Will he or won’t he tunnel under Los Angeles?

Few tunnels get as much public attention as just the idea Elon Musk has to tunnel under Los Angeles to avoid traffic:

After being stuck in heavy traffic in December, the billionaire came up with a plan to create a giant tunnel under Los Angeles to ease congestion.

‘Traffic is driving me nuts. Am going to build a tunnel boring machine and just start digging…’, he tweeted…

Excavators working for the entrepreneur have already dug a test trench at SpaceX’s headquarters in Hawthorne, Los Angeles, Wired reported last week…

‘If you think of tunnels going 10, 20, 30 layers deep (or more), it is obvious that going 3D down will encompass the needs of any city’s transport of arbitrary size,’ he told Wired last week in a Twitter direct message.

I have a hard time envisioning how this could become useful for the general public. Musk would have to figure out something pretty spectacular to get the cost and time down. Or, one tunnel could open but it would be prohibitively expensive to use.

And isn’t there also an issue of freeing up land for entrances and exits from these deep tunnels? (Los Angeles might be a bit different if the tunnels are primarily for going through mountain passes.)

Making a McMansion worse with an underground garage?

One new teardown McMansion in Los Angeles is singled out for criticism for a unique feature:

The problem with one particular McMansion currently being built in Sherman Oaks is not that it towers head and shoulders above the houses to its north, the ones to its south, and all the houses across from it on the west side of the street except for one equally obese McMansion.

The problem is that its garage also reaches far lower into the ground because it is subterranean, accessed by a deeply sloping driveway. (Photo above) This is a singularly unique feature when compared to a concentric circle of the 500 nearest single family homes.

Los Angeles City Councilmember Paul Koretz, who authored the city’s porous and ineffective moratorium on McMansions, refused to personally answer direct questions about the property, but denied through a staffer any responsibility for its permit because at the time it was issued, this address was not yet covered by the moratorium. It originally only insulated some communities, including several in the San Fernando Valley…but not this one.

McMansions are often known for their large garages, whether they have oversized doors to accommodate extra-large vehicles or the big garages dominate the exterior (helping to earn some home the nickname “snout houses”). I thought the underground garage would help make a large house more palatable, particularly if some of the aboveground bulk or facade was smaller because space had been moved. Such a move echoes those of wealthy homeowners in London.

Perhaps the issue is that going underground might affect nearby properties? Presumably, it takes some significant extra work to create such a garage under a house and I was under the impression that few homes in southern California. But, I’m guessing that someone who could afford this property at a high price and the new home could also ensure that the subterranean garage is stable.

Los Angeles continues to tweak McMansion regulations

The work continues in Los Angeles about how to best address McMansions:

The City Council this week voted 13-0 to rewrite two ordinances governing the size of new houses in single-family neighborhoods and on hillsides, the Los Angeles Times reported:

“One mansionization measure backed by the council would reduce the square footage allowed for houses in R-1 zones — areas where only single-family homes are permitted — to 45% of the overall lot size, down from 50%. The council also moved to eliminate provisions that have allowed homebuilders to obtain additional square footage for their projects.

For example, developers have had the right to go 20% bigger when they showed they followed environmentally friendly design standards. That would disappear under the council’s plan.”

This isn’t the first time the city has taken on the issue. The first mansionization ordinances passed in 2008. But homeowners and others argued that the law didn’t go far enough to protect neighborhoods, and McMansions are still invading historic neighborhoods.

This highlights how regulating McMansions is not a one-time deal. In this case, the city already had regulations on the books. But, with enough pressure from residents, two changes were made to limit the size of new homes (through two different means). Presumably, these regulations could change even further as residents and builders see how things go over the next few years. It is harder to imagine the McMansions guidelines would allow for larger homes but builders, developers, and residents interested in such homes also could exert influence.

This may also serve as a reminder about the difficulty of crafting city-wide ordinances when different neighborhoods (and residents) might have different concerns about McMansions. In other words, what works in one neighborhood may not work in another. I could understand why local governments wouldn’t want to create a patchwork of regulations but it would be interesting to know how many residents and neighborhoods are driving these regulations.

Comparing the architecture of Chicago and LA

If baseball teams from two cities square off, why not use it as an opportunity to compare the architecture of the two locations? “Chicago vs. Los Angeles: Which city has the better architecture, public art, and parks?” Here are the comparisons in the iconic skyscraper and landmark categories:

Willis Tower

During much of the twentieth century, Chicago was a merchant city and the biggest name in the business was Sears. In the late ‘60s, the company decided to build a new headquarters and tapped Skidmore, Owings & Merrill to design what would become the tallest building in the world. Designed by Bruce Graham and Fazlur Rahman Khan, the building’s “bundled tube” design not only allowed it to reach new heights, but to also make a grand gesture in the Chicago skyline. With an official height of 1,450 feet (1,729 feet if you include its antennas), the tower held the world’s tallest title until 1998 when the Petronas Towers in Malaysia were completed.

The tallest building on the West Coast—until about six weeks ago, anyway—is strong and mighty—it was built to withstand an 8.3 magnitude earthquake. But that hasn’t mattered much to filmmakers. It’s such a standout building that director Roland Emmerich targeted it in no less than three of his blockbuster disaster films; Aliens destroyed it in Independence Day, Tornadoes swept through it in The Day After Tomorrow, and it was felled by an earthquake (presumably above 8.3) in 2012. Completed in 1989, it was designed by architect Henry N. Cobb, who outfitted the structure with its signature crown. This year, the tower unveiled a terrifying glass slide that suspends riders above the street 1,000 feet below. (Even the engineer admitted it’d be “scary as hell” to ride in an earthquake)…

Chicago Water Tower

The Chicago Water Tower in many ways is a reminder of Chicago’s ability to endure through difficult times. The 154-foot tall limestone structure is a physical connection to the city’s early days as it is one of the rare buildings that survived the Great Chicago Fire of 1871 which wiped out most the city’s downtown. Today, it is surrounded by towering skyscrapers but remains a popular tourist destination and symbol of Chicago’s strength and determination.

Perhaps the most recognizable landmark this side of the Pyramids at Giza, the Hollywood Sign has come to stand in for so much—show business, fame, excess—but is locally a symbol of the city’s complicated relationship with growth and change. The sign originally read “Hollywoodland” and was merely an ostentatious billboard advertising a new subdivision during a 1920s development boom. Later, when it had become a recognizable local landmark, preservationists sought to restore and preserve the sign. And now, with tourists from around the world flocking to Beachwood Canyon to get a closer look at those giant letters, it’s apparently become the bane of local residents’ existence—some of whom have proposed dismantling the sign entirely.

If we are comparing the most iconic representatives of each categories, the cities may be closer than many realize. Chicago is widely recognized as a capital of architecture yet Los Angeles has a good number of interesting and well-known buildings and designs. Additionally, the “feeling” of each place – spatially, culturally – is quite different so it could be hard to make direct comparisons. Yet, I would guess that if we went with quantity as well as history, Chicago would be a more clear cut winner.

I would be interested to see how many architects worked in both cities. In other words, were they separate architectural worlds or was there a lot of back and forth? Given that the two cities are so different, I wonder how much overlap is possible and then how much either the cities or architects would want to broadcast such overlap.

High housing prices drive more people to live in vans

When housing prices are high, residents adapt in a variety of ways:

He’s not alone. Last year, 4,600 cars and RVs were used as homes, according to The Los Angeles Times…

“The main expenses are insurance for the van, which is like $60 a month,” said Hutchins. “Then, I have a storage unit for like $60.”

That puts his monthly rent at $120. The van cost him just $125 at an auction…

Hutchins works part-time at a Taco Bell to help pay the bills, and he says living in a van has slashed his cost of living by $800 a month.

He showers at the gym, cooks on a portable stove on a sidewalk (he stores his butane at his friends’ place nearby) and uses wifi at nearby coffeeshops.

Four quick thoughts:

  1. I assume this is more attractive for younger adults who are starting their careers. Even with all the buzz about tiny houses and having smaller and more sustainable settings, I can’t imagine too many people with more established careers choosing this.
  2. Traditionally, Americans like cars. This seems like a clever adaptation for people who can make it work (see #1): you have some people and it is mobile.
  3. How do municipalities view this? The article mentions that this is not against the law in Los Angeles though there may be issues with parking in different places. At the same time, how many communities would want to have significant numbers of people living in vehicles?
  4. It would be helpful to get more data on this: is this a viable option only when housing prices are really high or is this a choice made for additional reasons as well? Does the weather in LA make this easier?

A few fake LA lawns watered as CA drought continues

The lawn may be so culturally powerful that fake lawns need to be watered:

But a CBS Los Angeles investigation found the water has not stopped flowing outside DWP buildings. Rather, the DWP has installed sprinklers to soak its fake grass for minutes at a time…

On a recent Thursday morning, sprinklers ran for six minutes, soaking fake grass outside the South LA substation. Even an area completely devoid of grass — real or fake — was inundated by water from sprinklers.

The excess water ran down the sidewalk and toward the street in an apparent violation of city code stating, “No customer of the Department shall use water in a manner that causes or allows excess or continuous water flow or runoff onto an adjoining sidewalk, driveway, street, gutter or ditch.” Such runoff is prohibited even for recycled “gray” water.

I realize that this story appears to be driven less by concern for water supplies – which are an ongoing issue in California – and more about neighbors expressing anger that they have to conserve water lest they be fined while the city appears to be wasting it. In other words: big government should follow its own rules. This could be a microcosm of national politics.

Yet, could there be a good reason for watering the fake lawn?

“We’re rinsing the grass to make it more sanitary,” said Richard Harasick, director of water operations at the DWP…

“We’re really just trying to wash out dog pee,” he said.

So it is dogs that utilize the fake lawn. Who knew that even replacement lawns need so much regular maintenance due to regular use. (Some need to be painted.) And getting people to stop their dogs from using the replacement lawn may be difficult.

Perhaps a solution here is to get rid of the fake lawn entirely. A common sight in recent years in California is to use lawns replaced with other features like drought resistant plants or stones. There was even a rebate program implemented for this as the state aimed to replace a lot of turf.

One takeaway to this story: it is hard for Americans to get rid of lawns as well as reactions to their use and maintenance.

LA suburbs welcome raves for their economic benefits

Suburbs aren’t usually known for wanting to host raucous music events but the economic benefits are hard to resist for some Los Angeles suburbs:

All of the region’s biggest electronic dance music festivals are now held deep in the suburbs and exurbs of Southern California, centered in San Bernardino County. There, the rave scene has been largely welcomed by government officials and local businesses hoping for an economic boost from the large crowds.

But many of the problems that dogged the concert in L.A. — rampant drug use, overdose deaths and overwhelmed emergency rooms — have persisted…

In the Inland Empire, rave organizers have tapped large venues that can hold more concertgoers…

The debate over rave safety has largely focused on whether government agencies should allow the concerts to be held in publicly owned spaces. Some emergency room doctors have called for such a ban, saying hospitals are overwhelmed by drug overdose patients after raves.

Many suburbs are looking for ways to bring in more revenue through the arts events, whether that be art, theater, music, or some other form of creative expression. The primary advantage of such events is that they are temporary: vendors and people descend for a limited amount of time and money is generated. However, suburbs usually don’t take too kindly to noise, damage from a lot of concertgoers, and drug use and drug-related deaths. Suburbs tend to want to promote themselves as safe and family friendly.

Thus, we get a set of trade-offs: communities that need money versus typical suburban propriety. I would imagine the drug-related deaths will scare off more suburbs even as many communities look to bring in more money through similar events.

Cut LA planning staff and expect more McMansions

Critics suggest that cutting several city employees will lead to more McMansions in Los Angeles:

Garcetti’s 2016-2017 budget calls for cutting two staff jobs in the seven-member Neighborhood Conservation division.

The division helps prepare historical designations — or Historic Preservation Overlay Zones (HPOZs) — for neighborhoods with distinctive architectural or cultural features. An HPOZ designation can help a neighborhood from overdevelopment by setting strict building guidelines, such as requiring that homes have a similar exterior look.

HPOZ designations are in place in dozens of neighborhoods, including Hancock Park, Van Nuys and University Park.

The mayor’s proposed Planning Department budget — released last week as part of his overall $8.7 billion spending plan for next fiscal year — comes at a crucial time for the Neighborhood Conservation division, advocates say. The office is racing to finish HPOZ designations for six areas before a law outlining teardowns of homes in those neighborhoods expires.

Usually such jobs in local government draw little attention, particularly when the city employs over 45,000 people and Los Angeles County has more than 100,000 employees. Yet, a relatively small set of city employees can oversee relatively large or influential projects. And the battle over McMansions in Los Angeles is not over as this tidbit later in the article suggests:

The AIDS Healthcare Foundation is leading a March 2017 ballot measure initiative that would temporarily halt construction of so-called mega-projects in the city.

In Los Angeles, the competing forces of an expensive housing market plus property rights will be fighting the forces of historic preservation for a while yet.

13 reasons to hate McMansions

City Watch makes a case against McMansions – here are a few of the 13 reasons given:

Some people hate them because they conflict with the City Planning Commission’s anti-mansionization policies contained in their Do Real Planning manifesto.

Some people hate them because they conflict with the policies of the Framework Element, a key part of LA’s General Plan. The Framework is clear that new residential developments must respect the character and scale of existing residences. But, as anyone can see when driving through neighborhoods blighted by mansionization, the scale and character of McMansions intensely clash with existing homes, whether they are Spanish Revival, Tudor, mid-century, or even ranch-style…

McMansions routinely include two or even three car attached garages. This feature not only incentivizes automobile driving, but the new double driveways also wipe out green space and trees in front yards and parkways. But since the attached garages are routinely used for recreation, storage, and other habitable uses, the owners park their luxury cars on their front yard driveways, next to sidewalks…

Because McMansions are huge, they devour enormous amounts of construction materials, such as cement, metals, plastics, and wood. Furthermore, because they are shoddily constructed, they will have a short life-span. Future buyers will quickly tear them down to avoid the extensive repairs necessary to keep McMansions habitable. This short life span, then, also adds to the rubble created by the mansionization process.

Some of the reasons given are specific to Los Angeles, which has been debating measures to limit McMansions for a few years. But, many of the reasons could apply anywhere: such homes don’t fit the existing architecture in the neighborhood, they are generally large, and they require the use of numerous resources ranging from demolition and construction to maintaining the home over the years and what is required to be part of suburban sprawl.

If the opposite case were to be made – 13 reasons for McMansions? – I would guess the primary reason would be property rights. The argument would suggest that if an American owns a piece of land, they should be able to do with it what they wish. Of course, people and organizations don’t have complete freedom; particularly in cities, there are a variety of zoning laws and regulations that limit how property can be used. But, if a plot of land is in a residential area, should neighbors or the local government be able to restrict what kind of single-family home is built?

Mass transit use down in the Los Angeles area

It can be tough to get Americans to use mass transit. See the case of Los Angeles: billions have been spent in recent years and use is down.

The Los Angeles County Metropolitan Transportation Authority, the region’s largest carrier, lost more than 10% of its boardings from 2006 to 2015, a decline that appears to be accelerating. Despite a $9-billion investment in new light rail and subway lines, Metro now has fewer boardings than it did three decades ago, when buses were the county’s only transit option.

Most other agencies fare no better. In Orange County, bus ridership plummeted 30% in the last seven years, while some smaller bus operators across the region have experienced declines approaching 25%. In the last two years alone, a Metro study found that 16 transit providers in Los Angeles County saw average quarterly declines of 4% to 5%…

The decline suggests that Southern California policymakers are falling short of one of their longtime goals: drawing drivers out of their cars and onto public transportation to reduce traffic congestion, greenhouse gases and the region’s reliance on fossil fuels…

Southern California certainly isn’t alone. Public transportation use in many U.S. cities, including Chicago and Washington, D.C., has slumped in the last few years. But the question takes on new significance in Los Angeles County, where politicians and transportation officials are considering whether to seek another half-cent sales tax increase in November that could raise $120 billion for major transportation projects, including several new rail lines.

Cheap gas is not helping. I’ve been thinking in recent days that if there was any time to increase gas taxes to provide needed money for roads and other transportation projects, now is the time.

More broadly, most Americans seem to want to drive themselves when they can. Even though the total costs of owning a car add up, driving offers status and freedom. In a society where those are two key values, mass transit may not be able to compete when there isn’t the kind of density found in New York City or San Francisco.
