More faith-based organizations using their property for housing

Congregations and faith-based organizations have a lot of land. Many areas of the United States need more housing. Might this be a good match?

Seeking to grow revenue and do good, faith-based organizations are increasingly turning to their unused land and underused buildings as a solution to affordable housing. By the time Ms. Goff arrived at Arlington Presbyterian Church in 2018, Gilliam Place was already under construction.

“Our congregation had begun to ask itself, ‘What’s the point of us?’” Ms. Goff said. “It’s a big, existential question, and they had the sense that affordable housing was an issue they could do something about.”…

State and local governments are also recognizing the potential to increase housing stock. Andrew Gounardes, a New York State senator who represents southern Brooklyn, introduced a bill in December that, he said, would “streamline the process and the way in which religious institutions that want to help contribute to solving the state’s housing crisis will be able to develop affordable housing on their property.”…

Regardless of state laws, projects often face make-or-break decisions at the local level. Neighborhood buy-in is one small step in the journey, said the Rev. David Bowers, vice president of faith-based development initiative for Enterprise Community Partners, a national nonprofit developer. “There is NIMBYism, zoning approvals,” he said. “It’s the nature of the beast.”

Then there’s the financing question. Banks are “hesitant to do business with churches for fear of default,” said Bishop R.C. Hugh Nelson, lead pastor at Ebenezer Urban Ministry Center in Brooklyn, who worked with Brisa Builders Corporation on Ebenezer Plaza, a project that includes 523 affordable apartments, 43,000 square feet of sanctuary and ministry space, and 21,000 square feet of commercial space in Brownsville.

Two thoughts come to mind:

  1. The combination of doing good for the community and generating revenue are interesting to consider together. Are there congregations where one of these is more of the driving force? What if more congregations from their beginnings saw housing as one of the ways they lived our and/or shared their religious faith?
  2. How might congregations not just build housing but develop larger communities around faith, rituals, and community life? Housing is good but so is community and the possibilities of developing a local life involving the congregation.

NJ suburb home to the second largest Hindu temple in the world

Here is a sign of increasing diversity in the increasingly complex American suburbs: the world’s second largest Hindu temple just opened in suburban New Jersey:

The official inauguration for BAPS Akshardham, the massive 87,975 square-foot, 191-feet tall temple in Robbinsville, New Jersey, is scheduled for Sunday…

Spanning 185 acres, the grand temple is dedicated to Bhagwan Swaminarayan, a revered Hindu spiritual leader from the 19th century. 

The temple is made of stoned of Marble, granite, and limestones – sourced from various places in Europe and shipped to India, where artisans carved intricately.  

Stone pieces were then shipped to the U.S. and assembled by volunteers from all over the world under guidance of artisans from India…

The New York tri-state area is known for its large Hindu American population and community of Hindu devotees.

According to Wikipedia, this suburban location is part of the New York City region but it also right next to the Philadelphia region:

Robbinsville Township is a township in Mercer County, in the U.S. state of New Jersey. Located at the cross-roads between the Delaware Valley region to the southwest and the Raritan Valley region to the northeast, the township is considered part of the New York Metropolitan area as defined by the United States Census Bureau,[21] but directly borders the Philadelphia metropolitan area and is part of the Federal Communications Commission‘s Philadelphia Designated Market Area.[22]

Recent research helps explain the increasing amount of religious diversity within metropolitan regions. For example, Religion & Community in the New Urban America details this in the Chicago region and I detail patterns in debates about zoning and land throughout the New York region and involving multiple religious traditions.

Yet, I suspect such a building would surprise many who do not think of suburbs in the United States this way. With new populations in the suburbs and new religious groups, many suburban communities have changed in recent decades. Suburbs do not only consist of white bedroom communities; suburbs are more racially, ethnically, and religiously diverse.

Working on research about closed religious congregations in DuPage County

DuPage County, Illinois is a vibrant suburban county with over 930,000 residents, lots of jobs, and numerous communities. Like many suburbs, it has become more complex in recent years due to demographic, cultural, economic, and social changes. It is also home to hundreds of religious congregations.

As part of a larger research project looking at the congregations in the county, I am also pursuing work on what happened to former religious buildings. I will report the findings to Partners for Sacred Places in Spring 2024 and here is their summary of my project:

Brian Miller (Professor of Sociology, Wheaton College, and co-author of Building Faith: A Sociology of Religious Structures) is using a quantitative approach focusing on DuPage County in Illinois, which is home to hundreds of religious organizations. He is documenting the number and types of transitioned congregations in the suburban context, looking for patterns of building usage and community impact.

I have started looking at sources that will help with the project. Here are two that are proving very helpful:

This builds on earlier work I have done regarding religious buildings. Based on existing research, I would expect a variety of outcomes for former religious buildings from no building present on the site to empty structures to buildings converted for other uses.

Why might suburban residents oppose the sale of park district land to a church? Here are some reasons

I have studied opposition to religious groups using buildings and land (article one, article two). One plan in the Chicago suburbs to sell park district land to a religious group has led to issues as nearby residents have filed a legal complaint in county court. Their concerns? 1.  Allow Area N to remain a wetland and preserve the open space in line with the South Barrington park district’s overall mission.

2.  If Area N will be sold for a development, access should not be granted through Acadia Drive.   Acadia Drive is within a residential community that has no sidewalks and permitting access to the development through the residential community, without sidewalks (the Woods of South Barrington), presents a nuisance and would be grossly negligent on behalf of the Village and the South Barrington park district.  There is a walking trail (that is accessed from Acadia Drive or feeds residents onto Acadia Drive) where the access would be granted and children and residents are outside after school, on weekend and holidays.  These are all peak worship times.  The school also presents this same safety issues at the end of the school day where children who live in the residential community are walking home from being dropped off by the school bus.  The residential community should remain residential and not be subject to increased development traffic.  As repeatedly noted, this is a significant safety concern.  The safety of our children and residents should be top priority for the Village and the South Barrington park district.  

3.  Further we request access not be granted on Bartlett road at all to preserve the surrounding residential communities from the same safety concerns.

Additionally, some of those signing the petition offered reasons they do not want this particular church in their community.

While this is about a particular piece of land and a particular religious group working within a particular suburban community, these reasons are fairly standard from what I have seen in my research. They have concerns about losing open space/natural space and park land. They are worried about traffic in residential neighborhoods. They do not want a group that multiple commenters call a cult in their community.

This will work its way through the legal system and local government bodies. Suburbanites who do not want certain land uses nearby can be quite persistent in their efforts to make sure proposals they do not like reach a certain outcome. Whether they can guarantee the outcome they want is another matter.

Potentially different logics for land: from a church that “nourished thousands” to million dollar homes

Reflecting on the tearing down of a Catholic church in Chicago, one long-time parishioner describes what will replace the structure:

It’s a “good’ neighborhood now. And the land that Transfiguration once occupied will be turned into about a dozen single-family homes, where, in an area that was zoned for and still is largely home to two- and three-flats, the starting price of a new house is $1.35 million. Talk to me about the zoning on that one.

This week is the one I dreaded: the physical building, Transfiguration of Our Lord, is being torn down. I held out hope that the building that had welcomed and taken care of so many would be preserved. At the very least, I hoped that the land that nourished thousands of families would house a few more of them in the middle of a nationwide affordable housing crisis. But why build homes for two or three families when you can get rich selling a house to just one?

So the fences have gone up, and the building is coming down.

Processing the closing of a long-time religious congregation can be difficult.

But, there is also a suggestion above that these are two very different uses of land. According to this member, the church nourished families and the community. The church welcomed immigrants. Its school educated kids. The church was a gathering place. Churches in the United States do not pay property taxes, but they can provide services for the neighborhood.

In contrast, the buildings that will replace the church will be expensive single-family homes. These will provide private space for households within a desirable neighborhood. There is money to be made in the developing and selling of the buildings.

This could lead to a question: is land better used for organizations that serve the community or for single-family homes? If people care more about money, creating more real estate is the answer. If people want to emphasize community, there might be room for religious congregations and other neighborhood organizations, but they may need to sustain themselves. Americans value single-family homes and like making money. When congregations close, it is a relatively easy step in many communities to redevelop this land or reuse the buildings in ways that generate money and revenue.

One of the joys of Easter: a full sanctuary singing

As someone who enjoys music, is a musician, and likes some large collective activities, part of the joy of Easter is having a full sanctuary with people singing.

This level of congregational singing does not happen every week. Our church is full on Easter. The songs are familiar. Many people arrived early and the level of conversation beforehand was high.

Sure, this musical experience might be replicable elsewhere, such as at a club where everyone is dancing and singing along with popular songs or being in that right place with the right music that gives you goosebumps. But, this is a different experience. It is the Christian holiday on the calendar. It is an annual ritual. It is happening in a building intended to direct people’s attention toward worship. And people are singing, not just attending a loud performance.

More Protestant churches closing than opening – and understanding the bigger patterns

One source suggests more Protestant churches are closing than are opening:

About 4,500 Protestant churches closed in 2019, the last year data is available, with about 3,000 new churches opening, according to Lifeway Research. It was the first time the number of churches in the US hadn’t grown since the evangelical firm started studying the topic. With the pandemic speeding up a broader trend of Americans turning away from Christianity, researchers say the closures will only have accelerated…

“In the last three years, all signs are pointing to a continued pace of closures probably similar to 2019 or possibly higher, as there’s been a really rapid rise in American individuals who say they’re not religious.”

The rest of the article deals with why this is happening and what happens to these buildings.

For this post, I am more interested in putting the cited numbers in context. Here are different aspects of this:

  1. As cross-sectional numbers (first sentence above), it is hard to know what do with these figures. In 2019, more Protestant churches closed than opened. This is a one year figure.
  2. Looking at trends over time is useful. The next sentence above says this is the first time that more congregations have closed than opened since Lifeway started tracking this. So this is a reversal or change to a larger trend? How long has anyone tracked this? Is it assumed that it is good or normal that more churches open than close each year?
  3. As noted above, there are fewer people claiming religious affiliation. Are there additional factors involved, such as a shift of attendees toward larger congregations?
  4. Are there other data sources for the number of churches and what does their data show?

With the attention that is paid to the declining number of religious Americans, it would be helpful to continue to look at the corresponding organizational changes including changes in the number of congregations.

Teardown a home for a new parsonage that may not be a McMansion

What happens when the needs of a church for a larger parsonage converge with the interests present in a district of older single-family homes where teardown McMansions occur? Here is a case from the Buckhead neighborhood of Atlanta:

Peachtree Road United Methodist Church aims to demolish a historic Buckhead Forest house for a new parsonage, stirring preservationist concerns.

The 81-year-old house at 3210 West Shadowlawn Ave. is listed as contributing to the Alberta Drive-Mathieson Drive-West Shadowlawn Avenue Historic District, which was added to the National Register of Historic Places in 2015. But that does not prevent demolition and the property has no City historic protections. The church claims the house is “uninhabitable” and can’t meet its mother organization’s requirements for large parsonages…

The historic district application was filed with the National Park Service in 2014 by the Georgia Historic Preservation Division. The filing says the neighborhoods are historically significant as part of a building boom that followed a 1907 trolley line extension on Peachtree, and for its wealth of intact architecture dating from the 1910s through the 1960s. West Shadowlawn, the filing says, was named for a subdivision called Shadow Lawn, which started construction in 1922. The filing includes a photo of the house at 3210. The main church property is not included in the historic district.

Rev. Bill Britt, the church’s senior minister, told the DRC that the plan is to build a parsonage as a home for a member of its clergy who currently rents elsewhere in the city. The existing one-story house would be replaced with a larger, two-story version…

Project architect Brandon Ingram noted that many houses on the street date to the period of the 1920s through 1940s. He said the church wanted the new parsonage to be be “respectful” of that aesthetic and look “a little bit more vintage” rather than “some giant Buckhead McMansion.”

This sounds like a typical teardown situation: there is an older property in a desirable single-family home neighborhood that needs some work. It does not have modern features or the size of new homes today. A property owner wants to tear it down and build a new home. Some in the community want to preserve the old home and worry that a new home changes the local character. Some in the community want property owners to have the right to do what they want with their property and be able to reap the benefits of what might come along.

Does it change the situation if it is a local church that wants to pursue the teardown? The church will likely profit from a teardown – increased property value, a newer home – but it is also a community or non-profit actor and not just a private owner. The church has been around a long time and the parsonage may not change hands for a long time. The intended use is for church staff.

Is a church that is a long-term member of the community less likely to construct a McMansion and instead lean more toward the existing architecture of the neighborhood? Trying to picture a McMansion nearby a historic looking church building – see image below – does not work as well as imagining a McMansion near a newer megachurch in the sprawling suburbs.

If religious congregations are in the business of building McMansions, there may be an interesting story to tell.

From one sacred domain to another? Religious buildings as spaces for the arts

When studying the conflict that could arise when religious groups proposed zoning changes, I encountered a number of creative efforts by religious congregations to generate income with their building. Here is another use: creating spaces for the arts.

“The problem is that, particularly in New York, congregations are housed in large, historic properties, with large amounts of deferred maintenance,” nonprofit leader Kate Toth told Religion News Service. “At the same time, membership in most religious communities is declining. Those are two difficult trends to square.”

But Toth has a solution to offer. Enter Venuely, a space sharing website launched this month. The interfaith platform borrows from other space sharing models like Airbnb to match houses of faith in New York Citythat have surplus space to short-term renters in search of a deal. It’s also founded by two nonprofit organizations (Bricks and Mortals and Partners for Sacred Places) that aim to develop capacity for faith communities, not line their pockets…

“We’re turning (the space) into an outreach mission for theater community, and because we’re nonprofit we can offer the space at a very good price,” said Hutt. “Churches have a lot of unused capacity. It makes a lot of sense for that space to be available for other organizations, especially when you have a mission match like we do with the theater community.”…

Looking ahead, St. Luke’s plans to use Venuely to rent its stained-glass adorned sanctuary as well as a multipurpose room to members of the arts community. For Strasser, opening the space up for nonprofit arts groups is an extension of what the church does on Sundays.

Many religious buildings are constructed with the idea that their spaces are sacred or can become sacred or are imbued with the sacred. They are physical buildings constructed by people yet when people of faith come together and experience fellowship and worship, the building is something different. My colleague and I wrote a book about this.

What then happens when the building is used for a different purpose? The religious congregation itself may do this; not all of their activity may be sacred in the same way or draw on sacred themes. There may be more profane activities in the buildings as well such as cleaning or people engaging in more mundane activities inside.

For some religious traditions and congregations, the arts is a relatively close domain to religious sacred space. Through music, art, theater, and other forms, the arts can invite creators and audiences to consider big questions and reflect on life. This all can be enhanced by a physical space that works with the creation. (Other religious traditions might be less open to this. Evangelicals, for one, are not known as a group that encourages the arts and may not want to share spaces.)

It will be interesting to see how Venuely does and how congregations, creators, and audiences respond to the possible venues.

The fate of church buildings when thousands of churches cease operating

A new book addresses the fate of church buildings when congregations end:

Dominic Dutra, author of “Closing Costs,” a new book about how church property can be repurposed, says there are thousands of churches around the country that have closed or will likely close in the years to come. And too often, he said, leaders of those churches put off any discussion about what to do with their building until it’s too late.

“I’ve had situations where buildings are empty and they have no plan at all,” he said.

A 2021 study from Lifeway Research, based on data from three-dozen denominations, found that 4,500 churches closed in 2019, while only 3,000 were started. The 2021 Faith Communities Today study found that the median worship attendance for churches in the U.S. dropped from 137 people to 65 people over the past two decades.

Dutra argues that billions of dollars in church property could be put to work for ministry ­— if church leaders become proactive about the future. He has worked with a number of religious groups to do just that.

The numbers cited above are interesting: prior to COVID-19, more churches closed than opened. Additionally, the data from the survey is consistent with the National Congregations Study run over the last two decades regarding the median size of churches.

This is one area that my co-author Robert Brenneman and I did not address as much as we could have in our 2020 book Building Faith: A Sociology of Religious Structures. One of the later chapters looks at the fate of church buildings in the Chicago area. We found big differences across four denominations and a number of church buildings put to other uses. Church building are used in a variety of ways, including used by new congregations, converted into housing or commercial space, razed, and preserved.

Based on the description of the book in the article above, my guess is the recommendation is that church buildings no longer housing congregations can be put to other faith uses. There is certainly opportunity, ranging from serving new congregations to housing non-profits or parachurch organizations to being home to community centers.
