Quick Review: Can’t Get You Out of My Head

The six part documentary Can’t Get You Out of My Head: An Emotional History of the Modern World captures well the foreboding and confusion of our current moment at the beginning of the third decade of the twenty-first century. Here are a few thoughts on what I found to be a thought-provoking and interesting watch:

  1. The general premise is that the freedom, prosperity, and joy that was supposed to come with the ascension of liberal democracy and individualism at the end of the twentieth century did not come. Indeed, it may have led to new and more troubling questions. The sweep of history is limited to roughly the last 100 years but there is a lot to consider over the six episodes. Even if you do not agree with the argument, there are a number of threads and points of information that may be new and/or have not always been put together in such ways.
  2. The construction of the documentary adds to the foreboding as its intersperses multiple threads across different countries, montages of images set to generally upbeat pop music, and a dark instrumental soundtrack.
  3. That this work is not from an American point of view and includes important actors from around the globe is very important. There were things I had not known before. I know the American perspective on the world is very biased and yet my daily reading is almost exclusively in this realm. At the same time, the documentary is still from an Anglo perspective and it would be worthwhile to hear form voices elsewhere on what is chooses to say and show and what it does not address.
  4. Just as an example of one of the important questions raised: what happens if a democratic people elect or support an undemocratic leader? More specifically, what do the cultural and political elites do in such a moment? In the current populist period, this is a real conundrum.
  5. One thing I appreciate is the interest in thinking across contexts and time. I would argue we need more work that tries to pull together multiple strands from around the globe across big chunks of time. Put this documentary series next to Graeber and Wengrow’s The Dawn of Everything and there may be some patterns worth considering.

While I finished watching this several months ago, the title is correct: I cannot get some of the ideas and images out of my head.

Data on whether Americans are moving due to politics

NPR reports on Americans moving to new locations because of politics. Here is some of the evidence presented:

Residents have been fleeing states like California with high taxes, expensive real estate and school mask mandates and heading to conservative strongholds like Idaho, Tennessee and Texas.

More than one of every 10 people moving to Texas during the pandemic was from California, according to the Texas Real Estate Research Center at Texas A&M University. Most came from Southern California. Florida was the second biggest contributor of new Texans…

Political scientist Larry Sabato posted an analysis on Thursday that shows how America’s “super landslide” counties have grown over time.

Of the nation’s total 3,143 counties, the number of super landslide counties — where a presidential candidate won at least 80% of the vote — has jumped from 6% in 2004 to 22% in 2020…

Bishop’s book explains how Americans sorted themselves by politics, geography, lifestyle and economics over the preceding three decades. Sitting in a Central Texas café, Bishop says that trend has only intensified in the 14 years since the book’s publication.

I have read a lot of similar stories in recent years. All of this data, at face value, seems to make some sense: population flows from one set of states to another, the concentration of politically similar people in certain locations, and an ongoing sorting by politics.

At the same time, I am not completely convinced that it is politics driving moves. How often does a person, family, or business move solely because of politics or politics is the clear #1 reason? Politics might factor in an ultimate decision but I suspect jobs, retirement, and the locations of family are more often prime movers and/or large factors. Plus, the organization or sorting or residents has been going on for decades due to race/ethnicity (see the example of the suburbs) and social class (again, the suburbs). And could we consider how political patterns are related to race and class?

We can always find at least a few people who will describe moves undertaken to be closer to their political allies. I am not sure we are at the point where many are moving primarily or solely because of politics.

“Gloom” and suburban women ahead of 2022 elections

Focus groups convened by a set of Democratic groups suggests suburban women are not feeling good about what is happening in Washington, D.C.:

Earlier this week, 10 women from across the country met on Zoom and talked for two hours as part of a focus group on politics. All of the women were white, lived in the suburbs and had been identified as swing voters. One was a mother from Iowa who owns a small business. Another teaches special education in Florida. And there was a school bus driver from Pennsylvania….

Democrats need support from suburban women if they want to keep their House and Senate majorities in November. The women in the focus group didn’t necessarily dislike Biden. They supported the infrastructure law and opposed measures that restrict voting access. They applauded Biden for his hot-mic moment — the one when he muttered a disparaging remark about a Fox News reporter. They disliked Trump, and they were disgusted with those who attacked the Capitol on Jan. 6.

Despite all of that, they weren’t eager to vote for Democrats in the midterm elections in November…

“It’s absolutely essential that by Election Day, these suburban women are looking at Washington and seeing it as a place that can get things done,” said Meredith Kelly, a Democratic strategist.

There is a lot of time until November elections but the pattern is clear for the national political parties: appeal to suburban voters, particularly those who have voted for Republicans and Democrats in their past and need some motivation to go one way or another.

My sense is that historically Joe Biden has been a politician who has successfully made this appeal. Throughout his career, Biden has talked about the middle-class and providing opportunities for people to provide for themselves and their families.

But, Biden is now operating in a particular context. Suburban politics have some new wrinkles – school board elections, mask mandates – and some long-standing concerns: protect property values and a way of life, ensure success for children, enable local government to serve and adjust to local conditions.

Perhaps neither party has to have a wave of suburban voters in their favor but rather (1) get the right suburban voters in the closest races that matter the most for the Senate and House and/or (2) drive up voter turnout for their side. As I live in a district that is somewhat mixed politically, I will be watching how appeals are made and how they work.

Suburban voters and the French presidential election

Residents of the American suburbs may hold the keys to major political outcomes. Is the same true in France?

ON THE FRINGES of greater Paris, where urban concrete meets farmed fields, lies the suburb of Saint-Brice-sous-Forêt. Gently curved streets of two-storey houses, each with a parking space and garage, cover what were once apple and pear orchards. The narrow high street has just one café, and a “Cheesy Pizza” takeaway joint; but there is a drive-in Burger King on the outskirts. This is what the mayor, Nicolas Leleux, calls “the border of two universes”: city and countryside. It captures the worries and hopes of middle France, and exemplifies a crucial electoral battleground for April’s presidential poll.

Shy of extremes, the suburb tilts to the centre-right. In 2017 Saint-Brice-sous-Forêt preferred the centre-right presidential candidate, François Fillon, in the first round, but backed the centrist Emmanuel Macron against the nationalist Marine Le Pen in the second. In 2020 it replaced a centre-right mayor with Mr Leleux, a former navy submariner who belongs to Mr Macron’s party. Locals, in other words, may be torn at the presidential poll this time between a vote for Mr Macron, assuming he runs for re-election, and his centre-right rival, Valérie Pécresse. A well-known figure locally, she is the president of the Ile-de-France region, which encompasses the city of Paris itself and Saint-Brice-sous-Forêt, 17 kilometres (11 miles) away…

What comes into sharpest relief in Saint-Brice is the collision between the needs of daily life, notably the car, and the desire for a greener future. A place of quiet middle-of-the-road aspiration, it evokes what Mr Leleux calls the “French dream”. “People have left the city to come here, not to live in a tower block, but in a house with a little garden, with neighbours, and a place to barbecue.” Nearly 88% of households own at least one car. His task, he explains, is to reconcile that dream with the need to reduce car usage. Few can afford an electric vehicle. Mr Leleux is planning cycle lanes and building a bike shelter at the railway station, on a direct line to Paris. Yet on a cold day in January there are no cycles to be seen on the streets…

Fashionable Parisian talk of the ideal “15-minute city” is all very well, says Mr Leleux. The reality is that to buy a baguette in under 15 minutes without a car is not possible in much of suburbia. If anybody has learned this, it ought to be Mr Macron, who won a huge majority of the vote in big cities in 2017, but later faced months of gilets jaunes protests. For now, insists the mayor, locals credit the president nonetheless with having been a “good captain” in difficult times. In April, it is on the streets of middle France, not the parquet-floored salons of Paris or its tenements, that such a claim will be tested.

The focus in this analysis is on cars as a divisive political issue. Can suburbanites afford electric cars? If they cannot, what does this mean for suburban life? I could imagine a similar question in the United States with numerous manufacturers moving to electric vehicles

But, I wonder if the electric car is just a symptom of deeper differences based on how the car factors into the fabric of suburban life. In the United States, I have argued that homes, cars, and a way of life are all connected in suburbia. It is not just that a new kind of car is expensive; any disruption to driving changes suburban life. Cars help enable larger yards, private space, and separated land uses. People want amenities to be within a 15 minute drive and this significantly widens their travel radius compared to walking.

Perhaps the other possible suburban disruption on this scale would be to threaten single-family homes and yards. I put the single-family home as the #1 feature of suburbs that Americans love. (Cars and driving is at #5.) Yet, it is hard to imagine suburbs today without homes and cars together.

In the meantime, I will keep an eye out for more analysis from France to see if the suburbs matter in elections in the same way as they have mattered in recent American election cycles.

Differentiating a suburb by declaring it a “trailblazing pro-life city”?

Suburbs compete with other communities. They engage in decisions and branding that might given them a particular status and/or an edge. Does this fit a possible decision in Alvin, Texas?

Elected officials in the city of Alvin are considering an all-out ban on abortion that would declare the Houston-area suburb a “sanctuary city for the unborn,” even with the procedure virtually banned by a new state law. 

One of the leaders behind this measure said he aimed to make Alvin, a city of about 26,000 residents in northeastern Brazoria County, a “trailblazing” pro-life city. 

City Council Member Joel Castro said he believes the measure is necessary to enforce the statewide ban. He referenced other small Texas cities, including Lubbock in west Texas, that have implemented similar ordinances. 

The ACLU has pushed back on cities that have implemented similar ordinances in the past, arguing they are unconstitutional and that “cities cannot punish pro-abortion organizations for carrying out their important work.” Abby Ledoux, spokesperson for the Planned Parenthood Federation of America, said the ordinance feels “extremely cruel” and just adds more restrictive layers to the statewide ban, ultimately endangering women in an area where access to abortion care is already limited. 

On one hand, there is the aspect of leaders and residents believing this is the right stance. Numerous communities have developed statements, regulations, and ordinances intended to pursue what they think is right.

But, I wonder if this is also connected to branding. Could a community serve its residents and seek to attract residents, businesses, and others based on taking a particular stand? At the least, the suburb of Alvin might be known by more people from taking a stand and others might factor the community’s stance into a decision about staying there or moving there.

This reminds me of the work of scholar Thomas Vicino in Suburban Crossroads: The Fight for Local Control of Immigration Policy. This book highlights the efforts of three communities to develop and enact their own policies amid concerns about federal immigration policies. The context here is a bit different – Texas has new laws regarding abortion, federal law is clear – but the idea is the same: local governments take it on themselves to address a controversial issue that they feel is important.

How effective are religious and political billboards?

On a recent long drive, I noticed two additional types of billboards compared to the typical ones selling good and/or services: religious billboards and political billboards. These do not comprise a majority of billboards in my observations – or even a significant minority – but there were at least a few. Such efforts raise several questions for me:

  1. Do religious and political billboards reach a large audience compared to other forms of media advertising? Compared to some other forms of advertising, the audience along the road might be more known: traffic counts are known and drivers who use a particular road or go through a particular location are a particular group. This may be more targeted advertising with a known number of daily viewers.
  2. Do people seeing religious or political billboards respond to them similarly or differently compared to commercial billboards? The medium of a billboard requires a fairly simple message as people go by them at a high speed. An image or two and limited text are possible. People are used to commercial appeals. So, does anything change if a Bible verse is on a sign? I know there is a religious marketplace in the United States but does a billboard encourage more religiosity? Or, does an image of a politician and a short statement catch people’s attention? Are these just like other billboards, or, because religion and politics can be personal and contentious, do they provoke more engagement or more turning away?
  3. My bigger question about billboards and all forms of advertising: how much does it influence behavior? I saw these billboards, they caused me to think a little and I am blogging about the concept here, and any other ongoing influence is hard to ascertain. In my lifetime, I have seen thousands of billboards, just as I have likely seen hundreds of thousands of advertisements in other forms. I know they influence people but it is hard to connect the dots between billboards and change.

I will keep looking for and reading more unusual billboards. At the least, they help break up a long drive.

Numbers that highlight the scope of local governments in the United States

Some of my published work involves examining the actions of local governments. Thus, I was interested to read some published numbers about the size of local government:

The United States has nearly 90,000 local governments, with hundreds of thousands of elected officials. Indeed, the vast majority of elected officials serve at the local level. Moreover, local governments employ over ten million workers and collect nearly a quarter of the nation’s total tax revenues (Trounstine 2009, 2010).

Americans tend to like local government as it reduces the distance between voter and representative and can also address local interests more directly. But, put all of those local government units together – and they are not evenly spread out depending on location, Illinois has more, and population – and many people and lots of resources are involved. Additionally, the interaction between local government and other layers and levels of government also requires a lot.

Chicago aldermen and affordable housing, public housing

HUD is examining the connection between the power of Chicago aldermen over zoning and development in their wards and affordable housing in the city:

Housing activists and lawyers filed a complaint over aldermanic prerogative with HUD in 2018, alleging that allowing aldermen de facto veto power over most development proposals in their wards promotes housing discrimination by keeping low-income minorities from moving into affluent white neighborhoods.

The complaint against the city alleges that “aldermanic prerogative” helps residents who fear racial change pressure aldermen to block affordable housing projects by publicly raising concerns over school overcrowding, declining property values and other “camouflaged racial expressions.”

HUD officials continue investigating the matter and sent a letter to aldermen Dec. 1 asking them a series of questions about aldermanic prerogative, including how they define the term.

This reminded me of how aldermen helped shape the locations of public housing projects after World War Two. From the Encyclopedia of Chicago:

When Congress passed the Housing Act of 1949, which provided substantial funding for public housing, CHA was ready with a map of proposed sites for projects to be built on open land throughout the city, but the city council rejected this map altogether. White aldermen rejected plans for public housing in their wards. CHA’s policy thereafter was to build family housing only in black residential areas or adjacent to existing projects. This rejection explains the concentration of public housing in the city center on the South and West Sides.

In a city marked by residential segregation, numerous methods for keeping Black residents out of white neighborhoods, and white flight away from the city, the protection of certain areas has been a major emphasis. Affordable housing and public housing are typically viewed as unattractive land uses in whiter and wealthier communities with residents and leaders expressing concerns about property values, safety, and other matters with a sometimes stated and sometimes not underlying factor of race and ethnicity.

The need for affordable housing is great in Chicago, as it is in a number of major cities. But, who will compel neighborhoods or communities to accept that affordable housing should something everyone should bear responsibility for? Outside of some court cases and occasional legislative (Illinois and California as examples) or executive branch rumblings, the deck is stacked against affordable housing for multiple reasons. This includes an American emphasis on local government, particularly concerning local zoning and land use which is often set up to protect single-family homes. Americans often elect local representatives with the idea that they will protect the voter’s neighborhood and way of life.

Less clear from this article is what exactly HUD or others would if they find aldermen restricted affordable housing in the city.

Patterns among suburban voters in 2021 elections

With election results from Virginia, New Jersey, and other races coming in this week, a narrative about recent elections continue: suburban voters continue to sway elections. Here are the suburban patterns I have seen and heard observers discuss:

-Enthusiasm among suburban Democrats was down in 2021 compared to 2020.

-Suburbanites were worried and/or angry about schools, whether that was for prolonged closures due to COVID-19 or concerns over curriculum and administrator control as opposed to parents.

-While Biden won over more suburban independent voters, enough tilted back to Republicans in these elections.

-This is a backlash involving race where white voters are exercising their influence.

As pundits, politicians, and academics sort out these multiple and possibly overlapping factors, this is a reminder of two things: (1) suburban voters continue to remain important in American elections (and both Democrats and Republicans are trying to appeal to them) and (2) the patterns and consequences of complex suburbia are not necessarily easy to predict.

Reasons for suburban legislators leading the Illinois Democrats

As American political divides currently sit in the suburbs, the tension between Chicago Democrats and suburban Democrats in Illinois is interesting to consider:

In adding suburbia to the Democratic base, it turned out, Madigan also created a party that would no longer tolerate his Chicago ward boss style of leadership.

“Suburbanites tend to be less enamored of machine politics,” said Christopher Z. Mooney, a professor of political science at the University of Illinois-Chicago. “Machine politics is about one thing: getting jobs. Suburban voters tend to be more concerned about corruption. They’re a little better off,” and thus don’t need the government jobs political bosses can dole out…

While many suburban representatives had benefited from Madigan’s operation, the ComEd scandal marked the moment that “a limit had been reached,” Mooney said. “They felt that his usefulness was over. The fact that they were from the suburbs allowed them to have some cover. Madigan’s political tentacles are more effective in the city of Chicago or Cook County.”…

Suburbanites haven’t just changed the way politics is conducted within the Democratic Party, they’ve also made certain issues more important to the party. Abortion, for instance. In the 1980s, the Catholic Madigan declared himself “100% pro-life.” In 2019, he supported the Reproductive Health Act, which ensured that abortion will be legal in Illinois if Roe v. Wade is overturned, and declares that a “fetus does not have independent rights under the laws of this state.”

The explanations here suggest the changes in suburbs have had significant consequences for politics. As noted above, corruption turns off suburban voters – who often like the idea of more virtuous smaller local government – and there are more pro-choice suburban voters.

I could imagine several other factors involving suburbia that have influenced this change:

  1. The increasing suburban population compared to the population of Chicago. As a proportion of Illinois residents, there are more suburbanites than in the past. This does not necessarily guarantee changes toward what suburbanites want but it could be a factor.
  2. The suburbs have changed in demographic composition. There are now different kinds of suburban residents, including more racial and ethnic minorities and more lower-income residents. The whiter and wealthier suburbs still exist in places but so does more complex suburbia. The suburban voters today are not just more educated whites.
  3. While the comparison above is between Chicago style politics and suburban politics, I wonder how suburbanites view the big city more broadly as compared to the past. Are more suburbanites interested in life in denser communities with more cultural opportunities (even if they are in the suburbs)? How essential is Chicago to the region and state compared to all of the activity – business, cultural, civically – in the suburbs?
