” They use a wide range of strategies: some that political professionals are well known for using (targeted recruitment for sending letters/e-mails to policymakers, advocacy ads encouraging participation) and some that are less widely recognized (‘intercepts’ that stage seemingly unplanned interactions with legislators, creating third-party or ‘front’ organizations for clients’ causes, ghostwriting blogs, or even helping to stage protest demonstrations)…

Our everyday image of grassroots participation sees it as unprompted, spontaneous, and driven by the authentic moral concerns of local communities rather than by instrumental concerns about gaining resources or political power. Of course, the sociologists and political scientists who study advocacy know that this image has always been something of a myth. Effective organizing generally requires effective organizations, and those organizations need funding, staff, and some degree of structure.

When corporations and other interests hire public affairs consultants to organize on their behalf, what they are doing is often following the script of citizen advocacy: locating sources of public support, studying the opposition, searching out strategic alliances and points of political leverage, and trying to frame their arguments persuasively.  But there are certainly some key differences: the consultants usually have better data, significant funding, and the backing of a heavyweight client. A disadvantage, on the other hand, is that they need to operate with a light touch such that their efforts aren’t discounted as inauthentic “astroturf” (i.e. ersatz grassroots)…

Putting the issue of astroturf aside, an important finding in the book is that the targeting strategies of these consultants have significant consequences. In aggregate, these consultants are reaching out to and mobilizing many millions of Americans every year on behalf of their clients.  These consultants need to turn out numbers for their clients, and so the rational strategy is to target those most likely to acquiesce to their requests, namely, people with a history of political engagement and who are strong political partisans.  Of course, these are the groups that are already overrepresented in the political process, so selectively mobilizing these groups is amplifying inequalities in participation and representation.

This sounds like it raises lots of interesting questions about social movements and what gets counted as “authentic” or not. Large-scale social movements that get many members to physically act are quite rare so it is not surprising that different firms and organizations would want to generate more grassroots activity. Yet, as the author suggests, there is a line where we question the motivations of those organizing or participating in social movements. Are they acting for the right reasons? Are they protesting because there is a legitimate grievance or are they doing it because they are self-interested or getting some kind of renumeration? Should social movements only originate with the public and non-profits (which is practically its own industry these days) or is it okay if corporations and governments also try to get people involved on their behalf? It would then be interesting to look at where Americans draw this symbolic boundary between authentic and inauthentic social action. Perhaps the line would tend to get drawn more harshly for causes you don’t personally agree with as much…

There are some interesting parallels here with action online regarding social movements. If you sign an online petition or like a group or cause, have you become part of the movement? A recent study suggests more private forms of slactivism can lead to deeper engagement with social movements while more public displays don’t do as much. And then what about all of those fake Twitter followers that can be purchased for different causes, whether furthering fame, status, or political interests? While many people may not be aware of the number of less-than-active Twitter accounts, I suspect the public would see these kinds of support as more inauthentic.

US just a “great post World War II McMansion”

I’ve seen McMansions compared to many things but not the whole United States as James Howard Kunstler argues:

That is, first of all, a place of far less influence on everybody else, in a new era of desperate struggle to remain modern. That fading modern world is the house that America built, the great post World War II McMansion stuffed with dubious luxuries in a Las Vegas of the collective mind. History’s bank has foreclosed on it, and all the nations and people of the world have been told to make new arrangements for daily life. The U.S. wants everybody to stay put and act as if nothing has changed.

Therefore, change will be forced on the U.S. It will take the form of things breaking and not getting fixed. Unfortunately, America furnished its part of the house with stapled-together crap designed to look better than it really was. We like to keep the blinds drawn now so as not to see it all coming apart…

Even the idle chatter about American Dreaming has faded out lately, because too much has happened to families and individuals to demonstrate that people need more than dreams and wishes to make things happen. It’s kind of a relief to not have to listen to those inane exhortations anymore, especially the idiotic shrieking that, “We’re No. 1!”

Others have got our number now. They are going their own way whether we like it or not. The Russians and the Chinese. The voters in Europe. The moiling masses of Arabia and its outlands. The generals in Thailand. Too bad the people of Main Street U.S.A. don’t want to do anything but sit on their hands waiting for the rafters to tumble down. My guess is that nothing will bestir us until we wake up one morning surrounded by rubble and dust. By then, America will be a salvage operation.

This is a typical “America is in decline and should wake up piece” with an interesting metaphor: the country is like a badly made, falling-apart McMansion that once glittered but now is exposed as an inadequate dwelling. Such a comparison does not come as a surprise from Kunstler who has criticized suburban sprawl for decades and would likely agree with Thomas Frank’s recent piece on giving away the American farm for a limited number of McMansions.

But, Kunstler doesn’t go further and then give us the more positive comparison. Should America be more like a stately renovated Victorian with its ornamental charms? Should we be like the pragmatic ranch or split-level home with a can-do spirit? Should we prefer modernist homes with sleek lines and the notion of the future? Or, perhaps we should all be living in a grittier or refurbished (depending on your income) mixed-use block in a denser urban area. What kind of house do we want America to be moving forward?

Staging a home can now include “live-in manager”

Staging a homeeven the Photoshop way – is important these days so perhaps it is little surprise staging can now include having a live-in manager:

At the Little Gables house, a home manager moved in late in April and plans to stay in the home until it sells.

The manager, David Hein, is from Ohio and living temporarily in South Florida so his son, David Hein, can train in a sailing campaign for the 2016 Olympics. The Little Gables stint marks his fourth house.

In exchange for managing the home, Hein gets to live there at a reduced rent — about one-third the market rate, Salas said…

The home manager’s responsibilities include keeping the home safe, clean and secure so that it is shipshape whenever prospective buyers take a tour…

The manager has to strike a balance: to make the home feel alive, with food in the pantry and refrigerator, but with everything as well organized as a Container Store display.

This would be an interesting kind of job/life: you get to live in a home that is probably in decent shape for cheaper but your home life is also a kind of performance intended to help sell the move and move yourself out. If is like house sitting but with the added burden of being a salesperson. If you are good at your job, you actually have to move around more.

It would be interesting to see the cost breakdown for the homeowner who is employing the live-in manager. Does a live-in manager add enough value to a home’s price to make it worthwhile?

Today’s social interactions: “data is our currency”

Want to interact with the culturally literate crowds of today? You need to be aware of lots of online data:

Whenever anyone, anywhere, mentions anything, we must pretend to know about it. Data has become our currency. (And in the case of Bitcoin, a classic example of something that we all talk about but nobody actually seems to understand, I mean that literally.)…

We have outsourced our opinions to this loop of data that will allow us to hold steady at a dinner party, though while you and I are ostensibly talking about “The Grand Budapest Hotel,” what we are actually doing, since neither of us has seen it, is comparing social media feeds. Does anyone anywhere ever admit that he or she is completely lost in the conversation? No. We nod and say, “I’ve heard the name,” or “It sounds very familiar,” which usually means we are totally unfamiliar with the subject at hand.

Knowing about all of the latest Internet memes, videos, and headlines may just be the cultural capital of our times. On one hand, cultural capital is important. This is strikingly seen in the influence of Pierre Bourdieu in recent decades after Bourdieu argued different social classes have different cultural tastes and expressions. Want to move up in the world? You need to be able to operate in the cultural spheres of the upper classes. On the other hand, the writer of this article suggests this cultural capital may not be worth having. This Internet data based cultural capital emphasizes a broad and populist knowledge rather than a deep consideration of life’s important issues. If we are all at the whim of the latest Internet craze, we are all chasing ultimately unsatisfying data.

But, I think you can take this another direction than the long debate about what is proper cultural literacy. I recently heard an academic suggest we should ask one question about all of this: how much do we get wrapped up in these online crazes and controversies versus engaging in important relationships? Put in terms of this article, having all the data currency in the world doesn’t help if you have no one to really spend that currency with.
