260,000 trees a year for mortgage documents

Mortgages are important documents given how much money they involve yet they also consume a lot of trees according to one estimate:

According to the report, those seeking a mortgage encounter scores of paperwork — in some cases, more than 50 loan documents — including everything from an appraisal report to the loan application, topping out at an estimated 252 pages. Add in another 28 pages, approximately, for documents borrowers must provide such as pay stubs and bank statements…

Multiply 280 pages per mortgage by an average of 7.8 million mortgages a year — a figure from a recent Federal Reserve Bulletin — and what have you got?

That’s right: almost 2.2 billion sheets of paper annually from mortgages alone. That equals more than 41,000 tons of wood and over 260,000 trees…

A FreeandClear survey conducted in February polled homeowners ages 22 to 49 who have a mortgage. In one question, on the most taxing part of the mortgage process, 56 percent of respondents pointed to excessive paperwork.

Several quick thoughts:

  1. Remember all those predictions that we would move away from the world of paper? Even with the disadvantages it may have, it is pretty useful to have paper documents in a number of situations.
  2. I assume “excessive paperwork” is relative to “typical” amounts of paperwork people have to fill out. Is it a bit unrealistic to expect that a mortgage – a significant contract for the average borrower – shouldn’t have little paperwork?
  3. The 260,000 trees figure is supposed to be shocking and help us think more about the social problem of tree removal. All those trees just for mortgages?!? But, how many trees are cut down each year for paper? One source from a few years suggests it is over 4 billion trees each year. Time says 15 billion trees – for all uses – are cut down each year but this is out of a base of roughly 4 trillion trees overall. How about a look at how many trees are used for newspapers each year in the United States? Is this a more acceptable use of paper?

Improving transit options in Las Vegas

It may be an iconic scene to drive down the Strip in Las Vegas but the city is looking for ways to improve transit:

But consistent growth has forced a city known for sprawl to start to change its ways. Last year, voters approved a measure that ties fuel taxes to inflation, a move that will address the region’s $6 billion shortfall in road infrastructure. In addition, the Regional Transportation Commission approved a new long-term plan to expand light rail down the Maryland Parkway and massively expand bus service. In mid-March, the RTC submitted a proposal to build a multibillion-dollar light rail system that would connect the Strip with McCarran International Airport.

The Strip has limited transit solutions, most of them privately funded by the gaming industry. A series of free trams that travel from casino to casino allows tourists to move up and down the western side of the Strip without using cars. In 2004, a 3.9-mile monorail opened just to the east of the Strip that serves casinos on that side as well as the convention center. The city also created a double-decker public bus named the Deuce that exclusively serves the Strip…

Brown says comparing Vegas to other cities, especially those in the Northeast with subway and rail systems, isn’t fair. Vegas has a different growth pattern due to the influx of tourists and the large number of workers who serve them—all of whom need to move to one place—and will need a different type of technology to solve its transport issues. “Vegas is about as unique a place in the world as you can find.”

Autonomous vehicles are one option that could improve congestion, lower emissions, and appeal to tourists’ desire for novelty. Brown wants infrastructure that can support and take advantage of that technology. The city and RTC are aggressively courting autonomous vehicle companies and studying “high capacity corridors” throughout Southern Nevada to prioritize opportunities for bus rapid transit.

These options sound like they would help. In particular, giving people an option to take a train from the airport to the Strip is something that should have been done years ago.

At the same time, these are primarily changes that would take advantage of the existing road structure (outside of the monorail and light-rail options). Perhaps it is too much to ask for a city with such important structures – the sprawling casinos built along the Strip – to attempt to create a denser, more walkable streetscape. The amount of work that would need to be done to better tie together the casinos would be massive. But, as someone who has walked the Strip multiple times, wouldn’t it create a more exciting experience for tourists? Wouldn’t it reduce traffic and the long lines at the taxi stands? Maybe the true goal of the Strip is get people to do their recreational walking within the casinos – stroll through Venice or Ancient Rome so you’ll spend some money there – but there are some bigger questions about urban planning than just providing a few more mass transit options.

The board received information that Koval “offered to engage in or engaged in” injecting people with Botox in her home. Koval admitted that she had administered Botox to individuals in New Jersey, according to the order dated April 3.

But, is the reader’s opinion of this woman even worse when her home is labeled a McMansion? It isn’t just an expensive suburban home – it is a McMansion, a term that is almost never used to refer to something good.

I talked earlier this week with Patrik Jonsson of the Christian Science Monitor about the primary race in Georgia’s 6th Congressional District in the Atlanta suburbs. Here is part of the story published on Wednesday:

In part seen as a referendum on President Trump, Ossoff’s out-of-the-blue campaign also offers a mirror on how changing suburban values are coming to a head in unexpected ways.

In the past decade especially, Atlanta suburbs like Cobb, Dekalb, and Fulton, parts of which make up the Sixth, have become younger, more diverse, more place-focused, and more urbane than their dad’s suburbs. A values shift toward walkability and sustainability is creating opportunities for moderates like Ossoff who respect suburban traditions while also seeking not to exclude people by race or wealth…

The new suburban appeal resonates not just for younger Americans in search of authentic experiences, but older ones as well, ranging from empty nesters who want a more urban lifestyle without having to move to the city to Gen X divorcees who are trying to juggle jobs, social lives, and two households without being stuck in Atlanta traffic all day.

“The suburbs are not just composed of wealthy conservatives, even though such communities do exist,” says Brian Miller, a Wheaton College, Ill., sociologist who studies the suburbs. The difference is that “there are now a variety of populations with a variety of concerns.” That means “local and national elections may [now] depend on reaching voters in middle suburbs who might go either way depending on the candidates, economic conditions [and] quality of life concerns.”

I’ll add a bit more since this touches on one areas of my research: from the outside, suburbs may look all the same. The physical pieces may be similar (different configurations of subdivisions, roads, big box stores and fast food establishments, etc.) and there are presumed to be similar values (middle-class homeowners who fiercely protect local interests such as property values). Yet, if you spend time in suburban areas, you find that communities can differ quite a bit even if they all fit under the umbrella term “suburb.” Depending on the demographics of particular communities (and suburbs are increasingly non-white as well as have more poor residents) as well as unique histories (which are influenced by the date of founding, distance from the big city, and actions of past and current leaders), suburbs can be quite different and have their own character.

So trying to understand voting patterns in suburbs can be complicated. Suburbs closer to big cities tend to lean Democratic and those at the metropolitan edges lean Republican. In the middle, voters can be swayed and are less predictable – indeed, they may be the real swing states for politicians to fight over. This map of the primary results in the New York Times supports these earlier findings: there are different clusters of support for the various candidates throughout the suburban district.

NAR economist: “major housing shortage” in the US

The chief economist for the National Association of Realtors suggests there is a major housing shortage:

“A major housing shortage exists in this country,” Yun said in a statement. “It is therefore disappointing to witness in March the continued lackluster performance in new-home building, which was the second lowest activity over the past six months. Home prices have risen by 41 percent and rents have climbed 17 percent over the past five years at a time when the typical worker wage has grown by only 11 percent. To relieve housing costs, there simply needs to be more homes built.”

My first thought on this reading this: builders and developers are still skittish from the 2000s housing bubble. Instead of risking overextending themselves, compared to the past they are now focusing on more expensive homes or rental properties. Oddly though, I have seen little media coverage regarding builders and developers. They may be a secretive bunch generally but why isn’t there more scrutiny of their actions and motivations?

My second thought: if there is indeed a housing shortage, what does this say about the state of the economy? A booming construction sector is often related to a good economy. It doesn’t necessarily have to be this way in the future, particularly if there is a shift away from sprawl and homeownership of detached single-family homes, even if it was true in the post-World War II era.

Finally, who might be held responsible if there is indeed a housing shortage? It is hard to rally potential homebuyers into a cohesive group. Is there a way to prod politicians and business leaders to act and if so, could their actions even effect much change?

Niche names Naperville 2nd best place to live

This is not an uncommon accolade for Naperville: Niche recently named the suburb the second best place to live in the country.

Niche looked at 228 cities and more than 15,000 towns and based rankings on crime rate, public schools, cost of living, job opportunities and local amenities…

Niche also took into account reviews from residents in the various cities and towns. Out of the 397 reviews, 111 people gave Naperville an “excellent” rating, 187 said it is “very good,” 91 called the city “average,” six said it is a “poor” place to live and two said it is “terrible.”

Naperville got an A+ for both its public schools and being a good city for families, an A in diversity, an A- in housing and a B+ in both nightlife and crime and safety.

Niche ranked Ann Arbor, Mich., the best city to live in America. Rounding out the top five cities to live in America are Arlington, Va.; Columbia, Md. and Berkeley, Calif.

Several quick thoughts:

  1. In Money‘s 2016 rankings of the best places to live, Naperville was #10.
  2. Including reviews from local residents is an interesting twist. Why did a few respondents give Naperville a poor rating? Weather and a few other issues. And the two terrible ratings are both related to the state of Illinois.
  3. Where doesn’t Naperville do well? A C+ for cost of living as well as for weather.
  4. The top five cities are all within major metropolitan areas where they are sizable communities but nowhere near the biggest community. This may be notable until you look at Niche’s list of the “best places to live” and there you find smaller suburbs.

“Politics of pavement” amidst the start of construction season

Commuters and taxpayers may be unhappy with annoying roadwork but as this summary of upcoming projects in the Chicago region reminds us, roadwork is political:

With no state budget in sight as Republican Gov. Bruce Rauner feuds with Democrats, the idea of a capital plan to fix infrastructure seems as likely as unicorns in hard hats.

That disconnect is not only strangling transportation funding in Illinois, it’s also thwarting a pet project of Rauner’s — adding tolled express lanes to I-55 in Cook and DuPage counties…

For the Illinois tollway, money’s not a problem. But the agency is locked in a dispute with the Canadian Pacific Railroad over land it wants for I-490, a ring road around the west side of O’Hare International Airport.

If Canadian Pacific wins support from federal regulators in a pending case, it’s a potential catastrophe for the tollway.

Roads are power? Any major infrastructure project involves lots of money, voters, and jobs. Additionally, in a country where driving is so important, construction on major roads is a big deal.

So, is anyone winning the political battle through roads in the Chicago region? Big city mayors like to claim that they are different than national politicians because the mayors have to get things done. The same may be true for governors on infrastructure issues. Presumably, limiting the political battles over roads helps everyone win as costs are reduced (prices for big projects only go up over time) and residents can start experiencing the benefits sooner.

More on the reduced geographic mobility of Americans

A new book from economist Tyler Cowen discusses how the geographic mobility of Americans has declined:

Nowadays, moving from one state to another has dropped 51 percent from its average in the postwar years, and that number has been decreasing for more than 30 years. Black Americans, once especially adventurous, are now especially immobile. A survey of blacks born between 1952 and 1982 found that 69 percent had remained in the same county and 82 percent stayed in the same state where they were born…

One reason people don’t move where the jobs are is because of real-estate prices — which in turn are kept at high levels by regulatory restrictions and NIMBY-ism. In New York City in the 1950s a typical apartment rented for $60 a month, or $530 today if you adjust for inflation. Two researchers found that if you reduced regulations for building new homes in places like New York and San Francisco to the median level, the resulting expanded workforce would increase US GDP by $1.7 trillion. That won’t happen, though: More homes would diminish the property values of existing homeowners.

That locked-in syndrome is a factor in economic stagnation, too: A recent Wells Fargo survey found that white-collar office productivity growth was zero. As the economy was supposedly recovering from the financial crisis, from 2009 to 2014, American median wages fell 4 percent. Men’s median incomes today are actually below 1969 levels. Had we retained our pre-1973 rates of productivity growth, the typical household would earn about $30,000 a year more than it does.

Despite all the hype attached to a few tech companies, far fewer companies are being formed than in the 1980s, and fewer Americans are working for startups. Such new companies are linked with rapid job creation. We’re coming close, Cowen says, to realizing the 1950s cliche (not really true then) of everyone clinging to a job at a handful of huge, soul-crushing companies.

As I’ve seen a number of stories about declining mobility (see earlier posts here, here, and here), I wonder if the period between the early 1900s and 1960s was simply unusual. The American economy was doing well (except for the Great Depression and the World Wars) and other factors including legal segregation in the South drove mobility. What if more limited mobility is “normal” outside of unusual time periods? Should we expect that Americans should be willing to pick up and move just because there may be a job or an opportunity elsewhere? I would guess humans default toward less geographic mobility because moves limit the ability to develop communities. In fact, it has only been in recent centuries that more of the population has even had the opportunity to travel or move large distances from where they were born. Perhaps the real question here is to find out more of what would lead people (whether in the United States or elsewhere) to move significant distances.

Naperville as a center for suburban protests

Several hundred people gathered in Naperville Saturday to demand PResident Trump release his tax returns:

The sidewalks of downtown Naperville were filled with hundreds of marchers Saturday, many waving signs and chanting “release your taxes” in a Tax Day rally that gathered at the Riverwalk’s Free Speech Pavilion…

Foster said the Naperville protest was one of 180 Tax Day Marches held across the United States and in four other countries to demand Trump make his returns available to the public…

Both organizers and Foster said they were pleasantly surprised by the turnout, estimated to be between 300 and 600 people. Stava-Murray said the group initially requested a permit to hold the rally at the larger Grand Pavilion and to march along the Riverwalk, but the Naperville Park District rejected the requests, citing a rule prohibiting protests at both locations. She said the American Civil Liberties Union is looking into challenging the district’s rule as unconstitutional.

As a result, they rerouted the march to public sidewalks – east on Jackson Avenue, south on Main Street, west on Aurora Avenue and north on Eagle Street. Police stationed along the route confirmed the marchers were following guidelines worked out with the city for a peaceful protest.

Suburbs, particularly wealthier are more conservative ones like Naperville, are not usually known for their political rallies and marches. Yet, Naperville has had its share of political activity in recent years including an Occupy Naperville group in 2011 and a Trayvon Martin march in 2012. Why is Naperville a place for such activity? Some possible reasons:

  1. The city is the second largest suburb in the Chicago region behind Aurora. This means there are both a lot of residents who could be mobilized and a variety of viewpoints.
  2. Naperville may have a reputation as a business-friendly conservative community but it has more Democratic voters than before.
  3. Naperville has a highly educated population.
  4. It has a vibrant downtown where any sort of political activity could be viewed by a lot of people.
  5. DuPage County lacks other good protest sites. Other communities are smaller and sleepier. Could a march in Oak Brook draw the same amount of attention?

It will be interesting to see if (1) such activity continues and (2) how the city might respond to where activists can march.

Zoning trade-off: privacy vs. adverse effects

The conclusion of Sonia Hirt’s book Zoned in the USA sums up the advantages and disadvantages of a zoning system that privileges the single-family home:

Arguably, zoning – the kind of zoning that makes explicitly private space the formative compositional element of America’s settlements – does deliver the gift of privacy to American families. But put all the other arguments mentioned in the previous paragraphs together, and one begins to wonder whether the original promises of zoning were either highly suspect from the beginning or have since been turned on their heads. Paradoxically (from the viewpoint of zoning’s founders), we may not have more pollution and worse public health with our current zoning that we would have if we had modified our land-use laws more substantially over the last hundred years.

As Hirt discusses, residents can have their own private homes – the largest new single-family homes in the world – but that comes at a cost of traffic and commuting, worse pollution and using more land, and worse health as well as some unrealized dreams of zoning including reduced crime. Some would argue that the privacy is overrated as well: compared to many other countries, Americans have given up on public life.

While it is easier to imagine mixed uses in dense urban neighborhoods – imagine Jane Jacobs’ vision of a bustling mixed use New York neighborhood – it is harder to imagine mixed use or zoning throughout the vast expanses of American suburbs. Even New Urbanists have tended to design neighborhoods or shopping centers dropped into suburban settings rather than the whole fabric of suburban communities. From the beginning of American suburbs, there was the idea that the urban dweller was escaping to a cottage in nature. The home out there offered refuge from people, dirt, and bustle. Today, this legacy lives on when suburban residents oppose certain land uses near their homes for fear of a lower quality of life and subsequently reduced property values.

Ultimately, would the American suburbs even exist without the fundamental desire for privacy?
