Naperville government leads Illinois’ top 20 cities in social media use

Naperville is used to accolades – see this well trumpeted #2 ranking in Money‘s Best Places to Live in 2006. Here is a new measure of excellence: Naperville is #1 in a suburban government’s use of social media.

A University of Illinois at Chicago study ranks the western suburb No. 1 among local government websites in a study of social media use by Illinois’ 20 largest cities.

Researchers from the university’s College of Urban Planning and Public Affairs analyzed the websites using at least 90 criteria to determine how well each provided residents with information and the opportunity to interact with officials. Chicago and Elgin round out the top three…

In addition to its main website, Naperville uses Facebook, Twitter, YouTube, RSS feeds and about two dozen e-newsletters to communicate with residents. It also is looking into starting a mass notification system that Community Relations Manager Nadja Lalvani likened to a “reverse 311.”

“It’s very important for us to be able to communicate effectively and efficiently with residents and other constituents,” Lalvani said. “Social media is very prevalent and another tool to make sure the message is penetrating our audience.”

The UIC study also found increasing use of social media by cities around the country. In 2011, 87 percent of the 75 largest U.S. cities used Twitter, compared with 25 percent in 2009. Likewise, 87 percent used Facebook, compared with 13 percent two years prior.

It doesn’t surprise me that Naperville would lead the way: they seem to have the resources to make this happen as well as the interest in being efficient, taking advantage of new technology (see the ongoing debate over wireless electricity meters – the city’s view and an opposition group), and communicating with people.

I wonder if the study included talking to residents to see if these efforts are reaching them. This is an on-going issue for many communities: the city/village/town claims that they are putting out information while residents suggest they are blindsided at the last minute or aren’t informed at all. I think both sides are often right: many communities have newsletters and websites where information can be found. However, searching out and reading this information does require some effort on the part of residents. Add in the issue that many communities are without local newspapers and it is more difficult to transmit this information broadly. If this plan of attack in Naperville is successful, I imagine more communities will follow their lead.

A second issue could still limit the effectiveness of the social media outreach. I was reminded of this by a talk I heard last week: governments may make information publicly available but they don’t necessarily make the information easily understandable. For example, a community may release some data or an important report but the language and data requires interpretation that the average citizen may be incapable of doing. There is a translation issue here from technical or government speak to what people can understand and then react to. Or a large dataset may be public but it requires knowledge of statistics and specialized software to make some sense of it. Granted, it can be hard to boil down complex issues into newsletter items but it also shouldn’t be the case that newsletters and tweets only cover basic stuff like brush pick-up and meeting times.

 

Economist argues best restaurants often in “dumpier locales”

Over at the Atlantic, George Mason University economist Tyler Cowen explains why excellent restaurants consistently appear in the “cultural wasteland” of suburbs:

Low-rent restaurants can experiment at relatively low risk. If a food idea does not work out, the proprietor is not left with an expensive lease. As a result, a strip-mall restaurant is more likely to try daring ideas than is a restaurant in, say, a large shopping mall. The people with the best, most creative, most innovative cooking ideas are not always the people with the most money. Many of them end up in dumpier locales, where they gradually improve real-estate values…..

I love exploring the suburbs for first-rate ethnic food. Many people consider suburbs a cultural wasteland, but I am very happy searching for food in Orange County, California; the area near San Jose; Northern Virginia, near D.C.; Somerville, Massachusetts; and so on….It is especially common to see good ethnic restaurants grouped with mid-level or junky retail outlets. When it comes to a restaurant run by immigrants, look around at the street scene. Do you see something ugly? Poor construction? Broken plastic signage? A five-and-dime store? Maybe an abandoned car? If so, crack a quiet smile, walk through the door, and order. Welcome to the glamorous world of good food.

Cowen’s argument about restaurants reminds me of another Atlantic piece celebrating “low road” buildings which Brian previously discussed.  It’s not surprising that great work–and great food–often happens in low rent locales like “junky” suburban strip malls and office parks given their lower (financial) barriers to entry and lower operating expenses that free up more cash to flow each month into improving their tenants’ business.

Still, it strikes me that the financial health of restaurants is more location-dependent than for many of the business populating “low road” office parks.  Whereas many office-based business are not dependent on high volumes of foot traffic for survival, restaurants almost invariably are.  (Unless, of course, that particular restaurant focuses primarily on a delivery and/or catering business model.)  A less prestigious restaurant location is a good value for the owner (and likely to survive long term) only if the drop-off in foot traffic/customers due to the “bad” location is more than outweighed by lower rent.

Gearing up for a “quick-take” approach to the land for the Illiana Expressway

The Illiana Expressway has been talked about for decades but now it looks like the government is determining how to acquire the land:

Compounding the fear for the couple and hundreds of others who live along or near the 47-mile corridor is legislation pending in the Illinois House that would give the state controversial “quick-take” power to acquire land for the project.

Quick-take allows local governments to act fast in seizing land for public projects, skipping the possibly lengthy legal proceedings under eminent domain condemnation.

Anxiety levels are sky-high among many farmers and homeowners who could be affected by the expressway that would connect Illinois and Indiana. Public meetings have been standing room only. Property owners in Lake County, Ind., and Will County have been flocking to an interactive map at illianacorridor.org to see whether their homes, businesses, backyards or back 40s are within the path.

“There’s no question property can be condemned for a highway. The state or whoever is going to get it,” said Dan Tarlock, a professor at IIT Chicago-Kent College of Law. “The question is how much the landowner is going to get paid. Quick-take is designed to take first and then fight about the money.”…

State Sen. Toi Hutchinson, D-Chicago Heights, sponsored the quick-take legislation in the Senate, where it passed 44-8 on March 28. She said the measure is necessary to streamline the process so that ground can be broken for the Illiana by 2016…

Hutchinson, whose district includes much of the Illiana corridor, said the project is vital for job creation and economic development in southern Cook and northern Will counties.

This is a classic situation pitting the interests of the “greater good” versus individual property owners. The article also suggests there is little or no opposition to the project itself, rather the opposition is to how the land is seized. I wonder why the article doesn’t talk more about what prices landowners get for their property in the quick-take process compared to a more protracted process. Isn’t that what is at stake here?

Looking at the proposed routes for the expressway, who exactly is this supposed to serve? Here is the overview of the project:

Previous studies have indicated possible benefits for an east-west transportation corridor extending from I-55 in Illinois to I-65 in Indiana. These include providing an alternate route for motorists traveling the I-90/94 corridor, relieving traffic on the I-80 Borman/Kingery Expressway and U.S. 30, serving as a bypass for trucks around the congested metropolitan highways, providing access to one of the largest “inland port” intermodal freight areas in the U.S. and the proposed South Suburban Airport, supporting economic development in this area, and the potential for substantial job creation. Will County, IL was one of the fastest-growing counties in the U.S. between 2000 and 2010, adding 175,000 residents and increasing demand for additional transportation options.

This doesn’t seem aimed at the Chicago area really because a better route for the Chicago region might be to extend I-355 south and then loop it over to I-65. Is this primarily for warehouses in Will County so they can have easier access to both I-55 and I-65? Are there expectations for more suburban growth south of Chicago?

A reminder: some of funding for studying the Illiana Expressway was to come from the increased tolls on Chicago area highways.

YMCA survey: 58% of Americans would move if they could

A new survey commissioned by the YMCA suggests that more than 50% of Americans want to move out of their current neighborhood:

The Y Community Snapshot found:

  • 58 percent of respondents say they would move away from their community right now if they could, but the economy and their financial situations make moving increasingly difficult and not an option. Unable to move, Americans are putting more responsibility on local governments and themselves to impact change;
  • 63 percent of respondents say they will get more involved in their communities this year and will contribute goods, services, facilities or other non-monetary resources to a worthy cause or organization;
  • 76 percent of respondents say they are concerned about crime in their community, and according to a recent Gallup poll, nearly half of Americans say there is more crime where they live today than there was a year ago. A safe environment ranked as the most important quality in building a strong community;
  • The vast majority of respondents (72 percent) reported that budget cuts by government, social services and non-profit community organizations have had a negative impact on themselves and their families, with 22 percent saying they’ve felt a big negative impact.

The results to the individual questions may make sense: Americans have always been a mobile people (though mobility is down in recent years due to the economic crisis), Americans tend to be worried about crime even when crime rates are down (how likely is it that major crime rates are down and more than 50% of Americans say crime is up in their particular neighborhood?), and people are unlikely to respond favorably to budget cuts that impact them.

But I’m intrigued by how you would put all of these figures together: do Americans think there are a lot of wealthy, low crime, service-rich neighborhoods out there? Is this simply a case of “the grass is greener on the other side” or is everyone truly aiming to reach these fantastic neighborhoods? Even if there are enough neighborhoods that might fit this bill, how many of these great neighborhoods would not throw open their gates but would instead hunker down and restrict access and new development that might change their paradise?

“Intellectual slums” in China

China’s economy may be growing but this doesn’t necessarily mean that young engineers have great living standards:

However, life as a Chinese engineer is not necessarily paradise or even a guarantee of decent living. Some of Beijing’s most recent graduates are labeled “ants” for their hardworking attitude but cramped living quarters. Until being relocated by recent redevelopment, many young Chinese engineers lived in small, 20 square-meter rooms in the poor Beijing suburb of Tangjialing. According to Chinese sociologist Lian Si, there are no fewer than 10 “intellectual slums” near Beijing.

Not exactly the choices that we assume the “creative class” has in the United States.

Here are some photographs of a Chinese “intellectual slum” that is slated for a transition from a poor village to new development. In a 2009 story, Lian Si describes his work summarized in the book Ant Tribe.

I became interested in this problem in 2007. I then spent two years researching; I visited seven ‘colonies’ on the outskirts of Beijing, living in them each for some time, and in total, interviewing 600 graduates.

I noted that the graduates earn an average of 1950 Yuan (€200) a month. Most of the time they work on stalls, as waitresses or doing other temporary jobs. The rent costs around 400 Yuan (€40) a month. They spend a lot of time travelling to and from the centre of the city on public transport.

The ‘ants’ have three characteristics in common. They’re graduates, they’re low earners, and they stick together. They’re labelled ants because they’re undersized and have limited living space, but at the same time they’re intelligent and they don’t grumble about their situation.

About 80% of them come from isolated villages cut from the world. They try to make a living in big cities like Beijing. It’s also because of this that they stay in a group, to have the feeling of community and security in their unfamiliar surroundings.

At what point will people in these communities start to grumble?

Washington D.C., not Chicago or LA, the real “second city” of the United States?

Perhaps Chicago should be worried about moving to #7 in a ranking of global cities: here is an argument that the real “second city” of the United States is not Chicago or Los Angeles but rather Washington D.C.

“I don’t think most people in the U.K.have any idea where Chicago is,” said Rowan Bridge, a BBC Radio producer who last year spent six months based in Washington D.C. “Most people in England think the United States consists of three cities — New York, Washington D.C., and Los Angeles — because they’re the ones that run the media, they’re the ones where the celebrities hang out, they’re the ones where the politicians are.”

Rosenthal notes that Chicago has long worried about its image, and it has never been a top global tourist destination, but a recent drop in international visitors highlights the challenge even a colossus like Chicago faces in getting its word out in a competitive global economy.

Reading this, it once again strikes me that the old urban hierarchy is being reordered by globalization and the dramatic expansion of the US federal government, to the disadvantage of Chicago and other cities. This, I believe, helps account for its recent struggle.

Joel Kotkin has tirelessly documented the remorseless rise of Washington, DC, rain or shine, in a manner defiant of business cycles. Washington, once a sort of commercial backwater, is now becoming much more a national capital of the type other countries have had…

So we have New York entrenched as America’s first city, and Washington, DC increasingly its new “Second City.” Los Angeles, which seems to have never quite recovered from the early 90s defense draw down, and Chicago with its 2000s malaise, seem to be the victims of DC’s rise. Another loser is Boston, which has seen its status as a financial hub decline and whose Route 128 corridor of tech, having first lost out to Silicon Valley, now appears to be losing out to NYC.

One way you could take this argument: politics and the power and money involved has increased in importance in recent decades. Hence, Washington D.C. has grown in importance because more is dependent on what takes place there. Interestingly, the rankings I discussed yesterday assign the lowest weight to the government: 30% is business activity, 30% is human capital, 15% for information exchange, 15% for cultural experience, and 10% for political engagement.

If that quote from Rowan Bridge accurately represents how people view the United States, what could Chicago do to stand out moving forward? Historically, Chicago has been known for several things. It was a true American boom city (particularly coming out of the Chicago Fire – this is clearly not the case today after population loss during the 2000s). It was and still is a transportation center as air, rail, truck, and ship traffic merge in the middle of the country. It has been known for financial innovations, such as selling and trading commodities, as well as architectural innovation (such as the International Style). Others have suggested it is “the most American city.” It has also been known for less noble things such as gangsters, segregation, corruption, the 1968 Democratic National Convention, and more recently, budget deficits. Mayor Emanuel and other leaders have work to do to help Chicago tread water and maintain its place among global cities…

In new Global Cities Index, Chicago drops a spot to #7

The 2012 Global Cities Index was released this week and Chicago dropped one spot to #7, swapping with Los Angeles:

In the rivalry between the world’s biggest cities, put another feather in the cap of New York. It bests London and Tokyo on a new Global Cities Index by A.T. Kearney and the Chicago Council on Global Affairs.

The ranking is based on five* key factors: business activity, human capital, information exchange, cultural experience, and political engagement. It covers the 66 largest cities around the world.

Paris, Tokyo, and Hong Kong round out the top five. Los Angeles is 6th, Chicago 7th, Washington, D.C. 10th, Boston 15th, Toronto 16th, and San Francisco 17th.

This new list is consistent with a ranking of the World’s Most Economically Powerful Cities, with Tokyo, New York, London, Chicago and Paris in the top five spots, published last fall here on Cities. While the leading global cities remain stable, globalization is increasing the turbulence and churning faced by other large world cities, as the study notes…

Read the article and also look at the top 66 cities in a chart (which includes the 2010 and 2008 rankings) – there is quite a gap between the top cities and everyone else. Also, Saskia Sassen offers some interesting analysis of “urban vectors” including this bit: “Washington, New York, and Chicago. These cities are becoming more important geopolitically than the United States is as a country.”

I don’t think Chicago should be worried about dropping a spot – there has been some small movement in the top 10 in recent rankings. At the same time, there is always a chance that Chicagoans might read a lot into this in their interest in remaining relevant.

Slowdown in exurban growth

New estimates from the US Census suggest that growth in the exurbs has slowed in recent years:

The annual rate of growth in American cities and surrounding urban areas has now surpassed that of exurbs for the first time in at least 20 years, spanning the most recent era of sprawling suburban development…

“The heyday of exurbs may well be behind us,” Yale University economist Robert J. Shiller said. Shiller, co-creator of a Standard & Poor’s housing index, is perhaps best known for identifying the risks of a U.S. housing bubble before it actually burst in 2006-2007. Examining the current market, he believes America is now at a turning point, shifting away from faraway suburbs to cities amid persistently high gasoline prices…

About 10.6 million Americans reside in the nation’s exurbs, just 5 percent of the number in large metropolitan areas. That number for exurbs represents annual growth of just 0.4 percent from 2010 to 2011, smaller than the 0.8 percent rate for cities and their surrounding urban areas. Still, it also represents the largest one-year growth drop for exurbs in at least 20 years…

In all, 99 of the 100 fastest-growing exurbs and outer suburbs saw slower or no growth in 2011 compared with the mid-decade housing peak – the exception being Spotsylvania County, Va., located south of the Washington, D.C., metropolitan area, which has boomed even in the downturn. Nearly three-fourths of the top 100 outer suburban areas also saw slower growth compared with 2010, hurt by $3-a-gallon gasoline last year that has since climbed higher.

Translation: growth on the metropolitan fringes slowed in 2010. This doesn’t mean that suburban growth overall slowed but growth on the edges has slowed. I don’t think we should be too surprised by this: the housing market is in bad shape, gas prices are up, and the number of both residential and commercial projects in the suburbs has dropped. If the economy was good, the exurbs would be where growth tends to happen as there is available land (cheaper to build here than to redevelop existing suburban properties or tackle some small infill projects) and people would have money for transportation to job centers (whether these are edge cities or big cities).

I think the real question is whether the exurban growth picks up when the economy improves or at least if gas becomes cheaper. Even if exurban growth essentially stops today, many metropolitan regions could tolerate some more dense land use in their suburbs.

“A region’s workforce is not defined by its immediate suburbs”

The Chicago Tribune has a story about “super-commuterswho make the trip between Chicago and St. Louis. While the story seems more intent on putting a face on this growing phenomenon (although the numbers are still relatively low), there is a very interesting quote from a researcher about how we should view jobs and regional economies:

Regardless, said Mitchell Moss, the NYU professor who authored the study, the trend speaks to both the increased flexibility of modern-day workers — “the office” can be almost anyplace — and the challenges facing two-income families in a weak job market: Why uproot your family when your spouse can’t get a job in the new city?

The trend illustrates how the economies of places like St. Louis are increasingly hitched to their neighbors.

“It tells you that there is an inter-regional economic relationship, which is growing between places like St. Louis and Chicago,” Moss said. “A region’s workforce is not defined by its immediate suburbs.”

I’ve written several times about the need for more regional cooperation in the Chicago region between city and suburbs (see this post regarding Mayor Daley and this post about Mayor Emanuel). With limited cooperation, communities can end up fighting over corporations and jobs, whether tax money from a particular municipality should be spent elsewhere, and how best to address regional-level issues like transportation or affordable housing.

What exactly would it mean for Chicago and St. Louis to cooperate? One area could be transportation: I assume both Chicago and St. Louis were on-board for plans to construct a high-speed rail line between the cities. Environmental issues could be another area. For example, both cities rely on interconnected water sources and shipping so common issues could arise (but remember there is a regional fight about Asian carp). But what about business issues? Could they set aside their separate issues to encourage economic development that might benefit both cities? Are there really economic opportunities they could both benefit from in spite of the distance between them?

Naperville: best place to protest in DuPage County?

On Saturday, there was a march in downtown Naperville to honor Trayvon Martin:

More than 130 people walked through downtown Naperville on Saturday to honor the memory of Trayvon Martin, a 17-year-old African-American who was fatally shot by a neighborhood watch volunteer in Sanford, Fla., in late February.

But they also wanted to give notice that racism cannot be tolerated.

“We’re walking for Trayvon and everybody who’s been a victim of violence,” said Kelly Ingram, of Naperville, who helped organize the rally and a one-mile walk…

Word of the Naperville event circulated via Facebook and other social media…

Naperville’s nearby carillon tolled as the racially diverse crowd gathered under bright blue skies at Centennial Beach on West Jackson Avenue. Many wore hoodies, as Martin had when he was slain.

Considering the vocal discussion of and reactions to this case, I’m not surprised. But I was interested to see that this took place in downtown Naperville. This march comes not long after an Occupy Naperville group met in and marched in downtown Naperville. Why all this activity in Naperville and not in other suburban communities? I think there are two big reasons for this:

1. Naperville has a thriving downtown. Thus, a protest group is going to be seen by a decent number of people who happen to be in Naperville for shopping, eating, walking about the Riverwalk, or going to the library. Just standing on one of the busier street corners, like Main and Jefferson, is going to draw attention. In contrast, many suburban communities don’t have this kind of well-populated public space. While other suburbs may have quaint downtowns or thriving strip malls and/or shopping areas, these places aren’t going to have the same kind of foot traffic as downtown Naperville.

2. Naperville is a wealthy, mainly white, and fairly conservative/Republican community so protesters may believe protesting about issues such as race and class will particularly cause a stir. In this line of reasoning, having a protest in Aurora or Elgin or Joliet or Oak Park or another large suburb might not be so appealing as compared to going to Naperville and pushing the envelope further.

Let’s say that from this point forward Naperville does continue to draw protesters who are attracted by a popular downtown and a wealthy community: how will Naperville respond?
