How living in the city affects social behavior

Recent research and commentators have suggested that cities are greener and more innovative. This post from The Infrastructurist summarizes recent research on another possible outcome of interest for city residents: prosocial behavior.

Using census data, Samuel Arbesman and Nicholas A. Christakis of Harvard Medical School examined urban populations for their tendencies to display several prosocial behaviors, including voting, organ donation, and political contribution. As they report in the journal Physica A (in press), Arbesman and Christakis believed this positive social behavior would indeed be superlinear, in part to offset the less desirable elements of a city, such as crime:

If larger networks … fostered increases in violence more rapidly than, say, increases in kindness, city growth would be constrained in a fundamental way.

What they found, however, was that prosocial behaviors “do not obey a clear pattern.” People in cities aren’t more likely to vote or to donate a living organ, though they’re much more likely to give a deceased organ or a political contribution. Taken together, these positive behaviors do not scale the same way that innovation and economic growth typically scale within cities. In short, conclude Arbesman and Christakis, “prosocial behavior is not a single category when it comes to understanding urban scaling with respect to population.”

The mixed results harmonize with previous findings. Some studies have found that people in cities are more likely to return a lost letter than those in both suburbs and small towns. Others have found that willingness to trust strangers declines as a region’s population grows.

The unexpected findings might be explained, in part, by which behaviors the researchers chose to define as “prosocial.” Political contributions, particularly the sizable sort found in cities, could rightfully be considered a selfish endeavor, as opposed to a positive social one. (At the same time, it seems likely that Arbesman and Christakis were limited by available data sets.)

These results are interesting for several reasons. First, there are methodological questions: do we have data in which researchers in the city were specifically looking at prosocial behaviors? A common approach to looking at social behavior and networks these days asks respondents to name their five closest friends and then how closely their personal beliefs, behaviors, and attitudes align with the respondent. But if this study is based on Census data, these social network questions are not present. I’m not quite sure why political contributions would not be considered prosocial – participating in the civic process would seem to be part of being prosocial.

Second, these questions about prosocial behavior are not new. Some of the earliest sociologists developed the discipline for exactly these reasons: what would happen to relationships and society with more and more people moving from small, rural communities to large, anonymous cities? Durkheim and Tönnies developed typologies to explain this: mechanical and organic solidarity and gemeinschaft and gesellschaft, respectively. Simmel, in particular, seemed worried about the effect that the city would have on individuals. He talked about how urban individuals would need to develop blasé attitudes in order to cope with all of the commotion and people they would meet. Simmel continued on to ask whether the individual could maintain their individuality amidst the life of the big city.

It would be interesting to look at data over the years about American perceptions about whether city or suburban dwellers are more prosocial (if such data is available). On one hand, the suburbs are supposed to be the place where kids run free and families know each other yet we talk about how people just drive in and out of their garages without ever knowing their neighbors. On the other hand, we see reports all the time about crime and disorder in the city even as we occasionally hear stories of vibrant neighborhood and storefront life. My guess would be that the suburbs win out easily in this battle of perceptions – even as the research data is mixed on whether city or suburban residents actually exhibit more prosocial behavior.

Mean population center of US shifts west and south; Midwest may no longer be the heartland

Geographically, the Midwest is a broad US region between the two coasts and north of the South (as it was constituted in the Civil War). But symbolically, the Midwest is often referred to the as the “heartland” or as where “mainstream” America is, an idea illustrated by a journalist’s claim that a Nixon policy would “play in Peoria” in 1969.

A little-referenced geographic measure, the mean center of population in the United States, is moving west and south again, suggesting that the Midwest will no longer be the American center within several decades:

When the Census Bureau announces a new mean center of population next month, geographers believe it will be placed in or around Texas County, Mo., southwest of the present location in Phelps County, Mo. That would put it on a path to leave the region by midcentury.

“The geography is clearly shifting, with the West beginning to emerge as America’s new heartland,” said Robert Lang, a sociology professor at the University of Nevada-Las Vegas who regularly crunches data to determine the nation’s center. “It’s a pace-setting region that is dominant in population growth but also as a swing point in American politics.”

The last time the U.S. center fell outside the Midwest was 1850, in the eastern territory now known as West Virginia. Its later move to the Midwest bolstered the region as the nation’s cultural heartland in the 20th century, central to U.S. farming and Rust Belt manufacturing sites.

In my mind, the best use of this measure is to track its changing path over time: it has consistently moved West though hasn’t moved that far South. In terms of showing where the “center” is, it is less clear. I would see this type of measure as similar to National Geographic’s recent “most typical face“: it tells us something but is best useful for tracking changes over time.

As for whether this moving mean center of population really means that the Midwest will not be considered the mainstream, this remains to be seen. Could the West really be the new heartland in the eyes of the American people? This would involve a shift in symbols, particularly about what it means to be the “heartland.” Is it where most of the people are, where the swing states are, where there is the most history, where there is the most agriculture, where people are most traditional, or where the people are the most “normal”?

 

Debate over whether cities or suburbs are gaining population

As the 2010 Census figures trickle out, some commentators are debating about how to interpret this data: “are cities gaining or losing population?” While it seems fairly clear that more people are moving to the suburbs and out of central cities (a long-running American trend), it is less clear if they are moving to the land of single-family homes on the metropolitan fringe or to denser suburban areas (which might be considered cities in their own right).

Two more thoughts on Daley’s speech on campus: lack of partisanship and regional cooperation

I’ve already written two posts about Mayor Daley’s visit to campus (see here and here). But a few days later, two themes, a lack of partisanship and an emphasis on regional cooperation, continue to stand out for me as I have thought about how this talk fits with my research on suburbs. Here is why these two themes matter:

1. To start, many people might look at Daley’s visit to the suburbs as strange, particularly since he came to Wheaton, a community known both for its political and religious conservatism. Daley is quite well-known for being a Democrat and one who sits atop a broad Democratic machine in Chicago. And yet, Daley stressed that many issues facing cities and municipalities are not partisan issues. Rather, they are issues of serving the people and having a balanced budget.

On one hand, we could view this as Daley simply knowing his audience: with a more conservative crowd, Daley might have been unwilling to sell a Democratic agenda. But on the other hand, this idea of a lack of partisanship is quite common in suburban government. While certain communities are known to be more Democratic or Republican (roughly, further out suburbs are more Republicans, inner-ring suburbs are more Democratic), local mayors and councilman (or alderman) rarely run on party platforms. Rather, their “parties” tend to be called things like “Citizens to Improve Wheaton.”

When a problem arises, such as dealing with police or firefighter unions, Democratic or Republican communities might approach the issue in different ways. But at the same time, it is not as if Republicans can dismiss or ban the unions while Democrats can’t simply give in to every union concession. With a more limited budget in many suburbs, city governments have to maintain good levels of service (indeed, good suburbs tend to be marked by a lack of crime and good fire coverage) while still meeting a budget.

Additionally, Daley mentioned the need for businesses in a community multiple times. Whether Democrat or Republicans, communities need businesses to provide jobs for citizens but also to maintain and grow the tax base. This issue of a tax base is not just an abstract matter: it is directly linked to the size of the municipal budget. Therefore, mayors and leaders on both sides have to be pro-business (though their approach might differ somewhat) in order to provide services.

2. A second theme was the need for regional cooperation. Daley was introduced by former Speaker of the House Dennis Hastert who said, “what is good for Chicago is good for northern Illinois, and what is good for northern Illinois is good for Chicago.” Daley said something similar that what is good for the suburbs is good for Chicago and vice versa.

Again, Daley might have been playing for the crowd but I don’t think this is a full explanation. One, regional cooperation is needed on certain issues. Daley mentioned O’Hare expansion several times. Although the land is in the City of Chicago, the slow process has involved several suburban communities who have opposed Daley’s plan. Unlike a situation like Meigs Field where Daley could do what he pleased, he has had to work with others on this project. (Whether he wants to work with others on O’Hare is another matter.) Another transportation issue that drew regional emphasis was the fight over whether Canadian National should be allowed to purchase the Elgin, Joliet, & Eastern railroad line. Similarly to the O’Hare issue, this purchase harmed certain suburbs by increasing train traffic while reducing traffic on other lines in other communities. (See the largest regional group opposed to this purchase.)

Two, Daley mentioned regularly meeting with suburban mayors (as well as with big city mayors in the US and around the world). Outside of particular large issues, regional mayors and city managers get together to discuss “best practices.” While there were county groups that did this (like the DuPage Mayors & Managers Conference), Daley brought together mayors from 272 communities across the region in the Metropolitan Mayors Caucus which began in 1997.

At the same time, we could ask why groups like these don’t push harder for tackling larger regional issues like planning or crime. The Chicago region is notorious for having a large number of independent, taxing bodies. The whole region would benefit from a regional planning approach that could start to tackle issues like affordable housing across the region (and not sticking it only in certain less wealthy communities) and containing sprawl (which impacts issues like traffic congestion and pollution levels).

We know historically that the split between cities and suburbs really became clear in the early 1900s when suburban communities no longer wanted to be annexed into the nearby big city. Communities want to work together: just recently, a number of suburban leaders said they were looking for help from new Chicago Mayor Rahm Emanuel (though I also wondered whether these suburban mayors would help Emanuel in kind). Today, these regional groups are better than having no groups but primarily focusing on practical or technical municipal matters leaves a whole range of regional issues left to be tackled. Granted, these regional groups have no binding legislative authority but they could also be leveraged to do big things in a region.

Ultimately, a mayor or city leader has to respond to the needs of one’s citizens. However, many of the issues that mayors face are similar across communities and the challenges are often beyond the scope of just one municipality. All suburban and city leaders need to deal with the tax base, balancing the budget, and thinking about regional issues such as transportation and how to manage growth.

Chicago newspaper reaction to Mayor Daley in Wheaton

After attending Mayor Daley’s speech on campus yesterday (my thoughts here), I was intrigued to see how the local newspapers portrayed the talk. Here are the headlines:

1. Daley: We’re a ‘country of whiners’Chicago Tribune with the story on the Clout Street blog.

2. Together, we’re strong, Daley tells suburbsDaily Herald.

3. Daley: U.S. is a nation of “whiners”Chicago Sun-Times (just repeating an AP story).

4. Daley reviews tenure as mayor during event at Wheaton College – mysuburbanlife.com.

The fourth headline seems most accurate to me while it is not surprising that the Daily Herald would emphasize the suburban angle. If you do a quick search on Google News, it appears that the “country of whiners” line seems to dominate the headlines.

This is interesting: Daley’s quote about being a “country of whiners” was in response to a question at the end about how America could get back on the right track. Throughout his talk, he said Americans needed confidence, we needed to push ahead in new directions (like Chicago has in the past), and that we need to continue to compete, particularly in the field of education. But the “country of whiners” quote seemed to a less-guarded comment.

In my opinion, the primary message of the talk was about education and Daley’s role in trying to reform it. The Daily Herald ran a separate story about this emphasis on education. While the “country of whiners” line might be a good soundbite, the bigger question we could be asking is whether the Chicago Public Schools have improved in Daley’s 22 years as mayor.

And I still haven’t seen any mention of Daley’s final line of the day when asked by a student what he thought of Jay Cutler. Daley said something like (paraphrase here), “Both Jay and I get beat around by the media.”

Mayor Daley on campus

Influenced by his connection to former Speaker of the House Dennis Hastert, Chicago Mayor Richard Daley was on the Wheaton College campus today for a lecture and fundraiser. Daley gave the kind of speech you might expect at the end of a politician’s career: he highlighted his successes and how much he enjoyed being a public servant. Here are a few things that he said:

1. Chicago is a world class city. He cited a few recent publications (Standard and Poors, Foreign Policy) that have called Chicago a top ten world city.

2. Chicago has been successful because it was “never afraid of changing” and “never lived in the past.”

3. About government spending: the federal government doesn’t have to balance its budget while other forms of government (state, counties, municipalities) do. Government spending has to level off. To help America move forward: we “need confidence,” we need to move away from being “a country of whiners,” and we can compete if we all sacrifice a bit for the common good.

4. Daley said his biggest issue to face was the education system and he hopes the improvement of this system is his enduring legacy. When he first became mayor, he helped stop social promotion. The Chicago schools today teach Chinese, Russian, and Arabic to compete on the world stage. Teacher’s unions have a responsibility to give more (he cited their 6 hour contractual work day while also saying he knows lots of good teachers and he is not blaming them). He said, “education is the cure of all the social ills we have.”

5. The success of Chicago has always been a public-private partnership. He cited Millennium Park as an example. This is what is behind his efforts to make connections with China so that Chinese businesses will see Chicago as the friendliest American city to them.

6. He said he had worked with mayors in the Chicago region, throughout the state, and around the world to discuss common issues. He said numerous times that the common issues they face are not partisan issues.

7. When asked what advice he would give to Rahm Emanuel, he said something to the effect of don’t give advice to people if they don’t ask for it.

Seeing him in person, I was reminded that he can be quite funny, personable, and can connect with a crowd as an “everyman.” He consistently illustrated his larger points with personal stories and interactions he had. His policy recommendations seemed fairly centrist: better education, government has to add value or other contract out or privatize certain services, working together across the region is necessary, government has to work with business leaders to get things done, elected officials and all government workers (teachers, police/fire, etc.) have to work for the people. He told a number of jokes and also several times mentioned advice he had received from his father.

Some other issues were not addressed: the population loss in Chicago in the 2000s, the perception that the city has a crime problem (even though crime has been down – I thought he might highlight this as a success), budget problems in Chicago and where the money from privatization has gone (parking meter deal, the Skyway), corruption in city government, persistent segregation and inequality, the limited number of public housing and affordable housing units (even with the notorious projects, such as Cabrini-Green, being closed), Daley’s legacy of building (outside of mention of Millennium Park and Chicago as a world leader in “green roofs”), whether Chicago’s educationally system has improved dramatically or significantly, and regional issues that need attention such as congestion and expanding O’Hare.

Play considers what it was like to grow up in Naperville

Since the post-World War II suburban boom, a number of writers, filmmakers, musicians, and others have considered suburban life. Mat Smart, a playwright who grew up in Naperville, has a new Steppenwolf play about growing up in that community:

Though Smart acknowledges that part of the play’s genesis stems from a trip he took to Cameroon five years ago, the issues explored come from the same place where he grew up. Smart said the brothers, whom he described as “very much suburban Chicago dudes,” have differing views of growing up in Naperville.

Samuel K., the adopted brother, enjoyed living there, while Samuel J. complains about it and says the people living there are shallow.

“That was the same discourse among some of my friends when we were growing up,” Smart said. “Some people love it and some people hate it. But you’ll probably find that anywhere in the world.”

This sounds like it could be a different view than many works that simply suggest living in the suburbs is one of life’s worst fates.

The play also contains some dialogue comparing Naperville to another Chicago suburb:

The play also includes a humorous exchange between the brothers poking fun at the underlying attitudes some Naperville residents hold toward neighboring Aurora.

Samuel K. tells his brother, “Stop dumping on Naperville. We’re lucky to be from there. We could be from a lot worse places.”

“What, like Aurora?” Samuel J. says.

“No, like Rwanda.”

This exchange hints at how suburbanites view the character of other suburbs. For some Naperville residents, Aurora would be considered beneath their community with comparisons made between schools, crime rates, housing prices, downtowns, and more. Historically, Naperville thought Hinsdale was above it as it had a wealthier population. These sorts of comparisons between suburbs are not always explicitly stated but I suspect are commonly held among suburbanites.

More minorities in the Chicago suburbs leads to new issues

The Chicago Tribune discusses some of the growth in minority population in the Chicago suburbs as well as the challenges this poses to these communities:

“Immigration is coming right to the suburbs because of jobs and because there are networks that have been established in the suburbs,” said Chicago-based demographer Rob Paral.

The greatest number of new suburbanites were Hispanics. More than 62,000 Latino residents settled in Will County, many in Aurora, Joliet and Bolingbrook.

Bolingbrook also saw its Asian population more than double, with a surge of Indian, Pakistani, Filipino and Chinese residents, village officials said. In Naperville, the black, Hispanic and Asian populations were each up by 70 percent or more, while the still much larger non-Hispanic white population dipped slightly…

“When you talk about the challenges of integration, part of the problem is that some of these communities were not built to sustain or increase by 150 percent, let alone by people whose language is from a different country,” said Sylvia Zaldivar-Sykes, executive director of the Lake County Community Foundation.

This will pose some interesting challenges to many suburban communities. Having new residents in the community might lead to reconsidering the characters of these suburbs: how will residents and other communities view themselves and other suburbs? New programs or services will require more money, something in short supply in our current era of suburban budget shortfalls. And in the long run, what will the white residents in these communities do – move to other suburbs, as many whites have done in the past, or stay within their changing communities?

Google Street View using tricycles to capture images of places that cars can’t go

Google Street View is using some heavy-duty tricycles in order to provide images of more public areas where cars can’t travel:

The Internet giant has this week launched a large collection of images taken by the 9ft-long tricycles.

The novel off-road vehicles will allow Street View to increasingly include images of public and private sites such as Kew Gardens in London, hiking trails in California and Sea World in Orlando, Florida.

The tricycles weigh 250lbs and are each equipped with a 7ft-tall stalk of cameras on the back.

Heavy and tough to pedal, Google has hired football players and other athletes to drive them.

The idea of photographing public off-road places came to Google engineer Daniel Ratner when he was on Street View and noticed cobblestone alleys impassable to cars in Barcelona.

When I first saw this headline, I envisioned camcorders duct taped to tricycles that children were riding around parks. Google’s actual method does seem better, if less quixotic.

I know there are all sorts of privacy concerns due to Street View but I look forward to seeing these images of public parks and other areas generally inaccessible to cars. Urban parks, in particular, can often be fantastic places that offer a respite from the controlled chaos of large cities. Walking through the heart of Grant Park in Chicago, Central Park in New York City, Hyde Park in London, or the Hong Kong Zoological and Botanical Gardens, one can almost forget that one is within a several mile radius of millions of people.

Zoning, churches, and tax bases

Zoning of land can become a contentious issue, particularly when a community sets limits that some community members find restrictive. An article quickly mentions one of these points of contention: when communities make it difficult for churches to be built.

“Churches do not realize the fight they’re in,” Baker said. “If you go into a commercial district, they say you’re wrecking their tax base. If you go into residential, they say you’re disturbing their peace.”

While the issue is not new, Baker said, “The objections to churches obtaining zoning do seem to be heating up under the [economy].”…

In Houston, churches recently raised objections over a proposed drainage fee by city officials. In Mission, Kansas, churches filed a lawsuit after being charged a “transportation utility fee” to help fix roads.

In the case of Burbank, Mayor Harry Klein told the Chicago Tribune, “It’s obvious—every city likes to see their tax base grow, that’s a given.”

An alderman in Evanston, Indiana, raised concerns last year about the impact of “storefront churches” on the tax base and proposed an ordinance requiring special-use permits for houses of worship to operate in all business or commercial districts.

While this article doesn’t give any insights into how common this is, it does suggest that these cases might be more common now in a time of economic crisis. This may be the case as many communities look to close budget shortfalls and churches also have some more purchasing power with reduced real estate prices. Is there any data to suggest these sorts of incidents are now more common?

This article does highlight the goals of local municipalities: generating tax revenue and expanding the tax base. To require fees to pay for roads or sewers are not unusual when commercial or residential property is involved as these fees help offset the infrastructure costs for local communities. Churches do not generate property or sales taxes for a community so they might be considered dead weight. And if a church wants a potentially lucrative property, then the aims of the church and the community are at odds. Zoning is a means by which local communities have some control over land use and therefore can attempt to use zoning rules to regulate everything from the placement of banks to churches to tattoo parlors.

It would also be interesting to compare these sorts of cases with churches to those of mosques (one example here).
